Warrant issued for former Tsawwassen resident

A

nine-hour long standoff with police in Ladner finally came to an end around 9 p.m. Wednesday evening (June 13) after members of the Municipal Integrated Emergency Response Team safely retrieved a man who was holed up with a firearm in a shed belonging to a home in the 4600-block of 51st St. The standoff started around noon and caused the lockdown of nearby Delta Secondary School, as well as Ladner and Port Guichon Elementary schools.

Just before 9 p.m. the ERT members, who had been stationed in and around the shed from earlier in the day, some with weapons trained on the small building, without incident brought the man out who had surrendered and appeared unharmed.

The youthful-looking man wearing a grey hoodie was led away in handcuffs.

According to a Delta Police media release, the man was transported to a local hospital for a medical assessment.

His name and age is not being made public at this time.

A firearm was recovered from the residence.

Police officials said it is too early in the investigation to speculate on what criminal charges

may be laid.

Several hours before the man surrendered the ERT unit used a public address system from their armoured vehicle that was parked on the street across from the shed to communicate with the man.

They advised him to come and pick up a phone they had placed inside a yellow box just outside the shed so they could better negotiate an ending to the situation.

The incident shut down roads in and around the Ladner Community Centre as police kept small groups of onlookers and media far back from the scene.

Students from Ladner and Port Guichon Elementary schools were allowed to return home at the normal dismissal time, while the 1,100 or so students at DSS were kept in their classrooms until around 4 p.m. when BC Transit buses were pressed into service to ferry them to nearby Sacred Heart School where parents were informed to reunite with their children.

A warrant was issued for the arrest of former Tsawwassen resident Jamieson Richard (Rick) Glendinning on Monday (June 11) after he failed to appear in court that morning. He is facing nine criminal counts including sexual assault, indecent assault and gross indecency. His trial was scheduled to begin in Surrey Provincial Court on June 11. A new trial date cannot be set until Glendinning's arrest.

"The warrant's out and hopefully the police can find and locate him," Crown prosecutor Winston Sayson said on Monday. "Once he's arrested he's brought into court and the first order of business is to determine his release status. Will he be released again, or should he be detained in custody?"

Sayson said Glendinning will then have to decide whether he wishes to continue to fight the case by setting another preliminary hearing or trial. "Or he still has the option of pleading guilty, if he so chooses."

In September 2010, the Delta Police Department revealed they had received information alleging incidents of sexual assault in December 2009, and learned there were multiple victims, both male and female, ranging in age from elementary to secondary school students. When news outlets reported that charges had been laid, two more victims came forward and, as a result, two new charges were laid.

Glendinning, a Vancouver resident, used to live in Tsawwassen, and was involved with the Tsawwassen Amateur Baseball Association between 1985 and 1995.

Sayson said witnesses have come from all over North America for the trial.

"It's very unfortunate that the taxpayers have to spend all this money and the accused did not bother to show up in court," he said.

Massey Tunnel makes worst roads list

at 2 p.m. Wednesday: "We are currently in a Code Yellow lockdown as instructed by the Delta police. We may have to do a controlled release of students at the end of the day. Everyone is safe in the school. Please try to pick up your children from their regular class door at the end of the day."

Delta School district spokesperson Deneka Michaud said the schools were shut down as a safety precaution.

"The Delta Police are investigating an incident in the area and it's not at any of the schools or directly affecting any of the schools or students," she said.

Ladner Pioneer Library was also closed.

While it may not come as a surprise to commuters from Ladner and Tsawwassen, the George Massey Tunnel has been voted as one of the top 10 worst roads in B.C. for the second year running.

According to a poll conducted by BCAA, the tunnel was ranked eighth on the top 10 list of worst roads in the province for 2012.

Congestion was listed as the main problem by those responding to the poll with a whopping 90 per cent citing the daily bumper-to-bumper crawl commuters make in both directions.

In BCAA's poll last year, the "tube", which opened to traffic in 1959, ranked 10th among respondents with congestion again the main issue.

Topping the worst roads list in 2012 was Westside Road in Kelowna which was cited for potholes and crumbling pavement.

The poll was conducted from April 2-23 and according to BCAA close to 3,500 motorists, pedestrians and cyclists took part in the second 'Worst Roads' Campaign.

The results of the poll will be shared with municipalities and the provincial Ministry of Transportation and Infrastructure.

Those heading down to Centennial Beach for the 12th annual Father's Day pancake breakfast on Sunday (June 17) will also get to see what the longawaited new concession stand has to offer.

