BSC HISTORY Created in 1939 in response to a community need for a local college, BSC was originally known as Bismarck Junior College.

The first students started classes on September 4, 1939, on the third floor of Bismarck High School with 107 full- and part-time students and 12 instructors. By the late 1940s, a new location became increasingly urgent as college enrollments soared with returning GIs. In 1951 the ND Legislature responded to an appeal from community leaders to grant the college 15 acres on the Capitol grounds for a campus site. BJC moved into its own building at 900 Boulevard Avenue in 1955.

Within a few years, the college had outgrown the Capitol site. In 1959 Harold Schafer, a local entrepreneur and founder of the successful Gold Seal Company, offered the college land overlooking the Missouri River at the northwest edge of Bismarck. Classes began on the new campus in the fall of 1961 in a single building, Schafer Hall.

In addition to the primary campus, BSC has three satellite locations. The Bismarck State College-Mandan Campus at 1831 Twin City Drive S.E. in Mandan opened in 2007 to house the Mechanical Maintenance Technology program.

The Lineworker program has long been located in its own space on the Old Red Trail in Mandan where an outdoor forest of poles provides hands-on practice for lineworker students.

BSC’s Allied Health programs will soon move from downtown to a building on campus where we’ll continue to provide state-ofthe-art classrooms and labs for Surgical Technology, Nursing, and Paramedic Technology/EMT. Part of the Bismarck Public Schools for many years, the college became part of the North Dakota University System in 1984. The college’s name changed to Bismarck State College in 1987.

Today, Bismarck State College is the third largest institution in the North Dakota University System with 3,800 students and 7,000 community members involved in continuing education and training.

Commencement Speaker & Alumnus of the Year

VERN DOSCH Vern Dosch is the President and CEO of National Information Solutions Cooperative (NISC), an information technology cooperative that develops and supports software and hardware solutions for utility cooperatives and telecommunications companies across the nation. NISC has more than 1,200 employees and 800+ member systems serving 20 million customers in 50 states, and the success of this organization has a great deal to do with Dosch, although he is quick to credit NISC’s employees and members. Dosch authentically lives and breathes the values he espouses in his book, “Wired Differently”: Do the right thing always. Serve others. Live your ethics out loud.

Dosch found meaningful work in coops early in his career. The oldest of five in a home where college was an expectation, he enrolled at Bismarck Junior College in 1971. He graduated from the University of Mary, went on to Capital Electric, then Basin before being hired at North Central Data Cooperative (NCDC) in 1986. NCDC became NISC in 2000.

Constantly hiring, NISC’s looming retirements, are creating even more opportunities. Dosch looks to the N.D. University System, the University of Mary, and particularly BSC to fill those roles.

NISC donated $50,000 to the college’s Cybersecurity and Information Technology Program in 2018, helping to grow the program’s capacity and add a Bachelor of Applied Science degree.

Married to Lynne, with three grown children and five grandchildren, Dosch is committed to his family, the people of NISC, and his North Dakota roots.

“I’ve been doing this for 44 years. If had to do it over again – if I had to start Vern’s Software Company – I’d start it here, on a windswept hill on Old Red Trail in Mandan, North Dakota.”

Student Speaker

AMANDA HAMAN Amanda was raised by her wonderful parents, Rick and Kathy Setterlund, in Mandan, N.D. She went to work for Sykes, a computer tech support company in Bismarck, following her graduation from Mandan High School in 1998. In 2002, Amanda began working as a certified nursing assistant (CNA) at Medcenter One in Bismarck.

Although her heart never left the healthcare field, she went on to pursue photography for a few years and stay home with her children. She eventually returned to healthcare as a receptionist at the Medcenter One Women’s Health Center and later the Advanced Surgical Arts Center.

In January of 2016, she enrolled at BSC for her prerequisites, returned to work as a CNA, this time in Labor and Delivery for Sanford. Amanda was accepted into the BSC Nursing Program in 2017. She earned her practical nursing degree and passed her LPN board exam in the summer of 2018.

Today, Amanda graduates with an Associate in Applied Science degree and is on her way to achieving her dream of becoming a registered nurse.

Amanda has accepted a nursing position at Sanford. She and her husband Kyle have three busy teenagers and live in Bismarck.

Rising Star

JACK GOLDEN Rising Star Jack Golden’s story is very “BSC-centric” he says. Golden was an Eagle Scout but says he wasn’t a great student. He didn’t know what he wanted to do after high school, so he enrolled at Bismarck State College and took business and political science classes. He thought maybe he’d major in Economics.

A theater class changed everything. He was surprised to find he liked the class, and it led to a scholarship, which required he take part in a BSC theatre production. His single goal was to avoid a stage role.

He was cast as a deck electrician, and in that behind-the-scenes role, Golden found his calling, and his career as a set designer has taken off.

