Metro seeks funds for waste-to-energy plan

Metro Vancouver’s current waste-to-energy plant in south Burnaby was developed as a design-build-operate P3. Metro is exploring the P3 option for its next waste project. might be built, and whether it uses conventional incineration or some alternative technology.

The region downsized the plan earlier this year, estimating it now needs extra disposal capacity of 250,000 to 400,000 tonnes per year – down from 500,000 to 600,000 – in light of declining garbage volumes.

Abbotsford Coun. Patricia Ross, who is also vice-chair of the FVRD, said the two districts are still at the beginning stage of consultation.

“Our staffs are looking at what we want to see in terms of consultation.

They are just setting all that out.

They’re starting off with where do we agree and building from there,” she explained.

Ross said it’s “frustrating” to keep fighting these air quality issues from sources “outside our borders, who don’t have to experience the consequences of their decisions.”

She called the P3 application premature, noting Metro appears to be “barreling ahead.”

Ross believes Metro may soon discover that P3 Canada may not be the prudent or popular choice.

“To me they are attracting even more controversy to an already highly controversial project.”

She also said the P3 model will be more costly, meaning if Abbotsford remains a client of Metro, tipping costs are sure to rise.

“It isn’t just an environmental and health issue. It’s a financial one.”

The application for P3 Canada funding has also split directors on the Metro regional board, with some warning that building a new incinerator as a P3 could dramatically drive up the costs for taxpayers.

Delta Mayor Lois Jackson said the situation is reminiscent of the Canada Line, where private investors bor-

rowed the money to build the $2-billion rapid transit line at much higher interest rates than if it had been publicly financed. She noted the region gets favourable interest rates through its membership in the Municipal Finance Authority.

“I have no problem with doing a P3 for design-build,” Jackson said. “But finance, I think, is not a wise choice.

All that money and interest has to be paid back and the taxpayer ends up paying back a higher rate of interest.”

P3 Canada-eligible projects must give the private partner not just a designbuild role, but also one of either operating, maintaining or financing it.

Metro’s application proposes a designbuild-finance-operate P3, because projects with the most private sector involvement are expected to be preferred for funding.

Board vice-chair Richard Walton supROSS ported the decision, saying Metro won’t yet be bound to that model and could revise it later.

Metro staff and consultants are still determining a recommended business model for the new plant ahead of a call for proposals from potential partners.

But Walton said the region had to apply by June 15 to have a shot at a grant.

“My view is you keep all those doors open going forward,” he said.

The P3 Canada fund is to distribute more than $525 million by the end of 2013, with grants limited to 25 per cent of a project’s capital cost.

Metro’s current waste-to-energy plant in Burnaby was developed as a designbuild-operate P3, with the region financing it and retaining ownership.

District has ‘already made up their minds’ Metro Vancouver’s proposed wasteto-energy project may end up being privately financed. The regional district is applying to Ottawa for federal funding as a private-public partnership.

The P3 concept is familiar to Abbotsford residents as the city received approval for funding from P3 Canada for a new water supply system at Stave Lake. The proposal was unpopular with the public, which crushed the idea during the last municipal election in November 2011.

Abbotsford Mayor Bruce Banman, who ran on a campaign against the P3 water plan, said he is “cautious and concerned” about Metro’s actions.

However, the P3 plan is not his major worry. Instead, it’s the impression that Metro continues to move forward on an incinerator project, even though the Fraser Valley Regional District has major concerns regarding air quality.

Banman said Metro is on an “incinerator bandwagon,” and determined to push ahead with the project.

“They don’t even know what kind of incinerator they have yet, and they’re already going to go to P3. It seems to me as if they’ve already made up their minds what they want to do, and they’re just going to go ahead and do it, regardless of what anybody thinks,” he said.

Banman believes the project needs to be examined carefully and there is “too much up in the air” to make a decision one way or another. He isn’t against all P3 projects, but said when it comes to something as controversial as garbage incineration, much more information is needed. He wants to see what the contract, BANMAN safeguards and other data look like before any funding is applied for.

“P3 just adds one more serious question that everyone should have. People need to step up and take notice of what’s going on.”

He is hoping Metro will look at other waste disposal options, rather than incineration, or at least examine placing the facility out of region.

“I think to put the risk of the crop production, the risk of the health of people downstream, downwind from them, just to save a couple measly bucks on tipping fees, well, I’m not liking that idea.”

The panicked female caller tells the 911 operator that her friend is not responding and her mouth is clenched shut.

“I think she’s overdosing,” she says frantically.

“On what?”

“MDMA ... It’s ecstasy ... I’m really scared right now.”

