SAVED BEFORE DEADLINE — Beverly Hills Police Officer Andrew Bromley and Sgt. Eugene Kim came to the rescue when a Beverly Hills resident expressed concern Thursday afternoon that some kittens were trapped inside the engine of a vehicle. One kitten, an orange and white tabby, was found; another had apparently escaped. BHPD officers went above and beyond for the helpless kitten, as the officers were able to free the cat from the engine with the help of a tow truck driver. The officers have named the kitten (inset) “Justice.”
Beverly Vista 8th Grader Leia Gluckman Named Finalist In National STEM Competition By Laura Coleman When Beverly Vista student Leia Gluckman entered the district Science Fair last year as a 7th grader, she knew exactly what she wanted to create – a product to help the homeless. A volunteer at the teen homeless shelter Safe Place For Youth in Venice since she was 4 years old, Leia said that helping people live better lives has
always been in her heart. After several experiments and 13 different formulas, Leia successfully created a powder cleanser that would work as a toothpaste, a dry shampoo and a body powder–the perfect all-in-one cleanser for someone with very little. In fact, Leia’s project proved (see ‘LEIA GLUCKMAN’ page 11)
Help End Homelessness At Good Shepherd Center’s Annual Gala Oct. 7 By Laura Coleman Mark your calendars for Saturday, Oct. 7, for an evening of glitz, glamour and giving–all in an effort to raise money for the Good Shepherd Center for Homeless Women & Children at this year’s annual gala, to be held at downtown’s Union Station. “Today, we are more confident than ever that an end is in sight for homelessness in Los Angeles, as evidenced by some of the Countywide initiatives which began taking shape a few years ago and which have not seemed to lose any of their momentum,” said Sister Anne. “In fact, we can see the impact they have had on the situation with homeless veterans in particular with fewer living on the streets especially in the last couple of years.” Since 1984, Good Shepherd Center for Homeless Women & Children has been helping women and children get off the streets, giv-
By Victoria Talbot Beverly Hills residents will breathe easier thanks to a new ordinance the Beverly Hills City Council passed Tuesday that bans smoking in all multifamily dwellings by January 1, 2019. The new ordinance will prohibit smoking in apartments, duplexes, condominiums and all multi-family dwellings with the intention of protecting residents from the documented hazards of second-hand smoke. The ban, as with other smoking ordinances within the City, includes prohibitions
against vaping and marijuana smoke. The California Health and Safety Code prohibits the smoking of cannabis or cannabis products anywhere that smoking tobacco is prohibited. “I feel tremendous gratitude to our Health and Safety Commission and to my fellow council members for valuing health first and foremost,” said Mayor Lili Bosse. “It makes my heart happy to know that we are taking life-changing steps that will help ensure a healthier community for our future.” (see ‘SMOKING BAN’ page 11)
Landlord Attempts To Circumvent Rental Registry With Restraining Order By Victoria Talbot In an apparent effort to sidestep the backbone of the City's Rent Stabilization Ordinance (RSO), one landlord attempted to prohibit the City from enforcing the rental registry through a Temporary Restraining Order (TRO) Friday. At a hearing at 8:30 a.m., Hank Dayani, Trustee for the HHD Family Trust, inferred that there is an emergency need to prohibit the registry, claiming that making rental rates public would be damaging and a violation of the Ellis Act. The judge decided that the
only part of the registry that might justify an emergency was the concern for privacy, and allowed that rental rates would not be made public until after the preliminary injunction scheduled for Oct. 19 in Dept. 82 at the Superior Court in Downtown Los Angeles. “This does not interfere with the rental registry,” said City Attorney Larry Wiener. “I think we have a very strong case and a preliminary injunction should not be issue.” Tuesday, the City Council voted to adopt regulations in (see ‘RENTAL REGISTRY’ page 15)

Beverly Hills To Reconsider Landmark Status For School Board Prepared To OK Iconic Jack Colker 76 Gas Station Teacher Raises Tuesday By Victoria Talbot The visionary architect, Gin Wong, who designed Beverly Hills most iconic gas station – Jack Colker’s 76 Station at 427 N. Crescent Dr. – died Sept. 1 in Beverly Hills, according to The New York Times. He was 94. Some of his most notable works outside Beverly Hills include the LAX Theme Building, the Transamerica Pyramid in San Francisco, CBS Television City and the ARCO Tower. But it is the Union 76 Gas Station that is his most revered building. “This Union 76 station is considered the most beautiful gas station in America, and perhaps the world,” according to the L.A. Conservancy.
