the beginning of the school year, Samara Piercy didn’t realize she had hit her 100hour mark during the end of May, simply because she was having fun volunteering.

“I really wanted to get that high (amount of hours) and I’m really happy that I did, ‘cause I feel like I’ve accomplished something,” the 13-yearold said.

The program, which currently consists

of 21 students, has students assist with the school’s athletic department’s duties, such as organizing athletic equipment, cleaning the gym, and teaching physical education classes to lower grades.

Samara heard about a previous student who had reached 75 additional hours and she wanted to top it.

“I ended up getting up to 100 (hours) but I didn’t really know it at the time,”

“It was fun. It was a good learning experience, definitely harder than I thought.”

Students apply for the program prior to starting Grade 8 and must meet minimum requirements. They are rewarded for any additional hours they complete.

More public input wanted on Oak Bay Lodge redevelopment June 19 meeting final chance for all residents to add their opinions Laura Lavin News staff

After more consultation regarding Baptist Housing Society’s plans to redevelop the Oak Bay Lodge, residents will

get another chance to ask questions and tell council how they feel about the changes at a public meeting next Tuesday (June 19).

“My primary concern is around the process,” said Oak Bay Coun. Tara Ney. “Making sure the entire community is

well-engaged and well-informed.”

They also held two community input events on June 5 and 6. The meeting on June 19 at 7 p.m. at the Monterey Recreation Centre will be the final opportunity for the public to speak out on the project before Oak Bay council makes its decision on the variance requests on June 27.

“We are hearing from people who live in the immediate vicinity (of the lodge), but I’m concerned that the larger community is not apprised of what’s going on,” said Ney, who noted she has not made her final decision on the project yet.

VIHA and Baptist Housing want to redevelop the Oak Bay Lodge into a 320-bed facility to house seniors with dementia. The new building would be higher than currently allowed under zoning bylaws and would include fewer parking spaces than required for the size of the development.

The variance requests were rejected by previous Oak Bay council in November 2011. Baptist Housing resubmitted the same application for variance requests in January 2012 to the new council.

“Most people think that if the application is turned down all senior’s care (in Oak Bay) will be taken away, that we’ll lose a very important resource,” said Ney. “That decision has not been made yet.”

She is concerned that people may be unaware that the new lodge will cater to those who require a higher degree of care, different from what is currently offered at the lodge. “It’s a level of care that’s needed in the region,” she said, pointing out there will be no tax revenue from the proposed facility to the municipality.

“The onus is on Oak Bay to play its part in the region,” Ney said. “(However) it’s a big decision for the community in terms of what that means and I don’t feel that people have been engaged enough. If people feel it’s OK, they have to come forward and say that. A better-informed decision is a healthier decision.”

Anna’s paradise A keen ear and a trained eye allow birders to capture intimate moments among nesting hummingbirds Roszan Holmen News staff

It’s just past 8 a.m. and Eric Pittman is right on time to witness a momentous occasion in the bitsy lives of Rabbit and Hatter.

With his video camera trained on the two baby hummingbirds, Pittman records the siblings leaving their nest, then flying right back – their first ventures out into the world.

The babies’ speedy turnaround is something Pittman has never seen go quite like this.

“It’s very unusual,” he said.

The Esquimalt resident is highly attuned to the intricacies of the birds’ behaviour.

For the past three years, he has spent one to three hours a day documenting the life cycle of Anna’s hummingbirds, in a colony located on what he dubs Hummingbird Hill. He prefers to keep the actual location secret, for fear curious people will disturb the nests.

Most people strolling in the park would be surprised to learn the nests are within easy reach, sometimes as low as chest level – but only if you know what to look for.

They are hidden in plain sight, blending in with the fungus on the branches of trees.

Pittman uses his hearing to zero in on the birds.

A high-pitched peep tells him not only the location of the birds, but also what they’re up to. Whether feeding or fighting, each activity comes with a different sound.

Filming and photographing is a labour of love for Pittman, who calls himself a citizen scientist. He pays the bills by selling windows, but he’s fuelled by observing hummingbirds. He hopes to make a documentary, but his footage is also proving useful to a new scientific study looking into the breeding habits of the birds.

“Eric is just unbelievable at finding nests – it’s crazy,” said Alison Moran, the volunteer co-ordinator of the Hummingbird Project, managed by the Rocky Point Bird Observatory.

“When you have someone with that kind of skill set, there is the opportunity to look

at what the nesting requirements are, how they’re doing it,” she said. “We’ve learned an awful lot just because we’re able to do the observational study, because we’ve got the guru there.”

The Hummingbird Project was launched in 1997 and encompasses many studies of hummingbird populations in B.C. and Alberta.

In February, the project turned its attention to the resident population of Anna’s hummingbirds in Esquimalt.

Migrating hummingbirds, such as the Rufous, have declined significantly over the past 40 years, said Moran, who lives in Saanich. By contrast, the Anna’s populations on Vancouver Island have grown exponentially since they stopped migrating and put down permanent roots in the 1950s.

“It’s like an atom bomb going off,” she said.

Staying put means the birds don’t have to expend their energy on migration.

Instead, they spend their energy having babies and building multiple nests each year.

“Now, interestingly, there is an overlap between where the Rufous have been lost and where the Anna’s have expanded into,” Moran said.

But, she warned, that doesn’t mean the Anna’s are to blame for the decline of migrating species. They could simply be filling a gap created by other forces. The purpose of Moran’s study is to start to understand whether the relationship is causal, or simply correlational.

While Rufous are very sensitive to urbanization, Anna’s are positively impacted by humans, she explained.

“They actually try to breed around us,” she said.

A newly hatched Anna’s hummingbird will soon be under its mother’s care. points out several nests, some in use and some being pilfered by female birds to make their next nest.

Most people who document hummingbird life cycles stop the day the fledgelings leave the nest, Pittman said.

But he likes to track them until they are fully weaned. So much happens during this time, he said.

Later that morning, he documents Hatter getting “a beatdown” by another hummingbird.

Young ones often get tough love from their moms, too. She’ll pull on their feathers to throw them off balance and

force them to fly, he explained. Mom is eager to encourage self-sufficiency in her young so she can stop feeding them and tend to her next batch of eggs.

Over the years, Pittman has climbed trees to get a better shot, returned fallen eggs to their nest, and even fed a starving baby whose mother was sick.

He said he doesn’t feel paternalistic toward the hummingbirds; that his interest is merely the photographic challenge.

But his care is hard to miss.

Large homes on small lots worries resident’s group Oak Bay Watch calls for immediate action Brittany Lee News staff

Residents of Oak Bay gathered at municipal hall Monday night to voice their opinions on the issue of large houses being built on small lots.

Members of the recently formed Oak Bay Watch group presented their concerns over what they call “unintended consequences� of changes to the municipality’s zoning bylaws made in 2007.

