That's the opinion of DeltaSouth independent MLA Vicki Huntington who said according to information she has discovered, a vast amount of local farmland could be slated for industrial, portrelated development.

Huntington said there are options to purchase 558 acres of ALR property located in the area between Highway 17 and Deltaport Way. Value of the land is estimated at $98 million.

"Port-related corporations like CN Rail, CP Rail and Western Stevedoring are working with developers who are actively seeking prime land in the Agricultural Land Reserve," said Huntington in a press release Tuesday (April 3). "The potential loss is even greater than the 512 acres (207 ha) of ALR lost to the Tsawwassen Treaty. The combined loss could reach over 1,000 acres. The targeted land is some of the best agricultural soil in Canada and represents a critically productive mass in Delta."

The land options involve Lamington Heights Investments.

Huntington said the documents show that option-to-purchase agreements have been signed on 11 parcels of productive farmland.

Huntington said she believes developers are keen to acquire all of the agricultural land between Highway 17 and Deltaport Way helping pave the way for what is the provincial government’s recently announced Pacific Gateway and B.C. Ports Strategies whose mandate is to acquire land for strategic portrelated industry.

"The province is completely complicit in this effort to industrialize the ALR," Huntington said. "This is big money, big business and big government. There is no doubt these plans would greatly increase port capacity and efficiency. And in other circumstances the development would be extremely exciting. But this is the wrong place and the wrong land."

With the huge sums of money being offered for the land, Huntington said she understands the position the owners are in may be difficult to refuse.

"Few people would turn down this kind of money, especially when it’s clear the ALR means so little to our government," she said.

"It’s disappointing, though, when even our pioneer farming families don’t fight this destruction of farmland."

Apart from the arguments of eroding the environment and food security, at stake with the possible development is a destabilization of the Pacific Migratory bird flyway, Huntington said.

"Without the upland forage that agricultural land provides, the ecosystem supporting the Pacific Migratory bird flyway will collapse," she said.

David Bradbeer, program coordinator at Delta Farmland & Wildlife Trust, said the area in question is used by a diversity of wildlife, including migratory waterfowl, shorebirds and wintering raptors.

"It's a fairly simple math equation. Less habitat, less birds," Bradbeer said, explaining it would take some study to determine the final "tipping point" when it comes to the potential loss of habitat for certain species. He said the soil between Highway 17 and Deltaport Way would likely be similar to that found across Delta.

"It varies on how productive it is, but generally the silt clay soils of Delta hold a lot of nutrients and can grow a wide array of crops," he said.

Tsawwassen naturalist Anne Murray is also concerned.

"People have to realize that if they make this choice to industrialize everything, not only are they ruining the area for themselves in terms of the ability to grow food, but they're also ruining it for other species that share the world with us, and it's disastrous for them," she said.

Delta Police have launched a criminal code investigation after an RCMP member's loaded gun was found left behind on a B.C. ferry docked in Tsawwassen.

A passenger found the standard-issue weapon March 21 in an unattended duffel bag in the cafeteria and turned it over to ferry authorities, who then contacted Delta Police.

"We were able to secure that weapon appropriately," said Delta Police spokesperson Const. Ciaran Feenan.

Feenan said Delta Police are carrying out a Criminal Code investigation, and any matters related to policy and procedural breeches will be handled by the RCMP. "We've notified the RCMP of the investigation, we've notified the Office of the Police Complaints Commissioner as well, and it's ongoing," Feenan said.

Police have not named the Mountie who lost the gun, and could not yet speculate on possible charges.

B.C. greenhouse growers who feel the provincial carbon tax has put them at a competitive disadvantage got some good news this week.

On Tuesday (April 3), Minister of Agriculture Don McRae visited Village Farms in East Ladner to announce that B.C.’s greenhouse vegetable and floriculture growers will receive $7.6 million from the province in carbon tax relief.

“Our industry competes in markets with growers who do not pay a carbon tax,” McRae told a gathering of politicians, media and industry representatives all clad in white booties and smocks to protect the greenhouse environment. “We want our growers to focus on maintaining their competitive edge and building B.C.’s half-billion-dollar-a-year greenhouse industry,” he added.

The B.C. Greenhouse Growers’ Association will distribute $6 million in grants for greenhouse vegetable growers, and the United Flower Growers Cooperative Association will administer $1.6 million in grants for greenhouse floriculture growers.

