Quilt guild donates $1,000 for A Clear View mammography campaign The creative talents and colours of the rainbows from past work done and an unusual

coffee break item of a breast cake welcomed EKFH Executive Director Donna Grainger to

the Monday meeting of the Wasa Country Quilt Guild. The visit was inspired by the quilter’s

generous gift of $1,000 for the A Clear View ~ digital mammography campaign.

President Tannis Cieslikowski explained that the quilting guild (made of up 17 members from

Wasa, Kimberley, Skookumchuk, Edgewater, Invermere and Meadowbrook) has been in

existence since 1998.

Time does all the work La Dolce Vita

Should anything this easy taste this good, I wondered as I bit into the pizza I had just pulled from the oven?

The story actually starts near six years ago, when I read a New York Times article about a simple way to make bakery-quality bread in a home kitchen.

I’m talking about bread that has a crunchy crust and chewy interior, like a good baguette or Italian loaf.

I enjoy making bread, so the article really got me thinking. Chewiness results from the formation of gluten in the dough, so a combination of kneading and resting it can approximate the chewiness one expects from an artisanal loaf. But the crisp crust is elusive for the home breadmaker—it comes from a combination of high heat and moisture that a regular oven just can’t provide.

The Times article was about Jim Lahey, a New York City baker who had come up with a way to overcome these challenges at home. Somehow I managed to forget about the article, not trying his technique. Then, a few weeks ago, I saw his name on the cover of Bon Appetit while I was browsing my grocery store’s magazine selection. “Make pizza like a pro...pie master Jim Lahey shares his secrets”, the cover said.

Snaking around the edges of a rustic and

very attractive pizza was another sentence: “It all starts with a noknead dough as easy as pie.”

So, last Friday, I dutifully started out on the odyssey to replicate that scrumptious-looking pie. I halved the recipe so that I could make three small pizzas the following night.

Just under 4 cups of Àour, 4 tsp. of sea salt and a quarter tsp. of yeast (yes, a quarter tsp.) were mixed in a bowl, to which 3 cups of water were added.

Clean hands mixed the ingredients into a sticky and very rough dough, which was then covered with plastic wrap and left to sit until the following afternoon.

A few hours before dinner time, I turned the gloppy mixture out of the bowl and onto a Àoured board and shaped it into three soft balls, which then sat to rest and rise. An hour before it was time to eat, I put a pizza stone into 500-degree oven.

Toppings prepared, I began to shape the ¿rst pie. The dough was so loose and stretchy that all I had to do was Àatten it a bit, then work it with my hands, holding it up so that its weight would allow it to stretch downward. I held the dough by its edge and rotated it like a steering wheel. Soon it was about a foot in diameter and maybe a quarter inch thick. I placed it on parchment paper atop an aluminum pizza peel.

I spread some spaghetti sauce on the dough, then laid thin

slices of salami on top. Then I scattered carmelized onions and fried mushroom slices and covered the works with shredded Pecorino Romano, one of my favourite cheeses. Slices of fresh mozzarella were arranged on that, then a ¿nal sprinkling of grated Parmigiano Reggiano completed the toppings. I slid the pizza onto the hot stone and turned the oven setting from bake to broil, and began to prepare the next pie. Five or six minutes later, the ¿rst one, blistered, bubbly and smelling like heaven, was ready to pull out. The hot stone baked the dough beautifully and the broiler melted the toppings and browned the cheeses and dough edges.

We sat down to slices of this very chewy pizza and toasted the recipe’s success with glasses of 2006 Setta Coppa, Sal d’Angelo’s great Bordeaux-style blend that he makes on the Naramata bench.

D’Angelo Estate Winery has been one of our favourites since it opened, and we have happy memories of our stays at the winery’s bed and breakfast.

The pizza, I am convinced, was the best I have every made. And since, I have been experimenting with Jim Lahey’s bread-making recipe, having found it in the New York Times archives. The results will have to wait for a future column.

There is nothing quite like enjoying the serenity of your backyard, something many City of Cranbrook residents are looking forward to after this winter.

