I want to personally welcome you to the City of Hoover. We are truly glad you are here. In just over 50 years, Hoover has become the sixth largest city in Alabama with over 92,606 wonderful citizens. We work hard every day to BUILD COMMUNITY TOGETHER.

In addition to being a major retail and event destination for central Alabama and for visitors from other states, Hoover is a center for commerce for the Birmingham-Hoover Metro Area. Major companies like Regions Financial Corporation, BlueCross BlueShield of Alabama, McLeod Software and CGI have significant footprints in Hoover. We are also home to the National Computer Forensic Institute (NCFI), which trains state and local police officials, prosecutors and judges from all 50 states. We are always working to attract companies in a variety of areas from Life Sciences/Medical Technology to corporate headquarters and back office operations. Hoover also continues to work on helping existing industries, especially workforce initiatives.

Our outdoor opportunities abound within our many diverse parks and facilities. The Hoover Met fields are home to the Southeastern Conference Baseball Championship and the East Coast Pro National Baseball Scouting Event. The one-of-a-kind, universally-designed,

inclusive EXPLORE playground and splash pad is a destination in itself. It is located on the west side of the complex along with five full size adult multipurpose fields that can be used for soccer, lacrosse or football. There are also 16 hard courts for tennis in the complex that complement the five Met-sized baseball fields. If you are looking for other outdoor activities, consider visiting Moss Rock Preserve for rock climbing and hiking or the Hoover Archery Park for the archers in the family. Council President Pro-Tempore

Curt Posey was elected to the Council in 2016 and is currently serving his second term. He is a lifelong resident of the city. Curt and his family reside in the Riverchase area of Hoover.

Sam Swiney

City Council - Place 2

Sam Swiney was first elected to the Council in 2020. He resides in Bluff Park area of Hoover with his wife of 13 years and their three children.

President John Lyda

City Council - Place 3

John Lyda was first elected to the Council in 2012 and is serving his third term. He is a long-time resident of Hoover, having lived here for more than 20 years and in the Green Valley community for the last 13 years.

John holds a bachelor’s degree in business administration from the University of Alabama and a master’s degree in business administration from the University of Alabama at Birmingham. He is employed by BlueCross BlueShield of Alabama.

John is an active member of the Friends of Hoover and serves on the board of directors of the Red Elephant Club of Birmingham, the Assistance League of Birmingham, and the Alabama Civil Justice Foundation.

Khristi Driver

City Council – Place 4

Khristi Driver was elected to the Council in 2022 and serving her first term. She is the first woman on the Hoover City Council since 2012.

Khristi is an attorney at Southern Nuclear and brings more than 23 years of service and professional leadership to her role on the Council.

She also serves on the Board of Directors for a national organization devoted to equality in housing opportunities, a regional organization focused on inspiring a love of reading for at-risk youth, and a local leadership development organization shaping the leaders of the future.

Derrick M. Murphy

City Council – Place 5

Derrick M. Murphy was raised in the Ensley community of Birmingham by his grandparents, Ruth B. Murphy and the late Arthur-Robert Murphy. He is a graduate of Holy Family High School and the University of Alabama at Birmingham, where he received an undergraduate and master’s degree in civil engineering.

Derrick was elected to the Hoover City Council in 2016. He has served on the Hoover School Board, as President of the Hoover Board of Education, and as a member of the City of Hoover Board of Zoning Adjustment. Derrick also created the Hoover City Dad Brigade to get dads and father figures more involved in Hoover City Schools.

He is employed as an engineer, a member of Hunter Street Baptist Church, and blessed to have a strong, supportive wife, Shenavia, and three children.

Casey Middlebrooks, PhD

City Council – Place 6

First elected to the Council in 2016, Casey is currently serving in his second term. He is a 28-year resident of the city, and he and his wife, Ebru, along with their twin sons, reside in the Ross Bridge neighborhood of Hoover. Casey is also the President of the Jefferson County Councilors Coalition (JC3).

Steve McClinton

City Council - Place 7

Steve McClinton was elected to the Council in 2020 following his service as President of the Hoover City Schools Foundation.

He and his wife Stephanie moved to Hoover in 1998, where they raised three children, all of whom graduated from Hoover City Schools. After 25 years in the financial industry helping his clients grow their investments and retire comfortably, Steve became the Managing Partner of gainSHARE Marketing, LLC, a B2B consulting firm.

Steve also serves the community through Destination Hoover International and as a board member for Hoover Helps, the Birmingham Children’s Theater, and the Hoover branch of the Birmingham YMCA.

Elevate Hoover is a public-private partnership between the City of Hoover and the Hoover Area Chamber of Commerce. It is designed to bring together leaders from both sectors to work collaboratively on community and economic development goals and opportunities.

The $3.5 million Elevate Hoover strategic plan aims to position Hoover as “the leading community with thriving businesses and top talent, while advancing diverse and equitable opportunities for all.”

The 5-year action, which reflects the priorities of local business leaders, city officials and residents, will continue economic and community development partnerships, revitalize older communities, develop the workforce and create regional collaboration. Through Elevate Hoover, the Hoover Area Chamber of Commerce will support existing city efforts with a more robust approach to economic and community development.

The goals of Elevate Hoover will be accomplished using a three-pronged approach to foster economic growth, cultivate talent and be the voice of business. The plan, which is supported by Alabama Power, will build on the city’s success, quality of life and excellent school system by working to:

• Provide economic vitality through ensuring the availability of high-quality jobs, creating a thriving ecosystem for small businesses, and encouraging people to live, work, and play in Hoover.

• Be the voice of business by informing the business community, being a trusted advocate for business, and acting as a community partner for diversity, equity and inclusion (DEI).

• Cultivate talent by attracting people to Hoover and being employers of choice. Hoover’s strategic plan prioritizes diversity, equity and inclusion (DEI) in its workforce and community. The city’s administration and business leaders recognize

the importance of reflecting the diversity of Hoover’s citizens and investing in the next generation through innovative ideas and different schools of thought. With over 50 languages spoken by students in the Hoover school system, diversity is already a part of the city’s fabric. Organizations with significant levels of diversity are more successful and profitable, making DEI a bottom-line proposition that promotes growth and development in the community.

