Court date pushed back for Merritt cop

The first court appearance for former Merritt RCMP Staff Sgt. Stuart Seib was pushed from Feb. 21 to May 23.

Crown spokesman Neil MacKenzie said his office is in the process of assessing the RCMP investigative F

report.

“Crown decided it would be appropriate to conduct the review before the court date,” he said. “If charges are approved, we have to go through disclosing Crown evidence to the accused.”

The Crown is slated to read the charges against Seib at the court appearance. Seib then has the

option to make a plea.

“We aren’t expecting a plea at that date,” MacKenzie said.

Seib was charged with stealing drugs valued at under $5,000 from seized exhibits.

Merritt’s former top cop was an RCMP member for nearly 20 years. He was transferred from Clearwater

to Merritt in November 2011.

Seib was arrested on Jan. 10 and had his badge and service weapon seized.

Drugs have also gone missing, along with cash, at the Nanaimo RCMP detachment, police announced on Wednesday.

Police there are investigating the disappearance of

0.3 grams of cocaine and $10,000.

Nanaimo RCMP Supt.

Norm McPhail told CFJC TV7 in Kamloops that he is considering multiple changes to handling exhibits.

The paraphernalia were discovered missing during a routine exhibit movement in December.

Health care spending in B.C. is slated to increase by a modest 3.2 per cent, according to the three-year provincial budget announced by Finance Minister Kevin Falcon last week.

The increase will barely keep up with inflation and could effect the delivery of services at the Nicola Valley Health Centre, said FraserNicola MLA Harry Lali.

The B.C. Liberals averaged a 5.6 per cent increase over the last two years and seven per cent between 2005 and 2009, making this year’s announcement much lower.

“It won’t even cover all the increases to heating, lighting and overhead, and even just the cost of inflation,” Lali said from Victoria after the budget announcement. “The cuts will affect health care in our constituency, we just don’t know yet exactly how that is, but it will show up in the next few months.”

Chief Financial Officer for Interior Health Donna Lommer supported the modest increase.

“The previous growth rate in health budgets is simply not sustainable,” she said. “It represents a significant cost in the overall budget and we need to be accountable for how we expend those funds.”

She said Interior Health has to shift focus to improve community service without relying as much on acute care.

Health authorities are scheduled to meet soon to discuss restructuring spending.

According to Falcon, B.C. health care is still among the best in Canada, despite the second-lowest spending per capita in Canada.

projected to account for more than 42 per cent of total government spending by 2014-15,” he said. “We can’t just keep pouring more and more dollars in. We have to find creative ways to minimize expenses — and we are.”

Falcon said that while B.C. is among the lowestspending province on health care, “we have the nation’s highest life expectancy (81.4 years), the lowest death rate from cancer (147.4 per 100,000) and the second-lowest death rate (after Quebec) from heart disease.”

The 3.2 per cent increase accounts for $1.5 billion over that period and $17.3 billion by 2014-15. Health care accounts for $16 billion of the budget.

BC Nurses’ Union president Debra McPherson said the budget does nothing to deal with hospital overcrowding and increased surgery wait times.

“It shows the government has its priorities all wrong. Instead of boasting about keeping taxes low and the prospect of a balanced budget just before the next

provincial election, the government should be addressing the serious deficit in the quality of health care and other services for B.C. citizens.”

MSP to rise The budget included another way for the government to cover medical expenses. Medical Service Premiums are slated to rise by four per cent in January 2013, representing a $5 monthly increase to a family of three or more.

B.C. and Quebec are the only provinces to charge health premiums. An individual in B.C. pays $64 per month, while couples pay $116 and a family is charged $128.

The increases are expected to generate an additional $87 million to the $2-billion MSP fund.

However, approximately 800,000 residents don’t pay premiums due to low income. Many others pay a portion of the rate.

Nearly half of all residents have their employer pay for premiums.

By the numbers Provincial spending is slated to increase by two per cent, which is consistent with what Falcon calls a “net zero mandate.”

Falcon said the government will continue to honour a 2010 pledge to freeze public-sector salaries into 2012.

Falcon promised B.C. would be back in black by 2013 with a $154-million surplus, which would be in time for the next provincial election.

Tobacco tax is slated to increase in 2013 and the government plans to sell $706-million in assets, which includes the provincial liquor distribution branch.

