Residential Energy Efficient Fire Rebuild (EEFR) Program Wildfire Response Incentives Enhanced energy efficiency incentives for those rebuilding homes in cities affected by the January 2025 Southern California Wildfires In support of the rebuilding effort underway to restore single-family and multifamily homes destroyed or severely damaged by the Eaton, Palisades, Hurst, Lidia, Sunset, Woodley, Olivas, and Hughes wildfires in Los Angeles County, SoCalGas is offering enhanced incentives for energy-efficient homes being rebuilt in the affected areas through the Residential EEFR Program. The Residential EEFR Program provides financial incentives for single-family and multifamily homes that are built to exceed the State of California Title 24 Energy Efficiency Standards and are equipped with qualifying natural gas equipment. SoCalGas is currently offering enhanced incentives in the wildfire affected areas. Property owners in zip codes affected by the Los Angeles County wildfires who are eligible for incentives and interested in participating in the program should take the following steps: 1. Visit socalgas.com/Rebuild to download a copy of the application.
2. Consult with your builder or energy analyst to review the program requirements.
3. Work with your builder who will contact a SoCalGas Account Representative to begin the application process. OR
4. Call 1-866-563-2637 or email scgprocessing@socalgas.com for more information.
The more energy efficient your new home is, the higher the incentive. With enhanced Residential EEFR Program incentives now available for fire rebuilding projects, your single-family and multifamily home may qualify for up to $10,000 in incentives. Rebates and rebate amounts are subject to change. Home must be within an eligible fire rebuild zip code. To learn more, visit socalgas.com/Rebuild
The Residential Energy Efficient Fire Rebuild Program is funded by Southern California Gas Company (SoCalGas) customers and administered by SoCalGas, under the auspices of the California Public Utilities Commission. Program funds, including any funds utilized for rebates or incentives, will be allocated on a first-come, first-served basis until such funds are no longer available. This program may be modified or terminated without prior notice. The selection, purchase, and ownership of goods and/or services are the sole responsibility of the customer. Customers who choose to participate in this program are not obligated to purchase any additional goods or services offered by manufacturer, vendor, service provider, or any other third party. BIS Blitz?
Jeff Montejano
BIASC Chief Executive Officer
Inside this month’s edition, we are proud to highlight and feature the historic return of our biggest, most anticipated event of the year: Building Industry Show 2026. For the first time in its history, BIS will be an exclusive, members-only destination experience. Eight years ago, we realized traditional, slow-paced trade shows were failing you. We value your time and money too much to waste either on endless concrete floors or boring layouts. So a new concept was born; we tore up the trade show playbook to build a high-energy, experiential networking “club” designed to respect your schedule and maximize your direct B2B return on investment. On September 2nd and 3rd, we are taking this vision to its absolute peak with a total takeover of the luxury Renaissance Esmeralda Resort & Spa in Indian Wells – and the response has been nothing short of historic. With this year’s show officially oversubscribed due to heavy interest, with only several days remaining, the show floor will be closed for members and exhibitors only due to capacity and expected sellout. With over 1,000 elite industry leaders and top homebuilders participating, BIS 2026 will be a fast-paced, high-energy, 48-hour experience engineered for action. With premier networking opportunities layered hour after hour—including our flagship Meet the Builder event, the Builders vs. Associates Golf Tournament, and our live-broadcast show floor—this is the one room your business cannot afford to miss. BIS 2026 is not your typical trade show. Don’t just hear about it – experience it. We’re looking forward to seeing you there. Sincerely, Jeff Montejano Chief Executive Officer, BIASC Mike Balsamo 2026 Chair, BIASC | Rancho Mission Viejo

