To make it easy for you as you relocate to the Billings area, we have gathered the following resources to make your transition simple and efficient. You can also reach out to the Billings Chamber of Commerce at (406) 245-4111 for additional information and guidance.

VEHICLE REGISTRATION

Under state law, all motor vehicles including motor homes; motorcycles and quadri-cycles; travel trailers; utility trailers; all-terrain vehicles; sailboats over 12 feet in length; motorboats, jet skis and other motorized vessels; and snowmobiles must be registered with the state. Pickup campers are an exception—they must be titled, but are not registered.

• New residents must apply for a Montana vehicle title and register their vehicles within 60 days of establishing residency.

• Montana residents moving to another county may continue to use their current plates until their annual 10

registration renewal is due. The current registration and plates remain active until the registration expires.

• Please note, you must update your address with the MVD’s Driver Services Bureau within 10 days of moving.

• Non-resident military personnel stationed in Montana may register their vehicles in their home jurisdictions or in Montana, unless they are gainfully employed in Montana outside of their military duties. If they are gainfully employed outside those duties, they must title and register their vehicles in Montana.

• Non-Residents who are gainfully employed in Montana must present their current out-of-state vehicle registration to the county treasurer’s office. Taxes or fees in lieu of taxes are due, along with appropriate registration fees (U.S. funds only). Non-residents may choose to register by the calendar quarter. The vehicle must display the license plate or decal from both

its home state and from Montana.

DRIVER’S LICENSE

Individuals with out-of-state licenses who wish to obtain a Montana driver license must: • For a standard driver’s license, you must apply within the first 60 days of living in Montana.

• If you are seeking a commercial license, then you must apply within 30 days of living in the state.

You also may be required to pass written and road tests, in addition to a vision test. However, driver examiners may, at their discretion, waive the written and road tests for individuals who have in their possession a valid license issued by another state.

If you are an active duty, reserve, or honorably discharged member of the U.S. Armed Services, the Montana Motor Vehicle Division offers a unique number of services and benefits.

Hunting and trapping licenses are issued by Montana Fish, Wildlife, & Parks and many resources are available on their website to help you get what you need – including information on regulations, maps of available hunting land, and licensing and permitting.

A Conservation License is needed before you can buy any fishing or hunting license that Fish, Wildlife & Parks (FWP) issues. Conservation license applicants are required to provide their social security number in addition to the information usually requested. A valid driver’s license or a valid photo ID is required to purchase a license.

A fishing license allows a person to fish for and possess any fish or aquatic invertebrate authorized by the state’s fishing regulations. It is nontransferable and nonrefundable.

The license enables one to fish from March 1 through the end of February of the following year.

For a fishing license, you are considered a Montana resident after having lived 180 consecutive days in Montana. After establishing residency, you must live in the state of Montana for a minimum of 120 days per year.

A valid fishing license is required for all types of fishing on state waters.

REGISTERING TO VOTE

Voter registration is done at the County level. Voters wishing to register to vote, change a registration or request an absentee ballot in Yellowstone County can do so in person – at the County Elections office in Room 217 of the Yellowstone County Courthouse at 217 N. 27th St. Late registration must be done in person. To complete by mail, voters must fill out the appropriate form and mail to the Election Administration, Yellowstone County Election Office, PO Box 35002, Billings, MT 59107-5002. Forms can be found at www.app.mt.gov/voterinfo.

Once registered, you will be eligible to vote in all elections that are relevant to your address, including primary, general, City Council, School Board, and special elections. If an absentee ballot is requested, the ballots will automatically be mailed in advance of those elections. LOCAL GOVERNMENT

Billings City Government operates on the Council-Manager model, in which City Council oversees the general administration, makes policy, and sets budget. Council appoints a professional city manager to carry out day-to-day administrative operations.

Billings has two council members for each of its five wards and a separately elected mayor who chairs council meetings and has a vote on City Council. Councilmembers serve four-year terms and are limited to two consecutive terms. Members must reside within the Ward from which they are elected and must be qualified voters of the City of Billings. Elections take place every two years on odd numbered years and the terms of Councilmembers are staggered such that half of Council seats are up for election in every term. Billings was named after Frederick Billings who was the president of the Northern Pacific Railroad from 1879 to 1881. More than a century later, Billings is a vibrant city with a population that nearly doubles every thirty years with excellent rail, road and air transportation, allowing industry to thrive. At Montana’s Trailhead, you will experience a community that is the center of progressive regional commerce.

