Bylaw investigates unsightly Merritt properties Ramshackle houses attract loiterers, drive down adjacent properties’ values

When Merritt’s Bylaw Services Officer Bob Davis wanted a representation of the severity of the city’s ramshackle properties, he knew exactly where to go.

An empty lot, an abandoned home, and negligent tenants have a stranglehold on the intersection of Coldwater Avenue and Garcia Street.

The properties are boarded-up and visited by drunks, eaten away by weeds and tall grass or strewn with pungent garbage tossed throughout the yard.

“It’s disgusting,” Davis said stepping over a pile of used diapers on Thursday, as a smell emitted from 2073 Coldwater Ave. “I need to call in the health inspector for this to see if I can even get a crew in here to clean this mess up.”

On May 1, after receiving several complaints from residents about an unsightly property, Davis mailed a letter to the home, only to have it returned to his office.

Now, after posting two notices on the house’s door, Davis said he is on the verge of sending a cleaning crew.

But the property is just one of a gamut of dilapidated residences riddled throughout town, and according to at least one homeowner, it’s driving the value of his property down.

Roger Ahuja, who lives across the alley from the Coldwater Avenue property, said the vast majority of his neighbours maintain their resi-

dences, but one or two neglected homes on a block can lower home values for everyone.

“I expect all my neighbours to maintain their property,” he said. “I do my part to make sure my house is clean.”

He said the smelly property attracts a disorderly crowd.

A group of five people were sitting beside a truck piled with garbage immediately beside the Coldwater property, two of them clearly intoxicated.

Within five minutes of Davis phoning, the police arrived and arrested at least two of the loiterers.

“This is exactly the kind of thing I’m talking about,” Davis said. “Right when I was saying these properties attract a disorderly crowd, I turn the corner and there they are.”

If negligent property owners don’t clean up their residences in a reasonable amount of time, the City of Merritt will hire a crew and earmark the bill to the homeowner’s property taxes.

Davis said he’d like a quicker way to order property cleanup, to address the issue throughout Merritt.

“I’d like this to get to the point where people have a week or so to get their property in order,” he said. “That way it won’t take as much time to address all the properties.”

He said he will likely recommend a bylaw amendment to city council that provides for quicker enforcement.

He said the Coldwater property could cost approximately $700 or $800 to clean up.

Retired Merritt engine fights fires in Peru

Built in 1986, Merritt’s retired fire engine No. 3 used to assist local firefighters in putting out blazes across the Nicola Valley; more recently the pumper helped Peruvian bomberos (firefighters) put out a huge warehouse fire at their Ministry of Education in Lima, Peru.

That fire, which occurred in central Lima, destroyed a block-long warehouse full of books and computers and burned for four days. Over 58 fire companies in metro Lima responded to the fire and among the fleet was the fire

engine hailing from Merritt.

In 2010 the City of Merritt donated the fire engine, which went out of service in 2006, to Firefighters without Borders, a non-profit organization dedicated to assisting fire departments in need of skills, training or equipment.

After a delay at customs, the fire truck was assigned to the Ancon fire station located about 40 kilometres north of Lima.

Since that time, the Merritt Fire Rescue Department receives periodic updates about the former Merritt engine from their counterparts in Peru. Most recently, Merritt firefighters

learned the engine had been painted red to match the rest of the Ancon fleet.

“It was kind of the black sheep being lime green before that,” explained Merritt’s fire chief Dave Tomkinson. “It’s nice to be able to see it doing good in its new life.”

In addition to formal updates, Tomkinson said many of the Ancon bomberos have “liked” the MFRD Facebook page and left thank-you messages.

One comment from Bomberos de Ancon read: “Friends of the Merritt Fire Station, on behalf of the fire company Ancon 163, thank you greatly for the donation

of your machine. ... We will always be indebted for all the support you give to our company.”

Besides being utilized at the Ministry of Education fire, in April the Merritt fire truck was used to train over 400 bomberos from over 20 stations in Lima, Trujillo and Chepen, Peru, over 10 days.

