The District of Lake Country has undergone a reorganization of staff and internal structure.

The district expects residents to experience a higher level of customer service in various departments while realizing budget savings. The new structure is in place and all changes in personnel have been made in the past three weeks.

The staff changes affect three senior managers and six union staff, about 14 per cent of the total work force.

The management terminations represent about 20 per cent of the management team. The layoffs of six union staff represent about 12 per cent of the union workforce. The reorganization reduces the district staff from seven to five departments.

Individual meetings were held with all staff to inform them of the situation. The district said reasonable notice of termination was paid to all senior managers affected and to the union members. “The costs are either budgeted as a part of the current 2012 budgeted salaries for the affected positions or offset by not filling any vacancies for the rest of the year. The full savings of the review will be felt in 2012,� explained Albert De Feo, the district’s chief administrative officer.

vate contractors, such as for road and sewer projects, and other government agencies such as rescue and dispatch. The consultants’ report recommended the district look for up to 10 per cent savings.

This fall, all service fees will come under review. “Our target is to make all the necessary changes to be effective for the 2013 budget,� De Feo said.

One of the largest sections under review was the development services department.

While the report found Lake Country compared favourably to the operating budget of other B.C. communities of similar size, the one exception was the development services department was found to be significantly larger than others.

The report made many recommendations for the restructuring. “The recommendations will guide the department in providing a more streamlined approach to how development processes and applications will be dealt with,� said De Feo. “The district will involve the development industry in the process in order to gain valuable feedback for the decision-making process.�

Mayor James Baker said the district has been trying to move in a more “streamlined� direction for six years. He said the changes, “affected good people—some were just not in the right places on staff.�

our youth. Based on the evidence before us, we know that laws that aim to control the marijuana industry are ineffective and, like alcohol prohibition in the U.S. in the 1920s, have led to violent unintended consequences.

The case against current marijuana laws is compelling. Despite major taxpayer investments in law enforcement activities, the marijuana market has not been suppressed. Furthermore, the province’s massive illegal marijuana trade drives organized crime in B.C. and throughout the Pacific Northwest. The Organized Crime Agency of B.C. estimates that organized crime groups control 85% of B.C.’s marijuana trade, which the Fraser Institute estimates is worth up to $7 billion annually. U.S. federal prosecutors have identified B.C. based drug gangs that control the marijuana trade as “the dominant organized crime threat in the Northwest.” Even though anti marijuana law enforcement is active and growing, marijuana potency is increasing while price is decreasing. Rates of use remain high. Youth report easier access to marijuana than to tobacco while organized crime reaps massive marijuana related profits. Immediate interest in Baker’s letter endorsing decriminalization of marijuana BOBBI-SUE MENARD The was immediate provincewide media interest in the April 26 letter signed by Mayor James Baker and the mayors of seven other communities regarding a new approach to the marijuana industry in British Columbia.

In a two-page missive, the mayors acknowledge the tremendous harm the marijuana in-

dustry has on communities, the immense cost of the continued criminalization and the public health implications of current approaches.

The letter supports the Stop the Violence Campaign and calls for the taxation and strict regulation of marijuana.

The letter is, “An attempt to get some type of control over the situation,� says Baker.

The mayor recogniz-

es there is a jurisdictional issue, but he is hoping the letter also signed

by Vancouver Mayor Gregor Robinson, Burnaby Mayor Derek Corrigan and Vernon Mayor Robert Sawatzky, among others will help bring the issue front and centre with the provincial and federal governments. “There obscene amounts of money associated with marijuana and to try and enforce

the drug issue is not succeeding,� says Baker.

The mayor’s hope is that an approach similar to alcohol regulation would be taken up by the province. “The parallels are so similar to alcohol. They could bring in a drug control act similar to the Alcohol Control Act. This isn’t about legalization as much as it is about regulation.�

The letter states: “Ac-

Stop the Violence BC is a coalition of academics, past/present members of law enforcement, and the general public concerned about the

links between cannabis prohibition in BC and the growth of organized crime and related violence in the province.

The organization worked closely with municipalities across B.C. to raise the issue.

A representative of the organization made a persuasive case for regulation at the April 17 District of Lake Country Council meeting.

cilors were publicly concerned with the approach to marijuana regulation, Penney Gambell wished for more information on the expected benefits of the approach and Rob Geier was opposed to any initiative in regards to marijuana that might make the drug more available to young people.

It is time to tax and strictly regulate marijuana under a public health framework; regulating marijuana would allow the government to rationally address the health concerns of marijuana, raise government tax revenue and eliminate the huge profits from the marijuana industry that flow directly to organized crime. According to public health experts, strict regulation of the marijuana market may also reduce ma-

According to a recent Angus Reid poll, only 12 per cent of British Columbians support the current approach of marijuana prohibition, with the vast majority supporting taxation and regulation.

