“N
orthern British Columbia is on the cusp of transformative economic and community change. Billions of dollars of development projects are proposed and some are already underway,” noted Greg Halseth, a professor of geography at the University of Northern BC (UNBC) in a recent address to alumni. “If we prepare for economic booms, the opportunities to extract benefit and value for communities and regions multiply.”
Halseth’s comments are echoed on the streets of Prince George and in the classrooms at UNBC, itself one of the engines of change that is sweeping across the north. In Prince George, the fourth-largest city in B.C. and the self-proclaimed “capital of the north,” the transformation of what was once a logging centre into an international economic and resource hub is well underway. “In 2011 Prince George had more than $34 million in building permits taken out for the downtown area alone. This is more than in the last 10 years combined,” said Tara Bogh, manager of economic development for Initiatives Prince George, an arms-length corporation for the civic government.
$40M tower
This year those numbers will be even larger, as ground breaks on a $40 million hotel and condo project on 1.7 acres of former city land. Developer and realtor Rod McLeod believes
in the potential payoff for his hometown. McLeod, who heads up the Royal LePage Prince George real estate office, said Royal LePage and partners will build the 12-storey hotel and condo development by 2013. The complex will have 150 hotel rooms and 34 high-end condos ranging in price from $350,000 to $800,000, being built on spec and considered expensive in a city where the average house price is less than 250,000. Pre-sales of the luxury condos, which will be built on the top floors of the tower, started in June. The four-star hotel is flagged, but McLeod would not release the brand name. Asked about building on speculation in a city where real estate sales have been declining, he said, “There is a real demand here for high-quality condominiums and hotel accommodation.” Royal LePage, he added, is confident that all the luxury condos will sell out, thanks in part to growing demand from engineers and other professionals associated with the resource industry, health care and education. McLeod notes that mining activity, pipeline work, an increase in intermodal traffic and increased forestry exports to Asia all point to continued recovery in northern B.C.’s major city.
Incentives
The hotel project qualifies for a 10-year property tax incentive and grants for residential units under the city’s Downtown Incentives Program. The complex will create 115 permanent jobs, according to McLeod. The tax incentives are part of an over-

all strategy to spruce up downtown Prince George as it prepares to host the 2015 Canada Winter Games. The Downtown Business Improvement Association’s façade program, as an example, provides a grant of up to $5,000 per building for exterior improvements, with $10,000 grants available for buildings on corner lots.
Airport
The Prince George Airport, which covers 800 hectares, is a key link in the Northwest Logistics Corridor, which ties the city with export docks at Kitimat and Prince Rupert and eastern Canada and U.s. markets. The corridor’s intermodal service links air transport, truck traffic and rail lines and is so effi-
cient it is cheaper to ship goods from Prince Rupert to Chicago than through any U.s. port. The airport is also seeing a huge spike in passenger traffic, up about 11 per cent this year from 2011, when a total of 402,000 passengers flowed through the updated terminal building. Traffic is expected to rise this winter when Sunwing Airlines begins non-stop flights to Mexico starting in midDecember. Both Westjet and Air Canada operate domestic and international flights out of Prince George, while two smaller airline companies provide regional service. The airport has about 220 acres of airside property with industrial and commercial development potential and has attracted ten-

ants such as Western Star Ventures Ltd., which has built a 25,000-square-foot multitenant cargo-handling facility. With four giant jet-fuel tanks installed this year – 150,000 litres each and the largest in B.C – the airport is positioned as a major refuelling farm for international flights.
Mining
Thompson Creek Metal’s Mount Milligan copper and gold mine, located 140 kilometres northwest of Prince George, is expected to begin full production in the fourth quarter of next year. The newest and largest open-pit mine in the province has assets of 2.1 billion pounds of copper and 6 million ounces of gold and plans to be in production for at least 22 years. Thompson Creek says it will spend up to $1.5 billion to complete the mine, of which about $900 million has already been spent. The mine will generate more than 350 full-time jobs according to the company, which is currently on a hiring blitz. Meanwhile, the Endako molybdenum mine, 185 kilometres west of Prince George, has been upgraded with a $65 million investment. It directly employs 420 workers, pro-
vides indirect employment for an additional 600 and is expected to remain in production for 18 years. The Prince George unemployment rate is 6.9 per cent, among the lowest in B.C. Northern mining activity – and jobs – should increase with the Northwest Transmission Line, expected to complete within two years. Already, Imperial Metals has announced it will go ahead with the giant Red Chris copper and gold mine near Dease Lake. The mine is ranked the 13th-largest copper and gold deposit in the world.
Housing
A new 50-lot residential subdivision is being built near the University of Northern BC campus, part of an uptick in a housing market that has been trending down for at least three years. Prince George home sales will buck a provincewide trend and continue to grow this year, the BC Real Estate Association (BCREA) is predicting. Also, according to BCREA, the typical city home will sell for $248,300, a 0.7 per cent increase from 2011, before breaking the $250,000 barrier and reaching $252,400 in 2013, a further 1.7 per cent increase. Housing sales, meanwhile, will rise by 6

