Created in 1939 in response to a community need for a local college, BSC was originally known as Bismarck Junior College (BJC). The first students started classes on Sept. 4, 1939, on the third floor of Bismarck High School with 107 full- and part-time students and 12 instructors. By the late 1940s, a new location became increasingly urgent as college enrollments soared with GIs returning from the war.

In 1951, the North Dakota Legislature responded to an appeal from community leaders to grant the college 15 acres on the Capitol grounds for a campus site. BJC moved into its own building at 900 Boulevard Avenue in 1955.

Within a few years, the college had outgrown the Capitol site, and in 1959, Harold Schafer, a local entrepreneur and founder of the successful Gold Seal Company, offered the college land overlooking the Missouri River at the northwest edge of Bismarck. Classes began on the new campus in the fall of 1961 in a single building, Schafer Hall.

How it a started.

That windy hill has been transformed over the years with the addition of dozens of buildings and residential halls, countless landscape improvements, the MDU Resources Community Bowl, parking lots, sidewalks, walking paths, and more. The most recent addition, the BSC Health Sciences building, brought a state-of-the-art virtual hospital to campus to train students for healthcare careers.

BSC has two satellite campus locations across the river in Mandan. One campus is a training facility for the Mechanical Maintenance Technology Program, and the Lineworker program campus provides an outdoor forest of poles for hands-on learning. Over time, BSC has also developed satellite education sites in six rural hospitals in North Dakota and Montana to allow nursing and medical laboratory technician students to stay in their community, obtain their degree, and join the workforce in their hometown.

After operating as part of Bismarck Public Schools for many years, BJC joined the North Dakota University System in 1984 and changed its name to Bismarck State College in 1987. BSC has always maintained a strong focus on affordability and highquality transfer programs, even as the mission expanded.

In 2018, BSC became North Dakota’s Polytechnic Institution, expanding its technical program options and enhancing its focus on hands-on learning, industry partnerships, stackable industryinfluenced certificates, and K-12 pathways that lead students to degrees in high-priority occupations. In 2021, BSC unveiled plans for the region’s only polytechnic education center to be built on campus to encourage project-based learning, collaborative work environments, and skill building that will result in workforce-ready graduates.

As North Dakota’s Polytechnic Institution, BSC is the third largest institution in the North Dakota University System and offers over 100 technical and transfer program options that are flexible, affordable, and accessible. By linking talent with opportunity, BSC builds workforce, drives the economy, and contributes to the strength of the communities we serve at a local, national, and global level.

Commencement Speaker

DEB HOISTAD

A three-sport athlete originally from Havana, N.D., Deb Hoistad donned the Mystics uniform from 1975-77 for the volleyball, basketball and track teams. During her time at Bismarck Junior College (BJC) – now Bismarck State College (BSC) – the Mystics advanced to the National Junior College Athletic Association (NJCAA) Region 6 Volleyball Tournament in Fergus Falls, Minn., and were crowned the Association for Intercollegiate Athletics for Women (AIAW) JC/CC Region 6 Women’s Basketball Champions, advancing to the AIAW National Basketball Tournament in Temple, Texas, in 1976 and Vincennes, Ind., in 1977, with first-round wins. Hoistad was also named All-American in the high jump at the NJCAA Track Meet and qualified for the AIAW JC/CC National Track Meet. In 1977, Hoistad was one of 24 BJC students selected to Who’s Who Among American Junior College Students. She was inducted into the BSC Athletic Hall of Fame in 2022.

Hoistad went on to play basketball for San Diego State University, where she was awarded the first major scholarship for an out-of-state recruit and was named Most Outstanding Athlete for Women’s Basketball in 1979. In 1982 and 1983, she was selected to play on the Women’s North Dakota Amateur Basketball All-State Team, scoring a career-high 43 points.

Hoistad coached volleyball, basketball and track at the University of Mary in Bismarck, N.D., where she started the track program. She continued coaching at Center Public School in Center, N.D., where she started the volleyball program and led the girls’ basketball team to the state tournament, winning the consolation bracket. During her coaching career, she’s been nominated for Female College Coach of the Year by the North Dakota Associated Press Sportscasters and Sportswriters Association and for the North Dakota High School Activities Association (NDHSAA) Region 8 Coach of the Year.

Hoistad earned her Master of Business Administration (MBA) degree from San Diego State University with an emphasis in management and became a certified management accountant (CMA). Her post-athletic/ sports career included press operator/office manager for a print shop; operations, accounting and financial management for an international scientific, technical and medical publisher; financial controller for a sports trading card and memorabilia producer; and controller for an online retailer of motorcycle parts and accessories. She finished her working career as the financial controller for a large running and walking retailer. Deb is married, loves to travel and resides in San Diego, Calif.