A world-renowned architect, his death seems to have spawned a whole new appreciation for this quirky creation, which is centrally located in the heart of Beverly Hills, beside the repurposed Beverly Hills Post Office and City Hall. “And while Mr. Wong worked on many such projects, it was an unconventional one — his
1960 design of a Union 76 gas station in Beverly Hills — that remains one of his most beloved and enduring,” said The New York Times. Colker’s 76 Gas Station was on the City Council agenda Tuesday at the request of Councilmember John Mirisch

BHEF has agreed to provide in-kind funding of $20,000, previously approved by the Council through the Community Assistance Grant Funding (CAGF) process. Through this agreement, the Beverly Hills 5K Run/Walk and Fitness Blast has guaranteed BHEF $25,000. The City’s costs including permit fees, equipment, personnel, and other costs were estimated at $20,057, to be covered by the CAGF funds for BHEF. In the first year of the event, organizers estimate that the race will net BHEF over $24,000 through donations and sponsorship opportunities. For Year Two the estimate is over $60,000; for Year Three, it is almost $100,000.

According to a district report, the average compensation increase per employee for this current school year will be $1,877 once the board approves the item. However, Beverly Hills Unified School District’s latest budget indicates that there may be a problem sustaining those anticipated raises given that the district is projecting that it must continue deficit spending. “Under our collective bargaining agreement, the district is legally obligated to pay its (see ‘TEACHER RAISES’ page 19)

Pit Mix Wins 2017 Hero Dog Award At The Beverly Hilton By Matt Lopez Abigail, a pit mix from Leigh Acres, Florida who teaches forgiveness and raises awareness in the campaign to end dog fighting was announced Saturday evening as the American Hero Dog of 2017 at the seventh annual American Humane Association Hero Dog Awards at The Beverly Hilton. Abigail is a pit mix who was found covered in scars, tick-infested and anemic, with half her face missing as a stray in Miami. Veterinary staff determined she was a victim of dog fight-
ing. Abigail then underwent several major surgeries with extensive skin grafts. The way her veterinarian and veterinary technician held the gauze for her bandages looked like a bow, leading her bandages to be called her bonnets. People around the world began sending bonnets. Abigail was chosen as the winner from a field of seven finalists. All seven finalists received $2,500 for their charity chosen from the awards' 27 charity partners. Abigail earned an additional $5,000 for her charity partner.

Next Hearing In Hadid’s Bel-Air Fine Arts Theater and Rosenstiel Residence Mills Megamansion Case Set For Dec. 4 Act Contracts Approved By Matt Lopez Celebrity gossip website TMZ broke the news this week that megamansion developer Mohamed Hadid was on set this week, for a role opposite actor John Travolta in a new flick called Trading Paint. In photos on the website, Hadid is seen on set without a care in the world. After all, why would he? All seems to be going according to his plan, at least in the ongoing criminal proceedings against his 901 Strada Vecchia megamansion. At Monday’s hearing at Van Nuys Superior Court, many of the key facets of the original No Contest plea earlier this summer – tough penalties such as fines, a possible construction bond being posted by Hadid and more, appear to be falling by the wayside. Hadid was not present at the meeting – instead he was likely on set for his film role – but his attorney Robert Shapiro stated that Hadid had already completed about 80 hours of his mandated community service. The Courier is attempting to get a record of whether or not those hours have been completed.
One glimmer of hope appears to be Judge Eric Harmon, who is holding steadfast in wanting to hear from BelAir residents who have been affected by the construction of the home and the unstable hillside below it. Harmon called for a Dec. 4 status hearing, where Hadid’s team is expected to present new permits. At that meeting, Harmon also wants to hear from Bel-Air residents on what they think needs to be done to the home. No one has been affected more by that work than Joe Horacek, who lives directly below the nearly 30,000square-foot home. At Monday’s hearing, Horacek unveiled his new legal pit bull, Thomas O’Brien of Paul Hastings. O'Brien is a nationally recognized trial attorney who has successfully tried more than 95 cases, both criminal and civil, in federal and state court. O’Brien introduced himself at Monday’s hearing and noted that he would be representing the neighbors in their communication with the City Attorney’s office to assure that they were being fairly represented.