Partnerships are essential to Elevate Hoover, as demonstrated by the willingness of partners like Alabama Power to invest in the community. Hoover Mayor Frank Brocato says the importance of partnerships with City Hall, corporate leaders, the school system, and small businesses will take the city to the next level and provide a high quality of life for everyone who comes to work, live, or play in Hoover.

The city’s commitment to service shines through its diverse religious community

A Sunday drive along Highway 150/ John Hawkins Parkway is a testament to the devotion of Hoover’s faith community.

Cars line the busy highway as residents come and go from nearby houses of worship. Anglican, Baptist, Catholic, Church of Christ, Episcopal, Methodist, Non-Denominational, Pentecostal and Presbyterian. While Christianity is the predominant religion in Hoover, the Islamic faith in our area is growing, too, through the Birmingham Islamic Society’s Hoover Crescent Islamic Center. With nearly two dozen churches or mosques represented in the Hoover Area Chamber of Commerce and many more houses of worship throughout the city, the diversity of Hoover’s population is showcased through religion.

According to bestplaces.net, more than 84 percent of Hoover residents consider themselves religious. Religion has long been a great unifier in the South, and it’s no different in this large Alabama city. With more than 92,000 residents, people of all races, genders, incomes, education levels and languages believe in God. And for many, believing in God includes living life in a way that serves the people he created.

Small Groups, Large Congregation

Hunter Street Baptist Church, located on Highway 150, is one of the larger Baptist churches in Hoover. Its congregation of more than 4,500 participates in weekly worship, small groups, and regular opportunities for community projects. Because it can be challenging to connect with neighbors when part of a large congregation, small groups serve as a way for church members to get to know one another on a deeper level, encouraging connection and friendship.

“Our Small Group ministry is designed to connect people to one another, equip us with God’s word, and serve our community,” said Minister of Ministries Spencer Knight. “We have Serve Champions in our groups that help connect our members to opportunities to serve and love our city. We love our city, and we

want to serve our city because Jesus first loved and served us.”

Hunter Street extends its care beyond the four walls of the church and into the greater community through a robust service program. Members serve in area nursing homes, crisis pregnancy centers and prison ministry; teach ESL; provide home maintenance, food and clothing to those in need; organize weekend meals for Hoover’s food-insecure students; tutor for reading and math at local schools; lead Marriage Mentoring programs; and offer a free mental health clinic.

Hoover’s Only Islamic Center

Located off Tyler Road in Hoover, worshippers practice peace and service to humanity at the Birmingham Islamic Society’s Hoover Crescent Islamic Center. Here, you’ll find a commitment to praying five times each day, with Friday reserved as a special day of prayer, a desire to connect with one another through a robust calendar of religious and social events, and serve the greater community.

“As Muslims, we are obligated to be our brother’s keeper. If your neighbor is hungry, one cannot sleep without making sure neighbors are fed. Of course, ‘neighbor’ extends beyond your immediate next-door neighbor,” said Ashfaq Taufique, a founding member and president emeritus of the Birmingham Islamic Society.

As the largest facility of the Birmingham Islamic Society, Taufique says the Hoover Crescent Islamic Center serves others by caring for needs related to food, clothing and well-being.

Through their flagship Red Crescent Center of Alabama, volunteer physicians provide primary care service to the community at large every Sunday afternoon. They also encourage volunteering during Day of Dignity, where Muslims tend to the needs of the less fortunate, and notably, through regular opportunities for children and teens to assemble meals for their peers who are facing food insecurity in partnership with Hoover Helps.

Local Religious Education

Tucked near Moss Rock Preserve, Prince of Peace Catholic Church is one of few churches in Hoover with an adjoining school, Prince of Peace Catholic School. More than 2,900 parishioners attend one of five Masses every weekend, and almost 500 students are enrolled in pre-K through eighth grade. Through bible studies, special events, faith formation groups, and opportunities to serve, the school and the church work together to build a supportive community for youth and adults alike – a joint effort that starts with the youngest students.

instill a commitment to serve our community,” shared Prince of Peace Catholic School Principal Connie Angstadt. “From the moment students join our school until they graduate, they are fully immersed in heartfelt service activities. The guiding principle of putting others before oneself shapes our actions and influences the way we interact with the world.”

Each week, volunteers from Prince of Peace give their time to care for church grounds; create and donate prayer shawls, lap blankets, baby items, scarves, and hats to parishioners and community organizations; and prepare meals for food insecure children in Hoover as well as homeless men and women in surrounding communities.

United in Service

In a robust city like Hoover, where residents are diverse in faith, it can be too easy to focus on differences in what we believe, how we pray, where we worship, and when we do so. But at the heart of our collective belief in God is a desire to care for his people – people who are part of our community. While we may not profess the same creed, we can all be helping hands united in service for the people of Hoover.

Magic Milkshakes and More

Locally Owned, Minority-Owned and Woman-Owned

Shana Osman works full-time as a nurse administrator at UAB. Her husband, Monti, also works full-time as an accountant at Vulcan Materials. And, yet, in their spare time, they run an ice cream shop that just celebrated its one-year anniversary.

But Magic Milkshakes and More (M3) isn’t your everyday ice cream parlor, and the couple had their own special reason for opening this one-of-a-kind dessert paradise for residents and visitors of Hoover.

“We’re a multicultural family,” said Shana, who is from the Birmingham area, while Monti grew up in Pakistan. “We like to travel with our kids [Shael, 12, and Zaydan, 8] a lot, and we’re all about going out to eat and finding a good place to get a treat. So, one day we were eating somewhere that had these grand milkshakes, and we were like, ‘We don’t have something quite like this in Hoover.’”

The Osmans, who have always enjoyed coming up with their own ice cream creations at home, use different flavors of Blue Bell to experiment and come up with the extravagant milkshakes they serve at the shop.

