Kate Mantilini Landmark Status Hits Snag Over Inside Art By Victoria Talbot Cultural Heritage Commission Chair Lisa Greer seemed jubilant over the prospect of finally designating “Gibraltar Savings – Kate Mantilini” at 9101-9111 Wilshire Blvd. as an historic resource for the City of Beverly Hills. The 18-month – plus negotiations are still not over, however, as Commissioner Noah Furie made clear, without first addressing the interior features and art that define the space, including a boxing mural that defines the south wall and the Orrery Sculpture that dominates both the interior and exterior visual space of the property. When completed, the restaurant design for Kate Mantilini em-

bodied an unspoken trend in architecture, elevating this postmodern design concept to articulation and defining a new paradigm for architects worldwide. Kate Mantilini, the iconic eatery, was a film industry favorite for decades that closed its doors on June 14, 2014. Regulars included Mel Brooks, Ronald Reagan, Tony Curtis and Sammy Davis, Jr. The late former actor Harry Lewis founded the restaurant and the Hamburger Hamlet chain with his wife Marilyn, who remains a Beverly Hills resident. Born Dec. 31, 1911 with a twin sister in Mainz, Germany, Julius grew up the son of a merchant tailor in a world on the brink of collapse. “Anti-semitism did not come to Germany with Adolf Hitler, it came long before,” remarked the man who went on to co-found Temple Shaarey Tikvah in Cleveland years later. Despite how rampant antisemitism was throughout Europe, he said it was interesting to note that the Jews in Germany adopted a particularly mistaken attitude. “They would say that pogroms and terrorism and cruelty and all of this could

Charged Up: Beverly Hills Could Soon Charge For EV Spots By Matt Lopez The City of Beverly Hills took a step closer to charging for the use of Electric Vehicle (EV) parking stations at the Traffic & Parking Commission’s meeting last Thursday. Beverly Hills has 35 publicly available EV charging spots in the City’s 14 parking facilities and Roxbury Park, but abuse of those parking spaces has become a source of frustration for City officials. “There’s never any empty parking spaces. People park in these spots all day.” Commissioner Andy Licht said at the group’s December meeting. The City has, in fact, adopted very few enforcement protocols in regard to its charging stations, but is looking to change that and possibly even charge a fee for their use. At last week’s meeting, the commission discussed several ways

to make that happen. Vice Chair David Seidel said it needed to be made clear that “these are not parking spots, these are charging stations. You park somewhere else, and then you go there to charge your vehicle.” The commission supported a staff-recommended fee structure to begin charging for use of the spots. Staff recommended a $6 per hour “station fee” after the first two free hours of being parked, with a $0.25 per Kilowatt Hour (kWh) energy fee each hour the vehicle is parked. The estimated cost, including hosting fees, maintenance, repairs, energy costs and transaction fees would be around $100,900, staff reported. The rate structure should go before the City Council sometime in the coming months.

Portables Head To Beverly Hills High In Summer; Voters Will Be Asked To OK New Bond In Nov. By Laura Coleman The Board of Education edged a little closer this week to asking voters to approve a school-building bond to completely renovate the district, although the size of that bond is still up for debate. Contemporaneously, the board gave direction to move forward with placing portable classrooms on the high school campus once the school year is officially over in anticipation of beginning renovations on four high school buildings. “The board has committed to place a bond on the November 2016 ballot,” Board President Howard Goldstein confirmed. The district will need several hundred million dollars more than what it now has available in order to completely renovate the district.

At Tuesday’s meeting, the board opted to table two consulting contracts to engage survey and marketing research firms TBWB Strategies and Godbe Research until its new Chief Facilities Director Eitan Aharoni (whose contract the board unanimously approved Tuesday) has a chance to settle in and weigh in on the issue. “As for how the bond will be constituted, we are waiting for the survey results and the conclusion of the mechanical design work to determine the final cost to construct Hawthorne School, along what funds we may recover under the SSMP program,” Goldstein said. “The bond will either be a Measure E replacement bond which will include the additional cost of construction, or merely a bond for the additional funds necessary to complete

the remains projects.” Boardmember Isabel Hacker underscored that the board was obligated to first approve a contract for any polling and information compiled for polling or for public dissemination ahead of time. “Under state law, school districts can’t use their own funds for bond campaign,” she said. “Once the action has been taken to put a bond on the ballot, the board and district should really step completely back.” The board is set to soon convene a study session on construction in order to fine tune details. Current direction to modernize Hawthorne means that construction could begin as early as February 2017, that is, if voters say “yes” to the bond measure.