By Victoria Talbot Mills Act contracts were approved by the Beverly Hills City Council Tuesday for the Fine Arts-Ahrya Theater at 8554 Wilshire Blvd. and the Rosenstiel Residence at 1210 Coldwater Canyon Dr. The properties are locally landmarked by the Cultural Heritage Commission, which recommended the approval of the Mills Act contracts. State law enables local governments to enter into the contracts with owners of qualified historic properties to provide property tax abatement as an incentive in exchange for the continued preservation, restoration, maintenance and/or rehabilitation of historic resources. The City of Beverly Hills first adopted the Pilot Mills Act program in 2011, and has extended it through Dec. 31, 2019 for qualified properties with a tax-assessed value not to exceed $7,500,000. Other Mills Act contract recipients include the Wallis Annenberg Center for the Performing Arts Beverly Hills Post Office, the Fox Wilshire -
Saban Theatre, the Joe E. Brown Residence and the Salkin Apartment Building No. 2. The Fine Arts-Ahrya Theater was designated as Beverly Hills Landmark No.35 on May 16. It is a bona fide movie theater, in partnership with Laemmle films, featuring independent, foreign, and art house cinema. The applicant has provided a Preservation Plan that projects reinvestment of the tax savings to complete numerous restoration projects in excess of $543,000 and ongoing maintenance work in excess of $281,000 in the initial 10-year term of the contract, including restoration of the historic “Fine Arts” signage and storefront. The Rosenstiel Residence, which was designated as a City landmark on July 12, 2017, is a rare Mid-Century Modernstyle architecture by Master Architect Victor Gruen. The single-story residence features shallow-pitched shed roofs with deep overhangs above floor-to-ceiling glass windows and sliding glass doors. It is
one of the few homes he designed as Gruen spent most of his career designing shopping malls. The approximate annual tax reduction to the City for the Fine Arts-Ahrya Theater will be $6,041; the school district reduction will be $5,648. The reduction for the Rosenstiel Residence is expected to be $5,900 to the City and $5,500 to the school District. The addition of the two Mills Act contracts to the list of Mills Act participants, upon verification and acceptance by the Los Angeles County Tax Assessor’s Office, will result in an annual reduction in tax revenue to the City of $70,041 and to the School District, it represents a reduction of $62,148. The City’s Pilot Mills Act Program limits the total property tax losses to the City to a maximum of $100,000 per annum. The remaining approximate annual tax reduction for future Mills Act Properties is $29,959 for the City and $17,852 for the school district.

$11.4 Million Grant To Advance Prevention, Treatment
UCLA Brain Cancer Program Wins National Cancer Institute Designation The brain-cancer program at UCLA’s Jonsson Comprehensive Cancer Center and the UCLA Brain Tumor Center has been designated a Specialized Program of Research Excellence, or SPORE by the National Cancer Institute, making it one of only five brain cancer programs nationwide to receive such recognition and substantial research funding. The designation comes with an $11.4 million, five-year grant to support research into the prevention, detection and treatment of one of the most lethal
and deadly cancers, which often receives far less funding than other types of cancers. These grants promote cooperation among scientists in different disciplines, and UCLA’s program will partner researchers and clinicians to translate basic research from the laboratories into patient clinical trials much more quickly and effectively,” said Dr. Linda Liau, professor and chair of neurosurgery at UCLA’s David Geffen School of Medicine and director of the UCLA Brain Tumor SPORE Program. to be such a success, that she was named the grand prize winner in Beverly Hills Unified School District’s district-wide Science Fair. After that, she nabbed first place at the L.A. County competition and she came in first in the statewide Science Fair. On Wednesday, Leia learned that she was named a Top 30 finalist in the Broadcom MASTERS (Math, Applied Science, Technology and Engineering Rising Stars), a prestigious national Science, Technology, Engineering and Math (STEM) competition for middle school students. “I feel that to make it this far, my project has to be something special–I’m still kind of in shock that I’ve made it this far,” Gluckman said. The program, conceived by the Broadcom Foundation and Society for Science & the Public, seeks to inspire young scientists, engineers and innovators who will solve the grand challenges of the future. “I’m hoping to eventually develop the product and start selling it,” she said, noting that she envisioned it being sold like TOMS, where for every pair of shoes sold, another pair is donated to someone in need. In anticipation of that future, she is now in the process of licensing the product, getting patents and government approval. So far, only Leia’s family and close friends have actually tried it, to great success, she said. Next month Leia will travel to Washington, DC (all expenses paid) for the upcoming seventh annual Broadcom MASTERS final competition where she will compete for more than $100,000 in awards, including a top prize of $25,000. “We are so proud of what Leah has accomplished. Soon the entire country will know what the Beverly Vista community has known for a long time: that Leah has the drive and ability to compete with the best and brightest and to make a significant difference for those who are less fortunate,” said Beverly Vista Principal Christian Fuhrer. “The entire Bulldog Nation will be rooting for Leia as she competes in the finals in Washington, DC.”
