Back To School In Beverly Hills: BHUSD Prepares To Welcome Students Monday By Laura Coleman On Monday morning, some 4,004 enrolled students are expected to begin classes at the Beverly Hills Unified School District’s five public school campuses. Spread out across the City, the four K-8 schools may well complete their last year as such before the Board of Education ultimately decides on changing that model’s future. The possible
reconfiguration to create a dedicated middle school and three K-5 schools is just one of a multitude of district-level changes expected to take place over the coming school year. On Thursday morning Superintendent Michael Bregy, who officially took the reins as district leader Jan. 31, addressed (see ‘BACK TO SCHOOL’ page 17)

Appellate Court Sends BHUSD’s Metro, FTA Fight Back To Federal Court By Laura Coleman Beverly Hills Unified School District’s legal battle against the Metropolitan Transportation Authority (Metro) running a subway tunnel under the high school will return to Federal Court following this week’s opinion by the Ninth Circuit Court of Appeals not to currently make a ruling on the case of BHUSD vs. the Federal Transit Administration. “While the Ninth Circuit
declined to rule at this time, it reiterated that when the District Court reviews the FTA’s supplemental EIS (Environmental Impact Statement), it may evaluate whether the Full Funding Grant Agreement and Design/Build Contract infected the FTA’s analysis of alternatives under review,” said BHUSD attorney Jennifer S. Funding would come from fees paid by tenants and landlords, but the cost was not the issue Tuesday. The City Council was unwilling to fund the proposal without first hearing from Sukhsimranjit Singh Assistant Professor of School of Law and Practice, Associate Director Strauss Institute for Dispute Resolution, who has conducted six facilitated dialogues with the parties to try to reach a consensus on the future of the RSO. Lago Vista Appeal Moved To October By Victoria Talbot Despite an impassioned plea on behalf of his client, Ben Reznik failed in his effort to have an appeal heard for the embattled project at 1260 Lago Vista Dr. at Tuesday’s City Council meeting. The project seeks to export 2,498 cubic yards of earth, exceeding the 1,500 cubic yards permitted on a street less than 24-feet wide in the hillside area, for the construction of a residence with a basement, and thus requires an R-1 permit. The Planning Commission denied the Applicant a permit on May, in a meeting attended by dozens of residents, with more than

By Victoria Talbot Dozens of tenants and landlords cordially addressed the Beverly Hills City Council until the wee hours Tuesday night, re-hashing the Rent Stabilization Ordinance (RSO), and once again, trying to rewrite or defend the ordinance passed Jan. 24, though it was not on the agenda. What was on the agenda was a $1.5 million proposal developed by Management Partners for the City to fully implement all the elements of the program, with the bulk of the expense going to the maintenance of the Rental Registry and the eight employees recommended for the operating budget, staffing, program costs and implementation of the stand-alone department. The recommendation is that the Rent Stabilization Division be headed by a
100 written and spoken objections. The appeal has taken on an additional level of complexity, as Reznik is representing two adversaries on either side of the Hillside Ordinance. Reznik represents one client in an objection to a proposed project on Loma Linda Drive, another street that is less than 24-feet in width, that arguably, launched the Hillside Ordinance. He is now representing the developers on Lago Vista. Resident Debbie Weiss and her family hired Reznik in 2014 to advocate for the passage of the Hillside Ordinance (see ‘LAGO VISTA’ page 16)