Appeals Court Rules Against Allegation Of Fraud By Former BHUSD Facilities Chief Christiansen By Laura Coleman Former Beverly Hills Unified School District facilities chief Karen Christiansen’s lawsuit alleging fraud on the part of current and former school officials and board members came to a close Friday, confirmed BHUSD attorney Fred Fenster, a partner with Greenberg Glusker. The Court of Appeal ruled that Christiansen’s lawsuit against several district officials was barred by the anti-SLAPP statute. Other defendants named in the suit included: former school Superintendent Jerry Gross; construction firm Telacu Industries, Inc.; Board of Education members Brian Goldberg, Myra Lurie, Myra Demeter, and Lisa Korbatov; the law firm Dannis Wolliver Kelley and its attorneys Sue Ann Salmon Evans, Brian Duus, and Marilyn J. Cleveland; and the law firm Quinn Emanuel Urquhart & Oliver and its attorneys Steven G. Madison, and Michael T.

Lifrak. Said Board President Howard Goldstein: “I am relieved that this aspect of the Karen Christiansen and her company Strategic Concepts litigation has been decided favorably for the district. The district has consistently maintained that Christiansen’s fraud and malicious prosecution claims under California’s strategic lawsuits against public participation, known as the anti-SLAPP statute, was without merit.” In 2012, Christiansen was convicted by a jury as a criminal for self-dealing for having entered into a sole-sourced contract with a company she founded, Strategic Concepts, LLC, through her role as BHUSD’s facilities chief. That conviction was subsequently overturned on appeal with that court ruling that Christiansen was not subject to Gov. Code Section 1090 because she was an independent contractor. “Christiansen took the po-

sition that the Court of Appeal’s decision reversing her conviction entitled her to file a claim for malicious prosecution against the individuals and lawyers she felt were responsible for persuading the District Attorney to seek criminal sanctions against her,” explained Fenster. “This was a grievous error because in order to succeed.” In a separate lawsuit decided last year, L.A. Superior Court Judge Stephen Czuleger adopted the Appeal Court’s determination, subsequently ruling that BHUSD breached its 2008 contract with Christiansen’s firm. As a result of that jury’s subsequent determination, Christiansen is now due in excess of $20 million. BHUSD is currently appealing that lawsuit, which Fenster said he anticipated would be heard later this year. In light of other appellate decisions in the last few months, Fenster said it’s unlikely Christiansen would prevail.

BHUSD Hires Aharoni As New Facilities Chief By Laura Coleman The Board of Education unanimously approved hiring Eitan Aharoni as its new Chief Facilities Officer at this week’s formal meeting. Aharoni is set to begin his first day on the job Tuesday. Aharoni replaces Tim Buresh, who served as interim facilities chief until his contract expired at the end of last year. Buresh will continue to serve as a consultant for the district in its lawsuit against Metro. Aharoni’s contract is for two years with an annual base salary of $179,800, which will be paid in 12 monthly installments, in addition to 22 days of annual paid vacation. “Mr. Aharoni has over 35

years of experience in the architecture, construction management, school and city government in the planning and redevelopment fields. In the past 13 years, he is credited with successfully managing school planning to the tune of over $1 billion,” described Superintendent Steve Kessler, who spearheaded the interview panel. The panel consisted of three district administrative chiefs, two community members and a DLR architect. “A consistent theme we uncovered was his ability to collaborate and create a team feeling with all the stakeholders,” Kessler added. lates that he is entitled to undertake consulting and other work provided he attains prior approval from the superintendent and that “such activities do not interfere with or conflict with his performance of his duties.” Boardmember Noah Margo said he was particularly gratified that the board stayed clear of the hiring process.

