BSC HISTORY Created in 1939 in response to a community need for a local college, BSC was originally known as Bismarck Junior College.

The first students started classes on September 4, 1939, on the third floor of Bismarck High School with 107 full- and part-time students and 12 instructors. By the late 1940s a new location became increasingly urgent as college enrollments soared with returning GIs. In 1951 the ND Legislature responded to an appeal from community leaders to grant the college 15 acres on the Capitol grounds for a campus site. BJC moved into its own building at 900 Boulevard Avenue in 1955.

Within a few years the college had outgrown the Capitol site.

In 1959 Harold Schafer, a local entrepreneur and founder of the successful Gold Seal Company, offered the college land overlooking the Missouri River at the northwest edge of Bismarck. Classes began on the new campus in the fall of 1961 in a single building, Schafer Hall.

In addition to the primary campus, BSC has three satellite locations. BSC’s Allied Health programs in downtown Bismarck provide state-of-the-art classrooms and labs for Surgical Technology, Nursing and Paramedic Technology/EMT. The Bismarck State College-Mandan Campus at 1831 Twin City Drive S.E. in Mandan opened in 2007 to house the Mechanical Maintenance Technology program.

The Lineworker program has long been located in its own space on the Old Red Trail in Mandan where an outdoor forest of poles provides hands-on practice for lineworker students.

Part of the Bismarck Public Schools for many years, the college became part of the North Dakota University System in 1984. The college’s name changed to Bismarck State College in 1987.

Today, Bismarck State College is the third largest institution in the North Dakota University System with nearly 4,000 students and 13,000 community members involved in continuing education and training.

Commencement Speaker

GREG TEHVEN After traveling around the world, Greg Tehven returned home ready to stop being a tourist and prepared to take action. Tired of his beloved city of Fargo, North Dakota, being perceived as a cold, barren wasteland devoid of talent, this fifth-generation North Dakotan set out to change his city’s unfair reputation. Greg was proud of his city and everything it had to offer; he just had to decide how to shine a spotlight on thriving Fargo. As an advocate for the creative class, Greg decided that his solution would involve the arts, a network of innovative thinkers, and plenty of untested methods. And he was going to have some fun along the way.

With this in mind, Greg founded TEDxFargo, which has brought together audiences to share ideas about community. Emerging Prairie, of which Greg is a co-founder, celebrates the entrepreneurial spirit of Fargo-Moorhead by hosting a wide array of events and initiatives and highlighting the region’s innovators. Greg believes in learning by doing, which is why he created Startup Weekend, an event at which entrepreneurs work in teams to build on startup ideas. With all these projects (and more), Greg invited the rest of the world to forget what they might have heard and to look at Fargo’s young, flourishing, creative community. Greg inspires and is inspired by the artists and entrepreneurs who have taken the already bright spots and helped them to become beacons. Now, it is easy for everyone to see that Fargo has thinkers and doers.

Greg is a graduate of University of Minnesota Twin Cities, where he cofounded Students Today Leaders Forever (STLF). The Engaged Philanthropy Conference awarded STLF the 2008 Social Entrepreneur’s Cup, an honor recognizing Minnesota’s top innovator for social change. TIME magazine featured STLF and its Pay It Forward Tour program in the article, “21 Ways to Serve America.” In 2010, STLF was recognized as the first organization to complete its Accountability Wizard review for Charities Review Council’s new accountability standards. Greg continues his education as a student of the Stanford Graduate School of Business’ Executive Education course on social entrepreneurship. Greg was chosen as the 2015 North Dakota Information Technology Champion of the Year, and he has served on the boards of Teach for America Twin Cities, Myriad Mobile, and the West Fargo Education Foundation. Student Commencement Speaker

MATALYN LUND Matalyn Lund is a second-year student at Bismarck State College and is graduating with both an Associate in Arts degree and an Associate in Science degree. After concluding her time at BSC, Matalyn will continue her education at Minnesota State University-Moorhead pursuing a degree in Elementary Education.

Originally from Wyoming, Matalyn moved to Bismarck at the age of five. She attended Miller Elementary School, Simle Middle School, and graduated from Bismarck High School in 2015. An avid participant in extra-curricular activities, Matalyn played soccer in high school and has played the saxophone since 5th grade. She is currently a member of the BSC Wind Ensemble as well as the BSC Jazz Ensemble. Matalyn is also a Resident Assistant in Swenson Hall.

