›INBRIEF Robinson verdict expected next week

The supreme court judge who presided over the trial of Benjamin "Monty" Robinson is expected to hand down her decision next Friday (March 23).

Robinson, an RCMP corporal, is charged with obstructing justice in relation to the October, 2008 collision at the intersection of Sixth Ave. and Gilchrist Dr. in Tsawwassen that killed 21-year-old Orion Hutchinson.

Robinson was off-duty when his Jeep collided with Hutchinson's motorcycle. Following the accident, Robinson gave his driver's licence to a bystander and left the scene to walk his two children home. Upon his return, he told police he had downed two shots of vodka at home to calm his nerves.

During Robinson's eight-day trial, which concluded Feb. 22, Justice Janice Dillon heard evidence presented by Crown prosecutor Kris Pechet and defense lawyer David Crossin.

Robinson is currently suspended from work with pay.

Police respond to weapons call

How far does the long arm of the law stretch?

For the suspect in a bank robbery in Victoria on Saturday (March 10), that would be the distance from Tsawwassen to the provincial capital after Delta Police arrested the individual while disembarking a BC Ferry at the Tsawwassen terminal.

Using a video surveillance image, Delta investigators were able to identify and locate the suspect at the ferry terminal and take him into custody without incident after finding money believed to be stolen in Victoria.

Delta Police spokesperson Const. Ciaran Feenan said the suspect did not pose a threat to any of the passengers on the ferry.

The suspect was then escorted to Delta Police headquarters and held as he had an outstanding Canada Wide Warrant.

Two Ladner youths have some explaining to do to their parents after Delta Police responded to a call from residents in the 5000-block of 57 St. last Friday (March 9) about a person carrying what appeared to be a shotgun.

Investigators located the male in a local backyard and determined the weapon was a pellet rifle.

Two males were later released to their parents, and advised about the dangers related to the incident.

Massey Tunnel accidents cause major traffic delays Commuters from Ladner and Tsawwassen backed up in morning rush hour A pair of accidents in and around the George Massey Tunnel Tuesday morning (March 13) meant lengthy delays for commuters heading to Vancouver from Ladner and Tsawwassen.

First, a six-car accident reported on the Deas Slough Bridge around 7 a.m. caused major back ups along Hwy. 99 and Hwy. 17 as emergency and road crews attended the scene.

Then, a second accident involving a school bus inside the tunnel added to further delays for traffic in both north and southbound directions.

According to the RCMP's Lower Mainland District Traffic Services, no injuries were reported to the police.

Preliminary indications from officers on the scene do not point to any criminal wrong-doing.

The disruptions added to the volume of traffic over the Alex Fraser Bridge as commuters tried to find ways around the tie ups.

Meanwhile, an idea from a Ladner resident to relieve congestion at the tunnel is getting some consideration.

Ladner resident Walt Lawrence wrote to Delta council suggesting the northbound pullout lane on the Richmond side of the tunnel be used to extend the Highway 99 off-ramp at Steveston Highway.

"I see buses and other traffic, despite the speed bumps, use that to lessen their commute time," wrote Lawrence. "(It) seems so obvious to me that this might

Cellular antennas proposed for roof of Tsawwassen apartment One of the newest competitors on the telecommunications scene is planning to expand its service into South Delta with antennas slated for the top a Tsawwassen seniors residence.

Wind Mobile has contracted telecommunications giant Alcatel-Lucent to apply to the municipality to install three cellular antennas and three microwave antennas on top of the Waterford seniors' residence on 56th Street.

Ladner and Tsawwassen are currently not included in the Wind Mobile network map, but the area is on the company's planned expansion list.

Bruce MacFarlane, manager of municipal affairs for Alcatel-Lucent Canada, says the proposed rooftop installation is in line with Industry Canada's guideline to use existing structures for new installations.

"It makes much more sense to use an existing building," MacFarlane said. "And it's also a height issue. People don't tend to want towers in their backyard."

MacFarlane said the site was chosen to provide enhanced wireless coverage to Delta residents in an area where cellular coverage is inadequate.