Many of us may be looking forward to some lawn and garden maintenance or building a new deck or fence. Along with these and many other outdoor activities, there often comes an increase in the noise level in your neighbourhood.

Residents are reminded that there is a City bylaw in place that is designed to afford all residents quiet enjoyment of their own

property, while being considerate of others in the neighbourhood.

“Noise is interpreted as any unreasonable disturbance not normally expected at any given time of the day or night,” says City Bylaw Services Of¿cer Naomi Hennessey. “You are running your lawnmower at 10am that is considered reasonable; running your mower at 10pm, not so much.”

A common complaint ¿elded by the City Bylaw Enforcement department is barking or howling dogs left unattended in yards all day with the owners often away at work. Under the bylaw – “no person shall own, keep or har-

bor any animal or bird which by its cries unduly disturbs the peace, quiet, rest or tranquility of the surrounding neighbourhood or the public at large”.

Other common complaints include home and building construction and in some cases noisy parties. In the case of noisy parties, concerned residents should contact the RCMP detachment, as parties tend to occur after hours. In regard to construction, no person in the City shall undertake any type of construction work before 7am or after 10pm. No construction for pro¿t or gain can be undertaken on a Sunday,

without explicit written approval by the City Engineer.

“Residents can carry on their normal outdoor routines during the summer months, with yard work and construction projects,” says City Bylaw Services Of¿cer Naomi Humenny. “We simply ask that you consider your neighbours by keeping the noise to an acceptable level at the acceptable times.”

FUNDING FOR STUDENTS, NOT FOR WAGE HIKES. The BCTF is demanding a 15 per cent wage hike and other benefits that would cost $2 billion and raise taxes for BC families. Virtually all other public sector unions have settled for no wage increases.

It’s unacceptable that schools are disrupted and that students and their families are inconvenienced over an unreasonable salary demand in difficult economic times. The union is making claims and demands that simply don’t add up.

The union wants more paid time outside the classroom – sick leave for teachers on call, expanded bereavement and discretionary leave.

The government wants more time for teacher training and to ensure that Pro-D days really are for professional development.

The union says all teaching positions should be selected on the basis of seniority.

The government supports seniority but qualifications must also count so that math teachers teach math, and science teachers teach science.

The union says that teachers who perform poorly in evaluations will be dismissed – ‘one strike and you’re out’.

The government wants to support teacher improvement through a standardized evaluation process.

The union says that government refuses to negotiate.

There has been over a year of negotiations and 78 full bargaining sessions.

The union says that class size limits have been eliminated.

Class size limits will remain in place on all grades across BC.

The union says that BC has 700 fewer special needs teachers.

2100 new teaching assistants have been hired since 2001. And, with a new $165 million Learning Improvement Fund, we will hire more.

It’s time to focus on what matters most in education – BC’s students. That’s why we are focused on per-student funding which is at an all time high, not on wage increases.

Teacher mediator has a tough task in the near future

Education Minister George Abbott has mused that the skills of Jesus Christ or Mahatma Gandhi would be useful in the teacher dispute.

Education Minister George Abbott says he won’t appoint a mediator in the long-running B.C. Teachers’ Federation dispute until after he returns from an education trade mission to China on March 26.

Abbott said Wednesday his Asian trip was planned long before his ministry developed Bill 22, the legislation designed to force an end to months of teacher work-to-rule action that culminated in a threeday strike last week.

Bill 22 was passed in the legislature Thurs-

day and Abbott said he will send letters to the heads of the BCTF and the B.C. Public School Employers’ Association inviting them to take part in mediation, before he leaves for China on Saturday.

The legislation requires the BCTF and BCPSEA to bargain “in good faith” with the yet-to-be-named mediator in an effort to reach agreement without adding new costs to the overall B.C. education budget.

Abbott acknowledged that there is no practical way to compel the BCTF to negotiate

if they refuse. BCTF president Susan Lambert has repeatedly rejected the idea of a ministry-appointed mediator as well as the government’s “net zero” ¿nancial restriction.