Student Speaker

KAIA LEHMAN

Kaia Lehman is graduating from Bismarck State College with an Associate of Applied Science in Graphic Design and Communications. Kaia has already launched her career as a proposal specialist at KLJ Engineering in Bismarck.

During her time at BSC, Kaia was nominated to receive the 2023 allacademic USA team for North Dakota, was the recipient of the President’s Honor Roll each semester and was a member of Phi Theta Kapa. She served as a resident advisor on campus for three semesters and as the treasurer and vice president for the BSC Graphic Design and Communications Club. Kaia also served as the lead graphic designer for BSC’s student newspaper, The Mystician, during the 2022-23 academic year and ascended to the role of Editor-in-Chief for the 2023-24 term.

She received the Pinnacle College Media Award during the 2023 Associated Collegiate Press/College Media Association Fall National College Media Convention. She was awarded third place in Division II Best of Collegiate Design for Best Infographic by the College Media Association. Kaia was also announced as a winner and finalist for two illustration submissions in the Arts/Graphics/Multimedia category for the Society of Professional Journalists Region 6 Mark of Excellence Awards 2023.

Outside of work, Kaia has completed two internships, as the Sales and Marketing intern at TMI Systems in Dickinson, N.D., and in her current role at KLJ Engineering, where she will advance into a full-time role upon graduating. In her free time, Kaia teaches Sunday school at her church, Engage Church in Mandan. Originally from Dickinson; Kaia is the daughter of Marjorie and Joshua Lehman.

Alumnus of the Year

JOHN WARFORD, DDS.

John Warford, DDS, was appointed to fill out the remainder of a fouryear term on the State Board of Higher Education in December 2020.

Warford founded Warford Orthodontics in 1973, JW Cattle Company a North Dakota cattle ranch in 1976 and served as mayor of Bismarck from 2002-14. He then served as dean of the Gary Tharaldson School of Business at the University of Mary from 2014-17. He continues to operate the ranch and to practice orthodontics on a part-time basis.

Warford earned his BA, BS and DDS (doctor of dental surgery), degrees at the University of Minnesota and his master’s degree in orthodontics at Northwestern University in Illinois. He is a member of the American Board of Orthodontists, a fellow in the International College of Dentists and the American College of Dentists.

He has held many leadership roles on public boards and commissions including the Bismarck Planning Commission, Burleigh County Planning Commission, Bismarck/Mandan Metropolitan Planning Organization, North Dakota Dental Association, the American Dental Association, the North Dakota Society of Orthodontists and the American Association of Orthodontists. He also is a member of the North Dakota Stockmen’s Association and serves on the boards of the CHI St. Alexius Resource Cabinet, Bridging the Dental Gap dental clinic, and the Bismarck YMCA Board of Regents.

John and his wife Jennifer have lived in Bismarck since 1973, have four grown children, and sixteen grandchildren.

DOUG JENSEN

Dr. Douglas J. Jensen became the seventh president of Bismarck State College in July 2020, in the midst of both a global pandemic and the college’s transition to a polytechnic institution. His extensive background and experience have been valuable in creating a polytechnic educational model that engages students and industry with hands-on, applied learning to develop workforce-ready knowledge, skills and degrees.

Dr. Jensen brought over 25 years of experience in higher education to BSC and is a proud community college graduate, earning his Associate of Science degree from Community College of Allegheny County in Pittsburgh, Pa., his Bachelor of Science and Master of Science from Geneva College in Beaver Falls, Pa., and his Doctorate of Education from Edgewood College in Madison, Wis. He and his wife, Karen, have two grown sons and enjoy exploring the region with their dog, Oliver.

DAN LEINGANG

Dr. Daniel Leingang is Vice President for Academic Affairs at Bismarck State College. He joined the faculty in 2000 as an assistant professor of mathematics and was appointed Dean of Academic Affairs in 2014 and later Dean of Humanities, Arts, and Sciences. He held that position until he was named Vice President for Academic Affairs in 2017.

Born and raised in Mandan, N.D., Dr. Leingang has a Bachelor of Arts in mathematics from Concordia College in Moorhead, Minn. He holds a Master of Science in mathematics and a Doctor of Philosophy in Educational Leadership (Higher Education emphasis) from the University of North Dakota.

Rising Star

LORI FURAUS

Lori Furaus is a dedicated educator and community leader, who graduated from BSC in 2013 before earning her Bachelor of Science in Education from the University of Mary. Since then, Lori has been teaching middle school in Bismarck and coordinating the AVID program, showcasing her commitment to student success. Recently, she transitioned to a role as a field consultant at North Dakota United, answering a call to further support educators and students in the west-central region of North Dakota.

