A proposal to create a cable-driven watersports facility at Abbotsford’s Albert Dyck Memorial Park has run into opposition.

Council decided Monday not to voice official opinion on the plan, which is being opposed by the Fraser Valley Water Ski Club. The concept has been referred back to the parks and recreation commission.

Parks manager Mark Taylor presented the idea to council.

A cable park would feature a permanent overhead cable system to pull waterski/wakeboard riders via an electric motor, rather than being towed behind a boat.

A former Mission resident who worked as a financial adviser in Abbotsford has been permanently banned from conducting “securities-related business” and ordered to pay a $75,000 fine and $10,000 in costs.

The ruling was made last Thursday against Michael Labrick Harvey by the Mutual Fund Dealers Association (MFDA) of Canada following a disciplinary hearing for which Harvey did not show up.

The three-person panel ruled that Harvey failed to co-operate with an investigation by the MFDA, despite repeated requests for an interview, starting in May 2010.

According to the MFDA “notice of hearing” from August 2011, 19 clients issued 12 complaints about Harvey’s conduct as a mutual fund salesperson.

During his time in Abbotsford and Mission, Harvey’s community involvement included the Rotary Club of Mission, the United Way of the Fraser Valley and the Mission Regional Chamber of Commerce.

He is now believed to be residing in White Rock.

Abbotsford Police issued almost 40 driving suspensions and prohibitions during its fall CounterAttack blitz. Roadblocks were set up over one weekend in October, one weekend in November, and four weekends in December. During that period, police issued 20 24-hour suspensions for drugs, eight 24-hour suspensions for alcohol, four three-day driving prohibitions, four 30-day driving prohibitions, and one 90-day ban.

Const. Ian MacDonald said police also criminally charged two motorists with impaired driving and five others with various criminal charges, such as driving while prohibited.

In addition, 10 vehicles were impounded and 118 tickets were issued for infractions such as vehicle deficiencies and not wearing a seatbelt.

GARAGE DOOR OPENER THEFTS Abbotsford Police are warning drivers to avoid leaving their garage door openers in their vehicles, following a series of thefts this week. Const. Ian MacDonald said the first occurred on Sunday to an 81-year-old woman, who was attending church in the 32000 block of Mill Lake Road. She returned to her vehicle after the service and found her passenger door pried open and the garage door opener missing from the visor. The woman returned home and found her residence had been ransacked and valuables were missing, including a TV. He said the culprits likely identified her address by the insurance documents left in her vehicle. The next theft was reported on Monday at about 11 a.m. A vehicle owner on King Road found his passenger window smashed, and the opener to the underground garage was taken. At 4:45 p.m. that day, a 19-year-old man went to the same parking lot and discovered that his car had been broken into. Snowboarding and stereo equipment worth several hundred dollars had been stolen.

MacDonald said it’s likely the thief who stole the garage opener from the first vehicle used the device later that day to obtain access to the underground area.

He said the cable idea was an “unsolicited, informal proposal” and wasn’t certain whether there was a successful business plan behind it at this stage. A second, similar proposal has also been received.

He asked council how staff should preceed.

“I’m all for change ... but I think, in this case, I’m not sure why we’re even looking at this,” said Coun. Henry Braun.

“I think we have to go back and do some history here. A very prominent family in our community donated, not only the lake but the land ... The key word here is that this is a memorial park, donated to the city for the benefit of the taxpayers. I do not believe this was ever intended for a commercial venture.”

One of the potential cable park operators, Stu McKeown of Cloverdale, told The News in an earlier interview that Albert Dyck Park is “an under-utilized piece of public land.”

He believes a park would be a major tourism draw.

“It would absolutely be a tourist attraction, hopefully being the first in Western Canada and the Pacific Northwest,” said McKeown, who is partnering with Tyler Marchak of Abbotsford on the proposed venture.

“It would really create a family atmosphere where everybody can come down and attend, and try a new sport at a reasonable cost. It’s very similar to a ski mountain set-up.”

McKeown’s plan calls for a five-tower system which could accommodate nine

riders at once, along with a smaller two-tower system with a slower tow speed for beginners. There are only two such full-sized parks in Canada currently – one in Montreal which has been operating for the past 17 years, and one that opened in July 2011 in Winnipeg.

Cable passes would cost in the neighbourhood of $25 for two hours, or $45 for the day. The east end of the lake would be reserved as a public swimming/recreation area.

McKeown pointed out that cable wakeboarding is popular with a young demographic, and has been shortlisted for inclusion at the 2020 Olympics.

“We’d expect between 50 to 125 riders per day, depending on the season and the day,” he said. “You’d peak on July and August weekends.”