Greystone Mansion To Become Backdrop For Chekhov Satire The Proposal By Victoria Talbot Classics in the Courtyard, part of the continuing series of cultural events hosted at Greystone Mansion, is celebrating its 21st year with its production of The Proposal, a farcical portrayal of 19th Century Russian courtship written by Anton Chekhov. Greystone will open for self-guided tours of the first
floor from 5-5:45 p.m. and the reading will be held in the mansion’s Inner Courtyard at 6 p.m. The reading will be followed by complimentary refreshments. Directed by Theatre 40’s Melanie MacQueen, the play is a satire on the values and customs of the 19th Century middle class as they negotiate life and potential matrimony
between neighbors. However, the betrothed couple seem entirely disagreeable and argue every little thing. The event is August 20 and reservations are recommended. Klein had taken his complaints public after court failures over the years, driving around town in a truck with graphics advertising his muddled, difficult-to-read website dedicated to the case. The cause of Rina Klein's death was listed as undetermined, and police eventually ended their investigation, according to court papers.
Don Koskoff: From Projectionist To Sailor, A Century Of Living By Laura Coleman As Donald Koskoff crests into his centennial year on Sunday, he does so with the joy of having lived fully for the better part of a century. In his room at the Beverly Hills-adjacent retirement community on Burton Way where he now resides, hangs an old newspaper clipping from 1951, framed, of him being kissed on either cheek by his two daughters when they were just three and five years old. The photograph, taken just after Don had returned to port after months away on the USS Los Angeles heavy cruiser, is one that the two girls, both of whom now have children and grandchildren of their own, have recreated with their father over the years countless times. Marked by a strong family and his work as both a sailor and movie projectionist, over the years, Don’s life has acquired a particular texture that pulsates with peaks of sustained happiness that he distills simply as, “I’m lucky.” Born in Denver Colorado in 1917, Don moved to Los Angeles as an infant. The story goes that his father drove with a friend to Los Angeles in 1918 in a Model “T” Ford, with his dad taking a job at the Ford

assembly plant in San Pedro and the rest of his growing family following shortly after. The Koskoffs eventually moved into a home just a few blocks from Exposition Park and Don still vividly recalls spending significant time there, playing games with friends such as ‘kick the can’ or ‘run sheep run’, or swimming in the gender-specific pools. “It was five cents to swim, 10 cents if you needed a suit,” he recounted. Don would also regularly go to the Fox Figueroa Theatre where movies and serials could be seen for a dime. “We’d stop by the drug store and buy a box of juju(see ‘DON KOSKOFF’ page 17)

Former Guard, Driver Sues Mohamed Hadid For Unpaid Wages By Matt Lopez Megamansion developer Mohamed Hadid is facing more legal trouble as he attempts to rectify numerous building violations at his 901 Strada Vecchia property in BelAir. Hadid is alleged to have concocted a scheme to hide nearly $600,000 that he owed to his former driver and security guard, Juan Carlos Gonzalez. In a story first reported by TMZ last week, Gonzalez filed documents in U.S. District Court that accuses Hadid and his assistant of making fraudulent wire transfers to avoid paying a $576,267.34 judgment owed to Gonzalez. Gonzalez, who drove and worked security for Hadid for more than five years, success-
fully sued the developer in 2014 for unpaid wages. Gonzalez alleged that he worked 12-hour shifts daily and was never paid for overtime work. Gonzalez’s new suit says that a year later, Hadid still hasn’t paid and is using the wire transfers as a way to skirt doing so. Gonzalez is asking that Hadid pay a 10 percent interest on top of the money owed. The new Gonzalez lawsuit comes weeks after Hadid – who was seen vacationing in St. Tropez this week as his legal troubles mounted – avoided jail time in the lawsuit surrounding the unpermitted development at his 30,000 square foot megamansion. Gonzalez was to be paid a weekly salary of $900 to work
12 hours daily, the Los Angeles Times reported. That math adds up to an 84-hour work week, which meant Gonzalez should have been paid overtime. Gonzalez ceased working with Hadid after he was pulled over by police while driving one of Hadid’s cars and was found to not have a driver’s license. Superior Court Judge Michael Johnson said it wasn’t clear whether Gonzalez quit or was fired. Lawyers for Hadid argued at the time that Gonzalez should not have been allowed to sue for back pay because he “failed to disclose that he is an undocumented worker who is not eligible to work in the United States,” the Times reported.

By Victoria Talbot The Human Relations Commission has launched a video competition for local students in grades 4-through-12 to raise awareness and to prevent bullying. Videos for the “Stop! Bullying Hurts!” campaign should portray how students, “can promote a society without bullying, and how to practice civility in everyday life,” said Commission Chair Jerry Friedman. “We hope that students will submit great videos that help us spread the word: Beverly Hills is a community that doesn’t tolerate bullying.” Videos should be no longer than 90 seconds. Entries will be judged on creativity, educational value and message. The entry form states that the videos should, “address how any bullying, including cyber-bullying, is now a part of everyday life and how written
and spoken words are as harmful as a physical attack.” The work should promote a civil society without bullying. The competition is part of the Human Relations Commission’s ongoing “Embrace Civility” campaign. Entries will be divided into two categories by grade: 4-8 graders and 9-12 graders. Winners in each category will receive cash prizes, recognition at the City Council, and possibly, have their videos aired on Beverly Hills TV. To be eligible to enter, students should be in grades 4-12, be a resident of Beverly Hills, attend a school in Beverly Hills or be associated with a business or organization operating in the City for at least one year. For more detailed information or to submit an entry visit www.BeverlyHills.org/NoBully ing or call Human Services, 310-285-1006.