Their point was not to say that mistakes were made, but to point out “that something unintentional has occurred� in regard to the bylaw changes, said Eric Zhelka, co-chair of Oak Bay Watch.

Zhelka, an engineer, based his presentation to council on information from documents, such as minutes, of the now defunct Floor Area Ratio (FAR) committee.

Members of Oak Bay Watch are concerned that the bylaw changes made in 2007 have done nothing but facilitate “monster� homes being built in Oak Bay, rather than preserve the streetscape of

the municipality. “They were aware that if they’re not careful, they’re going to open up to (the development of) monster homes, or what they referred to as ‘overly large houses,’ that would not fit into (Oak Bay’s) streetscape,� Zhelka said. “We’re pointing out that nothing’s been done (to prevent that).�

Last August, council voted for staff, along with former councillor now mayor, Nils Jensen, to review the work of the FAR committee relating to houses being built on smaller lots and report back to council, but to date, a report has not yet been tabled.

Oak Bay Watch wants construction in Oak Bay to preserve the architectural scale and green space of the community, as stated in their report to council.

They requested that bylaws be changed so that the floor area limit for small lots would be 40 per cent, as it was before the 2007 change, which means the size of a house built cannot equal more than 40 per cent of the lot size.

They also recommended that bylaws aim to preserve protected trees and require that 30 per cent of the lot consist of green space.

Their aim is to maintain a “sense of continuity in the community’s standards,�

Zhelka said.

The group also requested council put a disclaimer on building permits because they say “some aspects� of the current bylaws may be invalid. “I wanted to put the council on notice that if it is invalid, all building permits from this point forward should be issued with some kind of a disclaimer because, we think, a case can be made that there’s a problem here,� he said.

Council determined, based on advice from municipal staff, that a moratorium on building permits would be unlawful, Jensen said Wednesday. “Certainly, the presentation raised very important and interesting issues,� Jensen said, adding however, not all of the group’s recommendations can be acted on.

Municipal staff are currently analyzing the effects of the 2007 bylaw change and will take into account what Oak Bay Watch members presented Monday night, he said.

The report is expected in September and will go through, Jensen estimates, a couple of committee of the whole discussions before a decision is reached. “We’ve taken this seriously and we’re moving forward with it,� he said. “We’re going to do our very best, in as short a time

as possible, to resolve these issues.�

However, Jensen added that this is “a very complex issue� because it involves people’s property rights, noting that the 2007 change took almost two years of study before it was made. “Any time you change and you alter property rights, I think, you have a very important duty to inquire with the property owners throughout the community. So it’s not some-

thing that we’re going to rush into,�

Jensen said. “I appreciate that there will definitely be some frustration amongst the people who want to move (forward) immediately and get everything done right away, but because of the importance of how this affects property rights, we have a duty to do it thoughtfully and with due consideration for everyone’s voices.� reporter@vicnews.com

Tea Room set for stardom The Oak Bay Kiwanis Tea Room was transformed to act as an ice cream parlour Tuesday for a scene in the made-for-TV movie Cedar Cove, starring Andie MacDowell. Based on the popular romance novels by Debbie Macomber, Cedar Cove is set in a fictitious Pacific Northwestern town, production manager Paul Rayman said. The Hallmark Channel movie is being filmed in various locations around Oak Bay and Victoria. The production will include ‘walk and talk’ scenes and will piece together parts of Victoria to depict the small town of Cedar Cove.

A male suspect entered the store, produced a handgun and robbed the store of cash and narcotics.

The suspect is described as 6 feet tall, with a heavy build. He was wearing a full-faced black motorcycle helmet, a black motorcycle jacket, blue jeans and dark runners, and was carrying a black duffel bag.

The male filled the bag, exited the store and was seen leaving in a green Jeep Cherokee. This stolen vehicle was recovered two blocks away with a pistol inside.

Senior fined for fatal airport crash Family of driver devastated Edward Hill News staff

It was a moment of confusion and panic for an elderly Saanich woman driving at the Victoria airport last year that left a man dead and six others seriously injured.

On Tuesday Shirley Zerbin, 82, received a sentence of a $1,500 fine and a three-year driving ban.

As Victoria provincial court judge Evan Blake noted, this is a case that started out of “innocent and mundane circumstances” and ended in profound tragedy for all.

On July 29, 2011, Zerbin drove her 1990 Pontiac Sunbird to the airport in the late morning to pick up a friend. She arrived flustered after becoming confused and lost due to the new McTavish interchange – for years she hadn’t driven farther than a grocery store near her Cedar Hill X Road home.

Airport security video played in court demonstrated that Zerbin paid her dollar, pulled into the airport’s short term parking lot and slowly drove down a row of cars.

She pulled an arcing left turn and then shot diagonally across the blacktop, accelerating over the curb, plowing through a concrete picnic table filled with taxi drivers playing cards, through luggage carts and into a cement barrier in front of the security building.

Crown prosecutor Kimberly Henders Miller said investigators estimate Zerbin’s car hit the table of men at 78 kilometres per hour, and accelerated continuously throughout the incident.

Zerbin herself was seriously injured and spent four months recovering in hospital.

Henders Miller pointed out Zerbin remains grief stricken over her actions and co-operated fully with the Sidney/North Saanich RCMP. Investigators reported the Sunbird was in good working order and that Zerbin simply mistook the gas for the brake.

“The only explanation she can offer is that she must have put her foot on the gas, that the car leapt forward and she didn’t know what to do.” said defence lawyer Dan Murphy. “She was deeply troubled by in the aftermath and remains deeply troubled by Mr. Sharma’s death.”

Crown and police agreed Zerbin wasn’t criminally liable and she was charged with driving without due care and attention under the Motor Vehicle Act. Besides a speeding ticket in 1991, this crash is the only blemish on her driving record in 65 years.

“I’d like to say I’m very, very sorry for hurting the taxi men and for Mr. Sharma and his family. I am very sorry,” Zerbin told the court. Her lawyer told the court she would never seek a driver’s licence again.

Zerbin moved to Victoria in

1944, served in the air force for three years and worked at the Yarrow Shipyards until retiring on a modest pension, and has no assets beyond the car that was destroyed. She and the Victoria Airport Authority face nine civil lawsuits launched by taxi drivers impacted by the crash.

Sharma’s son Sanjeev, 23, and daughter Sabina, 18, sat through the proceedings, quietly wiping away tears as the Crown and defense lawyers described the series of events that led to their father’s death.

“I think she knows she made a mistake and is sincere. I don’t feel hatred toward her. It’s unfortunate she took a life,” Sanjeev said after court finished.

Judge Blake said the $1,500 fine and driving prohibition reflect penalties set out under the Motor Vehicle Act, and doesn’t put a price tag on the value of human life. Courts are “ill equipped” to deal with these scenarios, he said.

