Colorado Bicycle Summit 2012: A Vision of Better Bicycling The second-annual Colorado Bicycle Summit will take place February 6–7, 2012, in downtown Denver. Hosted by Bicycle Colorado, the summit will bring together advocates, industry leaders, on-road and off-road cyclists, elected officials and agency staff from across the state.

The inaugural 2011 summit was at capacity with 200 cycling enthusiasts and received very positive reviews from attendees and sponsors. Building on the feedback from last year, our goal is to make the 2012 summit even more memorable! As of press time, we are assembling our agenda of dynamic keynote speakers and breakout sessions for day one. We will spend the second morning of the summit at the Colorado State Capitol meeting with legislators to voice our support for betting bicycling across the state. The summit will educate and empower advocates and attendees, Continued on page 6

Pro Challenge Boosts Colorado Economy Against the stunning backdrop of the Garden of the Gods in Colorado Springs, the USA Pro Cycling Challenge got off to a speedy start this past August. The race then moved to the mountainous terrain before ending in Denver to the largest crowds for a bicycle race in America’s history. In addition to the one million Colorado spectators, 20 million viewers in 161 countries saw the race on television, according to race CEO Shawn Hunter. Letter from the President In March 1998, I smoked my last cigarette. I was recently divorced, new to Denver and lonely. I was out on the balcony smoking my “all-natural” cigarettes, watching people below heading for the bike path. I made up my mind right then and there that I was going to join them. There was no second thought. I ran those cigarettes right down to the dumpster and broke them all in half before tossing them in. The next morning, I found myself on the doorstep of Wheat Ridge Cyclery and by that afternoon I was riding my new love, a sweet little Trek 420. I then found several bike clubs in the Denver area, and before long, I was riding my way around the Front Range with the help of my new cycling friends. So, how did I get this column? Ten years ago I discovered a then little-known organization called Bicycle Colorado. Its mission resonated with me, and I started volunteering for special projects. Soon I was on the board of directors, and recently I was elected president. In the past ten years, Bicycle Colorado’s membership has grown sevenfold. We are one of the nation’s largest and most influential state-focused advocacy groups. With the support of members like you, we’ve been able to make bicycling in Colorado safer, friendlier and more mainstream. Think bike lanes, more kids on bikes, bike-friendly buses and trains and a state Department of Transportation that now includes bike facilities in the design of all new projects. Bicycle Colorado has also taken the lead as the state’s voice for mountain bikers—continuously working to build, preserve and enhance Colorado’s trails and bike parks. Colorado is now ranked first in the nation as a Bicycle-Friendly State in three of six categories: (1) Legislation, (2) Policies and Programs and (3) Education and Encouragement. How great is that?! It is no small coincidence that the inaugural year of the Colorado Bike Summit sold out last February. Early details for the February 2012 Summit are in this issue. My journey to this place started with a decision to make a healthy lifestyle change. I wish the joy of riding a bicycle for everyone. Pass it on!

Colorado Biking on a Roll By Dan Grunig, Bicycle Colorado Executive Director The inaugural USA Pro Cycling Challenge lifted the worldwide visibility of Colorado’s bicycling to levels not seen since the days of the Zinger/ Coors Classic. Our state and local governments devoted their attention to making Colorado look like the best place in the world to be a bicyclist. Now we need to back up the TV images with direct improvements for bicycle safety on our roads and better traffic laws protecting bicyclists. Bicycle Colorado and our members are championing these efforts to produce real-world changes for our bicycling environment. Our work with the Colorado Department of Transportation (CDOT) is reaching new heights as the drafting of a new state bicycle plan begins. Creating goals with measurable outcomes in terms of bicycling trips and safety is one of the areas of focus. CDOT road engineers are soon to have their first official design guidebook chapter devoted to bicycle and pedestrian needs. Specifications for installing bike lanes, shared lane markings and safer road crossings will become standard practices for state roads. Produced by our friends at 9News, this public service announcement (PSA) clarifies to all road users that bicycles are considered vehicles and have the right to be on the road. We also emphasize that bicyclists are responsible for following the same rules as motorized vehicles. The PSA airs at various times determined by the station on 9News, My20, NBC Universal Sports and 9News Weather Plus, conveying important bicycle safety information to a broad audience. GLENWOOD CANYON BIKE PATH UPDATE Repairs are underway on the Glenwood Canyon bike path, which sustained severe damage from above-average flooding last spring. Sections were opened as water receded but a two-mile section remains closed. Iin early August, the Colorado Department of Transportation (CDOT) began to clear debris from the path and discovered the extent of the damage. Some concrete sections had completely washed away. CDOT has begun full repairs in hopes of reopening to the public by early November. The total cost of the damages and associated repairs is approximately $1.5 million. Bicycle Colorado thanks CDOT for their timely response to this unplanned repair. This bike path is an important link in allowing bicyclists to travel across the entire state.