The opening scene of the Abbotsford Police’s latest initiative, a video called Operation X, features the actual tape of a call made to 911 in the early morning of Dec. 20, 2011.

The call was placed by a close friend of 17-year-old Cheryl McCormack of Abbotsford.

The two were among four girls at a sleep-over when Cheryl took ecstasy.

Following the 911 call, she was rushed to hospital, where she died two days later.

That tragedy, as well as the ecstasy death of 20-year-old Tyler Miller of Abbotsford on Nov. 27, 2011, motivated police to create a message they could share with young people about the dangers of using the drug.

Operation X features interviews with three of Cheryl’s friends, her sister Shawna, her mom Cathy, Tyler’s mom Laurie Mossey and his dad Russ Miller.

Most were on hand at the showing on Tuesday, along with five of Tyler’s friends, and they spoke to the students about the impact the

deaths have had on them.

“No one should know the heartbreak that all of us are going through,” said Lauren Miller, a friend of Cheryl’s.

Josh William cried as he read a poem he wrote to commemorate the six-month anniversary of Tyler’s death.

After the presentation, both moms said that although it has been difficult to speak publicly about the tragedies, they participated in the pro-

ject in hopes of preventing other families from going through the same thing.

“It’s a tool, a way of saying, ‘I’m a typical mom and this could happen to you. You’ll never be the same,’ “ Cathy said.

Laurie quoted a message that she found on her son’s Facebook page after he died.

“It said, ‘I’m not scared of dying. I’m scared of not leaving a legacy.’ And so I’m doing that for him.”

Shawna said she believes the presentations are having an impact among young people, who often cry during the showing of the video.

One student told her afterwards that he had also lost a friend, and passed on a cross that had been given to him after the death. Another student asked the group to participate in a drug intervention for a friend of his.

“It’s hard (to do the presentations) but hearing the reactions makes it worthwhile for us because we know we’re saving some people,” Shawna said.

The video will not be released to the public until the high school presentations are completed.

A man running a questionable food bank operation in the Fraser Valley has been convicted of two counts of noncompliance with the Income Tax Act. Mirek Kwasny, 50, was fined $2,000 last Friday in Abbotsford provincial court for failing to file a return. Five other counts of the same charge were stayed.

Kwasny is not associated with the Abbotsford Community Services’ Food Bank or any other recognized food bank in the Lower Mainland.

He runs an operation known as the Single Parent Food Bank (SPFB), which has garnered concerns in various communities, including Abbotsford.

The News reported on the operation in the fall of 2010, and could not find a food distribution site for SPFB. A reporter tracked down Kwasny to a basement suite in Mission, but he did not answer the door.

Kwasny previously operated the Maple Ridge-based Canadian Charity Assist Society (CCAS), which had its charitable status revoked by the Canada Revenue Agency (CRA) in 2008 for not meeting regulations of the Income Tax Act.

When its charitable status was revoked, the CCAS was no longer permitted to provide donation receipts for income tax purposes.

Kwasny then began operating as the SPFB, which is not among the list of charities that are registered by the CRA. The SPFB website (singleparentfoodbank.org) has recently been updated to state that it is a “small, independent, self-supporting organization” with no ties to “any other food bank type of organization or service.”

The website says the SPFB is “a registered non-profit organization” – and not a charity – and acknowledges that it cannot issue tax receipts but does provide “receipts of acknowledgment.”

It works with paid canvassers – who receive minimum wage – and volunteers, according to the website.

In addition to his conviction last week, Kwasny is before the courts in Port Coquitlam in relation to his conviction in 1995 of three counts of failure to comply with the Income Tax Act. He has failed to pay his $3,000 fine, and the courts are seeking to have him jailed. His next appearance on that matter is scheduled for Sept. 22.

Give us a break It’s official.

Get ready to put your work tools down – be they a hammer, pen, or serving tray – and spend more time with your kin next February as the B.C. government announced the latest statutory holiday, Family Day, is scheduled for the second week of the month.

In this case, Feb. 11 is the date.

It’s also the date Delta South MLA Vicki Huntington, fellow independent MLA Bob Simpson, and newly minted B.C. Tory John van Dongen say is too costly for the economy to bear.

They believe the government is wrong to offer the people something plenty of other parts of the country already enjoy – a much-needed break in a dreary and dark winter month.

Van Dongen says the holiday will not create a single new job.

Was it supposed to?

It will cost the business community in B.C. an estimated $62 million and place increased pressure on budgets – especially those running a small business

they say. Well, that’s assuming everyone enjoying the break stays at home and asks meekly for another lump of coal for the fire.

