Other than the parallel parking, the city cut most of the op-

tional items in the tender document. Council had decided to leave those items in the document labelled as optional in an earlier meeting, but stopped short of taking them out.

These items, which make up the $424,000 in deletions, are things like benches, bike racks and waste receptacles.

The project cost is now at

$5,638,018. That figure also excludes the costs of Ministry of Transportation, but includes a reserve fund.

“When you look at some of the other skateparks around the area, whether it’s Castlegar, the one planned for Nelson or Trail… We want to try to be something that’s a little bit different,” he explained.

“They’re a little bit more street orientated, so we’re definitely going with more flow and that’s going to fit in well with the bikers as well.”

Strachan said that the RSA has been in consultation with the mining museum as well, as the site used to be a train site. They hope to infuse some of that cultural heritage into the theme of the park.

“Just recently the mining museum emailed us some pictures of what this site used to look like to draw on some inspiration,” he said. “So we’re looking at that as to how to

build that into the park.”

The RSA hopes to have the design wrapped up in June, and will be having a public meeting prior to that, either later this month or early June, to present the designs.

At that meeting they will see what people think of the design and will likely have some 3D models and other things.

Strachan said they were able to fund this stage of the design through efforts by the RSA, and contributions form the Rotary club, Telus and Teck.

Once the final design comes out, then they will know in more detail how much they need to raise for the project.

“Then we’ll know how much fill we’re going to need, how much rebar, how much concrete,” he said.

The Rossland Skatepark Association (RSA) is moving ahead with the design of the city’s skatepark. The association had some big news recently, with the decision on who would design the park.

Robin Strachan, a RSA director, said they had just gone through a request for proposal process.

“We went out to industry and skate park design professionals and we got some good replies back,” Strachan said. “We’ve selected the company Spectrum Skateparks. Jim Barnum, with the company, is designing the park.”

In consultation with Barnum, the RSA was doing an assessment Monday of the grounds below the skatepark site, on the Emcon lot.

Barnum, who’s Vancouver company specializes in skateparks exclusively, was in Rossland a few weeks ago for an initial site visit and to meet with the rest of the board to review what Rossland is looking for in a park.

Back in November 2011, the RSA held the first of design meetings open to public input.

“We asked anybody to fill out a survey about different aspects of the park,” Strachan said. “What do Rosslanders want to see in the skatepark itself as for features, physical objects or the feel and look of the park?”

He said they want to address any issues of sound barriers for local residents and other concerns.

“We got a great amount of results back for that. We were able to summarize the survey using raw data,” he said. “From that they formatted it into what we call design intent.

So it tries to summarize what we’re looking for: Approximately 1,500 sq. ft. (140 metres squared) on the south eastern corner of the Emcon lot.”

He said it’s clear from the results that Rossland is looking for a “flawy” park, which

Construction is coming soon to Rossland

Summer is here and so too are the workers dressed in reflective vests and helmets.

The concrete is being is being chalked and cut beneath our feet as Rossland prepares for the largest construction it’s had in a long time.

There is a fine line to walk between the need for the construction and the needs for Rossland businesses and locals to be able to go about their business.

There is no doubt that the construction will have an impact on the city, how big will depend on a lot of factors. Will there be long wait times to pass through town? If so many summer travellers might opt to travel around Rossland.

As of Wednesday, there’s still very little information out as to what will be expected and what the schedule for construction will look like. Many businesses are frustrated by the lack of information being provided, with things like the Spring Wing Ding only weeks away and the fate of the Real Food market still in the air, there is still no news on what will be affected and when.

Parallel parking is out, which will be good news to many, though the wider sidewalks may have been an interesting change for that street.

It’s likely just an accessibility issue for those headed to the busiest part of town.

So how will the project shape up? That remains to be seen. As the Copcan machines make their way to centre stage in Rossland, we can at least look back to the dirt paved roads of Rossland’s past and the horses that carried you from place to place and see how far we’ve come.

Even if that means embracing a long summer of bumpy roads for a future of smooth riding.

School district passes budget TIMOTHY SHAFER Trail Times

With little fanfare the new school district budget officially passed late last week into legislation.

The $41.9-million budget bylaw was adopted with no discussion — nor with anyone in attendance from the public — by the School District No. 20 (Kootenay Columbia) board of trustees at Trail Middle School in a brief meeting Friday evening.

It was a balanced budget, as mandated by the province, but it came at the expense of district staff, with expectation nearly 14 people from the district’s teaching and support staff will be cut.

However, that terminal prophecy could alter when the school year begins this September, said board chair Darrel Ganzert on Sunday. What passed into law Friday night might not necessarily transpire when the chalk hits the board in the fall.

Instead, what was delivered in the budget was acknowledgement the school district will work within the reduced means the Ministry of Education has allotted it, but it is not what will automatically happen, said Ganzert.

“The actual amount of money that you gain or lose by the decisions you’ve made is quite variable in a budget,” he said. “Only the future will tell how this works.

All this budget does is signal to the public our intentions, if truth be told.”