Beyond the intangible benefits of significant national and international exposure, the Colorado economy was the beneficiary of $83.5 million in economic impact from the week-long race. More than $67 million was spent directly from travelling spectators in the host communities and throughout the state. The long-term economic impact goes beyond just sales receipts from the week of the race. The broadcasts highlighted the spectacular scenery and bicycling opportunities in our state and will likely increase future tourism. A full 94% of on-site spectators said they were likely to attend next year’s race.

The success of the race would not have been possible without the superb coordination between the event organizers and our Colorado state agencies. Key members of the Colorado State Patrol (CSP) and Colorado Department of Transportation (CDOT) did an outstanding job in their roles. The level of planning, execution and ensuring public safety by CSP surpassed all expectations. And the comprehensive resources provided by CDOT on their website, through their 511 service and in preparing both the signage and the roads, were also exceptional and earned high praise. Bicycle Colorado is proud to work which such outstanding organizations and state agencies. The USA Pro Cycling Challenge will return with a race status upgrade in 2012, and we expect the crowds—and the benefits for the state of Colorado—to be even greater!

Education Summer Bike Rodeos Bicycle Colorado held several community rodeos this past summer in conjunction with the USA Pro Cycling Challenge. We had tremendous turnouts and look forward to next year’s race. All participants improved their riding, honed their handling skills and learned important safety rules. Some even picked up tips from actual pros who rode in the Pro Challenge! The Colorado Springs rodeo helped several kids to learn how to ride without training wheels for the first time! Kids were stoked to meet pro cyclist “Fast” Freddie Rodriguez. Our rodeo in Lakewood had many students practice their new skills several times through the challenge course. Professional cyclist Matt Cooke was on hand to challenge students in the “Snail Race,” which teaches control and balance by trying to be the last one across the finish line. Golden’s and Denver’s rodeos took place the week of the race and had the largest turnouts as families got to experience the excitement of the race!

Fall Means Back to Bike School Fall is here, schools are back in session and Colorado kids are once again learning to ride bikes along with the skills they need to safely ride bikes. To help with that, Bicycle Colorado’s education teams are back in schools across the state. Our education department will be involved in eight districts during 2011 and 2012—more than we have ever done previously. This level of activity allows us to teach approximately 12,000 students in 29 schools at the elementary and middle-school level.

The school districts in which we will be teaching this year include: Adams 12 (four elementary schools), Adams 14 (one elementary school and two middle schools), Cherry Creek (four elementary schools), Denver (continuing work in two elementary schools), Englewood (four elementary schools), Fort Collins (four elementary schools), Grand Junction (two elementary schools) and Jeffco (six elementary schools).

Winter Bike Commuting Guide Winter is just around the corner, but that doesn’t mean your bicycle commuting has to end. Many of us enjoy winter activities such as skiing, snowboarding and snowshoeing, and you can approach winter biking just like you would those other activities. If you can venture out to enjoy snow sports, you can also enjoy wintertime bicycling. Check out our winter bicycle commuting tips and get ready to stay in the saddle no matter what the weather may be. • C LOTHING: As any seasoned outdoor enthusiast will tell you, dress in layers. Start with a layer next to your skin that wicks moisture away, then go with an insulating layer such as fleece or a heavier jersey. Use a shell on top to block the wind. To keep your hands and feet warm, wear long-finger gloves and shoe covers. Keeping your head warm is key. Winter bicycling hats, similar to knit ski hats or balaclavas, work great. Shed layers as you warm up to avoid sweating heavily, then becoming cold. • BE VISIBLE: Motorists must deal with fogged windows, poor visibility and glare. Make sure they see you by wearing bright, reflective clothing and using lights on overcast days. Good headlights and flashing taillights are a must for nighttime or early morning riding. • SAND AND ICE: Start braking early to allow for the increased stopping distance on winter roads. Practice your cornering technique by braking early and coasting through the turn. • DEBRIS IN THE BIKE LANE: This time of year bike lanes can be full of debris plowed off the roadway. Try using additional protection against flats and consider riding in the lane of traffic wherever bike lane conditions are unsafe. Report those conditions to the local street maintenance department. • DRINK UP: You may not feel thirsty, but when you see your breath, that’s water leaving your body, so keep hydrating. When it’s really chilly out, some riders even start with warm water in their bottles. Year-round bicyclists who navigate snow, ice and sub-zero temperatures all began by learning a bit at a time. You can do the same. Happy and safe winter riding!

