CONSTRUCTION COMPLIANCE IN BANANA ISLAND
The Legal and Compliance department of BIPORAL will continue to complement the activities of the Lagos State Government through her building control agencies (LASPPPA, LASBCA & Land’s Bureau). This partnership is aimed at enforcing full compliance with laid-down laws on construction and building activities within the estate
This department will also ensure developers adhere to the Estate construction rules and regulations. We aim to ensure that all buildings constructed in Banana Island meet the highest safety standards, providing all residents with a secure and comfortable environment. To ensure all property owners stay informed with applicable laws regulating construction activities within the Estate, the BIPORAL Executives, through the administrative office, have compiled a set of guidelines for property owners, buyers, and developers to ensure that their buildings are safe for their occupants.

BIPORAL will work closely with the Lagos State Government to ensure proper regularization of building documents. To fast-track this regularization process, BIPORAL has provided temporary office space for these agencies.This gesture is to afford residents a seamless opportunity to perfect all building approvals and land documentations.
Property owners and Developers that are yet to complete their building documentation now have the privilege to do so from the 1st of July 2023 at the Estate power station off Borno Street, by 2nd second avenue junction.
Construction Rules In Banana Island
Document Verification: It is expedient to have your land documents ( a copy of the survey plan and proof of ownership, i.e., Deed of Assignment or Certificate of Occupancy) for proper verification before commencing construction.
These documents will be submitted to the BIPORAL Legal and Compliance office, after which the site will be registered, and a joint site identification visit will follow to establish the actual size and location of the beacons.
Subdivision of Plots: No plot can be subdivided without the consent of the Federal Ministry of Works and Housing. All subdivided properties should be communicated to BIPORAL by submitting a copy of the old survey and the new survey showing the subdivision and a deed of partition showing the Honourable Minister's consent.
Federal Fire Service Certification: All construction sites must have authentic Federal Fire Service certification before commencing construction works
LASBCA Certification: Lagos State Building Control Agency certification must be obtained at each stage before proceeding to the next phase of construction work.
Plot Extension: A plot can only be extended with the consent of the Federal Ministry of Works and Housing. A copy of the old and new surveys and the National Inland Waterway Authority (NIWA) permit for reclamation showing approval for plot extension should be submitted to BIPORAL before construction begins.
Existing Utilities: Owners/Buyers/Developers should contact the BIPORAL office regarding existing utilities in the Estate such as Street Lights, Landscape, infrastructure including trees, maintenance holes, chambers, valve or hydrant markers, and electricity distribution equipment