“These amounts are calculated to offset the carbon tax growers are estimated to pay on natural gas and propane used for heat and carbon dioxide production in one year,” McRae said.

He said that, as part of the BC Jobs Plan, a special report to identify opportunities for innovation in B.C.’s greenhouse sector was prepared with industry input. The report identified the carbon tax as a significant challenge facing the growth of the sector.

In July 2011, Delta-South MLA Vicki Huntington invited McRae to the riding for a meeting with local greenhouse growers to highlight the competitive disadvantage the industry was feeling as a result of the carbon tax. At the time, Huntington noted a 50 acre greenhouse can pay $500,000 annually in carbon tax.

Delta teachers begin service withdrawal Delta students who returned to school Monday (April 2) after two weeks of spring break were likely welcomed back with a few changes.

This marked the first week that Delta teachers were expected to withhold their participation in after-school clubs, sports teams, field trips and other non-classroom activities.

Shortly before the break, Delta Teachers Association members voted in favour of withholding voluntary and extracurricular services in response to the provision of Bill 22 that legislated B.C. teachers back to work.

"Anything extracurricular that is not directly related to teaching and learning is something that teachers will be taking a hard second look at," said DTA president Paul Steer. "It's really the only lawful recourse teachers have. Teachers' voices have been effectively silenced by Bill 22."

Steer said Delta teachers are being asked to wind up activities they've already committed to, and not to begin anything new.

"Teachers are very reluctant to withdraw extracurricular, but it's the only option we presently have."

Teachers across the province may join in the same action following a B.C.-wide union vote April 17, 18 and 19.

Meanwhile, school administrators will discuss whether or not to step in where teachers have left off. Delta School District communications manager Deneka Michaud said there is a principals' meeting next week, and the superintendent will meet with the DTA after the province-wide teachers vote.

Bridget and Sonya Sangster balance charity work in Africa with professional careers

n her second trip to Uganda in 2009, Bridget Sangster met a six-month-old girl who had recently been dropped off at the doorstep of the local orphanage with a pronounced curve in her spine.

“She couldn’t sit up, she couldn’t crawl, she was just lying there,” recalls Bridget, 28.

The one-room orphanage in southwestern Uganda had few resources, little food, and just one house mother to care for 30 children. But thanks to the support of the International Community Empowerment Foundation (ICEF) and its partner organizations, that orphanage has since been rebuilt to better accommodate the Christine children—who are Lyon now all sponsored to attend school.

Bridget and her twin sister Sonya, both of whom grew up in Tsawwassen, helped establish ICEF and are among the foundation’s current board members, along with a host of other Tsawwassen natives.

And the baby girl who once slept on the orphanage floor is alive and well after been diagnosed and treated for spinal tuberculosis.

“She, last year, started walking, which is amazing, and this year was her first year going to school,” says Sonya, who has also traveled to Uganda.

This is just one of many inspirational stories precipitated by ICEF. The foundation manages the Tekera Resource Centre (TRC), which supports nearly 8,000 people in Uganda’s rural Tekera Village and surrounding area.

Programs include a medical centre and medical outreach, water and sanitation projects, a primary school with nearly 400 students, a co-operative farm and

a women’s craft group, which includes a micro-finance loan program. ICEF also supports the orphanage in nearby Nyendo, Masaka District.

“The impact of the centre is amazing—the ripple effect that it’s caused so far,” Sonya says, noting the average income has increased from $1 to $6 per week over the last six years. “The work that ICEF is doing with TRC is making a huge change, and that change is coming from the community,” she adds.

ICEF is community-initiated and focuses on facilitating the implementation of what Ugandan people see as needs, rather than what foreigners determine.

The Sangster twins emphasize ICEF is not a hand-out charity, but instead strives to use available resources to create a sustainable community local residents will eventually be able to operate without foreign funding.

One of the biggest revenue generators right now is the co-operative farm. After feeding the community, excess produce is trucked to nearby markets for sale.

Modest about their overseas efforts, Bridget and Sonya both agree they feel a responsibility as global citizens to help balance a broken economic system that leaves some people marginalized.

And between trips to Uganda, both sisters enjoy successful professional lives.