Concerts On Cañon Celebrates The Summer Of Love Thursday By Matt Lopez For those who lived it, the Summer of Love is hard to forget. For those too young to have experienced it, the stories are hard to believe. Next Thursday in Beverly Hills, some famous faces will join Stephen Wise Temple to celebrate the 50th anniversary of the Summer of Love at Concerts on Cañon. The concert is Thursday, August 17 at 6 p.m. The Summer of Love was a social phenomenon in the summer of 1967, where hundreds of thousands of self-proclaimed hippies descended upon San Francisco’s HaightAshbury neighborhood, among many other U.S. cities. The counterculture celebrations – attended by many who were opposed to the Vietnam War and suspicious of government – were highlighted by parties and concerts. Next Thursday, Stephen
Wise Temple’s Rabbi Yoshi Zweiback, Cantor Nathan Lam, Cantor Emma Lutz and Music Director David Kates will be joined by The 5th Dimension’s Florence LaRue and legendary singer Freda Payne to belt out some of the biggest hits from the 1960s. The concert will be performed again the next night at Stephen Wise Temple, Friday, August 18 at 5 p.m. The evening will include pizza, activities and a Shabbat service. Harvey Kupernik, author of 1967: A Complete Rock Music History of the Summer of Love will be the guest speaker. Entrance to Concerts on Cañon is free and parking is available in nearby Cañon and Beverly Drive lots. Historic Perenchio Estate In Bel-Air Marketed for Record $350 Million By Victoria Talbot The Bel-Air estate of late entertainment mogul Jerry Perenchio has hit the market with a record $350 million price tag, making it the most expensive property on the open market in U.S. history. The 10.3-acre property includes five contiguous parcels, including the former home of President Ronald Reagan and his wife, Nancy and a 5,700 square-foot guesthouse designed in the 1930s by Master Architect Wallace Neff. But the centerpiece of the property is a massive 25,000 square-foot French chateau, with a neo-classical limestone façade designed by architect Sumner Spaulding of Webber & Spaulding, the same firm that had designed Greenacres, the Harold Lloyd estate, and the world-famous casino on Catalina Island. Public Works engineer Lynn Atkinson purchased the four-acre property on Bel-Air Road in 1932 for $45,000, down the street from the home of developer Alphonso Bell. With three flat acres to serve as a canvass, Atkinson began building at the height of the Depression, pouring an esti-
mated $1.6 million over five years into the construction of his palatial mansion. Atkinson’s dream house had an enormous entrance hall, billiard room, a pipe organ, silver vault, fur vault, separate master suites (six bedrooms and bathrooms), servants’ quarters and an elevator to two underground tunnels that led to different areas of the gardens. The grand ballroom with mirrored walls and frescoed ceilings had a raised orchestra platform. “So many first-floor rooms had gold-plated doorknobs – including lesser rooms like the gentleman’s study, the breakfast room and the cloakrooms – that the Atkinson mansion soon became known as the “House of Gold Doorknobs,” wrote Jeff Hyland in The Legendary Estates Of Beverly Hills. The same attention was lavished on the gardens. Atkinson transformed a small canyon on the property into a gently sloping series of waterfalls and imported full-grown specimen trees to provide privacy from the neighbors. The Atkinsons never moved into the house,
although legend has it, according to Hyland, that wife Bernice thought the house was too flashy, the truth was more mundane. He had financial problems; engineering contracts were drying up. The family used the house to host fantastic soirees, parties and charitable events, but to move in would have tripled his tax burden with another home in Hancock Park. Eventually, the house passed to Arnold Kirkeby in a mysterious deal for $250,000 in 1945. Atkinson leapt to his death from his Park La Brea
apartment at age 66, suffering from pulmonary emphysema. Kirkeby was a hotelier and real estate estate developer, who owned the Drake in Chicago and the venerable Beverly Wilshire, but he came from humble beginnings. His marriage to Carlotta Cuesta, the daughter of a wealthy cigar magnate, gave him access to a career in hospitality and influence in Cuba. He founded the National Hotel Corporation and built the Hotel Nacional. His business associates soon included Meyer Lansky. Lansky and his associates
held the Havana Conference of 1946 at the Nacional, including Frank Costello, Santos Trafficante, and Lucky Luciano. Attendees told law enforcement that they had come to hear Frank Sinatra sing, but it was also the occasion when Luciano became capo di tutti capi. In later years, Kirkeby was an investor in the Janss Investment Company and developed the Kirkeby Center on Wilshire Boulevard, now the Occidental building (see ‘$350 MILLION’ page 13)