Magic Milkshakes currently offers 32 flavors of ice cream, the most current popular flavors being the M3 (Oreo and vanilla), the SEC (Oreo cookies and cream with whipped topping) and Fire Me Up, a peanut butter concoction similar to S’mores. For those not in the mood for a milkshake, they’ve got you covered. The “More” part of their name includes banana splits, brownie sundaes, and at least six varieties of waffle sticks, like the Simply Amazing with maple syrup, powdered sugar and chocolate sprinkles. Starbucks Espressos, Frappuccinos, sodas and bottled water are also available.

“We chose this location because there are a lot of hotels and a lot of people traveling through the area,” Osman said. “It’s in a good spot and a lot of people have been spreading the word about us.”

At 2,500 square feet, M3 has seven different arcades and is a hot spot for private parties, baby showers and other special celebrations.

“We usually have big private parties on Saturday and Sunday mornings before the doors open, but a lot of times we have groups of 5,7 or 10 people show up during regular hours,” Osman said.

Business has been good, and customer feedback has been overwhelmingly positive, Osman said, adding that local schools sometimes hold Spirit Nights with a portion of their sales going toward the schools’ PTOs.

“People here like that we’re non-franchised and locally owned,” Osman said. “The people of Hoover have been very good about supporting us.”

Transforming Lives Through Real Estate

When Tamara Canty was a college student at Mississippi State University, she majored in political science and aspired to become a lawyer. Working in student housing, however, took her down a different path—one that has been better than what she imagined.

“After I graduated, I worked in public housing, and I had a chance to help people, and it was very rewarding, but there was also a lot of red tape,” Canty said. “I wanted that same sense of purpose but without all the red tape, something I could grow with, and it could grow with me.”

After her friend and fellow Realtor Lara Foster suggested that she would be good at a career in real estate, Canty worked her way up from a part-time leasing agent to an assistant property manager and eventually a property manager. Canty became a realtor in 2020, two weeks before the nationwide shutdown due to the COVID-19 pandemic.

“I had just started with Keller Williams, and I thought, of all the times to start a real estate job,” she said, laughing. “But I thought, if I can make it through this, I can do anything.”

After receiving her Broker’s License, Canty opened her own company, Transform Real Estate, in July of 2023.

Canty said her focus is to help people who are underserved.

“Anyone who wants to own their own home should have the opportunity to do so,” she said. “Most people don’t buy because they think they can’t buy, but a lot of people’s rent is higher than their mortgage.”

Canty said she wants to be that agent that helps people, that teaches people “how to fish,” and does for others what she would want them to do for her.

“I had a client who called me in tears, saying ‘I can’t do this,’” Caty said. “She worked hard to get her credit score up, and she learned how to negotiate. Now she’s looking for her own house. Her four-year-old daughter wants a pink room with a big door.”

Canty helps people looking to buy a home not only in Hoover,

but anywhere within the Greater Birmingham area.

“Everyone wants stability,” she said. “I read where children who grow up in a home that their parents own make better grades and are more likely to go to college, and I think that sense of stability plays a role in that.”

Canty will soon be launching the CE School for Real Estate, a Hoover-based program for people who are interested in a career in real estate. The program can be done online or in person. Next summer, she plans to start a Career Academy for 12-to-18-year-olds, where she will teach enrichment, life skills, and continuing education.

Michelle Torbor, owner of Cardinal Wellness on Lorna Road, shares the impact of working from home on mental health

On March 10, 2020, Michelle Torbor moved her counseling center from Vestavia Hills to Hoover. With a new business plan for Cardinal Wellness –and a new, larger location – she was excited to grow her practice, bring on additional therapists and help more people improve their mental health.

Just days later, as the last box was unpacked, the world shut down. Michelle said the days, weeks, and months following the onset of the COVID-19 pandemic brought an increase in the number of people seeking counseling services. And, while the pandemic has dimmed, her clientele has not.

Clients come to Cardinal Wellness, either in person or virtually, seeking support for life’s challenging circumstances, such as childhood trauma, grief, job loss, anxiety, and depression. But, in many cases, people are learning to cope with how life has changed as a result of the coronavirus pandemic, which Michelle says was traumatic for all of us in some way.

Perhaps the most significant change to our lives has been to how we work, our expectations and our new reality. “The working setup comes up a lot,” shared Michelle. “Most people believed working from home would be a positive

experience. What surprised people was the fatigue that came along with it.”

Daydreams of working from home are often filled with morning workouts, home-cooked lunches, greeting children at the bus stop and staying on top of household chores. However, the reality of working from home led Michelle’s clients to feel lonely, depressed, anxious and overwhelmed.

The day-to-day lends itself to a lack of connection with coworkers, difficulty disconnecting from work, and trouble maintaining boundaries. While the perk of flexibility means employees can complete their work at convenient times, being able to access the computer and email at all hours blurs the lines between “working” and “living,” said Michelle. “We start to feel overwhelmed [trying to balance working at home with living at home] because it is overwhelming. We have

to be intentional about giving our brain a break,” she emphasized.

The key to giving the brain a break is to tap into the ventral nervous system, which is why Michelle and her team like to educate their clients on the multiple functions of the nervous system. “A lot of what we experience is our body trying

to help us out, to survive the perceived threat,” she said. While the sympathetic nervous system relates to anxiety and the dorsal nervous system to depression, the ventral nervous system controls a feeling of peace.

Tapping into this nervous system can be as simple as connecting with people we care about, making eye contact and moving our body – all things that happen naturally when working in a traditional office setting. However, many times working from home may not allow the ventral nervous system to activate without intentionality.

Take a virtual meeting, for example. “When we are in a Zoom meeting, our brain is searching for cues that we would usually get in person, and that can cause fatigue,” said Michelle.

Employees who work from home can combat overwhelm, anxiety, depression, and loneliness by seeking activities that support the mind and the body and build a sense of connection with others. Connecting with friends, family, and people who make you feel safe, moving your body with light exercise like yoga, and participating in enjoyable, calm activities like reading or listening to music can all promote feelings of internal peace.

