Shuttle launch Transportation between Peninsula attractions a reality after three years of anticipation Christine van Reeuwyk News staff

After three years of anticipation a shuttle to take tourists around the Peninsula will launch this summer.

The hop-on, hop-off trolley discussion in recent years became a reality as Dave Cowen, general manager of Butchart Gardens, announced the shuttle that will bring people to many of the hot spots on the Saanich Peninsula. He made the announcement during the Peninsula Chamber of Commerce annual general meeting Tuesday night in Brentwood Bay. “One of the constructive pieces of feedback that we’ve heard … is that, gee, it’s awfully difficult to move around Victoria if you don’t have a car,” Cowen said.

A report into allowing different housing types and densities will soon be in the works for North Saanich.

“Many workers can’t afford to live in North Saanich,” Coun. Ted Daly said to the committee of the whole Monday in a preface to his motion to review the district’s 2008 housing strategy. The goal of the motion, Daly said, is to propose changes to the official community plan and zoning bylaw to encourage affordable or attainable housing.

“The difficulties with these proposals is they go well beyond the densities we approved in the official community plan,” Mayor Alice Finall countered. She doesn’t believe increased density equals increased affordability when it comes to housing and added North Saanich’s population hasn’t increased enough to warrant more density.

“There’s no increase in population because there’s no increase in housing,” Coun. Dunstan Browne said.

Ian Brown, an advocate for workforce housing, told council three-quarters of the employees at the nine largest employers in the McDonald Park area live outside the Peninsula.

North Saanich should encourage the “sort of people who invest in their community, they raise their children here, they give to our charities, they volunteer for their local fire department.”

Former councillor Sheilah Fea added that attainable and affordable housing are not the same, and North Saanich could encourage developments in the $350,000 per unit range.

Finall and councillors Celia Stock and Elsie McMurphy asked that staff prepare reports on areas of the municipality that might lend themselves to increased density.

McMurphy proposed an amendment to Daly’s motion, to have more information on the impact of altering the housing strategy and to outline its impact on services, such as sewer and water. Council was unanimously in favour.

OCP review on hold until June Discussion of Coun. Ted Daly’s proposal for a fresh look at the housing strategy came after talks of a review of the full official community plan.

In early January, Coun. Craig Mearns asked that North Saanich review its OCP. On Monday, Mearns, Daly and councillors Dunstan Browne and Conny McBride voted to defer talks on that review until the end of June, after budget talks. Councillors Elsie McMurphy and Celia Stock, and Mayor Alice Finall voted against it.

Staff estimated the cost of a full review to be $125,000 to $250,000.

“One of the biggest concerns on this council is increasing taxes,” Finall said. “I do not think it’s wise to incur this type of expense at this time.”

McMurphy said she didn’t support the deferral because an OCP review shouldn’t be done only if there’s money left over in the budget.

Mearns said the current OCP has prohibited some developments in North Saanich. “We don’t want to see a ton of housing in North Saanich, but there are some areas [that could work],” Mearns said. editor@peninsulanewsreview.com

“There were a number of us [who thought] that there were a number of other pockets on the Peninsula that deserved access and deserved access at an affordable cost for families. And that was the genesis of our shuttle project.”

It will run daily in the peak tourism season of July and August this summer. Cowen has already sussed out support from Victoria hotels.

“They see the Peninsula as a way to extend the stay in Victoria. The downtown hotels don’t see the Peninsula as competition, they see it as added value,” Cowen said. “This little bus – as simple as it is – is the key to many more things in the future.”

The shuttle will do a loop of the Peninsula with stops at Butchart Gardens, Victoria Butterfly Gardens, Sea Cider Farm and Ciderhouse in Central Saanich; in Sidney at the Shaw Ocean Discovery Centre and on Beacon Avenue where Booktown awaits; and at both the B.C. Ferries terminal in Swartz Bay and the Sidney International Ferry Terminal.