This fire engine was the first apparatus Merritt has donated to Firefighters without Borders, though the MFRD has donated old turnout gear in the past.

ing capacity. He explained that for insurance purposes, Fire Underwriters start to de-rate the equipment after a certain period of service to be sure municipalities don’t have aging infrastructure.

“Initially the engine pumped 840 gallons per minute, but that was derated essentially 50 per cent over its last five years,” said Tomkinson.

The City is facing a similar situation with engine No. 2, which was built in 1994 and is approaching its 20th year, he said. At that time the engine will start to derate and once it is retired council will decide what to do with it.

HERALD OPINION Another bad RCMP move There has been much outrage over the RCMP decision to ship to B.C. a Mountie who abused his position as head of a polygraph unit in Edmonton.

Don Ray exposed himself, had sex with subordinates, and kept a well-stocked liquor cabinet in his crime lab.

His punishment for all of this was to be demoted from staff-sergeant to sergeant, lose 10 days pay and move to B.C. From a public relations perspective, it was like spraying a wasp nest with insect repellent – in the middle of the day.

The B.C. public is extremely cynical about the RCMP organization right now. This is the result of several incidents.

The most notable are the widespread perception that some men within the RCMP systematically harass female members and civilian workers; the Tasering death of a confused Polish man at the Vancouver Airport; the Mountie who left the scene of a fatal accident and fortified himself with vodka; and the shooting death of an unarmed prisoner at the Houston police detachment.

Deputy Commissioner Craig Callens, who has taken over as the top Mountie in B.C., says things will change – but this transfer tells people that things aren’t changing.

Coming on the heels of renewal of the RCMP contract in B.C. for a 20-year period, it’s too much for many.

The vast majority of Mounties are upright, honest people whose devotion to the force’s goal “to serve and protect” is obvious.

It would be hard to believe that most of them aren’t as disgusted with the Ray decision as the rest of us are.

It’s even harder to imagine that the RCMP brass who made the decision didn’t see the terrible public optics.

Chaos reigns in wake of harmonized sales tax

The legislature’s sausage factory worked overtime to crank out a pile of legislative change before the government

choked off debate and shut it down for the summer. This is after a dozen complicated bills were stuffed into the hopper in the final month.

For the first time in B.C. history, debate was carried on in three separate chambers to try to get through it all. It created a chaotic scene, with politicians and reporters dashing around trying to create the impression they were on top of it all.

ran down last week and bills were assigned a token 30 or 45 minutes to meet the B.C. Liberal government’s arbitrary deadline.

Alas, what little time was allowed for the opposition to question legislation was largely frittered away with the usual partisan sniping that substitutes for alternative ideas.

Unclog the court system, which has become so constipated that a Stanley Cup riot fool can’t even plead guilty in a reasonable time. And find a way to make our growing population of urban anarchists and assorted other deadbeats pay to

The HST exercise continues to exact its cost. The unprecedented job of creating a modern system for the archaic sales tax was the main cause of the legislative logjam, tying up government lawyers and delaying drafting of other bills. Small businesses that paid $3,000 to convert to HST get to pay another $3,000 to go back, and we had all better hope the new computer software works.

From Page 4 ers, one of the laws passed amid the shouting is one that establishes an online system for disputing traffic tickets. Police will print out tickets from their cars instead of hand-writing them, and drivers will have an alternative way to argue about whether they really ran that red light.

Fighting a ticket in court now takes seven to 18 months, tying up judges, court registry staff and police. An administrative system won’t keep them all out of court, but the government hopes to reduce the average resolution time to 90 days and save $8 million a year or more.

A similar administrative system is being established for small civil claims and strata property disputes.

Some legislation is to fix earlier screw-ups. A judge tossed out B.C.’s most heavy-handed administrative penalties for failing a roadside blood-alcohol test, so the government brought in a new version that allows for another administrative appeal.

The mistake of making transit operate on a poorly policed “honour system” goes back to Social Credit days. There is finally a system to enforce collection of fines, on those rare occasions when someone is ticketed for taking a free ride.