During this process of learning to adapt – and thrive – as we find new ways to work, it’s important we remember to tend to our thoughts and to honor all the different parts of ourselves: our minds, our bodies, and our need for connection.

Follow up by asking yourself if you are safe and if you have what you need. Usually, the answer to both questions is “yes!” But, if the answer is “no,” you can begin to determine what you need and how to find a solution.

Celebrations and Ceremonies that Last Year Round

National Night Out

Learn more about Hoover’s first responders during the National Night Out event held in March. Members of Hoover’s police and fire department gather outside of the Riverchase Galleria to exhibit their first response vehicles and teams. Local businesses and food trucks will also be on hand. Attendees can participate in child fingerprinting services, giveaways, a car show and inflatables.

Celebrate Hoover Day

Hoover’s annual city festival is gigantic, from the carnival rides and oversized apple pie to the crowds that come out to enjoy the day. Held in April at Veteran’s Park, the event includes live music and entertainment, a car show, an exhibitor pavilion of local businesses, carnival rides, kids games and activities, face painting, police and fire department displays, on-site document destruction, complimentary ice cream and a slice of a 10-foot-wide apple pie. Parking is available at Spain Park High School with complimentary shuttles to the park.

Household Hazardous Waste Day

Hoover residents can safely dispose of household chemicals, pesticides, paints, batteries, automobile fluids, electronics, medications, guns, ammunition and other hazardous items. Hosted by the Public Works Department, this event is typically held around Earth Day and makes it possible to get rid of items that cannot be handled by regular garbage pickup.

Denim and Dining

Held in April, Denim and Dining is Hoover City Schools Foundation’s largest annual fundraiser. The casual event features live music, live and silent auctions, and a catered barbecue dinner. Funds raised help support nearly 14,000 students in enhanced academies throughout all 17 schools. This includes college and career readiness, teacher grants, professional development, STEM and SeedLAB.

The Boil

The Boil is an annual event that raises funds for pediatric cancer patients and their families through the Hope for Autumn Foundation. Held each April in Ross Bridge, participants enjoy all-you-can-eat fresh-boiled crawfish, hamburgers, hotdogs, inflatables, balloon animals, and live music, including a kid’s dance party.

Mayor’s Prayer Breakfast

Join the mayor for a morning of prayer and discussion of the state of the city at the annual prayer breakfast hosted by the Hoover Beautification Board. The breakfast is typically held on the first Tuesday in May.

Southeast Conference and Baseball Tournament

The SEC tournament has been hosted in Hoover for more than 20 years and draws crowds of more than 120,000 to the Hoover Met. During the tournament, the top 12 teams from the SEC compete for the championship title during the week prior to Memorial Day.

Regions Tradition

This annual Champions Tour event is held at Greystone Golf & Country Club each May. Watch some of the greats of professional golf compete, as well as the popular celebrity ProAm that preceded the tournament.

Hoover Restaurant Week

In partnership with the Hoover Restaurant Alliance, the City of Hoover hosts this annual

week-long event to highlight many of the city’s food and beverage options with many participating restaurants offering food and drink specials. Plus, various chef and bartender challenges take place before and after Hoover Restaurant Week, marking a full month of celebration each July.

Patriot Day Ceremony

Honor the memory of those who lost their lives on 9/11 at the annual Patriot Day Ceremony. Hoover Fire Station 2, located on Patton Chapel Road, has hosted this annual event since 2006.

Hay Hoover

Enjoy no-so-scary Halloween fun at this fall family night, which also features hayrides. Hosted at Veterans Park around the end of October, the event includes costumes, face painters, balloon artists, airbrush tattoos, food trucks, and an exhibitors’ tent where local businesses provide candy.

Bluff Park Art Show

Each October, Artists from around the country gather in Bluff Park to showcase their talents and compete for awards and cash prizes. Held the first Saturday in October, the art show features more than 150 artists. Attendees can browse and shop from a wide variety of exhibitors. The proceeds from the judged competition benefit the Bluff Park Art Association.

Taste of Hoover

The Taste of Hoover celebrates the variety of culinary styles found throughout our city. Hosted at Aldridge Gardens in October, participants enjoy an autumn evening of sampling delicious dishes from some of Hoover’s best restaurants while listening to live entertainment.

Children’s Harbor Pig Iron BBQ Challenge

Teams from local corporations compete to serve up the best in barbecue while raising funds for Children’s Harbor. Held at the Hoover RV Park, proceeds benefit children with serious illness and their families, helping to provide no-cost services and opportunities to relax and have fun together. Attendees get to sample every team’s creation, like ribs, sauce, and more while raising more than $130,000 for Children’s Harbor.

Moss Rock Festival

Held at the Preserve Town Hall and Village Green in November, this eco-creative festival features vendors, artists, and exhibits inspired by nature, sustainability, and smart design. The Moss Rock Festival also includes live music, tastings, markets, a beer garden and hiking opportunities.

Veterans Week Celebration

Each November, Hoover hosts a week of flagpole ceremonies, library events and more to pay tribute to local veterans and educate the community about their service. Some Hoover-based nonprofits will also host charitable efforts to raise funds to support veterans’ needs.

Christmas Tree Lighting Ceremony

The City’s annual Christmas Tree Lighting ceremony promises “snow,” no matter the weather. Held in late November or early December, the event is centered around City Hall’s 40-foot Christmas tree and features performances from local students, pictures with Santa, a snow machine and hot chocolate.

Ho Ho Hoover

Described as a “holiday extravaganza with heart,” Ho Ho Hoover benefits Hoover Helps, a local nonprofit that works to identify and meet the basic needs of local children, specifically food insecurity. The event is held each December at the Hoover Randall Home & Gardens and has two parts, a VIP reception for adults and an open house for families and participants of all ages.

Menorah Lighting

In partnership with Chabad of Alabama, the Hoover Public Library hosts a menorah lighting to celebrate Hannukah. The event also features music, a dreidel mascot, arts, crafts and games for children, as well as doughnuts, latkes and chocolate gelt.