Taylor told The News in December that a cable park operator would need to make significant infrastructure upgrades to the site – expanded parking, signage, locker rooms, walkways and docks, potentially costing in the neighbourhood of $2 million.

McKeown believes the work could be done for less than $2 million. If approved, his plan would see construction begin this fall.

At Monday’s council meeting, Braun said council needed to be careful, because it could send the message to

potential land donors that their gifts may not be used as intended.

“I would not be in favour of pursuing this.”

Coun. John Smith said he’d talked with a member of the Dyck family and the intent was for public use.

“My view is we should probably kill this deal today,” said Smith.

Instead of defeating the proposal, council chose to refer it back to the commission for further investigation.

The park was donated to the city by the Dyck family and Valley Rite Mix/ Lafarge in 1979. Originally a gravel pit, the excavation resulted in the creation of a man-made lake. It has been used as a water ski venue since the mid-1990s. The water ski club currently has a lease until the fall of 2013.

Lorne West, one of the founding members of the water ski club, gave a brief presentation to council, voicing the club’s concerns.

“Albert Dyck Park and the Fraser Valley Water Ski Club are a legacy of the Western Canada Summer Games ... with all due respect to the initial report ... it has not considered what that legacy has meant to the growth of the sport and what is needed to continue that growth,” said West.

He said the club has played a large role in the development of the sport, including the creation of special equipment and coaching to develop a program that helped disabled people learn to water ski. The club also encouraged the rise in popularity of wakeboarding.

“Abbotsford has long been seen as a leader in water sports and I hope that you will continue to be.”

Although some neighbours believe the intersection of Bevan Avenue and Ware Street to be a dangerous problem, highlighted by a pedestrian accident that saw a 12-year-old boy hit by a garbage truck last week, statistics differ from perception.

ICBC found that from 2006 to June 2011 there were 119 crashes at the intersection – an average of 21 per year – with six involving pedestrians in some manner. There were three such incidents in 2006, one in 2008 and two in 2010.

“It’s not a high crash location for us,” said Don Miller, ICBC’s road safety coordinator for Abbotsford-Mission. “But you have two schools in the area, so people have to be vigilant.”

Neighbour Jessica Harder said the intersection is not well lit, and traffic drives too fast through an area with two school zones.

She is organizing a petition to make it safer.

“Something needs to be done about that

intersection,” Harder asserted last week.

There are normally two crossing guards who work the intersection, but one was sick and missed the shift on the day of the accident involving the boy, said Dave Stephen, manager of communications for the Abbotsford school district.

He said it is the only intersection in the district with two crossing guards. It was doublestaffed because the area has student traffic from Godson Elementary, Abbotsford Middle School and Abbotsford Collegiate – a combined student population of some 1,700 students.

The district staffs its crosswalks through an independent contractor – Abbotsford Community Services – which hires people to work mornings and after school for half an hour to 45 minutes. Most of the crossing guards are retirees.

Abbotsford Police Const. Ian MacDonald said the area will be a focus of traffic enforcement – as are all school zones. There was a police speed trap in the area on Monday.

Stay off the phone In the first 20 months of British Columbia’s distracted driving law, police issued 46,008 tickets to drivers for using hand-held electronic devices while behind the wheel. Another 1,372 tickets were issued for emailing or texting while driving.

The ministry of the Solicitor-General says that means 16 people are still alive thanks to a 12 per cent reduction in motor vehicle accidents involving fatalities and serious injuries.

The statistics suggest the two-yearold ban on talking or texting on a cell phone while driving has been effective.

But as anyone who spends any amount of time on the province’s roads and highways will likely attest, the reality is somewhat different.

Drivers are still talking on their cell phones. Some are just more discreet about doing it. They wait until they’re on quieter side streets, or they look around to ensure no police are nearby.

Or they try to hide their activity, keeping their phone out of sight as they press numbers or check their text messages. Others openly seem to be flaunting the law, chatting with their cell phone pressed up to their ear as they drive along busy thoroughfares.

A recent survey by ICBC says their excuses range from outright defiance at the righteousness of the law, to misguided affection for the feel of the phone in their hand to a wrongheaded belief that making or taking a call while at a red light doesn’t count as driving.

The risks presented by distracted driving are very real. In fact, you’re 23 times more likely to get into an accident if you’re using your cell phone while driving.

So even though the coast may be clear of vigilant police, stay off the phone while driving.

B.C. Views How is B.C.’s economy doing?

This question occupies a great deal of time in our political debate. But since that debate is mostly an exercise in selecting facts and passing blame back and forth, it’s difficult to tell.

