Contents BURNABY HOSPITAL MSA ANNUAL REPORT The objectives of the Medical Staff Association (MSA) include the promotion and advancement of medical staff involvement in the provision of the organization’s medical services and to represent and advocate for the interests of the Medical Staff. The MSA activities are funded from two primary sources: Collection of nominal dues from Medical Staff members. Support from the Doctors of BC Facility Engagement Initiative. The MSA and Fraser Health Authority are partners and work together to provide quality patient care by collaborating in a proactive and supportive workplace environment.

MSA President My fellow medical staff members: What is the purpose of the Medical Staff Association? Why do we exist? What is our raison d’être? When I first started working at Burnaby Hospital in 2005, I was unsure of the role of the MSA. I was still unsure 10 years later. Matters changed in 2015. That is when the Burnaby MSA was successful in qualifying for the newly founded Doctors of BC Facility Engagement initiative. With this funding and the critically important efforts of countless Burnaby medical staff, our MSA was able to lift itself off the ground, get its bearing, and then stride forward in meaningful and impactful ways. Our MSA has grown now to be one of the most engaged and collaborative medical staff in the health authority, if not the province. We recently ranked in the top 5 in the Doctors of BC Annual Engagement Survey for large hospital facilities within British Columbia. We have a strong and functional working group; dedicated and caring subcommittees; healthy and respectful relationships with stakeholders; and most importantly an ongoing desire to attain our “north-star” vision of Engaged Medical Staff Providing Exceptional Patient Care. This strength, this knowledge, and this experience will all be needed as we face our future. A future where we strive to be exceptional and engaged in the opportunities that lay before us. These include being pro-actively involved in: redevelopment; information technology transformation; diversity, equity, and inclusion; indigenous cultural safety; primary care collaboration; wellness; quality improvement, and medical staff governance. Our purpose is clear. It is to promote and advance our members' involvement in the delivery of hospital services and to represent and advocate for the interests of our medical staff. Over these past 7 years, I have witnessed our MSA living up to this purpose in exemplary and transformative ways. As I step down from this role as President, I am deeply grateful to have followed the footsteps of mentors and deeply appreciative of the tireless dedication of our MSA team including front line clinicians, administrative staff, and our numerous stakeholders. You have all helped our MSA become the best it could be, embody our purpose, and strive towards our inspiring vision of Engaged Medical Staff Providing Exceptional Patient Care.

Site Medical Director My term as the site medical director comes to an end on September 30, 2022. Reflecting on the last five and a half years I realize it has been a fascinating time to be a leader. The many unexpected challenges Burnaby hospital has faced–a flood, a devastating fire, heatwave, and the covid 19 pandemic–challenged me and provided all of us learning and system change opportunities as we had to innovate. The ongoing high volume of patients that present to the hospital combined with the shortage of staff continues to push us to look at how and why we do what we do, how we can do things differently, and what we can stop doing. It is essential we have medical staff trained in quality improvement leading the work and stepping into leadership roles. I have loved the opportunity to work with medical staff from all areas, listening to their ideas and helping individuals pursue their interests. I am proud of the introduction of “a star is born” chimes announcing the birth of a baby but also providing hope, a reminder that everyone is special and the importance of looking after each other. My vision for Burnaby hospital has been to provide exceptional medical care, the quality of care that we are proud of and would want our loved ones to receive. I’m looking forward to seeing this vision carried forward into the new Burnaby Hospital and to seeing medical staff step into new roles (sometimes outside their comfort zone) to continue to make Burnaby the best Hospital it can be. In the words of the Dalai Lama, “If you think you are too small to make a difference, try sleeping with a mosquito.”