No sidewalks unsafe To the editor: I’m a runner and have been running on our local streets for over 20 years and the problem seems to be getting worse all of the time.

I’m tired of having to side-step these stupid people and have them look at me like I’m the idiot when I move to the inside of the road and make them go around me on the outside.

The fact is that we have so few sidewalks, especially where the roads are narrow and winding, and it’s unsafe for one person to pass

Forest jobs won’t wait for 2013 S

awmill tragedies in Prince George and Burns Lake have brought overdue attention to the larger crisis, as the end of B.C.’s latest pine beetle infestation continues to transform the Interior forest industry.

The urgency of the timber supply situation was set out in a couple of high-level documents that were leaked from the forests ministry in recent days. These leaks show several things, one of which is that this is a government in trouble.

Someone on the inside forced the unpopular options into the public arena.

Cabinet ministers have tried to dismiss the documents as early drafts, but no one has disputed their numbers.

A report on midterm timber supply looks at the four most beetle-affected areas: Prince George, Lakes (west of Prince George around Burns Lake), Quesnel

Tom Fletcher and Williams Lake. In recent years B.C.’s chief forester has increased the annual allowable cut of all these timber supply areas substantially to harvest dead trees.

In Lakes, the prebeetle annual allowable cut was 1.5 million cubic metres. Currently it is up to two million, but once the beetle wood is unusable, it drops to 500,000. Even if visual quality rules are relaxed to release more timber, forest employment in the area would go from 1,572 jobs before the beetle epidem-

ic to 521.

Prince George’s much larger harvest total is expected to drop by almost half. And around Quesnel, producers say an economic supply of dead pine will be there for only another year and a half.

This document and a subsequent proposal to cabinet set out the options. They include relaxing visual quality areas, old-growth management zones and wildlife connectivity corridors.

This is not as drastic as it sounds, given that the first areas to be opened up would be those where many of the trees are already dead.

Most beetle-affected areas have a substantial proportion of live trees.

If decade-old dead trees were subsidized for biofuel use, this would support harvest and hauling of healthy sawlogs along with them.

The government is also considering swap-

ping some existing cutting licences to increase wood supply for the Lakes district, to provide enough long-term supply for reconstruction of the destroyed Burns Lake sawmill.

There is also the prospect of awarding unassigned timber to “a single representative of the six First Nations in the Lakes TSA.” Speaking to forest scientists who work in B.C., a couple of things become clear. This pine beetle epidemic may be the largest on record, but it is far from the first.

And despite many assertions by former premier Gordon Campbell, it is not certain if this one is the result of a broader climate trend or just a string of warmer winters after decades of fire suppression kept older stands around.

Lodgepole pine forests are fire-propagated.

The term “old growth” has little meaning in a cycle of natural fires that

doesn’t occur in wetter zones.

But none of this will matter much in the urban political debate that is about to ensue.

“Old growth” is now a quasi-religious notion.

International environmental groups have convinced most people that logging is the primary cause of forest loss.

In fact, the UN’s “State of the World’s Forests” reports have shown that 95 per cent of global forest loss is due to agriculture. Forest cover is increasing in industrialized countries, which use farmland more efficiently.

The B.C. Liberal government needs to make some tough decisions quickly, before next year’s election. The premier’s vow to “create and defend” jobs is about to be tested like never before.

Jim Taylor Passwords are crucial.

When we go to stay at our daughter’s house, to look after the grandchildren, I need a different password to access the Internet. It took me almost an hour to figure out that what I thought was a “6� was actually a lower-case “b.�

Without the right password, you can’t get in.

It feels a lot like what I used to be told about prayer. You need to use the right words, to get through.

When I was young, I was taught to end my bedtime prayers with the phrase, “in Christ’s name.� Prayers in church still always end with a similar formula. I think it’s supposed to persuade God that we have the right password, other-

wise God won’t pay attention.

The great tsunami in the Indian Ocean occurred about eight years ago. In the wake of it (no pun intended) we heard stories about people caught up by the huge waves rolling ashore and then sucking everything back out to sea.

One of those stories came from a local man doing evangelistic work in Indonesia. As he went under for what might be the last time, he cried out, “Lord Jesus, save me!�

And sure enough, the next wave hurled him back up the shore to safety.

In his view, this proved the efficacy of his Christian faith. He had the right password.

Presumably, the hundreds of thousands who died didn’t have the right password. They belonged to less effective

faiths.

What we don’t hear from, of course, are the people who also cried out to Jesus and didn’t get saved, because they’re not around to tell their story.

It’s said that only the victors get to write the histories.

No, I don’t believe that you need the right password to get through to God. God is not a vending machine programed to dispense the desired response if you insert the right coins. Or a juke box that plays prerecorded selections when you push the right buttons.