The 12 Cedars-Sinai Medical Center specialties ranked nationally were cancer (No. 47); cardiology and heart surgery (No. 4); diabetes and endocrinology (No. 18); ear, nose and throat (No. 26); gastroenterology and GI surgery (No.4); geriatrics (No. 21); gynecology (No.28); nephrology (No.15); neurology and neurosurgery (No. 14); orthopedics (No.10); pulmonology (No. 20); and urology (No. 12). “The quality of care and compassion that all of our patients receive is the result of the commitment every one of our physicians, nurses and other healthcare professionals brings to work each day,” said Thomas M. Priselac, Cedars-Sinai president/CEO. The four L.A.-area Providence medical centers were recognized for five specialties and for treatments and procedures for five conditions.
• Providence Saint John’s Health Center in Santa Monica, ranked No. 44, was rated as high performing for the procedures and conditions for colon cancer and hip and knee replacements. • Providence Little Company of Mary Medical Center in Torrance, No. 16 in California, was recognized for treatment and procedures for chronic obstructive pulmonary disease (COPD), colon cancer surgery and heart failure. • Providence Holy Cross Medical Center in Mission Hills, ranked No. 22 in the state, was honored as high performing in four specialties; gastroenterology and GI surgery, geriatrics, pulmonology and urology and for conditions and procedures for colon cancer, aortic valve surgery, heart failure and COPD. • Providence Tarzana Medical Center, No. 32, was listed for excelling in two specialties: geriatrics and diabetes/endocrinology and treatment and procedures for colon cancer and heart failure. “Our physicians and clinicians provide consistent high quality care for our patients through their skills, patient education, care coordination, technology, research and whole person care that addresses not only physical needs, but emotional and spiritual as well,” said Michael Bernstein, M.D., chief medical officer, Providence Medical Foundations, L.A. The four hospitals were ranked as high performing for treatment of colon cancer on the same day a report by the Journal Of The American Medical Association found a surge in deaths from the disease among young and middle-aged white men and women.

Hugh M. Hefner First Amendment Awards Offers Poignant Reminder To Protect Civil Liberties At Playboy Mansion By Laura Coleman First Amendment rights were front and center at the Playboy Mansion in Bel-Air on Monday morning for this year’s Hugh M. Hefner First Amendment Awards. Founded in 1979 by Christie Hefner, this week’s ceremony honored four individuals–a scholar, an artist, a journalist, and a lawyer–whose efforts to protect civil liberties have measurably impacted society. “The critical importance of standing up for free expression in these times of all times is ... something we need to be reminded of in terms of the price that is paid by those who do it, and the tenuousness of the rights that they are defending,” Hefner said in opening the 38th awards ceremony, which she originally started to celebrate the 25th anniversary of Playboy, the empire founded by her father. “Today we need journalists, we need artists, we need scholars, we need historians, we need activists, we need champions who believe that free speech is the fundamental principle of our democracy.” This year’s honorees included: journalist Jenni Monet, who first shone a light on the protests opposing the Dakota Access Pipeline; professor Timothy Garton Ash, whose book Free Speech: Ten Principles For A Connected World expands on what is needed to maintain free speech in a networked world while providing a thoughtful analysis on how to dis-
agree; professor Hasan Elahi, an interdisciplinary artist who documented his response to an FBI investigation triggered by an erroneous tip in 2002 with a responsive photo project