Former premier Gordon Campbell set out to change that in 2001 with the establishment of the B.C. Progress Board. Independent directors established six “core targets,” environmental, health and social indicators as well as economic measures, and tracked them annually with comparisons to other provinces.

This created a 10-year database that doesn’t exist anywhere else. But it hasn’t exactly been flattering, a sign that it has been kept free of political interference.

Premier Christy Clark’s recent decision to replace the Progress Board has sparked another round of political blame-storming. The NDP opposition was accustomed to jumping on the

annual rankings and trumpeting the ones that cast the B.C. Liberals in a bad light. Predictably, they portrayed the remake of the board as an effort to sweep embarrassing results under the rug.

Media often focus on the political horse race rather than details of dull old policy. When the board’s annual reports came out, they typically covered the political fight and glossed over the findings.

The key flaw with the Progress Board turned out to be its emphasis on provincial rankings. B.C. ranked first for the entire 10 years in health and environmental conditions, and near the bottom in a complex measure of “social condition” that was often oversimplified as poverty.

In most measures, including economic ones, the rankings barely changed in a decade.

In his final report, board chair Gerry Martin noted that B.C.’s improvements in economic output and income were significant, but didn’t move them up the rankings because other provinces had similar success. Big recoveries in Saskatchewan and Newfoundland meant that B.C. sometimes slipped in the relative rankings despite major gains.

Martin noted that on crime, “initial

performance was so poor that B.C.’s bestin-country improvements over several years were needed just to move B.C. to about average.” (There’s an example of how independent this board has been.)

“Improvements between 2002 and 2007 saw B.C. reach fifth place in 2006 and 2007, but rank changes on low birth weights and long-term unemployment brought B.C. to seventh in 2008 and ninth in 2009.”

Does this mean the NDP government of the 1990s did a bad job, or that the B.C. Liberals did better and then screwed up?

It could be spun that way, but there are external factors involved.

The B.C. Progress Board didn’t just do rankings. Its policy suggestions were implemented in regulatory reform, energy self-sufficiency, creating community courts and UBC Okanagan, and proceeding with the Site C dam.

Martin notes that the successor organization, the Jobs and Investment Board, will carry on the performance monitoring and “hold government’s feet to the fire,” in particular on its ability to attract investment.

It’s time to stop arguing about the level of poverty and find new ways to alleviate it.

‘Cyber Grannie’ spin

It never ceases to amaze me that people can be so poorly informed about such things as smart meters and renewable energy development. After all, we live in a world with easy, almost instantaneous, access to accurate information. So there really is no excuse for being misinformed.

Take, for example, the claims made in a recent email received by our group (B.C. Citizens for Green Energy) from someone who only identified themselves as “Cyber Grannie.”

Cyber Grannie claimed that the smart meters being installed by BC Hydro are “manufactured in China” and are therefore “not green” because the manufacturing plant in China would be powered by burning dirty coal.

Unfortunately for Cyber Grannie, her information about the origin of the smart meters being installed by BC Hydro is 100 per cent wrong. The Itron smart meters being installed in B.C. by BC Hydro are manufactured at Itron’s smart meter manufacturing facility in Oconee, South Carolina, not in China.

This information is easily found online

for anyone who bothers to look for it. For example, Itron’s website has a Nov. 10, 2011 news item which details a plaque presentation to BC Hydro smart meter program staff to celebrate the delivery of the first 500,000 smart meters from Itron’s South Carolina manufacturing plant.

Interestingly, Cyber Grannie’s misinformed claim about smart meters is reminiscent of the “make-an-outrageous-claim-and-hope-itsticks-to-the-wall” tactics we often see coming from COPE 378 union organizers who, among other things, are opposed to the implementation of smart meters because a couple of hundred COPE 378 union members currently employed as meter readers are being re-assigned or seeing their positions eliminated through normal attrition, saving taxpayers millions of dollars in salary costs along the way.

If Cyber Grannie has the computer savvy to create a screen name and set up a Hotmail account, then she should also have the ability to check basic facts online.

Can city afford to leave FVRD? The E-Comm System which the Abbotsford Police Department is now using, and according to recent newspaper reports is now costing the city $900,000 a year, was a service originally provided by the FVRD. So, how is a complete depar-

ture from the FVRD going to be saving all of us $750,000?

What will fire department and ambulance services – in fact, all the current services provided – cost the taxpayers of Abbotsford if this path of withdrawal from the FVRD continues?

Wasn’t the recent election a more than clear indication that the people of this community don’t want more debt?

Perhaps more to the point – can the city afford it?