Building Connections. Creating Opportunity. Celebrating Our Industry. Every year there is one event that truly brings the Southern California building industry together. It is the place where builders, developers, trade partners, suppliers, consultants, and industry leaders reconnect, discover new opportunities, and celebrate everything that makes our industry strong. That event is the Building Industry Show (BIS). This year’s edition of Southern California Builder is dedicated entirely to BIS because it has become much more than a trade show—it is the premier gathering of the residential building industry in Southern California. With more than 90 exhibitors showcasing the latest products, services, technology, and innovations, BIS offers something valuable for every attendee. Whether you’re looking to expand your business, strengthen existing relationships, or discover new solutions, you’ll find countless opportunities on the show floor. But BIS is about far more than exhibits. It is about relationships. Begin your BIS experience on the green at the 4th Annual Builders vs Associates Golf Tournament, where business conversations often begin with a handshake and turn into lasting partnerships. Streamlines Approvals to Build Essential Projects Faster and Make California More Affordable
The Problem
Lengthy Delays and Red Tape are Blocking Essential Projects & Driving Up Our Cost of Living
California’s cost of living is out of control. Families cannot afford to live here because we are failing to deliver the basics. Our outdated system for approving essential projects like housing, water, clean energy, roads, schools and hospitals is too slow, too bureaucratic and too costly—and it’s driving up the cost of living for all of us.
The Solution
Prop 45 Streamlines Project Approvals to Build a More Affordable California
Prop 45 cuts red tape and unnecessary delays so California can build the essential infrastructure we need faster, lower our cost of living and improve our quality of life—all while preserving California's strongest-in-the-world environmental protections.
The Benefits: A More Affordable California •
•
•
Accelerates the essential infrastructure California needs. Prop 45 streamlines approvals and reduces costs for housing, clean energy, water, healthcare, schools, roads and wildfire prevention—helping lower the cost of living and improve our quality of life. Lowers housing costs. Permitting delays add more than $75,000 to the cost of a new home in California—driving up rents and mortgages and putting homeownership further out of reach. Prop 45 helps lower housing costs by getting homes built faster and more affordably. Lowers electricity costs. Endless delays in building clean energy and electric grid infrastructure drive up electricity bills for working families. Prop 45 will reduce electricity costs by accelerating the projects needed to deliver reliable, affordable energy.
Streamlines approvals for essential projects, including: • • • • • • • •
Clean drinking water and water supply projects. Hospitals, clinics and other healthcare facilities. Roads, bridges, transit and other transportation infrastructure. Wildfire prevention and resilience projects. Housing, including single and multi-family housing. Schools, classrooms and educational facilities. Clean energy generation, transmission and storage. Broadband and telecommunications infrastructure. 1

BUILDER | August 2026
•
Protects taxpayers. Years of bureaucratic delays add billions in cost overruns for roads, schools, hospitals, water systems, and wildfire prevention projects—forcing taxpayers to pay more for less. Prop 45 cuts costly delays, reduces waste, and helps keep public projects on time and on budget.
•
Creates good-paying jobs and strengthens our economy. By building the essential infrastructure California needs, Prop 45 will create tens of thousands of good-paying jobs and generate billions of dollars in new economic activity.
•
Protects California’s strongest-in-the-world environmental laws. Prop 45 streamlines the approval process while keeping California's strong environmental laws fully in place. It speeds up the projects we need without weakening protections for our air, water, wildlife, or public health.
•
Protects local control and community input. Prop 45 fully preserves local control—cities and counties retain the authority to approve or deny projects in their communities, and Californians continue to have a meaningful voice throughout the project approval process.
A Balanced Approach to Lowering the Cost of Living A broad and growing coalition of affordable housing advocates, healthcare professionals, water providers, clean energy leaders, civil rights organizations, and small business advocates support Prop 45 because it takes a balanced approach to tackling California’s high cost of living while protecting our environment.
It's time to cut unnecessary red tape and project delays to build a more affordable California.