The official opening of the new concession and washroom facility is scheduled for June 17, set to coincide with the annual Sunday in the Park event, hosted by the Tsawwassen Boundary Bay Lions Club, Metro Vancouver and Cammidge House Committee and Boundary Bay Regional Park volunteers.

SFPR on schedule for 2013 completion Rally to save farmland planned for Saturday in Ladner The South Fraser Perimeter Road is on schedule to open to traffic next year, at which point all of the now under construction points through South Delta will be driver ready.

"Basically 36th Avenue at 64th Street and the 28th Avenue agricultural overpass are all complete and in use," said Geoff Freer, executive director of the Gateway Program.

"All of the rest of the intersections and interchanges and overpasses are still under construction."

Freer expects all South Delta projects will be finished in fall 2013 and the entire four-lane, 40-km long road will be open to traffic in December 2013.

The $1.3 billion highway, part of the province's Gateway program,

is designed to improve the movement of goods and people through the region. It connects Deltaport Way to 176th Street in Surrey with connections to major river crossings and highways.

While SFPR construction forges ahead, there is still vehement opposition to the new road.

"There's been community opposition to that freeway since day one and we've not been listened to," said Ladner resident Cathy Wilander, local chair of the Council of Canadians citizens group.

Wilander is helping organize a rally and march to Save the Fraser delta, which starts at 1 p.m. on Saturday (June 16) at Magee Park in Ladner.

In addition to the SFPR,

Wilander said many people are also concerned about potential port expansion, a foreign trade zone and selling farmland for development.

"We see this basically as the eye of the hurricane for the industrialization in the Lower Mainland," she said. "It's much more than a local issue."

Guest speakers will kick off the event, after which the protest group will march through the Ladner Village banging pots and pans, displaying signs, and carrying a 20-foot-long salmon puppet.

"That's to symbolize how precious our Fraser River delta farmland is and the Fraser River that created it," Wilander said.

Social networking helps draw attention to Ladner resident in need of a new kidney

ichelle Laviolette is hoping social media has the power to help her family.

Two months ago, the Ladner resident and manager of the Tsawwassen Vancity branch, created a Facebook group to help find a much-needed new kidney for her blood-type O husband, Gord Johnson. Within 12 hours, the “Are you an O?” group had ballooned to more than 700 members. That same day, she created a Facebook page with the same name, which quickly received more than 1,000 views.

Turning to the Internet for help was an idea Laviolette cooked up with her two friends, Kim Mackie and Kara Lingham, during a night out.

Christine It was nearing the Lyon fourth anniversary of the day Johnson received a fluke injury that has resulted in him being hooked up to an invasive dialysis machine every single night.

Johnson cut his wrist while playing hockey with friends. His hockey glove infected the cut with strep and the strep caused his kidneys to fail.

“When his kidneys first failed, the surgeons at the transplant clinic said, ‘Listen, it’s a 10-year (wait) list for O blood type. Find a (living) donor,” Laviolette said.

Friends and family members volunteered to help, but no match was found.

“Unfortunately, everybody who stepped forward initially to be a donor were either the wrong blood type, like myself, I’m a B, or had something that precluded them from donating,” Laviolette said.

Johnson, Laviolette and their two young children have been waiting

more than four years for a deceased donor. Laviolette is concerned that by the time Johnson makes it to the top of the wait list, his health will be too poor to undergo surgery.

“My husband does not look sick,” Laviolette says. But the way he looks and the way he feels are two very different things.

“The way he generally feels is like he has the flu. He’s exhausted, he’s nauseated, he’s susceptible to every cold and flu that comes along,” she says. “The longer this goes on, the more risk there is to harming his heart and his thyroid.”

Rather than sit around idly for another six years while her husband’s condition deteriorates, Laviolette decided to go public with her family’s situation in hopes of finding a living donor.

“The really interesting thing is how Facebook can get the message out so quickly,” she says.

Since launching the site, she has received hopeful messages from complete strangers who have successfully donated organs.

And although BC Transplant adheres to a strict confidentiality policy, Laviolette has reason to believe about half a dozen people have recently called to check their blood type or start the testing process.

“Even if nothing happens from it, we feel so much better. We feel positive that there is a light at the end of the tunnel,” she says.

Meanwhile, in order to decrease the long wait time for deceased donors, Laviolette encourages people to sign up as organ donors.

“It’s not hard, it’s online, it takes a couple of minutes,” she says. “You can save so many lives. You can help so many people by becoming an organ donor.”

Busy start for Ladner Market Attendance good as new vendors mix with old favourites Despite some early morning grey clouds, attendance at the first Ladner Village Market of the season on Sunday ( June 10) was good as vendors lined the streets of the village.