“We have ferry input, we have all of Sidney for people to

enjoy and the core attractions,” Cowen said. “Over and above that we have the attraction pass.”

The pass covers shuttle and admission to two of three major attractions: the Shaw Ocean Discovery Centre, Sea Cider, and Victoria Butterfly Gardens. The pass costs $29.95 for adults and $14.95 for children.

“I think for a first year, out of the gate, it’s pretty good. But we need the community’s support,” Cowen said.

Divided North Saanich council finds agreement on Sandown Memorandum of understanding, bylaw changes in works after months of battles Erin Cardone News staff

At first, it didn’t seem the polarized North Saanich council would agree on the recommendations before them to edge the Sandown proposal forward.

But after more than an hour of backand-forth discussion and feedback from the public, council agreed at Monday’s committee of the whole meeting to draft a memorandum of understanding with the Agricultural Land Commission.

All but Coun. Ted Daly voted in favour of drafting the MOU. Tension in council chambers grew when Coun. Dunstan Browne said feedback from the community and from the staff report on the proposal had him considering the option of selling the land if it were acquired by the district.

“I do not want to be a party of this process if we’re going to acquire this land and sell it,” she said.

Daly added he and other councillors

had suggested selling the land “from the start,” provoking calls of “shame” from the 60 or so people in the chambers.

The staff report and the Farmlands Trust’s offer to take on management of the property both include an option for the district to sell the land.

Daly suggested an amendment to the recommendation that the district sign an MOU, that no current or new tax revenue be used to make the mandated improvements to Sandown. He withdrew the amendment when it was clear the rest of council did not support it.

“Without this proposal, there is no new tax money,” Mayor Alice Finall said. “We are eliminating the possibility of using the new revenue to complete this project.”

Ray Le Noury said the idea of government spending only what money it has was a nice one, but often is not reality.

“Let’s get [Sandown] and then use it in the wisest way we can in the future,” Le Noury said.

Rob Buchan, chief administrative officer for North Saanich, presented four cost-reve-

nue scenarios in his report to council.

“None of the four scenarios use more than 50 per cent of the tax revenue increase,” he said, referring to revenues expected from rezoning 12 of the 95 acres to commercial land, which owner Bill Randall plans to develop.

Ted Daly With council in agreement on drafting an MOU, they unanimously agreed to work on language for bylaws to allow a public market on the property and to increase the allowable floor space to 50 per cent from 40, for the commercial component.

Both items will be discussed at a future public hearing before being finalized.

Council also voted to defer Alice Finall consideration of the Farmlands Trust’s proposal to manage the land until after those bylaws are finalized. Only Daly opposed.

“We will end up with a Cedar Hill Golf Course and look how that turned out for [Saanich],” Daly said.

The entire Cedar Hill operation, including its restaurant, faces an $818,000 deficit for Dunstan Browne 2012.

The back story ■ Land owner Bill Randall would give 83 acres of land at the former Sandown race track to the district in exchange for zoning 12 acres of land to commercial, for development.

■ The Sandown proposal was initiated by the district and includes terms, such as signing a memorandum of understanding with the Agricultural Land Commission and covenants to restrict use of the land.

■ The Farmlands Trust, a not-for-profit, has proposed to manage the land, potentially leasing farm plots to farmers and operating a public market.

Police found an intoxicated 20-year-old North Saanich man with minor injuries on his hands.

They also recovered a knife with blood on it.

The man was on court conditions, including that he abstain from drinking alcohol and was arrested.

After investigation, police feel he was responsible for 18 tires

being slashed on 10 vehicles in a nearby hotel parking lot and that’s how he sustained his injuries.

Witnesses said the suspect had also threatened an unknown man with the knife while standing with other people at the corner of Seventh and James White.

The victim is described as a man around 20 years old with

light coloured hair and wearing a backpack. He may have a European accent. RCMP would like to speak to the man who was threatened.

Left turn causes crash A driver was ticketed in a crash at Keating X and West Saanich roads on Saturday, March 24 at 9:15 p.m.