Zerbin is sincerely remorseful and had led an exemplary life, the judge said, but her fateful 19 seconds of panicked driving led to “physical and psychological (consequences) for all involved and devastation for the Sharma family that is almost beyond words.” editor@saanichnews.com

Democracy wilting in Ottawa While the lumping together of numerous pieces of federal legislation in one giant omnibus bill may not be precedent-setting, we fear that doing so threatens to reduce our democracy to mere window dressing.

Stephen Harper’s Conservative government, still relatively young in its first majority, is attempting to reduce level of debate Reducing debate the on specific issues on budget items relating to everything environmental eats at our rights from protection to military spending to multiculturalism. No aspect of governmental operations is being spared here.

Our concern is that sections of the bill pinpointed by hard-working MPs as troublesome – remember, this bill affects every ministry – cannot possibly be given the time they need to discuss potential problems with implementation before regulations and budgets get put in place.

It’s not just opposing MPs who have been left scrambling by this tactic. Even Conservative MPs are forced to bone up on all aspects of the government’s budget legislation. Who’s got time for that? And how can we expect any of our elected representatives to be well-versed on even half of the legislation tabled?

Meanwhile, Opposition and other MPs have tabled 800 possible amendments to the bill, which will no doubt cause further confusion and anxiety among this country’s lawmakers as the bill goes through the debate process.

The feds have argued that time is of the essence as they work to keep our economy from spiralling as a growing number of European countries are experiencing.

Still, that is not reason enough to subvert the democratic process and allow for the kind of proper debate that Canadians have come to expect.

To use a well-used phrase, this can only end badly, both for the continuity of services, checks and balances in this country and the preservation of the type of democracy we all voted for – Conservatives, New Democrats and Greens alike.

Not everyone wants to spend their remaining healthy years at a part-time, low-paying job to supplement their meagre Canada Pension Plan or Old Age Security cheques. What they did manage to save won’t go that far.

The government does not owe us a living any more than our parents do. What you didn’t do (like save) during your working years may come back to haunt you. Who knew?

The world is changing rapidly and the technological age is shrinking the job market, rather than expanding it. Jobs are disappearing while the government tries to revamp Canada’s Employment Insurance to ensure Canadians get whatever jobs are out there.

We can no longer count on the public service to provide jobs with life-long security. Public servants and bureaucrats have sunk some countries by being so top-heavy and weaving so much red tape that it is impossible to escape going under. It’s a worldwide phenomenon, so we can’t even escape it by moving elsewhere.

This is worrisome for many folks.

So really, I disagree with the survey.

I think everyone is worried, no matter what their age.

As Bob Dylan once sang: “For the times they are a-changin’.”

On-leash animals unpredictable Re: Dog ownership rules restrictive (Letters, June 8) The comment “a leash only gives the illusion of control” is certainly true.

My car was attacked last month by a dog on a leash, held by the owner. However, the woman did not have control of her animal.

My dog was sleeping in the back seat while I was in the driver’s seat talking with my niece. Moments later, the lady and her dog came out and the dog instantly lunged at my parked car.

I shouted “stop, stop,” but it continued to come at my car.

I quickly rolled up my window and waited for her to restrain her dog. I got out, looked at the side of my car and commented, “Your dog did this to my car,” to which she replied, “A little bit of wax will take out those scratches.”

She proceeded to leave the parking lot, and as she did so, I took down her licence plate number. I called the Saanich police to report the incident and they instructed me to stop by so they could take pictures. I told the constable, “You can still see the dog’s breakfast on my window.”

The police have still not caught up to this woman, which leaves me with a $300 deductible to fix my car. I am sure my car’s DNA is still under that dog’s nails.

Dog owners’ rights trample those of others Re: Dog ownership rules restrictive (Letters, June 8)

Good for the City of Victoria.

Dog ownership should be restrictive.

My wife and I have shaken our heads at dog owners numerous times over the past few years. Many seem to think that the general public enjoys having frisky, nosy dogs jumping on them, sniffing their picnics and licking their child’s faces.

We’ve witnessed dogs trained on ‘mental’ leashes jumping on kids in on-leash areas. From the child’s perspective, these are not ‘doggie kisses,’ this is an attack. Children can be traumatized and the associated fear compounds with each recurrence.

The dog owners we have observed have been blind to the fact that their dog has left a child screaming and in tears, and rarely, if ever, apologize.

The city’s dog-control ‘browbeats’ can’t be zealous enough.

Pets provide comfort to those in need Re: Dog ownership rules restrictive (Letters, June 8) I am shocked and saddened to read more on the subject of punishing dog owners.

More and more our society is becoming a police state. More and more, those in power tell us we’ll be safer when we have more policing.

First, we police the already downtrodden members of society, many of whom find solace and companionship with their dogs.

They can’t leave them at

home as home is the street.

So now we have a new “vice squad” aimed at folks who leave their people-loving canine friends, for a few moments, outside a store.

I love to visit with the dogs.

They add some pleasure to the humdrum business of shopping.

Policing must be a profitable business. Imagine if we were to use these funds to support people in housing with the comfort of a non-judgmental friend, who raptly listens to the events of the day?

There are people who prefer the comfort of their furry friends, who keep them fit with daily walks and provide love always.

I can think of many occasions where dogs have literally saved peoples lives.

As in the human kingdom, there are losers and no doubt there are a few undesirable dogs.

Does that mean we need to punish them all?

Readers respond: Left-lane highway drivers Road rage incidents prompted by ‘enforcers’ Re: Slow drivers present greatest hazard (Letters, June 1) R. Chong’s response to “Keep pressuring high-risk drivers” (Our View, June 1) was right on point.

In the editorial, road rage, among other problems, is mentioned. If one could quantify the number of reckless driving and road-rage incidents attributable to raised frustration levels caused by “self-appointed enforcers” futzing about, or sheer bloody mindedness, one would probably not be surprised at the statistics.

There are always people who will flout the law, but that is for the police to deal with.

But, to speak the unspeakable, road rage doesn’t just happen. It is a reaction to an action, and there are many actions on the Pat Bay Highway that produce “high-risk” behaviour in a normally calm, low-risk driver.

There is much more to this, of course, but what a great beginning.

As the letter-writer suggested, a slight change in attitude is in order.

Lack of driver confidence when dealing with lane discipline on any highway is one of the causes of collisions.

If a driver feels that the only way he is going to be able to make a safe left turn is to stick out in the ‘fast’ lane for 10 kilometres, he needs to take a refresher course on how to correctly signal his intention to move from the ‘slow’ lane, in order to make his intended turn to the left.

Addressing those people who lack confidence on the road, don’t ever find yourself on a German or French highway.

That’s where lane discipline is expected – and, I might say, demanded.

