FREE STATE: Vodacom Central Region, covering the Free State and Northern Cape provinces, switched on 21 new 3G- and 4Genabled base station sites in deep rural areas across the province during March and April. The telco says these base stations, deployed across 21 villages, will provide connectivity in some of the big local municipalities in Free State and Northern Cape provinces for the first time. The new sites will deliver fast Internet connectivity and connect the unconnected, particularly in deep rural areas of the province, to ensure inclusion for all, it notes. The new sites in Ubuntu, Joe Morolong, Siyancuma, Tokologo, Mangaung, Tswaing, GaSegonyana, Kagisono-Molopo, Dikgatlong, Matjhabeng, Sol Plaatjie, Dihlabeng and Naledi Local Municipalities are part of Vodacom’s Rural Coverage Acceleration Programme, aimed at expanding network coverage for people who live in deep rural areas of SA, to augment the work that Vodacom regions have done in ramping up network infrastructure outside of urban areas over many years. Vodacom notes GSMA research shows that while the availability of high-speed broadband is critical to deep rural development, deep rural communities are lagging behind in terms of broadband connectivity, excluding many from digital transformation and access to the digital economy. Tsatsi Mthimunye, managing executive for Vodacom Central Region, comments: “We have embarked on a crucial network investment drive in our province as part of the rural network expansion programme so that we address coverage gaps in deep rural and township areas. “The new sites are going to provide faster Internet speeds, greater capacity and help to bridge the digital divide between urban and rural areas of Free State and Northern Cape provinces. This is part of our vision to make sure we connect everyone whether they live in the cities, townships or in the rural areas, which requires investment.” According to Vodacom, the region spent over R207 million to maintain and upgrade network infrastructure across the province during the

| 03 | COMMUNITY 2020/21 financial period, during which time a total of 40 new sites were deployed across the region. It adds the region spent R67 million in the 2020/21 financial year deploying new sites in deep rural areas in Bethlehem, Fouriesburg, Clocolan, Fauresmith, Griekwastad, Bothaville, Kroonstad, Postmasburg, Jagersfontein, Parys, Qwaqwa, Prieska and Kgalagadi Theunissen. The company plans to invest more sites in the next financial period. All the sites were built by blackowned SMMEs, part of the SMME Incubation programme, aimed at developing and supporting black-owned and managed SMMEs in the Free State and Northern Cape provinces, says Vodacom. Vodacom’s commitment to accelerate network coverage for people who live in deep rural areas has yielded significant positive societal impact, says the operator. It points out that within months of Vodacom having deployed new 3G and 4G sites, school-going children can now access the Internet for the first time, while those who are actively looking for jobs are using their smartphones to apply for jobs over the Internet. “They have the option of using Vodacom’s e-School and jobs portals that are both zero-rated for Vodacom subscribers. Those who previously had to travel long distances to do banking are doing this on their devices from the comfort of their homes,” the company says. “There is no doubt of the correlation between increased Internet access and economic growth, so by providing connectivity in rural areas of our country, we are playing a crucial role in driving South Africa’s economy.” It notes the World Bank study concludes that a 10percentage point increase in fixed broadband penetration could increase Gross Domestic Product growth by 1.21% in developed economies and 1.38% in developing ones. “Thus, the deployment of networks in rural areas will help to enhance socioeconomic development in rural areas and access to the Internet will help rural dwellers access services such as e-health, eeducation and e-commerce, taking South Africa further together,” it concludes. HARRISMITH: Rympies is heerlike lawwe pret en plesier, maar volgens kenners speel dit ook n belangrike rol in jou kind se ontwikkeling – Jaco Jacobs Om ons jonger kinders se ervaring van ‘n Eisteddfod so lekker, pret en spesiaal as moontlik te maak het ons besluit om hierdie jaar ‘n nuwe afdeling te skep: Junior Drama. Hierdie afdeling sal die geleentheid bied vir kinders van voorskool tot Gr. 3 om te kom ervaar hoe lekker voordrag kan wees in ‘n gemaklike, kinder-vriendelike omgewing. Alhoewel al die gewone Eisteddfod reëls en regulasies sal geld, word die klem verskuif na “pret op die planke” vir die jongspan. Terselfdertyd is dit baie goeie blootstelling aan die kultuur wêreld. Children need to be able to communicate and present themselves in all walks of life. This is never an easy, natural experience and can be daunting at times. The Eisteddfod is a wonderful way for children to have that experience in a supportive environment with their friends, parents and teachers present. R9 billion in grant funding that was meant to help poor households FREE STATE: National Treasury must be held to account for the lax controls that allowed municipalities to misappropriate R9 billion in grant funding that was meant to help poor households. This money was given to municipalities to roll out free basic electricity (FBE) to indigent households in the 2019/20 financial year, but according to the Public Affairs Research Institute (PARI) basket case municipalities spent the money on other things. The PARI report makes particular reference to Dihlabeng Local Municipality in the Free State which, despite having a large percentage of households registered as indigents, has not been extending the FBE allowance to any of them. It’s not enough for National Treasury and the Finance Minister, Tito Mboweni, to bemoan how badly the finances of most municipalities are being managed. It’s

