CROSS-SECTOR EXPERTISE, APPLIED TO DEFENCE INFRASTRUCTURE Resilient, secure facilities for evolving defence needs Defence infrastructure demands facilities that perform with precision, adapt to evolving operational needs, and endure over extended service lives. These environments must balance security, resilience, and functionality within highly controlled frameworks. Our approach is grounded in a clear understanding of the technical, operational, and governance requirements shaping defence projects in Canada, with a focus on consistent, highperformance outcomes. We draw on experience across institutional and laboratory sectors to deliver facilities where compliance, durability, and system integration are critical. Our work requires precise coordination of complex building systems, controlled environments, and rigorous safety standards to ensure reliable, long-term performance. Our civic portfolio reflects a disciplined understanding of government procurement, stakeholder accountability, and the discretion
required in sensitive contexts. Our residential and mixed-use work further informs our ability to deliver adaptable, efficient solutions within active environments. We have extensive experience planning phased delivery that maintains operational continuity while accommodating evolving program needs, an essential requirement in defence settings. Supported by teams in Toronto and Vancouver and the resources of a global practice, we deliver scalable, repeatable solutions responsive to Canada’s diverse conditions. We approach each project as a long-term federal asset, prioritizing lifecycle performance, maintainability, and operational readiness, aligned with the objectives of the Department of National Defence and its partners.

“NOTHING ABOUT US WITHOUT US.” An important facet to any DCC project is a firm and robust approach to Indigenous engagement and reconciliation policies. B+H’s approach to working with Indigenous host nations is grounded in meaningful partnership, informed by Indigenous knowledge, lived experience, and technical expertise. We prioritize relationship-based engagement that is participatory, respectful, and responsive, ensuring communities are involved in shaping outcomes that affect their land and people. We bring experience integrating Indigenous Participation Plans into complex federal projects. Through the Transportation Safety & Technology Science (TSTS) Hub, delivered in joint venture with Architecture49, we co-developed and administer a $5.2M Indigenous Participation Plan, supporting economic inclusion through subcontracting, skills training, mentorship and employment opportunities. This work reflects a clear commitment to advancing economic reconciliation while delivering nationally significant infrastructure. Across our projects, Indigenous perspectives inform how we approach land use, sustainability, and long-term asset planning. This includes designing with sensitivity to local ecological systems, embedding culturally informed approaches to site planning, and
ensuring infrastructure supports both operational performance and community context. This translates into thoughtful engagement with surrounding communities, respect for land stewardship, and alignment with federal commitments to reconciliation. B+H Architects are also finalizing our Reconciliation Action Plan, set to be adopted firm wide at the beginning of Q3 2026. The RAP is a concrete public commitment to reconciliation. Upon adoption, B+H Architects will be only one of a handful of Canadian architecture companies with a published RAP. Our RAP, which will include KPIs and a set review and renewal period is organized into 5 main pillars: 1. Education, Awareness and On-going Training for new and existing staff 2. Meaningful Engagement and Relational Practice 3. Collaborative Design and Cocreation 4. Economic Inclusion and Indigenous Procurement 5. Pathways to Indigenous Participation in the Profession B+H’s commitment extends beyond project delivery. As part of our TSTS IPP, we collaborate with Indigenous partners and organizations to strengthen internal capability, support knowledge sharing, and invest in future talent. Through initiatives such as the Soaring Indigenous Youth Empowerment
Gathering and targeted scholarship programs, we help create pathways for Indigenous youth to participate in and shape the future of the built environment. “Soaring is genuinely a great event to attend. You meet people, you learn very helpful information, and best of all, you’re introduced to such a large community. You feel seen and it’s a great feeling.” – Student Testimonial, 2024 Soaring attendee “I think I just got talked into being an architect.” - Student Testimonial, 2026 Soaring attendee “I kept reflecting on this scholarship… knowing that I had someone… who believes I should be here… as a voice for the land and those who inhabit it.” – Transportation and Technical Sciences Project Award, Scholarship Recipient Reconciliation is integrated into how we plan, design, and deliver our work, ensuring that our work in defence infrastructure not only meets technical and operational requirements, but also contributes to meaningful social, cultural, and economic outcomes.

Together, these images capture the integration of infrastructure and landscape at Métis Crossing—where systems for water, energy, and land use are shaped by Indigenous knowledge and designed in harmony with natural processes. They reflect a place where cultural values and ecological understanding inform every intervention, creating a resilient and regenerative foundation for a growing Métis community.

