California is leading the development of The Science of Life like no other place. Biocom has focused its 2020 Strategic Vision on Communicating and raising awareness of the exceptional pioneering science and development in California; powering Collaboration among the state’s resources and; Accelerating the outcomes achieved through the state’s advocacy, mastery programs and networking. Our continued efforts each year to increase Communication and foster Collaboration are what will drive our five year goals of Accelerating the progress made by California’s life science sector. The future of The Science of Life will be profoundly impacted by groundbreaking science driven by the clusters within California. San Diego, Los Angeles and the Bay Area are leading the world in the areas of Digital Health, Personalized Medicine, Brain Science and Genomics. Daily breakthroughs are being made in the fields that impact human health in significant ways, including unearthing important clues as to the cause of and potential treatments for Alzheimer’s and other serious diseases. We’re also discovering mechanisms in the body and mind that were previously unknown. The confluence of science talent, experienced leadership, world-class research and capital are propelling momentum in California that is accelerating discovery and development of technologies to improve the human condition and our well being. Biocom’s five-year 2020 strategic plan sets forth a visionary path for our industry’s next era of growth, including the strategy and tactics for getting there. Biocom’s executive leadership and board of directors will update this plan annually to incorporate newly emerging opportunities and input from our expanding base of members. This is a transformational time for those who work in the life sciences industry. You simply must be connected to California to be a part of the new generation creating the changing Science of Life.

COMMUNICATE: Share the message California is so much more than sunshine and sandy beaches—we work hard and play hard. Our life science sector is fueled by top-tier research institutions, universities, breakthrough discovery and fast-paced start-ups. We are at the epicenter of the world’s leading genomic cluster, with established pharmaceutical and medical device companies, digital health and so much more. Biocom creates international buzz for our flourishing state to support our members, attract our top workforce, promote legislative initiatives and transform healthcare. Through an array of targeted messages and effective communications strategies, including video and media outreach, Biocom will attract the next generation of life science talent, raise public awareness of California’s compelling role in the Science of Life and appeal to new businesses looking to expand in a supportive, vibrant biotech ecosystem. Biocom will also work to attract growing and established global and national life science leaders and business to expand to the California market. Over the next five years, we’ll communicate with: • The inquisitive public. We’ll educate the community at large on the importance of genomics and of the larger Science of Life industry, and let them in on the amazing work that’s happening in their region. • Policymakers. We will develop timely, easy-to-digest educational materials on our industry’s high-priority issues to familiarize lawmakers with life science and help them understand the vast economic impact. Biocom will also work with member companies to give them the tools to more effectively engage their employees helping to shape policy development, and build a roster of regional scientists and companies who are willing to speak with policymakers or the public on top issues.


• Venture and partnering community. Biocom will further cement our role as a conduit for connecting member companies and organizations to creative sources of funding. • Your stakeholders. Biocom plans to create a polished toolkit of facts, figures and case studies to highlight the benefits of doing business in California. We will highlight key metrics that members can easily share with others including: drugs developed in our state, our extraordinary talent, economic impact data and investor activity. • Niche member segments. Biocom will communicate the past successes of our purchasing group, CRO initiative and other key programs to help niche member segments leverage Biocom’s resources to their fullest benefit. • Millennials. We track workforce trends and know that in California, we’ve got the key elements that the next generation of scientists and CEOs are seeking. We’ll focus on the benefits that carry the most weight, including social engagement, as we engage young workers with our community. • The future workforce. Create opportunities for students to complete and archive informational interviews of life science professionals using podcast or video as a medium. • Company CEOs. We will reach out to companies in targeted national and international markets to attract the best and most complimentary technologies to our region. We will connect, engage and highlight the talent and thought leadership that exists here in California. Key Goal: Firmly position California’s role globally as the preeminent state for precision medicine, genomics and cutting edge life science. • Develop a storytelling series that shares important business lessons from fellow members, with topics such as developing successful deals, working with the FDA, recruiting top talent, securing capital and more. • Recruit and retain new members throughout California, creating greater strength in membership and becoming an even more powerful draw for life science companies and service providers. • Develop a comprehensive portfolio of significant and relevant business tools and discounts for members—providing an economic advantage to at least 80 percent of our member companies including major pharmaceutical and medical device companies. • Share the best supply chain and procurement practices from subject matter experts in a format that’s easy to use and consistently at the forefront of industry trends. • Produce the California Science of Life Workforce Conference to bring together industry companies, policy makers, academics, job seekers and students to discuss issues surrounding careers in the life sciences. • Expand the Demand for Talent Report to include state-wide data.