After BSC, Golden earned a Bachelor of Fine Arts degree from North Dakota State University, then spent more than a year traveling around and working with an array of theater companies all over the country, including Thunder Bay Theatre, Ozark Actors Theatre, Theatre B in Fargo and many others. He was featured in American Theatre magazine’s “Role Call - People to Watch” in January 2018, and won the 2017 Broadway World Regional Reader’s Choice award (DC area) for “Most Creative Scenic Design (Small Professional Theatre)”.

Currently earning a Master of Fine Arts in Theater at the University of Maryland, Golden says his career, and how he got to it, have much to do with BSC. “I’m the poster child for someone who didn’t have direction and found it there. It was so unique to go to BSC and have theater be such a huge and vibrant department. They taught me the skills, but they also taught us to have passion for what we do.”

Legacy Family

THE TELLOS Francisco and Bertha Tello met as students at Central College in Pella, Iowa, in 1943. She was a music major from Minnesota. He came from Panama on a scholarship. She tutored him in English. They fell in love and married, eventually bringing their growing family to Bismarck.

Higher education was an expectation for the 10 Tello children, and all of them attended BSC. Even as they worked full time and attended school, several of the Tello siblings made time for music and theater. With a Tello (or future Tello) nearly continuously enrolled at BJC/BSC from 1965 through 1989, the college felt like an extension of the family. They knew the professors, and the professors knew them.

Francisco encouraged his brood to pursue a career in healthcare where he said the need is great and a job guaranteed. They listened. Bob, Tim, Tony, Francisco (Chico), and Ron are doctors, Kathy is a nurse, Carmen a nurse practitioner, Rick spent 42 years in laboratory management, and Judy is a retired cytotechnologist. John, an accountant, worked for a time in medical insurance. That legacy carried in the next generation as well.

One granddaughter is a radiologist, another a dermatologist, a third is a nurse and professor, and Ron’s daughter, Deanna Solhjem, is an assistant professor of biology at BSC. Over the years, the Tello family also has generously supported a number of healthcare-related organizations in the area, and this year Ron and Joyce became co-chairs of the BSC Foundation Health Sciences Campaign, bringing BSC’s health sciences programs to a larger facility on campus and expanding them to train more students.

At every step, the extended Tello family has lived up to Francisco’s longheld desire that his family serve the community where they live.

Professor Emeritus

DAN ROGERS Daniel Rogers developed and guided the theatre program at Bismarck State College for 23 years. Before moving to Bismarck in 1992, he earned a Master of Arts Degree in Theatre and Speech from Minnesota State University, Mankato, and pursued a career as an actor and director.

In addition to theater, he appeared in a wide variety of feature films, commercials, and made-for-television movies as a member of the Screen Actors Guild.

At BSC, Dan expanded the theatre curriculum, taught a wide variety of theatre and speech courses, and helped many students “find their voice.”

He directed more than 40 productions at BSC and established BSC’s participation in the Kennedy Center American College Theatre Festival (KCACTF), a national program that allows students to enter their work for peer review and provides resume building and transfer opportunities.

BSC Theatre is by far the most awarded and recognized two-year program in our seven-state KCACTF region. Dan also has worked on numerous collaborative and community outreach projects with organizations such as The Abused Adult Resource Center and Dakota Outright. Under Dan’s leadership, BSC Theatre established relationships with New York’s Tectonic Theatre Project and with The Paper Birds, an international, award-winning devised theatre company from London, England.

Since retiring in 2015, Dan has continued his work in community theatre. He is a founding board member, director, and actor for Capitol Shakespeare and a past board member for Dakota Stage. In January, Dan worked with women in an addiction recovery program to develop a devised theatre presentation for North Dakota & Adult Teen Challenge.

Dan and his wife, Marlene Anderson (Director of Library Services at BSC), have been proud residents of Mandan for 27 years.

Professor Emeritus

J. MICHAEL MCCORMACK J. Michael McCormack graduated from Bismarck Junior College in 1962 and continued his academic career at the University of North Dakota, where he received his Bachelor’s and Master’s degrees in history. He returned to BSC in 1966 upon the death of his history instructor and mentor, Colonel Wesley Wilson. After a 50-year career, he retired from his beloved classroom as a Professor of History.

During his tenure, he served as President of the BSC Education Association and as the first President of the Faculty Senate. He was a charter member of the Bismarck State College Alumni Association and later served as a Board Member of the Association and the BSC Foundation Board of Trustees.

In 1994 he was selected as The Bismarck State College Outstanding Alumnus and in 2007 received the college’s Faculty Award for Excellence.

In 2008 he received the Chamber’s Crystal Apple Award as the postsecondary outstanding teacher of the year.

Professor McCormack’s photography hobby was put to use as the “official-unofficial” photographer of the many campus events of the athletic, drama, and Foundation and Alumni Association activities. He was the Master of Ceremonies for many college events.