Even with the last-minute rush, four bills couldn’t be rammed through.

Since the legislature will almost certainly have to be recalled to impose a contract on teachers this fall, the government would do well to provide a couple of weeks for orderly debate at that time.

It’s nice to be remembered. And it’s for a whole week, not just 15 minutes.

The provincial government has proclaimed June 3 – 9 as Seniors’ Week. Political leaders will issue statements about the contributions seniors have made to our province’s economy and society as a whole.

A few of us old folks were talking about it the other day.

We’re honoured to have a whole week.

Someone noted that mothers and fathers only get a day, and we qualify for those days as well.

It’s always welcome when people say nice things about you – especially when they do so before you’re dead.

But we also came to the conclusion that

something is missing in the discussion of seniors’ issues. The key point is that we’re still alive, still as active as we can be, still anxious to help build a better province.

There’s a large demographic shift underway. The people of B.C. and Canada are getting older. It creates both opportunities and challenges. It also creates a real need for political leadership.

We have a hodgepodge of approaches to aging. Responsibility is divided among a host of federal and provincial government ministries. Local governments also have a role in creating agefriendly communities.

There’s no doubt it’s easier said than done, but what we really need is a comprehensive, co-ordi-

nated approach to this demographic change.

The driving force should be to help seniors stay active, healthy and independent.

Too often, government programs treat symptoms rather than reach for the real goal.

They put a cast on the broken leg, rather than working to prevent the fall. They provide inadequate home care and home support services, forcing many seniors into residential care homes, or even acute care beds. It doesn’t make sense economically or socially.

Other countries have faced demographic shifts. We’re not the first. Their solutions are quite different from what we see here today. They focus on independence,

home care, home support, independent living arrangements, opportunities for social contact and public pensions sufficient to lift seniors out of poverty.

We don’t claim that age gives you wisdom, but it does give you experience. Seniors are an asset, not a liability to society. We have no desire to be put into expensive facilities where we can vegetate and wait to die. We want to fully participate, advocate on public issues, fulfill our responsibilities as citizens, and help to create a more civil society for our children and grandchildren. And we must be involved in planning our own futures.

Roots of Empathy celebrates another year

Stakeholders with the Roots of Empathy visited the Lower Nicola Indian Band School on Thursday to celebrate the program’s success at teaching children about loving relationships.

Through the program, mothers bring their babies to schools throughout the Nicola Valley, and throughout the world, to set an example for children who might not otherwise gain first-hand experience at the love expressed between a mother and child.

Tosha Illingworth, who is the mother that presents to LNIBS students, said she visited the school this year once per month.

“It’s cool to see the students get excited to see [my daughter] come,” she said. “As she got older, the kids were able to interact with her and watch her grow.”

Nicola-Similkameen School District 58 Assistant Superintendent Steve McNiven, said the program teaches everything he would want his kids to emulate.

“You can’t underestimate how important this program is.”

SD 58 estimated that 30 per cent of the wdistrict’s students are classified as vulnerable.

“The work that Roots of Empathy does helps lower that number,” McNiven added.

Merritt RCMP Const. Tracy Dunsmore said the students assume the role of mentor.

“It helps keep them out of a life of crime,” she said. “This really enforces the community becoming like a family.”

The Roots of Empathy has recently expanded to Europe and, domestically, the program funding has been renewed for another five years.

The B.C. Liberals have dedicated $800,000 per year for the program, which allowed it to expand from 239 kindergarten classrooms to 360.

Another 22 new programs in preschool and childcare centres were added.

Premier Christy Clark announced the funding last June, after her predecessor, Gordon Campbell, axed the program in 2009. Prior to Campbell’s decision, the government dedicated $1.45 million per year.

Merritt students win big at national science fair Water and app projects land teenagers bronze medals in Canada-wide contest

Two Merritt students came home with bronze medals after stellar performances at the 51st annual Canada Wide Science Fair in Charlottetown, P.E.I., on May 19.

