Jay Leno Hosts 25th Backdraft Ball, Honoring Ralph Mundell By Victoria Talbot For his sixth year in a row, Comedian Jay Leno hosted the Beverly Hills Firefighters’ Association Backdraft Ball at The Beverly Hilton Tuesday, featuring the City’s finest in full dress before the community that supports them. The evening saw the highest ticket sales ever, with more than 750 sold. Among the various auction items, two of them drew bids of more than $12,000. Some lucky attendees will be traveling to Bora Bora for a six-day holiday and another couple will visit South Africa for 11 days. Among those recognized at the gala was the “2017 Firefighter of the Year” Fire Capt. David Perusse, for his hard work and dedication. The Don Reynolds Scholarship recipients were Brian VerSteeg and Mikayla Hand.

While raising funds for the Beverly Hills Firefighters’ Association Post-Retirement Medical Trust, the evening was also a tribute to retiring Fire Chief Ralph Mundell, who has served 31 years with the BHFD. “This year’s Backdraft Ball was the best one ever,” said Mayor Lili Bosse. “Truly exciting to celebrate 25 years of such a beloved event in our community. It is hard to say goodbye to Chief Mundell. His 31 years of service have helped keep our City safe. We love him and love our Beverly Hills firefighters. They are the heart and soul of our City.”

Beverly Hills Salary Survey – Third And Final Installment Beginning on page 15, the Courier prints the final installment of its annual comprehensive chart of City of Beverly Hills employee salary, pay and benefits, which were received after a California Public Records Act demand. This chart is based on 2016 financial data and was released in multiple parts, because of the larger than usual amount of people employed by Beverly Hills. The chart – extended over three issues – provides financial information on 1,220 public employees of the City. The City spent more than $91.9 million – up 11.3 percent

from last year – on total take home pay for employees (that encompasses salary, overtime, leave payoffs and car allowances) and another $35 million on benefits and other compensation. This includes retirement pay, healthcare, deferred compensation and retirement health savings accounts. Adding together those totals means that, in full, the City footed a $126.9 million bill for employees in 2016, up 14 percent from 2015. Next week, the Courier will print salary and benefit comparisons against neighboring cities.

Spitz estimated that using the firm, ARB, to monitor the oil well would run the school district around $75,000 a month, just south of $1 million a year. “Our most pressing concern is having the funds to monitor the well,” he said. “Right now it’s fluid; it’s a mess. The school doesn’t have the resources or the reserves to do it.” The school district is (see ‘VENOCO’ page 22)

BACKDRAFT BALL — Firefighter Chad Beery belted out the National Anthem, accompanied by the California State Firefighters’ Association Pipes & Drums, welcoming guests to Beverly Hills Firefighters’ Association’s 25th Annual Backdraft Ball on Tuesday at The Beverly Hilton. More than 700 tickets were sold and generous patrons bid more than $12,000 each for a trip to South Africa and a trip to Bora Bora.

By Laura Coleman On Tuesday, the Beverly Hills City Council is expected to discuss issues related to last week’s news that Venoco, LLC was no longer responsible for monitoring and remediating the Beverly Hills High School oil well after a federal bankruptcy judge ruled that the energy company would be off the hook at the end of this month. “I know we will be talking about it as a council, next week I imagine,” Mayor Lili Bosse told the Courier. In anticipation of assuming full responsibility for the property on July 1 – which Venoco had hereto been leasing from the Beverly Hills Unified School District when it filed for bankruptcy under Chapter 7 in Delaware in April – BHUSD

331 North Oakhurst Drive

The Planning Commission of the City of Beverly Hills, at its REGULAR meeting on Thursday, June 22, 2017, will hold a public hearing beginning at 1:30 PM, or as soon thereafter as the matter may be heard to consider a request for Variances and a Development Plan Review to allow construction of a new 22’2” tall, twostory residential building containing one unit located at 331 North Oakhurst Drive. The proposed project is located on a 3,327 square foot lot in the R-4 zone and would have a floor area of 2,865 square feet (including basement). Construction of the proposed project requires the following entitlements: Variances from the City of Beverly Hills Municipal Code (BHMC) for the following: • • • • • • • • •

Variance from BHMC § 10-3-2805 in order to build habitable basement area in a multi-family zone Variance from BHMC § 10-3-2806 to deviate from the required modulation for multi-family buildings Variance from BHMC § 10-3-2806 to allow the reduction of the required front yard setback Variance from BHMC § 10-3-2807 to allow the reduction of the required side yard setback Variance from BHMC § 10-3-2808 to allow the reduction of the required rear yard setback Variance from BHMC § 10-3-2810 to allow extension of the basement lightwell to encroach into a rear yard setback Variance from BHMC § 10-3-2816 to provide two parking spaces instead of the required three parking spaces Variance from BHMC § 10-3-2817 to waive guest parking requirements Variance from BHMC § 10-3-2818 to provide parking spaces not enclosed by solid walls (not shielded from public view) and provide such spaces in a required side yard setback

These variances are being requested in order to accommodate the proposed structure on the project site. A Development Plan Review is required pursuant to BHMC §10-3-3100 and §10-33102 because the proposed project involves new construction requiring the granting of a variance. This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.), and the City’s Local CEQA guidelines. The project appears to qualify for a Class 3 Categorical Exemption for new construction or conversion of small structures pursuant to Section 15303 of the guidelines because it is a multi-family residential structure that contains no more than four dwelling units. The Planning Commission will consider finding that the project will not have a significant environmental impact and is exempt from the provisions of CEQA.