The University of Victoria is hoping the latest incarnation of its parkade is its last.

The post-secondary institution submitted its updated design to the Saanich planning department on May 30.

The 10-metre high, vine-covered, 332-stall parking garage is now a shadow of its former self – a previous design that councillors and community members didn’t support last year because of its size, esthetics and location on campus. “(A renewed community consultation process) has resulted in changes to the size and height of the parking structure, along with a reduction in the number of parking spaces which it provides,” reads the new UVic development variance permit application. “Along with addressing the concerns of local residents, the revised parkade design meets the needs of the university and the functions of the ... facility.”

The original plan, which went before Saanich council last August and October, was a seven-level, 19.5-metre tall, 503-stall parkade.

The university held a number of open houses and community forums earlier this year to gather feedback on a variety of parkade options, including height, location and its final look.

And while the variance application states the neighbouring community associations support the new design, Gordon Head Residents’ Association president Don Gunn said the original, rejected plan was better.

“The only comment I have is that it’s too bad that it’s gone through this process and we’re going to end up with a parkade that’s really not going to meet the demand for parking,” he said.

The estimated $13.4-million parkade is proposed to include one level of underground parking and four levels above ground. As it is part of a larger sports facility project, which is being built on top of an existing parking lot, only 98 new parking stalls will be created.

Kristi Simpson, associate vice-president of campus planning, acknowledged in an interview with the News in late April that the new parkade, if approved, would only solve a fraction of the parking needs on campus.

“We did a transportation and parking report back in 2008 that told us between the years 2013 and 2018, even with a good (transportation demand management) program, we need to build up to 800 new stalls,” she said. “This gets us 100, and as we move forward we’ll have to think about how we accommodate that other 700.”

Saanich bylaws require that the university install one parking stall for every 50 square metres of new building. In the last decade, UVic has successfully lobbied Saanich council to support parking variances to install fewer parking stalls than required.

The university’s planned Centre for Athletics, Recreation and Special Abilities will be a 17,685-square-metre complex, with a 2,100-seat gym, a four-court field house, an elevated running track and climbing centre.

Bear season officially began for some residents in the area north of the Victoria General Hospital when they spotted a black bear in their backyard just before 8 a.m. Sunday (June 10).

Residents in the 1900-block of Burnside Rd. W. called Saanich police when they saw the bear attempting to climb their fence.

The bear, believed to be moving in the general direction of the Highland Pacific Golf Course, was no longer on site by the time police arrived.

Though it’s been a slow year

for bear calls in Saanich, conservation officer Peter Pauwels said sightings in rural-urban interface areas, such as Burnside Road West, are common.

“Every year we do get a bear or two that will wander over from the Highlands and get into West Saanich and we’ll get a few calls,” he said. “Normally they’ll turn around and head out because it’s too busy for them.”

The sighting was one of eight so far this season in Saanich, with the majority of calls having originated closer to Prospect Lake. As no further sightings have been reported, Pauwels believes the bear has

left the area.

Pauwels advises contacting the conservation officer service if a bear is acting aggressively or has travelled into an urban area.

He reiterates the annual bear wisdom: do not leave attractants, specifically garbage, outside of the home.

“At this time of year, bears are hungry,” he said. “They’re looking for food. … If there’s nothing for a bear to eat, he’s not going to hang around.”

It’s been six years in the making but the Oak Bay Community Green Map is a beauty to hold and read.

Want to find a good spot to star watch? That’s on the map. Where can you see the remnants of street car rails? That’s on the map, too. Need to find a public washroom? Those are also on the map which measures 24” by 34” but folds up to fit in a back pocket.

Not just a guide to the geography of an area, community maps pinpoint cultural, historic and personal landmarks important to residents.

“The process has almost been more valuable than the end result,” Burdick Avenue resident Jill Croft says about the many open houses the Community Association of Oak Bay held to bring residents together to talk about not just the buildings, streets, and lanes that make Oak Bay special but other significant things such as heritage trees, gardens or wetlands unique to the community.

Sunny Lane resident Marion Cumming shared details about cairns marking Aboriginal village sites throughout Oak Bay. Croft and her husband Tom cycled and walked as many of the 15 kilometers of lanes in the municipality as they could and added them to the map.

With donations from sponsors, the association hired University of Victoria cartographic technician Ken Josephson to compile the information and design the map of which 6000 copies were printed. The map will be available by donation at Oak Bay municipal hall, Kiwanis Willows Beach Tearoom, and at the Oak Bay Beach Hotel.

Good Neighbours Joseph Blake

The recent protests about big, modern homes being built in the municipality made me pause. I love my neighbours and my neighbourhood.

I’ve lived with my wife and family in the same small, converted 19th-century dairyman’s shed for over 30 years, and life on our Oak Bay street has never been better.

Neighbours are like family. You don’t get to choose who moves into the neighbourhood, but life is much nicer when everyone tries to get along. It made me sad when my neighbourhood’s original farm house was torn down a decade ago and my neighbour built an 8-sided, original design to the limits of the building code. It blocked the afternoon sun in my garden and stuck out like a sore thumb, but when he moved away, a retired couple spent more than a year landscaping, painting and finishing his unique creation, and now my family lives next to two of our dearest friends. We share meals and cultural enthusiasm and our love of Oak Bay. My other neighbours are renters with four small children who play so nicely together that it makes me laugh remembering my three sons’ rougher, louder games. This family replaced a woman who yelled at her yapping dogs all day and night and an earlier renter who roared his motorcycle engine outside our bedroom window at all hours. The kids playing outside as I write this column sound like bird song.

When I garden in my backyard I get to listen to another neighbour, a professional opera singer practicing her arias. How sweet is that? The boys

acrro ac acro ossss from fro rom m our o r ho ou ousse across house have grown from little guys to teenagers to fine young men, and that gives my life a sweetness too.

Other neighbourhood girls, my sons’ schoolmates, now raise children of their own, and another neighbour is a widow who has lived most of her life on this street. Her daughter lives with her now.

There are neighbours who rent suites in their homes. I don’t know if they’re legal or illegal, and I don’t care. I like both neighbours too much to complain, and if problems arise, I’ll talk to them about it.

One widower lived alone until he went into hospital recently. He was a very quiet, private man, and I barely knew him.

I met his son this week, cleaning out the family home for his dad’s move back to Toronto. When the last old widower in the neighbourhood died, they knocked his little house down and built a big, modern home on the lot to the limits of the building code. That’s probably going to happen to my ailing neighbour’s house too.

When the new neighbours move in, I’m going to welcome them to the neighbourhood and

For the next couple of years, the biggest job for residents of Oak Bay will be the creation of a new Official Community Plan.

The mayor and council have started this process, but they can’t do it alone.