But what do many of us do over a long weekend? Those keen on hitting the malls will do just that – and plenty of retail operations will likely be more than willing to entice them to shop with some keen price promotions.

Some of us will dine out, and some outdoor-minded folk may head to the slopes of local ski hills. All of that will add up to some economic activity.

But the biggest return from all of this isn’t the money we spend on food, entertainment, consumer goods, or outdoor recreation. It’s the theme of the holiday that should pay dividends here.

It will provide families stressed by the hectic pace of school, work and other activities the opportunity to spend some quality time with each other.

British Columbians need a break, and one with family makes sense.

B.C. Views The old saying goes that if you like sausages and laws, you shouldn’t watch either one being made.

The legislature’s sausage factory worked overtime to crank out a pile of legislative change before the government choked off debate and shut it down for the summer. This is after a dozen complicated bills were stuffed into the hopper in the final month.

For the first time in B.C. history, debate was carried on in three separate chambers to try to get through it all. It created a chaotic scene, with politicians and reporters dashing around trying to create the impression they were on top of it all.

The NDP opposition screamed bloody murder about this travesty, especially as the clock ran down last week and bills were assigned a token 30 or 45 minutes to meet the B.C. Liberal government’s

arbitrary deadline.

Alas, what little time was allowed for the opposition to question legislation was largely frittered away with the usual partisan sniping that substitutes for alternative ideas.

The good news is that this mad rush wasn’t a calculated scheme to ram through unpopular, unfair measures.

Quite the contrary. The B.C. Liberal government’s back is to the wall, trying to do what the public and circumstances demand and save its own skin.

Here’s a partial list of the marching orders.

Get rid of the harmonized sales tax and bring back a computerized version of the old, inefficient provincial sales tax. Unclog the court system, which has become so constipated that a Stanley Cup riot fool can’t even plead guilty in a reasonable time. And find a way to make our growing population of urban anarchists and assorted other deadbeats pay to ride transit.

The HST exercise continues to exact its cost. The unprecedented job of creating a modern system for the archaic sales tax was the main cause of the legislative logjam, tying up government

lawyers and delaying drafting of other bills. Small businesses that paid $3,000 to convert to HST get to pay another $3,000 to go back, and we had all better hope the new computer software works.

Police will print out tickets from their cars instead of hand-writing them, and drivers will have an alternative way to argue about whether they really ran that red light.

Fighting a ticket in court now takes seven to 18 months, tying up judges, court registry staff and police. An administrative system won’t keep them all out of court, but the government

hopes to reduce the average resolution time to 90 days and save $8 million a year or more.

A similar administrative system is being established for small civil claims and strata property disputes.

Some legislation is to fix earlier screw-ups. A judge tossed out B.C.’s most heavy-handed administrative penalties for failing a roadside blood alcohol test, so the government brought in a new version that allows for another administrative appeal.

The mistake of making transit operate on a poorly policed “honour system” goes back to Social Credit days. There is finally a system to enforce collection of fines, on those rare occasions when someone is ticketed for taking a free ride.

Even with the last-minute rush, four bills couldn’t be rammed through. Since the legislature will almost certainly have to be recalled to impose a contract on teachers this fall, the government would do well to provide a couple of weeks for orderly debate at that time.

Enforce rules of the road

Kudos to the City of Abbotsford engineers and workers for the fine job they did in redesigning the new intersection at Peardonville and Livingstone.

Easy to understand and navigate and the vision of the oncoming traffic is excellent!

But the job isn’t quite finished.

Please install a TCD (traffic control device) near the top advising the speed limit, then get some of Abbotsford’s finest, who our police spokesman bragged so hard and loud about last week, to set

up equipment past the bottom of the slope to enforce it – regularly.

Many drivers seem to think this is a ski jumping ramp requiring maximum speed as you get to the bottom so as to be able to launch onto the straight stretch ahead.

We who reside here in Paradise Park are all seniors.

We have learned the wisdom of obeying speed limits.

Most dangerous, however, is that we must slow to turn into our complex. That means slowing to 20 km/h or slower.

Cross-border shopping may rise with higher limits Jeff NAGEL Black Press

B.C. retailers are bracing for the loss of even more business to cross-border shopping now that more generous duty-free allowances – which began June 1 – are available to overnight visitors.

The duty-free limit for visits to the U.S. longer than 24 hours rose from $50 to $200 on Friday.

Stays 48 hours or longer will qualify for $800 in duty-free purchases, up from $400 previously for

visits up to a week.

Day trippers or those just nipping across the border for gas and groceries won’t notice a difference, ShelfSpace executive director Mark Startup said.