Due to the implimentation and then elimination of the HST — representing $1.6-billion in repayment of HST incentive to Ottawa — the deficit more than doubled to $2.5-billion.

Merritt launches changes to trash system

The City of Merritt’s Public Works Department rolled out the details of a new garbage disposal system last week, as five semi trucks dropped off nearly 5,000 carts.

“There are a few adjustments that people should be aware of when we start picking up with the new automated truck,” said Darrell Finnigan, public works superintendent. “We want this to roll out nicely so that people will know what to do when we start picking up the bins.”

The new system calls for several changes to the way Merrittonians throw out their trash.

Residents can fit approximately two garbage bags in each cart.

Any additional bag can be placed outside the cart with a tag, which costs $2.20 each.

Crews will position the cart to be picked up by the automated truck.

Any additional bag is then placed inside the now-empty bin and

lifted by a mechanical arm.

Public works has up to this point been “pretty lenient” in allowing residents to place multiple bags on the curbs, Finnigan said. However, the new system doesn’t allow crews the time to place untagged bags into the bin for pickup.

“This helps control the amount people are putting out,” he said, noting a possible decrease could help reduce dumping costs.

One can will be delivered per address, unless the residence has an assigned suite.

Anyone who is used to placing their garbage bins in the alley will have to take it to the front of their house.

Shawn Boven, public works manager, said the automated truck will ease garbage disposal and collection.

“We will need the truck in our hands for a week of testing,” he said. “Right now, we’re expecting the truck to arrive in the week of March 5.”

The City of Merritt will likely continue collecting a two per cent tax on hotel rooms though the B.C. government will be repealing the provincial tax later this summer.

City councillors gave the first three readings of the Hotel Room Additional Tax Levy Bylaw at a regular council meeting on Feb. 14, and, should the bylaw be accepted, the City will apply to the province for permission to collect the tax.

that the public works department can use to locate each bin.

That also means the bin must stay at the residence to which is was assigned.

“If your cart is blowing down the street, we can get it back,” Finnigan said.

“If kids are out joyriding with the cart, we can track where they go.”

The bins are slated to be delivered to residents on March 5.

Testing the new truck is expected shortly after. The new truck is expected to be fully operating on March 26.

“We encourage people to use the new can the first week that they receive it,” Finnigan said.

Every household is slated to receive a door hanger that explains the details of the new system.

The garbage bins can hold approximately 120 litres.

Warmer weather and dust clouds throughout Merritt indicates it’s nearly spring and that tax season is already here, despite the traditional moans from many of those who are filing.

This year brings several changes, which could increase the tax return for many Nicola Valley residents.

“We usually have a few changes every year that are announced around budget time,” said Kathy Reimer, H&R Block Merritt owner. “They are making changes throughout the year, and then we get a booklet with all the details.”

She said approximately 500 people have brought their taxes to H&R Block in February and between 500 and 1,000 are expected in March.

Senior tax preparer Susan Thompson said the staff have to keep up-to-date throughout the year.

She said the biggest challenge, though, is accommodating lastminute changes from people who are bringing in their taxes.

“People often wait until the end and then submit their taxes in a panic,” she said.

“We then have to go back and correct some mistakes. It’s better if people bring their taxes to us in the first place.”

The most notable changes: • Many students can now include examination fees to the cost of tuition.

• Parents with children 16 years old and younger who are in an art, cultural or recreational development program costing $500 or more can write off the expense. The write-off is similar to the children’s fitness

• An addition was made to the child tax benefit that affects payments to recipients who get married or who become

common-law. The benefits are now adjusted on the family net income beginning on the month after the marital status changes.

Before, they were adjusted at the end of the year.

• Volunteer firefighters could receive a tax credit of $3,000 if they have committed at least 200 volunteer hours in the previous year.

• Finance Minister Kevin Falcon announced in the 2012-13 B.C. budget last week a tax incentive for first-time buyers of new homes.

The incentive is worth $10,000 until its cutoff on March 31, 2013.

Welcome to the drug ecstasy.

Feelings of sadness, anxiety, depression, and memory difficulties after the high.

Doesn’t sound very euphoric, does it?

Increased heart rate and blood pressure.

Hardly fun...

Interference with the body’s ability to regulate its temperature, leading to hyperthermia.

This is getting serious.

Brain and organ damage – or death – in 75 per cent of serious overheating cases.