Wrong lane causes crash A Central Saanich woman faces possible impaired charges after a crash around 6 a.m. on March 22. Police were called after a vehicle driving on the wrong side of the road collided with a northbound vehicle on East Saanich Road near Wallace Drive. Officers arrived and spoke to the Central Saanich driver who appeared intoxicated. After a roadside screening she was issued 24-hour driving prohibition and impaired driving charges are being recommended.

Don’t try to be like Jack After Jack Layton died, everyone knew that whoever replaced him as federal leader of the NDP would have giant shoes to fill.

Layton’s talent for uniting the party and reaching out to people across the country made him a sort of folk legend, even before cancer stole him too soon at age 61.

Newly selected NDP leader Thomas Mulcair, the 57-year-old Quebecer who helped Layton transform the party from a virtual non-entity in that province to a substantial force, taking 58 of 75 seats in last year’s election, is clearly a leader of some repute.

What is also clear is he doesn’t have the charisma Layton had, and developed, as the Orange crush flattened the Liberal red machine to become the official Opposition to Stephen Harper’s Conservative majority in May 2011.

Mulcair, who was not the first choice as leader for Capital Region MPs Denise Savoie (Victoria) and Randall Garrison (EsquimaltJuan de Fuca) until the final ballot at the recent convention, has been a virtual unknown on the West Coast – unlike Layton – for all except diehard politics watchers.

But does a leader known for being prickly have to be the second coming of Layton to win the hearts and minds of people west of Thunder Bay? Harper has shown that a leader can come across to many as cold and calculating, yet still win a majority in parliament.

Let’s remember that even under Layton, the NDP won just 15 of 77 seats in the western provinces, including 12 in B.C. To win over non-NDP voters, it’ll take more than criss-crossing the country connecting with people, as Layton famously did – he visited Victoria more often than we might have expected for a Toronto MP. Mulcair will be put under the microscope about everything from his policies to his personality, by his supporters and critics alike, in the three years leading to the next election.

In that time, he must prove he is his own person, a leader who stands on his own feet.

And he must avoid handlers who would try to make him a kindler, gentler version of himself.

Last March, we watched as thousands of entrants took part in the annual Shamrock Run. What struck us was how many of the racers, including many of the serious runners, were dressed up in green wigs and more.

We hope to get back to Portland soon and take in some more of the Rose City’s finer and funnier events.

We’d like to check out the 24-Hour Church of Elvis (if the latest incarnation stays open), maybe take in an episode of the Pedal Powered Talk Show. But as much as we wished we could, we can no longer check out Velveteria, the Museum of Velvet paintings, as it closed in 2010.

Maybe someone could open a spinoff here? Velvet Victoria anyone?

LETTERS Politics of education at ‘ultimate pinnacle of corrupted stupidity’ Since we moved to Vancouver Island in 1969, we have seen several changes in the political landscape. In every election we have been faced with a choice between corrupted stupidity and stupid corruption.

In the politics of education we swing between party politicians who abuse teachers and politicians who use teachers. Every game of political football becomes more senseless and destructive than the one before.

Readers respond: Gary Lunn nostalgia strikes PNR reader Re: May renews call for tanker ban (News, March 28) During the course of the last federal election, I asked the same question many Saanich-Gulf Island voters were asking: Was Gary Lunn really our best choice?

Certainly Gary’s 15 years as member of parliament for our riding had its ups and downs; his evolution from Reform, to Canadian Alliance to Conservative; the Chalk River fiasco and the almost maniacal way the Harper government managed communications and the public service.

But after almost a year of MP Elizabeth May’s unique form of politics, I now have my answer: Gary Lunn was our best choice by a long shot and I regret that I never voted for him – not once.

Since May 2011, our honourable member of parliament has chased down Green Party priorities that are entirely ideological and irrelevant to the economic success of her constituents.