Market organizer Bill McKnight joked that people must think he is extremely lucky with the very few rainy days the market experiences each year.

“It looked a bit gloomy in the morning, but we never did see a drop of rain and the weather just got better as it went along,” McKnight said.

As a result, the crowds were sizable.

“You couldn’t move it was so busy from 10:30 in the morning to about 2:30 in the afternoon,” McKnight said.

With 35 or so new vendors this season McKnight said it is a good mix of old and new products for sale to ensure market-goers have a good blend of their favourites and plenty of new items to buy.

The next market day is June 24 and will feature the live music of Wes Mackie and Kenny Wayne, both longtime entertainers at the outdoor event.

Top Ladner student earns hefty scholarship Claire Preston off to McMaster Univeristy to study sciences Delta Secondary's Claire Preston will be off to study sciences at McMaster University in Ontari this September after being awarded a substantial scholarship.

Preston was selected as one of just 40 students from across Canada to receive $60,000 from the Schulich Leader Scholarship.

All Canadian secondary schools were eligible to select one nominee for the award. Delta Secondary School was one of 977 sec-

ondary schools that submitted a nomination.

The magnitude of her accomplishment still has yet to fully sink in, Preston said.

“I did not expect very much, as I know there are many extremely qualified applicants out there,” said Preston. “When I got the email from McMaster (University) that morning, it was surreal, as if I had suddenly woke up into another dream, and I continued

to feel this way until a couple of weeks later, when the reality of it finally began to sink in, that I had been chosen.”

Among Preston's many academic successes are achieving the top academic average in her grade each year, being the Canadian Math Contest winner in her school each year, and scoring in the top one per cent nationally on the Michael Smith Science Challenge.

Moms will always be indispensable, forever loved and appreciated, but I sometimes think that dads do not always get the recognition they deserve when it comes to special occasions like Father’s Day. We make a great fuss on Mother’s Day, and rightly so, but when it comes to recognizing our fathers I’m not sure we always pay tribute with the same passion or fanfare.

However, I think most dads would agree that is just not true. Few dads have forgotten that precious moment when they proudly, albeit gingerly, held their tiny first born in their hands. How many dads remember taking their young son on his first overnight camping adventure or showing their little girl how to put a worm on a hook to catch her first fish? The bond between child and father for most is not easily broken and should never be underestimated. I recall watching our little girl standing in her crib with those soft blue eyes saying, “Daddy, you’re my best friend.”

That phrase still tugs at my

A dad will always have that innate desire to protect his family, provide for his children and sacrifice when necessary—even when they become adults.

For those who are fortunate enough to celebrate Father’s Day this June 17, be sure to honor dad in an extra special way. He may not always show his appreciation outwardly, but if you look really closely you will see it in his eyes and you may even see a tear or two being wiped away.

Most importantly, remember to tell him just how much you love him and what he means to you.

Delta, you should be very proud If there was ever to witness a collective heart beat in Delta you would have felt it in Tsawwassen last Sunday afternoon. And it would have made you feel very proud of the caring community you live in.

It was at the grand opening of The Little House on 12th Ave. Outside the structure that was re-built following an arson fire that destroyed it back in 2009 was a gathering of about 300 or so people, all there to see the efforts of the community come to fruition.

It was a collective of friends, neighbours, business owners, municipal officials, volunteers and just plain ordinary folks who got the nonprofit organization dedicated to promoting and advancing education related to substance use, abuse, and addiction back up and running a year after ground was broken on the project.

The fact it used no provincial or federal funds to get re-established speaks volumes.

It means the people of the community found it in their hearts—and their wallets—to get such an important facility back in service.

They know the value of such a place.

Many have had their hearts broken by the destructiveness of addiction and the effort it takes to come back to a clean and sober lifestyle.

Delta—you proved you cared.

You supplied cash and in-kind donations of just over $300,000 to give The Little House a new beginning.

And as those in attendance heard former young addicts who had the courage to speak about their journey back, you know every donation made was well worthwhile.

The healing this reborn facility will achieve is expected to be nothing short of miraculous.

But the first miracle has already been achieved—and that's a community's recognition it is not immune to the ravages of addiction.

And that, in it's own way, is the first step towards a much better tomorrow for all of us.

Q: Which Regulations were passed or amended on December 13, 2011 that relate to depreciation reports and the contingency reserve fund?

A: As of December 13, 2011, a depreciation report is a mandatory function of strata corporations in the Province of British Columbia. Strata Corporations who are not exempt,

most comply with the provision by December 13, 2013. Strata corporations with fewer than 5 strata lots, and those strata corporations who pass an annual three quarter vote, are exempt from the requirement.