Abbott said because of the long history of disagreement, court challenges over restrictions on class size and special needs support and other unique complications, he will be seeking a mediator with signi¿cant education experience.

In earlier interviews, Abbott has mused that a mediator who

can “walk on water” would be preferable, and suggested that the skills used by Mahatma Gandhi to unite the disparate religions of India and achieve its independence would be useful in the teacher dispute.

If no settlement is reached by the end of June, a new contract would be imposed that extends from last spring to June 2013, after the next provincial election.

Notice to drivers on pothole claims Submitted It is that time of year again when potholes begin their annual appearance on the streets of Cranbrook and become the hot topic of discussion for many residents.

Potholes are weather related and can occur at any time of the year. They are normally formed following extreme weather, with the freezing and thawing of sub-surface water from rain or snow runoff that has in¿ltrated into the ground through surface cracks. The weakening of the pavement structure combined with heavy traf¿c loads eventually leads to the formation of potholes.

The City deals with a large network of streets and Public Works has a ¿xed number of work crews, equipment and other resources with which it can respond to and repair road defects.

“When a pothole is reported to us, the repair work is scheduled and carried out accordingly,” says Public Works Director Joe McGowan.

“In normal circumstances our crews can respond to pothole repairs in a timely manner. During extreme and unfavourable weather conditions when pothole problems are numerous and proper repair work cannot be carried out, only temporary repairs will be made until conditions improve.”

The law in British Columbia does not make a municipality legally responsible to ensure that its roads are always free of defects or hazards such as potholes and The Local Government Act, Section 288, provides that a municipality does not have the legal liability for damages that arise from a breakdown in a road.

The municipality must be found to have been negligent in the particular circumstances. Motorists are advised that written notice of intent to claim must be provided to a municipality within two (2) months of the events that give rise to the claim – per The Local Government Act, Section 286.

Safety comes first in the agriculture business

Safety training is crucial for agricultural workers considering the amount of dangerous machinery on an average farm. According to the Canadian Agricultural Association, safety is the boss on the farm.

On a family farm where it’s ma and pa who do the corralling, we know who’s boss: safety. And on a big crop or livestock farm with employees, the boss’s boss is safety. That’s the way things should be, at least.

The Canadian A g r i c u l t u r a l Association launched 2012’s Agricultural Safety Week from March 11 to 17. The three-year theme “·Plan ·Farm ·Safety” wraps up this year with a focus on developing and improving safety systems on farms.

Leading by example is the ¿rst important step in establishing a safe environment for farm employees (and family

members). Inversely, if the manager takes safety-compromising shortcuts at work, then others will too.

Giving feedback to workers lets them know with clear words what the safety standards are in the ¿rst place.

Sometimes old habits interfere with safety, so talking about them and how they can be improved is important in getting such behaviours to change.

Safety training is also crucial. Farm workers have often learned to be “handy” from their own family members, and so it is important to set the standard for safety as soon as someone begins work. Regular orientations in safety proce-

dures for operating tractors, machinery, tools, and other farm equipment will make expectations clear. Getting the workers themselves involved in demonstrating safe practices is a great way to get everyone on board.

Incentives are usually more morale-building than negative consequences, making them a good tool for promoting safety. Offering off-farm training opportunities is a great strategy for getting workers excited about doing things the right way. Above all, make sure that accident reporting isn’t hindered by rewards for accidentfree days.

Fatique cited as farm accident contributor The Canadian Agricultural Injury Reporting program reports that on average 115 people are killed and at least 1,500 are hospitalized for farmrelated incidents every year. CAIR’s research shows that fatigue, poor communication between workers, and trying to save time are the leading causes of farm accidents.

As part of a strategy to combat such practices, the CAA has produced the Canada FarmSafe Plan.

The plan hinges on the tenet that “safety requires everyone to be involved.” Every member of the organization must agree to manage

safety risks, from producers and workers to contractors and visitors.

The ¿rst step in applying the system is to post, in a visible place, a document signed by workers and managers attesting to their commitment to creating a safe workplace.