Bridget is a radiographer at Vancouver General Hospital and has practised in Northern Canada, England and the Role 3 trauma hospital in Kandahar, Afghanistan. Sonya is a pilot for a company contracted by the United Nations, and is currently preparing for a two-month stint flying dignitaries and politicians around Africa and the Middle East.

Group sets sights on Ladner’s Paterson Park Advocates want Corporation of Delta to purchase eastern half of site REPORTER

A group of Delta residents has banded together to try and preserve Ladner’s Paterson Park for public use.

Paterson Park for Deltans is a new citizens advocacy group created to encourage the Corporation of Delta to purchase the eastern 9.4 acres of the long-vacant site, which current owner Kwantlen Polytechnic University intends to sell.

Delta already owns the other half.

“This is a tremendous opportunity for Deltans and we would like to see the Corporation of Delta purchase this land,” said

a motion that Delta should consider buying Kwantlen’s parcel, which is assessed at just over $11 million.

Delta council decided any further discussion of the matter be carried out behind closed doors in accordance with procedures involving land acquisitions and dispositions.

Meanwhile, former Paterson Park owner the Delta Agricultural Society, which sold the land to Kwantlen in 1993 with the understanding Kwantlen would use it to build a satellite campus, was invited to a meeting April 5 with the university and a commercial realtor to consider three proposals for the site.

Broderick said the group is still small, but is attracting interest from Ladner, Tsawwassen and North Delta.

“I think people are just looking for an outlet right now to get their voice out, and that’s what we’re trying to facilitate right now.”

He said group members aren’t trying to push any specific uses for the site, but support public ownership and use of the entire park.

Broderick has suggested a land swap as a possible solution to the cost barrier.

“This is an opportunity for Delta to continue building on these amenities while preserving the heritage of the land,” said Conley, a Tsawwassen resident who also

Delta-South independent MLA Vicki Huntington returned from her spring break visit to the Peace region with a little more optimism.

Huntington was there, along with fellow independent MLA Bob Simpson, to see first-hand the methods of gas extraction being used called fracking.

Fracking is short for hydraulic fracturing, a process in which drillers blast water, sand and chemicals at high-pressure into sub-surface rock formations to create fractures that facilitate the flow of recoverable oil or gas.

A couple of her main concerns were the environmental effects on the region and the industry’s guidelines to manage the growth of natural gas exploration and extraction.

"Hydraulic fracturing is extraordinarily water intensive and the Oil and Gas Commission (OGC) has issued over 600 withdrawal permits from a multitude of rivers, lakes, streams, dugout pits which are left to fill with water (“borrow pits”), wetland drainage and even two pipelines from the Bennet Dam Williston Reservoir. These permits allow withdrawal of millions and millions of cubic metres of water—and no one was keeping track.”

Focused on food Two hobbies combine for Delta Photo Club member Two worlds sometimes collide in Kari Cullen's Tsawwassen home thanks to her hobbies of cooking and photography.

Cullen, a member of the Delta Photo Club, says she enjoys dabbling in the kitchen, trying out new recipes like the one here for blueberry cornmeal cake.

Then sometimes, she turns her eye and camera lens on the finished product.

"I have enjoyed photography since I

was in my teens, and I am doing it on a more serious level in the last couple of years," said Cullen, adding she also gravitates to nature photography.

"I love being outdoors and being able to photograph landscapes, animals and birds."

If you are keen with a camera, Cullen said the upcoming Delta Photo Inspirations show (April 20-21 at Tsawwassen Alliance Church) would be a good

way to get a taste of what's being done locally.

And following that you might want to join the 100 or so club members who meet weekly.

Blueberry Cornmeal Cake

INGREDIENTS 6 ounces (1 1/3 cups) unbleached allpurpose flour, more for the pan 1/4 cup (1 ½ ounces) finely ground yellow cornmeal 1 teaspoon baking powder

¼ teaspoon baking soda ¼ teaspoon salt 3 ounces (6 tablespoons) unsalted butter, room temp, more for pan 1 cup granulated sugar 1 teaspoon finely grated lemon zest

2 large eggs, room temperature 1 tablespoon fresh lemon juice ½ cup buttermilk 1 cup fresh blueberries (or raspberries or blackberries)

DIRECTIONS Heat oven to 350 F. Lightly butter a 9 x 2 inch round cake pan. Line bottom with parchment paper, lightly flour the sides, tap out excess. In a medium bowl, whisk flour, cornmeal, baking powder, baking soda and salt.

