Earlier this month, we hosted our inaugural Foundation Golf Tournament at Boulder Canyon, and what a success it was! The event brought together members, partners, sponsors, and supporters for a day filled with fun, networking, and friendly competition—all while raising funds for a cause that is making a meaningful impact in our community. We are incredibly grateful to everyone who participated, sponsored, volunteered, and helped make the event possible. The generosity of our members continues to demonstrate the power of our industry when we come together for a common purpose.

PLENTY OF HIRES IS DOING

Ask any contractor in the Black Hills how hiring is going and you already know the answer. You post a job, you wait, you sort through a stack of applications from people who either don't show up or don't fit, and a few months later you find yourself doing the whole thing over again. It's exhausting, it's expensive, and somewhere along the way most people just accepted that this is simply how hiring works Corinne Perkins spent years watching that cycle play out from inside the staffing and recruiting industry, and she never once accepted it as the way things had to be

"I've always known hiring was broken," she says. "It wasn’t until 2021 I figured out a way to fix it."

Corinne grew up in the Black Hills and graduated from Black Hills State University before setting out to build something of her own. She owned and operated a direct marketing firm with locations in Colorado Springs and Anchorage, Alaska, and while neither location survived, she will tell you the lessons those failures left her with were worth more than any early success could have been That hard-won education shaped everything she has built since

"When you make that ultimate long-term connection between a candidate and an employer, it changes things for both of them," she says. the idea she had been sitting with since 2021 never stopped pulling at her For a long time, self-doubt kept her from taking the leap At a certain point she found herself praying hard on it, asking that if this was truly what she was supposed to do, God would open the doors Shortly after, she was introduced to Wildfire Labs, a software acceleration program in Rapid City From that moment, the idea that had lived only in her head started becoming something real "They made me realize this could actually happen," she says "And from there, there has just been this drive that I can make this happen, and I'm not stopping " In 2024 she left Dot Marketing to build Plenty of Hires full time, and in 2025 came on part time as the association's Workforce Development Coordinator, staying close to the contractors whose hiring pain has shaped the platform from the beginning.

So, How Does It Actually Work?

Plenty of Hires is not a job board, and it is not a recruiting agency. It is an online hiring platform that matches candidates and employers based on eight categories of fit, including skills, work environment, culture and values, availability,

certifications, and behavioral alignment, so that by the time an employer is looking at a candidate, the prescreen has already been done They only see candidate matches

Instead of writing a job description and posting it somewhere to wait and hope, employers complete an assessment for the role they are looking to fill and receive matches rather than applications They click a connect button and they are on the phone or sending a direct email within minutes to someone already evaluated across eight categories of fit

No applicant pile, no hours spent reading resumes that tell you almost nothing about whether someone has the same goals and fit your team

"You only see candidates who match with your job across eight different areas," Corinne explains. "No job descriptions, no applicant pile-up. You get matches, you connect, and you get moving."

Candidates complete a one-time assessment and are automatically matched to every role they qualify for, including new ones as additional employers join. For workers who are employed but quietly open to something better, Incognito Mode

A year and a half of conversations with employers and candidates taught me one thing — both sides are done with the way hiring works right now. It is reactive, it is slow, and nobody wins. And the thing that surprised me most? Candidates want stability more than anything, even more than pay. Employers want the exact same thing. They just had no good way to find each other.

Corinne is the first to tell you the platform is still a work in progress. The beta is young, the algorithm is still being refined, and user feedback is shaping every update. No-shows have happened, but anyone who has hired in construction knows that is not unique to any platform or any hiring process. "We are not perfect yet, and we own that," she says "But through the support of our early users we are focused on capturing the right candidates and learning lessons every day, if not every hour Every piece of feedback makes the matches better and that work does not stop " What she can promise is that employers are never left starting over "Even if someone doesn't show up on day one, with us you always have a growing pipeline of strong-fit candidates ready to go. Our goal is quality, over quantity."

Plenty of Hires spent the summer of 2025 piloting with local

employers and candidates, using their feedback to sharpen the matching algorithm before moving into a full build. The beta launched in February 2026 and has since facilitated more than 25 hires throughout the Black Hills, with employers reporting they found good candidates faster than anything they had tried before

JP Walters of Wood Builders, described what made the experience different: "We've used other hiring platforms, and as AI has taken over it's gotten really hard to know if what you're receiving is actually from the candidate or just something AI wrote for them. What I really like about Plenty of Hires is that their process gets to the bottom of how candidates actually feel are they going to show up on time, are they going to be a good culture fit? We want people who are not only experienced but are actually the right fit for our company "

What Comes Next.

Plenty of Hires is focused on building depth in the Black Hills but has goals of expanding across South Dakota and into neighboring states over the next few years. Corinne will continue to sit on the BHHBA Workforce Committee, and the construction industry remains where the platform is most deeply rooted. The problem it was built to solve exists anywhere good people are trying to find good work and good employers are trying to build strong teams

As I write this month's update, I have just returned from the National Association of Home Builders Spring Leadership Meetings in Washington, D.C., where I had the opportunity to represent the Black Hills Home Builders Association and our members on the National level.

One of the highlights of the trip was meeting directly with members of South Dakota's congressional delegation, including Senator John Thune, Senator Mike Rounds, and Congressman Dusty Johnson. These conversations are an important opportunity to share the real-world challenges facing builders, developers, trade contractors, and housing professionals in our communities. Housing affordability remains one of the most pressing issues facing our industry. During our meetings, we discussed the need for policies that increase housing supply, reduce unnecessary regulatory burdens, and expand opportunities for homeownership. We also talked about the importance of workforce development and ensuring that future generations have pathways into the skilled trades that keep our industry moving forward.

Advocacy remains one of the most valuable benefits of membership in our association. Whether we are working with local municipalities, state legislators, or our federal representatives, your association is committed to ensuring the voice of the building industry is heard at every level.

Back here at home, our association continues to stay busy. Our committees, volunteers, and members are driving initiatives that strengthen our industry and support our communities. I am continually inspired by the passion and engagement of our membership.

ABOUT WSDCA - For more than 60 years, Western South Dakota Community Action has been helping individuals and families overcome barriers, achieve stability, and build brighter futures. Today, the organization serves residents across 15 counties and more than 30,000 square miles of western South Dakota.

HOUSING IMPACT - A safe home is the foundation for a healthy life. Through weatherization services, home repairs, and aging-in-place modifications, WSDCA helps families, seniors, and individuals remain safe, comfortable, and independent in their homes.

COMMUNITY IMPACT - Each year, thousands of western South Dakotans turn to WSDCA for support. Whether it's assistance with housing, employment, food security, or health services, the organization works alongside community members to create lasting solutions.

While many know WSDCA for its housing programs, the organization also provides workforce development, food security initiatives, healthcare navigation, employment assistance, and life skills coaching to thousands of residents every year.

WORKFORCE DEVELOPMENT- From apprenticeship opportunities to employment support and workforce training, WSDCA helps individuals gain valuable skills and connect with meaningful careers that support long-term selfsufficiency.

AGING IN PLACE - Many seniors want to remain in the homes they love. WSDCA helps make that possible through accessibility improvements such as ramps, grab bars, safety modifications, and other upgrades that promote independence.

A TRUSTED COMMUNITY RESOURCE -WSDCA maintains a Platinum Transparency rating through Candid/GuideStar and a Four-Star rating from Charity Navigator, demonstrating its commitment to accountability and responsible stewardship of donor funds