INSIDE PUBLIC WORKS — KidUnity, an after school program that takes local youth to different places in the City to learn how professionals do their jobs, had a productive session this week at City Hall, visiting Public Works Commission chair Jeff Wolfe. The students learned all about the Santa Monica Boulevard reconstruction, the City’s Water Enterprise Plan, and much more. Prior to the meeting, the kids met with Courier staffers to learn about topics that the Public Works Commission covers, and get ideas on what sort of questions to ask Wolfe. Spiegel Family Legacy Lives On In Beverly Hills By Laura Coleman Longtime Beverly Hills resident Rita Spiegel’s only wish for Wednesday evening, when she represents her parents as this year’s Yad Vashem gala honorees, is that Edita and Abraham Spiegel’s legacy will continue to shine. “They both believed that God watched over them,” she told the Courier. “When you remember people, they’re alive again.” The June 14 “Salute To Hollywood” fundraiser at The Beverly Wilshire for the American Society for Yad Vashem and the Jewish Life Foundation supports keeping memories alive at the Holocaust memorial museum in Jerusalem, Yad Vashem. The

Spiegel family’s “Lifetime Achievement Award,” which Rita Spiegel will accept on behalf of her parents, recognizes Abraham Spiegel’s development of the Yad Vashem Children’s Memorial. Built in 1987 beside the museum, the underground children’s memorial commemorates the loss of around 1.5 million children killed in the Holocaust during World War II.

Conceived by noted Israeli architect, Moshe Safdie, inside the memorial cave, five candles are refracted in 500 mirrors to create 1.5 million points of light while a voice whispers the name, birthplace and age of death of each child. It takes 3.5 years to read through all the names. Rita Spiegel, who was 15 when the ethereal memorial opened, recalled how her father approached the World Holocaust Remembrance Center in Jerusalem to commemorate his first son, who had died at age 2 in 1944 inside Auschwitz concentration camp after Josef Mengele (see ‘SPIEGELS’ page 14)

As always, walkers will meet at the Crescent steps of City Hall at 8:30 a.m. Members of the Recreation and Parks Commission and the Public Works Commission will join Mayor Lili Bosse and the children from the Roxbury Park Preschool for a ceremonial tree-planting. “This week’s Walk with the Mayor will be extra special as we walk to our community gem Roxbury Park, to celebrate Arbor Day,” said Mayor Bosse. “Monday is truly the best day of the week because of the community of walkers that bring such passion weekly. Crime Roundup: Police Need Help Identifying Office Thief, Investigate Burglary At David Spade’s House By Matt Lopez Beverly Hills police are asking for help in identifying a woman linked to a pair of unsolved commercial burglaries. The woman, believed to be about 60-70 years old with grey hair, is suspected of committing two burglaries – one on Nov. 18, 2016 and a second on March 25, 2017. On Nov. 18, the woman – whose race is unknown – was captured on surveillance video entering an office suite in the 400 block of North Roxbury Drive. She looked through various office drawers and cabinets, and is believed to have taken money and a camera. On March 25, she struck again at the same location, but in a different suite. Once again, she browsed through cabinets and is suspected of taking off with money. In both cases, the woman was wearing bulky clothing and gloves. Anyone with information on the identity of the woman should contact the BHPD detective bureau at 310-2852158. ••• Movie and television star David Spade was the latest victim this week in a string of Southern California celebrity burglaries. According to celebrity gossip website TMZ.com, burglars made off with a safe from Spade’s home that included about $80,000 in jewelry and cash. Spade was not home at the time of the burglary, the BHPD said. “Because this is an active investigation, no additional details are available for release at this time,” Beverly Hills police Lt. The 52-year-old comic actor has a security system at the home, but the burglars managed to disable it, TMZ reported, adding that a wedding band that belonged to Spade's mother was among the stolen items. Planning Commission To Consider 90-Unit Mixed Use Building On Wilshire By Victoria Talbot The Planning Commission will soon consider modifications on a previously approved Planned Development Permit and Vesting Tentative Tract map for a sixstory, mixed-use project at 9200 Wilshire Blvd. The proposal would increase the approved 54-multi-family units to 90 units, and shift the retail from 14,000 square feet of commercial space to a reduced 5,696 square feet of retail. Approved in 2007 to allow the mixed-use project in the M-PD-4 Mixed Use Planned Development Overlay Zone, the applicant is requesting changes to building modulation, project access and circulation. The modifications do not include any changes to the maximum height or floor area ratio, but may include a reduction in parking. The project will cover an entire city block area, and was originally scheduled for the June 8 Planning Commission meeting, but was pulled by the applicant. It is expected to be on the next Planning Commission agenda, June 22. Send comments to asahakian@beverlyhills.org or call Senior Planner Andre Sahakian at 310-285-1127. Of note are two upcoming agenda items, including a proposed project at 331 N. Oakhurst and a similar project at 9171 West 3rd Street that will appear on the June 22 agenda.

