Family pleads to remain in Canada Ramirez family fears return to Guatemala

by Martin van den Hemel Staff Reporter A Richmond family has been asked to leave Canada and return to their native Guatemala, even though they were the subject of extortion threats, and while under police protection, one of them was raped.

Mario Ramirez, his wife Eloisa, their adult children Laurita and Ever, and two grandchildren, are the subject of a June 16 removal order by Canada Border Services Agency after their pre-removal risk assessment conducted by Citizenship and Immigration Canada was rejected in April.

“It has been determined that you would not be subject to risk of persecution, danger of torture, risk to life or risk of cruel and unusual treatment or punishment if returned to your country of nationality or habitual residence,” wrote senior immigration officer P. Duong, of the Backlog Reduction Office in Vancouver.

Jenny Marin, who contacted The Richmond Review this week, said she and her husband befriended the Ramirez family two years ago, and learned of their plight, and in recent months has been trying to provide emotional and spiritual support. She called into question the process undertaken to determine the family’s situation.

Family suffered extortion threats, sexual assault From Page 1 Rather than interviewing all the adults involved, including Laurita, who was raped by a Guatemala police officer while the family was under police protection from extortion threats, only the head of the family, Mario, was interviewed.

“The immigration system has failed these people,” Marin said, “especially that little two-year-old boy who is a Canadian citizen.”

The prospect of being expelled from Canada is frightening, said Laurita Ramirez.

“Actually, I’m scared because now I have two babies. It’s difficult for me because it’s so dangerous for them.”

Mario Ramirez said he owned a butcher shop in Guatemala, and in 2008 became the target of gang extortion threats to him, his wife, and their children.

Speaking in Spanish, with Marin serving as translator, Mario Ramirez said he was “very desperate and very saddened.”

The family chose to come to Canada because they saw Canada as a “more sensitive country to their dangers and injustices and ciminality in Latin America.”

Richmond MP Alice Wong’s office was contacted by the Ramirez family, but indicated there was nothing it could do to help, Marin said.

However NDP Immigration critic Jinny Sims, MP of Newton-North Delta, pointed a finger squarely at the Conservative government for failing the Ramirez family.

“Under the Conservative government, we’re seeing quite Draconian changes to Canada’s refugee laws, and this year is an example of mean-spirited and really poor treatment being given to a family that came here in crisis, and we’re calling on the government to give this family a fair hearing,” Sims said from Ottawa.

If the Conservatives have their way, Sims said refugee families won’t have access to making a claim to stay in Canada on compassionate and humanitarian grounds.

Immigration changes are being “rammed through Parliament”, with only two days being given to debate them, she noted.

Dr. Leslie Brown has served as the Ramirez family’s doctor since they first came to Canada in May of 2010.

“The extortion of her father by criminals followed by the sexual assault and subsequent pregnancy have been extremely disturbing and dif-

ficult to endure,” Dr. Brown wrote about the post traumatic stress disorder that he’s treating Laurita for in a letter to the appeals committee of Citizenship and Immigration Canada. “She suffers nightmares and flashbacks. She had to leave her boyfriend who is the father of Emmely behind in Guatemala. I recommend the committee allow the (Ramirez) family to remain in Canada.

It would be insurmountably stressful for this family to return to a country where they have suffered so deeply. It would be unacceptably cruel of us to not accept them as Canadians.”

The Ramirez family attends The Salvation Army Richmond Community Church, where Pastor Brad Smith has come to know them.

“The two adults, Mario and Eloisa lead the family in an exemplary way constantly being role models of dedication and honesty...We pray you consider the implications that such brief time and sudden relocation can have in the well-being and emotional development of young children. We consider they all have suffered incredible hardship and stress during this process. Undoubtedly, they will suffer even more to have to return to a country to face the uncertainty of their future.”

Marin said the family has made an application to remain in Canada under humanitarian and compassionate grounds. But a decision is still pending.

She noted that the review of the family’s plight by federal authorities did not take into consideration the fact that they faced extortion threats, that the extortionists were arrested, that the family was under police protection, and that during that protection, Laurita was raped by a police officer.

Instead, they solely interviewed the applicant, Mario Ramirez, who Marin described as a shy, timid man with little education who felt intimidated by the process, and whose confusion about the dates surrounding relevant incidents combined with the language barrier did not do the family any favours. But Ramirez’s wife and daughter, Laurita, who also suffered greatly, were never called in to make statements. And now the family is desperate, as in just one week, they must show their airline itinerary to government officials, and by June 16 begin their return trip to the country from which they once fled.

by Don Fennell Sports Editor Georgina Patko, Yvonne Stitch and Margaret Hobson have been invited to spend Sunday (June 3) with the Queen.