Lori’s passion for education and service is evident through her numerous achievements and community involvement. She has been elected to the Mandan public school board multiple times and received accolades such as the Pre-Service Teacher of Excellence award. With a heart for service, Lori has been actively involved in various organizations including the Mandan Dacotah Lions and the Bisman Stilettos, demonstrating her dedication to giving back to her community. Her impactful leadership extends to her role as the president of CREA and past president of the Bismarck Education Association, where she tirelessly advocates for students and educators alike. Through her engagement with BSC and commitment to promoting the benefits of community college education, Lori continues to inspire and support the growth of those around her.

Legacy Family

THE WACHTERS

Spanning multiple generations, the Wachter Family has established themselves as a beacon of generosity and commitment toward BSC. With their legacy deeply rooted in the institution’s history, Lance and Gail Wachter, along with Chad and Stacy Wachter, have demonstrated unwavering dedication. They have significantly contributed by establishing a substantial scholarship endowment, which benefits students enrolled in the Carpentry program and other technical fields. Their efforts have made it possible to award 10 scholarships annually, enabling students to achieve their educational ambitions. Furthermore, Chad’s contribution extends beyond mere financial assistance. Yearly, he generously donates a lot, allowing BSC Carpentry students to acquire practical experience through the construction of a house, the costs of which he has covered. Since 2007, Chad’s involvement with the BSC Foundation Board of Trustees has been instrumental, further emphasizing the family’s profound influence on the institution.

Dating back to 1947, the Wachter Family’s connection with BSC encompasses four generations and includes 15 family members who have attended the college. Their impact on the local community is monumental, tracing back to 1885 when they harvested ice from the Missouri River to supply local ice boxes, leading up to the establishment of the Wachter Ranch. The family’s contributions are diverse, ranging from land donations for schools and recreational facilities to public services. They have played a pivotal role in the development of Bismarck, including significant projects like Kirkwood Mall. Through their involvement in businesses such as Big Boy, Blarney Stone and Investcore, and their contributions to the development of subdivisions like Cottonwood Lake, Promontory Point and Silver Ranch, the Wachter Family’s legacy in Bismarck is unparalleled.

Phi Theta Kappa (PTK) recognizes the academic achievement of college students and provides opportunities for its members to grow as scholars and leaders. Graduates with ФΘK preceding their names have achieved a minimum institutional grade point average of 3.5 and have completed 12 or more semester hours in residence at BSC.

BACHELOR OF APPLIED SCIENCE

The Bachelor of Applied Science degree requires a minimum of 120 semester hours, including courses in general education, the program major and elective areas. Majors may be in Cybersecurity and Information Technology, Energy Management, Operations Management, Finance or Mechatronics Engineering Technology.

BSC ACADEMIC MACE

The mace dates back to the Middle Ages, when it was used as a weapon of war. Over time, the mace was adopted as a regal symbol of authority. Academic maces symbolize an institution’s authority to grant degrees.

The Bismarck State College mace was first used in 2008 at the request of President Larry C. Skogen. Designed by Michelle Lindblom, Professor of Art, the mace was crafted through a community endeavor led by the Dakota Woodturners and several BSC alumni. It is carved from North Dakota Badlands cedar, a wood native to the state.

The staff on which the mace is carried represents educational stewardship. Its three rings denote important dates in the growth of the college: September 4, 1939, the first day of classes; February 12, 1951, the day the 32nd Legislative Assembly granted the college 15 acres on the Capitol grounds for a campus site; and April 27, 1987, the day the 50th Legislative Assembly changed the college’s name from Bismarck Junior College to Bismarck State College.

The three-sided pyramid signifies BSC’s commitment to serve the community, state and nation. Each side of the pyramid contains symbols of BSC: the college seal, the tree of knowledge, and the state Capitol building. The top of the pyramid is adorned with a bronze prow representing lifelong learning.

BJC/BSC LEGACY CORDS

The Bismarck State College National Alumni Association honors graduates who have a shared legacy with parents, grandparents or siblings who have also graduated from BJC or BSC. These graduates are recognized today by wearing the green and gold legacy cords.

PHOTOGRAPHY

Please feel free to take photos of your graduate from your seat. Guests are not permitted on the arena floor during the ceremony. After the ceremony, you may join your graduate on the arena floor and use our designated photo area to capture memories of this special day.

LIVESTREAM

The BSC Commencement ceremony is being livestreamed at bismarckstate.edu and on the BSC Facebook page. After May 10th, the recorded ceremony will be available at bismarckstate.edu/Commencement.