That’s the supposedly “safe” street drug known as ecstasy, or MDMA. Once in the domain of raves, or large dance parties, this synthetic drug has made its way into the high school demographic.

In about the past year, it has been the cause of 18 deaths in B.C. – including two Abbotsford teens, and one in Langley.

Ecstasy doesn’t require prolonged use to be potentially fatal.

Because of the wide range of toxic chemical concoctions developed in home labs, disaster can result from a single dose.

Ecstasy is cheap, it’s easy to get, and it’s increasingly popular.

Police, medical and education officials are undertaking new initiatives to get the message out: Ecstasy can be a killer.

Parents, you must become informed. You need to have conversations with the young people in your care. Don’t assume your kids simply wouldn’t touch ecstasy.

You may be tragically wrong.

And to the youth in this community: Please, listen. Think.

Say no.

The setting for Finance Minister Kevin Falcon’s first budget

is what he dreaded when Premier Christy Clark handed him the job. Recovery is painfully slow, with mining and petroleum growing and forest products struggling to hold and build on gains made in Asia. This and the $3 billion dismantling of the harmonized sales tax moved Falcon to limit overall spending growth to an average of two per cent for the next three years.

That means little or no increase to all areas except health care, education and social assistance.

line on public service pay and not replacing 2,000 positions over the next three years, Clark and Falcon had to postpone the elimination of the 2.5-per-cent small business income tax to get to a balanced budget by 2013. And Falcon has again dangled the prospect of raising general corporate income tax from 10 to 11 per cent, but not until 2014.

Business experts applauded the hard line on spending, noting the contrast with Alberta’s big spending and Ontario’s big spending hangover.

The proposed sale of 100 surplus Crown properties has raised cries of “selling the silverware to buy groceries.” But land sales are nothing new for governments, and Falcon prefers that to raising taxes.

• Carbon tax. The last scheduled increase goes ahead in July, adding another penny on a litre of gasoline, followed by a freeze and review of the whole climate program.

Ralston says the climate plan is “in tatters,” along with dozens of other policy areas that are also under review after 11 years of B.C. Liberal rule.

NDP leader Adrian Dix vows to keep the carbon tax and its offsetting personal income tax cuts, direct carbon tax revenues to transit and rural energy-saving retrofits, and hike the general corporate tax rate from 10 to 12 per cent to pay for it.

• HST. Asked what he would have done as finance minister, Ralston suggested getting rid of the HST sooner. Dix continues to misrepresent the HST as solely a transfer to big business, ignoring the small and medium-sized businesses that have a year left to take advantage of input tax credits.

Simon Fraser University economist Jon Kesselman has estimated that poor people will be worse off when the HST ends, while the rest of us will see a very small net benefit.

Better way to teach drug education Dear Editor: RE: Grade 5 students offered drugs on school property Educators for Sensible Drug Policy suggests that the outmoded and zero tolerance D.A.R.E. program not only damages law enforcement officers credibility but exacerbates the problem by inspiring rebellion against an authoritarian legal system.

EFSDP research suggests that the D.A.R.E. program is not only ineffective, which

is why it has been discontinued in a number of cities, but may even be harmful.

Exaggerating the dangers of cannabis creates skepticism among teenagers about the real dangers of hard drugs such as cocaine, heroin, alcohol and tobacco thus encouraging experimentation and use.

Our research shows that cannabis policy with its focus on prohibition and extensive efforts on enforcement has failed. Cannabis is

more available, cheaper and more potent than ever even after billions of tax dollars have been spent on prohibition.

Worse, organized crime is rolling in cash because of the same policies.

EFSDP is not saying that cannabis should be legalized and taxed because it is safe.

Rather, EFSDP is saying that proven public health approaches should be used to constrain its use.

While the abstinence-only

mandate is well intended this approach is clearly not enough.

Only qualified health care professionals and educators trained in solid scientific, compassionate, health and evidenced based drug education should be teaching our youth not law enforcement officers.

There is a better way. We must consider it.

Make sure to report smart meter problems Dear Editor: RE: Lower Nicola Indian Band Opposes Hydro Smart Meters On Feb. 8, the Lower Nicola Indian Band took a strong stand against B.C. Hydro smart meters.

Having heard both sides of the smart question, the band has padlocked all analog meters on their public buildings. The council gave band members

signs to put on their homes’ analog meters telling B.C. Hydro and Corix not to change them. Most band home owners have posted those signs.