“If you’re going to go down for 25 minutes and spend $80 to fill up your car with bread, milk and cheese, the duty-free allowance change will have no impact on that behaviour,” he said.

Nor, he suggested, is it likely many will stay overnight to save an extra $150 in duty.

“Where we might see some increases are from the bigger 48-hour exemption,” Startup said. “Some of our members have expressed concern over that.”

Bank of Montreal economist Douglas Porter warned in a report issued this month the drain of Canadian shoppers heading south is weighing heavily on retail sales here.

He said official estimates that crossborder shopping accounts for less than two per cent of

consumer spending likely “vastly understate” the size of the problem.

Porter suggested cross-border spending may actually account for eight to 10 per cent of goods that can flow across the border.

Startup said Porter is likely right, since many people who cross don’t declare what they bring back and therefore aren’t counted in

Cardinals run streak to six straight wins With two blowout wins on Saturday and two more victories in tight one-run games on Sunday, the Abbotsford Cardinals ran their winning streak to six straight games.

Abby bats were smoking hot on Saturday, much to the detriment of the Parksville Royals, who found themselves on the wrong side of 10-3 and 13-3 scores.

Cleanup hitter Riley Salter led the offensive outburst, as he went six-for-seven at the plate over the two games, drove in six runs and scored four more.

Craddock leaving UFV University of the Fraser Valley men’s basketball coach Barnaby Craddock is leaving Abbotsford to take the head coach job with the University of Alberta Golden Bears’ basketball team.

Craddock said he had been contacted by “a few” universities from across the country about coaching vacancies, but was finally recruited

by Alberta, which he considers one of the best all-around university athletics departments in the country, “if not the best.”

He gave his former players the news on Monday.

“That was the most difficult part of the whole transition,” he said, adding he hopes that the players understand that it is “a career move and opportunity I can’t say no to.”

He has been at UFV for five seasons, and coached the Cascades to Canada West silver and a fourthplace finish at the Canadian Interuniversity

Craddock is originally from Vancouver, and has coached in the CIS, including seven seasons as head coach. In his first two CIS head coach campaigns, with Brandon University (2006-2007), he amassed a 30-12 record, winning national coach of the year honours and the CIS silver medal in 2007.

Leadoff hitter Tyler Krahn smacked two doubles in three at bats, scored a run and had an RBI in the 3-2 win.

“Its a hungry group of players right now.

There’s a different feel in our dugout. Our staff has been patient but persistent with this group after a slow start.”

The Cards improved their record to 14-12 with the run. They will be looking to better that when they visit Vancouver Island for double headers in Parksville and Nanaimo this weekend. Their next home game will be on June 17 at 11 a.m. for a double header against the Victoria Mariners.

Five new shows coming to the Reach The Reach Gallery Museum Abbotsford is presenting three visual art and two historical exhibitions opening June 28 at 7 p.m.

Zidane, A 21st

Century Portrait combines soccer and contemporary art and is an opportunity to observe one of the century’s most famous players (France’s Zinedine Zidane)

through an almost idolizing portrait.

Inter nationally renowned artists Douglas Gordon – born in Glasgow, Scotland – and Philippe Parreno, from Oran, Algeria,

deploy contemporary conventions of mass media both to paint a portrait of the soccer star and to expose the cultural creation and fascination of heroes.

eras were positioned throughout the stadium and a team of camera operators were directed to remain fixed on soccer star Zidane throughout the soccer match. Zidane

was a member of the French national soccer team that won both the 1998 FIFA World Cup and the Euro 2000 Championship.

This exhibition is organized by the National Gallery of Canada.

Q The Ties That Bind, organized and circulated by the Jewish Museum & Archives of BC, documents Jewish settlement in BC from 1858 when the first immigrants arrived in Victoria. They were enticed by the opportunities that the Fraser River gold rush provided and religious and cultural freedom.

Interactive areas will allow visitors to test their knowledge of Yiddish and examine ideas about Jewish issues that are relevant to all cultures.

This is presented by Lohn Foundation.

Q Making News, Making History marks the 90th Anniversary of the Abbotsford News by chronicling the history of The News and the events in the history of our community captured in its pages.

Q Molten Obsessions showcases contemporary glass beadmaking and marks the seventh exhibit of new and experienced glass beadmakers. These artists push the traditional boundaries of beadmaking with a focus on individual style and experimentation.

The exhibit features art glass beads on their own, as well as art glass beads used in finished jewelry or sculptural work.

Q Procession, new work from Jeff Sawatzky is a series of charcoal drawings reworked and applied to wooden panelling which was sourced from post-consumer facilities.