ENERGY RESOURCES

Continental Oil began selling products in Billings (then “Coulson”) in 1876.

The first refinery opened in 1949.

Today, the Billings area is home to three refineries producing around 180,000 barrels of oil per day from oil operations in Montana, Wyoming, and primarily Canada. This oil is distributed to nine western states.

A wealth of long-term energy resources yields utility rates that are among some of the lowest in the nation. Coal is a rich natural resource and water is plentiful and of excellent quality. With drilling in the Bakken Oil Play, Canadian Tar Sands, and other lucrative locations in motion, Billings is positioned as the regional hub for the energy industry of the northwest United States.

Billings’ area oil refineries and the rich coal and oil deposits in the region, position the community as the heart of a regional economy focused on energy development, servicing and transportation that extends 325 miles to the heart of the Bakken Oil Play in Williston, ND. MANUFACTURING

Among the many diverse sectors of the Yellowstone County economy is a robust manufacturing industry.

According to Paddy Flemming, the director of operations at MMEC (Montana Manufacturing Extension Center), there are more than 400 different enterprises engaged in some level of manufacturing within Yellowstone County.

Among them are numerous businesses that support Montana’s agricultural industry, specializing in the manufacture of everything from prepared feeds and feed ingredients to the processing of meats and grains that are harvested from the area, and a diverse group of manufacturers that specialize in all types of metal fabrication, many of which are distributed throughout the US and beyond. TAXES

Montana is one of a few states in the United States without a state sales tax.

While Montana has no general sales tax, Yellowstone County and Billings School District #2 collect property taxes in the Billings area. The State of Montana also collects a property tax which is used to fund the university system. County government and all schools are primarily funded by property taxes. All property, except agricultural land, has an assessed value equal to its market value as determined by the Department of Revenue. Agricultural land is valued based upon its productivity level. Driving through Billings, it is easy to see the presence of industries like healthcare, oil and gas, and education; however, the equally essential agriculture industry cannot be overlooked. Agriculture is Montana’s number one industry, contributing more monetary value ($4.4 billion) to the state’s economy than any other industry. And it’s not just farmers and ranchers that make up the industry. Businesses like agriculture supply stores, implement dealers, agricultural broadcasting, seed suppliers, banks and agrichemical manufacturers also contribute to the agricultural sector.

The primary income drivers for Yellowstone County agriculture are crop and livestock production.

Differing from the state average, Yellowstone County’s livestockrelated revenue is typically greater than crop-related revenue. In 2019, Yellowstone County ranked third in the state for cattle inventory. The county is also home to sheep, dairy, and hog production, as well as many 22

feedlot operations. Billings has two livestock yards, PAYS (Public Auction Yards) and BLS (Billings Livestock Commission) that continue to market a high volume of cattle statewide and via Northern Livestock Video auction.

Horse, sheep, and goat sales also take place at both local sales yards.

While the fields of crops are easy to see, it’s important to remember that most of the land in Yellowstone County land is rangeland or pasture.

Most of that land is devoted to raising the high-quality beef cattle that Montana is proud of. Cow/ calf operations are scattered throughout the county with calves commonly shipped to the Midwest in the fall. There, they are fed well-rounded rations until they are “finished.” At that point, it’s only a matter of time until consumers have access to nutritious beef in the grocery store or restaurant!

Yellowstone County is geographically diverse, with some of the most developed farming systems in the

state. The Yellowstone River runs the length of the county and separates the dryland farming areas to the north and south. The areas east and west of Billings, along the river, showcase the fertile irrigated lands.

If you live outside the city limits, chances are good that you will be near some form of agriculture.

The major crops grown in Yellowstone County are alfalfa, wheat, barley, corn, and sugar beets. Alfalfa and other hay grown in the area is predominantly raised and saved to feed livestock during the colder months. Because of the county’s cool weather and snowfall, livestock need to be supplemented with hay to ensure their nutrient requirements are met. Cows are typically in their second and/or third trimester of pregnancy during the winter, so their nutrient requirements are even higher.

