The Billings Chamber/CVB received the highest award that a chamber can receive from the United States Chamber of Commerce: 5-Star Accreditation. Less than 1% of the 3,000 chambers in the U.S. have this designation. We are a non-profit 501(c)6 and are here to serve you. Your board consists of community leaders representing small and large
businesses and diverse business interests. We are governed by up to 19 voting members and four ex-officio members who provide expertise in their fields. Your staff consists of fourteen professionals who are enthused, engaged in the community and full of great ideas and energy. The Chamber/ CVB has strategic management agreements to further the regional travel industry with both the Billings Tourism Business Improvement District (TBID) and Southeast Montana Tourism (SEMT).

At Visit Southeast Montana the goal is to help visitors discover all of the amazing things to see and do in Southeast Montana, whether it be the natural scenery at Bighorn Canyon or a homemade milkshake from a small town diner. The team works hard to raise the profile of eastern Montana as a travel destination and make it a part of the overall Montana tourism story.

The Billings Chamber/CVB is a 501(c)6 business organization led by up to 23 board members overseeing roughly $2.5 million in revenues. Revenues are derived from membership dues, event sponsors and attendees, other private investment and from management contracts with the following organizations: The Billings Tourism Business Improvement District (TBID) is an independent 501(c)6 governed by a seven-person board of directors with a separate budget approved by the City Council. Their $956,000 budget is generated through a $1-2/ night assessment on hotel overnights and is used to market Billings as a tourist destination. Visit Southeast Montana Tourism consists of 13 counties and two Indian reservations in Southeast Montana. It is a 501(c)6 governed by a 21-person board of directors and funded by a portion of the 7% State Lodging Tax. This returns approximately $505,000 annually to the region for marketing and recruitment of new and repeat visitors. Montana’s Tourism Advisory Council approves the budget.

Meet the new Chamber/ CVB Board Chair: Karen Fagg
The Billings Chamber/CVB staff would like to extend a warm welcome to Karen Fagg, the 2013-2014 board chair. Karen has over 35 years of professional experience in both private and public service. She was President and Majority Owner of HKM Engineering Inc., one of Montana’s largest and most respected engineering firms. She also served as Director of Montana Department of Natural Resources and Conservation from 1989-1992.

Karen lives in Billings with her husband, District Court Judge Russell Fagg and their 16 years old twins, Harrison and Barclay. We are thrilled to have her on board and look forward to working closely with her through our upcoming fiscal year!

2012-2013 Priority Report Each year the Chamber/CVB takes on several priorities to steer our program of work. These priorities are developed through the direction of our members to further the organization’s mission. Read on to examine the progress we made and the success we achieved under each priority.
Grow Billings’ position as an energy hub to connect local businesses with opportunities As Billings continues to attract energy companies to open or expand their regional presence here, we see substantial growth in the energy sector across all levels. u Successes: l Supported Tongue River railroad and the Arch Coal Environmental Impact Statement which will bring Powder River coal to market.
l Partnered with City College, Job Service and Big Sky Economic Development on regional workforce need forum. l Supported legislation to continue the 18 month tax holiday on oil production, a bill to maintain a higher level of money for the Coal Board distribution, and a bill to increase funds available for eastern Montana communities heavily impacted by rapid community growth.

l Participated in monthly meetings on reducing impact on coal train traffic through Billings. Actively involved in opposing the EPA decision to classify the Billings airshed as non-attainment rather than unclassified. l Met with Assistant Secretary of State Jones and several of her key staff on the Keystone XL Pipeline.

Support quality K-12 education for Billings’ future Education curriculum, facilities and funding for additional teachers to begin to solve the accreditation problem in SD2 was a key focus for the Billings Chamber. u Successes: l Annual meeting focused on the education system in Billings. l Planned and implemented a school board
candidate school that had 22 attendees. One of these attendees ran for and was elected to the SD2 board. l Supported and actively participated in the ultimate passage of SB175, the legislative school financing bill that put more education dollars in every school district in Montana. l Supported the technology mill levies
placed before the voters in May. l Developed a sustainable structure for the Yes For Kids campaign committee. l Co-sponsored, with the Billings Gazette, the movie screening “Won’t Back Down” about community involvement in a school with under-performing students. l Endorsed bonds going before voters November 2014.
Advocate for and lead a pro-business legislative agenda The Billings Chamber was active in numerous legislative issues; in some cases we were the lead and in others, we were support. Oftentimes, we oppose legislation that would have a detrimental effect on the business community.
u Successes: l Advocated for and saw passage of the bonding bill which will fund 2/3 of the cost of expanding and renovating the MSUB Science and Technology building. l Exempt oversize loads from environmental review.
l Renew the Montana charitable endowment tax credit. l Supported the reduction in the business equipment tax and increase in the amount of exemption. l Strengthen exclusive remedy laws in worker’s compensation.
Increase the number of visitors to Billings Fiscal year 2013 was a strong year in visitor recruitment for the Billings Chamber/CVB/TBID. u Successes: l Recruited 31 groups resulting in 24,380 room nights for Billings’ hotels/motels. l VisitBillings.com facilitated 144,460 web visits. l Successful marketing campaigns 500% resulted in an increase in visitor guide mailing requests. l An additional 35 groups were serviced by staff assisting with attendee registration, packet pick up, etc. l Supported the Montana Film Office and film crew during the production of the major motion picture NEBRASKA and accommodated production of American Idol for a Billings stop.

Connect Yellowstone River Trail segment and add amenities to Swords Rimrock Park Trailhead u Successes: l Swords Rimrock Park fundraising committee successfully raised $62,000 with many partners to develop an entryway into the Park and Heritage Trail. l Presented numerous programs on the value of trails and Yellowstone Kelly.

Other long range priority successes u Successes: l 168 new members joined the Chamber/CVB and 86% of our members continued their membership, which is on par with organizational goals. l Small Business Saturday (in partnership with American Express) and Shop Local promotions saw renewed success. Of the participants, one reported their busiest Saturday on record, another donated 10% of all proceeds from the day to charity, and
several reported significant growth in name recognition. l I n conjunction with Big Sky EDA, City College and Job Service, the Billings Chamber worked on a program to identify industries that will have high workforce demands as well as high skill levels. Once these areas have been identified, the next step will be finding and training the workforce to meet the needs.