At least the better part of it.

The three Richmond women are members of Abreast from the West, a team of 14 breast cancer survivors from around the Lower Mainland who’ll be paddling the River Thames in the Thames Diamond Jubilee Pageant in honour of Queen Elizabeth’s 60 years on the throne.

“Absolutely we’re pinching ourselves at the honour,” said Patko, who along with Stitch, Hobson and Vancouver’s Heather Trenholm—who works in Richmond—are longtime members of

the local dragon boat team Abreast in a Boat.

“I think it’s going to be a lot of fun, but it’s difficult to imagine what it’s really going to be like until we get there.”

The opportunity was spawned about a year ago during a dragon boat race in Malaysia. That’s when Trenholm was encouraged by the president of the International Dragon Boat Federation (who’s asked to be on the boat) to apply to be part of the jubilee.

According to Patko, the now-dubbed Abreast from the West—which will be near the front—will be the only Canadian vessel among the expected 1,000 on the river that day. She added that the flotilla will be the largest on the Thames in at least 350 years, possibly ever.

Film crews from just about every country in the world will be on hand for the flotilla, which is expected to draw one million spectators along the river. In all, the crew will be on the water for up to five hours—not because the flotilla will take that long, but because they have to get to the start line—leading the queen’s barge—and in position for the

actual 11-kilometre trek.

“It’s going to be amazing,” said Patko.

“They’re going to have all the church bells answering each other, choirs performing, and the Royal Symphony Orchestra on a barge.”

The Abreast from the West crew will be decked out in distinctly Canadian redand-white uniforms replete with maple leafs. Even the life jackets are red.

“Every day that goes by we’re getting more excited,” said Stitch, adding there are many reasons why she wanted to be part of this once-in-a-lifetime experience.

“Imagine how exciting it’s going to be the only Canadian boat blinged out in Canada uniforms? You rarely go anywhere broadcasting you’re Canadian.

And obviously it’s a great honour to be celebrating a great woman’s accomplishment.”

Stitch said there will be no time to rest—“because the Queen isn’t stopping”—so they’ll have to keep the clip up. At one point, before the queen gets on her barge, they’ll pass by her and will have to do the salute.

Incident happened at water park

by Martin van den Hemel Staff Reporter A Richmond mom is sounding the alarm bells after she spotted an odd Caucasian couple taking video of her eight-year-old daughter as she played in her bathing suit.

The woman, who contacted The Review Tuesday but asked to remain anonymous, said she still hasn't slept well since the Sunday afternoon incident at the Steveston water park, at No. 1 Road and Moncton.

And she wants parents to be aware of what happened, and to contact police if they notice odd or suspicious behaviour like this.

It was about 1:30 p.m. when the mom first noticed a man in his 40s who was staring at her daughter as

she removed her jeans that were overtop her bathing suit.

"I just noticed him watching quite closely. It made me really uncomfortable."

A short time later, the girls moved to the water park, and the Steveston mom noticed a woman videotaping what she thought was her own young daughter using an iPhone.

It then became apparent that the women, in her 20s, possibly eastern European and with a chain tattoo on her left ankle, was taking video of her daughter and her eight-year-old friend. The mom then went over and asked the woman to stop, and then gathered up the kids.

It was a short time later that the mom saw the man she'd taken note of earlier, and the woman chatting with their backs turned.

But the pair apparently didn't stop their suspicious activity, as according to their eight-year-old daughter's friend, she spotted them hiding behind some bushes to continue what appeared to be filming.

New holiday next year Premier Christy Clark is pushing ahead with plans for a new Family Day holiday in February, after independent MLAs voted against the move.

NDP MLAs supported B.C. Liberal members in the key vote to approve the new statutory holiday Tuesday.

The first one will be next Feb. 11, and the second Monday in February each year after that.

Independent MLAs criticized the move and forced a standing vote, after listing the costs it would impose on business.

Clark has argued that the new holiday will not only increase family time, it will also boost business for ski hills, hotels restaurants and other tourist businesses during a slow time of year.

Three more locals charged with rioting

Steveston streets spared from meters

Three more young Richmond residents have been charged with rioting in connection with the Stanley Cup riot on June 15 of last year in Downtown Vancouver.

Christopher Moewes, 24, Rajinder Sandhu, 23, and Harkamal Bhullar, 18, were charged with participating in a riot this week, and were among seven new individuals charged including a trio of young offenders from Sidney, B.C., and a 25-year-old from Port Moody, Patrick Judge.