Hoover’s Greenways and Blueways Slated for Major Upgrades

Parks and recreation in the City of Hoover is about to see a major upgrade. With the drafting of a comprehensive plan for the city’s parks, greenways and blueways, those hoping to get outside in Hoover have a lot to look forward to.

After a change in leadership at the Hoover Recreation Center, the company Signature Homes came forward, hoping to contribute to the development of a larger system of trails in Hoover which fits in with a preexisting citywide plan. Other collaborators include the city planner, parks and recreation staff, and

the economic and community development team, with added support from the parks and recreation board, planning and zoning commission, and city council, as well as other businesses and professionals.

Community involvement has been heavily emphasized in the development of the new parks and recreation plan. With more than 3,500 responses to a survey and over 750 responses to a public engagement piece, Hoover residents have been able to greatly influence the decisions made. Mindy Wyatt, the project manager, found this collaboration to be very important, saying,

“You can’t really create a plan for the community without input from the community. It should be community-driven by nature.”

Per the project proposal, which can be found online at hooveral.org, the plan is headlined by five main objectives:

• Support the collection of neighborhoods

• Connect locally and regionally

• Celebrate the natural beauty of Hoover

• Have a diversity of offerings

• Be organizationally smart

Laid out in a 202-page document, these objectives, with their in-depth strategies attached, have a shared goal of strengthening the community.

One of the prevailing suggestions by Hoover residents was walkability. Trails were ranked as the #1 existing park amenity and paved walking loops were ranked as the #2 desired park amenity by Hoover residents. In response to this, it is a goal of the project team to ensure every Hoover resident is within a 15-minute walk to a park. With the desire for walkability growing in popularity, the city hopes its many trails can provide an outlet for those wishing to get out of their cars.

To ensure this goal of walkability is materialized, the project team hopes to establish a network of greenways and walkways throughout the city. This development is a main focal point of the plan, and the trails in the system would link to the Cahaba River Trail, which would serve as the connection between parks that were previously separated.

The City of Hoover lays claim to over 20 miles of the Cahaba River, granting the committee a recreational and economic opportunity that’s hard to ignore. The project team hopes to utilize the river itself, rather than build around it. Being one of the most biodiverse rivers in the nation, the Cahaba River has

plenty of potential for tourism, recreation and more. The plan itself states wanting the river to “serve as an economic development tool and eco-tourism attraction with regional draw and recognition.”

Another exciting development is the addition of non-traditional parks to the Hoover area. These “pop-up parks,” a term coined by Jackson Pruett of the Hoover Economic Development office, follow the theme of bringing parks to the forefront of the Hoover experience and would involve recreational activities in places

that aren’t a typical playground or open field. Development of greenways could serve as a setting for these parks as well, due to the space they provide. Many of these would be set up for temporary events and programs. There will also be a focus on passive parks, giving visitors an opportunity to simply enjoy nature.

and tourism. The locations are Aldridge Gardens, Bains Bridge, Bluff Park, Shades Mountain and Brock’s Gap. This decision follows public sentiment, as surveys from Hoover residents indicated a desire to improve existing parks, rather than create new ones. This does not mean, however, that new parks are out of the question. Since the plan is a 20-year vision, the development of new parks, especially for underserved communities, will come when the timing is right, and the opportunities present themselves.

Inclusivity and environmental stewardship are two other areas the project team hopes to improve. In December of 2023, the City of Hoover named two ADA coordinators to the Parks and Recreation Department. These appointments can facilitate equal access to parks for all,

especially for those without a car. As far as environmental stewardship goes, the plan outlines hopes for the City of Hoover to “become a leader in the greater Birmingham region for what environmental stewardship looks like.”

Another key objective of the plan is to provide quality programming to all Hoover residents. The wide variety of parks provide an excellent hosting opportunity for plenty of events. The project outlines four key goals regarding programming. They include bringing quality programs to where people live, expanding recreation and play to include non-traditional sports and introductory programs, supporting the tourism the city already provides while also finding new ways to improve it, and improving the marketing surrounding the programs being offered.

When asked to rank which parts of the park system were most important, Hoover survey participants ranked the natural aspects as their highest priority. The social aspects came in second, followed closely by the built and economic aspects. This has been the guiding force for the plan. In seeking community feedback, the project team and the Parks and Recreation Department have been able to appeal to those who will use the parks most: the residents of Hoover.

If all goes according to the plan, the next 20 years will see the Cahaba River Trail linking the city together and facilitating the community and natural beauty residents have sought.

Hoover City Schools Superintendent Dr. Kevin Maddox shares his goals for our local schools

Hoover’s award-winning schools have a new leader. Dr. Kevin Maddox, who boasts nearly 30 years of experience as an educator and administrator, was unanimously appointed the superintendent of Hoover City Schools in August 2023.

Maddox, who is described as down-toearth, passionate about education and smart, discusses his impressions of Hoover City Schools, his goals and how local businesses positively impact student education.

Discover Hoover: What has been your impression of Hoover City Schools during your first six months on the job?

Dr. Maddox: The students, school staff and district leadership have blown me away. We have hardworking and happy kids. Those two things go hand in hand.

Plus, we have happy and dedicated staff who love the kids and love their jobs. There are lots of places our people could be working right now, and they choose Hoover City Schools. I try to take every opportunity I have to thank our people for their loyalty to this school district.

We also have leaders who stay on top of things. They’re so visionary and supportive of their staff and students. They want the best for them. They are always thinking about the future and considering how we can become even better than we are today.

Discover Hoover: What are your goals?

Dr. Maddox: We have several goals, but these are the three that I’m really thinking about at this moment:

Hire the very best people out there. This includes the way we recruit and interview, the efforts we make to retain staff members, the benefits packages we offer, the timing of when we begin pursuing and filling vacancies in our school district, and the way we are moving forward as we evaluate successes.

I want to ensure we’re on the cutting edge and strategic about pursuing academic achievement. I want us to continue to be innovative and to ensure we’ve got people in the right positions leading these efforts. Technology is changing. You must always try to be one step ahead in all those areas.