The previously approved plan

The two properties abut a 14-foot high, 1,000 square-foot single family residence and as originally proposed in January, would have towered over the smaller home. Owner Barbara Pizik said the homes, “would be over 41' tall (which includes the stairwell) … The new structures would dwarf me - cutting off my light, privacy.” The developers propose two separate two-story residential buildings with a single unit each. Variances being requested include reduced front, side and rear setbacks; a reduction of one parking space, and unenclosed parking. The proposed homes are 2,865 square feet (Oakhurst) and 2,548 square feet (3rd Street). In January, the Planning Commission could not make the findings for the variances in the original proposals, including a reduction in

CHLA Chief Surgeon Henri R. Ford Earns Two Prestigious Awards Children’s Hospital Los Angeles (CHLA) VP and Surgeon-in-Chief Henri R. Ford, MD, MHA, FACS, FAAP, has been recognized for two honors: He was recently elected president of the American Pediatric Surgical Association (APSA) and achieved one of the rarest and most prestigious international milestones for a surgeon—an Honorary Fellowship to the Royal College of Surgeons of England (RCSEng), the organization’s highest award. “I was truly humbled and appreciative of the honor and it allowed me to pause and reflect on my journey and how blessed I have been to have been guided by my mentors and role models,” says Ford, CHLA’s first-ever honorary fellow to be admitted by the Royal College. A capacity crowd filled the auditorium at the Royal College’s headquarters in London, including Ford’s wife, Donna, his son, Alex, and his daughter, Arielle.” The mission of the Royal College, founded in 1800, is to enable “surgeons to achieve and maintain the highest standards of surgical practice and patient care.” The selection process for the Honorary Fellowship is especially rigorous, since the number of living medically qualified Honorary Fellows at any one time shall not exceed 150 and the award is only bestowed on surgeons of international renown. “That really puts it all in perspective,” says Ford, who also serves as professor of surgery and vice dean for medical education at USC’s Keck School of Medicine. As the 48th elected president of the APSA, Ford’s term will run through May 2018. “It is a great honor to have been elected to this position,” says Ford, who is also a member of the Board of Regents of the American College of Surgeons. “I look forward to executing APSA’s new strategic

plans, as we seek to improve access to quality and safe surgical care for all children across the globe.” Su-Anna Boddy, MS, FRCS, council member for the RCSEng, introduced Ford at the ceremony and spoke of his accomplishments. Ford, she said, “returns regularly to his home country of Haiti to teach, lead surgical teams and assist in developing surgical systems, which the island nation historically has lacked.” Ford performs pediatric surgeries several times a year in his homeland. In May 2015, he led a CHLA and Keck Medicine team that made medical history by completing the first separation of conjoined twins in Haiti, a procedure that was followed by CBS News. “They are doing very well,” Ford says of the twins. Born in Haiti, Ford, along with his family, fled that country’s oppressive regime and came to the U.S. when he was 13. He earned a bachelor’s degree in international affairs from Princeton. In 1984, he received his medical degree from Harvard Medical School in Boston, and trained in general surgery at Weill Cornell Medical College in New York City. He completed his pediatric surgical training at Children's Hospital of Pittsburgh. Ford is an international authority on necrotizing enterocolitis, a life-threatening disease in premature newborns, and he heads a lab at CHLA’s Saban Research Institute dedicated to the study of this medical condition. His scholarship in the specialty, as well as in pediatric trauma and appendicitis, includes 154 peerClare Marx, president of the Royal College of reviewed publications, 36 manuscripts, Surgeons; Dr. Henri Ford, and Stephen 30 book chapters and 294 abstracts for Cannon, VP of the Royal College of Surgeons. presentation.