On December 10, 2009, Bill 8, the Strata Property amendment Act came into effect. At that time, only a limited number of the sections came into effect, with section 15 of the amendments, depreciation reports, being deferred. The regulations passed on December 13, 2011 brought section 15 into effect, and implemented the regulations that identify the requirements for depreciation reports as well as the inclusion of changes to Form B Information Certificates which take effect on March 1, 2012 for depreciation reports, and January 1, 2014 for parking stalls and storage lockers.

With Father's Day just around the corner (June 17) it's fitting that Keith Sacanli recalls his early motivation to become a chef which started with his dad, Felipe.

It was back in the Philippines where Sacanli was born that his father ran a catering business, producing all manner of indigenous dishes for parties, banquets, and weddings.

"I remember, I must have been about six or seven-years-old," says Sacanli, 33, who is the night chef at the River House Restaurant. "I was always interested in cooking and my dad would take me along to see all the things being prepared."

That would sometimes mean getting up around three or four o'clock in the morning as preparations for dishes, such as whole roasted pig, were often on the menu for

salmon and chips feature we had and thought maybe I'd dice up the salmon, turn them into poppers and serve them with a yogurt pesto dip I made."

Giving the dip a little kick is cayenne pepper and garlic mixed in with sour cream and a dash of honey to balance the heat.

Covering the salmon is a fish and chips batter dressed up with dill, cayenne pepper and paprika.

The result is succulent salmon bites covered in a crispy, seasoned coating offset well with the creamy dip.

"We make everything from scratch here and each week our features change, so it's an exciting and creative kitchen," Sacanli says.

So, when Sacanli moved to Canada when he was in his midteens he decided to pursue some training in the culinary field at the Arts Institute of Vancouver.

And after he graduated the first job he got was at the River House where he spent five years before leaving to be a full-time dad to his son in the Philippines while his wife worked. Two months ago, Sacanli returned to the River House.

"I love it here at the River House," he says. "It was the first job that I had and as the night chef it allows me to be more creative because that's when the menu is more elaborate."

Although she has been rowing for three years already, this is Bracken's first year competing for Shawnigan Lake School.

"I picked up rowing because

my brothers did it and have been doing it ever since Grade 8," said the 15-year-old who when at home rows at Burnaby Lake Rowing Club.

In the bow position for her crew, Bracken and her team qualified for the final with a first place finish in their heat followed by a close second place finish to Branksome Hall School from Ontario in the semi-final, who they then went

on to beat in the final.

"Going into the final I didn't want to think about the outcome, I just wanted to focus on the race.

But when we actually won it was amazing," she said.

The CSSRA is held annually the first weekend of June in St. Catharines, Ontario at the Royal Canadian Henley Regatta course and is the largest high school regatta in Canada.

Righting past wrongs Mary Kitagawa led the campaign to grant Japanese-Canadian UBC students a degree of justice

n St. Patrick’s Day, 1942, Mary Kitagawa watched in horror as police snatched her father from their family home on Salt Spring Island.

It was a terrifying experience for the sevenyear-old.

“As a child, you see this RCMP officer, you see this gun, and then you think what are they going to do to him? Are they going to shoot him? Will we ever see him again?

“I don’t know how my mother dealt with this, but I’m sure every cell on her body must have been exploding in pain.”

The traumatic event marked the beginning of a dark period in Canadian history. Kitagawa (née Murakami) and her family were among the 22,000 Japanese-Canadians placed in internment camps in British Columbia and Western Canada following the 1941 bombing of Pearl Harbour.

Seventy years later, the Tsawwassen resident, now 77, is working to right the historical wrongs done against the Japanese-Canadian commu-

nity. Most recently, she led a campaign to get UBC to grant honorary degrees to the Japanese-Canadian students who were forced to abandon their studies when they were interned during the Second World War. “I felt that an injustice was done and there were no voices speaking out for these people.

And I thought, well, if no one’s going to speak out for them, I will.”

Degree of justice On May 30, Kitagawa, her husband, Tosh, their children and grandchildren sat in the audience during an emotional and long-awaited convocation ceremony at UBC. Honorary degrees were conferred on the 61 JapaneseCanadian students who were unable to complete their education as planned, and degrees were re-conferred on the 15 students who completed their studies, but missed their graduation ceremony when they were exiled from their homes.

It took three years of relentless lobbying before Kitagawa and fellow members of the Japanese-Canadian community finally convinced the university’s senate to approve the special degrees in November 2011.

Then the real work came.