Of the wheat raised in Yellowstone County, most is winter wheat. For example, area producers planted 59,000 acres of winter wheat in

Montana is known for producing some of the highest quality barley in the country, and a lot of that barley is used for products like beer. Several large beer companies use Montana barley for their products, including Molson Coors (formerly MillerCoors), which has a facility located near Huntley a few miles east of Billings.

2018 at an average yield of 49 bushels to the acre generating 2.84 million bushels (Source: Montana Annual Bulletin, 2019 USDA, National Agricultural Statistics Service). One bushel of wheat yields approximately 42 pounds of white flour, so that’s a lot of bread,

tortillas and cakes! Winter wheat is planted in the fall and takes advantage of Yellowstone County’s fall and winter moisture, whereas spring wheat is planted in the spring.

Spring wheat is not as well-suited for this region’s climate and therefore not as commonly grown.

Corn grown in Montana and Yellowstone County is mainly used for animal feed. You’ll find most of the county’s corn in the irrigated regions; however, dryland corn is becoming more common. Corn can be chopped for silage or combined for grain.

Sugar beet production is relatively unique to Montana and something that sets Yellowstone County apart from many other counties. Area sugar beet growers are

part of the Western Sugar Cooperative. As growers and shareholders in the cooperative, they strive to produce high quality sugar. Tonnage or yield and sugar content of their beets is very important!

Finally, the Yellowstone County Extension Service provides an invaluable service for producers, homeowners and youth through programs such as 4-H, Family and Consumer Services and the Montana State University Experiment Station located near Huntley. The Southern Agricultural Research Center is one of seven research centers throughout Montana. This research center is a 462-acre facility that resides along the Yellowstone River about twenty miles east of Billings.

The primary function of this research center is to conduct educational programs for dryland and irrigated areas in South Central Montana.

Billings offers a full spectrum of educational options for children and adults. Quality education is an important aspect of the Billings’ community on every learning level.

School District #2 The main public school district is Billings School District #2 (SD2) which enrolls approximately 17,000 students. It is the largest school 26

district in the state of Montana. SD2’s instructional programs encompass kindergarten through 12th grade, as well as adult education. There are 22 elementary schools, six middle schools, three high schools and one career technical education center.

At Advanced Care Hospital of Montana, they provide critical care services to patients recovering from serious illnesses or injuries. Often these individuals require additional critical care services for medically complex conditions such as trauma, infectious diseases, wound healing, cardiovascular disease, stroke, amputation, and ventilator weaning.

Their hospital is located in Billings, Montana. They are a free-standing, longterm acute care hospital serving patients in communities throughout Montana, Wyoming, and western South Dakota.

They are a member of a larger network of rehabilitation and critical care hospitals through Ernest Health, but are managed locally to best meet the needs of their own community. The diversity in the parks system provides for a wide variety of activities and experiences. Besides providing open spaces and scenic beauty, parks serve as sites for scientific inquiry and educational opportunity. Additionally, they contribute environmental benefits like oxygen production, urban cooling, and filtering particulates from the air.

Billings parks are treasured by area residents, as indicated by the 2017 Comprehensive Masterplan Study which found 86% of households use a City Park at least annually (compared to a national average of 79%). Centennial Park is our newest community park in Billings! This 23acre park features many amenities for the citizens of Billings to enjoy including five baseball fields, two large multi-use open spaces, a 6-acre dog park with two doggie drinking fountains, four shade structures, 10 benches and a small dog area.

Access to the park is available off of 32nd Street W including a parking lot with 80 parking stalls and a year round restroom facility. Centennial Park is designated as an arboretum.

Over the next five to seven years parks staff will plant over 300 trees and provide citizens an opportunity to see a variety of unique trees that grow in the Billings area. There are still additional amenities planned for the park and will be installed as funding becomes available, including a playground, splash pad, two picnic shelters, basketball and pickle ball courts, and additional parking.