The Official Community Plan must provide a vision for the next couple of decades. Some of the major projects included in the new plan are the redevelopment of Oak Bay Secondary School including a Community Performing Arts Theatre and a Neighbourhood Learning Centre, the rebirth of Bowker Creek, a system of bike and walking paths, and the redevelopment of the Oak Bay Lodge property.

There are lots of other issues that will fall under the guidance of the new Official Community Plan.

Most residents have opinions on these pressing issues and many have life experiences to aid in the development of the new Official Community Plan. Let’s be good neighbours. Let’s work together. Please join us. The Community Association of Oak Bay needs you.

‘Bully Bill’ has mobilized Canadians Denise Savoie, MP

As I write, I am preparing for a marathon session of Parliament. As Deputy Speaker, I will replace the Speaker every four hours as more than 150 amendments to Bill C-38, the Budget Implementation Bill, are proposed and, in all likelihood, defeated because of the Conservative majority.

Whatever one may think of the content, C-38 is a ‘bully bill’ because it is stopping Parliament from doing its job. Not a single amendment proposed by Opposition MPs, representing millions of Canadians, has been passed. Non-budgetary policy shifts, such as giving the federal Cabinet the power to approve large oil and gas projects, are part of a 420-page budget document.

Despite the outcry from experts and

four former federal fisheries ministers, the government will not budge from ill-thought-out changes to the Fisheries Act that will have a disastrous impact on our ecosystems. And the decimation of federal environmental oversight exposes British Columbia to even larger oil accidents than what we are witnessing this week in Alberta.

New rules that allow temporary foreign workers to be paid less than Canadians will lower the standard for all workers. The government should be focusing instead on ensuring that Canadians get the training they need for the well-paid, skilled jobs employers want to fill. Do Canadians really want to exploit people from other countries and treat them like widgets?

As these next two weeks unfold, I

am inspired by the response from Canadians who are speaking out, in front of Conservative MP offices, at public forums and through every available means of communication, to say these changes go too far, that they threaten our natural resources, fisheries, healthcare, cultural heritage and jobs. The passing of this bill may be inevitable, but its content has mobilized Canadians and that bodes well for the future.

Wireless Radiation Rescue 2012: How to Use Cell Phones More Safely and Other Safer-tech Solutions

384 pp, pbk, $18.95 (e-book $8.85) It seems that on every imaginable topic, someone is holed up somewhere in Oak Bay writing a book. Kerry Crofton’s topic is the danger to health caused by electromagnetic radiation from cell phones, Wi-Fi, microwave ovens, xrays and airport security scanners, to name a few sources of the “electro-smog” pervading the modern world. Crofton, with a background in psychology, health education and counselling in cardiac clinics, got interested in this subject when she looked into the wireless radiation levels at her daughter’s school. Academically trained, she set about doing the research. Wireless Radiation Rescue is the result, a summary and action plan written in clear language easy for even the most un-techy reader to follow.

So what are the health hazards of the sea of radiation we now live in? The list includes headaches, dizziness, allergies, fatigue, cardiac symptoms and ADHD, but as these things also have a host of other causes (chemcial pollutants, meat eating, emotional stress ...), persuading consumers to change habits around their favourite digital tools and toys is an uphill battle.

“Do you feel hopeful about changing the trend?” I ask her.

“No,” she replies frankly. At least not yet, but she adds: “within five to ten years scientists predict there will be a surge in adverse health effects resulting from wireless technology,” and that will cause attitudes to change, rather as they did toward smoking over the last generation.

Crofton spreads her message with calm assurance through articles and conferences, and has even been known politely to approach strangers doing dangerous things with cell phones (like resting them over their fetuses when hugely pregnant) – and has lived to tell the tale! But most mothers do care about their babies’ health, and parents and grandparents listen to Crofton’s message about wireless gadgetry even as most teens, industry interests and government officials role their eyes, or commit to stone-walling.

Bowker Creek Brush Up

Oak Bay Green Committee Recycling Depot

Sat., June 23; 9-11:30 am The Oak Bay Green Committee runs a Recycling Depot at Carnarvon Park every 4th Saturday of the month (with the exception of December when the depot may be held on another weekend). The depot runs from 9:00 am to 11:30 am.

The Depot is held on the west (Foul Bay Road side) of Carnarvon Park. Parking is free and easily available.

We recycle: batteries, all clean soft and hard plastic products and wraps (including plant pots and old garden furniture), electronic appliances and yes, we still take refundable milk and juice cartons. We are the only

neighbourhood depot in the CRD that takes styrofoam, (pieces of any size), food trays and pellets.

Our recycling partner PMD now has its own styrofoam recycling facility in Sooke, the only such facility on Vancouver Island.

There is a small charge for our depot service, which varies according to the current price for recyclables. A percentage of the monies collected funds the Oak Bay Green Committee. Funds from refundable cartons go entirely to the OBGreen Committee.

The Act deals specifically with the issue of what happens when one guardian wishes to move from the area where they have been living and sets out that the reasons for the move must be considered along with the best interests of the child.

For the first time the Act includes a provision that a person

new Act has to do with the division of property. The Act considers anyone who has lived in a marriagelike relationship for two years or is legally married to be a spouse. This is a major change and puts BC in the forefront of granting property rights to “common law spouses”.

Currently, common law spouses must demonstrate that they assisted in some way with the acquisition or maintenance of an asset in order to qualify for an interest in the property if their name is not on title.

The division of property under the new Act is completely different and envisions dividing all property equally between the spouses except for excluded property. Excluded property includes property acquired before the relationship began, gifts or inheritances, damages for personal injury, and discretionary trusts to which the spouse did not contribute.

What this effectively means is that the spouses will equally divide the property that is acquired during their relationship, including the increase in value on property owned

AGREEMENTS In keeping with the desire to have people resolve their disputes out of Court, the Act encourages people to make agreements with respect to their property, money and debt. The court can only change the terms of a written agreement if: a. one of the parties failed to disclose significant property or debts; b. one person took advantage of the other person’s vulnerability; c. one spouse did not understand the nature and consequences of the agreement, or d. any other circumstance that would cause that part of the contract to be voidable at common law.

The Act also changes the test to determine whether an agreement is valid from “unfair” to “significantly unfair” and the court will only be able to vary agreements if the agreement is significantly unfair. We will have to wait until this provision is first interpreted by the Courts to see how different “significantly unfair” is from “unfair”.

OTHER COURT ORDERS

CHILDRENS PROPERTY

For the first time the Act provides that the court can say who has to pay for various reports required to assist the court – for example, reports about the best interests of the child or the views of the child. The court has the power to order disclosure of assets and to fine people for failing to properly disclose all of their assets and debts.