The next step in this safety system is for the producer to walk the farm with the FarmSafe Plan hazards guide in hand. After he or she has identi¿ed all potential hazards, the guide suggests courses of action for controlling them.

Maude and Jean discovered their vocation when they went to New Mexico for a training program. They discovered many organic farms in this sunny, fertile corner of the United States, where orchards abound. Seduced by the organic concept, they worked for several weeks on the farm of a Canadian organic vegetable producer, located near Santa Fé. When they accompanied him to the market to sell his produce, they discovered that his customers were passionate about locally grown organic fruits and vegetables. At the end of their market day, every item had been sold. The experience inspired the young couple to work on small organic farms in New Mexico for almost three years.

On their return to Canada, they purchased

their very own organic farm on a hectare of land, a large enough area to feed a regular clientele of 250 families. They now produce all sorts of vegetables in a natural way, without chemical fertilizers and pesticides. Thanks to their three greenhouses, they can offer their customers a wide range of produce, including cucumbers, tomatoes, herbs, carrots, Brussels sprouts, and peppers.

Their story serves as a ¿ne example of how it is possible to build a prosperous farming business today, all while respecting the goal to sell the best quality produce rather than the maximum amount possible. Canadian government support for agriculture is slightly below the average seen in countries belonging to the Organization for Economic Co-operation and Development (OECD).

In 2010, this support was set at 16 percent of total agricultural takings, while the OECD average was 18 percent, or $US 227 billion.

Agricultural support in emerging economies is generally more modest than that of OECD countries, although it varies. Support is below the OECD average in South Africa, Brazil, and Ukraine, while it is at the same level in China and is now higher than the average in Russia.

Within the past few years the National Sciences and Engineering Research Council of Canada (NSERC) has made grants available to colleges for applied research projects. In the past, colleges had to partner with research universities to be eligible.

Doug McLachlan, College of the Rockies’ Vice-President, Education, is delighted with this development. “This means that COTR will now be eligible to apply for NSERC applied research grants that can focus on regional needs. It will provide an opportunity for the college to partner with local business, industry and organizations to conduct relevant research. This will bene¿t our College students providing a chance to participate in real research that is designed to make a difference.”

The NSERC’s College and Community Innovation program offers six categories of grants that can fund applied research endeavours across a broad spectrum including health, natural sciences, engineering, social sciences and humanities.

Over the last 10 years, NSERC has invested more than $7 billion in basic research, projects involving partnerships between post-secondary institutions and business and industry.

The majority of this funding has traditionally gone to research universities however colleges are beginning to take a share of this funding.

NSERC reports to Parliament through the Minister of Industry. It is governed by a President and a Council of distinguished members selected from the private and public sectors.

The Council is advised by various standing committees that are guided by a peer review process.

The Coordinator reports directly to the General Manager for day to day operational service delivery. Preference to those with a certificate, diploma or degree in a related field • CRSP designation or currently pursuing the designation • Valid Provincial Drivers License with a good driving record • Thorough knowledge of common construction practices, techniques and equipment. • Working knowledge of local government Occupational Health & Safety Acts, Regulations and Codes. • Strong interpersonal, written and verbal communication skills. • Strong problem solving skills through the use of good judgment. • Superior organizational and time management skills. • Proficiency with select Microsoft Office computer programs including Windows, Word, Excel, PowerPoint and Outlook.

Work Conditions: • Moderate to extensive travel during seasonal operating periods • This position will be required to be available after hours and weekends to assist with incident reporting and investigations • Exposure to work site and environmental conditions relevant to heavy civil construction and mining operations.

Sleek, stylish and extremely miserly with fuel consumption Overall: Mid-sized sedan just might be best car Hyundai has ever built, and in light of what Hyundai is building these days, that’s saying a lot.

Drivetrain: The 1.8-litre engine is standard across the line; how does 4.9 l/100 km on the highway sound?

hat’s hotter looking than a Hyundai Sonata and pulls down better fuel economy?

The Hyundai Elantra, of course. Hyundai’s California design studio gets the credit for creating the Elantra’s silhouette that was brought to market for the 2011 model year.