We want to continue to ensure our schools are safe. We have some very good training, tools and procedures in place. We are so fortunate that the City of Hoover provides over 20 full-time SROs for the schools in our district.

School safety also involves making sure our people are healthy and well. If we see students who are having difficulties, we want to make sure none of those students ever fall through the cracks. We have support systems and ways to evaluate situations and circumstances to ensure we’re always one step ahead.

Discover Hoover: How can Hoover businesses and community stakeholders support Hoover City Schools?

Dr. Maddox: I’m thankful that Hoover businesses and community stakeholders already support Hoover City Schools well. The Hoover Area Chamber of Commerce and the City of Hoover Economic Development Department have worked hard to make Hoover a great landing spot for

new businesses, and it has a very positive ripple effect on our school district.

Our local businesses serve our schools in so many ways by contributing to athletics, fine arts, clubs, academic programs, PTOs, and the Hoover City Schools Foundation. Businesses contribute financially to enhance what we already have. Those enhancements are designed to provide “the extras,” and extra opportunities for our students are what separates us from other districts. We could not make it without them.

We are interested in finding ways to partner with local businesses and understand how we can better help them.

Whether it’s preparing future employees in those businesses or creating opportunities for internships and apprenticeships, there are lots of opportunities for us to explore. I’m hopeful and optimistic that we can nurture those relationships and be visionaries together.

For those pursuing post-secondary education, Hoover has a lot to offer. The educational opportunities listed below cater to the unique needs and goals each student has, sending them on a path to success that is affordable and achievable for students with complex schedules.

Jefferson State Community College

Jefferson State’s Shelby-Hoover Campus, located near Veterans Park, is a great place to start. With the motto “Find Your Place,” JSCC strives to support a wide range of students with very diverse educational goals. David Bobo, Director of Community and Media Relations, says JSCC hopes to create a home for “anyone and everyone who wants the opportunity to learn and earn more.”

This broad definition includes students earning college credit while still in high school, saving thousands in tuition before transferring to a four-year university, earning an associate degree in an in-demand career and technical education program, or completing a shortterm training program for immediate employment. JSCC also offers the Pioneer Your Career Interest Assessment, a helpful guide for students to find their ideal career path. With the opening of a new Student Success Center, the development of several new programs, and the naming of two students to the top twenty community college students in the nation, JSCC is an exciting place to be.

Lawson State Community College

Lawson State Community College is another institution with a long track record of quality education at an affordable price. Originating from the merger of Wenonah Technical Institute and Wenonah State Junior College in 1973, LSCC has a storied history of greatness, being named the 5th best community college in the nation in 2013 by Washington Monthly and earning a visit from President Obama in 2015. Their most popular majors include nursing, which has consistently placed near the top of all nursing programs in Alabama this past decade, business administration, and automotive. Their motto, “Start Here, Go Anywhere!” indicates that students will have no trouble finding the field of study most suitable to them.

Faulkner University

Faulkner University should be on the radar of any degree-seeking adult. Since the opening of the Birmingham campus in 1975, Faulkner has cemented itself as an always-reliable source for those seeking a degree. Students at Faulkner can earn a bachelor’s or associate’s degree. Fields of study include liberal arts, computer and information sciences, legal studies, business, psychology and more. Business, criminal justice, and human resource management degrees can also be earned online. With all of this built upon a Christian foundation, those looking for a more faith-based approach to their education will feel right at home. Classes occur both on campus—mostly at night—and online, allowing some versatility when working with a busy schedule. Like other schools on this list, Faulkner also offers dual enrollment for high schoolers wanting to get a head start on their college career.

Mobilizing Alabama Pathways

There are many ways to pursue additional educational opportunities beyond a traditional college setting. For this reason, the Alabama Community College System offers the MAPS program as an opportunity to gain industry knowledge at your own pace. MAPS (Mobilizing Alabama Pathways) offers six courses for different industries. They include architecture and construction, healthcare, hospitality and tourism, information technology, manufacturing, and transportation and logistics. All of these courses are virtual, allowing students to learn at whatever speed they are most comfortable. Students can take the next step in their professional journey with a MAP certification, which is offered to anyone who completes a course.

Riverchase Career Connection Center

Trade school, such as the programs offered at the Riverchase Career Connection Center, provides valuable training for niche areas of study while staying close to home. A relatively young program founded only in 2019, RC3 offers six different academies. These six academies include culinary and hospitality, cyber innovation, fire science, health science, skilled trades, and cosmetology and barbering.

The cosmetology and barbering program is the newest of all of these, having opened in September 2023. Complete with a lab and workspace, this academy follows RC3’s commitment to high-quality learning.

In Hoover, the opportunity to further yourself through higher education is nearby, accessible, and affordable. With the plethora of academic offerings from the above schools, the keys to your future are in your hands.

Memory Care that Feels Like Home Featuring Monark Grove Greystone

Choosing the right assisted living facility for a loved one is difficult. When that loved one suffers from Alzheimer’s, dementia, or a similar condition, the decision becomes even harder.

Hoover is honored to be home to many health and assisted living services that provide care for our seniors, including memory care offered by Monark Grove Greystone. Memory care involves more specialized attention from staff as well as a greater emphasis on routine and security.

Tara Bailey, sales and marketing director at Monark Grove Greystone believes Monark’s warm atmosphere truly sets it apart. Their goal is to create “a very homey feel for the residents.” A quick glance at the gallery on their website shows that at Monark, comfort is key.

Inside the facility, health professionals are on-site, offering 24-hour medical attention and emergency monitoring to any residents who may require it. These professionals offer primary care, dermatology, audiology and more.

While healthcare is a vital and important factor when choosing an assisted living facility, it’s not the only one. How residents live day-to-day has a significant impact on their quality of life. For those in memory care, keeping the mind sharp is greatly important. Because of this, Monark offers plenty of resources and activities for residents. Life enrichment coordinators are present for eight hours every weekday and on weekends.

Activities vary from outdoor excursions to more personal, creative experiences. Residents can take a scenic bus ride every

With the looming threat of boredom and poor mental health in many assisted living facilities, the Life Enrichment program has become a crucial part of the lives of many memory care patients. Bailey credited much of the success of these activities to the work of Life Enrichment Coordinator Cindy Whiddig.