These priorities include Wi-Fi and the emissions from B.C. Hydro’s smart meter program; suggesting that remaining in the Koyoto Protocol “will not cost Canadians a cent”; her almost imperceptible views on Durban; her support of a continued moratorium on oil tanker transport through the coastal waters of British Columbia and suggesting that little (or in fact nothing) has changed in oil tanker transport since the Exxon Valdez spill.

What bunk. Ms. May and the Green Party’s views have been discredited on so many occasions they lack any credibility and I cringe when she rises (on the rare occasion) in the House to speak. Ms. May and her Green Party’s views have done nothing for my family.

If anything, we have lost what little voice we had in parliament.

Contrast Ms. May and her Green Party’s work against the work of Gary Lunn, who held a number of portfolios in the Harper government, up to and including minister of resources. One does not have to look very hard to find evidence of Lunn’s influence in this community; Lochside beautification project and redevelopment, helicopter base development at Victoria International Airport and, of course, our very creative overpass at McTavish

corrupted stupidity. Teachers go on a no-win three-day strike. Government orders a mediator and declares its party’s position is carved in stone. The party spends education dollars, saved on the strike, to advertise its self-serving partisan political propaganda. Does this mean we should take sides in the most recent battle in B.C.’s ongoing political wars in education?

Victoria has the best opera company in the area and they’re doing an uncommon – but hilarious – Britten opera next season. At least five of us from Friday Harbor intend to go and we must rent a plane for about $850US. Surely I’m not the only one in Western Washington who needs the transportation. What if the ferry ran once a week in winter? Could Sidney provide something? We’re willing to rent a car.

Firefighters’ work important enough to be paid Re: No money for full time firefighters (News, March 14) As a resident of Sidney and the Peninsula I ask the three Peninsula councils to reassess and reconsider the funding of all our fire departments.

The majority of our firefighting teams are volunteers. People who donate

their time – time away from family and very often work – to ensure we have quality fire and emergency assistance protection.

The service they provide covers all day, every day regardless of holiday times or weather. I wonder how many residents appreciate this kind of commitment for no remuneration.

Fire departments provide prevention and suppression services, which most of us recognize as the fire vehicles and personnel rushing off to assist at an event.

The prevention personnel consists of those who perform the annual safety inspections, education for the public and volunteers, as well as the day-today operations necessary to keep the department running smoothly and efficiently. These are the paid employees of the department.

Another duty many may be unaware of is their role in the Provincial Emergency Measures Organization – PEMO. They work closely with and give their support to all the various teams who will be providing many of the services required in case of emergency or disaster – Emergency Support Services, Search and Rescue, and communications.

These are the groups who assisted in the fires in the interior several years ago and the personnel who were on site in Japan. These local members are also all volunteers.

Is it possible that by hiring an additional full time firefighter we can enhance these essential services to the benefit of all three communities?

Hospital foundation offers tips on charitable giving and taxes Christine van Reeuwyk News staff

Saanich Peninsula Hospital Foundation is offering the basics in giving and how it can affect your taxes.

“It’s a first for us,” said Donna Randall, major gifts manager for the foundation. “The foundation is sponsoring a public information session that focuses on how you can give to your favourite charities and gain in terms of taxation and so on.”

lawyer, will lead the session to help people with tax planning for immediate and long-term planned giving.

“These community people are willing to step up and do this … for our community hospital,” Randall said. “It’s hard for people to get information unless they’re already in the financial bracket where you have those professionals around you.”

A heavy plume of black smoke wafted off James Island last Friday as nearly three acres of gorse went up in flames.

The National Conservancy of Canada set the fire to bring the razor-edged plant back into check in hopes of returning Village Spit to its natural sand dune habitat. This sand dune-spit ecosystem provides habitat for several endangered species of plants and animals that require open sand habitats, including yellow sand verbena, contorted pod evening primrose, Edwards beach moth and the sand verbena moth.

“If we had a scale of one to 10 and one was achieved nothing … and 10 was success beyond our wildest dreams … we ended

up somewhere at a 6 or 6.5,” said Tim Ennis, director of land stewardship for B.C. Region of the conservancy.