In a stand mixer fitted with a paddle, beat butter, sugar, and lemon zest until well blended and fluffy. Add eggs, one at a time, beating on medium

speed until just blended. Add lemon juice with the second egg. Fold in half the dry ingredients, then the buttermilk, and remaining dry ingredients.

Scrape the batter into the prepared pan and spread evenly. Sprinkle fruit over the top and sprinkle with sugar.

Bake 30-35 minutes, until a toothpick inserted in the centre of the cake comes out clean.

Let the cake cool for 15 minutes.

Run a knife around the inside edge of the pan. Lay a rack on top of the cake pan, and holding onto both the rack and pan, invert the cake. Lift the pan from the cake. Peel away the parchment. Lay a serving plate on the bottom of the cake and flip the cake one more time so that the fruit is on top.

Serve warm or at room temperature.

Garnish with whipped cream or a drizzle of yogurt. Serves 8.

general public, please understand that with the passage of Bill 22, teachers do not have any legal means of voicing their discontent with this draconian Bill except to withdraw from extracurricular activities. It is important for us to protest against the concessions the government has imposed on students and teachers because they will affect all public school students negatively.

Time to get in the 'Games' If you go strictly by the numbers, making a bid to host an upcoming BC Summer Games event looks like a no-brainer.

According to information contained in the bid package for the next two summer events— in 2016 and 2018—the financial outlay appears to be relatively minimal—about $95,000 split between cash and in-kind contributions. And in return there's the chance to reap some pretty hefty economic benefits.

The document points to the city of Kelowna and its hosting of the 2008 BC Summer Games.

It reportedly experienced direct spending of $2.6 million.

Even the BC Winter Games from the same year that were staged in Kimberley and Cranbrook raked in $1.7 million in direct spending—a figure that would bring a warm, rosy glow to the cheeks of most local business owners.

Aside from the economics, roughly 3,500 volunteers are required to make things run smoothly.

So, what's holding Delta back from getting on board?

The financial costs don't seem to be daunting.

Volunteer-wise, Delta also proves it can muster a good crew that helps with the annual Tour de Delta races.

And who could object to the exposure the community would get province-wide, not to mention the potential for a nice financial shot in the arm for local business?

It does look like a pretty simple matter of filling in the bid papers and hoping for the best.

But one possible hindrance may just be Delta's sports facilities.

Is the pool at the Ladner Leisure Centre too small to host such a sporting event?

Is the running track at South Delta Secondary School in need of some refurbishment?

Yes, is the answer to the latter. And while that would likely take a good chunk of money to remedy, the long-lasting benefits would be to promote a more active and healthier lifestyle for all residents.

And isn't that at the core of the provincial games movement?

It would be a shame if Delta sits on the sidelines and doesn't get in the games.

• Pre-game. If they are old enough to understand, have a discussion beforehand about how important these photos are, how they won’t take too long, and how special they are to be a part of the wedding.

• SNACKS! Trying to shoot a hungry child is like trying to photograph a hungry bear, you may lose your hand and there will be

tears. Before attempting the photos, feed the kiddies.

• Little Goes First. Quick! While they are still clean, and now full, have the photographer get any shots of the little people, and any group shots that are needed ASAP. • SHHH! The worst thing to do while the photographer is trying to get the shot, is to try to “help” i.e., call “Timmy, TIMMY look up, smile, TIMMY." Most photographers have a bag of tricks to get Timmy to smile, and it’s hard for them to do that while he is looking away from the camera, smiling at you. If little Timmy is incredibly shy, and will only listen to you, stand directly behind the photographer to give the illusion he is smiling at that camera.

Inspiring art Flamenco dance and painting performances combine in Tsawwassen show PHILIP RAPHAEL EDITOR

ev Mantovani has endured an interesting, trying journey over the last four years and has enlisted a group of her talented flamenco dance students, musicians, plus an artist, to combine their talents to celebrate the ride.

It will be played out at the Tsawwassen Arts Centre during three special performances June 1 to 3 called The Phoenix.

In part, it will mirror her experiences. And there's plenty of material to work with.

First, Mantovani, owner of Los Gitanos School of Spanish Dance, died. She flatlined on the operating room table.