B+H ADVANCED STRATEGY Stakeholder Engagement for Mission-Ready Defence Infrastructure Aligning operational, technical, delivery, and community perspectives before design decisions are locked in
DND projects operate within complex systems of mission requirements, technical constraints, security considerations, lifecycle performance, and community responsibilities. B+H Advanced Strategy helps defense project teams engage the right stakeholders, clarify operational and technical priorities, and turn complex input into actionable project decisions.
We begin by asking: What are we solving for, and are we solving for the right things? WHO WE ENGAGE We work with decision-makers, operational users, facilities and technical teams, delivery partners, and external partners or rights-holders where relevant. HOW WE ENGAGE Through structured interviews, workshops, site reviews, scenario testing, and validation sessions, we identify needs, surface risks, resolve trade-offs, and build shared ownership around project direction.

BUY CANADA AND PROVINCIAL SUPPLY CHAIN POLICIES As Buy Canada and Buy Ontario policies become more prominent in public infrastructure and capital programs, clients increasingly expect projects to contribute to domestic economic growth, supply chain resilience, and local industry development. B+H's approach embeds Canadian economic impact considerations throughout the delivery process, from early design through procurement and pre-construction. By integrating Canadian suppliers, materials, and systems in a structured, transparent, and performance-driven manner, the approach supports policy alignment, sustainability, risk reduction, and longterm operational value. The following are part of B+H's typical approach:
EMBED ECONOMIC IMPACT OBJECTIVES EARLY B+H integrates national economic impact goals into project planning from the outset. This supports alignment with client requirements for performance, safety, lifecycle efficiency, and resiliency while embedding domestic supply-chain participation into decision-making.
ESTABLISH A STRUCTURED GOVERNANCE FRAMEWORK B+H creates a clear, coordinated framework led by the project
management team to: • Guide implementation across all disciplines • Ensure transparency and accountability • Integrate economic impact considerations into design and pre-construction phases B+H leverages strong program governance, stakeholder engagement, and project controls to maintain alignment throughout delivery.
DEFINE CORE PRINCIPLES FOR DOMESTIC INCLUSION B+H applies consistent principles across all project phases: • Maximize domestic materials, equipment, and systems where feasible and compliant with performance, safety, lifecycle, and procurement requirements • Integrate local and Canadian alternatives into design specifications where appropriate • Leverage industry networks to identify qualified suppliers • Use evidence-based evaluation to validate supplier capability and risk
IDENTIFY AND MAP THE SUPPLY CHAIN B+H develops and maintains a Supply Chain Registry of domestic suppliers and capabilities across disciplines. This registry is continuously updated
throughout design and procurement to reflect: • Market availability • Supplier qualifications • Emerging opportunities
USE PERFORMANCE-BASED SPECIFICATIONS B+H adopts specification strategies that: • Include domestic alternatives and equivalents • Reference applicable national standards • Maintain flexibility while meeting technical and operational requirements This helps domestic suppliers compete without compromising performance.
VALIDATE SUPPLIERS THROUGH TECHNICAL REVIEW B+H conducts structured validation of domestic suppliers by discipline to confirm: • Compliance with technical and safety standards • Suitability for project-specific conditions • Lifecycle performance and durability Integrate validated options directly into design outputs and recommendations.
15
SUPPORT PROCUREMENT THROUGH EARLY ENGAGEMENT
• •
During pre-construction, B+H supports procurement by: • Provide technical input into procurement strategies • Ensure domestic suppliers are considered in all major bid packages • Participate in early supplier and subcontractor evaluations • Offer design-assist support and technical clarifications This helps maintain the competitiveness of domestic suppliers through procurement.
ALIGN MULTIDISCIPLINARY EXPERTISE B+H leverages the combined expertise of all project partners to: • Identify sector-specific supplier opportunities • Assess systems across architectural, structural, MEP, and specialized packages • Ensure a coordinated, consistent approach to economic impact delivery
MEASURE AND REPORT PERFORMANCE B+H establishes clear, measurable indicators across project phases, such as: • Inclusion of domestic options in specifications
• •
Number of qualified domestic suppliers identified and validated Participation of domestic suppliers in procurement Value of goods and services sourced domestically Risk and lead-time improvements from local sourcing
B+H tracks, reports, and refines strategies based on these metrics.
DRIVE CONTINUOUS IMPROVEMENT B+H uses data, stakeholder feedback, and market insights to: • Identify gaps and opportunities • Refine sourcing and specification strategies • Strengthen domestic supply chains over time This approach helps ensure economic impact objectives are integrated, measurable, and actionable, strengthening domestic industry participation, improving supply-chain resilience, and supporting long-term project success.