Additionally, he has served on the Bismarck Historical Society Board, the North Dakota Historic Preservation Review Board, and the Editorial Board of the North Dakota Blue Book. He was Project Director of the Little Big Horn Associates Annual Conferences and vice-chaired the BismarckMandan Lewis and Clark Bicentennial Committee.

NICK HACKER

Nick Hacker serves as President/CEO of North Dakota Guaranty and Title Co. (NDGT). Founded in 1955, NDGT is North Dakota’s largest title insurance and real estate closing company with operations in North Dakota, Minnesota, and Montana. Nick continues to drive new growth through strategic partnerships, acquisitions, and leadership development within his team.

Before joining NDGT, Nick spent three years in Washington, D.C., working in Government Affairs.

Prior to his time in Washington, D.C., he spent five years as a business development manager in the Red River Valley focused on real estate development.

Nick served in the North Dakota State Senate from 2004-2008 in District 42. During his tenure, Nick vice-chaired both the Political Subdivisions and Industry Business and Labor committees. He received a Bachelor of Arts degree in Managerial Finance and Real Estate from the University of North Dakota in 2005.

His passion for service continues through his leadership in numerous organizations including: North Dakota State Board of Higher Education, Stewart Title Insurance Agency Advisory Board, Greater North Dakota Chamber Board, Delta Tau Delta Education Foundation, and several committees of the American Land Title Association.

LARRY C. SKOGEN

Dr. Larry C. Skogen began his tenure as BSC’s sixth CEO in 2007. In June 2013, he became Acting Chancellor of the North Dakota University System. He then served as Interim Chancellor from November 1, 2013, until June 30, 2015, when he returned to BSC. Retired from a career in the U.S. Air Force, Dr. Skogen has been a high school teacher and college faculty member in a variety of military and civilian institutions, including the U.S. Air Force Academy. He is author of works about federal Indian policies and the history of the American West.

A native of Hettinger, Dr. Skogen has a Ph.D. in history from Arizona State University, Tempe; an M.A. in history from the University of Central Missouri, Warrensburg; and a B.S. in secondary education from Dickinson State University.

DAN LEINGANG

Dr. Daniel Leingang is Vice President for Academic Affairs at Bismarck State College. He joined the faculty in 2000 as an assistant professor of mathematics and was appointed Dean of Academic Affairs in 2014 and later Dean of Humanities, Arts, and Sciences. He held that position until he was named Vice President for Academic Affairs in 2017.

Born and raised in Mandan, N.D., Dr. Leingang has a B.A. in mathematics from Concordia College in Moorhead, M.N. He holds a M.S. in mathematics and a Ph.D. in Educational Leadership (Higher Education emphasis) from the University of North Dakota.

Phi Theta Kappa Phi Theta Kappa is the international honor society of two-year colleges. Graduates with preceding their names have achieved a minimum cumulative grade point average (GPA) of 3.5, completed 12 or more semester hours in residence and have been enrolled either part-time or full-time. Phi Theta Kappa graduates are wearing gold stoles and gold tassels as part of their graduation regalia.

BACHELOR OF APPLIED SCIENCE IN ENERGY MANAGEMENT These students are receiving Bachelor of Applied Science degrees in Energy Management. The BAS degree requirements include completing a total of 120 semester hours of course work, with a minimum of 30 semester hours of upper division level courses, and at least 30 hours of the required semester hours from Bismarck State College.

Associate in Arts and Associate in Science These degrees are awarded to students who are following programs similar to those of baccalaureate degrees. Both degrees are designed to meet basic requirements for general education, as well as to provide a beginning in preprofessional studies, with the Associate in Science intended for students going into science-related fields. The mace dates back to the Middle Ages, when it was used as a weapon of war. Over time, the mace was adopted as a regal symbol of authority. Academic maces symbolize an institution’s authority to grant degrees.

The Bismarck State College mace was first used in 2008 at the request of President Larry C. Skogen. Designed by Michelle Lindblom, Professor of Art, the mace was crafted through a community endeavor led by the Dakota Woodturners and several BSC alumni. It is carved from North Dakota Badlands cedar, a wood native to the state.

The staff on which the mace is carried represents educational stewardship. Its three rings denote important dates in the growth of the college: September 4, 1939, the first day of classes; February 12, 1951, the day the 32nd Legislative Assembly granted the college 15 acres on the Capitol grounds for a campus site; and April 27, 1987, the day the 50th Legislative Assembly changed the college’s name from Bismarck Junior College to Bismarck State College.

The three-sided pyramid signifies BSC’s commitment to serve the community, state, and nation. Each side of the pyramid contains symbols of BSC: the college seal, the tree of knowledge, and the state Capitol building. The top of the pyramid is adorned with a bronze prow representing lifelong learning.