Some smart meters had already been installed on band houses.

Residents who subsequently began to feel sick believe the meters caused their illness.

Incidents of illness, fire or damage to appliances have been reported after

installation of the Hydro smart meters elsewhere in B.C. People who have experienced such problems are urged to report them to coordinator1@stopsmartmetersbc.ca, a provincial group which is tracking them.

With approximately 125 Sikh families in Merritt, and between five to seven people in each household, the Punjabi community is alive in the Nicola Valley.

The Merritt Sikh Society regularly holds functions at the Merritt Gurudwara (Sikh Temple) on Chapman Street, which includes a reading of the Sri Guru Granth Sahib, the Sikh Scripture, from Friday to Sunday, usually every second week.

“A number of the major functions in the community, such as our Sikh Gurus and leaders’ birthdays and accomplishments in history are in December and January,” said Peter Samra, vice president of the Merritt Sikh Society. “Baisakhi, also, a major event in

Baisakhi is a function that invites the entire community to join in the celebration (New Year in Sikhism) at the Merritt Gurudwara. The occasion began in April 1699 by Sri Guru Gobind Singh Jee (10th Sikh Guru).

The day marks the formation of Khalsa, the pure ones.

the illusion of a higher and lower beings and recognized that everyone is equal. Baisakhi Mela is a community festival to celebrate a successful wheat harvest.

In the past, this event has been celebrated in the Merritt Civic Centre.

While Merritt consists of approximately 10 per cent Sikh people now, the numbers were once higher.

According to Samra, the average

age of Sikh families in Merritt is older than what it once was and many families are moving to Metro Vancouver and other urban centres so their children can attend universities and obtain professional jobs.

The Sikhs are community minded and invite members of the area to join in their customs. At the temple, the public is invited to share a vegetarian lunch on Sundays.

People who attend are asked to put on a head scarf, which is available at the front door.

It is respectful that those who participate in the reading cover their head and remove their shoes before proceeding upstairs. Individuals

may choose to make a donation in the box, which is located at the front of the Sikh altar.

Worshippers may make the donation and then bow, then they find a place to sit and listen to the reader.

The readers and others at the altar switch approximately every two hours, said Priest Harinder Singh.

“No one talks during the reading, they just listen,” he said.

“People come and go.

They may stay for a couple minutes or much longer.”

The Sri Guru Granth Sahib consists of 1,430 pages, which are read aloud through the day and night by the Punjabi community members. Sikhs kneel or sit crosslegged before the Sikh Scripture.

As this paper hits the newstands on Tuesday afternoon of this week, Merritt’s Nicki Beverley and her driving partner Max Vaysburd of Redmond, WA should be somewhere above the Arctic Circle, heading south from Tuktoyaktuk on the shores of the Beaufort Sea to the relatively warmer climes of Dawson City, YT. Beverley and Vaysburd are competing in the nine-day, 4,490 mile Alcan 5000 car rally. The competition began on Feb. 23 from Kirkland, Wash. (outside Seattle) and winds up in Anchorage, Alaska on March 2, just in time for the weary participants to kick back and enjoy the start of the famous Iditarod sled dog race.

A total of 25 teams are taking part in the 2012 Alcan 5000 winter rally, with drivers and their navigators coming from as far away as South Africa, Florida, Texas and New Hampshire.

Beverley, in just her second year of rally sport competition, is one of the youngest participants in the rigorous Alcan event, and one of only eight Canadians.

The Alcan 5000 rally involves very long, rigorous days of transit driving (essentially touring sections during which competitors may proceed at their own pace) interspersed with some highlychallenging TSD (time/ speed/distance) sections in which drivers and their cars must maintain very precise average speeds, and arrive at specified checkpoints exactly on

time. Any deviations in time - early or late - result in penalties.

The Alcan 5000 also features several ‘ice races’ on the famous ice roads of northern B.C. and the Yukon.

Beverley and Vaysburd warmed up (figuratively speaking) for the frigid Alcan event by taking part in the Thunderbird rally two weekends ago. The 60-car race began and ended in Merritt, with competitors covering almost 800 km of gazetted and forestry roads in and around the Nicola Valley in a span of just two days.

Beverley and Vaysburd finished eight in their class. Meanwhile, Nicki’s father, Graeme, and local RCMP officer Dan Lachapelle, placed fifth in the novice division.