Matalyn is the daughter of James and Amy Lund. She has two younger brothers, Nathan and Aaron. She is very close to her family and enjoys spending time with them watching television, traveling, and having MarioKart tournaments.

Matalyn is a Simle Middle School soccer coach and is currently on her second season of coaching 8th grade girls. This past fall she coached her first season of 6th grade boys. She is also a summer camp counselor at Camp of the Cross Ministries in Garrison, North Dakota, and will be working there again this upcoming summer.

Matalyn is an active member of the Good Shepherd Lutheran Church youth group and has participated in numerous church volunteer opportunities, including two trips to El Salvador and National Youth Gatherings in New Orleans and Detroit.

Alumnus of the Year

BOB MARTINSON In 2017 Bob Martinson achieved a milestone. He became the longest serving North Dakota representative currently in office – a veteran of 22 legislative sessions. It’s a job that doesn’t get old for him. Every session has him excited to get going again. “I’m like a brand new kid at kindergarten,” he says.

Martinson is known for his fair, consistent legislation and an insightfulness that has served his district and the state of North Dakota well since he was first elected in 1972. He was Majority Leader from 1993-95, then stepped down from office in 1997 to serve as the North Dakota Tourism Director. He ran again successfully in District 35 in 2000 and has been in office since.

Martinson serves on the Appropriations Committee as well as the committee’s Education and Environment Division. He also chairs the House Procedural Committee on Employment.

Martinson graduated from BSC in 1967 and earned a bachelor’s degree from the University of Mary. He is retired from the North Dakota Army National Guard as a Lieutenant Colonel.

Martinson is an enthusiastic traveler, a proud patriot, and a “died in the wool (Bismarck High School) Demon.” He’s married to Dr. Jodi Roller and is a member of the American Legion, AMVETS, Elks, Moose and Eagles.

Rising Star Award

JUSTIN REINICKE Justin Reinicke was uninspired in high school and didn’t go straight on to college. He entered the workforce but after a while began thinking about what might come next. “I knew in the back of my mind that I had potential, and I didn’t want it to go to waste.”

He decided to pursue his childhood dream of becoming a marine biologist. He enrolled at BSC and took 18-21 credits per semester earning straight As. He graduated with two associate degrees, and went on to double major in Biochemistry and Marine Biology at Hawaii Pacific University (HPU), graduating summa cum laude.

Today he works as an Instrument Specialist for the Daniel K. Inouye College of Pharmacy at the University of Hawaii at Hilo, and is in the early phases of starting up an aquaculture business. He’s translated the hunting and fishing tradition he learned in North Dakota to spearfishing and free diving in the Pacific Ocean.

Reinicke is living his dream and says the opportunities BSC provided were influential in that.

“Higher education is an investment in one’s life. I think a good place to start is having dreams and aspirations, knowing that you want something good for your life, and then knowing college can help you get there.”

Legacy Family

GILCHRIST FAMILY All five Gilchrist siblings tell the same story about their time at Bismarck State College: The teachers were outstanding, and their years here were the most rewarding of their college careers.

Marie (Pinky), Kevin, Bridget, Chad and Martha all graduated from what was then Bismarck Junior College between 1973 and 1983. All went on to earn four-year degrees, and several earned advanced degrees.

Their father Frank Gilchrist attended BSC for one semester, then went to Creighton College in Nebraska on the GI Bill. He worked for the state of North Dakota. Barbara Gilchrist didn’t attend college but was adamant that her children would.

“With our parents there was the assumption that we were going to college,” Bridget (Gilchrist) Whittey (’78) says. “BJC was a great value and a great education.”

The Gilchrist siblings felt well prepared to go on after BSC. All five cite the lasting influence of instructors like Paul Swanson, Frank Koch, Woody Wilson, Ray Heid and Mike McCormack among others.

“I think that the level of instruction was unparalleled,” Kevin says.

In honor of their experiences and to remember their father, a renowned high school, college and amateur basketball player, Chad Gilchrist (’80) established the Frank Gilchrist Scholarship in 2002 for a basketball player with good grades.

“We didn’t have any money, we all lived at home, worked full-time and went to school. A community college gives kids a good start.

College is expensive, and that makes community colleges even more important,” Chad says.

“Our whole family is a huge believer in BSC. It’s pure gold up there,” Marie says.

GREG STEMEN

Greg Stemen began his term of service with the State Board of Higher Education July 1, 2015.