Meanwhile Australia-based BHP Billiton, one of the largest potash miners in the world, confirmed it is forging ahead with its $12 billion Jansen Potash Mine in Saskatchewan, with a startup date in 2015. Saskatchewan holds 55 per cent of the world’s potash, which has become one of the most sough-after fertilizers due to its ability to increase the amount of food produced per acre. But even as the mining announcements were made the price of potash had flatlined, falling this summer to the US$550 level, down from US$600 at the peak in 2008. Potash prices are not expected to push any higher this year and some projects elsewhere in the world have been put on hold. As it is across the Prairies, Saskatchewan’s economic horizon is vulnerable to the price of natural resources. For now, however, all systems are go. Saskatchewan will lead the nation in economic growth in 2012 and 2013, according to the Bank of Montreal (BMO), and it is all due to resources. “Potash production will continue to support growth in Saskatchewan,” BMO stated in a recent outlook. Exploration activity in the oil and gas sector is also strong in the Bakken formation in southeastern Saskatchewan, and the province is expecting 4 per cent annualized growth in oil production through fiscal 2013-14, the report said. Commodity-sector investment is supporting the labour market and driving wage growth. “The province’s unemployment rate has averaged just 4.9 per cent, while average weekly earnings are up 4.8 per cent yearover-year, even as the national average has cooled significantly,” according to BMO. Commercial construction is catching the headlines in Manitoba, but it may disguise a vulnerable economy. No matter what else happens for the rest of the year, 2012 will be remembered by Winnipeggers for one thing – the long-awaited arrival of IKEA, which opens this year. The city’s Class A office space sector is also about to get a significant boost as RBCDominion Securities takes over the top three floors of the 201 Portage skyscraper. According to CBRE, Winnipeg is firing on all cylinders. The downtown office market is expected to do particularly well, with a falling vacancy rate (7.8 per cent in 2011 to 6.3 per cent), higher rental rates ($16.04 per square foot to $16.36) and absorption (from zero to 120,000 square feet in the past year).
Western Financial Group’s recent decision to consolidate its Winnipeg offices into approximately 90,000 square feet at the new Polo North development is seen as a bellwether. But these aren’t all days of wine and roses in Winnipeg. John McCallum, a finance professor at the I.H. Asper School of Business at the University of Manitoba, said commercial real estate is one of the few bright spots for the provincial economy. Manitoba’s GDP is expected to grow by 2 per cent this year and about 2.25 per cent next year, dragged back by a struggling manufacturing sector and falling commodity prices. As a province that earns about 30 per cent of its GDP through selling to other countries, the future isn’t nearly as bright as it could be. Pretty much every country that imports from Manitoba, including China, India, Japan and the U.S., are slowing down, McCallum said. “It’s bad news if you go back to before 2008 when we were doing 4 per cent, and it’s good news if you look at what everybody else is doing,” he said.
The magic number is north of $70 a barrel for oil, analysts say
“Assuming oil prices hold up.” This phrase is typically implied or stated in virtually any economic forecast in Alberta, and it seems particularly relevant this year. That’s because, while the Alberta economy appears on its way to a growth rate in the 3.8 per cent range for 2012, and a similar rate for 2013, both numbers will be influenced by prices for conventional crude and oilsands bitumen. The economy isn’t the only thing directly linked to the oil price. The current 2012-13 provincial budget year is supposed to be the last one with a deficit, but that will depend on oil prices as well. For the record, the provincial government was forecasting oil in the range of US$99 per barrel back in February. That price was sitting closer to US$80 at the end of June – bad news for provincial coffers. If it drops further, to $70 per barrel, investment in new oilsands projects will inevitably be affected, notes John Rose, chief economist for the City of Edmonton. Canada Mortgage and Housing Corp. is bullish on Alberta, predicting housing starts will rise about 19 per cent in 2012 to 30,700, and hit a similar number in 2013. Commercial property in Alberta should remain a good investment, as demand for all types of property remains strong. In Edmonton, retail vacancy will fall to just over 2 per cent, despite new projects coming on stream. Retail sales were up 7.1 per cent in 2011, and should continue to grow in the range of 6 per cent to 2015. The office market is also looking healthier for landlords in Edmonton, where rents are strengthening. The same is true for Calgary. Predicts Cushman & Wakefield’s latest 2012 update for the Stampede City: “High global demand for oil, massive foreign investment in heavy oil, trouble in the Middle East and increased pipeline activity combined with the present tight vacancy suggest the current landlord-centric environment in Calgary is not expected to ease before 2016.” The property firm sees stability in Calgary’s tight industrial market in terms of vacancy, but adds, “With increases in construction costs and underlying land values, a steady increase in lease rates is projected.”u