BIASC New Home Market
Quarterly Report 2026 Mid-Year Market Summary
Have We Reached the Bottom? Hopes for a rebound in the new home market at the start of the year were quickly dashed as the spring selling season failed to gain momentum. As we enter the second half of the year, the key question is whether the market has finally reached its bottom. Judged by sales pace, new home sales fell to a 10-year low during the first half of 2026, averaging just 2.6 sales/ month/project across Southern California. While this is down slightly from the first half of 2025 (2.9) and well below 2023 – 2024 (3.8), it is nearly identical to 2019’s average of 2.7 sales/month which followed a temporary spike in mortgage rates. Historically, a sales pace of 3.0 sales/mo has represented equilibrium in the new home
11
market. If sales are below 3.0 sales/mo, that can indicate pricing weakness, but not always. The Inland Empire outperformed all other regions with an average of 2.9 sales/month, while Orange County lagged at a disappointing 2.2 sales/mo. Sales continue to face headwinds from persistent affordability challenges, the mortgage lock-in effect that has reduced buyer mobility, ongoing price inflation, and geopolitical uncertainty stemming from the conflict in the Middle East. In response, builders are working aggressively to stimulate demand by offering substantial incentives, including mortgage rate buydowns and, in some cases, outright price reductions.
Southern California
BUILDER | August 2026
On a more positive note, conditions in the resale market remain relatively healthy. While the mortgage lock-in effect has weighed on new home demand, it has also helped keep resale inventory in balance, supporting stable home prices. Distressed sales have also been limited due to substantial homeowner equity and a steady job market. Across Southern California’s major markets, median resale prices have remained largely unchanged over the past two years. In fact, Orange County’s median price is actually up about ±6%. This divergence between the new and resale markets has also narrowed the premium traditionally commanded by new homes, making them more competitively priced relative to existing homes. In addition, stable resale housing
Southern California
BUILDER | August 2026
conditions will provide a firm floor for new home prices despite some recent adjustments. While market conditions will vary by submarket, new home demand is expected to remain soft in the near term. Assuming the economy avoids a recession, pentup demand and healthy inventory levels should support a recovery in new home sales beginning in 2027 and strengthening into 2028. Without a Second Thought:
Why We Return to BIS Moen’s production line is extensive enough to fill entire warehouses, and it falls to the company’s Regional Manager for PAC South (California and Hawaii) Dave Cozatt to decide the slice of it that BIS attendees will see. He explains here, though, that as important as the decision about what to show is, the real payoff from being a BIS exhibitor is a who, not a what: Who you get to build deeper relationships with. Southern California Builder: Dave, for those who don’t know you, let’s start with a little background on yourself and how you ended up doing what you’re doing. Dave Cozatt: I guess I’ve nearly always been in this industry in one way or another. I started out working for a finished carpenter right out of high school and ended up getting in sales for him. Then I sold doors and windows for many years. did some time and insulation, and then went to work for a plumbing subcontractor and that led to working for another faucet manufacturer before I came to work for Moen. I’ve been with Moen for eight and a half years. I did take took a three-year jaunt out to the medical industry, selling medical supplies to nursing homes and surgery centers. To be honest, that job just was not fun – and I came back to this fun industry. It’s a good case of if you love what you do, it’s not a job anymore. There’s so much truth to that.
Dave Cozatt
Regional Manager for PAC South Moen
for that family. We’re there from start to finish of the vertical build, because our valves go in with framing and the decorative pieces like our bathroom fixtures go in at the end. Plus, so much of it is a decorative piece of the house, so you want it to look nice – it’s got to be on trend. Then, from the builder’s standpoint, it’s got to be at the right price point, which is why we have to have a multiple product price points so that they can have the appropriate product for the appropriate project that they’re building. What I find particularly interesting is that price makes a difference and doesn’t make a difference. You may need to have something super-decorative for a three million dollar tract project in Newport Coast versus a first-time home buyer out in Victorville. They look very different but the way they function needs to be the exact same. That’s why I find the job challenging and interesting. SCB: Do you know how long Moen has been exhibiting at BIS?
SCB: You gravitated towards plumbing – why is that?
DC: Well, I can’t speak directly to how long, but I’ve been doing this for close to thirty years, and Moen’s been a part of it for every year that I’ve been a part of it. So, for more than 30 years. I went to my first BIS show in 1998 when it was at the Long Beach Convention Center. That was quite a show – the floor space has shrunk since then, starting with the housing recession of 2008, but I think BIS is scaled right for the industry as it’s configured today.
DC: Well, I guess if you start with it at its most basic for the homeowner, we deliver all the water in the house. Everything that you drink, cook with, and shower in comes out of one of our products in a house that has Moen products, and next to air, that’s the most essential thing
Part of it is how the industry has reconfigured itself, but another change that is maybe just as important but not talked about as much is that now we have to work at the speed of the internet. We used to introduce a new product at one of the large national shows, then take it to the