Winners will be named on Oct. 24 at an awards dinner at the Carnegie Institution for Science after the finalists compete in a rigorous competition that will test their abilities in STEM, critical thinking, communication, creativity and collaboration. For the second year in a row, there will be an equal number of male and female finalists competing. Ten of the finalists, selected from a record high of 2,499 applicants by a panel of scientists and engineers, are from California. All finalists receive a $500 cash award in addition to the trip to Washington, DC to participate in the competition. “These talented young scientists, mathematicians and engineers, whose projects range from computer science and mechanical engineering to microbiology and substantiality, are part of the generation that will solve the grand challenges we face today,” said Paula Golden, president of the Broadcom Foundation. “For many of our finalists, their first spark of curiosity was struck by a dedicated teacher, parent or friend who took the time to ignite their personal passion. Congratulations to each of our finalists and their adult role models and mentors who have put them on their road to discovery.” Finalists’ independent research projects include a range of topics such as Using Flotation Systems to Harness Wave Power Using Electromagnetism Can Technology Be Used To Modify Behavior and Reduce Rates of Melanoma Remote Sensing the Ablation or Accumulation of a Glacier By Using Fractal Analysis on Glacier Images A Novel Method for the Efficient Determination of Long-Term Emulsion Stability Natural Antioxidant and NanoAntioxidant Effects Against Oxidative Stress Leia said that she feels immense gratitude to be part of the competition, which is regarded as the most prestigious of its kind in the nation. “Volunteering has always been a huge part of my life,” Gluckman said. “I’m happy that I was really able to make an impact on people.”
The ordinance will return to the council for a second reading and final adoption on Oct. 3. With final approval, smoking will be prohibited in all common areas of multi-family buildings, including hallways, pathways, lobbies, community rooms, laundry facilities, patios and pool areas, effective Jan. 1, 2018. On Jan. 1, 2019, smoking will be prohibited in all multifamily units, including rentals and owner-occupied dwellings. The Health and Safety Commission has had 12 meetings on the subject and two public meetings over the last year. Support is widespread, as
only an estimated eight percent of residents smoke. The Los Angeles County Department of Public Health estimates that the average population of smokers is closer to 14 percent. The Health and Safety Commission proposal had a one-year implementation for rental units and a two-year implementation for condominiums. The City Council, however, felt that the ban should be complete in the first year, citing concern for residents who are subjected to second-hand smoke in multi-family dwellings. Therefore, the ordinance will prohibit smoking in both rental and condominium units, regardless of ownership, in one year. The City has already prohibited smoking in public
areas, including parks, sidewalks and shared courtyards. In May, the City Council prohibited smoking in the public right of way, unless the smoker was “actively traveling.” The new prohibitions extend the City’s reach to include multi-family dwellings. The City Council directed that smoking cessation will be discussed as a part of the public outreach and recommendations for help with cessation will be coming back to council at a later date. The Health and Safety Commission was tasked with studying options for smokers who wish to quit. For more information visit www.beverlyhills.org/smoking or call 310-285-1014.

Spanish Dignitaries Celebrate 400th Anniversary Of Sevillian Artist Murillo At Luxe Hotel On Sunset By Laura Coleman To celebrate the 400th anniversary of Baroque artist Bartolomé Esteban Murillo, representatives from one of the most beautiful cities in the world–Seville–gathered at the Luxe Sunset Boulevard Hotel Wednesday evening to toast the renowned Sevillian painter. “We like to talk about the city of Seville as a living museum where different artist movements collide and coexist,” described the Mayor of Seville Juan Espadas Cejas, who shared with those in attendance the City’s plans for upcoming exhibitions centered around Murillo. With over 3,000 years of history, the city has an enduring legacy of cuisine, arts and culture. In 2019, Sevilla plans to celebrate the 500th anniversary of Portuguese explorer Ferdinand Magellan, who departed Seville in 1519 for a

It is a safe city. It is kind, it is opening, it is welcoming. Perhaps the word that best describes the city of Seville is joy.” Prior to the cocktail reception at the Luxe, which included exquisite Spanish food and
wine as well as a flamenco show, the Sevillian mayor and others visited the Getty Center to kick off “The Year Of Murillo.” The mayor of Seville's Getty visit, in collaboration with The Luxe Sunset Boulevard Hotel, and Tourismo Sevilla was hosted by hotel owner Efrem Harkham and featured a rare glimpse of Murillo's drawings from the Getty's archives.