She described the food as “outstanding” and detailed how the memory care residents eat all the same meals as other residents.

An International Cuisine Corridor

Leave your passport at home. A collection of restaurants on Lorna Road offers a cultural experience right here in Hoover

Hoover is home to more than 70 restaurants serving international cuisine. Among them are Mexican, Chinese, Indian, Mediterranean, Korean, Japanese, African, Caribbean, Thai, Pakistani, and Italian food, pizza excluded. But what’s notable is more than ten percent of these restaurants are located within a few blocks of one another, on or near Lorna Road.

David Cohen, a Hoover restaurant owner and founder of the Hoover Restaurant Alliance, says that many of the city’s international restaurants are family-owned by people who have immigrated to the US and are working hard to share their culture while providing for loved ones.

The following restaurants—plus specialty markets, bakeries, ice cream shops and more—offer a peek at what has been deemed “Hoover’s International Restaurant Corridor.” Start on Lora Road, where it intersects with Data Drive, and travel east to begin your journey – no passport required.

Chinese

Beijing Express

Welcome to the first stop on our tour of the international restaurant corridor. Open in 2014 by Jim Yann of Beijing, China, Beijing Express brings authentic Chinese flavors to Hoover with egg rolls, fried rice, dumplings, buns, lo Mein and more, plus chef specials. Customers enjoy that Mr. Yann offers delivery without using a third party, and they rave about the food, saying the “Mongolian Beef is delicious” and “the small, steamed buns really stole the show.”

Indian

Silver Coin Indian Grill

3321 Lorna Road

Silver Coin Indian Grill has been part of Hoover’s culinary scene for almost 18 years. Owner Kishore Kotian and his team are committed to using only “fresh ingredients to prepare dishes that are as nutritious as they are delicious.” With nearly 1,000 near-perfect reviews on Google, patrons describe Silver Coin Indian Grill as “incredible! Delicious! Excellent! Awesome!” And “by far our favorite Indian restaurant in Birmingham.” In addition to regular lunch and dinner service, the restaurant offers catering and a large, lovely space for hosting parties and special events.

Charm Thai 3732 Lorna Road

Charm Thai is one of Hoover’s newer international restaurants, celebrating its opening in early 2023. Their traditional Thai and Japanese dishes have quickly become favorites of customers. Locally owned by Punika and Phichaya Arimrahong, Charm Thai is the perfect fit for the international food corridor along Lorna Road.

Persian

Taboon Noon O Kabab 1550 Montgomery Highway

Taboon Noon O Kabab rounds out the journey down the international restaurant corridor because of its affiliation with Purple Onion –they share the same owner – even though it’s technically located one street over on Montgomery Highway. The restaurant’s name translates to Oven Bread and Kebab, which perfectly describes what they serve: warm pita, perfectly cooked kebabs, and more, prepared in an oven that was shipped to Hoover from Jordan. Called a “hidden gem in Hoover” on Instagram by @bhamfoodiegram, this Persian restaurant has become known for its generous portions and authentic flavors.

Mediterranean

Costa’s Mediterranean Café

What began as Costa’s Famous BarB-Que is now a beloved location for scratch-made Italian food. In 1985, The Birmingham News named Costa’s its number-one top pick of all local barbecue eateries. Nearly a decade after receiving that award, owner Maria Kanellis and her late husband, Gus “Costa” Kanellis, decided to give the menu an overhaul, realizing their dream of sharing their heritage with others. Decades after the change, Costa’s serves generous portions of fresh Italian comfort food and traditional Greek favorites. And, as Maria has been known to say, if “we cannot give you something fresh and good and plentiful, then we don’t need to be in business.”

Purple Onion

Open for business since 1991, Purple Onion has grown into a local staple with multiple locations throughout Greater Birmingham. Adnan Sharif owns the restaurant specializing in casual Mediterranean street food and their take on American comfort food. It’s also one of the few restaurants in Hoover available for late-night bites, staying open until 2:00, 3:00, or 4:00 a.m., depending on the day of the week.

The Exit 9 Expansion A fifteen-year vision comes to life in 2025

It’s been more than a decade since the City of Hoover began its initial plans for improving travel for motorists along I-459 via a new interchange. The new interchange, Exit 9, will sit between the John Hawkins Parkway and Morgan Road exits, just south of the South Shades Crest Road overpass. Construction is expected to begin in 2025 and conclude in 2027.

The exit, which will also create a connection point from Ross Bridge Parkway across Highway 150 to Brock’s Gap Parkway, is a welcome relief for many residents who live in the Hoover communities of Ross Bridge, Lake Cyrus, and the developing Everlee. Blake Miller, Hoover’s assistant city engineer,

shared that the project will be beneficial at a regional level, alleviating unsafe interstate congestion and making daily commutes easier for residents in Hoover, Bessemer, Alabaster, Helena, and unincorporated Jefferson and Shelby counties.

The City of Hoover began seriously discussing the need for an additional exit in 2010 and moved forward with a new interchange justification study. The survey resulted in the Federal Highway Administration confirming the need and the effort picked up speed in 2016 when the current mayor, Frank Brocato, took office. It’s a good thing, as Hoover’s population has grown from just over 80,000 to more than 92,000 since the first justification study and continues to grow at a rate of 3.6% annually.

Miller says Hoover’s growth can be attributed to award-winning schools, supportive and dependable first responders, and fantastic amenities like the Hoover Met, Finley Center, and Hoover Public Library, which are renowned across the state. “Combined with our leaders who have citizens at the forefront of their minds, we have the makings for a great city,” he shared.

A desirable city with a growing population means more people are on the roads at high traffic times, such as morning and evening commutes. Currently, residents who need to exit west or east at Highway 150 and I-459 must use Exit 10, which Miller says “backs up easily a mile most days onto the interstate. That is not a safe condition. It is completely overloaded.”