All shows run from June 28 to Sept. 9 at the Reach, 32388 Veterans Way, Abbotsford.

An opening reception will take place on Thursday, June 28 at 7 p.m. The public is invited to attend.

The Envision Twilight Concert Series continues at Fraser River Heritage Park on June 8 and 13 from 7 to 8 p.m..

The June 8 show features the first visit from The Larks, a small women’s vocal ensemble that create beautiful, rich harmonies and intricate rhythms. Their repertoire spans centuries and many musical traditions.

The Larks came together through friendship, a deep desire to sing music that stirs emotions and a shared love of exploring the voice.

An intimate, diverse and fluctuating group, these six women are drawn to a variety of unusual rhythms, curious word sounds and harmonies.

On June 13, the Heritage Park Secondary School Jazz Band back will take to the stage.

Heritage Park’s music program has a history of success at provincial, national and even international events.

HPSS Jazz Band has represented the school at various concerts and events throughout the year, and will play a wide variety of big band arrangements, ranging from 1950s era swing to current alternative rock.

Their show should make for a high energy, fun night at the park!

The Art in the Park program continues during the concerts with a variety of visual artists presenting their work each evening.

The public is encouraged to bring a lawn chair or blanket to enjoy the shows in comfort.

Men’s show at Tradex on Father’s Day weekend The Vancouver Men’s Show, B.C.’s premiere men’s event and the only large-scale men’s specific consumer trade show in Western Canada, is returning to Tradex.

The show is all about having fun.

Events include the West Coast Freestyle Stunt Riders and the big boys of B.C. Strongman Contest.

In a little more than a month, monsters will be making music in Abbotsford when Elmo, Abby Cadabby, Big Bird and all the Sesame Street friends come to town.

WIEBE, Christine Lorna October 31, 1962 - June 2, 2012

Somewhere Over The Rainbow After a courageous eous battle withh cancer, Chrissy slipped away in the early hours of June 2nd at the Abbotsford Regional Hospital with th her husband and sister by her side. She was also surrounded in spirit by the love of her family and all that knew her.

Chrissy embraced her friends like family and was someone you would turn to and could count on no matter what, whether you were family, friend or colleague, she was there for you. Even in her time of need, it was Chrissy holding our hand, leading, guiding and sheltering us through her journey.

Predeceased by her parents Albert (Judge), and Georgette (Georgie) Olsen, and her sister Ruth Anne Olsen.

Survived by her loving husband Loren, sons Christopher

Travis (Alicia), Clayton. and sisters, Her Jean (Dale) Jea Harter, Mary Ha (Dwight) Bates, Kathy Ba (Frank) Nicolette, Trudy and Olsen. Cherished grandchildren, and Tristan, Elizabeth Eliza Olivia. Numerous nieces, nephews, great nieces, great nephews, aunts, uncles and many of her close friends she considered part of the family.

Special thanks to the extraordinary care and compassion she received from her doctors, nurses and amazing staff at the Abbotsford Regional Hospital and Cancer Centre.

Service will be held on Friday, June 8, 2012 at 2:00 pm at Cascade Community Church, 35190 Delair Road, Abbotsford, BC. For those wishing, please donate to the charity of your choosing.

John Adam May 16, 1031 - May 30, 2012 John passed away peacefully at the age of 81 after a 21 year struggle with Parkinsonâ&#x20AC;&#x2122;s Disease. He will be sorely missed by his wife of 54 years, Elsie, his son Darryl (Theresa), daughter Jennifer (Kent) and grandchildren Kendall and Colby, as well as many extended family and friends. John was born in Durieu, one of nine children to Anna and Adam Kokoska. He is survived by siblings, Frank (Ruby), George, Annie (Steve), Wanda (Melvin), Halina (Gordon), Edward (Judy), Peter (Bev). He was predeceased by his parents, his sister Regina, brother-inlaw Garry and sister-in-law Honey. John was hardworking and dedicated to family, friends and his community. He was well known for his warm smile and blue eyed â&#x20AC;&#x153;winkerâ&#x20AC;?.

The majority of his career was spent in the logging industry where he was well respected by co-workers and crew. In his â&#x20AC;&#x153;spare timeâ&#x20AC;? he tended his family farm. John and Elsie loved to entertain. Family and friends have many fond memories of dinners, parties, and dancing to live music on the hardwood floors. All enjoyed the invitation to fish in the trout pond that he created.

The family offers heartfelt thanks to the caring staff at Pleasant View Care Home for their kindness and support. In lieu of flowers please consider donations to the Parkinsonâ&#x20AC;&#x2122;s Society of BC.