landlords reporting of the rents for their units and the confirmation of those rent amounts by the tenants. An appeal process must be completed prior to that date, which is one year from the date of the adoption of the ordinance, as per the Petris Act. Several landlords used the public comment as an opportu-
nity to continue their protestations of the RSO. One landlord, Harvey Miller, claims that a Public Information Request will show that the City had no grounds for an emergency ordinance. However, the City of Beverly Hills adopted a regular Rent Stabilization Ordinance one month later.
Getty Museum To Exhibit Rare Michelangelo Drawing By Victoria Talbot Study of a Mourning Woman, ca. 1500-05, by Michelangelo Buonarrotti, one of the world’s greatest artists, will be on display at the Getty Museum, Getty Center Sept. 29 through Oct. 29. Rediscovered in the collection of Castle Howard in 1995, the drawing was one of 16 drawings and one painting the museum acquired in July. The drawing had been hidden among other pieces in the family collection, overlooked by scholars for centuries. This will be the first time the drawing has been exhibited in a museum since its rediscovery. Following the month-long exhibition, the piece will be loaned to the Metropolitan Museum of Art in New York for its exhibition Michelangelo: Divine Draftsmen and Designer, opening Nov. 13. The design, which is not known to have been a part of any of his projects, nevertheless was known to many of the
artist’s contemporaries. The figure of the woman is seen in profile, dressed in a full-length robe worn by women of antiquity as depicted in Renaissance painting, reflecting the mourning figures often found in paintings of Christ’s deposition from the cross. The drawing will be displayed in the Getty Museum’s North pavilion, second floor gallery devoted to Italian Renaissance painting.

Timothy Cloughesy, Steven Bensinger and David Nathanson will focus on how metabolism can affect and regulate tumor resistance of targeted therapies. People who are treated with traditional radiation often suffer a recurrence of their cancer, and this research could help improve clinical outcomes for people with brain and other cancers by combining radiation therapy with drugs that prevent the conversion of non-cancerous cells • Drs. Albert Lai and Harley Kornblum will study how glioblastoma can become resistant to isocitrate dehydrogenase (IDH) inhibitors, which are a promising new type of drug that targets a specific mutation in brain cancer cells. The scientists hope that understanding the epigenetics of this process could lead to the development of new treatments for people with glioblastomas that harbor IDH mutations by combining IDH inhibitors with epigenetic drugs.

To beat the late summer heat, it was off to Malibu for that town’s largest public/private performing arts event, the Concert on the Bluffs. An enthusiastic turnout of some 1,800 people of all ages attended this year’s spectacular, arranged by Founder/Artistic Director Catherine Malcolm Brickman, Executive Producer Suzanne Zimmer, and a host of other community leaders. With none other than “Mr. 007” himself, Pierce Brosnan (left) greeting the guests, the Malibu Coast Chamber Orchestra wove a delightful musical myriad of American classics from George Gershwin’s Rhapsody In Blue to Maurice Ravel’s Bolero, plus dancers from the New York City Ballet (top photo), there was something for every taste and a great time for all. Photos by Emily Goodman and Chris Ward ****** Last Thursday, The Broad Stage celebrated the launch of its 10th season with “An Intimate Evening with Josh Groban,” raising nearly $550,000 for its arts education and community programs for some 20,000 children, parents, and teachers designed to incite curiosity and encourage lifelong connection to the arts. This marked Josh Groban’s first concert in one and a half years, as he was on Broadway in Natasha, Pierre & the Great Comet Of 1812. Josh started the concert with a