example, is someone who is very capable of introducing me to a builder or architect that I may not know. I’m up for any networking opportunity that facilitates that vital first personal conversation.
SCB: So a purchasing agent may see your new line first on Instagram, then at BIS?
DC: Absolutely. The social side of BIS is at least as valuable, if not more so, because it’s relationship first and foremost, as with most things local. I always say that with good relationships, there’s always somebody to introduce you to everybody, like literally you’re two steps away from somebody that knows that person that you need to meet or want to meet. It’s not even a seven degrees of separation thing – it’s more like two degrees of separation in the industry. The other thing a trade show offers is a changed dynamic. When people are out of their office, it becomes a different conversation, even if it goes straight business. When you’re out of the office, I guess is the best way to say it is that you have opportunities for it to get deeper. And deeper sticks, deeper is remembered.
DC: Right, if we haven’t been to their office first. Of course, we’re not talking about just one product photo on Instagram – it takes about 80 or 90 densely packed pages to list all our products and their pricing. There are thousands of items just with the ones most people think of when they think of first us, bun then you’ve got sinks, garbage disposals, and even leak detection systems for the whole house that shut off the water before a leak can wreck a floor – so we’re not just Moen faucets anymore. We’ve evolved in the last hundred years from the simplest it turn on and turn it off tool. SCB: Is there anything in particular that you’re excited about showing off at BIS this time? DC: We have a new finish we introduced last year, our bronze gold, that we’re expanding. So, I’m looking forward to showing that, and then there are a couple of new suites that I hope we’ll be able to show. Their timing is more like October, but I would really like to be able to introduce them at BIS.
SCB: But it’s more than showcasing products, isn’t it?
SCB: It sounds like the decision to come to BIS again isn’t one that takes a lot of thought.
BUILDING INDUSTRY SHOW Edition
regional shows, then move it down to the small regionals. A lot of that has disappeared because now we start funneling out our new products and finishes as fast as possible. This actually gives BIS a little bit of an advantage because more often nowadays we’re delivering more of our new products at the BIS level first versus the national level first.
DC: That’s right, but besides all we’ve talked about, it’s also that we appreciate the opportunity to support BIASC because what they do on the advocacy side benefits us 100%. If they’re not helping to get houses through the cities and addressing the things that are holding up building, then I don’t have any houses to put faucets in.
SCB: With all those pages chock full of products, and with new things and things dropping off, not to mention new features and finishes – that makes a trade show the ideal place to be, doesn’t it? DC: Yes. It’s a great place to showcase new products and new finishes, but what’s really important is what’s outside the booth – the people. My sales team may go out and make sales calls, but are they seeing everyone there is to see? There’s always someone you don’t know about and at BIS someone you’ve never even heard about may come walking into our booth, and you’ve never shown them your products before. All of a sudden, you get an opportunity to show them. The stucco person you mentioned, for

Pacific Utility Installation: Melessa Wright On BIS and Staying Relevant in a Dynamic and Challenging Marketplace When your business gains its reputation in one specialty then adds another and another and another, it can be hard on a Director of Business Development like Melessa Wright at Pacific Utility Installation. She has a complex and changing story to tell, and she has to tell it, and sell it, through all of inland Southern California – and here she talks about how BIS is helps her meet that challenge. Southern California Builder: It’s been a year since we talked last. How have things been? Melessa Wright: It’s just been a wild rollercoaster with the industry being so dynamic now, and with us working to diversify our business and trying to appeal to the developer needs. We are with the builders and developers when it comes to having to deal with a higher degree of complications in working with the utilities – not to mention working with the municipalities that say they are in support of more housing but in too many cases are really, truly out of touch with how what they do affects the housing market. They want the industry to build more houses, but they don’t want to empower people to be able to do it.