COLLABORATE: Build Bridges Biocom effectively partners with academic organizations, industry, government entities, business advisors and life science clusters around the world to build a collaborative, supportive, knowledgesharing environment. From California to Japan, we orchestrate programs and events that optimize and capitalize on the many diverse skills and business objectives of our members. Biocom seeks to develop stronger partnerships with potential collaborators throughout California and evaluate opportunities for joint collaborations when greater member value will result. Over the next five years, we’ll collaborate with: • Global organizations. Seek out international partnerships that benefit the California Science of Life industry. • The local community. Act on opportunities for greater engagement with other California communities— for example, maximizing opportunities with the Biocom Institute Festival of Science and Engineering to expose kids from disadvantaged communities to industry and science. • Regional life science champions. Collaborate with our newly formed partnerships in Los Angeles County and the San Francisco Bay Area to connect the entire California region both domestically and internationally. • Family offices and super angels. Develop a network to increase early-stage investment and help these organizations connect with California companies. • Members. Work with members on a solution that fills their needs for easier policy involvement and develop a state-of-the-art online career portal to serve as the go-to job board for both California companies and job seekers. We will create marketing, events, and direct business development initiatives that are tactful, industry-driven and focused on thought leadership to help Biocom members achieve success. • Universities. Together, we will identify ways to improve tech transfer and help ease any law or policy hurdles acting as a barrier. We will also research and propose new degree programs that match workforce gaps. • Mentors and thought leaders. Using the hundreds of subject matter experts within our advisory and ad hoc committees and members, we’ll create an accessible repository to share best practices, access mentors and pose questions to the collective membership. We’ll connect with sector leaders to ensure committees reflect all sides of the always evolving industry—representing pharma, technology, data, devices and more. • Vendors. Further develop our customer base throughout California to improve our leverage at the negotiating table and secure bigger and better contracts for our members. • Regional supply chain specialists. The Biocom Purchasing Group will identify and engage supply chain professionals within the life science community and plug them into our existing processes to increase the collective knowledge base of our organization and its members. We also will establish a connection with a local supply chain management certification program and other higher education procurement programs to create synergies across the greater California landscape. Key Goal: Invigorate the student community of California, helping them experience life science and preparing them for a rewarding career in industry or academia. • Develop programming for Ph.D.’s and post-docs to help them learn about working in industry and manage the transition. • Expand Biocom’s Teacher Fellows program to include summer internships. • Organize a regional life science data hack-a-thon. • Facilitate a regional approach to life science internships for students at all levels. • Lead the charge in accelerating companies with “right brainers” and the move from STEM to STEAM.