beautiful rendition of Pure Imagination followed by Try to Remember, What I Did For Love, Old Devil Moon, Bring Him Home, You Raise Me Up, and his favorite encore classic Over the Rainbow. Following the performance, guests proceeded to the outdoor courtyard for a gorgeously lit dinner reception, The Broad Stage’s 10th anniversary logo shining above the colorful tables. ****** And while we are on the subject of the Broads–Eli and Edye, to be exact– The Broad Museum downtown just celebrated its 2nd anniversary and appointed four new members to its board of directors. Honorees are the Sean O’Donnell family (Maple Award for Community Spirit) along with Rick and Kathy Hilton (Maple Award for Community Excellence). The event will be hosted by Michael Moloney of TV’s Extreme Makeover, Home Edition with entertainment by Alison Ward from Las Vegas, and special guest Univision’s Julio Cesar Ortiz. ****** Meanwhile, Lisa and Joshua Greer are opening their Beverly Hills home on Oct. 26 for “ArtWorks ADL: Justice, Advocacy & Art.” More than 40 prominent L.A. artists have donated works of art inspired by the Anti-Defamation League’s mission of working towards creating a hate-free world. The fundraising event will begin with a silent auction at 6:30 p.m., followed by a live auction conducted by Andrea Fiuczynski, executive VP/chairman of Sotheby's Americas. Honorary Co-Chairs are Michael Govan of LACMA and Lauren Taschen, an international art curator. Festivities will include live music, gourmet appetizers, wine and champagne. Dr. Martin Harry Prince, Innovative Member Of 1970s BHUSD Board Of Education, Dead At 87 By John L. Seitz Dr. Martin Harry Prince, a person often credited with promoting Beverly Hills High School's relaxation of the formal dress code, a new academic approach (“Mod 70”’) and introducing a cultural diversity program as a highly active member of the BHUSD Board of Education during the 1970s, died last Saturday at age 87. Born in the Bronx on April 5, 1930, he and his parents moved west, first settling in Albuquerque where he was raised and attended the University of New Mexico, before eventually coming to California. After earning his O.D. degree from the Los Angeles College of Optometry, Dr. Prince set up his long-standing optometry practice in Westwood, while he and his wife, the former Gayle
Schlanger–herself a BHHS alumna–lived and raised their five children in Beverly Hills. A longtime supporter of the Venice Family Clinic, he was honored with its prestigious Morton K. Rubenstein Humanitarian Award while the Westside Chamber of Commerce named him Rancho Park’s “Man of the Year.” He also served on local, state and national optometric boards. He is survived by his four daughters: Laura Fox, Amy Prince, Joanne Bolduc, Elizabeth Battat, his son Jonathan Prince and nine grandchildren. In lieu of flowers, any donation to the Venice Family Clinic, 604 Rose Ave., Venice, CA 90291, would be appreciated.

since then. The family, also owns the buildings for Porta Via restaurant, Edelweiss Candy, Spago and other properties in the City, said Leisure. “The structure is unique, built for a single purpose that limits the use. There may come a time when that use may not be applicable. Landmarking would restrict the use of the property. If it was no longer a gas station, what could it be,” asked Leisure. The City Council unanimously voted to send the project back to the Cultural Heritage Commission for study. “There are new regulations,” said Assistant Director of Community Services Ryan Gohlich. “It would need to be reviewed to see if it would still qualify as a resource.” “This building is one of the reasons we have a Cultural Heritage Ordinance,” said Mirisch. A review of eligibility is the first step towards designating a property. Staff was instructed to look at potential adaptive re-uses, as well. If it is designated as a City landmark, this would be the first property to be landmarked without the support of the owner in the City of Beverly Hills.