She had been admitted to hospital in 2008 for an operation on her bladder, but a complication—a major artery was nicked during the procedure—and she started to bleed out.

Two blood transfusions later she was back.

"I was scheduled for day surgery and I ended up being in hospital for two weeks," she says during a break in her group's first rehearsal on the Tsawwassen Arts Centre stage last Saturday.

Then, a year later, her family business burned down.

She and husband, Giovanni, ran a deli in the Tsawwassen Town Centre Mall. It was only open for 15 months before they lost everything to the flames, smoke and water.

Added to all this was the struggle to start life over after moving to Canada from South Africa in 2001.

"We arrived here with two young kids and about $1,000 in our pockets," she says with a wistful laugh.

It's been a challenge. But through it all there was a constant Mantovani clung to—her love for flamenco.

"Without flamenco I would be dead," she says without any hint of hesitation or melodrama.

"Before, in South Africa, I was dancing for my mother and my sister and not realizing that actually it was what I needed until I came here and was faced with all these challenges. Flamenco then became solely for me."

A lifetime of dance Mantovani had started dancing at the age of three, graduated from the National School of Arts—a ballet school— then joined a professional flamenco company and started teaching when she was 15.

"It's been my whole life," she says. "It's been my saviour. And I think I've saved so many other souls."

The art form has d ra w n o t h e r s i n search of the emotional release its passionate and soulful movements provide.

"I have attracted women who have lost children, who are cancer survivors. And flamenco has given them a rebirth. They came in with nothing. And when I look at them now after dancing for four years and see their power, how they dominate the space, how they've learned to give and be proud of whatever has happened in their lives. It's not a bad thing. It makes you stronger."

It's the same for Mantovani who says she has also been revitalized through her commitment to flamenco and the desire to share it with others.

"It's been a very traumatic time for me," she says. "Yet every time I've come back, and come back stronger. So, I am a true

phoenix."

It's that resurrection Mantovani wants to capture. That's where noted Tsawwassen artist Garett Campbell-Wilson enters the picture. His role in The Phoenix will be to interpret the dance and transfer it to a five by fourfoot canvas he will paint onstage beside the performers.

"I will be creating a live painting which tells the story of the performance that has to do with the rebirth of the phoenix, the mythological bird that replenishes itself every 500 to 1,000 years," Campbell-Wilson says. "And that deals with longevity which relates to empowerment, and mainly with this performance, the empowerment of women."

Campbell-Wilson has done this type of performance art previously, but not with a dance troupe. A video camera will record his live work and a large display screen will give the audience a close up look at his creation as it takes shape.

"The highlights will really be about movement, colour," he says. "There's really a sensitivity to motion."

But further than that, Mantovani's experiences resonated with him.

"We sat down and spoke about furthering the story around the show. I'd been to a few rehearsals and got an idea of what the dance was. I'd seen flamenco dance before, but not been as much involved," he says. "The dance is what gave Bev the energy and vision to stay alive and not cross over at that time. To me, that speaks directly of the phoenix because there's the replenishing life source. And she returned

through her own will and passion through flamenco. It's only through that comeback, that rebirthing of oneself that there's a new definition, a new creation, a new life and a second chance.

"With Bev's story and its connection to flamenco, the passion of the dance has motivated so many women to really find themselves in many ways. And the painting will express that."

Passionate expression The nature of flamenco makes this type of expression possible, Mantovani says.

"It's such a passionate form of dance. You put everything into it.

It's empowering," she says.

The conservative side of society usually prevents that from breaking free, Mantovani adds.

"It puts your personality in a

cage where you become so stifled there is no release, and flamenco gives you that space where you can release your sexuality if that's what you're feeling frustrated about, your anger, your sorrow or your joy. And the more you do it the better. That's why an older woman is a better flamenco dancer than a child."

An older woman has more of a story to tell. The audience may not know the details, but they can feel that story through her dance.

"It's very real and sensual

because it's raw. It's not a put on thing," Mantovani says. "That's something you can't teach."

The effect can often be quite profound.

"There's some times when I dance and I'm standing with the others that when I emotionally release I get chills throughout my body.

I can actually feel this energy coming out of me," Mantovani says.

And when the performance is over? " No r m a l l y, I c r y.