He said the height of the rooftop antennas will vary, and they will be shrouded. In one case the shroud will resemble a narrow existing chimney "rendering it virtually invisible." The second shroud, on the east side of the building, will encase several antennas and will be finished to match the existing rooftop.

MacFarlane said he is not aware of any health risks associated with cellular and microwave antennas.

He said there will be a public open house—date to be announced—where residents can learn more about the project.

According to one Canadian cellular towers map, Wind Mobile already has two tower sites in Ladner Village and East Ladner.

A spokesperson from Wind Mobile was not available for comment before the Leader's deadline.

New museum curator hopes to deliver a product Delta residents can take pride in

A

s the brand new curator at the Delta Museum & Archives Society, Darryl MacKenzie has compiled a lengthy “to-do” list.

One of his first items of housekeeping is to move his office from the lower back corner of the museum building in Ladner Village to a more prominent spot on the main exhibit floor.

“That will definitely raise my profile within the museum and the accessibility that people have to me. And it will allow for me to be able to communicate more effectively with people,” says MacKenzie, who is taking over for outgoing curator Jordana Kerry.

As MacKenzie takes steps to become more visible at work, the Delta Museum & Archives Society is also strengthening its presence in Delta, striving to create connections between different communities and reflect a message that speaks to all residents.

“We need to take a look at the fact that there has been a very strong European voice to the exhibits,” says MacKenzie. “We have seen over the past few decades changing demographics and we need to put the voice of those various communities that exist in Delta into the museum.”

One of the first projects MacKenzie is working on is a community mapping project, which will attempt to better understand how North Delta residents see their community.

“The mandate from the (museum) board has been that we need to have a better connection with, certainly, North Delta,” he says. “We need to have better understanding and connection with the Tsawwassen First Nation. We need to better understand what our capabilities are and deliver a product for the community that all parts of Delta can take pride in.”

MacKenzie, a Hamilton, Ontario native, earned a bachelors of speech and language pathology at the University of Western Ontario, a masters in archaeology at the University of Leicester in England, and a diploma in museum studies through the University of Victoria.

He was drawn to the curatorial field after noticing how people surround themselves with material to communicate their identity, culture and beliefs.

Previously, MacKenzie was the museum director in Oliver, B.C. for five years until the facility shut its doors last summer due to a lack of funding.

While he still has plenty to learn about the details of Delta’s past, MacKenzie says he started the job with a general understanding of the history of the Lower Mainland.

“It really is the gateway to British Columbia and the gateway to understanding the entire history of British Columbia going back millennia.”

Winds pummel South Delta Tsawwassen resident wakes up to find fallen tree in yard Tsawwassen resident Henry Fontaine was awoken at 6 a.m. Monday morning (March 12) to what he thought was a loud clap of thunder.

But when he looked out his window, he discovered the startling noise was actually caused by a 40-foot tree bough that had snapped off his nextdoor neighbour's fir tree and came crashing down into his upper sun deck and backyard.

Fontaine is thankful the fallen tree limb did not cause any serious damage to his house.

"It could've been worse," he said, motioning to the single foot of space between the tip of the bough and his sliding glass door.

Environment Canada issued a wind warning early Monday morning for Metro Vancouver with southeast winds of 80 to 100 km/h forecast over the Inner South Coast.

As a result of the gusty weather some streets in Ladner and Tsawwassen were littered with debris and residents could be seen clearing their yards and chasing down blown-away garbage bins.

Topping: 1 quart strawberries, sliced thick 1/3 cup granulated sugar 1 tbsp. lemon juice 1 ½ cups cold heavy cream 3 tbsp. confectioner's sugar 1 tbsp. vanilla extract than two-thirds full. MLA wants tunnel congestion relief I am pleased that Delta Council is also urging the Ministry of Transportation to review the congestion at the north end of the (George Massey) tunnel.

In a December meeting with the Lower Mainland District Manager of Transportation, I advised Mr. Atkins the situation was dangerous and would lead to serious injury or death and urged he examine the problem.

point in regards to class sizes and handicapped children; asking for several days off when one of their friends or relatives dies is questionable. All I know is that nobody else in the workforce is getting this bonus.

There are many other points on the table which they don’t agree and will never agree on.

