As we step into 2026, I am genuinely energized by what lies ahead for the Black Hills Home Builders Association This year represents momentum, clarity, and purpose, and it starts with intention Just last month, we brought our leadership together to host a strategic planning session focused on creating a clear, laser-focused roadmap for the future of our association That time together was invaluable It allowed us to evaluate where we are, where we want to go, and most importantly how we get there with purpose and accountability
A major emphasis of our strategic plan is strengthening our public relations and government affairs efforts We are committed to shaping how our community, municipalities, and partners view our association Positioning BHHBA as the trusted, go-to resource for the very best contractors and industry professionals in the Black Hills By building strong relationships and telling our story well, we can ensure our voice is heard and our industry is respected at every level
Equally important is our focus on membership engagement and retention Our goal is simple: to ensure our members see real, tangible value in being part of this association In 2026, we will continue to implement meaningful programming, enhanced benefits, and opportunities that support your businesses, your teams, and your long-term success. A strong association starts with engaged members, and we are committed to delivering value that truly matters.
Finally, we are investing in leadership development because strong leadership is the backbone of a strong organization. By growing and supporting our board and future leaders, we ensure that BHHBA remains stable, forward-thinking, and well-positioned to lead this association to even greater achievements in the years ahead. On a personal note, I recently had the opportunity to attend the International Builders’ Show, where I connected with leaders from across the federation. Collaborating with peers from around the country reinforced an important truth: the best ideas come from working together I returned inspired, equipped with new perspectives, and excited to help translate those insights into action as we bring our strategic plan to life here at home

As we step into a brand-new year, I want to extend a warm welcome to each of you. January 2 marked my fourth year as your Executive Vice President, and I could not be prouder of the association we have grown into together.
Over the past four years, the camaraderie, the workforce initiatives, the advocacy for our builders, and the culture shift within our organization have been nothing short of remarkable. What we have built together is powerful, meaningful, and deeply rooted in collaboration and shared purpose.
I am incredibly energized by the traction we continue to gain not only in our programming and community presence but also in our membership growth. As we near 700 members, my gratitude runs deep. Thank you to each of you who chooses to stay aligned with us, who renews your membership year after year, and who allows us to keep creating benefits, relationships, and events that directly support you and your business.
One of the most important messages I want to share is this: When you pay your dues, you make advocacy possible.
You give us the ability to:
Stand up for builders across the Black Hills
Fight unnecessary government regulation
Monitor and respond to permit fee changes
Stay connected with city, county, and state officials
And remain proactive in protecting our industry from challenges that may arise

For more than years, Rick has been building more than homes. He has built trust, lasting relationships, and a reputation rooted in integrity.
Rick’s path into construction began while working for a steel building and sign company. In , he took a leap of faith and launched R.E.A. Construction LLC with a vision of creating a business grounded in honesty and quality workmanship. Today, the company focuses on new home construction and remodeling, serving clients who value craftsmanship and personal service.
What Rick enjoys most about his work are the people he has served, the relationships he has built, and the sense of accomplishment that comes from seeing ideas turn into finished spaces. Watching each project come together remains one of the most rewarding aspects of his career.
Among his proudest achievements are the renovation of the Stardust Motel and his long-standing involvement with BHHBA, where he currently serves as the Chair of the Black Hills Home Builders Community Foundation. He credits the association’s e posure and networking opportunities as instrumental in the growth and success of his business.
Rick appreciates the continued evolution of building materials and products and the improvements they bring to the industry. He believes that staying engaged and continuing to learn are essential to long term success.
Outside of construction, he enjoys hunting, fishing, and target shooting. He believes in giving back to the community that has supported him, volunteering his time and talents through Day of Caring events, local park improvement projects, NeighborWorks initiatives, and Carpenters Union efforts.
Above all, Rick values family. He is the father of two daughters, grandfather to si , and a great grandfather eagerly awaiting another addition to the family. At home, Rick and his wife Denise are kept company by two beloved labs, Ike and Elsa, .who are very much part of the family.

ADVOCACY ON THE HOME FRONT
Black Hills Home Builders Association Government Affairs Update

At the Black Hills Home Builders Association, advocacy is not just something we do in Pierre during session it is ongoing work happening year-round right here at home. Ensuring that housing remains attainable, communities can grow responsibly, and builders have a voice at the table is central to our mission.
Through the dedication of our Government Affairs Committee and the support of Build PAC, BHHBA continues to engage in meaningful policy discussions and legislative efforts that directly impact the residential construction industry across Western South Dakota.
This year, our team has worked hard to educate, inform, and advocate on several important issues. One major focus has been Tax Increment Financing (TIF) education. As communities explore development tools to support infrastructure and growth, it is critical that builders and local leaders understand how TIF can be used effectively and responsibly to support housing development.
In addition, BHHBA took action through formal outreach by submitting a Housing Infrastructure Funding Program (HIFP) letter. This letter reinforced the importance of investing in infrastructure needs that directly affect housing supply, including water, sewer, and roads the foundational elements required to build new homes and meet demand


During the 2025 legislative session, BHHBA has been actively engaged in key legislation. We have voiced support for SB130, recognizing its importance in addressing housing challenges and supporting builders across the state. At the same time, we have taken a firm stance in opposition to HB1209, which would create additional barriers and unintended consequences for housing affordability and development.
Our advocacy efforts extend beyond letters and testimony. BHHBA leadership and committee members have met directly with legislators, including meaningful conversations with Senator Casey Crabtree, to discuss housing priorities, workforce needs, and the real-world impacts policy decisions have on builders and the communities we serve.
We also believe advocacy happens through relationship-building. Events like our Legislative Send-Off and Mayor’s Night provide valuable opportunities to connect local leaders, elected officials, and industry professionals in productive dialogue. These gatherings ensure that housing remains a shared priority across all levels of government.
None of this work happens without engaged members. Advocacy is most effective when policymakers hear from the people doing the work on the ground our builders, trades, developers, and associates

FOUNDATION UPDATE
The Foundation continues to invest in local CTE programs, tools, and handson learning opportunities that directly support workforce growth
Workforce development continues to be a major focus for our Association as we work to strengthen the future of the trades across the Black Hills.
At Western Dakota Technical College, the Student Chapter met on February 25, welcoming member businesses to present and connect with students. Planning is also underway for the WDT House Build, an exciting hands-on project that gives students real-world construction experience
In the Northern Hills, Spearfish CTE will host its Trades Show on April 24, followed by job shadowing opportunities in May. We are actively seeking Northern Hills members willing to host students this is a great way to invest directly in the next generation of our workforce.
We also partnered with Wall CTE, contributing $2,500 in tools through support from both the Association and Foundation Wall CTE will host its Career Fair on April 16, continuing to connect students with industry professionals
In Rapid City, we ’ ve begun the process of partnering with Central High School CTE and Stevens High School CTE programs, expanding our reach within Rapid City Area Schools. This month, we ’ re also proud to be honoring Girls in Construction, highlighting opportunities and leadership for young women entering the trades.
We’re excited to welcome Zada Jones as our new Workforce Development Coordinator, who will be helping lead and expand these efforts moving forward In addition, we now hold an advisory seat on the Rapid City School District Pathways Program, giving our industry a direct voice in shaping future career pathways.
