Cydney Schwarzlose Environmental Practice Leader Cydney has over 20 years of experience supporting environmental engineering projects related to regulatory strategy, regulatory compliance for air, water and waste (including air permitting and emissions inventories), EMIS implementation, compliance audits, Texas Risk Reduction Program (TRRP), remediation, site closures and hazardous waste management/permitting. She works closely with clients to help them achieve the operational flexibility that is increasingly important in highly competitive industries while ensuring they stay in compliance with federal, state and local regulations. She has experience with chemical facilities, petroleum refineries, industrial facilities, manufacturing facilities, in and outside of Texas.
Jean Leonard Senior Air Quality Project Manager Jean is an environmental professional with over 30 years of experience in technical leadership, client management and project management. Jean’s areas of expertise include air regulatory compliance support, New Source Review (NSR) and Title V permitting, source testing and Resource Conservation and Recovery Act (RCRA) boilers and industrial furnaces (BIF) permitting. She has served as Project Manager, leading the technical aspect of regulatory compliance and permitting projects and working with clients to help them fulfill their compliance needs. Jean is capable of accomplishing tasks in high pressure circumstances while maintaining quality, timeliness and efficiency.
Aaron Hebert, PE Senior Air Quality Project Manager Aaron is a Professional Engineer in the State of Texas with over 25 years of experience working on air quality and environmental projects in consulting and within industry in Texas and Louisiana. Aaron has served as project manager for complex capital permitting projects that required permitting under state and federal New Source Review (NSR) and Title V. He is skilled in NSR permit amendments and renewals, standard permits, Permits-By-Rule (PBR) and MSS permitting. His expertise allows him to be deeply involved in every part of the permitting process from emission calculations to BACT/LAER reviews, contemporaneous netting analyses and air dispersion modeling. His work spans a variety of project sites including commodity chemicals, specialty chemicals, batch plants, refineries, oil & gas facilities, power generation, terminals, R&D facilities, groundwater remediation air permitting and shipyards. Aaron's compliance support experience includes engine compliance, emission inventory reporting, compliance audits and PBR recordkeeping.