Meaning there will be some adjustment, some finetuning. A budget is the direction the district’s secretary treasurer will pursue until the board decrees the course must be changed. That adjustment takes place on a monthly basis during the school year as issues — such as the teachers’ sick day cost overrun — arise, said Ganzert.

He also dismissed the idea of putting the onus back on the provincial government to find answers to the $1.55-million budget shortfall, similar to what Cowichan’s School District No. 79 did in passing an unbalanced budget, $3.8 million more than its revenues, recently.

An unbalanced budget was not considered in SD20 since many trustees felt the facilities question — clos-

ing schools in Castlegar and Rossland — could provide a budgetary answer in the next two years, Ganzert said.

“Until that is done, it would be irresponsible to approach the government for more money because the first thing they would say is, ‘Cut a school,’” he said.

“Now, do you want them to do that or for us to do it with public input? For us, we aren’t there yet.”

The new budget means there could be 14 full time job losses throughout the region — including two teacher-librarians, almost eight teachers, three nonenrolling teacher staff, and one custodian.

The job cuts were deemed necessary for the coming year to deal with a $1.55 million operating shortfall in the district — and rising internal costs for sick leave that are now $400,000 over budget — covering a three per cent drop in funding from the Ministry of Education.

Cutting the teacher positions meant the district would save $1.17 million in 2012/13, the largest chunk out of the $1.58 million in total cuts made. With custodial staff possibly being cut from 12-month to 11-month employees, the district expecting to save $113,841.

There will also be a district-wide rise in student-toteacher ratio — from 24-1 to 25-1 — that could impact the electives offered at the high school level.

A motion was also passed at the meeting to consider possible reconfiguration or closure of Castlegar area schools, as well as Rossland schools, with a decision to be made by Dec. 31, 2012 and implementation in September 2013.

This was the first year there has not been a budget review committee and its effects were felt Friday night, said Kootenay Columbia Teachers Union (KCTU) president Andy Davidoff.

There have been 10 committee meetings on the budget to create the budget that was passed Friday night, but those meetings, unlike previous years, did not include regular representation from the KCTU, CUPE and the district parents advisory council (DPAC).

“So all the board is hearing is in camera. They are all closed meetings, so all they are hearing is senior management and the administrator’s perspective,” said Davidoff.

On Saturday, more than 50 people came out to celebrate Yolanda Ridge’s second book: “Road Block” atCafe Books. Ballots were handed out to vote on your least favourite rule and with guidance from the author the kids chanted protests from her first book “Trouble in the Trees” such as “We want to climb, no more rules!”

Ridge read from the novel and after kids could line up to get copies signed and talk to her directly.

Cupcakes and juice was available and local band the Hoochie Ranchers played their fine music in the back-

ground. The book is geared to 8-12 year olds.

Local grade five student Tatyanna read the book previous to the launch.

Rossland-based HEART Dog Rescue is

gearing up for its biggest fundraiser of the year.

On Sunday, May 13, mutts from Nelson to Grand Forks will be de-

scending upon Birchbank Picnic Grounds for a mock dog-show and a variety of fun competitions.

Sponsor support has been amazing for this year’s event, with Pulsar stepping up to offer the “Cutest in the Koots”

The show will consist of mutts (purebreds welcome) strutting in 5 size categories, judged on cuteness alone by dog experts and pillars of local communities.

Light-hearted competitions like the fetching show-down, quirkiest tricks and obedience trials will also be taking place.

HEART Rescue relies on donations to keep its operation afloat.

Last year, 55 dogs were saved from neglectful or life-threatening situations and adopted to loving families in the Kootenays and beyond.

Funds are always needed for transport, veterinary bills, food and supplies.

The Strut is a familyfriendly event so please bring the whole crew!

The entry donation for the show is $10, plus $5 for individual competitions, or $20 to enter everything.

Anyone who missed out on getting the sold-out Nelson opera Khaos will get another chance this weekend, as it’s playing in Trail.

The opera premiered to rave reviews last month in Nelson and will be in the area for one night this Saturday, May 12.

It is jointly presented by Nelson Community Opera and the Trail Harmony Choir, and the Trail performance is sponsored by Teck. Khaos producer, Marty Horswill explained that a sponsorship from Teck was a major factor in allowing the production to come to this area.

“Opera is the most complex of the performing arts and is, therefore, extremely expensive to produce and even more expensive to tour,” Horswill said.

Nearly 2,000 people saw the initial run of this newly commissioned opera at Nelson’s Capitol Theatre in early March and by all accounts everyone who attended these performances were “bowled over by the power of the work itself, the quality of the cast’s performances and the extremely high level of theatrical presentation achieved by this production.”

The Rossland Public Library Is looking for two energetic & enthusiastic students to plan and implement the Summer Reading Club for 2012. These part-time positions are for 8 weeks in July & August with some hours in June for planning & promotion.

Rossland’s West Kootenay Friends of Refuges (WKFoR) recently hosted an intimate fundraising event in Rossland.

The fundraiser was held at Kathy Moore’s house and featured the Valhalla ArtsTrio.