That much seems clear for the Alberta capital, which has had great success in attracting new working-age residents but is still bracing for a labour crunch. It’s coming, says John Rose, the City of Edmonton’s chief economist. “The real constraint to growth is not a lack of jobs or a lack of investment opportunities, it’s a lack of people,” said Rose. “And I think that is going to be the story over the next couple of years.” As the man offering economics wisdom to city officials and business leaders, Rose keeps a close eye on the numbers. Among other things, those numbers are suggesting that Alberta and its capital are going to be experiencing a shortage of labour that will ultimately cut growth to closer to 3 per cent. It’s likely to settle around 4 per cent this year in Edmonton after a very solid 2011. “We’re just running out of people. That’s the constraint in Edmonton, and certainly the province as a whole,” Rose said. Edmonton’s unemployment rate dropped to 4.9 per cent in spring, and now there simply aren’t that many applicants for the jobs that are being advertised. “We have a lot of jobs available, but not enough people chasing them,” explained Rose.

Oil prices
Fuelling everything growth wise, of course, is investment in Alberta’s oilsands industry. It drives not only the entire Fort McMurray economy and office jobs in Calgary, but what happens in Edmonton and the centres around the capital. As of May, things were still clicking along quite well in the oilsands industry, though Rose notes the investment in the sector is one over which there is very little local control. That means things could start to dry up if projects stall on oil-price doldrums. The price of crude had dropped from around $100 per barrel in January to $80 per barrel in mid-July, reminding all that the bubble could certainly shrink, if not burst. “Let’s not get smug about this,” noted Rose. “There are questions around the energy sector as a whole.” While oil-price fluctuations should lead us
to some sober second thought about growth, other Edmonton numbers are certainly healthy.
Affordable
The city’s population hit 812,201 last year, with growth of 11.2 per cent over the fiveyear period from 2006 to 2011. That was even faster than the rate for the previous five-year period – even with the recession that arrived in 2009. Edmonton remains the fifth-largest city in the country, with an economy that balances oilsands-related work with manufacturing and government-sector jobs. Its census metropolitan area grew by a slightly higher rate – 12.1 per cent over five years – reflecting just how hot the oilsandssupport sector is in this province. The growth in population is supported by the city’s livability – something that’s reflect-

ed not just in its river valley park system, but also in housing prices. Said Realtors Association of Edmonton president Doug Singleton, “Edmonton is bucking a national trend and making housing more affordable than other cities.” Backing up Singleton’s contention is the fact that the city’s “housing affordability index” is only 32.4 per cent. That is, it only takes 32.4 per cent of a typical household’s income to go toward a mortgage payment, utilities and taxes. Noted Singleton in early June: “While housing prices are higher in Edmonton than last month, they are inching up in manageable increments.” The realtors association says a strong economy with resilient consumer confidence has resulted in strong housing sales in the Alberta capital this spring. Selling prices are definitely up, with the overall median price for a residential property sitting at $333,900 for the month of May, up about 5.7 per cent from a year before. The median single-family home price was also up from 12 months earlier, by about 3.9 per cent to $370,000. Building activity is up in the capital again in 2012, with city building-permit totals hitting $977 million for the first four months of the year, up about 22.5 per cent over the same period in 2011. Activity and values increased in all categories except institutional building.

plan for big-box retail development at the base of Canada Olympic Park (COP) slopes has been nixed by the City of Calgary. The proposal, which would have included approximately 22 hectares of land, was voted down by city council in mid-June. WinSport Canada would have used cash from the sale of the land to help pay down some of its debts and also Canada Olympic Park: no big boxes. to fund athletics programs. WinSport’s COP location is one of the most prominent training centres in the country for high-performance athletes. It has also seen millions of dollars spent on development in the last few years on recreation facilities aimed at the public, including new arena space. The vote against the big-box development proposal on the west end of Calgary along the Trans-Canada Highway is seen as an indication city officials are looking for more than just big-box sprawl, even in the suburbs away from light-rail transit lines. Among other things, the plan would have required major upgrading work at the TransCanada intersection with Beaufort Road. While the decision was supported by community activists in the area, alderman Gord Lowe worried the city may simply be exporting development and tax benefits outside its borders to the MD of Rocky View, where big-box development has been proposed to the west of the city. Oil flow feeds rural growth