their job in terms of the Municipal Finance Management Act to: Ensure that proper controls are put in place so that when municipalities misappropriate grant funding, a red-light flash on the desktop of the Finance Minister; and then to step in to prevent these basket case municipalities from misspending any more of the grant money. This is made plain by section 5(2)(b) of the MFMA, which enjoins National Treasury to "promote good budget and fiscal management by municipalities, and for this purpose monitor the implementation of municipal budgets, including their expenditure..." The plan is to submit parliamentary questions to Minister Mboweni requesting that he clarifies: Whether National Treasury supports the diversion of funds from the poor for use elsewhere? Whether National Treasury’s

public finance management and monitoring systems are failing to adequately monitor municipal expenditure, now that R9 billion for the poor is found to have been diverted? And whether National Treasury will be taking action against municipalities that have diverted funds meant to assist the poor and indigent? The concerned is that local government, will soon go the way of stateowned entities – unable to function without national government bailouts above and beyond their equitable share. National Treasury, which was traditionally been one of the only government bulwarks against profligacy and corruption, has an essential tole to prevent this from happening. So, it must ensure that its unit for monitoring municipal finances is beefed up urgently.

Dihlabeng Rekord vier 6 jaar van diens aan die gemeenskap

BETHLEHEM: Ses jaar gelede het Rekord Media die Bethlehem Rekord, ‘n gedrukte A4 nuusblad aan die gemeenskap bekendgestel. Ses jaar later en die koerant heet nou Dihlabeng Rekord en word slegs in digitale formaat uitgegee. Die pad tot hier was nie altyd maklik nie maar die besluit om die koerant net digitaal uit te gee was een van die beste besluite gewees wat Rekord Media geneem het. COVID19 het gekom en die koerant het bly groei danksy die digitale aanslag. Die Dihlabeng Rekord het gou sy plek in die

gemeenskap gevind en het in die tyd sy reputasie gestand gedoen om nuus met passie met sy lesers te deel. Vandag spog die koerant met oor die 16000 weeklikse lesers wat werklik die koerant lees en ontvang. Hier volg ‘n paar intressante feite: 63% van die koerant se lesers is vrouens. 84% van die koerant se lesers is tussen die ouderdom van 25 – 64. Die meerderheid lesers lees ook die koerant op hulle selfone. 89% lees die koerant binne die eerste 60 minute nadat die koerant uitgestuur is.

Rekord Kortliks… BETHLEHEM: Op Vrydag 07 Mei 2021 het nooddienste van Bethlehem ‘n oproep ontvang van ‘n motoris wat besig was om tussen Bethlehem en Paul Roux te ry, toe sy bakkie waarmee hy gery het, in vlamme uitgebars het. Verkeer is vir ‘n paar uur opgehou terwyl nooddienste die vlamme probeer blus het. Niemand is in die voorval ernstig beseer nie en die oorsaak van die brand is nognie bepaal nie.

CLARENS: On Monday 10 May 2021 Zane Robert Frost, a professional photographer made a Facebook entry, featuring spectacular birds-eye views of Clarens and a group of people who asked him to capture their day of ballooning. It was a typical icy-cold day in Clarens and these conditions were ideal for such. He wrote on Facebook: “This morning I was invited to take photos and video of a hot air balloon flying in Clarens. The start of the day

was cold and with an abundance of frost on the golf course. There was a mishap when my drone clipped the top of a tree and it got caught up in the branches. Luckily, I just needed to change the props, and I could fly again without any damage besides my pride. In all the years flying I have never had to change propellers. However, I own the mistake and put it under school fees.” Thanks, Zane for sharing these breathtaking moments with us.

How do I register? SA’s local government elections to Who can register? Courtesy: SABC South Africans will be going to the polls for the local government elections on Wednesday, 27 October. The Presidency announced the date in a media statement on Wednesday evening. This will be the sixth time under South Africa’s democratic dispensation that voters will elect leadership and public representatives at metropolitan, district and local level. “The Minister of Cooperative Governance and Traditional Affairs will follow the necessary legal process to proclaim the date and undertake other requirements. The President urges eligible – and especially first-time voters – to ensure they are registered to participate in the elections which provide the basis for development and

service delivery closest to where citizens live,” reads the Presidency statement. The confirmation of the date ends speculation as to whether there would be a postponement of elections as proposed by the EFF. Lately, some opposition parties have been calling for the elections to be postponed, especially the EFF, which had proposed for the election to be held at a later date, due to COVID-19. The EFF said most political parties were unable to properly campaign due to lockdown restrictions on holding gatherings. Political parties were, however, divided on the matter. While some supported the EFF’s call – others slammed it saying it would create a constitutional crisis for municipal governments.

Independent Candidates to contest election Communities will be able to vote this year for the first time for an independent candidate with no political alliance in the upcoming election. This follows last year’s Constitutional Court ruling that the Electoral Act was unconstitutional, a legal move that is set to change the political landscape in South Africa as it opens the door for independent candidates to stand for national and provincial elections without affiliation to any political party. people could now choose influential people in their communities to lead them and depoliticise council. Section 15 (a) of the independent electoral commissions Act of 1996 allows for an organisation or movement to participate in municipal elections in a specific municipality, without being registered as a traditional political party with political party structures. Using this provision, residents can prepare for independent candidates to stand for election in various wards, while also registering as a conglomerate of independent candidates to gain the benefit of the proportional representation (PR) vote.