in the industry, because this family is important to us. Promoting awareness for the building industry and showing solidarity with the other subcontractors are extremely important to our team. I think a lot of people feel that trade shows are a little bit of a lost art, and that’s true in some areas, but I think BIA does it right at BIS because it gets a solid mix of trades and subcontractors, and they do really pretty good marketing to get the builders out to the events. Laura and Anna and everybody who’s coordinating everything -- they’re amazing and they make it a great event.

The B I S Advantage: Why Exhibitors Return
SCB: With BIS just around the corner and your role in business development, this must be a busy time for you. MW: It is, but if you’ve got a strong sense that the results will be well worth the effort, it makes it good work. As far as the booth itself goes, with our business you’re not going to put a trench in the middle of your booth, right? Instead, we upgraded to a larger size so that we could have more space to talk with our customers. We’ve got a very
SCB: So true. We can’t remember Pacific Utility not being at BIS – how long have you been exhibiting? MS: I guess we have become a standard. We’ve exhibited year over year for I honestly don’t even know how many years. I remember exhibiting at BIS at the Anaheim Convention Center more than twenty years ago, doing a Wheel of Fortune theme where I was wearing a fur coat. It was a lot of fun back then, and it continues to be fun today because we just love the opportunity to get visibility in front of everybody. It’s not just about exhibiting. It’s an important thing for us to say we’re investing in you guys,

We exhibit every year because it’s very hard to get oneon-one time with people nowadays. So, with BIA and particularly with BIS, it’s just been one of those standard opportunities that we don’t question – it’s an “of course we will” thing because it lets everyone get together and it’s a great opportunity, as an exhibitor, to educate people on our services. We need to do that because we have evolved, becoming more dynamic in land development and land construction, all the horizontal construction. It can be hard to get that message across, but BIS gives me an opportunity to talk to a lot of decision-makers and the higher-ups who come to these events. SCB: How do you use the social side of BIS to maximize its effectiveness? MW: It’s like I said – we value that one-on-one time, so we look for every opportunity BIS has to offer, from the golf tournament to the concert, Meet the Builder, and the keynote event. For me, I want to be able to say, “Hey, it’s me, Mel! See, I’m real! I’m not just a phone call or an email or that box of cookies that you got. I’m the one that dropped them by.” As an exhibitor, you’re going to see so many of the people that you’ve been trying so hard to see, because seeing and talking together makes relationships stronger. You want to be remembered, you want what you offer understood, and BIS lets that happen. The unscheduled time is important too, beyond the exhibit. We usually end up hopping from place to place, having fun and making the most of the opportunities. And personally, I’m really looking forward to our chapter’s Installation Gala on Thursday. Thankfully, I’ve been able to participate as a board member at the San Bernardino County Chapter, and it’s given me greater insight into the industry and how they’re trying to work with the different municipalities and Sacramento. The gala is a celebration of that and, as a board member, it’s fun to be able to say thanks to those who are going off the board and welcome aboard those who are coming on.
there who’s a mutual friend, and the other trades do the same, letting people know, “Hey, did you know Mel’s over there? You should drop by – she’s got some interesting stuff going on.” SCB: You mentioned that a lot is changing at your company. What have you been up to? MW: Our co-founder and CEO Daniel Mole is supersound and entrepreneurial and is always thinking about how to keep us relevant. We started 30 years ago as an applicant installer, which is high voltage electrical installation. Since that original market, we have expanded to doing underground trenching and the main dry utilities – electrical, cable, TV, gas, then we incorporated street lights because it’s all the same trench line, right? Next we incorporated wet utilities because it’s part of the total horizonal development picture. It just made sense from a customer service perspective for us to incorporate more of these land development services – it’s easier for them if they can eliminate some of the hop-scotching that happens when you’re working with multiple trades. SCB: Do you have any particularly exciting memories from former shows?
BUILDING INDUSTRY SHOW Edition
beautiful exhibit. It’s back-lit and honestly, I’m going to say it’s probably going to be the best-looking one in on the exhibition floor.
MW: A lot, but one new business one stands out. This builder I hadn’t heard of before was suddenly standing at our table, just looking to take a break for a minute while his team was walking on the floor. So, I just struck up a conversation, and said, “What do you do for that company?” and he said, “Well, I sign the paychecks.” I was like, “Jeez,” but then we got to talking, and that little start turned into a one of the biggest projects that I’d ever closed at Pacific Utility early on. I hate feeling like a salesperson, even though I am, and that’s what BIS does – it lets you sell by really selling, and it lets you sell by not selling at all.
A plus that I get out of BIS that you might not think about is that we in the trades always find time there to network with a lot of the other trades in the industry. We’ll collaborate to make sure we’re inviting our customers to visit another trade’s booth so they can meet someone

