Hannah Carter Garden Receives Historic Designation By Laura Coleman While the general public may not have the opportunity to see the idyllic Hannah Carter Japanese Garden in the heart of Bel-Air anytime soon, the future of the verdant paradise remains less shady following Tuesday’s vote by the Los Angeles City Council to designate it as a Historic-Cultural Monument. “Securing Historic-Cultural Monument status ensures the garden will be protected long-term and acknowledges what an important gem this is to the Bel-Air community and all of Los Angeles,” said L.A. By Laura Coleman Fresh on the heels of last week’s Board of Education directive to create a “7-11 Committee” as a first step toward having multiple district parcels declared surplus property, including the site of the Beverly Hills Oil Well, Superintendent Michael Bregy issued a press release stating that the district had been made aware on April 17 that Venoco, Inc., which leases the oil well from the district, had filed for a second bankruptcy. “The key issue for the district is to ensure that the condition of the wells continue to be monitored to ensure public safety and that Venoco’s obligations to fully decommission the wells and to restore the condition of the prop-

By Victoria Talbot At the end of hours-long public comment, mostly from landlords claiming that they have not been properly represented in the years of meetings leading to the Rent Stabilization Ordinance in Beverly Hills, the City Council approved $250,000 to begin the administration of the ordinance. The new ordinance reduces allowable rent increases from 10 percent to three percent, establishes a relocation fee for tenants for “no-cause” evictions and creates a registry of rental property conditions within the City of Beverly Hills. Throughout the discussion which began in 2014, landlords have dominated public comment. Many renters report that they cannot attend because they must work, or more frequently, they feared retaliation in the form of no-

cause evictions or punitive 10 percent rent increases if they went public. Those renters who did appear told the same story time and again, of landlords who raised rents 10 percent a year to double their rents in seven years; no-cause evictions for the most vulnerable renters including elderly and disabled on fixed incomes and single women with children and buildings allowed to decay for fear of retaliation until conditions became unhealthful or dangerous. Landlords continued to say they never raised rents 10 percent and described conditions where they used no-cause evictions in cases clearly forcause, lamenting the relocation fees. Landlords expressed concerns over the new Rental Registry that is to be funded with the approved sums. (see ‘RENT STABILIZATION’ page 19)

Spotlight On Lots 12 & 13 Raises More Questions Than Answers By Victoria Talbot Parcels 12 & 13 are back in the spotlight again, as the City works towards resolving tree maintenance issues for those remaining on the south side of the parcels and maintenance of the lots’ weeds, debris and trash. Tree stumps were all that was left behind when the Beverly Hills Land Company (BHLC) illegally cut down 196 trees with the full knowledge and consent of City staff, including City Manager Mahdi Aluzri, then-Community Services Director Steve Zoet,

and then-Deputy City Manager David Lightner, without authorization from the Department of Toxic Substances Control (DTSC) though the land was contaminated with high levels of arsenic. Most importantly, the City Council was notified less than 14 hours before, but were not notified Beverly Hills Land Company was acting illegally.
