LETTER FROM THE CHAIR 2021 was a BIG year for the Bismarck Mandan Chamber EDC. I don’t want to give anything away or stop you from reading the rest of this year’s Annual Report, but here’s a preview of just what made this past year a very successful one: •

The Chamber EDC increased both the number of new members and returning members which led to the organization growing by approximately 6%.

The Chamber EDC successfully advocated at both the ‘regular’ 2021 Legislative Session and the ‘special’ Legislative Session later in the year.

•

The Chamber EDC fostered economic growth by partnering with the City of Mandan and State of North Dakota to help Cloverdale undergo a $20+ million expansion.

•

And the Chamber EDC introduced two brand new events!

You can read more about all of those successes and more in the following pages, but suffice it to say you have much to be proud of as Chamber EDC Members. I say that because after all, the Chamber EDC is your organization. There is no law or mandate that requires organizations like ours to exist or an expectation that businesses will simply be members because “it’s the right thing to do.” No, we only exist because of your support and we have to earn that support every single year by delivering results like those I mentioned above.

And we’re not done yet, either.

As successful as 2021 was for both the Chamber EDC, we’re looking to top that with an even bigger 2022 by following the unofficial slogan of “one at a time.” That means that we’re going to build our 2023 Legislative Agenda one meeting with our legislative agenda at a time. We’re going to further our economic development efforts one successful project at a time. And we’re going to grow this organization by gaining or keeping one member at a time.

STRATEGIC PLAN The Chamber EDC’s 2020 – 2022 Strategic Plan is broken down into four individual goals with associated objectives and action items. The Strategic Plan guides our efforts and quantifies our value proposition to the more than 1,200 members who support us. In other words, it tells our members exactly what their membership investment was used to accomplish. Each of the Strategic Plan’s four goals are listed below along with highlights of what we’ve achieved to address each of those goals.

GOAL: SERVE AS AN ADVOCATE FOR BUSINESS OBJECTIVE: Represent Members through Collaboration and an Effective Advocacy Strategy at the State & Local Level

OBJECTIVE: Be an Active Voice for Business on Federal Policy

ACTION ITEM: Serve as a connection between area industry and legislators to encourage discussion and to ensure all parties are informed of priorities during the legislative process.

ACTION ITEM: Provide opportunities for North Dakota’s Congressional Delegation to interact directly with Chamber EDC Members.

The Chamber EDC advocated the 2021 Legislative Agenda which resulted most notably in the passage of legislation that will enable political subdivisions such as cities and counties to ask voter approval of a street utility tax as an alternative to special assessments on street maintenance projects.

The Chamber EDC hosted individual meetings with Senator Kevin Cramer and Representative Kelly Armstrong where members of the Chamber EDC Staff, Board and Government Affairs Committee Leadership were able to convey those issues impacting our members. The Chamber EDC will look to do so again in 2022 with the entire Congressional Delegation.

GOAL: OPERATIONAL EFFICIENCY OBJECTIVE: Organizational Efficiency

OBJECTIVE: Organizational Efficiency

ACTION ITEM: Regularly and during times of Staff transition, evaluate job duties and responsibilities to ensure maximum efficiency.

ACTION ITEM: Annually review organizational documents such as Bylaws, CIP and technology plan and consider the development of a continuity plan.

The Chamber EDC Staff was reorganized to create a Sales & Events team with specialists in both sales and events in order to increase revenue, attendance, etc. The result has been increased attendance at existing events, the creation of new events and a record setting Total Resource Campaign in 2021.

With guidance from Chamber EDC Volunteers, Staff developed and presented a new salary policy & salary scale in an effort to operate as much like for-profit members as possible. The policy was ultimately adopted by the Chamber EDC Board and implemented in 2021.

STRATEGIC PLAN GOAL: POSITION BISMARCK-MANDAN AS A DESTINATION FOR TALENT OBJECTIVE: Enhanced Business Development Efforts

OBJECTIVE: Expanded Talent Attraction & Workforce Development Efforts

ACTION ITEM: Promote and support effective local and state business assistance programs

ACTION ITEM: Strengthen the Chamber EDC’s talent attraction efforts with a focus on social media, online, and printed marketing materials.

The Chamber EDC partnered with the State of North Dakota, City of Bismarck and City of Mandan to help local manufacturers Cloverdale Foods and Innovative Solutions expand their operations. Value-added agriculture and equipment manufacturing are two of the Chamber EDC’s targeted industries for business attraction and retention.

Via a partnership with KK BOLD, the Chamber EDC launched a formal talent attraction campaign during the 2021 holiday season which targeted Bismarck-Mandan expatriates, graduates, etc. living in other areas of the United States.

The campaign utilized Facebook, Google and other online resources to target that audience with advertisements highlighting new developments here in Bismarck-Mandan.

GOAL: RECRUIT AND RETAIN CHAMBER EDC MEMBERS. OBJECTIVE: Recruit & Retain Members

OBJECTIVE: Provide Services & Programs Relevant to our Members

ACTION ITEM: Formalize the organization’s membership retention strategy and increase the utilization of the Board and all Chamber EDC Staff.

ACTION ITEM: Regularly review all Chamber EDC programs and events to identify areas for change, potential improvements and more.

Chamber EDC Staff enacted strategy by which each Staff member contacts two Chamber EDC Members every week to pro-actively update contact information, update them on upcoming events and determine if there’s any other assistance needed. This policy resulted in the Chamber EDC’s membership retention increasing from approximately 90% to approximately 95% in 2021.

The Chamber EDC introduced two new events in 2021; the Indoor Golf Tournament and 12 Tastes of Christmas. The Indoor Golf Tournament is a companion event to the existing Chamber EDC Golf Scramble while the 12 Tastes of Christmas is a new networking event and replacement to the former Holiday Mixer.