We are the place where every leading pharmaceutical and life science-related company will want to have a workforce—the place where young talent will gravitate in greater numbers than ever before, because they will find unlimited opportunity here, and where the future of healthcare will be generated. As Biocom’s membership grows by 2020 to more than 1,500 member companies, we will become an even greater force in shaping the Science of Life industry and ensuring our members’ success. Our efforts over the next five years will Accelerate: • California’s Prominence. California will become the world center in genomics, a powerhouse in digital health development, a pioneer in brain science breakthroughs and a creative force in delivering personalized medicine and molecular diagnostics attracting top researchers and companies to the region. The state will be the epicenter for big data and analytics, accelerating understanding of the Science of Life. • Positive life science policy environment. Biocom will affect or initiate policy at all levels of government which aids in company formation, capitalization and ensure that California is the best place to work and live. • Capital development. We will become the top state for capital investors, large pharmaceutical partnerships and new sources of financing. We will leverage state-of-the-art technology to identify new sources of capital for member companies. • R&D. We seek to become even more of an R&D powerhouse that continues to attract the attention of large pharma in California and all over the world. • Talent attraction. California is where you can have it all. You can work for fast paced start-ups, world class companies and top notch institutions while having an active lifestyle within a vibrant community. We will work with colleges and universities developing courses and training to ensure the workforce matches the needs of our companies to accelerate success. • California’s unity. We will foster broad media coverage to highlight California as a world leader in the Science of Life, supported by Biocom and the strengths of our members, which will help attract investor dollars and recruit new life science companies and talent to California. • The CRO industry. We already are on track to become the CRO capital of the world. By 2020, we will meet that goal in quantifiable measures. • The City of San Diego. Biocom will explore the exciting possibility of establishing a life science base in downtown San Diego, which would invigorate the central business district and further increase biotech’s integral role in the city’s culture and economy. • Career-boosting events. By leveraging our world-class facility and our investments in technology, our events and training will better serve scientists, operational leadership, and business development professionals within our member companies. • Member-to-member connections. Through our expanded programs and offerings, Biocom will stimulate productive networking and business-to-business activity. • Savings in key areas. By increasing our customer base and partnering with key organizations we will drive our annual savings above $1 billion. Together, we can target notoriously stingy contract areas and extract significant savings for members.

COMMUNICATE • Significantly increase local, regional and global visibility around the diverse technology, research and development and sustainable opportunities that California has to offer, and strategically, appropriately, and selectively highlight San Diego, Los Angeles and San Francisco Bay Area clusters for maximum impact. • Continue to build and strengthen relationships with elected officials, ensuring awareness and knowledge of the evolving California life sciences industry. • Utilize the Biocom website and available technology so that member company employees can directly contact policymakers on subjects of immediate interest and concern, to reach current and prospective members, to conduct quarterly surveys within our Advisory and RFP Committees to identify unmet contract areas and procurement needs and to better understand member companies capital development needs. • Measurably increase awareness of member to member resources throughout California and highlight the growth, strength, and breadth of services and purchasing group contracts Biocom provides to all members. • Expand the California Life Sciences Workforce Trends report to include more robust data for California by region. • Continue refinement of all newsletters and publications to increase readership and incorporate strategic material of interest to Biocom members.

COLLABORATE • Strengthen partnerships and identify ways to increase engagement between policymakers and industry representatives; with pharma, big biotech, medical device and academia; with Super Angels and family offices; with Veterans; with members and their financial needs; with CROs and with other membership segments all focusing on strengthening the California Science of Life community. • During year two of our expansion into LA County, work on strengthening partnerships throughout the Los Angeles life science community and implement marketing, events and business development packages to drive membership, engagement and create synergies across California. • Cultivate events with a focus on securing key industry speakers for all programming, educational seminars and conferences. Target various sectors of the overall Biocom membership, increasing the geographic reach of events while ensuring a diverse mix of attendees and robust networking opportunities. • Identify and convene stakeholders to begin planning for the first California Life Science Workforce Conference. • Develop a better understanding around and create an awareness for human centered design to help companies learn how to humanize technology and improve patient adoption, adherence and experience. • Increase and expand STEM program offerings for all ages with a focus on disadvantaged youth, including the creation of a Biocom Institute Diversity Committee and identify all of the A’s in our current STEM initiatives as a precursor to the importance of the shift to STEAM. • Maximize the Biocom Institute’s leadership position to promote public health and wellness initiatives and create streamlined opportunities to engage in more meaningful ways in the areas of STEM, Workforce and Entrepreneurship.