Simulator Gives Students A Chance To Experience 9.5 Earthquake At El Rodeo

Beverly Hills Chamber Of Commerce Invites Business Discussion On Santa Monica Boulevard Reconstruction By Victoria Talbot Later this year, the City of Beverly Hills will begin the 18-24 month process of renovating North Santa Monica Boulevard, a project that will create traffic issues for the duration. The City Council assigned the Traffic & Parking Commission to develop recommendations and a toolbox for mitigation of traffic impacts during the construction. The Beverly Hills Chamber of Commerce Government Affairs Committee is meeting on Jan. 21 to provide information on temporary parking options for South Santa Monica Boulevard during the North Santa Monica Boulevard reconstruction and to gain input from business owners on the project’s traffic mitigation proposals. This is the time for businesses impacted by these events to hear proposals for traffic mitigations and to proffer input on the plans for this crucial public works project. Recommendations include temporarily removing on-street parking on South Santa Monica east of Wilshire to encourage the flow of traffic into the

business triangle during construction. In November, the City Council directed staff to continue to seek input from the business community regarding this and several other options, which will be presented at the meeting. City staff will be available to answer questions and to provide an overview of parking options, as well as to gathering input for further consideration as construction approaches. All business owners are encouraged to attend the meeting on Jan. 21, 4:30 -6 p.m. at the Chamber of Commerce, 9400 S. Santa Monica Blvd. in the chamber boardroom on the 2nd floor. Mohamed Hadid, 901 Strada Vecchia, Set For Trial On January 20 By Matt Lopez After more than two years of backand-forth between megamansion developer Mohamed Hadid, residents and L.A. city officials, issues surrounding his nearly 30,000-square-foot megamansion in Bel-Air could come to a head next week. Wednesday, Jan. 20, is the date set for Hadid, and 901 Strada Vecchia, to stand trial in the criminal case against both parties brought about by the L.A. City Attorney’s office. Frank T. Mateljan, a spokesperson for City Attorney Mike Feuer, confirmed the date to The Courier. Joe Horacek, a Bel-Air resident who lives below the property, had been needling city officials for more than a year to take action on a project that he believed was rife with unpermitted work. In September of 2014, city officials finally stepped in and revoked five building permits from the project. The L.A. Department of Building and Safety found that Stop Work Orders levied over the next several months were simply ignored, and in April of

2015 finally cracked down for good, ruling that all unapproved construction must be torn down. 901 Strada LLC, which lists Virginia attorney James T. Zelloe as its attorney, appealed to the LADBS board and lost. The LADBS then forwarded the case to Feuer’s office for criminal prosecution. According to a presentation from Los Angeles Department of Building and Safety in June, the site had been issued 10 orders to comply since March 11, just after Hadid took ownership of the property. The title changed hands five times since he purchased the property in Jan. 2011. BRAVO, the network which airs several of the shows Hadid has appeared on, such as The Real Housewives Of Beverly Hills, Million Dollar Listing Los Angeles, and Shahs Of Sunset has gone into overdrive in recent weeks to repair Hadid’s image, posting an article last week titled “12 Things You Didn’t Know About Mohamed Hadid” which includes factoids on his family, his “challenging childhood” and him besting Donald Trump on a real estate transaction in the 1980s.

By Laura Coleman El Rodeo students had a chance to experience just what a 9.5 magnitude earthquake could feel like yesterday, when a $2 million “Quake Cottage” spent the day on the K-8 campus offering some 700 youngsters the opportunity to experience the simulation. “There’s nothing more important than real life experiences and the reality of sitting in that simulator was shocking, and it was only a 6.8,” said Board of Education member Lisa Korbatov. “I’m so grateful our kids are in portables now and out of harm’s way and we’re moving forward with modernization. The Quake Cottage will also be making an appearance at Beverly Vista next month. According to ETC Building & Design, Inc. CEO Michael Essrig, who designed the mobile earthquake simulator and donated his time and the cottage to the district for the day, the experience is part of a campaign to increase earthquake safety awareness. “The goal was to educate the public about the benefits of proactive disaster preparation, taking it to schools, corporate training sessions, and public pre-