Executive Director This past year has been significant with respect to the planning and response to the multiple waves of COVID 19 Pandemic, Heat Dome, and wildfires. I want to recognize our dedicated medical staff in being actively involved and steadfast in the response to these larger-scale events impacting our acute hospital, community, primary care, and long-term care. As these larger-scale situations occurred in our province, it is the local and small incremental changes that can make a difference to improving how we provide patient care or how we become more efficient. Recently, through a change and redistribution of resources at Burnaby Hospital, we were able to expand our EEG/EMG capacity, which is improving waiting times for patients. In another service area, Cardio-Techs, who provide ECGs during the day will start providing ECGs on evenings and nights instead of cross-trained Cardio-Lab Techs. These two examples of change may be viewed as small. However, the impact will involve hundreds of patients per year. Partnering together with medical staff, and leaders with this “once in a career” Redevelopment Project is an opportunity to continue to work on a large scale in addition to the smaller-scale changes. Shaping a new modern facility and model of care aims to retain our staff and medical staff and attract many future generations of professionals to work here. This is an opportunity for change, to build upon the quality of patient care today, and support a vision to have inspired health care teams providing exceptional patient care while embracing technological advances. President and Chief Executive Officer of Burnaby Hospital Foundation This past year at Burnaby Hospital has filled me with great optimism. As we look enthusiastically into the coming years, we see the bright future of our beloved hospital begin to take shape. The pandemic has brought so many unexpected challenges, but has also brought a spotlight on the resilience and dedication of our talented first responders, medical and support staff, and of course, our physicians. Our people are extremely important to who we are as a hospital, and I want to express my boundless gratitude to our medical staff for continuing to provide excellent care to people living in the surrounding communities. Over two years into the pandemic, I still hear words of appreciation from members in the community for the way our staff rallied together to test those who fell sick and administer vaccinations, all while providing the same life-saving care to those who require it. Our donors have also stepped up in their philanthropy and, alongside all our supporters from within Burnaby Hospital, we have now raised over $24 million in support of our hospital’s much-needed redevelopment. I also want to take this opportunity to thank you, the doctors of Burnaby Hospital, who continue to navigate the many challenges of working in an aging facility. I applaud your resilience in these difficult years and I feel grateful for the leadership you have shown in supporting your hospital. Not only are you at the forefront of medical care, but you are also so crucial in our efforts to raise funds to support the Proud History, Bright Future redevelopment. From individual doctors stepping up to donate, to doctors becoming vocal champions for the Foundation, each time you speak or act in support of Burnaby Hospital, your colleagues, patients and so many others in the community tend to follow suit. As you may know, many of our donors make the important decision to support the hospital after they, or a loved one, have a positive encounter with our medical teams. Entering a hospital is an anxious and scary experience, and I am proud to have so many of our patients and their loved ones become passionate donors. And that is the result of your work. Patients and their families are met by compassionate, knowledgeable and skilled medical and support professionals, and they truly feel that they are in the best hands. In turn, they help raise funds that will be used to purchase upgraded equipment and technology that you need to continue to provide outstanding care. Our physicians have stepped up to raise $275,000 of their $1 million goal in our Physicians for a Bright Future campaign so far. Right now, Jim Pattison is matching every gift towards redevelopment, so each donation has double the impact! REDEVELOPMENT
As redevelopment physician lead, I’m honoured to be part of the most exciting time in our hospital’s history and I’m particularly proud of the ongoing engagement with stakeholders. This past year, we reached two significant milestones for phase one with the contract awarded to EllisDon and the start of construction. For phase two, the teams were deeply engaged in the development of the business plan which will be submitted to the provincial government for approval this fall.

MSA MEMBER Engagement with Redevelopment It is essential for physicians to be involved in redevelopment. It gives us a unique opportunity to visualize our clinic and service role in the future. We want to play an active role and treat it as our future home. I hope the new hospital will be our legacy and will thrive long after we retire. Dr. Galina Vorobeychik engaged in Neurology Services including the MS Clinic,Elctrophysiology and General Acute Neurology Dr. Iram Yunis, Dr. Julia Stewart, and I have represented the hospitalists in the planning meetings to ensure the space will work well for our physician's nurses and all our allied health colleagues. Getting input from everyone that will be using the space is critical. Everyone uses the space differently and finding the best fit for the team is the goal. The new hospital will be a huge upgrade for our patients and staff, and we are excited to be a part of that. - Dr. Joel Bluman represented hospitalists at redevelopment meetings in various clinical areas