John Wayne Cancer Institute’s Melanoma Study Published In New England Journal Of Medicine Twenty-five years after a discovery at the John Wayne Cancer Institute regarding the early diagnosis of melanoma, high-level research continues to advance treatment options for the potentially deadly cancer in its earliest stage. This week, the New England Journal of Medicine published results of the latest study in this ongoing research at the institute, which is affiliated with Providence Saint John’s Health Center in Santa Monica. The randomized study found no difference in survival rates related to melanoma for patients whose cancer had spread to the lymph nodes and immediately had them removed, or those who underwent regular ultrasound observation to monitor fluid draining from a tumor to the lymph nodes. The study concluded that delaying surgery while continuing observation is an acceptable option, said Lisa Van Kreuningen, director of clinical research operations for the cancer institute. The advantage of observation over surgery is that surgically removing lymph nodes can

cause permanent side effects, including lymphedema, which causes painful swelling, Van Kreuningen said. The research was funded primarily by a long-term grant from the National Institutes of Health and led by Mark Faries, M.D., a former researcher at the institute. Dr. Faries earned national recognition for his melanoma research. Faries, who left the institute in April, led the melanoma program at the John Wayne Cancer Institute as well as its fellowship program. More than 4,000 early-stage melanoma patients from across the globe took part in the study. Titled “Completion Dissection or Observation for SentinelNode Metastasis in Melanoma,” the study’s findings are based on research that began in 2004. The late Donald L. Morton, M.D., who established the institute’s melanoma program, originated a technique for determining the stage of a patient’s melanoma by identifying the sentinel nodes—the first lymph nodes into which a tumor drains. 9900 Wilshire Boulevard (One Beverly Hills)

The Planning Commission of the City of Beverly Hills, at a REGULAR meeting on Thursday, June 22, 2017 will hold a public hearing beginning at 1:30 PM, or as soon thereafter as the matter may be heard, to consider a request for amendments to a previously approved Vesting Tentative Tract Map and Development Plan Review for the property located at 9900 Wilshire Boulevard (One Beverly Hills). Amendments to Vesting Tentative Tract Map and Development Plan Review. The City of Beverly Hills approved the 9900 Wilshire Specific Plan in 2008 to allow up to 235 residential condominiums and approximately 15,856 square feet of retail and restaurant uses. The 2008 approval included approval of Vesting Tentative Tract Map No. 67884 and Development Plan Review to subdivide the air rights to permit the individual sales of a maximum of 235 residential condominium units. In November 2016, amendments to the 9900 Wilshire Specific Plan (also known as the One Beverly Hills project) were approved, revising the project to include up to 193 residential condominiums and an up to 134-room luxury hotel with ancillary facilities. Consistent with these amendments, the applicant is requesting amendments to Vesting Tentative Tract Map No. 67884 to reflect the revised project and revise the maximum number of residential condominiums to 193 units. All common interest developments also require approval of a Development Plan Review. This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. The City of Beverly Hills has certified a Final Supplemental Environmental Impact Report (Final SEIR), which analyzes potential environmental impacts associated with development of the project consistent with the recently approved Amended 9900 Wilshire Specific Plan (also known as the One Beverly Hills project). The Final SEIR contemplated various future actions necessary to implement the Specific Plan, including approval of a subdivision map and related Development Plan Review. Staff reviewed the proposed Amended Tentative Tract Map and Development Plan Review and determined that the requested entitlements, which serve to implement the approved project, were fully analyzed in the certified Final SEIR, and that no further CEQA review is required. The Planning Commission will consider the Final SEIR and staff’s CEQA recommendation. Any interested person may attend the meeting and be heard or present written comments to the Commission. According to Government Code Section 65009, if you challenge the Commission's action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City, either at or prior to the public hearing. ARTS & E N T E RTA I N M E N T Megan Leavey–A Heroic War Tale Of A Soldier And Her Dog Megan Leavey is based on the true-life story of a young marine corporal (Kate Mara) whose social activities are nil. A loner, she passes a marine enlistment station and decides to leave everything behind, including her nagging mother (Edie Falco). Megan, beautifully portrayed by Mara, is assigned to clean up the K9 cages as punishment for an ill-advised infraction. Rex, a beautiful German Shepherd, is a bit aggressive as she comes close to his cage as he lets her know that she’s not welcomed. In turn, Megan lets Rex know she is not backing down. He admires that in a lady and they become war buddies. She is taught to handle the big guy, something all women intuitively know, and they are ready to face the life and death challenge of fighting in Iraq. Rex is taught to search out explosives. Megan is aware of her dog’s dedication to his fellow combatants and careful not to be careless especially when danger is eminent. The two brave soldiers, Megan and Rex,

completed more than 100 missions during their tenure before an IED blast badly injures them. While Megan recuperates in a hospital, Rex is ordered back to combat duty. For all intents and purposes the future of these war heroes has seemingly been sealed.