The following steps in bringing Exit 9 to fruition are finalizing the diverging diamond interchange design and sourcing project bids. After a second and upto-date new interchange justification study in 2022, a diverging diamond interchange design was selected. The design is relatively new to the state, with a similar exit in Baldwin County’s Malbis, and it is gaining traction in other areas. “It works well when there is significant left-turning traffic to or from the interstate,” said Miller. “Traffic can turn left unopposed. It also increases safety by reducing conflict points and makes it easier to see oncoming traffic,” he added.

The City of Hoover will begin accepting project bids in early 2025. Exit 9 is expected to take 18-24 months and approximately $120 million to construct. The City of Hoover has secured $61 million in bonds, while federal funds will cover the remaining $59 million. Greg Knighton, the city’s economic development manager, says the project’s economic impact will offset its monetary costs. “The construction of the Exit 9 interchange could have a projected $238 million economic impact on the metro area. It will also assist existing companies in the region with better logistics and open future development opportunities for Jefferson and Shelby counties.”

The addition of Exit 9 can also improve the quality of life for residents in ways that cannot be measured by dollars alone. Heavy congestion and backed-up traffic at Exit 10 are significant safety concerns for those exiting the interstate and those actively driving home along I-459. A new option for local travel reduces the daily load on Exit 10, improves neighborhood access, and shortens commutes by providing an alternative route that bypasses Highway 150, making it safer and more convenient for all drivers.

“Hoover is growing. With more growth comes more traffic volume and the potential for additional congestion,” added Miller. “The new interchange is a priority for our mayor, and the funding is in place. Now is the time.”

Exploring Bluff Park

The Growth of Hoover’s Own “Modern Day Mayberry”

Explore the neighborhoods of Bluff Park, and you will find people who say, “They have lived here all their lives.” It is a common thread for residents like Michelle and Bobby Lee. The two grew up in Bluff Park and moved back after college to raise their family. “We love the life and atmosphere here. We actually had our first date at the Bluff Park Art Show and later got engaged there,” Michelle said. You will find neighbor after neighbor speaking of the welcoming feel in Bluff Park, where neighbors become like family.

Many describe this historic Hoover community as a little town in a big city. A modern-day Mayberry, so to speak. Its beginnings reflect a family and community life foundation that has brought people to the mountain for over 100 years.

Before it was Bluff Park, the area was called Hale Springs after founder Gardner Hale purchased the property in 1863. Hale previously served as the Daniel Pratt Cotton Gin Factory superintendent in Prattville, AL. After his death, Hale’s sons continued to make the mountain their home and run the resort destination.

The natural springs, beautiful views, and fresh air were quite popular with people working in mills across Birmingham and Shades Valley way back then. Even today’s views from the bluff still draw many to stop and enjoy the sunset, especially those who have made Bluff Park their home.

Cody Perry, a local realtor, says he and his wife were drawn to many aspects of Bluff Park as home buyers when they were on a house hunt in 2015. Now, Cody helps others find their own little space on the mountain. “Bluff Park definitely distinguishes itself among the many popular neighborhoods and

communities in Hoover,” he said. “It is one of those places that has a small-town charm but is also convenient to major highways and easy commutes to different parts of Birmingham. There are also many parks and green spaces, like the Moss Rock Preserve, and a vibrant local art scene.”

The bluff (Shades Crest Road) has always been a bustling stretch of road in the community. Where you once would find the Bluff Park Hotel, Pinnacle House, and Liberty Hall—the main destinations back in the resort days—today you will find many small businesses like The Bluff Park Diner, Wild Roast Coffee, Turquoise Boutique, and Bluff Park Hardware. They are only a few of the neighborhood businesses dotted throughout Bluff Park that help tie the community’s threads together. Whether waving to a neighbor you see at the local Piggly Wiggly or gathering for trivia night and dinner at a local eatery, The Electric, Bluff Park remains one of the top locations for homebuyers and businesses.

After its resort days, the area became more residential, moving into the 1900s. Founding families like the Hales, Tylers and others started building homes and farms.

The Hales also ran a lumber mill, a cotton gin and an icehouse. The Tyler family ran a large dairy farm. Many of the homes still stand today among newer homes and new construction. These historic homes have seen many young families grow within their walls.

Realtors like Cody say the blend of scenic beauty, historical significance, community spirit, educational opportunities and accessibility makes Bluff Park uniquely attractive and set apart.

Speaking of education, stepping back in history again, Summit church and school is where the local kids gathered for early education. Summit started around 1899 as a one-room schoolhouse and church. Bluff Park School was born from that one-room schoolhouse and later became today’s Bluff Park Elementary. The church became Bluff Park Baptist Church, now called Church on the Bluff.

Like the Lees, Matt and Cathy Bearden have made Bluff Park their home for most of their lives. Cathy moved here before she was a year old, and Matt moved to the area as a first grader. They returned in 2005 with

their children so they could also have the experience of growing up in Bluff Park. The Bearden’s pup AJ also loves the neighborhood sidewalks. You will often find the trio on walks along Park Avenue, Valley Street and Chapel Road.

“We’ve seen many changes and additions in our many years here,” Cathy said. “But, it has stayed the sweet community that we’ve always loved. We have also loved seeing the revitalization of older homes and the new homes going up all around us.”

In the past 5 to 10 years, many community events have emerged and developed into annual appointments on the calendar. The Trick or Treat Trail, Bluff Park Witches Ride, Bluff Park Christmas Parade, Wiffle on the Bluff, the Bluff Park Women’s Rec League, and the new Bash on the Bluff

markets at Hare Farm are all planned and executed by residents in the community. Bluff Park is also home to the Bluff Park Art Association and hosts the Bluff Park Art Show, one of the most prestigious and longest-running art events in the southeast.

Returning families, new residents, and growing community life are indicators of a healthy and evolving community, according to Cody. “With young families comes a focus on improving the community facilities like schools and parks, which creates a more social and cultural scene here,” he said. “The established and stable nature of Bluff Park, combined with the steady growth and preservation of what makes it charming and unique, makes it an attractive market for buyers and investors and creates demand for housing and new opportunities.”
