Northwest B.C. a fishing paradise Welcome to this publication which will help make the most of your fishing journey through Northwestern British Columbia. And once again we’re pleased to show you some of the catches of the last while as provided by residents of the northwest and other places. Northwestern B.C. is truly a fishing paradise, regardless of what your preferred method or target catch and you’ll notice that in the pictures contained here in. For those who like the serenity of trout fishing, there are plenty of easily accessible lakes in the region to try your luck at. For those who enjoy the thrill and the fight associated with going after the big one, the region’s rivers provide ample opportunities to go after a variety of Pacific salmon. And for those who want to hit the open

waters of the Pacific in search of salmon, halibut, lingcod, prawns or crabs, Haida Gwaii, Prince Rupert and Kitimat all offer some exciting ocean fishing opportunities and plenty of professional guides to help ensure your trip to the coast is a success. Along with the exceptional fishing opportunities is exceptional scenery. With bald eagles, grizzly bears, deer, gray whales, and the rare Kermode bear among the wildlife that calls the Northwest home, the opportunities to take in a unique wilderness experience is always present.

With thanks The Terrace Standard thanks those who provided them and we hope you’ll share the thrill of the catch as much as did those who caught the fish in the first place.

Off the track

As the summer approaches, it’s important to remind people of the danger of crossing, or walking on, the train tracks to get to a desired fishing spot on the Skeena River. It seems like the message is catching on. Local CN enforcement officer Kelly Yendrys said that he’s issued tickets to fewer people than when he arrived here in 2006. “CN is pleased to see that education and enforcement on the dangers of trespassing has resulted in a significant decrease in the number of fishermen trespassing on our right of way,” said CN public affairs official Kelli Svendsen in looking at statistics gathered the past several years. “As summer is approaching, we would like to remind the community that when people trespass on railway property, they take risks that can result in serious injuries and fatalities. CN will continue our enforcement efforts as a matter of public safety.” Yendrys patrols the area from Endako to Prince Rupert.

Barbecue Salmon Recipe -

Cedar Planked Salmon METHOD When you’re barbecuing Salmon, marinade the salmon to keep the fish from drying out as it cooks. INGREDIENTS - serves 6 3 (12 inch) untreated cedar planks 1/3 cup vegetable oil 1 1/2 tablespoons rice vinegar 1 teaspoon sesame oil 1/3 cup soy sauce 1/4 cup chopped green onions 1 tablespoon grated fresh ginger root 1 teaspoon minced garlic 2 (2 pound) salmon fillets, skin removed

1. 2.

3.

4.

Soak the cedar planks for at least 1 hour in warm water. Soak longer if you have time. In a shallow dish, stir together the vegetable oil, rice vinegar, sesame oil, soy sauce, green onions, ginger, and garlic. Place the salmon fillets in the marinade and turn to coat. Cover and marinate for at least 15 minutes, or up to one hour. Preheat an outdoor grill for medium heat. Place the planks on the grate. The boards are ready when they start to smoke and crackle just a little. Place the salmon fillets onto the planks and discard the marinade. Cover, and grill for about 20 minutes. Fish is done when you can flake it with a fork. It will continue to cook after you remove it from the grill.

Rotational Angling Courtesy and Common Sense! Enjoying the Experience. As angling pressures increase because of population growth, expanding recreational time and improved access to our rivers and streams, the need for courtesy and an angling code of conduct has become more evident. “Rotation angling” is a system designed to encourage everyone on a stretch of river to fish sequentially through it, whether wading or from a boat. It was designed to allow each

angler an equal opportunity to spend some time in the prime pools and riffles. Simply stated, it means starting at the head of a pool or run and following the immediate downstream angler at a courteous distance, with everyone progressing at a reasonable pace. While rotation angling is not applicable to all waters and conditions, it has become an accepted practice on many of our Classified Waters.

THE BASIC RULES ARE: • Avoid entering the water downstream of another angler who is already fishing, unless invited to do so; • Leave adequate room between the downstream angler and yourself but do not remain stationary unless no one is following you;

• After catching a fish, step out of the line and return to the head of the pool, or start of the line; • If you are not sure about the local etiquette, avoid any problems by first inquiring about the procedures from the anglers already on the water.

See tables for other exceptions. NO FISHING: in any stream in the Iskut River watershed (upstream of Forest Kerr Canyon), April 1 to June 30; and in the Fraser River watershed in Region 6, April 1 to June 30. Single barbless hook: must be used in all streams of Region 6, all year. Set lining for burbot is permitted in the lakes of Region 6. Please refer to set lining and the use of fin fish for bait on page 9.

REGIONAL DAILY CATCH QUOTAS (See tables for exceptions) Trout/char: 5, but not more than • 1 over 50 cm (includes Kitimat hatchery steelhead) • 2 from streams • 3 Dolly Varden/bull trout and lake trout combined And you must release: • all wild steelhead • Trout/char under 30 cm from any stream • Lake trout from Fraser, Skeena, and Nass river watersheds, Sept. 15 to Nov. 30 • White sturgeon Arctic grayling: 3 Burbot: 5 Inconnu: 1 Kokanee: 10 (none from streams) Northern pike: 5 Whitefish: 15 (all species combined) White Sturgeon: CATCH AND RELEASE ONLY

POSSESSION QUOTAS Possession quotas = 2 daily quotas. (See tables for exceptions)

NOTICE TO ANGLERS Single barbless hooks must be used in all Region 6 streams, all year. A “single hook” (not barbless) restriction is now under consideration for all Region 6 lakes to reduce handling time and mortality for fish being released, and to simplify the regulations. Your feedback is welcomed. Please forward comments to the Fish and Wildlife Regional Office in Smithers.