Jerry Cutler On Film Directed by Gabriela Cowperthwaite, Megan Leavey wisely keeps the fighting scenes of blood and gore to a minimum. The screenplay by Pamela Gray, Annie Mumolo and Tim Lovestedt, wanders a bit here and there, but the heart and humor of the film is evident. Megan Leavey, which also stars Ramón Rodríguez, Bradley Whitford and Common, is worth seeing especially if your patriotic fervor is at a low ebb. 3 Bagels out of 4

KCET To Air First Made-For-TV Opera VIREO, With Deborah Voigt, Kronos Quartet And More KCETLink Media Group will air the premiere of the world’s first made-for-TV opera VIREO: The Spiritual Biography Of A Witch’s Accuser, composed and conceived by Lisa Bielawa, at 8 p.m., Tuesday, June 13 on both KCET in Southern California and Link TV (DirecTV375 and Dish Network 9410) nationwide. The eponymous heroine Vireo, played by soprano Rowen Sabala, is a 14-year-old girl genius entangled in the historic obsession with female visionaries, as witch-hunters, early psychiatrists, and modern artists have defined them. Based on Bielawa’s own research at Yale, then freely adapted and re-imagined by librettist Ehn, VIREO is a composite history of the way in which teenage-girl visionaries writings and rantings have been manipulated, incorporated and interpreted by the communities of men surrounding them throughout history. VIREO features the work of more than 350 musicians including opera star Deborah Voigt, violinist Jennifer Koh, cellist Joshua Roman, mezzosopranos Laurie Rubin, Maria

Lazarova and Kirsten Sollek; baritone Gregory Purnhagen, tenor Ryan Glover, drummer Matthias Bossi and soprano Emma MacKenzie. Additionally, the opera features the talents of notable groups and organizations from around the country including the Kronos Quartet, the San Francisco Girls Chorus, Magik*Magik Orchestra, American Contemporary Music Ensemble, Alarm Will Sound, PARTCH, the Orange County School of the Arts Middle School Choir and more. VIREO is an Artist Residency Project of Grand Central Art Center in Santa Ana, a unit of Cal State Fullerton’s College of the Arts shepherded by director and chief curator John Spiak. The new, made-for-TV-andonline opera—shot from New York’s Hudson River Valley to California’s redwood forests— directed by Charles Otte, was created for release online and on TV. VIREO is the winner of the 2015 ASCAP Foundation Deems Taylor/Virgil Thomson Multimedia Award. For more information, visit kcet.org/vireo.

The proposed Ordinance would add Article 47 to Chapter 3 of Title 10 of the Beverly Hills Municipal Code to prohibit all commercial cannabis activity in the City. “Commercial cannabis activity” is defined to include the cultivation, possession, manufacture, distribution, processing, storing, laboratory testing, labeling, transportation, delivery or sale of cannabis and cannabis products. Beverly Hills Salary Survey - What It All Means

June 9, 2017 | Page 15

This week, the Courier releases the third and final part of its list of Beverly Hills City employee salary and benefits. This year’s chart is based on 2016 financial data and will be released in multiple parts, because of the large amount of City employees. Last week, the first part was released. Adding all the different types of income and benefits together, the charts will reveal that in total, the City footed a $126.9 million bill for employees in 2016, up 14 percent from 2015. Employee salaries and benefits are matters of public record under California statutes and multiple court decisions. The Courier requested date of hire, names and titles. City employees fall under the Public Employee Retirement System. Beverly Hills grants “Classic” safety (police and fire) employees (those in the PERS system prior to January 2013) retirement benefits equal to 3-percent of their highest-ever compensation multiplied by each year of service to a maximum of 30 years. Newer safety employees (those in the PERS system after January 2013) receive 2.7 percent of highest year compensation for each year of service. All non-safety “Classic” employees receive 2.5 percent of their highest annual compensation multiplied by each year of service and newer non-safety employees receive 2.0 percent for each year of service. “Classic” CalPERS safety members may retire at either 50 or 55 (depending on when they began working for the City), while newer safety employees after January 2013 can retire at 57. “Classic” non-safety members may retire at 55, while newer non-safety employees may retire at age 62. A “Classic” safety employee with 30 years of service receives 90-percent of highest pay, plus health benefits (if hired prior to July 2012), plus cost-of-living adjustments. Base Pay: The fixed salary an employee is paid on a yearly basis. Overtime Pay: Compensation for hours worked beyond the employee's fixed amount of time allocated for a workweek. Pay for Performance/Bonus Pays: Any extra performance incentives or bonus compensation for meeting specific goals that an employee receives. “It’s a program for our management, professional