Moewes was also charged with breaking and entering, Bhullar was charged with two counts of mischief, and Sandhu was charged with three counts of mischief.

Meanwhile, Sophie Carmelle Laboissonniere pled not guilty Wednesday to charges of participating in a riot and breaking and entering.

Her trial is scheduled to start on April 22, 2013, and eight days have been set aside for the case.

City council approved a trial parking plan for Steveston, effective from June 11 to Sept. 30.

Instead of parking meters for the village, bylaw enforcement will be stepped up, permit parking will be introduced for lanes and measures to stop spillover into residential areas will be introduced.

New bylaw officers will now be hired—the equivalent of 1.5 full-time

positions—to enforce a two-hour daytime limit in the village. If the officers write 15 violation tickets each day this summer, their $39,000 cost will be offset, according to staff.

New signs will be posted at entrances of single-family neighbourhoods notifying motorists of an existing bylaw that limits parking to three hours—unless the vehicle belongs the the owner of the abutting property.

In neighbourhoods with apartments—where the bylaw doesn’t apply—the city is expected to introduce a blanket three-hour time limit for parking.

City staff pitched parking meters as a way to accommodate more visitors in the village during the busy summer season after the Steveston Harbour Authority started charging $2 an hour for most spots in its off-street lots last summer. But the city found strong opposition to the idea.

Backstage, da Silva, 16, said she wasn’t expecting to win on the big stage.

“All of them, were so amazing,” she said of the others. “It’s so amazing to come this far. Standing up there, I have no words to describe it.”

Music became a passion for her in Grade 8 after she performed at a school talent show—and after Tuesday night, that passion doesn’t appear to have waned.

Said da Silva: “Even if it’s just as a hobby, it’s something I love to do.”

Offering thoughts on each performance were judges Andrew Allen, a Vernon-based singersongwriter; Andrew Sosa, the Beat 94.5 intern and former Idol host; and Adam Hurstfield, president of XOXO Entertainment Corp.

Allen, who also offered a guest performance, told da Silva she took the Clarkson song “over the top.”

“I was astounded by your vocal control,” he said. “This competition has been amazing.”

Sosa added: “I could tell it really meant something to you.”

Hurstfield didn’t quite know what to say.

“I’m going to try not to swear here, but holy beep,” he said. “I don’t normally say this but I like that version better than the original Kelly Clarkson (one).”

J.N. Burnett student Moses Caliboso and R.A. McMath’s Lorie Leung emceed the evening, while two Richmondbased dance crews also lit up the stage: Freshh, which recently made the finals of the TV reality show Canada’s Got Talent; and F8te, an all-girl dance crew from Fresh Groove Productions.

Jeff Laing, a singer who served as a vocal coach for the 10 competitors, also performed.

Other students spent months planning RichCity Idol, led by executive producer and event cofounder Natasha Jung, along with co-ordinators Joanne Angai, Jennifer Liu and Justin Uyeno.

Other idols who competed this year: Monica Teng (Palmer), Jessica Joy (McRoberts), Lexys Bandayrel (MacNeill), Ronny Au (Burnett), Chris Clute (McMath), Sherilyn

Fernando (Richmond) and Geraldine Figueroa (Steveston London).

Proceeds from this year’s event will be donated to B.C. Children’s Hospital.

As winner, da Silva nets a $7,000 scholarship to RSA Academy and a $600 recording package from Promised Land Studios.

EDITORIAL: So long, AirCare AirCare will die a natural death in December, 2014. It is long overdue.

The provincial program, which is operated by a private operator under TransLink oversight, was actually instituted in the dying days of the Social Credit government. The Socreds were desperate to be seen as ‘doing something’ about air pollution from vehicles.

AirCare has been unpopular from the beginning, but at first it did serve a purpose. There

were a lot of polluting vehicles on the road, some with pollution control equipment that had been disabled. Others belched oil smoke because of engine wear, and there was nothing to stop such vehicles from being driven indefinitely.

AirCare either forced these vehicles off the road, or into a shop for needed repairs.

The program was updated several times, with newer vehicles only requiring two-year inspections, and the newest vehicles not needing them

at all. This is because vehicle emission standards are much higher than they were in the early 1990s.

As a result, AirCare hasn’t been necessary for some time. There simply aren’t enough older vehicles on the road to make such an expensive and bureaucratic program necessary.

Random enforcement to reduce air pollution is best, in an era where emission controls standards are much higher than they used to be.

can’t sing. I look at all the participants of the RichCity Idol concert with awe.

That takes courage to hold notes, without having your voice waver, in front of a hundreds of people.

I’d probably choose root canal over having to sing in front of an audience.