BURNABY HOSPITAL - REDEVELOPMENT PHASE 1
SUPPORTING GROWTH ON AN EXPANDING CAMPUS Phase 1 of the Burnaby Hospital Redevelopment delivered critical new clinical capacity and infrastructure to support the hospital’s long‑term growth. Completed in joint venture with Diamond Schmitt Architects and KRA Architecture, the project includes the six‑storey Keith and Betty Beedie Pavilion, a new energy centre, and major upgrades to existing facilities across the campus. The Beedie Pavilion provides 83 inpatient beds, primarily in single‑patient rooms with private bathrooms, and accommodates mental health and substance use services, maternity and labour and delivery, neonatal intensive care, and medical inpatient units. Purpose‑designed infection control features, including negative pressure rooms and outbreak zones, support patient safety and operational resilience. MICHAEL GARRON HOSPITAL PHASE 1 NEW PATIENT TOWER
WELCOMING AND ENGAGING COMMUNITY GATHERING SPACE This major renovation and expansion renewed the former Toronto East General Hospital as a welcoming and engaging community gathering place and hub for health and wellness. The hospital’s main Coxwell Avenue frontage transformed into a lushly landscaped urban oasis, a series of outdoor rooms shaded by oak and maple trees and subtly demarcated for conversation, play and quiet contemplation as well as for public events. The abundant greenery also linked pedestrians to the hospital’s new main entrance, an expansive double-height atrium that overlooked the entrance court through floor-to-ceiling glass. The main entrance was in turn framed by the Ken and Marilyn Thompson Patient Care Centre, a new eight-storey wing that consolidated ambulatory care services and housed 215 inpatient beds, 80% of which were in single-patient rooms to enhance privacy, safety and infection control. Advanced new CT and MRI suites enabled faster and more precise diagnostic imaging. A highly insulated building envelope and high-efficiency HVAC and lighting systems helped achieve LEED Silver certification for building performance.

NEWFOUNDLAND MENTAL HEALTH AND ADDICTIONS CENTRE
CARE WITHOUT STIGMA: A NEW MODEL FOR MENTAL HEALTH Delivered as a Public‑Private Partnership (P3), the Newfoundland Mental Health and Addictions Centre (MHAC) is a six‑storey, 102‑bed facility that supports NL Health Services’ vision for contemporary, patient‑centred mental health care in Newfoundland and Labrador. The design replaces institutional models with a dignified, welcoming environment that emphasizes human scale, clarity of circulation, and access to nature. Integrated into the existing Health Sciences Centre (HSC) campus, the master plan responds to environmental sensitivities, infrastructure constraints, and safe, intuitive movement while minimizing impact on adjacent wetlands. The building’s massing and landscape strategy strengthen campus connections and enhance public spaces, linking patients and families to surrounding natural systems. Interior planning prioritizes operational efficiency and patient experience, with daylight‑filled spaces, clear program zoning, and access to terraces and courtyards embedded throughout. Together, the architectural, master planning, and interior design strategies establish a stigma‑free care environment that supports recovery, community connection, and long‑term adaptability.