and executive folks based on performance, goals and objectives that are set up at the beginning of the year. They are evaluated at the end of the year and depending on how well they met those goals and objectives, they would qualify for some amount of pay for performance, which can be all the way from one percent to 10 percent of a total pool of dollars. It’s the closest thing we have in the government sector to performance plans and that sort of thing.” - City CFO Don Rhoads. As for bonuses, Rhoads said that if an employee does something “particularly meritorious,” there is a provision where a bonus can be given. Car Allowance/Other Pays: Car Allowance is a stipend to help offset the cost of an employee using their own vehicle for City work. Other Pays generally falls under the Family Medical Leave Act (FMLA), which allows an employee to receive funds in a different category while they are out on personal leave. Uniform Allowance: Police, and Fire Department and some Public Works employees receive a uniform allowance, which is used to clean and maintain their City uniforms. Leave Payoffs: When an employee has an excess amount of vacation time, beyond what is needed on the books, it can be paid off in a lump amount. Cafeteria Plan: An employee health benefits plan that allows an employee to chose from a variety of benefit plans. What the employee doesn’t spend on a health plan, they get back in the form of additional wages. This column is what the employee gets back after money is not spent. Total Pay: The total amount of take-home income

an employee receives. Retirement: The amount the City pays toward an employee’s PERS retirement plan. Deferred Compensation: A matching deferred contribution between the City and Employee, where the employee contributes a certain amount of their paycheck, tax-deferred, which is matched by the City. Health/Dental/Vision: The amount the City pays toward an employees various health insurance plans. RHS Health: An employee Retirement Health Savings plan. Total Benefits: All monies an employee receives that do not count toward their take-home pay. Total Compensation: The full cost of an employee to the City of Beverly Hills. Sick, Administrative or Universal Leave/Vacation: Rhoads says: “These hours don’t add any additional cost to the other columns. The only way they add cost is if someone doesn’t use all their leave at the end of the year, so they want to cash it out. That would generate additional cost outlay, which shows in the ‘leave payouts’ column. If someone used their leave time, it would be recorded in the salary column.” Sick leave is now being called Universal Leave because, according to Rhoads: regular part-time employees technically earn “universal leave”, which can be used for either sick time or vacation time. For all other employees, sick leave and vacation leave can only be used for their intended purpose. Note: the majority of City employees work a 9/80 (nine eighty hour days every two weeks) or 4/10 (four 10 hour days per week), meaning they get off either every Monday/Friday, or every other Monday/Friday.

Harkham-GAON Academy Fetes Two Years In Westside At Gala BEING HONORED– Holocaust survivor and local philanthropist David Wiener was honored this week at HarkhamGAON Academy’s second annual gala, held at the Jewish Community Center.

By Laura Coleman Harkham-GAON Academy (HGA), a Modern Orthodox school located within the Westside Jewish Community Center on the fully renovated third floor, celebrated its 2nd annual gala this week under the stars and strings of lights. The evening honored Holocaust survivor and philanthropist David Wiener who visited HGA a few months before the gala to speak with students and faculty. Excellence in education awards were presented to HGA founder Rabbi Moises Benzaquen and HGA Principal Debora Parks. The event was a poignant celebration for a relatively new Jewish high school, which marked its second year of educating 9th through 12th graders this month. “There is no model like it,”

described Parks, who has helmed the school since its inception. “Depending on work load, a graduate can actually transfer into UCLA as a junior from the school.” Founded by Benzaquen as an affordable Jewish day school, HGA accesses WASCaccredited general studies curriculum through Los Angeles Unified School District’s online platform, Edgenuity. HGA also has agreements with other instituions so that students can receive college credit for certain courses. Around three dozen students are currently enrolled. Parks underscored how students truly “learn at their own pace” via an educational model that is perfect for self-motivated, self-directed, high-achievers. Teen Line, the ground-breaking teen-to-teen support hotline, honored Sarah Shindler and her family with the “Family Advocacy Award” at the Food for Thought luncheon, held in The Beverly Hilton. Executive Director Michelle Carlson welcomed more than 350 guests and thanked sponsors, donors, board members, staff, Cedars-Sinai and Didi Hirsch for their support. She then introduced host Katie Lowes from ABC-TV’s Scandal, who presented awards to teen volunteers: Naomi Perez, Dylan Brenner, Natalie Musicant, Elliot Snow, Tommy Attwood, Eshanika Chaudhary, Joy Flournoy, Molly Cody, Audrey Kotick, Laura Lopez, Claudia Montaner, Alexa Nourafchan, Max Kopelow, Seungil Lee and Isabella Sarnoff. Sarah Shindler joined Teen Line in the 10th grade and will be graduating this year. She has been accepted to George Washington University and will begin in the fall. She credits her parents for their support and dedication to the Teen Line program. “I know even as I go to college and my parents have an empty nest, Teen Line will always be a part of our family, no matter where we are and what we are doing,” Shindler said. Teen Line receives more than 17,000 calls, texts and emails each year, providing a safety net for teenagers dealing with troubled relationships; verbal, emotional or physical abuse; substance abuse; suicide; peer pressure; cyber bullying and other challenges. In addition, more than 44,000 participants annually attend Teen Line events at schools and community forums. ****** Some 225 celebrated with the Luminaires’ Founder Chapter, a volunteer support group of the Doheny Eye Institute, at its 42nd annual benefit, a Symphony of Fashions in the the Millennium Biltmore downtown. Coordinated by Barbara Nielsen, there was a fashion showing of designs by L.A.based Lourdis Chavez. The Doheny Eye Institute was founded by Beverly Hills resident Estelle Doheny in 1947. That year it became affiliated with USC and, more recently, joined forces with UCLA’s Jules Alexandrina Stein Eye Institute, united to improve patient Doheny attended access to leading vision specialists. The combithe Luminaires’ nation is now ranked among the top five ophluncheon thalmology programs in the nation.