for consideration of the initiation of historic designation proceedings. Considered for possible local landmark status in 2013, historic designation proceedings were initiated and reviewed by the Cultural Heritage Commission, but the matter was dropped. Unfortunately, the designation lacked owner support. At that time, the Cultural Heritage Ordinance was being reconsidered, especially as the ordinance related to involuntary landmarking of buildings. Confronted with the option of involuntary landmark proceedings and an unwilling property owner, the City Council opted to raise the bar for involuntary landmarking and to add more incentives to property owners to voluntarily landmark their properties. A family member representing their interests spoke up to protest the designation proceedings Tuesday. Glen Leisure said that his grandfather had acquired the property in the 1920s and operated a gas station. The current structure was built in the early 1960s and has remained a gas station
Chavez’ remarks were brief, and consisted mostly of thanking the City staff, City Council members both past and present, and his family. Fred Cunningham, the City’s inaugural award recipient, retired as executive director of Public Affairs after 50 years of dedicated service to the City of Beverly Hills. “I have never worked with anyone that has even approached the dignity of Fred Cunningham,” said Tanenbaum. Tanenbaum worked with the City to create the award, and to bring it to a second recipient in George Chavez. Chavez has been with the City of Beverly Hills for 29 years, starting as a building inspector. He continued to work full-time as he earned his bachelor’s and master’s degrees. Chavez is a success story – the kind that comes from hard work, dedication, and, as Lili Bosse said, always answering in the affirmative when asked to solve a problem, a hallmark of his
ue between representatives for the school district and employee bargaining units. BHUSD Chief Administrative Officer LaTanya Kirk-Carter Latham previously told the Courier that the district would be unable to afford the salary increases in the absence of additional reductions or reconfiguring the school district’s K-8 schools. The district is currently projecting a budget deficit of $2.5 million for this year.
career. Chavez assumed leadership positions including City Building Official, assistant director of Community Development and director of Public Works. Chavez remained as director of Public Works while simultaneously serving as assistant city manager under Mahdi Aluzri until the City hired Shana Epstein earlier this year to fill the position, performing with amazing grace while performing dual roles. Chavez spearheaded the effort to develop the Water Enterprise Plan, a long-term strategy to increase water reliability by tapping into groundwater resources. As second-in-command at the City, Chavez’ responsibilities include oversight for Emergency Management, Resilience and Recovery; the Health and Safety Commission; Intergovernmental Relations, and Public Works, Community Services and Community Development.

LETTERS TO THE EDITOR The Beverly Hills City Council this week resolved to move ahead with the rental unit registry at the heart of our City’s rent stabilization program. That was no surprise as the council hadbacked the registry since its creation in January. It voted to reaffirm support in February, April, June, and early September. Tuesday’s action merely formalized it with a resolution. What is surprising is that landlords continue to oppose it. They have made the same losing argument in City Council meeting after meeting since January. Recently, they upped the ante by taking their case to court. And they won a pyrrhic victory— a temporary restraining order that obligates the City to keep registry data under wraps for now. According to City Attorney Larry Wiener, it will not impede implementation as the program moves ahead. But why are landlords so opposed? The registry simply contains information about rental property owners, units, tenancies and rents. Rent stabilization has been on the books here for 40 years, after all, so that’s not new. Yet landlords are desperate to throw a monkey-wrench into the machinery. We on the tenants committee thought the the landlords protested too much about the registry. We also thought it curious that they were so exercised about the business tax. Each landlord is required to register the rental property and must pay just over a penny on every dollar of gross income to the City (1.2 percent tax rate). In my view, that’s a bargain to do business in a place that for decades has asked so little of landlords. In fact, City Hall to this day can’t even identify everyone in the apartment renting business. The unlicensed landlords never paid that penny in business tax – and some have been in business for decades. The registry, however, will bring an end to that tax dodge. Landlords’ opposition to the registry came into better focus once tenants understood the taxation implication. We at Renters Alliance sampled more than 100 rental apartments along eight blocks in the Southeast area. Did each hold a business license? Using the City’s online business license and permit databases, we found that 1-in-10 rental properties weren’t licensed to do business so they pay no business tax. That’s simply outrageous. I suspect that the landlords who crow the loudest are those most afraid of accountability. Take for example Mr. Nathan Hirsch, who in the Courier’s Sept. 8 edition went out of his way to personally attack Michael Schulman (a member of our tenants committee). Michael earlier had expressed support for greater protections for residents, like his family, who rent their housing. Mr. Hirsch’s family-owned and operated apartment rental business (“a mainstay of this City”) in Beverly Hills has enjoyed relief from robust rent stabilization. Understandably he wants to protect his business. But he appears not to be licensed to do business, according to City records. He