called “Tracking Transience” where he has published over 70,000 images of his daily life in the past 15 years, in a sense normalizing self-surveillance; and civil liberties attorney Burt Neuborne, this year’s “Lifetime Achievement” award winner who was honored for his half-century of work defending civil liberties and civil rights. “I accept this award at an interesting time, at a time of great challenge,” said Neuborne, the founding Legal Director of the Brennan Center for Justice at NYU Law School and the former national director of the ACLU. He underscored the importance of defending free speech in the wake of the president’s use of Twitter as a way to create a “charismatic bond” with disenfranchised people, which, he said, has the capacity to unravel the fabric of a democratic society. “Free speech is under attack everywhere,” said Ash, who dedicated his award to the memory of Nobel Peace Prize laureate Liu Xiaobo, a Chinese activist who died last month. “Free expression is the base of human rights, the root of human nature and the mother of truth.” For Monet, who was even arrested and imprisoned in her efforts to tell the world the truth about the peaceful protests by indigenous tribes in North Dakota, the power of the press resonates profoundly. “It matters when we start to shine a light on these stories,” she said.

However, state law requires that rental registry data must be collected and confirmed by Jan. 24, 2018, a process that requires landlords to return documentation, resolve any appeals and compile the results, to become law. Increasing the civility through Singh’s work and a strong desire to fashion the ordinance themselves, rather than have city council or staff do it, have combined to bring movement and some flexibility to the discussions, hopefully leading to consensus. “What is this going to look

LUNGING FOR LUNGS – Started by Beverly Hills High School alumni Michelle Wolff, Bo Abrams, Rebecca Yukelson and Talia Stone, #Lunges4Lungs was started by the friends of Mallory Smith, a Beverly Hills youth with cystic fibrosis. Currently, Mallory is living in Pittsburgh, said her mother Diane Shader Smith, “solely to wait for a transplant, as no other program would accept her. [Beverly Hills] Mayor Lili Bosse was kind enough to lunge at the Monday Walk with the Mayor to support the campaign that's in honor of Mallory, BHHS Class of 2010. to limit a development on Loma Linda Drive. Weiss, in a letter to the City Council in Tuesday’s agenda, objected to “the appearance of Ben Reznik… on behalf of Appellant Sagebrook Investments, L.L.C. [1260 Lago Vista Dr.] for ethical reason and to the actions of the Appellant in inducing Mr. Reznik to disregard his ethical obligations…” “We have paid the firm hundreds of thousands of dollars for their representation… and the Developer’s representatives are well aware of the fact that Mr. Reznik represents me in these matters and of my involvement in opposing their Hillside R-1 permit application… I consider it a project that will have a severely adverse impact on the entire Hillside area,” wrote Weiss. “I am requesting that the City Council reject and disqualify Mr. Reznik and his firm from any participation, direct or indirect, in this proceeding.” Reznik said his Lago Vista client had spent $1 million trying to develop the property to date, though he did not reveal how much of that was in lawyers’ fees. “In this instance, the simultaneous representations have a great deal in common, and Mr. Reznik and his firm have had numerous confidential conversations with me that relate to the
interpretation of the Hillside Ordinance and issues that affect the development of 1260 Lago Vista Dr. There is no reason that the automatic disqualification rule applicable in California courts should not be applicable to City Council proceedings.” In a related issue, the council has postponed the appeal of the Community Development Department’s interpretation regarding the Municipal Code’s Basement Definition, which determines what portion of a single-family residence qualifies as a basement and therefore, exempts that area from counting toward the maximum allowable floor area on a site. The City’s clarified interpretation became effective July 13 and applies to all building projects that were not permitted prior to that date. Reznik has appealed the definition on behalf of the property owner at 1260 Lago Vista Dr. The appeal of the definition will be heard on October 3 as well, and may effectively eliminate any appeal of the denial of an R-1 permit. Currently, the property at 1260 Lago Vista is listed for sale. The Planning Commission, in a separate effort, is concurrently working towards a new code definition of “basement.” The definition will make morebelow-grade construction count towards the maximum allowable floor area, further curbing “basement” construction to add square footage. That definition is expected to be heard in the fall.