paredness events,” he said. “People who experience the simulation are motivated to not only prepare, but to prepare now.” El Rodeo Principal Kevin Allen said he was particularly grateful to Essrig for donating the experience. Yesterday’s 30-second simulation experience offered students the chance to see what a 6.8-magnitude earthquake feels like–and it is indeed a rocky experience. UCLA Study: Untapped Region In Brain Cell Offers Goldmine Of Drug Targets For Autism Treatments UCLA scientists have discovered that an overlooked region in brain cells houses a motherlode of mutated genes previously tied to autism. Recently published in Neuron, the finding could provide fresh drug targets and lead to new therapies for the disorder, which affects one in 68 U.S. children. “Our discovery will shed new light on how genetic mutations lead to autism,” said principal investigator Dr. Kelsey Martin, interim dean and a professor of biological chemistry at UCLA’s David Geffen School of Medicine. “Before we can develop an effective therapy to target a gene, we must first understand how the gene operates in the cell.” The UCLA team focused on a gene called Rbfox1, which regulates how the cell makes proteins. “Identifying a gene’s function is critical for molecular medicine,” said coauthor Daniel Geschwind, the Gordon and Virginia MacDonald Distinguished Professor of Human Genetics and a professor of neurology and psychiatry at UCLA. “My colleagues discovered that Rbfox1 has an entirely new function that other scientists had overlooked.” Earlier studies by Geschwind and others have linked mutations in Rbfox1 to an increased risk for autism, which makes Rbfox1 an important gene to study. To better understand how Rbfox1 functions, Martin teamed with UCLA molecular geneticist Douglas Black. The two blend-

ed a cell biology approach with powerful DNA-sequencing technology to reveal the identities of the genes controlled by Rbfox1. “Our results turned up an exciting new set of genetic connecDr. Kelsey Martin tions,” said Black, a professor of microbiology, immunology and molecular genetics. “We found that where Rbfox1 was located in the cell determined what genes it influenced.” The UCLA team’s separation of these two functions revealed that the genes targeted by Rbfox1 in the cell’s cytoplasm were highly enriched in proteins vital to the developing brain. Autism risk increases when these genes go awry. “While some experts have hinted at the role of cytoplasmic genes in autism risk, no one has explored it in actual cells before,” said Martin, who is also a professor of psychiatry at UCLA’s Semel Institute for Neuroscience and Human Behavior. “Our study is the first to discover that dozens of autism risk genes reside in the cytoplasm and share common pathways in regulating the brain cells.” To pinpoint new drug targets, the researchers’ next step will be to learn how Rbfox1 controls genes in the cytoplasm.

KCET Launches New Season Of Popular Doc Martin The doctor is in. At a reception this week at the British Consul General’s home, KCET announced the return and seventh season of Doc Martin, starring Martin Clunes, as a grumpy doctor in the small Cornish community of Portwenn. KCET is the exclusive outlet for the program, proven to be one of the station’s most popular, said KCETLink CEO Michael Riley. The series has been compared to Northern Exposure, with a doctor out of his element and a supporting cast of quirky characters. On Doc Martin, one of the most beloved is Bert Large, a plummer turned restauranteur, played by character actor Ian McNeice, who attended the event and told delighted fans that the current season would not be the last, and there would definitely be a season eight. “This season though is a golden period” McNeice said in an interview. “The cast loved it; and it contains some of the best

Rising Jazz Star Justin Kauflin To Launch Wallis’ ‘Next Generation’ Series Quincy Jones and Clark Terry protégé, jazz pianist Justin Kauflin, will launch the “Next Generation @ The Wallis” series at 8 p.m., Friday, Jan. 22. The evening will begin with a screening of the 2014 documentary Keep On Keepin’ On, Alan Hicks’ ode to the friendship between the lifetime Grammy Award-winning jazz trumpeter Clark Terry and Kauflin. Legendary Singleton Estate Receives Historic-Cultural Monument Recommendation By Victoria Talbot The Singleton estate, which closed escrow last April for $85 million, has received unanimous support for landmark designation as a Historic-Cultural Monument (HCM) after the property was twice nominated in the last year by the Los Angeles Conservancy. Believing that the New Traditional French-style residence could be at risk, the Holmby Hills property was originally nominated by the Conservancy in April 2015. Online real estate blogs and rumors had hinted that the Wallace Neff-designed residence and landscape were at risk, as the new owners were interested in demolition. At that time, however, the Los Angeles Cultural Heritage Commission (CHC) cited a lack of information about the property because of the inability to tour the property prior to consideration and rejected the nomination. Despite this, staff at the city of Los Angeles recommended nomination as the property met three of the four criteria for local landmark designation. In addition, the L.A. Conservancy felt that the CHC made statements that contradicted their research regarding the architectural significance of the house, Wallace Neff and the landscape architects and designers Thomas Church and Phillip Shipley. Additional research and findings supporting nomination were resubmit-

ted for nomination eligibility in September last year and accepted at the Jan. 7 CHC meeting. Wallace Neff worked extensively in Southern California for some of the wealthiest and most fashionable homes. Among his most famous homes was Pickfair, the legendary estate of Douglas Fairbanks and Mary Pickford, the Gillete Mansion, the Singer Mansion and the Ojai Valley Inn. The simple grandeur of the house is a testament to Neff’s impeccable sense of style, proportion and timeless design as a leader in the California Style of architecture, still popular today.