Q: A:

Lately it seems as if there are more hit-and-run collisions in the news. Is it true that Colorado law gives a lighter penalty for a hit-and-run than for driving under the influence?

Aside from the motivation to escape punishment for the collision, hit-and-run motorists often flee the scene because they have something to hide. That “something” is often the fact that they are under the influence of alcohol or drugs. Presently, if a hit-and-run results in a fatality, the penalties are just as stiff for a hit-and-run driver as they are for a drunk driver who remains on the scene. Unfortunately, with respect to serious injury cases, the charges associated with fleeing the scene of a collision are more lenient than the charges for a vehicular assault-DUI charge. It is difficult to know with any certainty whether a hit-andrun perpetrator calculates the advantage of leaving the scene when they are intoxicated, but there is no question that the law currently provides no incentive for them to remain on the scene. Cyclists are particularly vulnerable in these types of collisions, as both bicycle and rider are often thrown off the side of the road, making it difficult for other motorists to see the cyclist and provide assistance. It might be time for our general assembly to consider upping the penalties for hit-and-run drivers who cause serious injury.

Advocacy 2012 Legislative Session With a new legislative session at the State Capitol beginning in January, Bicycle Colorado is actively refining our legislative priorities for the upcoming year. Our efforts will focus on improving the safety of roadways for bicyclists and ensuring that Colorado has opportunities to create the best trail systems in the country. Stay tuned for further details in the next issue of Ride Time News and in our bi-weekly electronic newsletter, eNews.

Black Hawk Case Considered by Colorado Supreme Court In a move to ensure freedom to travel on Colorado roads, the ongoing Black Hawk bike ban case has been presented to the Colorado Supreme Court for consideration by the justices to hear the case. This escalation to the Supreme Court follows a district court ruling against the three cyclists originally ticketed for riding their bicycles through town. The bicycle ban, which the town initiated in 2010, prohibits bicycle travel on all streets running through Black Hawk and cuts any paved bicycle connection between Central City and the Peak to Peak Highway. The ban also severs a national cycling route, with the nearest detour increasing the distance by approximately 27 miles. Attorneys for the case argue that Black Hawk overstepped its rights as a local authority in ignoring state laws by not providing an alternative access route for bicyclists to follow. A decision on whether the case will go before the court is expected in the next few months.

Bicycle Colorado Welcomes New Board Members Bicycle Colorado recently welcomed two new members to its board of directors and also elected new officers. Newly elected board members are Ella Lyons and Rudy Verner. Ella is the Director of Research Operations at Kaiser Permanente and brings significant expertise of the health and wellness benefits associated with bicycling. Rudy is an attorney with Berg, Hill, Greenleaf & Ruscitti where he specializes in litigation, environmental and First Amendment matters. Both are committed bicyclists who are eager to help with Bicycle Colorado’s work. The newly elected executive committee includes Terry Malouf, President; Bob Moore, Vice-President; Erik Esborg, Treasurer; and Michele Ames, Secretary. Bicycle Colorado thanks all our board members past and present for their contributions and commitment to helping build a more bicyclefriendly Colorado.

2011 Event Season Wraps Up Colorado is fortunate to have one of the most extensive calendars of bicycle events in the entire country. And Bicycle Colorado is proud of the more than twenty partner events that are financially supporting advocacy to ensure access to roads is protected and improved for every event participant. Many of our bicycling events have been recognized nationally and internationally as premier rides, attracting visitors from across the United States and around the world.

Bicycle events are a critical part of the Colorado tourism economy during the spring and summer, attracting visitors who contribute to the overall impact of bicycling for the Colorado economy. More than 700,000 visitors included access to bicycling in their decision to vacation in Colorado. Trails Bicycle Colorado Designing New Mountain Bike Trails

The area’s Dry Creek Travel Management Plan designates 67 miles of non-motorized trails on BLM land west of Montrose. We are focusing on trail layout and design on approximately 15 miles of non-motorized singletrack trails and four trailheads. This area has seen increased use due to population growth in Montrose, a rise in tourism on the Western Slope and proximity to towns. More information on our trail-building progress will be coming in the next several months. Be sure to keep watching eNews for the latest developments.

Bicycle Colorado’s Trail Pros program, in conjunction with the Bureau of Land Management (BLM), will soon start work on the Dry Creek mountain bike trails, just west of Montrose. This new trail system will be within cycling distance of town and is one of several new trails we’ve built that doesn’t require driving to reach the trailhead.