I don’t know what God is. But I am sure what God isn’t, and I’m sure that making contact with God doesn’t depend on knowing the right passwords.

very time I wake up my computer, it asks for my password. I have passwords for my bank account, my credit cards, my e-mail program, three or four different software programs, my cell phone.

The other day, I stuck my chip-enabled credit card into the machine at the cashier’s counter. It asked for my PIN—another form of password.

I clicked the requiysite digits. It didn’t accept them.

Wrong password, apparently. And you can’t argue with a magnetic stripe.

So much of life today depends on remembering, and using, the right password in the right place. “Don’t always use the same password,� the instructions always say. But how many different passwords can one person remember?

The instructions also say, “Don’t use an obvious password.�

I recall visiting a car rental agency. As the clerk fussed with my paperwork, the computer screen behind her said, “The password has been changed. The new password is ‘changed’.�

Lake Country senior soccer report

Week three of the Lake Country Soccer Club soccer season was a difficult one as defeats outweighed w the losses in Okanagan Senior soccer action.

Our LCSC Woody’s Pub team suffered their first loss of the season to the first place Modern Furniture Pikeys 1-0 in the Kelowna Mens Soccer League First Division.

The LCSC Atheltics lost 6-2 to FBFC in the Second Division while the LCSC Old Milwaukees dropped a 4-2 decision in an ill-tempered affair to Royal Star in Division 3A. Our LCSC United team came close but ended up losing a 4-3 game to Frenzy FC in Division 3B. Meanwhile, the LCSC Variform team won 5-2 over Taco Bell FC in the Mens Over35 League as Kelly Sherman led the way with two goals. And the Lake Country Over45 team picked up their first point of the season with a 1-1 draw with Silver Star.

Unfortunately, a short-handed Lake Country Over55 team suffered a 7-0 defeat to Vernon Two at Reiswig Park.

On the ladies side, our LCSC Gray Monk Lak- w ers got back on track with a comfortable 6-0 win over Team Fitness Euro as Raegan Russell scored four goals in the victory.

RCMP do heavy lifting to seize hot tub The Lake Country RCMP seized a $17,000 hot tub in dramatic fashion on Friday, April 20, by using a crane to lift the 1,400-lb tub over the house.

Last Friday evening the RCMP executed a search warrant on a residence on the 3200 block of Berry Road for a hot tub that was believed to have been stolen in Nov-

ember of last year.

As the hot tub was estimated to be over 1,400 pounds (635 kg), a crane was brought in to remove it.

The tub had to be lifted over the house and was secured without incident. Police continue to investigate the alleged theft and no arrests had been made at press deadline.

GEORGE ELLIOT SECONDARY SCHOOL hosted the band portion of the Kelowna Kiwanis Music Festival over three days last week. More than 1,000 students from the Okanagan Valley, Alberta, Vancouver and Vancouver Island competed in six categories at Creekside Theatre. George Elliot Secondary School entered groups in five of those categories: Grade 8 concert band, Grade 9 concert band, senior concert band, junior jazz band and senior jazz band. All of them won their categories. In addition, the senior concert band was awarded Most Outstanding Group of the festival. Mount Boucherie Secondary School won the B400 category.

Heavy rains cause rock to dislodge, fall on Hwy 97 Last Thursday’s wet weather caused what could have been a serious incident on Highway 97 near Winfield.

According to the B.C. Ministry of Transportation, a rock, weighing an estimated 45 kg (100 pounds), dislodged from the hillside above the existing two-lane stretch of highway three kilometres north of Winfield and fell onto the road surface.

Ministry staff said the rock came down around 10:45 a.m. and had nothing to do with the highway construction work currently underway in the area to re-route Highway 97.

The rock is believed to have fallen from a rock cut slope along the existing highway, likely dislodged by the heavy

rain saturating the earth it was lodged in.

The rock landed on the road shoulder and was later rolled into the ditch by a maintenance worker. Some shattered pieces splintered off into

the southbound lane said a ministry spokesman but there were no injuries or damage reported.

Traffic was not delayed as clean-up crews swept up the rock chips.

How do I housetrain my puppy?

Puppies have a strong urge to eliminate after sleeping, playing, feeding and drinking.

Take your puppy to its selected elimination area within 30 minutes of each of these activities.

Although some puppies can control themselves through the entire night, most puppies need to eliminate every 3 to 4 hours during the daytime. With each passing month, you can expect your puppy to control itself a little longer between elimination times.

The puppy should be taken to its elimination area, given a word or two of verbal encouragement (e.g. â&#x20AC;&#x2DC;Hurry upâ&#x20AC;&#x2122;) and as soon as elimination is completed, lavishly praised and patted. A few tasty food treats can also be given the ďŹ rst few times the puppy eliminates in the right spot, and then intermittently thereafter. This teaches the puppy the proper place to eliminate, and that elimination in that location is associated with rewards. What should I focus on when my Realtor and I go out to view homes?