The crew went out for a test burn Friday morning. With that done around noon, they decided the sketchy weather forecast for Monday was a hint from Mother Nature to get the job done. By 3:30 the burn was finished.

“What we were trying to burn was a mixture of scotch broom and gorse,” Ennis said. “At the end of the day the gorse burned really well, completely combusted, but almost none of the broom did. It seems the only way to get rid of the broom if you’re going to burn it is to cut it and pile it.”

Today, March 30, a work party heads to the island to knock down the remaining blackened stems and rake and pile ash and

remaining materials to expose the bare sand. More volunteer parties will follow to keep the invasive species at bay.

“We know that broom and gorse both make a lot of seeds every year and that those seeds are viable over decades,” Ennis said. “We’re pretty sure that there will be some germination of new plants in the same area in the future so we’re going to be looking at ways to kill those plants before they can produce seeds.”

Late this summer, they’ll gather seeds from the native species in adjacent areas for propagation at their Cowichan Valley nursery to eventually reintroduce into the habitat.

Mediator set for teacher dispute Tom Fletcher Black Press

Former University of Northern B.C. president Charles Jago has been appointed to mediate the dispute between the B.C. Teachers’ Federation and the bargaining agent for the province’s 60 school districts.

Education Minister George Abbott announced Jago’s appointment Wednesday. Abbott said his staff inquired about two senior judges suggested by the BCTF as possible mediators for the long-running dispute, but both are still serving and are not available.

Abbott said Jago is bound to seek a settlement within the terms of the government’s “net zero” wage mandate, which has been the basis for 130 settlements with public sector unions. But other than that, Jago has a “quite unrestricted mandate” to find com-

Jago’s mandate is defined by the legislation passed to end the BCTF strike and work-torule action and impose a six-month cooling-off period. It includes class size and composition, the division of issues between local and provincial bargaining, teacher performance evaluation, “alignment of professional development with teaching needs” and “scheduling and selection of teachers suited to student needs.”

with the union and the employers’ association, and then he is to make recommendations for a settlement whether there is agreement or not. The legislation requires that a twoyear contract be put in place from the expiry of the earlier contract last spring to June, 2013.

In a conference call from Prince George, Jago said he is hopeful he can make progress if both sides are willing to work on solutions. Even a two-year freeze on total compensation leaves room to find money for wage increases, he said.

Jago said he was involved with faculty negotiations at UNBC and a previous university post in Ontario, but he has no previous experience as a mediator. He is being paid $2,000 a day, which Abbott said is a standard rate for mediators in large labour disputes.

Susan Lambert told reporters the union will participate in the mediation, but she is concerned about Jago’s lack of labour relations experience, and also two donations of $500 each Jago made to the B.C. Liberal Party.

Jago said the payments were on behalf of a golf foursome that took part in two party fundraising tournaments, for which he was reimbursed by other players. His policy as a university president was not to donate to any political party, he said.

Lambert also questioned a report on education Jago wrote for the government-appointed B.C. Progress Board in 2006. The Victoria Symphony revealed the details of its 2012/13 season at an event held at Three Point Motors on Tuesday night.

Canadian superstar violinist James Ehnes returns, 17year-old prodigy Jan Liesieki debuts and for the first time ever, the Victoria Symphony will perform Nielson’s Symphony No. 5.

The new season is the 10th for Music Director Tania Miller who has programmed Mozart’s Requiem and Stravinsky’s Rite of Spring in celebration of her anniversary.

It was also announced that the VS Pops Series will feature an exciting array of concerts from flamenco to the Beatles to Cirque de la Symphonie. And the Concerts for Kids Series begins in November with The Snowman.

Among winter’s highlights will be one of Canada’s most popular singer-songwriters, Chantal Kreviazuk, debuting with the orchestra in December and performing her greatest hits surrounded by the symphonic splendour of the Victoria Symphony.