Dr. and Mrs. Henry Singleton commissioned Neff’s final and most ambitious project, completed in 1970. The 15,520 square foot home was the largest and last major work he ever built in a career that spanned five decades, 1921-1975. The house is located on a broad sweep of land, landscaped with mature trees and sweeping lawns with lush vegetation. The parcels include a pool, private lake and tennis court with a 10bedroom, 12.5-bath home that remains essentially unaltered. Dr. Singleton was an engineer from MIT who moved to Los Angeles and

worked at Hughes Aircraft and North American Aviation before going to Litton Industries. In 1960 he became the co-founder and CEO of conglomerate Teledyne, Inc. with revenues of almost $5 billion. Singleton retired as CEO in 1991, turning to his extensive cattle ranching operations and become one of the largest landowners in the country. He died at home in 1999; his wife Carolyn remained at the estate until her death in 2008. Documentation that accompanied the resubmission for designation showed that Singleton, Neff, Church and Shipley were intimately involved in every detail of the property and the construction. The home is an excellent example of New Traditional architecture, a mode that appeared in the latter decades of the twentieth century in reaction to the stark post-war Modernism, harkening back with nostalgia for traditional and historical authenticity. The next steps include first a review by the Los Angeles City Council Planning and Land Use Management (PLUM) Committee that has not yet been scheduled, and a vote by the entire City Council. While the nomination is in the process, the property remains protected from demolition or alteration.

Only In Beverly Hills: Horace Mann To Evoke Husky Pride Soon By Installing Purple Turf By Laura Coleman If you think the grass is greener in Beverly Hills, you’ll soon need only to go for a visit to Horace Mann where you’ll find kids playing not the typical green turf, but on a purple one. But the purple turf at Horace Mann won’t be just any kind of purple, it will be a custommade Husky purple, which comes with an added $7,500 price tag. On Tuesday, the Board of Education voted 4-1 to spend the additional money to change the school’s field turf in addition to spending $20,000 to paint the school’s lockers the specific Horace Mann purple. Boardmember Noah Margo was the lone ‘no’ vote. “As much as I appreciate the spirit behind the purple lockers and turf, having followed a discussion on how best to divide up our Measure E capacity, expenditures such as the proposed $27,000 increase seem to be a luxury not a necessity,” Margo said. Indeed. At the very same meeting that the board approved spending that additional money to customize a color

beyond the standard color palette (Superintendent Steve Kessler told the board that the supplier’s purple was a bit too blue), the board gave consensus that it would return to voters in November to ask for more money for its schoolbuilding plan. Board President Howard Goldberg said that the added color cost falls “well within” the contracted contingency amount. “When you colorize schools like this, it really does improve school pride,” said Kessler, the former principal of Horace Mann. Added Goldstein, the former Horace Mann PTA president: “It is well documented that when teachers, parents and students are engaged in the school environment it raises test scores.” At Wednesday’s BHUSD Construction Update meeting, Kessler told City officials that other district schools would have the option to choose to colorize their turfs to match school colors. The City makes use of the schools’ fields through the JPA agreement.

Julius recalls vividly the day he met the woman he would ultimately remain married to for over 66 years. He was 19, working at a department store in Koblenz, and she was just 16. “It was a Sunday afternoon and it was a beautiful day and [my friend] asked me to go with him to a hotel, a beautiful hotel, at the banks of the River Rhine...for 5 o’clock tea,” he recounted. “There was an orchestra there, and the citizens of Koblenz came there with their daughters and the young men came there for companionship, for dancing, and would ask the parents whether they could dance with their daughters.” Julius did not care for dancing, but agreed to go so long as he could read the newspaper and his friend did not pressure