Proper Identification If the unthinkable happens and your little guy or gal gets lost — youngsters in particular are prone to dashing out the door — having proper identification is the key to a happy ending. Start with the basics: a safe collar, and a tag that contains all of your contact information. In addition to an ID tag, microchipping your pet is advisable, because there's always the chance a collar will fall off. The microchip, an electronic device about the size and shape of a grain of rice, is implanted under your pet's skin and can be read by a scanner that pulls up your identification information. A combination of these forms of identification will go a long way to reuniting you and your beloved pet, but only if you keep your contact information up-to-date. Be sure to change your information on file with the microchip if you have a change in address or phone number.

Slow-Cooker Split Pea Soup

Ingredients •

1 package (16 ounces) dried green split peas, rinsed

2 cups cubed fully cooked ham

•

1 large onion, chopped

•

1 cup julienned or chopped carrots

•

3 garlic cloves, minced

•

1/2 teaspoon dried rosemary, crushed

1/2 teaspoon dried thyme

•

1 carton (32 ounces) reduced-sodium chicken broth

•

2 cups water

Directions •

In a 4- or 5-qt. slow cooker, combine all ingredients. Cover and cook on low 8-10 hours or until peas are tender. Freeze Option: Freeze cooled soup in freezer containers. To use, thaw overnight in the refrigerator. Heat through in a saucepan over medium heat, stirring occasionally.

(GNB) Why are you making a commotion and weeping? (ESV) Jesus praat hier met die roubeklaers voor Jairus se huis waar sy dogtertjie gesterf het. Dis nie vir hulle nodig om te rou nie, want daar is ’n groter prentjie wat hulle nog nie raaksien nie. Kom ons dink ’n bietjie oor dié tye en situasies in ons lewe waar ons raas en huil en te kere gaan en ontsteld en vies is as ons voel dinge is buite beheer. Daai geleenthede waar ons ’n “scene” maak as dinge skeef loop, paniekerig rondtas as ons iets verloor of iets moet prysgee, uitbars in trane as ons teleurgestel word, ineenstort van verdriet wanneer ons slegte nuus kry. Wat raas en huil julle so, kan Jesus sekerlik vir ons ook vra. New Nissan Navara (2021)

Nissan South Africa has released pricing of its eagerlyanticipated Navara bakkie which is now built in South Africa.

South Africa says the order books are open for the locally-produced Navara, with the first customer units scheduled to come off the production line at the brand's Rosslyn facility in June 2021. Local Navara production has been a long time coming and after 2019's R3billion investment announcement, Nissan bakkie fans can finally smile. “With the introduction of the all-new Navara pickup in South Africa, we are confident that the significant technical changes implemented across our extensive lineup, will deliver the ultimate customer experience, with enhanced ride comfort, load carrying capacity, and a powertrain selected specifically for the South African market,” says Haasbroek. "It’s an amazing achievement to see the full set of exciting models for the next generation Navara which offer customers a choice of both single, and double-cab, 2WD and 4WD options, and a choice of automatic and manual transmissions too,”

Haasbroek said. “This is a fiercely competitive segment, and we are determined to meet and exceed customer needs,” he added. What's on offer? The new Navara aims to please buyers looking for a capable workhorse as well as those looking for a leisure double-cab bakkie. With derivatives ranging from single-cab 4x2 to doublecab 4x4, Nissan is trying to cover all of its bases. There's one engine across the range in two states of tune. The 2.5-litre turbocharged diesel 4-cylinder motor offers up 120 kW and 403 Nm, mated to a choice of either a manual or an automatic gearbox. It's also available with 140 kW and 450 Nm, and is available with a 7-speed automatic. This engine replaces the 2.3-litre twin-turbocharged motor in the previous model. An entrylevel petrol engine is also available and that delivers 118 kW and 233 Nm. Nissan has thoroughly reworked its underpinnings in the name of driver comfort. There's a new chassis, with

revised mountings, increased rear height, improved shock absorber damping and a new dual-rate 5-link coil suspension, which all combine to make for a smoother and more comfortable drive. Physically, the model features a larger payload which has grown by 100 kg thanks to an increase in the height of the load box. For the SE Plus and LE grades, there's an added step on the rear bumper, while the DC derivatives get an easy-life tailgate and a torsion bar. If you tow things, Nissan has added Trailer Sway Control (TSC) system, with yawrate-monitoring can detect the trailer’s self-oscillation, while the Vehicle Dynamic Control system (VDC) enables it to handle the brake pressure of the trailer to reduce self-oscillation. Price? From the most affordable Nissan Navara 2.5 Petrol XE 4X2 MT SC costing R311 000 to the top of the range Nissan Navara 2.5D PRO-4X 4X4 AT DC, with a price tag of R740 000.