Desert Roundup

It isn’t often that the purchase of a concert ticket gives the purchaser the right to designate who will be the recipient of the ticket price. But, that’s the way it is done when Palm Springs resident, philanthropist and mega-talented Barry Manilow gives his now traditional Christmas-time concert series, “A Gift of Love.” The concept is simple. When a concertgoer buys a ticket, he or she gets to name one of the 25 benefiting charities designated to receive the proceeds. Any designated funds are put into a general account and distributed equally. Manilow’s performances are free, and the shows are sold-out months in advance, raising about $500,000 for each series. The charities benefiting the 2017 series of “A Gift of Love” are: ACT For MS; AAP-Food Samaritans; Angel View; Animal Samaritans; Barbara Sinatra Children’s Center; Boys & Girls Club of Coachella Valley; California CareForce; College of the Desert Foundation; Desert AIDS Project; Desert Arc; Desert Cancer Foundation; The Desert Symphony; Gilda’s Club Desert Cities; The Girlfriend Factor; Guide Dogs of the Desert; JFS of the Desert; The LGBT Community Center of the Desert; The Manilow Music Project; Martha’s Village & Kitchen; McCallum Theatre Institute; “Paws and Hearts” Animal Assisted Therapy; S.O.S.; Tools for Tomorrow; United Cerebral Palsy of the Inland Empire; and, The Well in the Desert. This year’s “A Gift of Love” concert dates are Dec. 12-13 and Dec. 15-17 and will be performed at the McCallum Theatre in Palm Desert. However, tickets for the performances are not sold through the McCallum Theatre box office; contact your favorite charity from the list above or call for more information at 424-298-4818. Ticket prices range from $30 to $300, with special access and perks VIP tickets running from $400 to $2,000.

BEVERLY HILLS

Chairman 2014 Paula Kent Meehan President & Publisher Marcia Wilson Hobbs ****** Senior Editor John L. Seitz Special Sections Editor Stephen P. Simmons

LETTERS TO THE EDITOR Are you aware of the community uprising following the Beverly Hills Unified School District’s decision to remove veteran senior educator Daryn Herman from her duties at El Rodeo? After serving in the BHUSD for 24 years (23 of them teaching second grade at El Rodeo), she has suddenly been reassigned, and will be retrained and relocated for her final year before retiring. This a beloved, award winning teacher, honored by the BHUSD, adored by the community of parents and students, recognized by the teachers union and City of Beverly Hills for her years of dedicated work and service. Now, without cause or any prior notice or any performance issues….a relatively new principal at El Rodeo has decided to remove this highly regarded teacher from her classroom….retrain her at the school district’s expense….and have her travel between two schools teaching language to middle school students…for one year….after which another teacher will have to be trained again for that same job. Seems like a very poor decision on behalf of a relatively new principal and superintendent who clearly have not taken into consideration what is best for the students, the school and the community. More than 525 people have already signed a petition via change.org to have Daryn Herman reinstated in her second grade classroom for the upcoming two semesters…her final year of teaching. These are parents, former students, friends and residents of Beverly Hills who are questioning the new principal’s decision making process in this regard. As the parent of a former student of Daryn

Herman’s, I am personally outraged–along with many, many others–at this injustice to Daryn and the misguided use of the BHUSD resources and personnel. This issue has obviously caused quite a bit of concern, turmoil and anger throughout the El Rodeo community. It is a decision that should be reversed with Daryn being returned to her second grade class, where she can continue to enrich the lives of her students as she has for the last two and a half decades. Janet Orsi ****** Two contests were recently held between various departments and commissions in our City government. The first challenge was to see which group could most cheapen and “vulgarize” our beautiful, majestic, stately Burton Way. The winner was a tie between the group that approved and supported construction of a “section 8 housing project adjacent to the Viceroy La Ermitage and the group that used the median on Burton Way, just east of Foothill, as the staging area for the City’s annual sheet metal drive. The second contest was won hands down by the same group that gave us the “aluminum glob of elephant defecation” plopped down on our beautiful Santa Monica Boulevard Parkway. They graced our Lily Pond and gardens with what appears to be an homage to “Wiley Coyote” either grooming itself or shaping a hunk of pizza dough with a stick. To further insure their victory, they installed a white weight challenged bicycle rack for all to see. Kudos to these winners–who continue to bring us mediocrity at its best. Robert Block