Beyond the Booth: BIS From A Fortune 100 Perspective Annette Medina is a Chief Operating Officer with a strong fixation on growth, which may not be all that unusual, but you don’t always hear a COO talking about a company’s sales staff as “my people.” And she and her people are big supporters of BIS. Southern California Builder: Why don’t we start with some background on how you came to True Air and what you are doing for the company? Annette Medina: I am the Chief Operating Officer. I do have a C20 license, which is the air conditioning, heating, and air conditioning license, but my focus is business development in addition to day-to-day operations. We are the largest heating and air conditioning company in Southern California. We work from the Mexican border to Central Valley, north of Bakersfield. I was with a competitor about 25 years ago in between I’ve worked for Fortune 100 companies and had a significant career for eleven years in the oil & gas industry prior to that time. Recently, when I came back into this industry, what I found is a beautiful group of people, an industry full of familiar faces that I’ve been able to reconnect with on a regular basis through BIA. So, I fell in love with the industry back earlier in my career, stepped away for a while, and came back about four and a half years ago and loved what I found here. I know people from 25 years ago that are still in the industry and we have reconnected as if we hadn’t missed a beat. It’s heartwarming and refreshing to interact with folks that care so much about what they do and are committed to their trade or their profession. And here at True Air, it’s been a ton of fun being a part of this rapid growth organization. I have brought Fortune 100/Fortune 500 skills and have established processes to help us continue to grow, and I’m very focused on growing our partnerships, and ultimately growing this business.

BIS: Are we correct then, that as a business development person who’s interested in growing partnerships and relationships, you find BIS to be important to your strategic plan? AM: Yes, definitely. I re-initiated our participation and this will be our third year at BIS. It has quickly become a critical part of our year, giving us the opportunity to exhibit, connect with our clients, and be part of it all. In fact, we doubled our booth size last year, primarily because we wanted more space for our clients to come in, sit down, and talk for a while. We had couches that were very nice and comfortable for that, and we set up a sheet metal duct run like what you would see in a commercial application. It’s attention getting, but also on point because we do a lot of multifamily work, and that calls for larger air conditioning ducts like you’d use in a commercial application. Then we had a screen showing a loop of our work, our products, our installations, the many communities we’ve worked on – but in the end it was the fun wheel and the prizes that was the biggest hit of all.

The B I S Advantage: Why Exhibitors Return
SCB: You said you wanted more room for people to set down and talk with you. That is the crux of a trade show like BIS, isn’t it? AM: One hundred percent. You’re trying to condense and replicate a series of one-on-ones into a few hours that otherwise would keep our sales people busy for weeks. Plus, the people who dropped by the booth were able to see what was new with us, so you could say it was quite a lot better than just giving the standard wave as they pass by. SCB: In your after-show debriefings, did you find the value in introductions to new companies or in strengthening existing relationships?