Bregy likened the multitude of challenges confronting the district to spinning plates, stating: “There’s so many issues that have a direct impact

bees and go to the show,” he recounted. At 11, Don starting selling newspapers at the L.A. Coliseum, sometimes hawking “extras” for special occasions, such as the Dempsey-Tunney fight, the flight of Lindbergh or the death of Rudolph Valentino. Just before Don started attending Fairfax High School, the family moved west, just a stone’s throw from La Cienega Park. Once while visiting the park–one of the most frequent destinations for Don, his two brothers and his sister in the early 1930’s–it so happened that Babe Ruth was teaching kids to play baseball. Babe Ruth ended up tossing around, and later signing, Don’s football, which Don continued using religiously until the ball wore out when he was 14 or so. During summers the kids would often go to the beach, sometimes hitching a ride with a neighbor who had a Ford with a rumble seat. One time when the car was loaded and there was no room for him, Don decided to bum a ride at Wilshire and La Cienega. He recalled how a large wickered body Dusenberg stopped to pick him up, with the lady in the back seat opening the door to offer him a ride. It turned out to be Marion Davies, whose beach home was adjacent to the beach Don often went to. When the Farmers’ Market opened in 1934, Don got a job on Saturday’s working at an orange stand. Later, he started working at a vegetable stand, where he would shell peas or lima beans when there were no customers to wait on. After graduating high school in 1935 he enrolled in UCLA and simultaneously began tutoring kids at the high school for the going rate of $1 an hour, averaging about $15 a week. While studying business, he also honed his skills as a theatre projectionist, thanks to his father, who’d been working as
on us, and we don’t know which one’s going to fall. But I want you to know that we’re on top of it as a team and committed to doing a better job of communicating where we are as a school district.” Beyond those looming issues, Bregy highlighted the myriad challenges currently facing education. “We need to center on student growth,” he said. “It’s time to be progressive with our instructional strategies.” While he did not delve into specifics related to those strategies, he did emphasize that it was important for the district to “re-culture” and “rebrand” itself as one unified school district. To that end, he introduced the hashtag #BH1, which he said was intended to help unite all five schools. Following the meeting, Board President Mel Spitz extolled the superintendent’s speech. “He connected in a personal way with each and every staff member, discussed challenges that are being addressed by the Board of Education, explained his vision for the growth and enhancement of the district, and promoted a sense of unity and purpose,” he told the Courier.“ I am proud and gratified that he is at the helm of our school district.”
one since the 1920’s and taught him the ropes. By 1938 Don was working as a non-union projectionist, eventually receiving a city license when he was 21. “I worked in almost every theater in Los Angeles,” he recalled. To avoid the U.S. Army draft, Don decided to enlist in the Navy, reporting for duty at the San Pedro base in Oct. 21, 1941. A vision problem in his left eye precluded him from receiving a commission to become an officer, but he was passionate about being successful. “I loved the Navy and I worked up to lieutenant commander,” he said. “That was a pretty good rank.” “I just liked being at sea,” he added. While serving in World War II and later in the Korean conflict, Don ended up traveling all over the Pacific Rim. And each time he was on leave from the Navy, he would call up the projectionist’s union and would be on a job that very night. In 1950, he recalled purchasing a lot in West L.A. for $5,250. Shortly after the house was built, he was called up for the Korean war, leaving behind his young wife, Marilyn, and their two young daughters, Joan and Nancy. After the war, he later got a job working for an oil company, finally retiring from work at age 65 and moving to Leisure World, where he lived with his wife for the next 25 years or so. There he played tennis, and bridge and spent a lot of time working in the wood shop, even crafting a table from some of the wood that was once a part of a ship he worked on. Eventually, the couple returned back to L.A. to be closer to their extensive family of grandchildren and great grand-children. They counted 64 years of marriage before Marilyn passed away in 2008. “I’m the luckiest all the time,” he said. “I’ve always had good luck.”