REGIONAL REGULATIONS DAILY AND ANNUAL CATCH QUOTAS FOR SALMON Please refer to the NOTICE on page 4 for Salmon Regulations.

STEELHEAD STAMP REQUIREMENT Before fishing steelhead waters, please refer to “Classified Waters” and “Conservation Surcharges” (pages 7 & 8) for the requirements for a Steelhead Conservation Surcharge Stamp.

ANNUAL CATCH QUOTAS Annual catch quota for all B.C.: 10 hatchery steelhead per licence year.

NOTICE TO ANGLERS FISHING B.C.YUKON TRANSBOUNDARY WATERS To simplify angling and licensing regulations, and to improve fisheries management, a transboundary management agreement is in place for five lakes and two river systems which straddle the B.C.-Yukon border. The lakes are Bennett, Laidlaw, Morley, Tagish, and Teslin (not including any of their inlet or outlet streams). The rivers are the Rancheria and Swift, plus their tributaries. (NOTE: Lakes in the Rancheria and Swift watersheds are NOT included in the agreement.) Anglers may fish any part of the affected waters with either a Yukon or British Columbia angling licence. (NOTE: A B.C. licence is required to fish the B.C. portion of Atlin Lake even though it is also a transboundary water.) The quotas and size limits for these waters are now similar on both sides of the border, but tackle restrictions have not been amended under the agreement. Please refer to the Water-Specific Tables in Region 6 for detailed information on the daily catch quotas and possession quotas, as well as gear, method, and bait restrictions applicable to the B.C. portions of these waters. Information on quotas and tackle restrictions for the Yukon potions of the transboundary waters may be found in the Yukon regulations. Anglers are reminded that they are entitled to only one daily quota for any given species in these waters, regardless of which side of the border the fish were taken and even if they possess both B.C. and Yukon angling licences. Please obtain a copy of the Yukon regulations before fishing Yukon waters.

Mother Nature’s helpers It’s no secret the Kitimat River offers some of the best fishing in the province. It’s also no secret we owe that to our hatchery. That’s particularly true when it comes to steelhead. Three years ago the provincial government introduced a ban on retaining wild steelhead. However, you can catch and keep a hatchery fish - and the Kitimat is the only river in the Northwest that offers hatchery steelhead. The Kitimat River Fish Hatchery was first started in 1977 as a pilot project, located across from the Eurocan Pulp and Paper mill. It came into being to rebuild salmon stocks, particularly chinook, which had been hard hit by overfishing, habitat degradation and a couple of floods that had ravaged spawning beds. At that time it consisted of an Atco trailer containing a few troughs and only released 50,000-150,000 fish a year. Six years later a new, $10 million facility was built and now the annual release is in the millions. At the hatchery five different species

of salmonids are raised: chum, chinook, coho, cutthroat, and steelhead. Steelhead and cutthroat are actually trout, but they are sea-run trout, which means that they have the same life cycle as a salmon by going out to the ocean to mature and returning to the rivers to spawn. Each year adult fish of each species are caught by angling, tangle netting or seine netting to obtain eggs and sperm. Once the raised fish are ready for release - the time varies from species to species - they are taken back to the streams from which their parents were taken except for a small percentage released through a pipe directly below the hatchery. From there, they swim out to the ocean to mature, eventually to return to the Kitimat system to start the cycle all over again. Incidentally, while they may not be the most prized fish, the hatchery is top heavy on the production of chum salmon. That’s because they were historically the most numerous species in the Kitimat. Call 250-639-9888 to see if the hatchery is offering tours again this year. You’ll find it a fascinating experience.

SKEENA QUALITY WATERS STRATEGY New steelhead regulations in effect April 1, 2012 In 2007 the Quality Waters Strategy was initiated in the Skeena Region. The objective for this process was to address concerns regarding crowding, quality of experience, illegal guiding and conflicts amongst users during the steelhead fishery. Over the past four years, members from the public (including resident anglers, angling guides, and tourism and business interests) have volunteered their time to develop and provide feedback on recommendations to address these concerns. These recommendations have led to regulation changes which will form the basis of river-specific Angling Management Plans. New regulations have been developed for the Bulkley, Babine, Morice, Kispiox, Suskwa, Kitseguecla, Kitwanga, Skeena (section 4), Zymoetz Class I section, Zymoetz Class II section, Lakelse and Kitsumkalum rivers. To view the changes for each river, refer to the water specific tables for Region 6 or visit www.env.gov.bc.ca/fw/fish/ licences/docs/steelhead_regulations_skeena.pdf

Revised regulations include changes to water classifications, extensions to Classified Water seasons and mandatory steelhead stamp requirements and modification of guided rod day quotas. New regulations include Canadian resident-only times and zones and restrictions to angling guides. For these regulations a Canadian resident is considered a BC resident or a non-resident. For information on the definition of a BC resident and a non-resident, please refer to page 88 of this synopsis. A key part of implementing these regulation changes will be adaptively managing them over time. Performance measures including angling effort and participation, license sales and available economic/ tourism indicators, will be used to monitor the regulation changes and evaluate their effectiveness in the future.