But sometimes,

being the lone voice is necessary. Sometimes, a truth needs to be spoken.

And sometimes, that lone voice can attract a choir of voices in support.

A few years ago, that lone voice was Michelle Li. She wrote a wonderful letter that spoke of her angst as a mother of small children having to keep her kids indoors whenever her townhouse complex sprayed their grounds.

That simple truth, children being vulnerable to a pesticide spray that their parents had no control over touched a chord with many of us.

Many residents sent their support. They wrote letters to the editor echoing Michelle’s plea and sat through meeting after meeting, speaking

in front of Committees and sending in their submissions to Council. In the end, Richmond got one of the strongest cosmetic pesticide by-laws in BC. Two years ago, April Reeves spoke of the need for municipalities to “do something” to stop the influx of genetically modified organism (GMOs) from contaminating our food supply. Richmond could join the small but growing number of communities by banning GMOs from being grown within City limits.

April’s voice was strong but a response form the City wasn’t heard for two years. By the time it came, April had moved to Alberta. But, the rest of us who heard her voice, took up the message and

carried it forward.

A week ago, ten citizens spoke in front of General Purposes committee, each underlying a different reason why banning GMOs was a good reason and why Richmond had to take this step. Council members heard the passion in people’s voices and agreed that strong action was necessary.

Now, not all calls to action are met with support. Corporations, especially, do not like having citizen-led initiatives cut into their bottom line. They use a variety of tactics to try to force us to back down.

They’ll call us names like “eco-terrorist” or “Luddite”. And, they’ll send out stories of how these actions will cause

everything from personal injury to the collapse of all order in society.

But when one voice attracts others, it’s amazing what local citizens can do. I saw that power again on Monday night at Council. That wasn’t just a choir of voices. That was a rock concert!!! I thank each and every individual who came. Farmers, teachers, students, scientist, mothers, and fathers, all the way from Salmon Arm to Victoria, all lent their voices to aid Richmond.

We will remember your help. And when your communities need support, I know our citizens will return the favour. We’ve had practice, and our voices are getting stronger.

letters GE resolution is reasonable Editor: During the recent debate on Richmond city council’s resolution on banning the cultivation of genetically engineered crops, a few people have suggested that there were a lack of accurate information and a lot of fear about the issue and implied that those who opposed to GE crops were ignorant and irrational.

I am not a farmer, nor a scientist. But I have been studying this issue for two years. Through my association with an eco-safety organization affiliated to the United Nations I had the opportunities to speak to toplevel scientists who were experts in the field and involved in setting food safety standard. Many of them said that they would not consume genetically modified foods even though they were the ones to certify them.

If these experts had fears about GE products, I think it is not irrational for me to be nervous too!

I supported council’s resolution because Richmond has a very important farming community and we cannot gamble on its future. I have read reports about how the GE crops had wiped out native spices in different countries and how certain undesirable elements were programmed into the GE crops although they may be considered “safe” in the narrow sense, i.e. not causing direct and immediate harm to people.

I think the resolution council has passed is rational, reasonable and balanced. The issue has been looked at from different angles with long and short-term impacts fully considered. It is a resolution I can proudly tell my future grandchildren I have supported.

A better world for the seventh generation Editor: An open letter to Mayor and Council: Thank you for your considerable efforts in studying and debating this issue. To say I am overjoyed at the outcome would be an unnecessary understatement. But I say it anyway.

You will already know that hundreds and possibly thousands of people, not just in B.C., not just in Canada but from many parts of the world are cheering your unanimous decision today. You may not know that, thanks to the miracle of modern technology, messages on the current status of the discussions flew out of Richmond City Hall and across the country with almost each statement and each delegate’s presentation. A reliable source reported to me that close on 20,000 people eagerly awaited each and every tweet. The eyes of the world were upon you, upon all of us. Such is the power of the Internet.

known U.S. GMO information site of council’s decision and was mildly surprised to receive their reply that they had already learned of the news. I was not surprised to learn of their delight.

I believe we have seen democracy at its best. The remarkable array of delegates who shared their views was an inspiration. You have clearly tapped into a powerful vein of energy. The news of your trendsetting decision is already flashing around the country and around the world. It is bound to inspire many others. Taken all together the outcomes promise, as I had so fervently hoped, a better world for the seventh generation; for the children of my grandchildren’s grandchildren.

To paraphrase one councillor who celebrates a significant birthday today: I could not imagine a better birthday present.

The trail running boom, fuelled in large part by road runners looking to diversify their training experiences, shows no signs of slowing down. In a recent phone interview via Denver, Colorado with Phillip Gary Smith, senior editor of Snowshoe Magazine, he recommends trail running for every level of runner.

