Dear BHHBA Members,
JULY/AUGUST JULY/AUGUST
2025 2025
Dear BHHBA Members,
I hope this message finds you well! I am excited to share several important updates following my recent visit to Washington, D.C., where I attended the NAHB Spring Board Meeting and Legislative Conference. It was a privilege to engage with our state legislators and discuss the pressing issues facing our industry.
During our time at the Capitol, we had the opportunity to address our workforce challenges. Currently, there are approximately 200,000 open jobs in the construction sector, highlighting the critical need for a skilled workforce. We focused on the provisions of the Construct Act, which aims to enhance workforce development and training programs. This initiative is vital for our industry’s future, as it seeks to bridge the skills gap and ensure we have the necessary talent to meet the growing demands of housing.
Additionally, we discussed the impact of tariffs on housing costs. As we all know, the rising prices of materials can significantly affect our ability to provide affordable housing options. It is crucial for us to urge our government to consider the ramifications of these tariffs on our sector. By advocating for policies that promote fair trade and reduce unnecessary burdens, we can help stabilize the housing market.
One of the most pressing topics was the proposed “ban the ban” on natural gas. Bans on natural gas could have far-reaching consequences for our industry, and we must remain vigilant in our efforts to protect the resources that support our homes and communities. The importance of these three initiatives cannot be overstated, as they directly impact our ability to build homes and serve our clients effectively.
Building relationships with our legislators is essential, not only at the local level but also on a national scale. At the Black Hills Home Builders Association, we are committed to sending our leaders to these important events, ensuring that we continue to advocate for our industry and advance our association forward.
Thank you for your continued trust and support. Together, we can make a difference in shaping the future of our industry.
Warm regards,
Zach Shull

Ask any builder in the Black Hills what’s slowing down their projects—and nine times out of ten, it’s not the weather, materials, or permits. It’s people. Or rather, the lack of them. The labor shortage in construction isn’t a looming threat. It’s a daily reality. Crews are running lean, timelines are stretched, and quality talent is harder to hold onto than ever. This isn’t just a local issue —it’s a national one.
According to the National Association of Home Builders, the construction industry needs to hire roughly 723,000 new workers per year to keep up with demand. That doesn’t include backfilling the tens of thousands of skilled workers retiring every year—1 in 5 workers in our industry is over the age of 55. We're not just behind—we're getting further behind every year.
Retirements: We’re losing more experienced workers every year than we’re gaining.
Perception Gaps: The next generation isn’t entering the trades fast enough—despite strong demands and high pay.
Burnout and Churn: Long hours, inconsistent work, and lack of benefits push many to leave the field completely or bounce between employers.
Clunky hiring processes: Job boards, ghosting, and slow response times are frustrating for everyone, not just employers.
Even when candidates do apply, the hiring process often drags on too long. National averages show it takes 36+ days to fill a construction job. Meanwhile, workers are accepting offers in less than a week—often going with the offer from whoever responds first.

“As an experienced recruiter here in the Black Hills, I built Plenty of Hires because the hiring process is broken. We’ve lost the human connection. We need to match people based on who they are and whether they fit—not just what’s on a resume. Skills can be trained. Culture, attitude, and reliability can’t. To meet today’s workforce demands, we have to shorten hiring timelines and build a process that works for both sides.”
-Corinne Perkins
We can’t keep doing things the way we’ve always done them. Builders have to get proactive if we want to stay competitive—and that means rethinking how we find, evaluate, and engage talent.
Speed Matters.
If it takes two weeks to schedule an interview, that candidate is already working somewhere else. Today’s workforce is used to fast feedback—if you don’t respond quickly, someone else will. Contractors need to streamline how they screen and reach out. Waiting too long is costing more than just time—it’s costing you good workers.
Hire for fit, train for skill.
Instead of hunting for a unicorn with 10 years of experience, consider what really matters on your crew. Work ethic. Communication. Reliability. Does this person mesh with your team? Are they coachable? Skills can be trained—but mindset can’t. We’ve got to start treating hiring as a longterm investment, not a short-term fix.
Tap into passive talent.
The best workers aren’t always the ones applying—they’re often already employed, but open to a change if the right offer comes along. The key is creating a system that helps you connect with these folks quietly and directly, without making them jump through hoops. The easier you make it for them to say “yes,” the better your pipeline will be.
Simplify everything.
Let’s be honest: traditional job boards are a mess. Too many clicks, too much fluff, and way too much ghosting. A 25-question form doesn’t prove someone can swing a hammer or show up on time. Make it simple, make it human, and treat candidates with the same respect you’d want if the roles were reversed.
Start thinking like a recruiter, not just a builder. Hiring isn't just an admin task—it’s a competitive strategy. The companies that win in this labor market are the ones who approach hiring like it’s as important as any project deadline or estimate. Because it is.
As an experienced recruiter here in the Black Hills, I built Plenty of Hires because the current hiring process is broken. We’ve lost the human connection. We need to match people based on who they are and whether they truly fit the organization—not just what’s on a resume. Skills can be taught and trained. Culture, attitude, and reliability can’t. If we want to meet the demands of today’s workforce, we have to cut down hiring timelines and create a process that actually works for both sides.
Plenty of Hires is currently beta testing right here in the Black Hills through the summer. You can join our waitlist at PlentyOfHires.com or reach out to Corinne Perkins at 605-545-6865 to learn more.
When storms hit, Rapid City homeowners need a team they can trust, and that’s where we come in. At Superior Siding Inc., we’ve proudly served the Black Hills region for over 26 years, helping families restore and improve their homes through every season. From sudden hail damage to long-awaited remodels, our experience spans a wide range of exterior projects, and we’re ready when you need us most.
We aren’t just contractors, we’re your neighbors. As a locally owned and operated company, we understand the challenges homeowners in this area face. The weather can be unpredictable, and when your home is damaged, the last thing you want is to deal with an out-of-state contractor who disappears after the work is done. At Superior Siding, we stand by our work and our word!
We offer a full range of exterior services, including roofing, siding, windows, gutters, and repairs. Every project is completed by our trained in-house crews, not subcontractors, so you can expect consistent workmanship and a high level of care. Our team takes pride in what we do because we know your home is one of your most important investments.
If you’re dealing with storm damage and need help navigating the insurance process, we’re here to walk you through it step by step. We’ve worked with all types of insurance claims and can answer your questions, coordinate with your adjuster, and ensure you’re only responsible for your d eductible, nothing more. Our goal is to make the process as stress-free as possible so you can focus on getting back to normal.
Superior Siding proudly offers strong warranties: 10 years on roofing and gutters, and 30 years on siding. But what really matters is that we back them. Choosing a contractor that offers a warranty only matters if the company is going to be around to honor it in 10, 15, or 30 years. We’ve been here for over two decades, and we’re not going anywhere. You can count on us to be here if you ever need us down the road.
What truly sets us apart is our longevity and dedication to building lasting relationships. With over 26 years of service in the area, we’ve worked hard to earn the trust of our community, and we don’t take that lightly. Our goal has never been to complete a one-time job and move on. We’re focused on creating customers for life.
Whether it’s a simple repair or a full exterior transformation, we treat every home as if it were our own. We don’t cut corners, and we don’t offer gimmicks, just honest, high-level work built to last!
When you choose a local company like Superior Siding, you’re not only supporting your community, you’re getting a team that genuinely cares. We live here, we work here, and we’re proud to be par t of Rapid City’s strong and resilient community.