SOFT SURFACE TRAILS Two Moon Park

This is a County Park situated on the east side of the Heights along the Yellowstone River just east of Bench Blvd. with an access road by Centennial Ice Arena. There are over 4 miles of natural trails encircling this riverside park with beautiful vistas of the Yellowstone River and riparian terrain. Trail use includes hiking and mountain biking and there is also boat access to the river.

Riverfront Park

Located north of the Yellowstone River and east of South Billings Boulevard, this park has some older asphalt trails, but numerous miles of natural trails skirting the river and small ponds and lakes.

Norm Schoenthal Island and Conservation Education Center

Natural park located on the north side of the Yellowstone River just west of South Billings Boulevard. There is a parking lot with a restroom and bridge access to the island and numerous gravel trails. Several trails wind around the ponds and berms that have been created within the Montana Audubon Center area along the channel.

Zimmerman Park

A county park located west of Zimmerman Trail with parking access south off of Hwy. 3. This is a scenic, natural park area with numerous dirt trails overlooking the City along the face of the Rims. There is also a short hard surface trail that directs visitors to a historic, informational kiosk.

Phipps Park

Located on the southwest side of Molt Road on the west end of Billings.

There is a parking lot on the south side of the road just west of the railroad underpass. This is a natural park area with access to the top of the Rims and numerous trails with spectacular views of the Yellowstone Valley and Billings. Trail use includes hiking, mountain biking, horseback riding and a challenging Disc Golf Course.

HARD SURFACE TRAILS Swords Rimrock Park Trail

The trail is two miles long and is located along the Rims south of Airport Road and east of the N 27th Street Airport entrance. It is a beautiful section of trail as it meanders across the Rims and provides spectacular vistas of the City and the Yellowstone River Valley.

Jim Dutcher Trail

This trail starts in the Heights on Mary Street on the old railroad bed east of Bench Boulevard. It extends approximately 6.5 miles, passing

PARKS & RECREATION River through Coulson Park and ending in Mystic Park, past the City Public Utilities water treatment plant.

The Two Moon Trailhead provides parking with water and restroom facilities and there is also water and restrooms located just south of the public utilities area. Parking is also available on the back northeast lot of MetraPark, with an access trail to the main path by Alkali Creek Bridge/ Falls.

SPECIALTY PARKS Landon’s Miracle Field

Landon’s Legacy Foundation has partnered with Billings Kiwanis and Billings Parks and Recreation to create our communities first special needs baseball field. Billings Parks and Recreation has generously donated the land for the baseball field at The Poly Vista Baseball Complex located at 38th and Poly Drive. This field is known as a “Miracle League” Baseball field. It is a custom designed latex free rubberized turf field that accommodates wheelchairs and other adaptive equipment. The Miracle League field will serve children and adults who suffer from any physical or mental disabilities which causes them to be excluded from other baseball leagues, and is the second Miracle Field in Montana. Programming for the Miracle League will begin fall 2022 to provide opportunities for children and adults with any condition that prevents them from playing in a “traditional” baseball league. PROGRAMS

The Parks and Recreation Department offers over 143 unique recreation program offerings to citizens of all ages. The division offers year-round recreational programs ranging from special interest classes, adult sports, youth sports and youth camps to early learning programs and active older adult programs. The wide range of activities the Recreation Division offers ensures there are 38

COMMUNITY EVENTS

The Parks and Recreation currently hosts two large volunteer events, Arbor Day and Refresh the Rims.

They also have a fun end-of summer event called Dog Days of Summer at Rose Park Pool. Additionally, the Parks and Recreation works with dozens of organizations throughout the community to host events in the Parks. Some notable events include the Big Sky State Games, Movies in the Park, Billings Symphony in the Park, Montana Shakespeare in the Park, Saturday Live and Summer Fair, to name a handful. In 2019, the Parks and Recreation department facilitated 169 park use permits.

Arbor Day

A worldwide celebration of trees held in the early spring. This awardwinning Arbor Day celebration brings community members together for a day of tree planting, volunteer projects, educational booths, and of

course, a ceremonial tree planting to commemorate the day. The event attracts over 150 volunteers and around 450 local 4th grade students who take part in the education booths and tree planting ceremony.

