■ WILLEM VENTER

Our God is an awesome GOD! So min letters met soveel krag! My broers, so moet dit nie wees nie." (Jak. 3:9-10) Sjoe, wat 'n aanklag! Natuurlik ook teen my. Dis verskriklik! Maar weereens, as ek die Here se grootheid wil beskryf raak die woorde op. 'n Paar wat by my opkom is: ongelooflik, awesome, onbeskryflik, onoortreflik, fantasties, wonderlik, groots, bokant my begrip, perfek, lieflik, soewerein... Maar vandag wil ek net 'n paar woorde uitspreek as ek sê: Here, ek het U lief!

Do not be anxious about anything, but in every situation, by prayer and petition, with thanksgiving, present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus. - Philippians

SUSPECT TO APPEAR IN COURT FOR STABBING 14-YEAR-OLD GIRL  SAPS Media Statement

BETHLEHEM (Bohlokong): A suspect arrested for the attempted murder of a 14-year-old girl from Bohlokong, here in Bethlehem, is due to appear in court this week. The 30-year-old suspect, Vusi Radebe, was arrested on 15 September 2021 and is due to appear in the Bethlehem Magistrate's Court on Friday 24 September 2021. Free State spokesperson, Motantsi Makhele, says Radebe is charged with attempted murder. "It is alleged that on Sunday 12 September 2021, the victim was sleeping when her older sister's ex-boyfriend arrived, looking for her sister who was not at home at that time. The suspect then went on and stabbed the victim all over the body with a sharp instrument, accusing her of hiding her sister. She sustained multiple stab wounds," says Makhele. She was referred to a local hospital where she is still treated in the Intensive Care Unit.

DANGEROUS MONSTER PLACED BEHIND BARS BETHLEHEM: After surviving a harrowing ordeal, a woman (34) saw her rapist sentenced to two life terms and an additional 28 years in prison. The High Court in Bethlehem handed down this sentence on the 9th of September after finding Mpho Majola (29) guilty on four counts. The convict, a Lesotho national, was sentenced to two life terms for raping the victim. He was further sentenced to ten years’ imprisonment for attempted murder, 15 years for robbery with aggravating circumstances and three years for kidnapping. Sentences will run concurrently. The court heard that while the victim was making her way home on 29 March, Majola attacked her and dragged her into the bushes on Kleinste, a farm near Rosendal. After raping her, he slashed her throat with a sharp object and left her for dead. He also stole her two cellphones. “She managed to crawl to the road, where she was seen by a farmer. He assisted her and called an ambulance,” said Brig. Motantsi Makhele, Free State police spokesperson. “Although she struggled to speak, she managed to write down a detailed description of the suspect on a piece of paper.” Majola was arrested hours later and was remanded in custody for the duration of the trial.

NUMBER OF INDEPENDENT CANDIDATES INCREASES PHOTO: In the middle is Isoldé Laesecke, an independent candidate for the upcoming elections for the Dihlabeng Local Municipality. Here she is with candidates of the VF-Plus and DA in Bethlehem. She said: “While other’s are keeping themselves busy by gossiping, things on ground-level and in reality is actually the opposite. I stand for one thing, a better future for every human being in it!” - Facebook  Corné van Noordwyk

DIHLABENG LOCAL MUNICIPALITY: With service delivery continuing to be a challenge in South Africa, some community members believe they can do a better job than political parties. In this year’s local government election, the number of independent candidates who intend to participate has increased. Dubbed as the most important local government elections, the upcoming November first polls are expected to shift the direction of political parties and strongholds. The presence of COVID-19 has also presented challenges for political party campaigning. Despite this, campaigns are in full swing, with political parties and independent candidates out to garner votes. Independent candidates have positioned themselves to take over the running of municipalities to depoliticise the local government sphere and introduce professional leadership at a local level. Resident in the Emfuleni municipality, Vincent Jones is one of 45 independent candidates in the municipality looking to change the lives of its residents. The municipality, in Sebokeng in the south of Johannesburg, has been marred by corruption allegations and was placed under administration by Gauteng COGTA MEC, Lebogang Maile after years of financial malfunction and mismanagement. Jones believes the solution lies in depoliticising governance at the local level. “The vision of the movement is to work toward a nonpolitical, professional, and clean local government. We are contesting this year’s local government elections and we are saying South Africa is a highly politicised country to a point where we don’t know the difference between what