Kitagawa and her husband were tasked with identifying and tracking down the students of 1942. After countless hours of phone calls, emails and meetings, all but two of the 76 interned students—or their living relatives— were contacted.

Kitagawa said it was a “hallelujah moment” for everybody when she relayed the good news.

“They didn’t scream, but I think they were screaming in their hearts,” Kitagawa said. “I have a feeling that in their minds, they were hoping that UBC would call them and say ‘Come on back.’”

Joining the alumni UBC president Stephen Toope called the internment of Japanese-Canadians during the Second World War “one of the great historical injustices in Canadian History.”

“I think we have an opportunity now to use the resources of the university to help redress that wrong—and it was a fundamental wrong.

The internment meant that UBC students in particular were forced to leave their studies.

who were working very, very hard and had done nothing to justify this action,” he said prior to the convocation ceremony.

“I think that the sad thing for the university is that so few people stood up in their defense.”

In addition to granting the honorary degrees, Toope said the university also plans to create programming and curriculum to keep the memory of what happened alive.

Mits Sumiya, one of the 22 still-living students from 1942, reacted to his honorary degree in an interview with the university.

“For me it’s a closure to an open-ended situation because here I was going to university, I was going to get my degree, I was going to start my life that way and it was disrupted,” he said.

At 90-years-old, Sumiya said the degree does nothing for his professional life or financial standing.

“But what it does mean to me is that the university has opened its arms and said ‘Come back, you’re part of our group, our alma mater.’

It’s like saying ‘Come on home.’”

“The wonderful thing about this event, or this journey, for us, was getting to know so many wonderful people on the other end of the phone line,” she said.

Lives uprooted Kitagawa could relate to the many stories she gathered by phone and email.

Shortly after her father was taken, her mother, four siblings and herself were shipped off to the livestock barns at Hastings Park in Vancouver.

“As you’re progressing toward the building, you could smell the urine and feces. And we were told that we had to go and live there,” she recalls.

There was no toilet, no shower, no privacy. Internees were fed food so poor that many suffered bouts of diarrhea and food poisoning.

After two months, Kitagawa and her family were packed onto a train bound for Greenwood, B.C. It was there they learned their father was at a work camp in Yellowhead Pass. They were told they could be reunited if they agreed to work on a sugar beet farm in Alberta.

“So of course, we wanted to reunite the family, so we agreed to go to Magrath, Alberta, because that’s where my grandparents were shipped,” Kitagawa said.

The family was whole again, after four months of separation, but conditions in Magrath were deplorable. The two parents and five children lived in a flyinfested shack next to a pig pen and drank water from the same pond as the cattle.

The family was shuffled around several times after this, eventually ending up in Roseberry, B.C. where, during the frigid winter months, their bedding would freeze to the walls overnight.

It was here they got word that their agricultural property on Salt Spring had been sold without consent.

“It was sold for almost a pittance,” Kitagawa said.

“We had no power to do anything.”

Unwelcome return When the war ended in 1945, the interned Japanese were not welcome to return to their homes on the B.C. coast.

“They (government) gave my parents a choice, which I would call an ultimatum. Go east of the Rock-

A member of the Greater Vancouver Japanese Canadian Citizens’ Association human rights committee, Kitagawa was also instrumental in changing the name of a 19-storey Canadian federal government office building in downtown Vancouver in 2007. It was originally named in honour of former Cabinet Minister Howard Charles Green. But the Japanese-Canadian community raised concern about Green’s racist attitude during the internment years, and the government renamed the building after Douglas Jung, the first Chinese-Canadian member of Parliament.

Currently, members of the JCCA are lobbying the Vancouver Parks Board to create a memorial at Hastings Park “so that people know that once upon a time human beings were incarcerated in the agricultural barns,” Kitagawa said.

ies or be repatriated to Japan.”

Determined to return to Salt Spring, but lacking money, the family ended up running a restaurant in Cardston, Alberta for five years.

On her mother’s 50th birthday, they went back to their Gulf Island home. But they were met with an icy reception. Residents did not want them as neighbours; the Anglican church—where Kitagawa and her siblings had been baptized—banned them from the congregation; and the local RCMP made it clear police services did not apply to them.

“And that was frightening, because who was going to protect us?”

Her parents managed to secure some scrub land with their savings and start a farm from scratch.

“They were determined that they’re going to succeed and send all their children to university because education was so important to them,” Kitagawa said.

She eventually earned her bachelors degree from the University of Toronto and her teaching degree from UBC. She taught high school in Vancouver and Delta, married, had two children and built a house in Tsawwassen 42 years ago.