QEII HEALTH SCIENCES CENTRE HALIFAX INFIRMARY EXPANSION
CONSTRUCTING A MODERN, STATE-OF-THE-ART HEALTHCARE FACILITY As part of the Plenary PCL Health Consortium, B+H, in association with Arcadis, is leading the design of the major expansion of the QEII Halifax Infirmary, a multi‑campus teaching and research institution, and the largest healthcare infrastructure project ever undertaken in Atlantic Canada. The architectural concept is rooted in Nova Scotia’s Atlantic coastline, drawing inspiration from weathered rock formations, shifting light, and the reflective qualities of water. These influences shape a layered façade with varied depth, texture, and tonal variation, creating an architecture that is expressive, contextual, and responsive to changing light conditions. Rhythmic articulation balances civic presence with human scale, reinforcing clarity, approachability, and legibility for a public healthcare institution. Daylight, long views, and access to nature are integral to the design, supporting healing, wellbeing, and a calm patient experience. In addition to the overall building architecture, B+H is responsible for the design of critical clinical environments—including the Operating Rooms, Emergency Department, and Medical Device Reprocessing— delivering a flexible, future‑ready healthcare facility. NATIONAL SKIN CENTRE AND NATIONAL HEALTHCARE GROUP HQ
CREATING LINKS TO CARE AND COMMUNITY The National Skin Centre expansion announces a new Southern Gateway to the proposed master plan for the Health City @ Novena, using the topography to subtly frame the approach using rising terraces and cantilevered building masses carefully portioned to draw you in to the space. The new building is expressed as two massing components. The lower building element comfortably relates the National Skin Centre (NSC) block in scale and massing to the existing building providing easy linkages, courtyards and expansion potential whilst the upper block provides a unique identity and expression to the National Healthcare Group, (NHG). The massing aims to maximize the development potential of the available land without overwhelming the important public spaces it helps define. To encourage the use of public transport, there are covered pedestrian approaches from both the MRT and bus stops from the South West and South respectively. These are separated from the vehicular traffic which approaches the site from the East to a covered drop off under the new building that is shared with the existing building. These convenient pedestrian routes rise up through gentle ramps to a civic plaza or campus green and the proposed boulevard connecting the components of master plan including the expansion of the TTS Ambulatory Block and Medical School.

NEXT-GEN URBAN LIVE-FIRE TRAINING The Murai Urban Live Firing Facility (MULFAC) allows soldiers from the SAF to train with enhanced realism in a live-firing setting, and is capable of training troops up to a company level. This world-class facility supports urban live firing training for active and NS units and represents a milestone in the Third Generation SAF training system, aimed at enhancing the combat effectiveness of soldiers. MULFAC is located in the Lim Chu Kang Live Firing Area. It supports integrated combined arms Urban Operations training and mission rehearsals and is designed to complement the Multi-Mission Range Complex (MMRC) in developing SAF soldiers’ urban marksmanship skills. While MMRC builds up marksmanship competencies at the individual, group and section level, MULFAC focuses on collective urban live firing for platoon- and companylevel training. Comprising a cluster of five urban buildings, MULFAC also features a hand grenade live firing house, and a learning-centric After Action Review (AAR) facility. It includes various firebases to complement the close-quarter firings in the buildings. It is among the first facilities in the world to be integrated with soldier tactical systems, combat effects instrumentation, and advanced ballistic materials in enabling a safe, realistic, and engaging training. Benchmarked against urban facilities such as those in the United States and Australia, MULFAC provides the unique capability for soldiers to fire up to 7.62mm and anti-tank training purpose munitions onto the exterior facades, and close-quarter firing within the same buildings. It also allows soldiers to fire building-to-building to support the assaulting troops. SJ Defense provided its range specialist services to the design, specialist installation and delivery of this Urban Operations (UO) live fire training facility for MINDEF. We are currently maintaining the specialist installation and equipment for the facility.

LIBRARY ARCHIVES OF CANADA GATINEAU 2 NEW PRESERVATION STORAGE FACILITY
PRESERVING CANADA’S CULTURAL LEGACY Set upon a bucolic meadow outside the nation’s capital, the Gatineau 2 Preservation Facility is a state-of-the-art archives building that will protect and preserve the history of Canada for present and future generations. At the heart of the facility are six storage vaults that constitute a building within a building: their thick concrete shells are elevated a full storey above ground level for flood protection and are separated from the exterior building envelope to provide an additional layer of security and thermal isolation from the region’s extremes of temperature and humidity. The vaults have a capacity equivalent to 600,000 standard archival boxes, housed in a high-density automated storage and retrieval system (ASRS) with a robotic lift and crane. An advanced building automation system maintains precise levels of light, temperature, humidity and particulate, per international archival standards, for each type of media within the vaults. Architecturally, the building is a foil to the delicate glazed arches of the neighbouring Preservation Centre, a solid cubic mass angled at 45 degrees aand appearing to float above a recessed ground level of transparent glass. Precast concrete panels wrap the upper levels, their horizontal bands of varying textures referencing the site’s ancient geological layers of rock, soil, and glacial till. QUEEN’S UNIVERSITY - BOTTERELL HALL
FUTURE-READY FACILITIES FOR BIOMEDICAL INNOVATION Botterell Hall is the primary health sciences and biomedical research building at Queen’s University. It houses wet labs, a small library, faculty offices and one of the university’s vivaria. The building was designed and built in the 1970s and is in-need of programmatic and infrastructure renewal. In 2010, B+H won an RFP to provide a strategic study for the renewal of the vivarium. The objective was twofold – to update the rodent facility to exceed current regulatory requirements and to position the overall animal facility resource to support future-focused recruitment and growth in Queen’s biomedical research program. Following the study, two more rounds of work to develop, engineer and cost this design were undertaken – culminating in a successful SIF grant in 2016. The project scope grew to include a major infrastructure renewal for the whole of Botterell Hall (HVAC, Emergency Power Systems) as well as an expanded upgrade to other portions of the multi-species facility (including fish, dogs, pigs, rabbits, sheep and guinea-pigs). Even before it was completed, the project helped the University recruit a significant new Principal Investigator. B+H led and developed the project from concept, through programming, design and into phased construction. The team worked closely with the Queen’s project management team and Dr. Winterborn, Queen’s head Vet. The team worked closely with the facility’s major technology vendors: Tecniplast, Getinge and Dust Control. In spite of a complex renovation scope and the addition of major infrastructure elements to the project, the process was delivered on-time and on-budget.