I think it's so important to have physician input in redevelopment so we can help shape our hospital into an efficient and effective space that meets the needs of our growing community and patient population. It's been so great to have a voice in this process, to know that we are part of changing the future of Burnaby Hospital and making it a better place for our patients and staff. Having the perspective of those health care workers that will be utilizing the space is important. Here are a few highlights our engagement with Health Authority in the past year:
Quality Improvement (QI)
Redevelopment
The QI Sub-Committee consists of 5 MSA Medical Staff also including a patient Partner, Burnaby Hospital Clinical Operational Director, Burnaby Hospital Quality and Patient Experience Coordinator. In order to inspire more people to participate and lead projects, The QI Sub-Committee continues to work towards increasing QI literacy at Burnaby Hospital through workshops and its QI Cafe.
The redevelopment project at Burnaby Hospital is a large undertaking that requires involvement from the Government, Health Authority, site-level leadership, and MSA members. It has been important to our members to be involved with this project as the impact on our Medical Staff is enormous.
Over the past year, the QI SubCommittee engaged and partnered with over 57 medical staff on QI projects & QI events. Some of the successful QI projects were presented at local and national conferences, including BC Quality Forum and IHI Orlando Forum. The sub-committee has also partnered with Regional Physician Quality Improvement program, where they hosted a QI Fundamental workshop specifically for Burnaby group. 19 participants, including FH Vice President Regional Hospitals, Medical Staff, frontline staff and patient partners attended the event. Many new projects and initiatives were generated from the workshop and will continue in 2022-2023.
Over the past two years, MSA Members have been engaging at the regional and local site level to ensure that we are patient-centered in our principles and that all voices are heard. We engaged early and provided support where needed. Fraser Health was able to see the value in what we were doing and provided some funding to support the additional engagement and the hiring of Dr. Brian McGowan as the Physician Redevelopment Lead. In addition, Dr. McGowan along with Dr. Paul Johar, lead a project that brought together members of multiple departments as well as the regional virtual health team to develop ideas around the future of a virtual hospital. As construction commenced at Burnaby Hospital, our members actively participated in service planning for Phase 1 and look forward to participating in Phase 2.
Electronic Health Record Task Group Fraser Health is embarking on a multi-year Advance program to transform care delivery by modernizing its core hospital information system Meditech. Although Burnaby Hospital (BH) is not one of the first sites to go live with Advance, this site has a culture of robust medical staff participation with strong medical leadership to advocate for and represent its medical staff. We believe that now is an opportune time for us to mobilize our EHR Task Group, to involve those who will be significantly impacted by this initiative. BHMSA has received targeted funding of $50,000 to support Medical Staff engagement within the Advance initiative. The EHR Task Group will mobilize department reps to understand the upcoming changes and assess each department's readiness to successfully adopt a large-scale change initiative prior to the new system implementation. The EHR Task Group is co-led by BH's Associate Chief Medical Information Officer Dr. Pierre Camateros and Dr. Paul Johar and is supported by Change Manager Rita Cormier.

Our Sub-Committees members are medical staff from various departments, health authority partners, patient advisors, and support staff. Committees are responsible for overseeing projects, strategic initiatives, and operational tasks set out by the Medical Staff Association. Sub-Committee members participate by bringing their ideas, sharing their unique perspectives, and/or leading initiatives that tackle matters most important to medical staff. The work done by each committee impacts the medical staff work environment, the relationships we have with each other, and most importantly patient care. Wellness Committee The Burnaby Hospital Wellness Subcommittee is a well-diversified group of like-minded MSA Members striving to improve Medical Staff wellness and happiness. In 2022, the Wellness Subcommittee will continue the strategies put forward in 2021 including healthy connections, collegiality, work-life balance, and peer support.

With that framework, we will be training 12 physicians at our site to provide muchneeded peer support to our colleagues. The Advanced Physician Wellness 3-day Course will available again to those looking for tools to build personal resiliency through breath and meditation. We will also continue to lead projects that are both low barriers and promote exercise. We encourage all MSA members to reach out to us with any wellness concerns or project ideas.

Quality Improvement Committee We are an inclusive committee of 5 medical staff, Patient Partner, BH Director, BH Quality and Patient Experience Coordinator. This past year we've partnered with the regional Physician Quality Improvement program to promote BH MSA member involvement in regional learning opportunities. With this partnership, we hosted site-specific QI fundamentals course in collaboration with BH Leadership as well.

Over the past year, we put on IMIT workshops, in collaboration with the FH Health Informatics and Information Technology team, provided recommendations on Virtual Healthcare at a regional level, and supported the development of key communication tools for the MSA. In addition, the MSA has received additional EHR Engagement funding to form our EHR Task Group. Looking forward to 2022-2023, we are excited to work with our new ACMIO, Dr. Pierre Camateros along with the EHR task group to support higher levels of engagement with the regional Advance Project. We will also continue our partnership with IMIT as well as our SMD to support IT education and implementations. Communications Committee As the pandemic situation improved in 2021 we were able to begin to connect with each other again in small groups. Capacity limits in the lounge were also lifted and we resumed our snack and coffee program at full. We also continued to lean into our digital communications to keep medical staff informed through our newsletter, the website, and our new Instagram profile (Follow us at @BHMedicalStaff).

In 2022-2023 we will further expand on what and how we communicate with our members keeping in mind the need to connect with our members where they're at. We also look forward to hosting some in-person events including a Hybrid AGM and a BBQ. We are seeking new members to bring their unique perspectives to the committee.