Metro’s current proposed alignment has the Purple line extension running beneath Beverly Hills High School and requires tunneling through pockets of methane gas and abandoned oil wells. On Aug. 16, 2016, U.S. Federal Judge George Wu ruled that the FTA acted in an “arbitrary and capricious manner” with respect to the environmental effects of tunneling under BHHS in order to reach the Constellation station. And while he did rule that the FTA violated the National Environmental Policy Act when it approved Section 2 of the Westside Subway Extension, he refused to vacate the Record of Decision. Last month Recine argued in front of the Ninth Circuit panel of three judges that there were far more direct alignments to the Constellation Station. However, she was unsuccessful in her attempt to get the court to enjoin funding for Section 2 of the Purple Line subway extension so that the agencies could objectively analyze alternatives
without being swayed by the ongoing expenditures for the $1.37 billion design build contract Metro awarded to the joint venture team of Tutor Perini/O & G in January. In its opinion, the Appellate Court noted that: “The FTA represented to the district court that the Grant Agreement and the Design/Build Contract would not prevent it from making changes to the planned alignment.” Further, the opinion stated that,“the Grant Agreement and Design/Build Contract do not represent an irreversible and irretrievable commitment to the Constellation Station alignment.” “The FTA's draft analysis sets forth viable alternative routes that permit Metro to proceed across the campus, just not under current or planed educational and recreational facilities at the High School, and the school district has provided the FTA with several additional possibilities,” Recine added. “If the FTA can fairly eventuate alternatives, it will chose one discussed in its analysis or presented by the school district. To the extent the FTA fails to do so, the School District will challenge the outcome of the process.”

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. LETTERS TO THE EDITOR Sometimes a person can look remarkably healthy, yet suffer from a serious and chronic illness. We as a community should always choose compassion and understanding in our policies and judgements. I'm writing in response to Larry Mattson’s letter of Aug. 4, in regards to the perceived increase in handicapped parking placards by those who are not handicapped within the Beverly Hills community. While I can’t speak for everyone who has a handicap placard, I can say if you saw me on the street, you would think I was a completely healthy, 40 year old woman. I look and sound healthy, and yet suffer with horrendous medical problems, which cause debilitating chronic pain, including Multiple Sclerosis. I do walk my dog, on the days I can, and I do get in and out of cars seemingly with ease. But every step I take and every moment I breathe each day--is a moment of pain. I have a lot of pride...perhaps it’s my Scottish heritage or simply my ego that prefers to savor whatever time in life I can, even if it’s just a moment with a stranger, enjoying being perceived as a normal person. So I do hold my head high while in public and don't want people to feel sympathy for me. Everything that can possibly help is being done by my doctors at CedarsSinai. I hold my head high. Perhaps one day you will see me hop out of a car with my blue handicap placard. Maybe you will turn your face up, roll your eyes and judge me. But make no mistake—I am not normal. In order to get a handicap placard, a patient’s physician has to sign approval for one, including putting their California state medical license number on the form. I’ve been very ill for more than 10 years and met hundreds of doctors. I can say with absolutely certainty not one of them would sign off on a handicap placard if they didn’t genuinely believe the patient could benefit from it. This doesn’t mean that there aren’t people who “borrow” a
placard from a friend, or perhaps there could be a better way to ensure these are being used by the correct people. But we must be very careful not to judge people who look healthy on the surface, because you don’t know what struggles that person went through just to get out the door. Tara Leigh KittleI ****** I have written to you in the past and have applauded the quality of reporting in the Courier, finding it a valuable source of local information. However, those past letters have centered on my outrage over the content of George Christy’s columns and the political content that they contain. Your responses to my letters were the equivalent of a shoulder shrug. “George has a contract and can write about anything he wants. There is nothing we can do.” A good newspaper has an obligation to the public for fair and balanced reporting. Allowing George Christy free rein and providing no counter balance to his one-sided rants is not fair and balanced. You have two choices. First, you can terminate his contract and be rid of the garbage he spews. The second choice, face a petition and a general boycott of your advertisers. I will start an online petition for the Courier to fire George Christy. If the Courier does not stop his one-sided, pro-Trump rants, I will write a letter to each and every one of your advertisers and let them know that if they continue to advertise in a newspaper that one-sidedly supports Trump, they will no longer receive the support of the signer’s of the petition. Do not ignore me. I am serious. I find his columns to be less than useful and those columns do not deserve space in your newspaper, nor do they have a place in Beverly Hills. Michael Harabin
China And The Nation-State Of California By Woodrow W. Clark II, PhD, Qualitative Economist China is making an economic transition with many actions gradually opening what had been “market opportunities” in the Western Economic unplanned way. But the market capitalism model that occurred in China over the last two decades was both false and never existed. China found out the hard way (e.g. increased pollution, greenhouse gases and carbon emissions) that cost both their economic development, but also personal health costs in the billions of RMB. Everything changed just before and now after in China’s current #13 Five Year Plan that went public in March 2016. The Chinese crisis is also its challenge; thus also an economic opportunity. China now with nation-state of California due to the UN G20 turning into the G19 with the USA withdrawal from it, will be global leaders in sustainability – with energy and environment synonymous with economic growth and business development.
Since the formal completion of the United Nations “agenda for sustainable development in 2030,” every country and region in the world is working toward this goal, as the driving force of social functioning, energy industry attracted more and more attention naturally. Depending on current technology, sustainable development of energy resources cannot depend on traditional fossil fuels, but renewable energy. Decades later, after Japan, Korea, Germany and the Nordic countries started the Green Industrial Revolution (GIR) that Clark and Cooke, English 2014 and Mandarin 2015 wrote. The world is once again struggling
with a global energy crisis, created now in Japan from an earthquake and tsunami in the northeast coastal region that destroyed one of the key Japanese nuclear power plants in Fukushima. From this tragedy, Japan may leap even further ahead in developing its GIR which is a carbonless economy as it expands renewable energy generation to compensate for the loss of nuclear power. China has watched this problem carefully and learned from it on many levels. Now China and California will be teaming up to move into the GIR.