him to dance. “We went there, we got a table, I got a cup of coffee, a strawberry shortcake; I remember every bit of it,” Julius continued, noting his friend did pester him to dance. “Well finally, to get rid of his bugging, he told me, ‘You have to dance with Miss Gottschalk. She’s a fabulous dancer.’ To please him, I said I would dance with her. “I danced with her, and the rest is history.” Hilda followed Julius to America six months after he left, taking up residence with a relative in New York, and the two maintained a romantic letterwriting correspondence, staying true to each other, until they married nearly two years later. Shortly before Hilda passed away from Alzheimers in their Beverly Hills home, Julius found a trove of over 400 letters that they’d exchanged during that

period which his wife had kept. “I told her, I said, ‘Hilda, why don’t we relive our youth?’” he shared. After his wife’s death, for over a year, every night before he went to sleep, he read one of their letters. Julius, along with Hilda, their two daughters, Judy and Muriel, and both sets of parents who had come over from Germany just two months before Kristallnacht, originally moved to California in the 1950s in order for Julius to pursue a business opportunity with dress manufacturer Ivan Fredericks of California. Shortly thereafter, Julius’ family moved to 723 N. Rodeo, for which he paid $65,000. Gene Kelly was a neighbor and Julius recalled the actor one time complaining that the Rothschild’s dog barked too loud for him to effectively run lines.

When Julius later sold that house for $123,000, he said, ironically, that he thought he had made quite the deal. “When we moved in, they were just breaking up the bridle path,” he recalled. His two daughters both attended Beverly Hills schools and in 1964, Julius eventually became the sole owner of Fredericks, retiring in 1976. Perhaps the greatest tragedy of his life, however, was the loss of his daughter Judy, who died at 33, leaving two young children to carry on her legacy. “There’s not a night that passes by that her name does not come over my lips,” he said. Julius remains exceedingly proud of all six of his grandchildren; Judy’s, who grew up to become a lawyer and a television writer; and those of his daughter, Muriel Waterman, a Beverly Hills resident who dedicates much time to his welfare after having raised two doctors, a computer engineer and a director for the International Chamber of Commerce. Today, he counts eight great-grandchildren with one on the way. For his part, Julius continues to give of himself. Since 1978, he has volunteered his time with Jewish Family Service.

BEVERLY HILLS “I entertain elderly, all of them younger than me of course,” he described. “I make them laugh.” In addition to his volunteer work, which also included raising money for the City of Hope’s Merchant Club, for 14 years Julius taught advanced English at UCLA for international students. He also briefly went into commercial real estate. In the 1970s, he served as assistant AYSO soccer coach with his son-in-law, Dr. Jeffrey Waterman, and still remembers participating in actual games between coaches at the season’s end when 10 minutes into the game his team captain asked if he wanted to play. “I said, ‘Do I want to play? I’m raring to go!’” he recounted. It wasn’t long before he kicked a goal. Ironically, the opposing goalie was former Beverly Hills Mayor Mark Egerman, in front of whom, over two decades later, Julius stood at a City Council meeting to criticize over-building and commercializing the City, he recalled. Still today after all this time, Julius feels blessed to call the City of Beverly Hills his home. “It means a certain standard of life which is probably unequal in the country,” he said.

NFL Superbowl Champion Michael Robinson Talks To The Courier About Rams To Los Angeles By Matt Lopez It’s been 20 long years for Rams fans in Los Angeles, but their team is finally coming home. NFL owners voted 30-2 this week to approve the St. Louis Rams to move to a proposed stadium in Inglewood, with an option for the Chargers to share the facility if the team can't reach a viable stadium deal in San Diego. The Chargers and Raiders would receive an extra $100 million from the NFL to build stadiums in their home markets, on top of the $200 million the league already offers for such projects. The deal gives the Chargers a one-year option to join the Rams in Inglewood. One expert, former Superbowl champion M i c h a e l Robinson, told The Courier in an exclusive interview that a team in L.A. should be a huge attraction for free agents. “It’s going to be the place to be,” Robinson said Thursday. “Being in Los Angeles is huge for luring big-name free agents, with all the off-thefield opportunities. As they say, every athlete wants to be an entertainer.”