JEWISH COMMUNITY FOUNDATION HOSTS ISRAELI V.I.P.–Eli Groner (4th from left), director-general of the office of Israel's Prime Minister Benjamin Netanyahu, provided a high-level briefing on important strategic issues at a meeting in the Jewish Community Foundation of L.A. (http://www.jewishfoundationla.org) during his local visit. Groner, formerly Israel's minister of economic affairs to the U.S.A. and currently his country's senior-most civilian employee, provided an in-depth, optimistic assessment of a wide range of topics including that country’s robust domestic economy and present security situation. Specifically, he spoke about a burgeoning technology industry, citing the recent $15 billion sale of Israel's Mobileye to semiconductor giant Intel Corp. He also cited his nation’s leadership role in technology sectors of rapidly growing importance including driverless cars and cybersecurity, noting that about 20 percent of all global cybersecurity business emanates from Israel. Groner and Sam Grundwerg, Israel’s consul general to the Southwestern U.S., underscored the vital role that the foundation's extensive grantmaking to Israel through the years has played in social impact and economic development, expressing deep appreciation for the organization's tireless efforts to build and strengthen the country. Pictured are (from left): the foundation’s Daniel Rothblatt, senior VP-philanthropic services; trustee Selwyn Gerber, and Marvin Schotland, president/CEO; Eli Groner; Consul General Sam Grundwerg; and Lewis Groner, the foundation’s director of marketing and communications. STUDY

(Continued from page 10 )

This revolutionary diagnostic technique helps surgeons determine if a tumor has spread to nearby lymph nodes, one of the most important factors in determining a patient’s progno-

sis. Continuous monitoring via ultrasound tests may be a better option for patients under treatment for Stage 1 melanoma. Studies of early stage melanoma continue at the cancer institute, said David Hoon, M.D., a specialist in molecular

oncology who assisted in the most recent study. “It’s very important to diagnose early stage metastasis,” Dr. Hoon said. “You cure people for life. It saves excessive surgery and it saves billions of dollars in treatment.”

Cartoon for the Courier by Janet Salter

Astrology By Holiday Mathis TODAY'S BIRTHDAY (June 9). The start of this solar return comes with a feeling like you’ve landed on another planet. You’ve little in common with your surroundings and the beings who share them. There are many benefits learning this alien culture, and you’ll cash in on what you know. August features promises exchanged. Capricorn and Aries adore you. GEMINI (May 21-June 21). Emotions seem to visit you from everywhere: the passing clouds; the picture that triggers a memory; a baleful passage of song; or an exuberant melody. It’s all ripe for inspiration. CANCER (June 22-July 22). To put one’s head inside the crocodile’s mouth isn’t bold; it’s foolish. Maybe it’s also foolish to put one’s heart in the hands of another and hope for mercy. Unfortunately, it’s love’s nature. LEO (July 23-Aug. 22). If you could put today’s problem into a box, it would be a really tiny box. The key is to look at it as it really is, without letting your mind do fun-house mirror trickery on the situation. VIRGO (Aug. 23-Sept. 22). It’s going to really take some time and a major effort for your current endeavor to be fruitful. Are you okay with having nothing to show for your efforts for a long while? If you are, you know that this is the right pursuit for you. LIBRA (Sept. 23-Oct. 23). Experience is the main goal, and a worthy one at that. When you do something for the sake of doing it, your expectations of yourself adjust accordingly and you can relax into the very fulfilling process of learning. SCORPIO (Oct. 24-Nov. 21). You may or maybe not be the most qualified person to assess your situation. It’s wise to ask for other points of view as outsiders may help you understand something you didn’t before. SAGITTARIUS (Nov. 22-Dec. 21). It’s not so hard to make the choice to be kind to yourself. Even if it’s not your first instinct, you’ll take to it and quickly understand why most progress is made by the self-encouraging. CAPRICORN (Dec. 22-Jan. 19). You think anyone could do your job, but the truth is it wouldn’t be so easy to recast you. Even if someone proficient stepped in, it won’t be the same. Anyway, today it just has to be you. AQUARIUS (Jan. 20-Feb. 18). This unhelpful thought you’re having: Did you have it yesterday, too? And the day before that? Its recurrence isn’t an indicator of its validity; it only means that it’s more of a habit than a thought. Habits can be broken. PISCES (Feb. 19-Mar. 20). Don’t be afraid to make the first move. As you make new friends you’ll help others get together, too. Your good cheer will reduce people’s social trepidation and fear of rejection. ARIES (Mar. 21-Apr. 19). Your powers of imagination are so mighty these days that they can be used as tools to overcome fear. A vivid picture of the future you’re creating will magnetically override your trepidation. TAURUS (Apr. 20-May 20). You might feel compelled to explain, defend or justify your choices to that person who seems to think he or she is owed a response. But the thing is, no one is owed anything from you today. Maybe you should proceed in silence.