is governance and what is politics and we are in all this mess and trouble and the collapse of municipalities because we have taken politics and put it where it does not belong in local government. For us to get local government to work and provide quality services to the people, we have to depoliticise, we have to take all party politics out of local government.” Without the chanting of big political parties, independent candidates will have to find ways to appeal and be visible and relevant to the South African public. In 2016, the municipal elections saw over 800 independent candidates availing themselves while over 900 independent candidates have tossed their names in the hat for the upcoming local government elections, each stepping out of the shadow of political parties to try and bring an alternative. Candidate for the Moses Kotane Municipality, Mildred Motsoasele echoes Jones’ sentiments. She says she will incorporate the community and traditional leaders in the municipality in striving for transparency. “Everything about local governance is being politicised. Service delivery, politicised. Everything within our municipalities is dented by the decisions made not for the benefit of the people but the benefit of the selected few. Moses Kotane is in desperate need of community and traditional leadership involvement. What we can assure is transparent and sound governance with integrity and with this, we plan to strengthen our relationship with traditional leadership.” With the increase in voter apathy, independent candidates believe the promise of better service delivery is what will catapult them to the helm of local government. In the Dihlabeng Municipality, we see a similar

situation. The Candidate here in Bethlehem is Isoldé Laesecke, “The local municipality, Dihlabeng Local Municipality, can’t keep up with service delivery. Infrastructure is down the drain… why am I standing? I’ve been asked by the community that I’ve been serving my whole adult life and specifically for the last seven years. The people are sick and tired of political parties promising things before elections and then after elections they just disappear. I’m standing for three wards and I’m planning to win all three wards as an independent. It gives people the courage to stand up for what they believe in and stop this corruption because no one else is going to do this for us if we don’t do it for ourselves.” Candidate in the Enoch Mgijima local municipality in the Eastern Cape, Ken Clarke says the challenges that bedevil the municipality have led to its collapse. The municipality owes Eskom about R600 million while Clarke says there is no delivery of services to residents. He says ethical leadership will be the cornerstone of the municipality should he be elected by voters. “All we are promising our voters is ethical leadership and dedicated service and we’ll make sure that we’ll restore the services that they’re entitled to in the constitution. We’re certainly hoping that we get a lot of support because the ANC has failed the voters of Enoch Mgijima.” The impact that the increase of independent candidates will have in the upcoming municipal elections remains to be seen and whether voters will lend their votes to small parties and independent candidates as they head to the polls in five weeks.

CASE AGAINST FORMER NKETOANA MAYOR AND ASSOCIATES POSTPONED IN BETHLEHEM COURT

Picture: South African History Online

BETHLEHEM: The fraud case against the former Mayor of the Nketoana Municipality, Mandla Mamba, and his accomplices have been postponed for sentencing following their recent appearance at the Bethlehem Magistrate's Court here in the Free State. The Free State Directorate for Priority Crime Investigation's (Hawks) spokesperson, Christopher Singo, says that the 49-year-old Mamba, 46year-old Vincent Mkhefa, and 52-year-old Caroline Nketu were convicted for fraud, money laundering, and contravening the Local Government Municipal Finance Management Act. “The matter was reported to the Serious Commercial Crime Investigation unit, or the Hawks, in Bloemfontein for further investigations, which culminated in the arrest of the trio on Friday 19 July 2019. They appeared in court several times until their recent conviction on Monday 20 September 2021. The case has been postponed to Tuesday 7 December 2021 for sentencing,” said Singo. Meanwhile, Singo told the media that the conviction of the trio started in 2011 when a whistleblower reported that alleged tender fraud and corruption was committed in the Nketoana Local Municipality. He says allegations of fraud were made regarding the installation of equipment in the parks, where incorrect procurement procedures were followed. He further stated that Mamba also alleged Mkhefa, who was the former CFO, authorised two payments of services that were not rendered by Nketu, for which Nketu quoted R198 500 and R165 600. Singo says that it was also discovered that Nketu had paid R1000 on two different occasions to Mamba. As a result of fraudulent activities, the municipality suffered a loss of more than R364 000.

Sien jou dus op 1 November 2021 by ‘n stemlokaal!