The trio is made up of cellist Johanne Perron, clarinetist Nicola Everton, pianist Suzanne Ruberg-Gordon and twelve year old Isabella D’Éloize Perron.

They delighted audience members with a mix of classical and contemporary chamber music.

The event was a success raising over $1,900 that will go towards bringing two refugee families to Rossland.

WKFoR are currently raising $20,000 to sponsor the two families, from Burma, to resettle in Canada.

Refugees are defined as those people who have fled their home country due to a well founded fear of persecution. The group said that after fleeing the repressive military regime in Myanmar which continues to persecute ethnic minorities, these two families are currently living in refugee camps in Ma-

Couloir Duo will finish off the Rouge season STAFF WRITER Rossland News

The last concert of the RougeMusic 20112012 concert series is Monday May 14.

Couloir Duo with harpist Heidi Krutzen and cellist, Ariel Barnes will be playing music that’s been described from spiritual to the sublime.

The Couloir Duo regularly hears from audience members that the cello and harp are many people’s favourite instruments, yet there is very little written music for the combination.

In response to that, Couloir has embarked on a journey to create a new repertoire for cello and harp, by commissioning new works and arrangements that allow them to explore the colour, timbre, and depth of the sound of their two instruments together.

The result of their work is several wonderful new pieces to be performed on tour in the Kootenays “Three Meditations on Light”

Ariel Barnes is one of Canada’s acclaimed cellists. His solo and chamber music recordings have been received with critical acclaim, having been nominated for a Juno Award and two Western Canadian Music Awards.

Selected as one of six cellists across the nation by the Canadian Broadcasting Corporation, Ariel has recorded J.S. Bach’s d minor suite as part of the Canadian Bach Cello Suite Project, celebrating the launch of www. cbcmusic.ca.

Heidi Krutzen has emerged as a leading musician in Canada. She is celebrated for her solo, chamber music, and orchestral performances, for her collaborations with composers, and for her excellence as a teacher. Heidi is a regular guest at chamber music festivals throughout North America including the Seattle Chamber Music Festival and many more. In addition to her solo

and chamber music, she is a founding member of Vancouver’s Turning Point Ensemble, principal harpist of the Vancouver Opera Orchestra. Heidi now teaches at the University of British Columbia, and is on faculty at the National Youth Orchestra.

Gorham, a former bank manager said he’s “not a promoter or advertiser or anything like that, I’m just a guy who likes to sing.”

So with that success he decided to hold another concert in March 2011, which sold out again.

From there he decided to see what he could do with the talent search contest and began expanding to other towns like Cranbrook, Nelson and soon Rossland.

“We’re just going to try and conquer the Kootenays first and see how that goes,” he said. The Rossland contest is May 23 at the Miners’ Hall and Trail is May 31.

“I’m looking for singers. It’s open to duets and trios,” he said. Typically most of the singers will sing to a backing karaoke track, so he needs the music ahead of time for set up.

There are prizes as well. First place in Rossland will win $100, second $50 and third $25.

The top two singers from Rossland will

advance to the Kootenay’s Best Singer contest in Cranbrook on June 23.

“That’s going to be a big event. We’re going to be holding it in the Alliance church, which holds 1,000 people.

First place for the regional contest is $1,000, plus time in a recording studio to record an original song and a music video of the person singing the song.

The judges come in from out of town, to relieve any biases. They also try to keep things positive and look to lift singers up, rather than point out too many flaws.

He said there are a lot of people out there that never get a chance to sing in front of a crowd that paid to see them and others sing, and this is that chance.

“It’s a wonderful thing, it’s great for the singer, it’s great for the audience and it ends up being just a positive, fun night.”

Rossland will soon get a chance to find out who the best singer in town is, as the Kootenay’s Best Singer contest makes its way here.

The contest was started in Creston back in November 2010 by Vern Gorham, while he was waiting for another business venture to get going.

Gorham thought, why not hold a Creston Idol contest.

“Nobody was doing anything like that,” he said. For that show he hoped to sell maybe 200 tickets and make a bit of money. He was blown away by the response.

“We sold out the place. It holds at least 330 people and we had at least 100 people at the door that we had to send away,” he said.

So after that he thought that he had struck something.

Moms are celebrated around the world Everybody is convinced that the best mom in the world is theirs. That’s probably why Mother’s Day is celebrated in dozens of countries around the world, although not always on the same date.

Virginia began an official celebration for mothers in 1907. A few years later, in 1914, U.S. President Woodrow Wilson officially designated the second Sunday in May as Mother’s Day.

There’s nothing new about honouring a mother’s unique role within the family and society as a whole. Ancient Greeks were known to celebrate Rhea, the mother of the Gods, and countless other religions have celebrated the fertility and nurturing qualities of women.

Since then, many countries including Canada, Brazil, Italy, Japan, and Belgium have followed this lead and made the second Sunday in May a day of flowers and words of love for moms.

The perpetuation of this tradition in North America goes back to an American, Anna Jarvis, who lost her mother on the second Sunday of May, 1906. She convinced the authorities in her small Virginian town to mark Mother’s Day with a religious ceremony the following year. The idea was so popular that the entire state of