t should be no surprise the last 12 months have brought a bit of a boom back to communities in rural Alberta – at least when one considers the stats in the Energy Resources Conservation Board’s 2011 annual report. That report, released in late June, notes that Alberta’s conventional oil production increased in 2011 for the first time since 1995.
Break Out of the Box
Conventional crude production was up 7 per cent in 2011 over 2010, the result of higher production rates in horizontal wells. That stat bodes well for development in and around more traditional oilpatch communities such as Taber, Drayton Valley, Edson, Hinton, Red Deer and Leduc. Oilsands crude bitumen production was also up by about 8 per cent in 2011, a figure that was expected by the regulator and those in the booming industry centred around Fort McMurray and stretching to Cold Lake. The town is on the shores of Lac La Ronge – 1,143 square kilometres of wilderness and wonder – within the largest Saskatchewan provincial park, which covers 344,470 hectares and includes 100 other lakes within its boundaries. La Ronge is far from anywhere – it is 380 kilometres north of Saskatoon – but it is apparently close to everything that matters to those who call it home: great scenery, endless outdoor activities and some of the highestpaying jobs in the province. “We need a lot of things in this town,” said

La Ronge has a low unemployment rate, with most working in one of the five uranium mines and mills that radiate north from the town and are operated by Saskatoon-based

The housing market is steady, Fiske said, with prices for bungalows starting around $200,000 and larger, two-storey homes selling in the $350,000 range.
About a dozen new houses were built last year, she added. Approximately 2,000 aboriginals live on the adjacent Lac La Ronge Indian Band reserve, which has established the Kitsaki Management Limited Partnership to oversee 10 different companies and help provide aboriginal employment.u

imli, Manitoba, may be the only Canadian town to benefit from Iceland’s 2008 economic melt-
down. The community on Lake Winnipeg’s southwestern shores, known as New Iceland when immigrants began arriving in 1875, welcomed 30 Icelanders in the aftermath of their country’s banking-system collapse and subsequent spike in unemployment. A handful of Icelanders have made the nearly 5,000-kilometre relocation every year since. “Over the years it has been natural for people to come here from Iceland,” said Gimli Mayor Lynn Greenberg. “The Icelandic consulate helps them.” The town, located an hour north of Winnipeg, is home to the largest concentration of people of Icelandic ancestry outside Iceland, and its permanent population of nearly 5,900 swells to about 10,000 in summer when people flock to its beaches. But recent developments in Gimli’s real estate sector have the mayor convinced that its October to May population is set to grow. “Not only are people building in our current subdivisions, but we’re getting contractors inquiring about starting new subdivisions,” he said, adding that Gimli offers “the best of both worlds,” including most of the amentities urbanites need: Chrysler, Ford and GM dealerships, four large grocery stores, three hotels and a wide variety of shops. “People can move out here and still have all the conveniences [of a big city],” said

Realogy Corp. plans $1B IPO

ranchise giant Realogy Corp., which operates such real estate brands as Century 21 and Coldwell Banker, plans to go public soon according to forms filed under its parent company, Domus Holdings Corp. The filing comes almost six years after the company was taken private by a hedge fund in 2006. The company is planning to raise up to $1 billion in new stock shares. Domus has not yet released the price or quantity of shares it plans to put up in its initial public offering, according to the Associated Press. Realogy is an industry leader that also franchises real estate brands like ERA, Sotheby’s International Realty and Better Homes and Gardens Real Estate. It boasts about 13,800 offices worldwide. Domus hopes that the net proceeds from the IPO’s as well as a plan to move about $2 billion in convertible notes into common stocks will help the company trim at least $3 billion off its debt, which as of March totalled $7.23 billion. Also, the company points to the recovery taking hold in the housing market as a reason for optimism in the coming months. “We believe that our business is well positioned to benefit from a sustained recovery in the residential real estate market as a result of our scale, market leadership and the substantial brand equity of our portfolio of brokerage brands,” Domus said.

I went from one truck to three trucks, and realized I was onto something here. “In 1994, I fired my entire team. I [had] hired people who weren’t necessarily the clean-cut, professional types that were going to help take my business to the next level. I had people that didn’t care about the business, and I was getting complaints from the customers. “In 1997-98, I started looking at the franchise model. The E-Myth Revisited inspired me to franchise my business because it teaches you the best businesses in the world are so systematized that every process is set up in such a way that everything’s scalable. “In 1999, that’s when I brought Paul Guy on board. He was the first franchise partner. He runs a $6 million franchise today [in Toronto]. We changed the name from Rubbish Boys to 1-800-GOT-JUNK. “It’s less about being in the junk-removal business and more the branding and customer service business. We’ll finish this year at $105 million. We’ve got 130 employees between Vancouver and Toronto.