Kokerbome pronk in 'n dorre woud. Dié jaar se plooie in die stam sal volgende jaar van vet druppels in 2020/21 getuig. Ons ry en ry. Elke bultjie bring 'n nuwe verrassing. In my stilligheid herinner dié inheemse tee my aan maagwerkings en allergiese babatjies. Vygies, viooltjies, witsoê (wit daisy), aandblomme orals maak oop. Ja man, daai pienk blomplant. Haar blomfoto's is als verlore. Ek, maltrap ekke, vergeet my selfoon by die hotel. Gelukkig kon my tegnologies-gevorderde seun dit met "find my phone" opspoor. Drie dae kontakloos voel soos tronkstraf. My heimat bly ou stukkende Kroonstad.

Keep your heart healthy and help others do the same… World Heart Day is celebrated on 29th September of every year. It is aimed at drawing people’s attention to heart illness and the range of associated health issues. The day is commemorated to promote different preventative steps and changes in lifestyle to avoid any cardiovascular diseases, like heart attack, stroke, heart failure and any other condition related to the same. On average, more than 17 million people die from heart-related illnesses every year. This is a more than that of people who die from HIV, malaria, and cancer. History of World Heart Day: It was launched in 2000 by the World Heart Federation as an annual event that was planned to be taking place every last Sunday of September. However, they decided to fix it on every 29th day of September and it has been celebrated on that day ever since. Customs and Celebrations: Both governmental and nongovernmental organisations celebrate this day from all over the globe. They do this by organising activities like marathons, walks, public talks, fitness sessions, exhibitions and science fairs. Some landmarks, monuments, and famous buildings choose to go red on this day as a show of cardiovascular disease awareness. Any person interested in celebrating this day is advised to do so by being more attentive to their heart health. There are several ways one can do that, including partaking in physical exercises, stopping smoking, quitting alcohol and starting eating a healthy diet. Also, have your heart, blood pressure and cholesterol checked frequently. How to Get Involved: There are numerous ways you can get involved apart from taking part in the events. You can plan your own event or share tips and encouraging messages on social media. Keep your heart healthy and help others do the same.

LOCAL GOVERNMENT

Elections

■ CORNÉ VAN NOORDWYK

2021

12

Dear Fellow South African, We have just finished the final voter registration weekend ahead of the local government elections on 1 November. As I met with residents in parts of Gauteng and Mpumalanga over the weekend, what struck me most was the importance of local government being accessible, visible and above all, reachable. This is particularly important when service delivery challenges, disruptions, or failures occur. Citizens often complain that in the lead up to elections, ward councillors, candidates and officials are energetic, interacting with communities and listening to their concerns. However, once elections have passed, they either disappear or it becomes difficult to reach them. A number of people in the communities I visited told me that municipalities are slow to attend to their problems, don’t keep communities updated about disruptions, and when services are cut off for non-payment, fail to inform them of their options in a manner or language they understand. A case in point is that of electricity. This has become the foremost pressing issue for communities around the country. Unfairly penalised: Speaking to people in areas in Soweto, it was evident that anger and frustration over having their electricity cut-off could have been avoided had ongoing interactions with communities been embarked upon around issues such as illegal electricity connections, the vandalisation of electricity substations, and the benefits of a prepaid electricity system. Many people also felt that they were being unfairly penalised because of the non-payment of others. Over the last 20 years, we have provided a set of free basic services to millions of poor and indigent families. But for services to be sustainable, it is necessary that residents pay for what they use above the free basic amount. What I found is that many communities were not aware of exactly how much free water and electricity is provided to poor households. Following engagement with a number of community leaders on how the challenges that people face with regard to electricity can be resolved and how people can also work with municipalities and Eskom to resolve the problem, I found a profound level of understanding and willingness to pay for services that are utilised. When people are deprived of the basic services without proper explanation of why this has happened or how it is being fixed, it erodes public confidence in local government. Sometimes people think that the only way to get the attention of those tasked with the provision of services is through violent protest. The latest data from the Public Violence and Protest Monitor produced by the Institute for Security Studies shows that of the 585 water and sanitation service delivery protests recorded between January 2013 and April 2021, 65% turned violent. The study shows that good and regular communication between municipalities and communities around planned disruptions and when they will be resolved prevented violence in a number of cases. Democratic and accountable: Our Constitution says that in the provision of services to communities in a sustainable manner, local government must be democratic and accountable. This means that elected public representatives need to be out in communities, listening to their concerns and resolving their problems. A common refrain from communities, and something I heard again over the weekend, is that engagement with ward councillors starts off well, but diminishes steadily over time. Accountable local government means maintaining a sustained public presence and an open door policy, not just when election time comes around. Services must be delivered and allocated budgets must be spent. When this does not happen as planned, elected officials must clearly explain why and show how and when problems will be fixed. Democratic accountability extends to the conduct of citizens as well. During the weekend’s engagement with communities, I called on people not to undermine service delivery themselves by making illegal connections or damaging infrastructure. Earlier this year, during Freedom Day celebrations, I said that communities must use their vote to deal with councillors with poor track records of meeting their promises. It is at local government level where our commitment to advancing human rights is measured the most. Water, electricity, sanitation, housing, education and health care are the things people need most to have a decent quality of life. Where local government fails to meet these needs, the impact is immediate and profound. We must rebuild trust: But when local government is efficient and well-run, it provides the foundation people need to improve their living standards and find opportunities. Just as citizens should use their vote to improve their communities, I also wish to encourage those standing for election to listen to what people are saying about engaging with them more effectively and more often. We share the common goal of a better life for all. Regardless of which political party we support, belong to or are campaigning for, let us together work to rebuild trust and improve communication. Let us agree that this election will not merely be about securing the most votes, but will be fundamentally about the people of South Africa and ensuring that their best interests are placed above all else. With best regards. Cyril Ramaphosa.