One of my favorite conversations was one that occurred with one of my sales staff. We had eight or more salespeople and staff in our booth, and somebody come by and asked for one of my sales guys, and he came out, walked over and very excitedly shook this man’s hand. It turned out that they’ve been doing business for about 15 years and for one reason or another they had never met in person. That’s not necessarily a good thing; but it can happen with people working remote, or because scheduled meetings have to be cancelled at the last minute, but in any case, it was a joy to watch. They had a wonderful hug and had a long, lovely conversation, a meeting of the minds. It was really neat, and BIS provided the opportunity for that to happen. SCB: Of course, the real-world measuring stick for BIS is did you get new customers? Did you get new orders? How has the show been in that regard? AM: Yes, that’s absolutely true, and BIS has been good in that regard. We have gotten new customers and have solidified some relationships, and have kept track of important people who are moving up or to new companies, and meeting new

people coming into the organizations we serve. So, yes, BIS meets our expectations regarding both new business and old relationships. SCB: What about the fun side of BIS? AM: We take advantage of those opportunities too. We also like to focus on one-on-one dinners, smaller events that can fit in around the larger events that are sponsored by a handful other companies. Those big dinners are great events, but we’ve found that we can fit in around the schedule of those events, finding a window that works, where they can enjoy some food, have a chat, and go on their way. And if we’re not off having an evening dinner, we’re catching coffee together or we’re running into each other, so the proximity to folks BIS offers has been very beneficial. SCB: As your company is relatively new to the BIS experience, is there anything else you’d like to add? AM: I would just like to say how impressed I am with how BIASC is very serious and committed about serving the industry. You hear talk about BIASC being a battleship and a cruise ship. I understand the battleship part because I’m becoming more engaged in the LA/Ventura chapter and I see how we need that advocacy. But here’s what I find interesting: The battleship is very well served by BIS and other BIASC events that have forged the cruise ship. Meaningful work happens at the events – people are educated, they are recommitting to the industry, they are building those relationships, and that is helping the battleship to move the industry forward.
BUILDING INDUSTRY SHOW Edition
AM: It was a bit of both, which is exactly what we had hoped for. We did have organizations that came through that were new to us, not so much in the single-family space, but with companies that are now developing multi-family communities. In addition to these valuable new relationships, there were folks that had moved from one organization to another and we were able to get updated on their responsibilities in their new positions. So, BIS provided an opportunity to reconnect with existing clients as well as meet new ones.

2026 EDUCATIONAL SERIES
The regulatory Perfect Storm that has rocked homebuilding in Southern California for decades is only getting stronger. Just as one storm front is neutralized, two more appear on the horizon. The threat remains so serious that, if this storm hits at full strength, it could undermine the very foundation of homebuilding in Southern California. Six converging storm fronts now threaten builder profitability. In the worst-case scenario, national builders may be forced to leave California for less regulated markets, while local builders could be pushed to scale back operations or close entirely. BIA exists for challenges like this. For more than a century, our advocacy efforts at all levels of government have helped protect the industry by pushing back against the most damaging policies. However, the challenges we face today are among the most significant we have ever encountered. That is why BIASC has developed the Perfect Storm 2026 Educational Series—to equip Builder Members, Associate Members, and their employees with the knowledge and motivation needed to speak out, act together, and secure real solutions.
BUILDING INDUSTRY SHOW Edition
THE PERFECT Storm
The Perfect Storm 2026 Educational Series is designed to help builders, associates, and their teams understand the legislative and regulatory threats facing the industry today, how those threats could impact business operations and staff, and how to become effective advocates in support of homebuilding.
ADVOCACY KEY ISSUES Vehicle Miles Traveled – VMT standards are poised to severely impact housing construction in California. The State has codified a greenhouse gas reduction framework that lacks a reasonable or practical foundation. Early estimates indicate that the VMT framework could add hundreds of thousands of dollars in new mitigation costs per housing unit, causing many projects to become infeasible and significantly slowing growth statewide. Litigation may be necessary. These provisions are among several introduced under AB 130 that will challenge the industry despite their stated intent to help. California Environmental Quality Act (CEQA) – For years, CEQA reform has been a stated priority in Sacramento. Unfortunately, many “streamlining” efforts have resulted in additional requirements that make projects impossible to pencil. While 2025 brought some limited progress, 2026 is expected to introduce a major reform proposal from the California Chamber of Commerce aimed at addressing the core problems of CEQA. This effort will face significant opposition and attempted legislative undermining. Strong vigilance will be required if meaningful reform is to be achieved.