will correct me if I am mistaken, but the available information shows his business to be one of an estimated 100 unlicensed apartment rental businesses in town, and not one of them pays that penny-on-the-dollar business tax. The registry promises to remedy that. It requires all apartment rental businesses to hold a valid license. With a registry now in place, I already have and will be sure to continually check daily, now through the close of registration, which happens to be today (Sept. 22), to see if and when Mr. Hirsch brings his familyoperated business into compliance. ****** BHUSD Board President Mel Spitz's letter to the Courier last week is unfortunate but not surprising. Starting with his opening day statement in which he inaccurately asserted to our educators and staff that our district is no longer what it once was, Mr. Spitz has attempted to lead by tearing down others rather than building upon the many accomplishments achieved by our students and staff. This type of “sandbox leadership,” described by Dr. Richard Davis in the Harvard Business Review, is one in which “personal attacks ... seem to be the order of the day.” This divisive communication style is off-putting and prevents genuine communication and positive collaboration. In the last two years, the community has seen Mr. Spitz needlessly provoke worry and stress among our educators and community with threats of mass layoffs–layoffs that were almost entirely rescinded after months of declaring the need for them and then followed by extensive hiring at both the school site and district office level. We have seen him use the term “financial insolvency” and unfairly blame the teachers’ salary formula for this rather than on years of irresponsible district spending. In the district’s negotiations with the City over the Joint Powers Agreement, Mr. Spitz has indicated he would gladly give in to one City Council member’s misguided demand that the salary formula be eliminated rather than stand up for the school district as other boardmembers such as Howard Goldstein have done. The unfortunate ramification of Mr. Spitz’s words is, yet again, the avoidable erosion of community confidence in an outstanding school district and the decrease of morale among hundreds of employees. As stakeholders in this community, we can debate test scores and percentages all-day long. However, these numbers cannot quantify the dedication and devotion of our teachers and staff to the children we work with. If we are to live up to the #BH1 mantra, let us pull each other up and not tear each other down. Let us build upon our successes and work on improving together as a UNIFIED school district. We call upon Mr. Spitz to cease his unwarranted attacks on our staff and to demonstrate a willingness to work together with our educators to strengthen our district and develop effective and sustainable fiscal practices. Astrology By Holiday Mathis TODAY'S BIRTHDAY (Sept. 22). You're exceptionally lucky over the next four weeks. In November, shake up your professional scene some. What seems like a lateral move will actually lead to something much better. You don't really know yourself until you try new things. Your personal life percolates with fresh activities and interests in 2018. Taurus and Virgo adore you. VIRGO (Aug. 23-Sept. 22). You're ready and willing to learn, and that's not even the best part: There is someone very skilled who will be willing to teach you! You're the one who must make the first approach, though. LIBRA (Sept. 23-Oct. 23). Do you get the sense that you're coming into your own? Don't dismiss this as merely a good mood. Instead heed the intuition as a harbinger of the very lucky times you're stepping into. SCORPIO (Oct. 24-Nov. 21). You could put something in the world that wasn't there before. Note that creative ventures do require more than a good idea. They require time and study and practice. That said, a few minutes here and there will add up. SAGITTARIUS (Nov. 22-Dec. 21). The thing about chasing mirages is that no matter how much distance you cover, you'll never arrive. Illusions threaten to waste your time. Separate actualities from fantasies, truth from fiction. CAPRICORN (Dec. 22-Jan. 19). You genuinely want to do something well. Your attitude will appeal to others who have been masterful. In a stroke of luck more fortunate than money falling from the sky, the right teachers will be attracted to your potential. AQUARIUS (Jan. 20-Feb. 18). In some ways you are on your own, but this freedom has many perks. You can go in any direction you wish, for starters. Furthermore, your best guess is pretty stellar. Act on it and your luck will compound. PISCES (Feb. 19-Mar. 20). When you can right a wrong situation you feel personally successful. Indeed you are! And those who help you celebrate achievements of justice are your true friends. ARIES (Mar. 21-Apr. 19). When the sun rises, it rises for everyone and shines on all creatures alike. Those who feel special and above the rest will be humbled by the current cosmic climate in the best way possible. TAURUS (Apr. 20-May 20). People don't necessarily want to hear the most honest interpretation of things. What about compassion? What about catering the message to the audience? If you must talk hard facts, speak the truth and then duck. GEMINI (May 21-June 21). Even if you have a self-driving car, you still can't drive two of them at the same time. Choose. It may be difficult, as many options seem equal, but if you don't make the choice now, someone will make it for you. CANCER (June 22-July 22). Imagine if you believed that there was nothing wrong with you and there never has been, that nothing needed to be improved, that there was no “better,” only “different”: Would you then still make the same choice? LEO (July 23-Aug. 22). Intellectual powers surge today. You enjoy thinking things through and coming up with the perfect explanation for why they are the way they are, or how they might become something else. GRAND THEFTS 08/29 300 N.