Astrology By Holiday Mathis TODAY’S BIRTHDAY (Aug. 11). You work hard, and you’re consistent. Because of your determined and predictable efforts, you’ll win a major prize. When you meet someone new in November, it will feel like a reunion. Together you’ll quickly accomplish important things. New accounts and big deals will sweeten your leisure in 2018. Sagittarius and Libra adore you. LEO (July 23-Aug. 22). It’s what always happens: You love someone, and they change. You want to change, so, hey, try it on yourself! Love yourself as you are and then watch as you quickly blossom into the next iteration. VIRGO (Aug. 23-Sept. 22). The absence of judgment is a nice thing to claim or strive for, but it’s not realistic to believe you’re not going to make assessments all through the conversations if not the relationship. You judge. But you judge mostly kindly. LIBRA (Sept. 23-Oct. 23). “Look on the bright side,” they say, and yet that side only applies to around half of the total day, give or take, depending on the time of year. To know a place is to know it in the light and also in the dark. SCORPIO (Oct. 24-Nov. 21). You love a person more than the distance that’s between you, regardless of what’s causing that distance. It might be time or place or age or lifestyle. When love can’t bridge it, more love can. SAGITTARIUS (Nov. 22-Dec. 21). Because you’re the pioneer of the zodiac, when there is a great deal of certainty and knowledge about the path, it won’t be your first choice. Lost and Adventure are best mates; one seldom travels without the other. CAPRICORN (Dec. 22-Jan. 19). Forgive yourself for the mistakes that led you to this perfect here and now. How do you know it’s perfect? Because it is the current reality, and there is nothing else that falls into the category of “current reality.” AQUARIUS (Jan. 20-Feb. 18). What happens between people can be confusing, but don’t worry; your heart will translate events and ideas into its native language, the language of love. Tears and laughter are both in the heart's lexicon. PISCES (Feb. 19-Mar. 20). The one who wants to know what goes on in your head is (perhaps subconsciously) planning to be around you more in the future, and it therefore behooves that person to understand you. ARIES (Mar. 21-Apr. 19). Despite the fact that the astrological phrase associated with your sign is ”I am,” you sometimes forget the “who” of you. When it happens today it will be because you’re in transition, and it’s too soon to tell the outcome. TAURUS (Apr. 20-May 20). You have many people who want to be with you through the entire story and won’t bail in the scary parts or during the slow exposition. These loyal types won’t require you to always be the strong hero, by the way. GEMINI (May 21-June 21). Couples who have been together for a long while sometimes get irritated by every little thing the other person does. Everything can’t be wrong, though. All relationships will benefit from a little more space and time away. CANCER (June 22-July 22). The blue crayon is the one most reached for to color the sky, and yet the sky is more often other colors. Your eyes will be open to a reality that is different from the agreed upon depiction of it.