2026 EDUCATIONAL SERIES
ADVOCACY KEY ISSUES CONT. Insurance Crisis – California’s insurance crisis continues unabated. Although public attention has shifted to other issues, the fundamental problems in the insurance market remain unresolved. Without significant reform, new communities may be unable to secure insurance coverage, making new construction an unacceptable liability. At a time of severe housing shortages, this issue remains a major obstacle to growth. Rebuild LA – More than a year has passed since the devastating fires in Pacific Palisades and Altadena. Despite political promises and public attention, meaningful restoration remains far from complete and timelines continue to slip. The homebuilding community must continue working with affected neighborhoods, local governments, the State of California, and the federal government to ensure recovery efforts are accelerated in 2026. Climate Action Plans (CAPs) – Jurisdictions across Southern California are expected to continue exploring Climate Action and Adaptation Plans in 2026. While these plans often appear reasonable on their face, their implementation frequently mirrors past housingunfriendly regional efforts such as Connect SoCal and the SoCal Greenprint. These policies have increasingly been used by environmental and NIMBY interests to block development. A notable example in 2025 was a City of Irvine proposal estimated to impose up to $4 billion in new costs on builders and residents.
BUILDING INDUSTRY SHOW Edition
THE PERFECT Storm
Development Impact Fees (DIFs) – Municipal budgets throughout Southern California are under increasing strain, leading some jurisdictions to pursue substantial increases in development impact fees as a revenue source. California already has some of the highest DIFs in the nation, and further increases would significantly hinder the production of attainable housing. BIASC has a strong record of limiting harmful fee increases, but 2026 is shaping up to be one of the most challenging years yet. MORE INFORMATION COMING SOON

Presented by the BIASC and Builders for Better Communities Foundation (BBCF) Developed in 2019, as an annual summer camp for local and underserved youth, Junior Builder was envisioned by co-founders Mia and Maddie Montejano, daughters of BIASC CEO Jeff Montejano. Its mission was to engage local students through hands-on learning that celebrates the heritage and evolution of Southern California housing, while inspiring the future leaders and tradesman that will shape the next generation of home building.
Hundreds of Youth Participants, One Priceless Experience With a focus for building confidence and camaraderie through interactive experiences that spark curiosity and cultivate talents, Junior Builder has welcomed hundreds of students representing the Boys & Girls Clubs, Think Together, STEAM:CODERS and other community led organizations to a uniquely immersive experience that fuels passion beyond the classroom.

BIASC Riverside County Chapter Government Affairs Presents
WRCOG FEE COMPARISON ANALYSIS WEBINAR VIA ZOOM
Thursday, August 27th 12:00 - 1:00pm
PRICING
MEMBERS: $47 NON-MEMBERS: $77
WRCOG recently updated its fee comparison analysis to evaluate development impact fees across western Riverside County and adjacent areas, including how fees vary by land use, how they have changed since 2022, and how they relate to total development costs. Using current (2025) fee schedules and standardized development prototypes, the analysis aims to provide a consistent, regionwide comparison of fee levels and their role within overall project economics. This version of the analysis is the fourth iteration. The first analysis commenced in 2016 to look at the relationship between infrastructure funding needs and development feasibility, recognizing that fee-supported improvements are only realized as development occurs.
CHRIS GRAY, AICP
CHRISTOPHER TZENG
Interim Executive Director WRCOG
Program Manager WRCOG
During the session, WRCOG will provide background on the analysis to assist with understanding the fee comparison better and present the fee comparisons from this update.