Nearly 500 projects were presented in various age groups.

Merritt Secondary School Grade 10 student Mackenzie Finch and Grade 9 student Noah Bergmann, who is home schooled, were escorted to the island province by two delegates.

Finch aimed to create a more environmentally friendly and cost-efficient water filtration system for small municipalities throughout Canada in her project “Drinking Water: An Environmental Filtration System.”

“I took two types of filtration systems, which was the traditional filtration system with a carbon filter, a sand filter and an aeration,” she said.

“The second part was a solar aquatic system, which uses invertebrates in plants to clean out the pollutants.”

She concluded that the solar aquatic system helped clean out some of the materials that need to be eliminated from quality drinking water, but chloride levels were still high.

Finch received a gold medal in the regionals in Kamloops along with several other youths who qualify for the nationals.

Five students between Grade 7 and 12 qualified in the region.

This is the fourth time Finch has attended the national science fair. She also won a bronze last year.

One-hundred-andfifty students received medals, 40 of which were bronze.

“There are some really great kids doing an excellent job,” said CMS VicePrincipal and District Science Fair Rep. Burt Bergmann. “More than half of our kids won medals at the regionals [24 of 40].”

Bergmann’s son, Noah (the other

bronze winner), wasn’t available for comment by press time.

He developed an iPad app called the Modax, which can cue musicians to a key change of a song. For example, it can transition from “Twinkle Twinkle Little Star” in the key of D to “Mary Had a Little Lamb” in the key of F. “You enter the starting key and the ending key and it builds the transition for you,” Bergmann explained, noting his son bought a book and taught himself how it’s done.

“It’s going to be for sale in the next week or two.”

Minister of State for Science and Technology Gary Goodyear who attended the nationals, told the Meaford Independent in Ontario that the students are “the innovators of tomorrow.”

Youth Science Canada, which organizes the event, received $225,000 from the Government of Canada over a three-year period.

“We need to show young people the role innovation can play in their futures and in the global economy,” Goodyear said.

Fifteen-year-old Montreal teen Laurent V. Joli-Coeur won the contest by demonstrating that Jupiter can cast a shadow similar to the Sun, the Moon, the Milky Way and Venus.

He received $10,000 from event sponsor Research in Motion, and $11,000 in prizes that included an entrance scholarship to Western University in London, Ont. Joli-Coeur built

The Merritt Centennials hockey club was delighted to announce this past week that their captain this past season, Evan Stack, has committed to the University of Massachusetts at Amherst starting in September.

Stack, who turned 21 on May 29, will be attending one of the most prestigious schools in the American northeast, and playing NCAA Division 1 hockey for the Minutemen in a conference that includes perennial powerhouses Boston College (201112 national champions), Boston University, the University of Maine and the University of New Hampshire.

“It all sort of came together during the playoffs and shortly thereafter,” explained Stack when contacted Sunday night at his home in Calgary. “In fact, they phoned me on the day that I was leaving Merritt and told me that they’d like to fly me down there.”

Stack made the trip to the Eastern seaboard at the beginning of May and wasn’t disappointed.

“I was pretty im-

pressed. They showed me the school and all of its facilities. It just seemed like it was a really good fit.”

Stack’s mom, Monica, shares her son’s sentiments. “UMass just seemed to be the perfect combination of everything. When he [Evan] came home from his visit, he was sailing on a cloud. He was just

Part of that perfect fit was UMass’s Isenberg School of Management. Stack has been accepted into its highly-regarded business program.

“The academic side of things was every bit as important to me

as the hockey,” Stack stated.

During his fly-down, Stack stayed on campus with fellow Calgarian Brandon Gracel, who played for the Fort MacMurray Oil Barons of the Alberta Junior Hockey League before starting his freshman season at UMass last September.

Stack also spent time with Eric Filliou, a native of Vaudreuil, Quebec who suited up for two seasons with the Penticton Vees of the BCHL. “They were both really great. They showed me the ropes.”