The teachers always talk about their democratic rights and I suggest we take them up on that.

The teachers are on the tax

payers payroll, and therefore I demand I and other tax paying citizens have the right to vote on this issue and the majority wins, in a democratic way.

We all know teachers sacrifice a lot while contributing to the upbringing of our children in our society, however, holding them and their parents at ransom to get their way sends the wrong message.

Certainly: Self-delusion in the inhumane sense. And it’s a windfall for whomever we’re paying that $60,000.

And those hawks, harriers, kestrels, dogs, coyotes, cats, raccoons, and hunters have sent not a word of thanks to Delta

Council for that spayed rabbit we’ve been feeding them.

Are they ingrates? Well, perhaps, but it's suspected that creatures of prey can't taste the difference between gassed bunnies and spayed ones, so scuttlebutt has it that council is withholding its judgment of their manners until a commissioned study of their taste buds is completed.

Action on Massey Tunnel traffic needed As if commuters needed a reminder, the traffic chaos in and around the George Massey Tunnel on Tuesday emphasized that action needs to be taken to relieve congestion on that route.

Built more than 50 years ago, the link under the South Arm of the Fraser is a major irritant to those making the daily drive during peak hours.

It's also a safety concern as large volumes of vehicles—about 85,000—pass through the four lanes each day.

And when an accident or two—like the pair during the recent morning rush hour—disrupts the flow, it has serious ramifications.

Traffic came to a virtual standstill along Highway 17 for about an hour. The back up stretched nearly as far as the 56th Street intersection.

Much of that crawling along the highway was composed of container trucks, which speaks to lost productivity and the need for the South Fraser Perimeter Road.

But that route is not scheduled to come into use until 2013.

Even then, the commuter traffic heading to the tunnel—from Highway 17 and 99—is not expected to decline drastically any time soon, meaning lineups will more than likely continue to be the norm.

Therefore, suggestions like installing a right lane on the north side of the tunnel in Richmond where a visitor's information booth now stands is one worth a serious look.

It may just help funnel the streams of vehicles a little quicker through the "tube" and ease things a bit.

Right now, that's the only alternative given the provincial cupboard is bare and money for another crossing over the Fraser River from South Delta is unlikely in the near future.

Sure, there's talk of tolling many routes across the Lower Mainland to help pay for improvements like that. And while that may gain a foothold with the travelling public weary of daily traffic snarls it would have to be a fair and low-cost figure with the assurance of a tangible future benefit.

That may just be the light at the end of the tunnel.

But right now, its colour is too often red.

Beyond the hour Imagining a future with less power, consumption and waste

ill you be joining thousands of Canadians and more than a billion people worldwide in “flicking the switch” for Earth Hour (March 31)?

From its simple beginnings in Sydney, Australia a few years ago, Earth Hour has spread to 5,000 cities, across 135 countries. Many are now Jean taking the event furWightman ther by suggesting that we go “beyond the hour.”

According to the Ayn Rand Institute, “participants spend 60 minutes in the dark, safe in the knowledge that the life-saving benefits of industrial civilization are just a light switch away…”

What would it be like to follow this hour with an entire month of no heat, electricity, refrigeration, or access to technology?

Dinners by candlelight may be romantic for an hour or two, but would they remain so for long? Yet experts say if a low carbon future is to become a reality, many hours may need to be spent without lights.

Some folks question whether this annual collective switch-off is worth it.

I feel it is, especially as momentum gathers world-wide and more people shift their focus to moving beyond the hour.

During this year’s Earth Hour event, and again on Earth Day (April 22) please reflect on what changes you can make.

Here are some suggestions.

• Step up to the line. Install a clothesline either inside or out, or both, or buy an indoor drying rack.

• Launder with cold water.

• Have a “light touch.” Turn off lights in empty rooms.

• Eliminate space heaters and air conditioners. These consume electricity intensively. On hot days, use a fan and open windows. On cool days wear a sweater. Warm your body, not the environment surrounding it.

• Join B.C. Hydro’s Team Power Smart.

It’s easy, and in doing so you will receive a “goodies” package and chance to earn $75 for reducing your power consumption by 10 per cent.