Stemen currently serves as the branch manager of First Community Credit Union in both Oakes and Valley City. Prior to that position he served as the president and branch manager of the First State Bank of North Dakota in LaMoure, N.D. Stemen previously served as a lending officer at Great Plains National Bank and as a physician recruiter at MedCenter One. Before that, he was the winningest coach in the history of the Southwest Minnesota State University’s men’s basketball program. Stemen also does color analysis for college basketball games on Midco Sports Network.

A resident of Oakes, N.D., Stemen holds a Bachelor of Science in mathematics education from Valley City State University and a Master’s of Education in educational leadership from Southwest Minnesota State University. Currently, Stemen serves on the board of the North Dakota State Veteran’s Home. He has held membership on the North Dakota Bankers Association Ag-Lending Committee, the Dakota School of Banking Advisory Board, and served as a board member for LaMoure Community Development and for St. Rose Care Center in LaMoure. He has also been president of the Fort Ransom Community Club, president of Litchville-Marion Dollars for Scholars, treasurer for Grace United Methodist Church, and was also a member of the National Association of Basketball Coaches NCAA II Congress.

LARRY C. SKOGEN

Dr. Larry C. Skogen began his tenure as BSC’s sixth CEO in 2007. In June 2013, he became Acting Chancellor of the North Dakota University System. He then served as Interim Chancellor from November 1, 2013 until June 30, 2015, when he returned to BSC. In addition to serving as BSC’s President, Dr. Skogen is currently serving as Interim Provost and Vice President for Academic and Student Affairs.

Retired from a career in the U.S. Air Force, Dr. Skogen has been a high school teacher and college faculty member in a variety of military and civilian institutions, including the U.S. Air Force Academy. He is author of works about federal Indian policies and the history of the American West.

A native of Hettinger, Dr. Skogen has a Ph.D. in history from Arizona State University, Tempe; an M.A. in history from the University of Central Missouri, Warrensburg; and a B.A. in secondary education from Dickinson State University.

Phi Theta Kappa Phi Theta Kappa is the international honor society of two-year colleges. Graduates with preceding their names have achieved a minimum cumulative grade point average (GPA) of 3.5, completed 12 or more semester hours in residence and have been enrolled either part-time or full-time. Phi Theta Kappa graduates are wearing gold stoles and gold tassels as part of their graduation regalia.

BACHELOR OF APPLIED SCIENCE IN ENERGY MANAGEMENT These students are receiving Bachelor of Applied Science degrees in Energy Management. The BAS degree requirements include completing a total of 120 semester hours of course work, with a minimum of 30 semester hours of upper division level courses, and at least 30 hours of the required semester hours from Bismarck State College.

These degrees are awarded to students who are following programs similar to those of baccalaureate degrees. Both degrees are designed to meet basic requirements for general education, as well as to provide a beginning in preprofessional studies, with the Associate in Science intended for students going into science-related fields. The recipients of these degrees must satisfactorily complete 60 semester hours of course work and earn at least 120 honor points. They must also satisfy specified requirements in communications; arts and humanities; social and behavioral sciences; math, science and technology; diversity and enrichment courses.

Granting of this degree indicates that the student possesses basic knowledge necessary for entrance into a specific career field. BSC ACADEMIC MACE The mace dates back to the Middle Ages, when it was used as a weapon of war. Over time, the mace was adopted as a regal symbol of authority. Academic maces symbolize an institution’s authority to grant degrees.

The Bismarck State College mace was first used in 2008 at the request of President Larry C. Skogen. Designed by Michelle Lindblom, Professor of Art, the mace was crafted through a community endeavor led by the Dakota Woodturners and several BSC alumni. It is carved from North Dakota Badlands cedar, a wood native to the state.

The staff on which the mace is carried represents educational stewardship. Its three rings denote important dates in the growth of the college: September 4, 1939, the first day of classes; February 12, 1951, the day the 32nd Legislative Assembly granted the college 15 acres on the Capitol grounds for a campus site; and April 27, 1987, the day the 50th Legislative Assembly changed the college’s name from Bismarck Junior College to Bismarck State College.

The three-sided pyramid signifies BSC’s commitment to serve the community, state and nation. Each side of the pyramid contains symbols of BSC: the college seal, the tree of knowledge and the state Capitol building. The top of the pyramid is adorned with a bronze prow representing lifelong learning.