Everybody wants to do their best but when you read accounts of races, you’ll notice many times participants will talk about how nice everyone was on the trails and (of friendly) staffing at the aid stations.

To suggest Smith has an adventurous spirit would be an understatement. Everyone has a favourite time to run and his is the middle of the night! I wondered about him running and encountering whatever might be searching for food, such as tasty hikers but he was not concerned.

“My favorite time to run is in the middle of the night—seriously! I often leave out on a trailhead at 2 or 3 a.m. with my trusty, very bright headlamp, my liquids in hand, any clothes I think I may need along with nourishment to keep energy up while out there.”

In my humble opinion, the very best part of trail running is simply taking the time to smell the roses.

You can’t let your mind wander while running city streets – at least not without putting yourself in danger of a car/runner collision, which runners always seem to lose.

Brian Orser returned to his regular job as the skating director with the Toronto Cricket, Skating and Curling Club on Thursday, but not before leaving what will likely be an indelible mark on the future of figure skating in B.C. The 1984 and 1988 Olympic silver medalist and eight-time Canadian men’s singles champion, Orser teamed with internationally-acclaimed and Quebec-based choreographer Julie Marcotte for a three-day seminar this week at the Richmond Ice Centre.

“It was pretty amazing and having them together made it especially productive,” event organizer and Connaught Skating Club director of programs Keegan Murphy said. “Brian’s technical expertise and Julie being more of a performance-based expert balanced the three days

off and it was amazing for the kids to get the best of

both worlds.”

M’s rely on Maricle to remain undefeated Tuesday was a great day for Colyn Maricle, as he clubbed two home runs to carry the Richmond Mariners Midget team to a 17-8 win over the Bantam Mariners at Palmer Field. The win was the Midget team’s eighth in as many league games this season.

Each team blasted the other’s pitching, and there were 25 total runs and 24 hits during the game.

The Midget broke the

game open by scoring five runs in the fifth inning on a two-run single by Jeffrey Shih, a groundout by Dylan Knight, and a two-run home run by Maricle.

They also handled the Bantam pitching as six hitters combined for 14 hits, 14 RBIs and 16 runs scored.

“This is absolutely unheard of and the service we’ve done for these children is astounding,” he said. “The effects will be more tangible in the long run, but what is really advantageous right off the bat is that we’re holding this seminar at this time of the year. It’s the kind of thing that really ignites the kids’ passion when they may be flat lining a bit, and comes

On Wednesday at Gateway Theatre, groups or individuals that have cumulatively donated more than $50,000 to Richmond Hospital Foundation received Doctor of Philanthropy Awards.

The foundation also announced the creation of the Milan and Maureen Ilich Philanthropic Award of Distinction. “ T h e re a re m a n y families in Richmond and companies that have deep roots here and have been very generous, with a long history of support in this community, including health care,” said Kush Panatch, chair of the Richmond Hospital Foundation board.

“Maureen and Milan Ilich have always given because they have always been philanthropic ... When you give back to our community, everyone benefits,” he added.

The Flats on Georgia finds a home in Chinatown

‘Thoughtful livability’ at work When Panther Constructors decided to build their latest development in Chinatown, The Flats on Georgia, they ran into a few emotional obstacles.

“How do you build in a part of the city with so much history?” asks Panther Director Brian Low. “We have to do justice to the neighbourhood.”

“You have to carefully stitch a patch into the existing quilt,” says Scott Brown of Colliers International Residential Marketing.

The 28 one- and two-bedroom condominiums include nine-foot ceilings, and plenty of floor-to-ceiling windows that will allow natural light to pour in.

Outside, the building rises nine storeys from the street, and features contemporary Chinatown architecture like slotted shutters, Juliet balconies in some plans and ground level retail.

“The crux of the unit is ‘thoughtful livability,’” Low says. With open concept kitchens, polished concrete flooring throughout and custom millwork, it’s clear that no detail has been overlooked. “(We) spent a lot of time thinking (about) important details,” Low says.

“Personally, I haven’t lived in a place that feels more like a community ... It’s like a small town inside a big city.”

“It’s easy to zip to central Surrey and back to Vancouver,” Lin says.

Surrey has quickly become a large urban centre in its own right, separate from Vancouver itself.

“Places like Surrey, suburban centres, are going to be the next Vancouver east side,” Lin says, citing that area’s popularity with buyers until its home prices began to rise.

“To get that kind of pricing, you have to go out to the suburban areas. This area is going to take off,” he says.

Rize Alliance is bringing some high style to Surrey’s City Centre with its newest condominium project, Wave.
