DEADWOOD – When it comes to hiring casino employees, the stakes are high and subsequently, so are the standards. The gaming industry is highly regulated, and it starts on the casino floor with a gaming commission-vetted process that ensures those who are employed there have the personal background credentials to be there. “When it was passed in 1989, the governor instructed the commission to keep it squeaky clean,” said Susan Christian, executive secretary of the South Dakota Commission on Gaming. “It’s important for individuals to be licensed because we have to be the safeguard that gaming and pari-mutuel is operated by suitable individuals and is conducted

honestly and competitive, free from any criminal influence or activity. We also have to protect safe, healthy morals and general welfare of the people of South Dakota and enforce a public policy. And we have to ensure, to the best of our ability, that gambling and para-mutuel are stable and successful and free competition is preserved.” That said, all employees who work in casinos performing gaming-related services must apply for and obtain one of two licenses. “For individuals that want to work in a casino, there is a key license or a support license,” Christian said. “The support license has less responsibility than what the key license does. The key licenses are generally your managers and supervisors that have some type of input and influence on the day to day processes of the casinos.” Examples of casino employees who might hold support licenses include

Examples of casino employees who might hold key licenses include general manager, pit supervisor, shift supervisor, head cashier supervisor, slot tech supervisor, controller, and players club center supervisor. “The difference is the level of authority they have and the level of influence they would be able to hold over day to day operations,” Christian said. “All of the employees that deal with any type of gaming functions must hold a license. Your cocktail waitresses won’t, necessarily, they might, but they wouldn’t necessarily be required to. The bartender wouldn’t. But all of those people you see on the gaming floor, other than those types of individuals, they would have to have a license of some type.” Christian said the process to secure either license is both easy and straightforward. Applications for both are available on the South Dakota Commission on Gaming web site, dor.sd.gov/individuals/ gaming.

A new survey of bankers suggests the economy is growing in rural parts of 10 Plains and Western states. The overall economic index for rural parts of the region improved in January to 55.9 from December's weak 50.2, according to the survey. Any score above 50 suggests a growing economy. Creighton University economist Ernie Goss, who oversees the survey, said only 18 percent of the bankers reported that their local area was in an economic downturn. Hiring remains strong across the region. The employment index increased to 61.8 in January from December's 60. The confidence index — a measure of economic optimism for the next six months — improved to 50 in January from December's 45.8. Goss said he expects confidence to grow in the months ahead because of the signing of a trade deal with China, and passage of a new North American trade agreement. Both those events took place after the January survey was completed. Bankers from Colorado, Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, and Wyoming were surveyed.

Kennedy, would have become President of the U.S. in 1960 if one person from each voting place had voted differently. • If just one U.S. Senator had voted differently, U.S. President Andrew Johnson would have been removed from office in 1867. • Texas might not have become part of the United States in 1845 if one U.S. Senator had voted differently. The vote in the U.S. Senate was 27-25 to invite Texas to become a state. If it had been a tie, Texas would not have been asked to become part of the Union.

General discomfort can be a major factor in keeping many people away from the voting booth. If voting intimidates you or you need motivation in keeping it on your schedule, involve a family member or acquaintance in your planning process. Coordinate to meet the morning of the election and head to the polls together. Voting with a significant other, parent or close friend can help calm any nerves and also help you from backing out. Add in a breakfast, lunch or dinner to make the event a memorable one that you may turn into a regular occurrence.

Prepare Now for Election Day Elections decide the leadership that guides legislation and enforcement of regulations. The right to vote is something many people take for granted, but elsewhere in the world many people have no say with regard to their political leaders, which only emphasizes the importance of participating in the election process whenever you’re afforded the opportunity to do so. The first step to prepare for Election Day is to confirm your eligibility. Age, legal residency and citizenship status are just a few of the factors that may affect your eligibility to vote. County clerks, municipal offices as well as the Division of Motor Vehicles should have voter registration forms, and additional information is available online. Canadians can register or check voter registration status at www. elections.ca. Voter registration may have to be filed several weeks to a month in advance of Election Day in order for you to be eligible. In the United States, when voter eligibility is in question at the time of an election, a person typically may cast a provisional vote, which will then be considered after other ballots are counted. Once your eligibility has been verified, it is important to know the dates of key elections. Local newspapers often print schedules and this information can be found online as well. Various local and federal elections occur each year, and November is when national elections take place in the United

States. Before voting, voters should research the respective candidates for each election. To better understand candidates’ platforms, visit their websites as well as those of nonpartisan political organizations, such as The League of Women Voters. Deciding who to vote for requires more than just siding with a particular political party. Read as much as you can on the candidates’ beliefs, concerns and voter history. This will help you make the best decision possible. In the days leading up to Election Day, confirm your polling location and voting options. USA.gov advises that if you need special assistance, contact your local elections office for information, advice, and educational materials about voting equipment and details on access to the polling place, including designated parking. ELIGIBILITY

Only United States citizens can vote in federal, state and local elections. In many states, voters must be 18 years old to vote. However, some states do afford 17-year-olds the right to vote. Voter eligibility may also depend on the voter’s residency. Each state has its own residency requirements. To learn the requirements in your state, visit the United States Election Assistance Commission at www.eac. gov.

REGISTRATION

Voters must register to vote before they can vote in an election. The National Mail Voter Registration Form is accepted in most states, and this form can be found at www.eac.gov. In addition to helping voters register, this form can be used to update registration due to a change of name, make a change of address or to register with a particular political party. North

Dakota, Wyoming, American Samoa, Guam, Puerto Rico, and the U.S. Virgin Islands do not accept the National Mail Voter Registration Form, while New Hampshire only accepts it as a request for an absentee voter mail-in registration form. Residents of these states or territories should consult their local state election office to learn how they can register to vote. Voters may also be able to register to vote in person at various public facilities. This varies from state to state, but such facilities may include the nearest Department of Motor Vehicles office, the local election office, public assistance agencies, armed services recruitment centers, or any public facility that has been designated as a voter registration agency by the state. Some states allow voters to register to vote online. Contact your local state election office to learn if your state allows online voter registration. The state registration deadlines vary from state to state as well. Voters who reside in the state of Connecticut, for instance, can register as few as 14 days before the election, while voters who live in Alaska must register at least 30 days before the election to be eligible to vote. Contact the state election office no less than 45 days in advance of Election Day to learn the requirements in your state.

REGISTERING TO VOTE IN SOUTH DAKOTA Go to http://sdsos.gov/elections-voting/voting/register-to-vote and download and print the Voter Registration Form. Fill-out the form, sign it and then submit it to your County Auditor. Your Voter Registration form with an original signature must be received by the auditor 15 days before any election if you wish to vote in that election. South Dakota law does not allow you to submit your voter registration form via fax or email. You may also register to vote at the following locations: • County auditor’s office • Driver’s license station (when you are renewing or applying for a driver’s license you may also register to vote on the driver’s license application) • City Finance Office • Public assistance agencies providing food stamps, TANF or WIC • Department of Human Services offices which provide assistance to the disabled • Military recruitment offices