If someone has become a regular litigant in the court, and makes applications without merit, the court may make an order prohibiting them from bringing further applications and may make orders fining a person for their behaviour. The court can also order that one of the parties must participate in dispute resolution, or for the first time, order that someone must attend counseling or other specified services or programs. The court can also allocate the costs for those. The court can set restrictions on communications between spouses and can make all forms of interim orders necessary to stabilize the situation while waiting for a trial.

For the first time the Act provides that a court may order that a child’s property may be delivered to that child if the guardians and parents cannot agree as to who keeps the childrens’ belongings and property.

CHILD SUPPORT Child support will still be payable by guardians and parents. The Child Support Guidelines (Federal tables which have been in place for a number of years) will continue to apply. The one change that the new Act brings is with respect to step-parents. A step-parent will not have a duty to provide support for a child unless he or she has contributed to the support of the child for at least one year and his or her duty will be secondary to that of the child’s parents’ and guardians and the amount ordered will only be dependent on the standard of living being experienced by the child during the time they lived with the step-parent.

SPOUSAL SUPPORT With respect to spousal support, the Act has not changed substantially except in two respects: there is a provision that the court must not consider the conduct of a spouse except if that conduct prolongs or aggravates the need for spousal support or effects the ability to provide spousal support.

More importantly, a provision has been added that the court may order that spousal support and child support may continue after the payor’s death. That provision has not existed previously and means that the payor’s estate may have to pay child or spousal support long after the payor’s death.

PROTECTION FROM FAMILY VIOLENCE The Act also has specific provisions that provide for protection from family violence and allow for various protection orders and enforcement.

TRANSITION TO THE NEW ACT The Act has transition provisions which provide that if someone has custody and guardianship under the current legislation or agreement, under the new Act they become a guardian and have parenting responsibilities and parenting time. If someone only has access under the current legislation they will not be a guardian but will have contact to the child.

If a property action has been started under the current Family Relations Act, it will continue under the Family Relations Act unless the parties agree that the Family Law Act can apply.

Many of the changes in the Family Law Act mirror those in other jurisdictions. In particular, Alberta has introduced parenting time and parenting responsibilities in a similar fashion to what is proposed in British Columbia. It is hoped that the exclusion of the terms “custody” and “access” will deter people from fighting about those possessory terms respecting children. We will be looking to the law as it has emerged in Alberta for direction on how those terms will be used here.

With respect to property, B.C. is well ahead of most other jurisdictions by recognizing the needs of unmarried people who live together for more than two years. These parties will now have recourse to the Act to resolve their issues, where as before they had to meet a complicated legal test to establish an interest in property.

However, the Act also recognizes that many people, married or ‘common law’, will want to determine their own division of assets and the Act encourages them to enter into agreements which if not “substantially unfair” will allow the spouses control over their futures. These agreements are what we commonly refer to as marriage contracts, prenuptial contracts or cohabitation contracts.

This article is only a very brief overview of the proposed changes to the Act and I caution that no one should rely on it without receiving specific legal advice based on their own circumstances. Many of the new issues will not be clear until the courts have had the opportunity to review them.

This year my uniquely situated Mason Bee nursery is in my moveable wooden deck furniture, including the picnic bench! This persistent bee mama plugged every available sunken screw hole in my cedar Adirondaks with mud and went on to do the same on the underside of the picnic bench. The latter was an amazing feat as some of the holes in the picnic bench are vertical and somehow she has managed to deposit and stick food and mud plugs upside down. My duties as bee grandparent, include not moving my deck furniture unless this is done with great care and with no jarring! The reason for this is that the babies (larval stages or eggs) need to stay stuck in their rich food bed.

If they are dislodged by vibration or movement, the babies will starve to death and that poor mother’s work will be all in vain.

Multi-nation aboriginal groups perform Members of the Esquimalt and Songhees nations, among others, will perform in Victoria’s Spirit Square (Centennial Square) on Sunday (June 17) as part of the annual First People’s Festival.

The free festival is part of the celebration of National Aboriginal Day, which is officially marked on June 21.

In store for Victoria visitors are performances by more than 100 drummers and dancers.

Two featured groups are the Unity Drummers and Singers, led

by Songhees cultural leader Butch Dick, and the University of Victoria powwow drummers. Both are comprised of members of First Nations from across Canada who are currently living in Greater Victoria.

“It’s all about gathering and celebrating,” said event organizer Ron Rice, a Cowichan Tribes member living in the city.

“I can see my culture in the different dances, songs and art, and that brings me great pride.”

Guests include the Kwhlii Gibaykw Nisga’a Dancers from

Vancouver, and 30 children from the Journeys of the Heart cultural learning program of the Hulitan Family and Community Services Society in Victoria.

The festival also includes an aboriginal arts and crafts market, where people can find handcrafted pieces and learn about First Nations traditions.

The artist market runs from 11 a.m. to 5 p.m., while the entertainment is scheduled between 11:30 a.m. and 5 p.m. editor@oakbaynews.com

“For me it’s about complete openness and great communication,” said Burton, who took on the agency’s spokesperson role earlier this year. “I think Transit TV is just one small component.”

Copper thieves targetting vacant homes Thieves are breaking into empty for-sale and for-rent homes in Saanich to steal copper water supply tubing and electrical wires.

Three incidents have been reported to Saanich police since June 5 where homes have been entered and the copper tubes that lead from the hot water tank have been stolen.

In all three cases, the thefts have resulted in flood damage to the homes.

The incidents occurred in three different parts of Saanich: the 3600-block of Ophir St. in the Shelbourne valley, the 1800-block of Taylor Rd. in the Saanich panhandle Southeast of Hillside Shopping Centre, and the 3900block of Telegraph Bay Rd. in Cadboro Bay. "We suspect the same person or persons is responsible, given the MO is distinct," said Sgt. Dean Jantzen.

He says the items that are being taken do not amount to much, in terms of monetary value, as they are short pieces of copper, and of low quality.

Jantzen advised landlords and property owners to perform regular check-ins on their properties to ensure they haven't been targeted. He also recommended doublechecking security features on your home, such as locks and motion detector lights. kslavin@saanichnews.com

The B.C. government has reached a tentative agreement for a four-year contract with the province’s 10,000 family doctors and specialists.

The government released few details of the agreement, which must be ratified by members of the B.C. Medical Association in a vote to be completed by the end of July. The BCMA board is recommending acceptance.

Health Minister Mike de Jong said the tentative deal represents a 1.5 per cent increase in the province’s overall budget for doctor fees over the first two years, or

about $45 million more each year.

The proposed agreement doesn’t specify an increase for years three and four, but rather commits the government and BCMA to negotiate that amount later.

The health ministry promises that the new deal will improve patient access to family doctors, including in rural areas, and improve recruitment and retention of specialists. De Jong said an additional $20 million is available for specialists, but it is up to the BCMA’s various committees to work out how it is shared.