IRVING OIL HOME OFFICE
DESIGNING WITH AN EYE TO THE FUTURE The Home Office for family-owned Irving Oil brings together employees spread across six offices in Saint John under one roof to enhance business outcomes and take the company into the next stage of their evolution. The Home Office’s proportions and horizontal datums respond to the surrounding historical context of neighbouring buildings, reinforced through the frieze, cornices, and setback above the podium. The main entrance is landscaped to echo the park across the street, including a setback that accommodates for ample greenery. Irving Oil artifacts and memorabilia are displayed in the lobby to celebrate the company’s history. This is carried throughout the building via photography and digital displays commemorating a storied past while looking toward an innovative and dynamic future. Featuring a soaring central atrium daylit from above, the entrance lobby is designed to accommodate all employees for gatherings and is animated by an open staircase connecting upper levels. Visibly integrating all levels and business units, the central staircase encourages unexpected interactions and social engagement across the company. The use of natural materials such as white oak, patinaed bronze and a variety of Canadian limestones, paired with upholstery and carpet colours inspired by the Bay of Fundy and beach stone blue hues, create an authentically East Coast aesthetic. The design team facilitated workshops in consultation with senior leadership and a cross section of departments that represented demographics and workgroups to seek input on Irving’s current state and strategic direction. The data collected was used to evaluate workplace solutions, resulting in a workplace and interior design that advanced the client’s objectives. Our team was able to efficiently plan individual work points to allocate more space for collaborative settings and communal spaces as preferred amenity for employees. Rooted in wellness, the design includes features and amenities including access to natural light, promoting movement through design, onsite health services, 24/7 access to the fitness centre, bike parking, and healthy food options in the café along with access to outdoor dining. Sustainability was at the forefront of the design approach from the onset of the project and the building achieved a LEED NC Silver certification. TWITTER CANADA HEADQUARTERS
DESIGNING AN ENGAGING EMPLOYEE EXPERIENCE Twitter promotes engaging, social experiences for its users. Accordingly, they required an office reflecting the same collaborative, inspiration-driven experience for their employees. This project moves them from a cramped, outgrown (so, overcrowded) site into a much larger facility that allows for rapid growth, fosters collaboration, and feels like a home away from home for both employees and guests. The team wanted a decidedly non-corporate and more residential look and feel for the space, while maintaining the functionality a workplace. Eschewing private offices or panelled workstations, the design balances open collaborative spaces and quiet zones, allowing people to work anywhere within the facility – whether standing, sitting or perching. Audiovisual and connectivity feature throughout the site, ensuring virtually every square foot is usable for multiple settings. Common areas feature full service amenities to provide collaborative buzz throughout, and quiet spaces allow for occasional heads-down work while 1-2 person rooms allow for confidential calls or briefings. We promoted sustainability by retaining the existing flooring and mechanical features. Reinforcing the collaborative nature of the company’s workplace ideology, all staff are assigned space in an open bench; a full service café with daily meal service reinforces the importance of staff and guests feeling at home. The Library functions as an important bridge of workspace wings and provides a living room and open meeting space. The “Commons” is truly a multifunctional space, including a kitchen, lounge, cafeteria, meeting spaces, town hall, games and recreation spaces. Office space is scaled for growth, meaning this rich, attractive space represents them now and in the future. Awards Toronto ARIDO Award of Excellence 2015