Stack is quite looking forward to his own freshman year, which will commence in midAugust. All first-year hockey players dorm together. While the actual NCAA hockey season doesn’t begin until October, a considerable amount of time is spent in the first six weeks practising, learning systems and playing exhibition games.

The articulate Stack, whose polite and wellmannered demeanor away from the rink belies a fierce competitive nature and drive on the ice, earned his scholarship to UMass the good old-fashioned

way – through incredible hard work and tremendous leadership.

This year’s team captain scored 32 goals and added 29 assists for 61 points in 60 games as a second-year Centennial. Many of his goals were crucial ones, while every shift all season long was of the inspirational variety.

Few Cents’ fans will forget his one-on-one rushes down the right wing, or the immense price he paid night-in, night-out in front of the opposition’s net digging for loose pucks and gen-

erally creating havoc.

“He led this team from day one of the season,” stated an immensely proud Luke Pierce, head coach and GM of the Centennials.

“His dedication and commitment are unmatched.”

In a Cents’ press release last week, Pierce went on to say, “[Evan] was a major reason for the success of our team this past season.

He is one of the kindest and most well-liked individuals I have ever worked with. We fully expect him to thrive

at the NCAA level, and know that he’ll become an integral part of the team at UMass (Amherst).”

For his part, Stack says that he will never forget his two seasons spent in the Nicola Valley.

“The community of Merritt has been incredible to me. I really enjoyed the small-town feeling, and playing in front of all the great fans.

“I truly believe the BCHL is the best Junior A league in Canada, and playing for a guy like Luke, with the great teammates that I had, was a wonderful opportunity. I learned how to work hard, and just be a good person. I think those things can take you a long way in life.”

As for the future, and his life’s next chapter, Stack stated, “It’s going to be a challenge, but I believe that if I put in the work, I’ll definitely be up for it.”

Reichert traded to Langley for a pair of Rivermen The Merritt Centennials have swung their first deal of the off-season, trading 18-year-old power forward Jakob Reichert to the Langley Rivermen for two players.

Headed to the Cents are 17-year-old forward Austin Pevy and 18-yearold forward Sebastien Pare.

Reichert, who calls Langley his hometown, has spent the past two seasons with the Centennials following a very successful year of Junior B hockey with the Revelstoke Grizzlies. In 91 career games with

Merritt, the 6’4”, 230 lbs. right winger tallied 21 goals and added 24 assists for a total of 45 points, while amassing 153 minutes in penalties.

Cents’ head coach and GM Luke Pierce freely admitted that Reichert had approached him at the end of the 2011-12 season and requested a trade. He also stated that Langley had made inquiries about the bruising forward a while back.

“Jake has a lot of assets with his size, and his two full years of Junior A hockey including playoffs. We had a

really good conversation at the time of the trade.

He was very appreciative of his time here, but there’s no doubt that he’s excited about being able to play in his hometown.”

Pierce went on to add, “Trading Jake to Langley wasn’t just about doing him a favor. It was also about getting the best return possible and helping our hockey club.”

Merritt’s bench boss thinks he’s acquired two excellent players in Plevy and Pare, who are originally from Langley and Surrey respectively.

Plevy has accumulated 17 goals and 28 assists in 111 BCHL games to date, including 43 points in just 58 games during the 2011-12 season.

The former Valley West Hawk major midget player was a member of Team West at the 2011 CJHL prospects game and has already committed to Merrimack College in North Andover, Massachusetts starting in September, 2013.

“I don’t think his already-impressive stats reflect anywhere near what he [Austin] is capable of,” said Pierce.

“He’s got incredible skill.

A very dynamic kid. A Jeff Jones type of player with even more speed, more pizzazz, and more jam.”

Pare played two seasons with the Richmond Sockeyes of the PIJHL before joining the Rivermen last year. In 59 games as a rookie for the expansion club, he scored six goals and picked up eight assists for 14 points.

“He had really good numbers in Junior B,” stated Pierce. “I think he was possibly underused last year. We’ve heard nothing but good things about him.”