On May 9, volunteers came together on Lemmon Avenue for a full day of building as part of the Women Build initiative with Black Hills Area Habitat for Humanity. This home is one of four being constructed on the Lemmon Lot and will be primarily built and fundraised by women over the next 18 months.
A dedicated group—including Rachelle, Teresa, Corinne, and Adrienne—spent nearly the entire day on-site, sheathing the home and assembling trusses. Their teamwork and determination were key to making great progress on the build.
We were also grateful to have volunteers from SERVPRO and Pioneer Bank & Trust join us for the day. Their support and enthusiasm helped make the event a success and underscored the incredible spirit of our local community.
Thank you to everyone who contributed their time, energy, and heart. Women Build is not just about constructing houses—it’s about empowering women and strengthening our neighborhoods, one home at a time.

It has been a very productive year for SDHBA!
I attended IBS in Las Vegas. Great seeing all the SDHBA members out there getting involved. I attended the Brookings Home Show, trying to recruit new members and meeting with President Tony Brower and Rena Berg. I also went to the Watertown Home Show, where I sat in on the government forum put on by Julie Kneeland. I talked to several members and looked to recruit new members, as well. I attended the Black Hills Build PAC social. What an event! They broke the goal of 5 Gold Key members and exceeded the goal amount for the event. Being there, I also attended the Black Hills Home Show. The kids’ corner was a hit! They had a great attendance of kids making picture frames and other activities to draw the kids toward our trade. It was a fun weekend.
In April, I attended the annual Area 10 home builder meeting. I was on the workforce panel with Greg Zick. Great questions on the issues with workforce development. I spoke on behalf of the contractors how we struggle to have a good workforce in my area and the entire state. I also attended my first Build My Future show. Various vendors exposing kids to jobs and schools with in the trades. There were booths with hands-on equipment, tools, and safety procedures, etc. This was aimed at drawing the high schoolers to our trade. What a great show. I was excited that I got to attend.
The Skills USA competition was held at Mitchell Technical College, where myself and five other volunteers helped judge the competition. With the help of some great sponsors, SDHBA donated hundreds of dollars worth of great prizes. The workforce committee also donated t-shirts and goodie bags for all the competitors. This was an inspiring event, also the first year of competition for a lot of high schools. My very own Aberdeen was competing for the first time. Thanks to all the volunteers.
At the end of April, we had our quarterly meeting. This was held in Pierre. We had a social that was sponsored by the Senior Officers, with special guest MTI student chapter. There were two students that made the long drive. They met all the members that they could. Thanks to everyone for great conversations with these two students— they left very happy.
Our board meeting went well. It was smooth and very productive. Thanks to all the committee chairs for the great reports and the extra work on their committees. Thanks to all the national people for what they do and report back to the members. At the end we even got a great picture with all the members wearing the new SDHBA t-shirts.
In May, I represented the NAHB at the National Association of Counties, which was held in Rapid City this year. I was invited to be on a panel that talked about counties using federal land for housing. Not a big topic in South Dakota, however I talked about issues with the cost of building that we experience. I was the only contractor on this panel. I also issues that can happen with bad soil and utilities costs.
We’re already half done. Thanks everyone for letting me visit their local associations. Also thanks to all our SDHBA members volunteering to make these events happen.