• Change travel habits. Drive less by coordinating errands, car pooling, walking more, using the bus and/or cycling.

Your health, wallet and environment will thank you.

• Surrender the idea of waste. Buy less.

Compost more.

The last two items were addressed by UBC professor Dr. Ian McKendry during a February presentation in Ladner on air quality in the Lower Fraser Valley.

He expressed concern about the impact on Delta’s air quality from increased truck traffic expected on the SFPR as well as from the proposed mega malls. McKendry does not endorse construction of an incinerator in the region, by the way, and suggests less packaging and better recycling would help reduce waste. He has some research available online, if interested.

LBA helps keep hearts healthy Donation of $2,000 purchases five portable blood pressure monitors The hard-working, on-the-go members of the Ladner Business Association are helping keep an eye out for those suffering high blood pressure.

The LBA's recent gift of $2,000 to the Delta Hospital Foundation purchases five blood p re s s u re m o n i t o r s.

Since 2004, the LBA has donated more than $41,000 to the hospital helping to purchase vital equipment for the Foundation.

Ladner Business Association President Brad Cooper, and VicePresident Jane Ilott, presented the Foundation with the cheque.

The money was raised through the LBA annual events such as the Breakfast with Santa, Quilt Walk and Classic Car Show, Christmas Tree Lighting, and Easter Parade. “ T h e Fo u n d a t i o n is so humbled by the Ladner Business Association’s tremendous commitment to the hospital and the entire community of Delta is the benefactors,” said Stacey Boyda, Delta Hospital Foundation Individual Giving Manager. “This gift is just one facet of the LBA’s commitment to our community that we can see in the time and resources they dedicate to its growth.”

The blood pressure machines are portable giving better access to patients for the hospital’s medical staff.

By purchasing five, the LBA has given the nurse teams in the h o s p i t a l ’s m e d i c a l unit better access to patients who may be less mobile.

Would you let her arrange your funeral?

Pre planning is smarter than you think.

What is probate?

The B.C. government’s probate registry issues a grant of probate to the deceased’s executor to confirm that the executor may proceed to administer and distribute the estate to the beneficiaries named in the deceased’s will.

Why do you need it?

An executor, in most circumstances, cannot sell or legally distribute estate assets to the beneficiaries without probate. Financial institutions and government agencies such as the Land Title Office require a copy of the probate grant before they will release funds or transfer land.

What does it cost?

The probate filing fee payable to the B.C. government varies with the value of the estate being probated, but a rule of thumb is 1.4 per cent of the estate value for estates larger than $25,000. The probate fee can usually be paid out of the estate funds.

How long does probate take?

Usually a grant of probate for a typical estate can be obtained within three months from the date the documents are filed at the probate registry. It may take much longer before the estate can be fully distributed, as land may need to be sold, and estate tax returns filed before the estate can be wound up.

Can I do it myself?

Yes, there are self-help options for executors, but the legal paperwork is quite complex, so unless you have considerable time and patience, you should certainly consider hiring a professional to assist you. The cost of hiring a lawyer can be recovered from the estate as well, and should be based on the time and effort required to do the legal work rather than charged as a percentage of estate assets.

Can I use a Notary Public?

No – A Notary Public in B.C. does not have the legal authority to prepare and file probate documents on behalf of executors. Only a lawyer qualified to practice law in B.C. can prepare and file probate applications.

rnie Karalus remembers when the twicemonthly meetings for the Delta Lodge of the Benevolent and Protective Order of the Elks at Ladner's Oddfellows Hall were held in the evenings.

That changed a little while back.

Now, they are scheduled once a month in the afternoon—a time that's brighter and easier for the aging membership, some with failing eyesight, to travel safely.

With the group's average age somewhere north of 70, it's to be expected, says Karalus who joined the Elks more than 30 years ago, when he was in his early 40s. So are declining memberships.

It's a similar story for some other traditional service groups in Delta, and across the country, which are experiencing dwindling numbers, rising ages, and uncertain futures.

However, some others in Delta are bucking that trend, infusing their ranks with newer blood, fresh ideas and renewed appeal.

A sense of duty For Karalus, his decision to join the Elks came from a sense of community duty and kinship.