The government is still negotiating with other health care employee groups and much of

the rest of the B.C. public service, under a mandate the government called “co-operative gains.” The ministry and BCMA have agreed to a review of laboratory services that de Jong said may save $10 million to go to other priority areas.

The 10 unions representing 15,000 community social services workers announced last week they will be joining other provincial employees in taking a strike vote after four months of talks.

Union leaders say their members are the lowest-paid in the provincial public service, and there are no savings to be found to finance a raise. tfletcher@blackpress.ca

Expressing pride doesn’t necessarily mean gay pride.

The Victoria Pride Society and Madrona Gallery are hosting an art walk and exhibition in Trounce Alley during this year’s Pride Week and are hoping to draw a broader crowd to the annual event.

In celebration of Pride’s threeyear-long theme of Proud, the art show aims to represent more than just gay pride.

“It’s an opportunity for individuals to express their version of pride, or in having pride, and that’s not necessarily gay pride or transpride, it could just be any type of pride,” said Laurissa Chapple, a spokesperson from the society.

“That’s the beauty of art, is that it’s malleable in what it’s repre-

senting or communicating.”

The Pride Art Walk and Exhibition is a first for the society, but the goal is to make it an annual event, Chapple said.

An annual art show was formerly held at the Martin Batchelor Gallery during Pride Week but it was never a part of the Pride events.

Michael Warren, owner and director of Madrona Gallery, approached Victoria Pride Society with the idea for the show after hearing that the Martin Batchelor Gallery would not be hosting its show this year.

The arts and Pride match together so well, Warren said, because they are both forms of expression.

“I just hope that it allows people to engage in Pride Week in a broader way, (and) allows people

alcolm Howard smears refried beans down the gulley of a whole wheat tortilla then piles on a stringy clump of scrambled eggs and adds a little salsa.

It’s the diet of an Olympian: protein and carbohydrates.

“This is courtesy of Own the Podium (program) – making sure we get proper post-workout nutrition as soon as we finish our early session,” said the 29-year-old Victoria resident.

He would know. Howard graduated from Harvard University with a biology major and is in the application process for medical school.

It’s the beginning of the end of his current tenure with Rowing Canada, which dates back to 2003.

“I’ll study somewhere in Canada, that’s all I know.”

In the meantime, Howard is chasing down a second Olympic gold medal in the men’s heavyweight eight. Only Howard, Andrew Byrnes (Toronto) and Brian Price (Belleville) remain from the gold-medal winning crew at the Beijing Olympics in 2008.

“During that campaign (leading to Beijing) I was very fortunate to have older guys around,” Howard said. “It’s important to have a guy who can teach the younger guys.”

New to the boat are five rowers from Ontario: Will Crothers, Jeremiah Brown, Conlin McCabe, Rob Gibson and Doug Csima, and University of Victoria student Gabe Bergen, from 108 Mile House, whose dad also rowed for Canada.

“It’s impossible to compare this team to 2008,” Howard said.

There was some dissension after the men’s eight settled for bronze at the recent World Rowing Cup in Switzerland. The eight set a worldrecord time in the preliminary heat, but finished third behind Germany and Great Britain in the final.

Howard dismisses any conclusions drawn at this point.

“We showed at the World Rowing Cup that we’re a good team.

We’ve got the potential speed, and definitely are powerful enough; we just have to put it together on race day.”

From a pleasant afternoon with the family at Glen Lake in Langford, to a bike ride out to Metchosin’s hidden beauty Blinkhorn Lake, to an epic day hike up to Sheilds Lake in the Sooke Hills wilderness, Victoria author Adam Ungstad has done it all – and now he’s written a book about it.

“I decided to write it in late August of 2011, as I was looking for information about the remote lakes in the Sea to Sea Regional Park Reserve, which is close by Sooke,” said Ungstad.

“I couldn’t find any reliable information about the trails or what to expect on a hike up there, and thought: ‘Why hasn’t someone written a book about the lakes in the area?’ Of course, the next thought was, ‘Why don’t I write a book about lakes in the area?’”

Ungstad’s new guidebook, Secret Lakes of Southern Vancouver Island helps outdoor enthusiasts explore and enjoy the many lakes within a short drive or cycle ride from Victoria.

“The first time I ‘discovered’ Thetis Lake was by bike via the Galloping Goose trail about seven years ago. I wasn’t a big cyclist then, and wasn’t sure I’d be able to find the lake, but the experience left

a lasting impression,” said Ungstad. “When I first got there I thought that the main beach was everything, but decided to walk along the trail just to see what else was there – and of course discovered some spectacular view points and secluded coves.

“From that point on I was hooked, and each summer I would ride a bit further getting to know the area better, and continually being fascinated by just how many different lakes there are that are accessible by bicycle from town. With each new lake I found my questions, curiosity and admiration grew. I wanted to know them all.”

The guidebook includes recreational information, information on natural features and history for each of the 25 lakes and also features top 10 lists to help find the best lakes for each activity.

The guidebook features maps and directions that show trails, beaches, viewpoints, boat launches, picnic tables, washrooms and parking, while photos and the Lakes 101 section answer a myriad of questions.

“Essentially I wrote the book I wanted to read. Other guidebooks had a little bit of information about lakes here

and there, but they usually covered just the large lakes I already knew, and often they didn’t have much about the history of the lakes.

I found it fascinating to imagine being an early settler of Vancouver Island, and spent a lot of time at different archives and museums learning about who these people were,” he said.

Secret Lakes book launch is 7 to 9 p.m. Monday, June 18 at the Prospect Lake Golf Course, 4633 Prospect Lake Rd., with partial proceeds from the launch going to The Land Conservancy. Tickets, $40, are available at secretlakes.ca.

Two bands make one tasty jam A happy collaboration brought together The Fretless and Oliver Swain’s Big Machine.

A trip to Memphis, Tenn. and the International Folk Alliance Conference saw the two join when Fretless member Ivonne Hernandez agreed to play fiddle with Big Machine during the conference.

Soon the two groups found themselves around the same table sawing fiddles and singing along into the wee hours of the morning.

The jam was so inspiring that the musicians made a pact to play a show together at the next opportunity,

which will materialize in Victoria tonight (June 15) as Big Machine joins The Fretless on stage for the album release party for their new CD, Waterbound, at Fairfield United Church.

The Fretless is an innovative young string quartet that performs original and traditional fiddle music in a setting that’s one part chamber, one part kitchen jam.

Hailing from across North America, the members of The Fretless include Victoria’s Ivonne Hernandez, Vancouver’s Trent Freeman, Saskatoon’s Karrnnel Sawitsky, and Eric

Wright, from Los Angeles. The foursome originally met as competitors at fiddle contests across North America, each winning titles such as B.C. Provincial Fiddle Champion, Canadian National Fiddle Championship finalists, Grand North American Fiddle Champion and European Fiddle Champion.

