We get asked this fairly often, usually by someone who has parts in service that are looking worn but are otherwise sound, and who wants to avoid the cost and time of a full strip. The answer depends on the condition of the existing coating, the substrate underneath, and what performance the new coating needs to deliver. In some situations recoating over an existing finish is acceptable. In most industrial applications it is not.

Why Coating Over Existing Finish Is Usually a Problem A powder coating bonds to a substrate through two mechanisms: mechanical adhesion to the conversion coating on the metal surface, and chemical adhesion driven by the curing reaction. When you coat over an existing finish, you are bonding to the old coating rather than the metal. The new coat is only as strong as the bond between the old coat and the substrate beneath it. If that existing bond is compromised in any way — by age, by UV degradation, by osmotic blistering that has not yet broken the surface, or by any contamination — you will not be able to see it before you apply the new coat. And you will not know it is there until the whole system fails, usually taking both layers with it. There is also a practical thickness problem.