Battle of the books Battle of the Books is a reading motivation project that has students read ten books chosen by a committee headed by Teacher-Librarian, Jennifer Boal.

Students then quiz one another on the books to become more familiar with the content. Teams of three are then formed to represent the school at the District Battle of the Books Championship held every April. Each team is asked 25 questions relating to the events in their grade level books. Each team has 25 seconds to agree upon which book the stated events took place in. The team’s spokesperson then holds up a sign with their answer and each school that answered correctly receives a point.

Jennifer Boal, currently a teacher-librarian at Peter Greer Elementary School, introduced the program to School District 23 back in 2002. That first year the contest was held within her school and included 5 schools in total. Since then the championship event has grown and this year it attracted a record 22 schools from throughout the district.

Battle of the Books is a big commitment for those who choose to take part in the program. At Peter Greer, students start reading the books on the reading lists beginning in September. The students then begin meeting regularly with their teacher-librarian for 20 minutes a week from January to April.

Sophia and Kennedy , two of the grade 5 students on a team representing Peter Greer that placed 6th in this year’s Battle, sum up the program in this way: “We think it’s a great program because kids are learning to love reading. It’s amazing at how you can have kids who don’t read that much and when they join this program they start checking out all the books they can. It’s neat that we all started reading books that we would have never picked out on our own and we loved them!”

VAN DEN EERENBEEMT, DAVID WIM Passed away suddenly on Tuesday, April 24, 2012 at the age of 39 years.

David will be lovingly remembered by his wife, Tikki, children, Jaden and Kassia, stepchildren, Kylan and Addison, mother, Diane, sister, Kim (Ken), nephews, Shea, Cole, Owen, many aunts, uncles and cousins. Sadly predeceased by his father, Wim. Honoring his wishes, there will be a private family service only.

David had an artistic gift and through his passion for art created many unique pieces. Thank you to everyone who supported his work.

SILCOCK, THOMAS MAURICE Passed away peacefully at Cottonwoods Extended Care on April 20, 2012 at the age of 82 years. Predeceased by his son Maurice; survived by his loving wife Evelyn; children Carol, Donna and Tom Jr.; six grandchildren; three great-grandchildren; four brothers and one sister.

BISHOP, LLOYD JOSEPH (November 11th, 1922 – April 29th, 2012) Lloyd and Alma, his wife for 54 years, were long-time residents of Okanagan Centre, and lived in the house that Lloyd built for them on Okanagan Lake. Sadly, Lloyd was predeceased by Alma on January 5th, 2003. He continued to live in the house until June of 2011, when age and health necessitated a move to Lake Country Manor.

He was one of 7 siblings, and was predeceased by 3 brothers and one sister, and is survived by his brothers Cecil (Doris) and Clyde (Lorraine), plus many nieces and nephews.

Lloyd was a gifted artist and craftsman. He built beautiful furniture, created beautiful paintings and was a skilled engraver. He could have worked in several different trades, but his chosen career was to work for Winoka Packing House, then Kelowna Growers Cooperative.

In addition to his family, Lloyd will be missed and remembered by his large spiritual family from the Winfield congregations of Jehovah’s Witnesses, and by his close friends and caregivers, Gordon and Karen Hamm. A memorial service will be held at the Kingdom Hall of Jehovah’s Witnesses on Friday, May 4th, at 2 p.m.

SUMMER CONSTRUCTION

MOVE FOR HEALTH DAY!

The season of construction will soon be upon us. Do you know where the major projects will be in Lake Country this season?

Lodge Road Upgrade The biggest project of the season will begin as soon as the school year ends in June and will go straight through until September. Upgrades will include a roundabout at Bottom Wood Lake Road and Lodge Road, a 3.5 metre travel lane, 1.5 metre bike lane, a 2 metre sidewalk separated from the roadway by a bio-swale and a pedestrian bridge at Vernon Creek.

This project will unfortunately have a period of inconvenience for traffic which will be re-routed during different phases of the project. The District’s contractor, assisted by District staff and consultants will be working to keep disruptions to a minimum and give everyone advance notice of the impacts.

Swalwell Park Parking Lot This project is well underway and is scheduled to be completed in June 2012.

The parking lot at Swalwell Park will be closed for construction and paving of the new parking lot and during the closure, parking is available on Bottom Wood Lake Road across from the Swalwell ball diamonds. Crews will endeavour to open portions of the parking lot as soon as it is safe to do so.

Sidewalk Repairs Crews are starting prep work for sidewalk restoration at the roundabout (Bollard base concrete restoration), Powley Court and Bottom Wood Lake Road (Wheelchair ramp) and Lakehill at Oceola (sidewalk work at entrance to Lakes). Preparation work should take a couple days, weather permitting.