West Coast League baseball will make its way to Victoria after all.

Standing on the concourse above Royal Athletic Park’s grassed-over baseball diamond on Wednesday, WCL president Ken Wilson announced a Victoria franchise has been granted and will play out of the historic downtown stadium, beginning in June of 2013.

“For those who don’t know it, the West Coast League is to baseball what the Western Hockey League is to hockey,” Wilson said, referring to the amateur WCL being a feeder to Major League Baseball.

Seattle-based Wilson tried to land a franchise in Victoria in 2008, but that

deal was edged out by the Victoria Seals.

Sadly, the Seals only survived two seasons and one of the key issues in their demise was a revenue sharing deal with RAP’s concessions.

Team owner John McLean, who did the speaking on behalf of himself and co-owner Dwight Willet, agreed the yetto-be-named team’s deal to play at RAP hinged on several economic factors.

McLean, a business partner with Willet in their native Vancouver, wouldn’t speak to the percentage of revenue his team would receive. But he was blunt in his assessment of the park’s facilities.

“We’ll have to bring in outside food vendors to supplement the concession stands.”

McLean is aware of the Seals’ demise and the Capitals before that, though the

Capitals stood strongest amongst a collapsing league.

“We’ve calculated based on those teams that we should be going for 1,000 to 1,500 fans per game,” McLean said.

Ticket prices have not been sorted and vary around the league. The Kelowna Falcons charge $10 general admission for adults and $5 for kids and seniors, which is a slight discount from the Seals.

The community will be involved in the naming of the team, though McLean made it clear he would like to align the club with Victoria’s baseball history where possible. Early possible names include the 1911 Victoria Islanders (later named the Bees), 1913 Capitals and 1915 Maple Leafs. sports@vicnews.com

Brent McMahon will compete in the Saunders Subaru Victoria Triathlon on Sunday (June 17), just five days after officially being named to the Canadian Olympic team going to London.

Triathlon Canada released the five-member team on Tuesday, with McMahon, Simon Whitfield, Kyle Jones, Paula Findlay and Kathy Tremblay.

McMahon is in the midst of his pre-London training regimen. Because of it, he will partner with 2008 Olympian Carolyn Murray, a locally based coach, rather than competing in a full Olympic distance race on Sunday.

Approximately 1,000 participants will make a mass start for all three events, Brent McMahon the Half Iron (1.9 kilometre swim, 90km bike and 20km run), Olympic (1.5km swim, 40km bike and 10km run), and sprint (500m swim, 20km bike and 5km run), at 6:45 a.m. from Hamsterly beach.

Sunday marks the start of triathlon season in Victoria, with the 33rd Self Transcendence Triathlon set for Aug. 5, also at Elk Lake.

Also in early August, all eyes will be fixed on Whitfield’s last stand as he attempts to add to his Olympic gold and silver medals in London. The Olympic women’s triathlon is Aug. 4, and men’s is Aug. 7.

Major future for junior eight Claremont rowing returns to nationals Travis Paterson News staff

With an Olympic bloodline in their mix, the Claremont secondary’s junior boys eight captured a silver medal at the national school rowing championships June 2 and 3.

Claremont sent a rowing team to the nationals for the first time under coach Gord Redlin, who moved to Claremont four years ago. They returned with the junior eight silver medal as well as some near podium finishes by the junior girls double and quad, junior boys double.

“The great thing about the junior boys eight is they can do it again next year as they’re only in Grade 9,” Redlin said.

To be fair, the junior boys eight team does feature one Grade 10.

Kylie Redlin, daughter of the coach, brought her experience to the team and is part of a crew rich in rowing bloodlines.

Sitting sixth in the boat is William Laumann-Wallace, son of Olympic medalists Silken Laumann and John Wallace. In case a refresher is needed, mom Laumann, a hometown hero, totalled one silver and two bronze at three different Olympics. Dad Wallace was part of Canada’s men’s eight gold medal winners in 1992 with another hometown hero, Derek Porter among them.

Overall, Claremont finished 24th among 137 schools, with just 14 rowers.

“The team did well to fight sloppy rowing conditions, including wind and rough waters, as well as torrential downpours that put the regatta on hold at times,” Redlin said.

Grade 11 Ali Zwicker, one of the program’s few seniors, competed in the single scull. A tough initial heat kept Zwicker out of the final, where the top three on the podium were the same three from Zwicker’s opening race.

“She finished with the seventh fastest time overall against a field with (Grade 12s),” Redlin said.

Bridge’s time with Highlanders comes to an end The Victoria Highlanders terminated its coaching contract with Ian Bridge on Wednesday afternoon.

Bridge, a local soccer legend and former national team player, came on prior to last season.

Steve Simonson, head of the Highlanders reserves club, will fill the head coaching position with the Highlander’s Professional Development League squad for the remainder of the 2012 season.

The Highlanders have two wins, three ties and three losses in eight games in the 2012 season.

Social agencies unite to CAP poverty Community Action Plan finds common ground Roszan Holmen News staff

More than a dozen community organizations have launched a campaign to take action against poverty.

“The lessons from … communities across Canada are quite clear,” said Rupert Downing, executive director of the Community Social Planning Council. “Collaborative action on poverty reduction is a critical factor in the success, well-being and advancement of communities and regions.”

In creating the Community Action Plan on Poverty (CAP), participating organizations have jointly crafted and endorsed a list of 10 shared values, backed by actions to achieve them. They include affordable housing, accessible child care and living-wage incomes.

“The CAP document represents hundreds of people and hundreds of hours, learning how to work together and how to disagree respectfully,” said Claire Rettie, executive director of the Victoria READ Society. “We’ve also learned that amongst each other, there is a way to harness energy and create hope.”

Progress demands leadership more than it requires money, said Victoria Coun.

Marianne Alto. As one example, she pointed to a program that distributes bus passes to

people in poverty.

“The Social Planning Council came to the transit commission and made a very compelling presentation … about why this program needed to be expanded,” Alto said.

The commission agreed and increased the number of passes by 25 per cent.

The city’s governance and priorities committee unanimously endorsed the plan last week.

“While the city can’t act in and of itself to reduce poverty, one of the key things the city can do is to create an enabling environment,” said Lisa Helps, who attended the campaign launch as a city councillor and executive director of Community Micro Lending. “The city has a real role to play.”

Business leaders will also be asked to partner in the plan.

“We’re going to work with employers in the region to certify them as living-wage employers if they step up to the plate,” Downing said.

The wage required to maintain an adequate quality of life in the Capital Region has been calculated to be $18.07 per hour.

Another plan in the works is to launch a community investment fund early in 2013, Downing added. “That will be a vehicle for people to put their savings and their investments in a communitymanaged fund to help build social housing and finance (other socially-responsible programs).”