"I wanted to belong to something at the time," says Karalus who will soon celebrate his

77th birthday and serves as Delta lodge's secretary. "And the opportunity came to be part of a charitable organization, so I joined. I liked what they had at the time. And everyone was friendly and kind."

In Delta, Karalus says things could be much better in terms of membership which currently stands at 10.

"With that few, it's hard to do anything," he says. "Some (members) are traveling, some are sick. Some are even in care homes. I mean, you get three or four people show up for a meeting and that's the extent of it."

But even with their small numbers the local Elks still manage to contribute to the community, mostly by re-distributing gaming grant funds. Annually, they present scholarships to 10 local students. And over the past decade, Karalus estimates the Delta lodge has given away between $150,000 to $200,000 with some of it going to regional programs such as the Elks' summer camps for kids and the BC Family Hearing Resource Society in Surrey.

With the ability to still make a positive impact on society, why the decline in interest to join the ranks of service clubs like the Elks?

"I think what it is basically is that today it's a 'me' society," Karalus says. "And being a 'me' society means that if I can't have something that I need, I'm not interested."

He adds today's families seem to place a greater importance on their own well being

before others.

"But, if there's something wrong with their child, who do they run to? They come to organizations like us."

A special Senate Committee report on Aging called Canada's Aging Population: Seizing the Opportunity which was released in 2009 outlined some of the numbers pertaining to volunteering in Canada. It found: • As a national average, 45 per cent of Canadians volunteer • Those aged 15-19 years old have the highest volunteer rate (65 per cent) • But seniors contribute the greatest number of average annual volunteer hours.

As for the future, it painted a potentially dim picture.

A void will be left as the current cohort of seniors move away from volunteering, the report stated. Community organizations, specifically hospitals and religious organizations, will be challenged to provide their current level of volunteer services.

Shifts in society's priorities aside, service groups also share some of the responsibility for dipping or stagnant membership numbers.

Norm Elliott, Executive Administrator with the B.C. Elks Association said his organization has not done enough in terms of self promotion to keep the group in the public eye. To help counter that, it is trying to institute more of a social aspect by offering events encouraging

prospective members to discover what the Elks do for the community.

The Delta lodge also hopes to get a boost in profile when it hosts an annual provincial conference June 9-10 in Tsawwassen at the South Delta Recreation Centre. Expectations are for 150 to 200 Elks to attend.

Will it help?

"We hope so," Karalus says. "But we can't guarantee anything."

It's not quite as dire at the Kiwanis Club of Ladner and Tsawwassen, but the trend is familiar.

Club president Larry Rossiter said the average age of membership is in the 70s, with some individuals are in their 80s.

That's why the Kiwanis decided, for the first time, to join forces with the Tsawwassen Boundary Bay Lions Club to put on a dinner and dance fundraiser in late April.

"Like many service clubs we (Kiwanis) are facing an aging membership and putting on an event like this was getting to be increasingly difficult," Rossiter told the Leader when the deal was announced. "So, we got in contact with the Lions and decided there's an opportunity to combine to help put on this event."

Triple medal winner Special Olympics athlete fulfills hopes of podium finishes PHILIP RAPHAEL EDITOR

Tsawwassen’s Cory Duhaime made good on his hopes of podium finishes at the Special Olympics Winter Games in Alberta last week.

Cory, 23, brought home a trio of bronze medals from his three alpine skiing events in the Super G, slalom and giant slalom.

The youngster with a ready smile said he was quite relieved

the event was over after putting in many hours of practice on the slopes this year to get ready to take on the best from across Canada.

“It was a sense of relief,” said Cory, who is also a gold medal winner in the Special Olympics Summer Games in five-pin bowling.

“There were two really good skiers out ahead of me. I kinda thought maybe I had a chance (for a medal) but I didn’t expect it.”

Cory was one of three Delta Special Olympics athletes at the games with the B.C. team. The other two were Garrett Baydala, 22, who competed in floor hockey, and Allison Le, a figure skater who, at 14, was one of the two youngest members of Team BC. Cory’s parents Michael and Jenni said they were extremely proud of their son’s accomplishments.