Refresh the Rims

The annual fall volunteer event in which community volunteers fan out across Parkland on top of the Billings Rim Rocks to help clean up and beautify one of Billings’ defining landmarks. The event typically draws around 150 - 200 volunteers who clean over 4.5 miles of trails and natural parkland areas of trash and debris.

Dog Days of Summer

Held on the last day of summer just before the closure of Rose Park Pool.

On this day, they close swimming to humans and open the pool to furry four-legged companions. Last year, over 300 dogs came through the gates to enjoy the pool!

Located less than an hour from Billings, Little Bighorn Battlefield National Monument memorializes the site of the Battle of the Little Bighorn which took place on June 25-26, 1876 between the United States Seventh Cavalry Regiment led by Lt. Col. George Armstrong Custer, and the Sioux and Cheyenne under the political and spiritual leadership of Sitting Bull. THE LITTLE BIGHORN BATTLEFIELD NATIONAL MONUMENT was originally named Custer Battlefield National Monument, but President George H.W. Bush renamed the site in 1991. It is now representative of those who were in the battle: Native Americans and the 7th Cavalry. This historic monument is located near Crow Agency on I-90 E, exit 510 (61.7 miles).

President Teddy Roosevelt made Yellowstone the world’s first National Park. Geysers, mud pots, painted canyons, wildlife and recreation make this park the best in the world. From Memorial Day to Labor Day, take Highway 212 to YELLOWSTONE NATIONAL PARK via Red Lodge and Cooke City (130 miles).

Retrace the Lewis and Clark Expedition at POMPEYS PILLAR NATIONAL MONUMENT, where William Clark carved his name into this sandstone lookout rock, some of the only remaining physical evidence of the expedition. Head East on I-94 (28 miles).

FOUR DANCES TRAILHEAD The stretch of trail along the RIMROCKS off Airport Road (Highway 3) is a fantastic place to take in the mountains. These sandstone bluffs surround the city and are estimated to be at least 70 million years old. On a clear day, five mountain ranges can be seen from the trail: Pryor, Big Horn, Bull, Crazy and Absaroka-Beartooth. For history buffs, this stretch of trail is a historic mecca. MOTORCYCLE RIDING IN MONTANA is a dream for most bike enthusiasts, and the Billings area is certainly no exception. In 2015, American Motorcyclist magazine included three routes in Montana within the best 15 motorcycle roads in America. Most notably, the number one motorcycling road in America is just 60 miles from Billings: U.S. HIGHWAY 212, better known as BEARTOOTH HIGHWAY. SummerFair

Hosted by the Yellowstone Art Museum on the first weekend in July, SummerFair is one of the region’s largest annual arts and crafts festivals, featuring the best artisans, craftspeople, and entertainers in the area. MontanaFair

It’s an agricultural celebration in the historic tradition of fairs. This is the region’s largest event with attendance of nearly a quarter of a million each year. Held at MetraPark in Billings, MontanaFair begins the second weekend in August, with nearly 10,000 people earning cash and ribbons for their entries. The carnival features rides and games, and fair food is available, from traditional corn dogs, BBQ, and corn on the cob to fresh lemonade and beer gardens. Every summer in August, Magic City Blues attracts thousands of music fans from all across the country to Billings, the state’s largest city. Burn the Point

The Chase Hawks Memorial Association presents “Burn the Point” over Labor Day weekend. Each year a parade of over 500 cars brings the downtown streets to life on Friday evening for as many as 12,000 spectators. After the parade, bands play on Broadway and there is a street dance. Saturday morning, the classic car show opens at the MetraPark Fairgrounds, and for $3 you can see the entire lineup. The NILE Rodeo

Northern International Livestock Exposition (NILE) ProRodeo is Montana’s most prestigious rodeo.

As one of the first rodeos of the qualifying year, the NILE consistently showcases many of the top contestants in the PRCA. Christmas Stroll The annual Downtown Billings Christmas Stroll happens on the first Friday of December, with events from 5pm until 9pm. The Chase Hawks Rodeo is a one-day rodeo held each year in December about a week after the National Finals Rodeo in Las Vegas, Nevada and just before Christmas.
