LENSE™ is BGE’s practical approach to asset intelligence designed to help infrastructure owners understand where they are today and move confidently toward a more proactive, data-driven future.

Many organizations are still managing assets in a reactive, rear-view mode relying on disconnected data, manual workflows, and past experiences to guide decisions. LENSE™ provides a shared language and a clear maturity roadmap that helps teams see what’s possible, define what’s realistic next, and sequence improvements over time.

ASSET INTELLIGENCE & DIGITAL TWIN ECOSYSTEM

Asset Intelligence is BGE’s vision for moving beyond traditional asset management into a connected, forward-looking way of operating infrastructure.

At its core is a digital twin ecosystem that brings asset inventory, condition, performance, and risk into a single, living environment. This allows owners to clearly see what they have, understand how systems are performing, and anticipate what’s coming next without relying on disconnected tools or manual updates.

The digital twin is designed to support the entire infrastructure life cycle: planning and capital programs, design and project delivery, construction, operations and maintenance, and preventive strategies. As data flows through the system, it becomes predictive and prescriptive—helping agencies identify risk earlier, prioritize the right investments, and align budgets where they will have the greatest impact.

Just as importantly, BGE’s approach integrates with existing enterprise platforms, such as work management, finance, and operational systems, so clients can build on what they already use rather than start over. The result is a steady, achievable path toward a smarter, more resilient, and more proactive infrastructure program.

SUCCESS STORY: HARRIS COUNTY TOLL ROAD AUTHORITY

The Harris County Toll Road Authority (HCTRA) partnered with BGE to modernize how it manages and invests in one of the region’s most complex transportation systems. With more than $3.5 billion in assets—including 261 lane miles of roadway, 224 bridges, pump and lift stations, facilities, and tolling infrastructure—HCTRA needed an approach that could support day-to-day operations while enabling long-term, defensible planning.

BGE served as program manager and an extension of HCTRA’s staff, helping stand up an enterprise-wide Asset Management and Maintenance Repair Program that is now embedded into how the agency operates.

BGE'S ROLE

BGE worked alongside HCTRA to evaluate, design, and implement a sustainable asset management framework, including:

• Assessing maintenance operations, data workflows, staffing, and reporting practices.

• Modernizing annual inspection and reporting into a consistent, repeatable process.

• Managing the implementation of OpenGov as the agency’s asset management platform.

• Integrating existing and newly identified assets into a single, centralized system.

• Establishing clear workflows, KPIs, governance, and long-term operating procedures.

• Leading change management and training to ensure tools were adopted—not just deployed.

• Streamlining maintenance dispatch and intake with a digital solution that improves data accuracy, automates communication, and routes requests directly into the maintenance platform.

RISK

City of Houston

Managing water infrastructure is fundamentally a risk challenge. Every aging pipe, deferred repair, or incomplete data point increases the likelihood of water main breaks, service disruptions, and costly emergency responses.

By introducing asset intelligence, the City of Houston and BGE shifted from reacting to failures to proactively identifying and managing risk. A centralized, transparent view of asset data now surfaces early risk indicators—highlighting which water lines are most likely to fail and where intervention will have the greatest impact.

This allows the City to prioritize work based on real risk, not just age or past failures—supporting more targeted investments, fewer surprises, and better alignment between maintenance needs and available funding.

The result is a more resilient approach to infrastructure management: faster and more consistent planning, reduced break risk before customers are affected, and a clear roadmap for using risk as the foundation for long-term investment, reliability, and service continuity.

PLANNING

City of Celina

Effective asset management goes beyond maintenance—planning is where data becomes strategy. Many organizations already collect valuable information, but static reports and spreadsheets often make it difficult to see the full picture or adapt when priorities shift.

The City of Celina partnered with BGE to transform existing pavement data into a dynamic planning and prioritization tool. Interactive dashboards allow staff to filter by pavement type, segment, or composite condition scores making it possible to visualize trade-offs and set priorities in seconds.

This approach supports the development of a long-range, 30-year pavement improvement plan, giving the City a clear, defensible roadmap for consistent investment and budgeting over time. Just as importantly, it creates a transparent way to show how decisions are made and how taxpayer dollars are improving roadway conditions—building trust with leadership, staff, and the community.

PRIORITIZATION

Zephyrhills Sidewalks

BGE partnered with the City of Zephyrhills to turn fragmented sidewalk and intersection data into a clear, defensible plan for action. Building on the City’s GIS foundation and condition assessments, BGE organized inventory, maintenance history, and observed deficiencies into a single, easy-to-understand view of pedestrian infrastructure performance.

This gave Public Works staff and leadership a reliable baseline to see where assets were performing well, where conditions were declining, and where risk and exposure were increasing— supporting consistent communication and alignment across teams.

Most importantly, the assessment enabled Zephyrhills to prioritize the right fixes at the right time. With a data-driven priority list, the City can direct limited funding toward the most urgent needs, reduce liability and compliance risk, and steadily improve pedestrian safety, mobility, and network walkability for all users.

Maps and legends by rating criteria make project and roadway scores clear and transparent.

TRUST & ALIGNMENT

Capital Area Metropolitan Planning Organization (CAMPO)

CAMPO needed a clear, defensible way to evaluate and prioritize major roadway projects across seven counties in Central Texas as part of its Project Readiness program. BGE partnered with CAMPO to develop a weighted evaluation framework based on the criteria that matter most—planning alignment, mobility, safety, and social, environmental, and economic impacts.

The resulting dashboard gave CAMPO a simple, data-driven way to compare 35 projects side by side and confidently identify the highest-priority, highestimpact investments.

Equally important, the solution was designed for transparency and collaboration. County partners could see exactly how projects were scored and understand why certain recommendations rose to the top, creating shared understanding and trust across jurisdictions. That same transparency was extended to the public through an online platform that allowed communities to view potential routes and provide feedback ensuring input was visible, documented, and meaningfully incorporated into decision-making.

Issues are ranked by safety and condition, with charts that summarize sidewalk needs at a glance.