Robinson, now an NFL Network analyst, said thinking back to his time as a player, which included three years apiece in San Francisco and Seattle – where he won a Superbowl – playing in L.A. would have been a big draw. “I know a lot of those guys who play on [east coast] teams buy places in Los Angeles in the offseason,” Robinson said. “I lived in Arizona my entire career, but it’s really such a huge draw to actually have a team in L.A.” As for what kind of on-field product fans can expect – the Rams went 8-8 this year under coach Jeff Fisher, a USC alum,

but boast a talented defense and budding star in rookie running back Todd Gurley. The only real issue keeping the Rams from reaching the next level was a revolving door at the quarterback position. “If you give that roster a quarterback, I really believe you’ve got yourself a playoff team,” Robinson said. The Rams will begin play iin Los Angeles next season and will play their home games at the Coliseum until their stadium, which is also expected to be in play for big events like the Olympics, NCAA Final Four and Wrestlemania, is completed in 2019.

However, but before calling it “a wrap,” the votes of the more than 130,000 attendees were tallied for the two Mercedes-Benz Audience Awards. In a classic display of irony, the Mercedes-Benz “Best Narrative Feature Award” went to Labyrinth Of Lies. This German film is based upon true events that exposed the conspiracy of the country’s prominent institutions and government branches to cover up the crimes of Nazis during World War II. More light-hearted is the U.S.-made “Documentary Feature Award” winning Everything Is Copy. schools, Kessler said. Although El Rodeo is now completely fenced in with a single point of entry, parents voiced concern that the school is uniquely vulnerable, given its geographic position, in the high-traffic area along Wilshire Boulevard, in addition to its ongoing construction projects and the Wanda construction across the street. BHUSD Student Services Director Chris Hertz assured the board during a brief presentation on Tuesday evening that the district was on top of safety plans. “I believe, by and large, we are a safe school...but I do think we can improve,” El Rodeo Principal Kevin Allen said. Boardmember Lisa Korbatov agreed with Principal Allen’s assessment, highlighting how she recently spent 30 minutes on the campus in an effort to have someone, anyone, approach her and ask just what she was doing there. No one asked. “I really should have been stopped,” she said. “There are many layers of the Beverly Hills City and police that are helping out with this issue,” Kessler assured. Totum Project Manager Rick Panos said that security plans now in the works at Horace Mann, specifically exterior cameras, will help set the precedent for how all district schools enhance security measures. “Ultimately, all the schools will follow the protocol at Horace Mann,” he said. Kessler said that the next School Site Council meeting at El Rodeo will help formulate the plan he brings forth to the board. That meeting is scheduled for Feb. 11, at 8:30 a.m.

The first building phase began in 1958 with architectural firm Pereira and Charles Luckman for a one-story office building as the main branch for Gibraltar Savings and Loan. Then Maxwell Starkham and Associates designed the Beverly Hills National Bank Building and a multi-story parking structure behind it. Master Architects Thom Mayne and Michael Rotondi of Morphosis built the most highly acclaimed segment when they converted the bank building into Kate Mantilini's in 1985-6. When completed, the building was so innovative that images reached around the world, inspiring a new trend in the design community and defining Mayne’s role in modern architecture. The overall composition of the original Miesian-style building consists of projecting and recessed horizontal and vertical rectilinear volumes, "elegantly arranged so that each element is distinct in color and prominence," said a report by the City’s historic consultant Jan Ostashay and Associates. The building's owner then commissioned a second

report from historic consultants Chattel Inc., The two firms have reconciled their reports agreeing on what was to be considered Wednesday - a consensus on the two historically significant buildings Gibraltar Square and Kate Mantilini. Two significant pieces of fine art inside the building include Knockout, a mural by artist John Wehrle that depicts a boxing scene on a curved panel above the bar, and a mechanical Orrery Sculpture created by Mayne’s architectural firm Morphosis, that dominates the eastern portion of the dining room and pierces through the ceiling of the space with a portion visible in the exterior roof. The property owners did however, agree to pursue preservation of the art pieces by first offering possession to the artists, or secondly, by removing and storing or transferring the pieces to a party willing to take possession and commit to their preservation. The portion of the Orrery Sculpture that extends above the building's roofline was to be maintained on the property as a character-defining feature. The City received several communications from artists and architects who objected

to the separation of the art from the architecture. In a letter to the City muralist John Wehrle said, “The Orrery weighs several tons and was lowered into the skylight with a crane. The mural is painted on a continuous sheet of cement plaster . . . even as the interior walls were being constructed around the artist… “How does one safely remove a 256 square foot curved wall in one piece, get it out the door and where do you put it? And the 30 foot high sculpture has to go out the way it came in…” Architect Martin Roy Mervel who worked on the project said the art and architecture were part of the same concept, and that the removal of the interior features would desecrate one of the most iconic examples of the Pritzker-prize winning architect’s seminal work. Planning Commissioner Craig Corman also commented. “Everyone knows I am not a huge proponent of involuntary preservation. I do support preservation of exceptional work, and under any definition Kate Mantilini qualifies.” Corman agreed that the interior features contribute significantly to the character defining features that could not be separated from the Mayne architecture.