Words of hope and love Our local Abbotsford Regional Hospital is a new and modern medical centre in our growing Fraser Valley.

It is a known fact, that people entering hospital are usually filled not only with physical pain and discomforts, but also with spiritual fears and worries.

The challenge here is to add members of the chaplaincy team to our functional

medical team offering quality service to patients in body, mind and soul. We can’t expect our busy nurses to be chaplains too.

For the last two years, we chaplains were sharing words of peace and comfort with all attending.

U n f o r t u n a t e l y, the attendance has been very low. How come?

The main reason is, that as far as many patients are concerned, they are not informed of those Sunday chapel services. The small posters in the elevators are not visible to patients.

Repeatedly, we requested the administration to grant us a brief Sunday public announcement, but so far we have been denied this vital service. What is wrong with a brief weekly and friendly public announcement?

Patients who are served kindly in body, mind and soul, are

Gold and Silver Coins Selling for Highest Prices in Over 30 Years Due to Weak Economy and It’s Happening Right Here in Abbotsford!

ICC will be placing ads in newspapers, radio and running television spots this week asking people to bring in any old silver and gold coins made before 1968 and U.S. coins made before 1970. Those that bring in their coins will be able to speak with collectors one on one and have their coins looked at by a specialist.

With the help of these ICC members, offers will be made to those that have coins made before 1968. Offers will be made based on silver or gold content and the rarity of the coins. All coins made before 1968 will be examined and purchased including gold coins, silver coins, silver dollars, all types of nickels and pennies.

Those that decide to sell their coins will be paid on the spot.

If you are like a lot of people you might have a few old coins or even a coffee can full lying around. If you have ever wondered what they are worth now might be your chance to find out and even sell them if you choose. They could be worth a lot according to the International Coin Collectors also known as ICC. Collectors will pay a fortune for some coins and currency for their collections. If it is rare enough, one coin could be worth over $100,000 according to Eric Helms, coin collector and ICC member.

One ultra rare dime, an 1894S Barber, sold for a record $1.9 million to a collector in July of 2007. While that is an extreme example, many rare and valuable coins are stashed away in dresser drawers or lock boxes around the country. The ICC and its collector members have organized a traveling event in search of all types of coins and currency. Even common coins can be worth a significant amount due to the high price of silver and gold, says Helms.

Washington quarters and Roosevelt dimes can be worth many times their face value. Recent silver markets have driven the price up on common coins made of silver. Helms explains that all U.S. half dollars, quarters and dimes made before 1970 contain 90% silver and are sought after any time silver prices rise. Right now it’s a sellers market he said.

The rarest coins these collectors are looking for include $20, $10, $5 and $2 1/2 gold coins and any coin made before 1850. These coins always bring big premiums according to the ICC. Silver dollars are also very sought after nowadays.

Other types of items the ICC will be purchasing during this event include U.S. currency, gold bullion, investment gold, silver bars, silver rounds, proof sets, etc. Even foreign coins are sought after and will be purchased.

Here’s How It Works: Also at this event anyone can sell their gold jewellery, dental gold or anything made of gold on the spot. Gold is currently trading at record high prices. Bring anything you think might be gold and the collectors will examine, test and price it for free. If you decide to sell, you will be paid on the spot – it has been an unknown fact that coin dealers have always paid more for jewellery and scrap gold than other jewelers and pawn brokers.

So whether you have one coin you think might be valuable or a large collection you recently inherited, you can talk to these collectors for free. If your’re lucky you may have a rarity worth thousands. Either way there is nothing to lose and it sounds like fun!

There’s a thriving culture of basketball taking root at Abbotsford Traditional.

WINSTANLEY Frances 1928-2012 Frances Winstanley was born on May 21, 1928 in Cosort Alberta and passed away on January 6, 2012 in Abbotsford British Columbia. Frances is survived by her daughter Beth (Fred) Meier, sisters Ellen Ross, Kathleen Edmondson, Isabel Brieden, brother Fraser (Donna) Gladish, three grand children and eight great-grand children. A Funeral Service was held at Bethel Pentecostal Assembly on Tuesday January 10, 2012.

It is with heartbreaking grief that we announce Vinnie’s passing at Mission Memorial Hospital. He was a patient at Pleasant View Care Home since Dec. 2011 suffering from Alzheimer’s. We are very grateful to the staff at Pleasant View Care Home and Mission Memorial Hospital for the loving care they have given our beloved Vinnie. Vinnie is survived by his daughter Melanie and two grandsons, Zane and Zachary. He is also survived by his loving wife Margie, three stepdaughters and five