The stylists were obviously pretty satis¿ed with their work on the 2011 Sonata since they clearly stuck to the same basic pattern, albeit in a somewhat smaller scale.

The swoops and swirls theme that’s visible along the Elantra’s Àanks and rear end also show

up on the ultra-modern dashboard: it’s a genuine work of art. From a technical standpoint, the Elantra is a midsized car, even though overall interior volume has decreased ever so slightly when compared to the previous model.

In its defense, Hyundai can point to a slightly larger trunk that was already considered voluminous. What has also increased is the output.

The Elantra’s 1.8-litre four-cylinder engine is smaller than the previous 2.0-litre unit, but the 1.8 puts out 148 horsepower a gain of 10 over the 2.0. It’s also about 34 kilograms lighter and is rated at 6.8 l/100 km in the city and a seriously impressive 4.9 l/100 km on the highway with the standard six-speed manual transmission (6.9/4.9 with optional six-speed automatic). New for the 2012 model year is an ActiveECO systerm for automatic-equipped cars that basically updates the transmission shift pro-

gramming and engine fuel mapping for claimed gains in fuel economy in the seven per cent range.

Base Elantra L models include the usual power-operated assortment plus a six-speaker audio system. Stepping up to GL edition adds air conditioning, heated front seats and Bluetooth hands-free communications. Atop the lineup, the Limited provides a nearly unlimited amount of content, such as leather seats (heated front and back), power sunroof and an auto-dimming rearview mirror. The Limited is also the way to go if you wish to dial in a touch-screen navigation system. For 2012, the Elantra’s electrically (as opposed to belt-) powered steering rack has been adjusted for a more natural feel. In case you were wondering, the Elantra wagon, called the Touring, is still around on the older platform with its 138-horsepower 2.0-litre four-cylinder engine. It might pale in

H However that h time is cut to three to four hours when using the optional 240-volt charging “station” (which costs about $2,000, installed). On the road, the only sound comes from the whirring electric motor, and even that noise is muted through the use of special sound-deadening materials. However, drivers can activate a warning horn “chirp” to alert pedestrians that the silent-running Volt is nearby.

Standard content includes climate and cruise control, premium Bose audio system, navigation package and eight standard airbags (including front-passenger knee bags). Perforated-leather seats (heated in front), front and rear park-assist camera and polished aluminum wheels are some of the few available options.

With a range of about 500 kilometres before refueling or recharge, the 2012 Volt gets you where you need to go and is easy on the planet.

Overall: If a receptacle is nearby and you don’t travel too far in the run of a day, this sedan might never use a drop of gasoline ever again; if you need it, though, the Volt can take you 500 kilometres.

Powertrain: Recharge the battery at home to take you 65 kilometres; four-cylinder gas power-generator engine provides electricity once the battery runs out; no range anxiety; eight-year, 160,000-kilometer battery warranty.

he concept behind the Volt is relatively simple. The on-board batteries provide power to the electric motor for about 65 kilometres of combined city/highway driving, after which a 1.4-litre four-cylinder gasoline generator engine kicks in to charge the lithium-ion battery pack. Total range is estimated at about 500 kilometres before the generator engine needs refueling with premium gas or the 180-kilogram T-shaped battery located beneath

the Àoor needs charging. “Fuel economy” is an obsolete term as it pertains to the Volt, although it’s claimed that the operational cost per kilometre with electricity is a fraction of that of a regular internal combustion engine.

When the generator is called in to charge the batteries, the common number used is about 5.0 l/100 km. The generator engine is rated at 60 kilowatts, or the equivalent of 80 horsepower, while the electric motor produces 111 kilowatts

(150 horsepower) and 273 poundfeet of torque. A single-speed controller replaces a traditional transmission to engage the front drive wheels. However, the operator can select Normal, Sport or Mountain mode with the latter providing extra power on steep grades. Commuters who want to simply plug in the Volt each night for the next day’s drive need no special gear as they can tap right into a standard 120-volt electrical outlet that charges the batteries in