BEVERLY HILLS The new owners complained that the space is not marketable as a restaurant and has not been leased, and expressed a desire to divide the space for office use. The Courier published photos of graffiti on the building last year, a condition that may not aid in their marketing efforts. The new owners have worked with City staff toward mutual resolution with the City’s planning department and Cultural Heritage Chair Lisa Greer, agreeing on elements of the exterior. But the owners maintain that the ordinance does not prevail over the interior if it is not currently a public space, referencing a decommissioned Santa Monica US Post Office building designated without including the lobby. Said City Attorney David Snow, however, “If the interpretation is that an interior space open to the public means now or when designation was considered… is positioned to evade designation by closing the space, that undermines the clear intent of the ordinance.” The Cultural Heritage Commission will allow no more than 90 days to come to an agreement with the owners. If sooner, a special meeting will be called.

LETTERS TO THE EDITOR Editors note: Mail theft is real. With tax season beginning, we must all rely on the mail to bring us the forms we need to file with the IRS. The public must rely on the USPS to deliver these important financial documents to comply with the law. Accordingly, filled with personal information, these documents could be an identity thief’s dream, as one reader points out. In response to recent emails, the USPS has recommended using Certified or Registered Mail. That same postal customer tells of a Certified Letter delivered to the wrong address that took two weeks to arrive. At least, it arrived. A local lawyer is seeing his practice undermined by the unpredictable nature of mail delivery in the City, and after several complaints, one person cries out in despair, “Why bother?” Despite the corporate efforts to patch up the problems, mail issues continue. Phil Savenick ****** I have been reading with interest the details of the toxic issues raised by The Courier. However, I think the City’s approach is all wrong. 1. Let’s focus on solving the problem of the two parcels rather than on character smears of parties involved. This serves no purpose. 2. Contamination is an intrinsic property of all soil. I would like The Courier report to us what exactly is the level of contamination for each of the parcels. So far, I haven’t read what the exact levels are. 3. Arsenic levels below 37 mg/kg are considered safe for children and below 175 mg/kg considered safe for adults. We need to know the facts regarding the levels. 4. Soil arsenic is adversely affected by rain. Therefore with the El Ninos, we don’t have time for committees and reports--we need answers now. 5. If the levels of arsenic are at levels that may adversely affect human health and the environment, then the City Council has an obligation to protect the residents adversely affected. The City has the financial and legal resources to demand remediation of toxic sites if a site exceeds levels defined by state and federal guidelines. 6. Finally, we need to ask the City Council why it has allowed a potentially toxic site to exist in the City for years without taking any action at all? If a company spills any type of fuel or oil on the ground, it is required to immediately clean up the spill and initiate remediation to ensure there is no soil contamination. I know this from being the CEO of a large corporation. We once accidentily leaked 10 gallons of diesel fuel on soil in Oxnard. That small spill cost us $750,000 to clean up. If the facts support that the City has two parcels of land that are indeed contaminated and has allowed that situation to exist for years, we have a much bigger problem that needs to be addressed. – Howard Wallack ****** Last week I appeared before the Beverly Hills City Council with another homeowner. The issue was on the proposed increased water rates. My concern was twofold; the fact that my condominium should be billed at the same rate as a free standing homes. I pay my property taxes at the same rate as other homeowners. I just happen to live in a common area building with 63 other tax-paying homeowners. However, we are being billed at a multifamily rate. The second item, not addressed with the council, was the penalty imposed by the water department for over-consumption. I have to assume these are subjective penalties as they never discussed as to how they were derived. The vote to approve the increase was not taken as the council agreed that more time was needed to fully investigate the rate increase. If you own a condo in Beverly Hills, I suggest you write a letter to the City Council expressing your concerns about how and at what rate, you are being billed. – M.