Ingredients: 1 cup sugar 125 ml custard powder Mix the sugar and custard powder. Add 1 liter milk and mix well. Add 80ml butter and 20 ml vanilla essence, microwave for 10 min on high. Cream Crackers Method: Whisk the mixture every 2 minutes with a metal whisk. The custard is perfect when the mixture makes patterns when whisking. Line your bowl with cream crackers. Pour the custard mixture over the cream crackers and add another layer of cream crackers on the custard mixture. Let it cool. Mix 1 cup icing sugar with 1 tablespoon boiling water and some lemon juice. Spread the icing mixture over the crackers, let it set and enjoy!

This DIY is easy and fun! Choose a picture frame you like, arrange wine corks on it to figure out how they fit best, and then glue them on. Pour yourself a glass and celebrate this easy home DIY! Tip: If you’re gluing the corks directly on top of a picture, paint over the picture first in a solid color so the image doesn’t show through any cracks.

Hyundai Staria Load Van Revealed The replacement for the Hyundai H1 van has been announced and it looks futuristic and unusual. Meet the Hyundai Staria Load van! Pictures: Hyundai SA

The Hyundai Staria was unveiled in early 2021 and everyone was stunned by its futuristic looks. The best part was Hyundai South Africa confirming the passenger Staria was confirmed for local introduction by the end of 2021, so we’re keeping tabs on its local debut. Now on the commercial side of things, the Staria Load has been revealed, switching from its people-carrying role to cargo. Despite its

The main selling point of this vehicle will be the cargo space. The Hyundai Staria Load is claimed to take 3 Euro-spec palettes, which in comparison to the outgoing H1 is an improvement as it could only muster 2 Euro-spec palettes. If you base your cargo-measuring capacity in liters, the Hyundai Staria Load offers 4 935 liters in comparison to the H1’s 4 426 liters. Despite it being a commercial vehicle, the Staria Load still comes with a considerable amount of standard features and safety equipment.

There are 7 airbags, keyless entry, electronic parking brake, while on the connectivity side of things, there’s wireless Apple CarPlay and Android Auto and a wireless charging pad. Hyundai Staria SA Intro? Hyundai South Africa has confirmed the people-carrying Staria will be touching down in SA before the end of 2021, with estimations of a November introduction. At this point, we expect the Korean giant to offer this commercial Staria too if its past strategy with the H1 is anything to go by.

futuristic looks, this is the production vehicle and Hyundai Australia is already taking orders for it. The Hyundai Staria Load is available in two configurations: a 2-seater van or a 5-seater crew van with customers being able to choose a standard hatchback-style tailgate or the traditional twin doors. Being a commercial van, color choice is not a priority and there’s just silver or white on offer.

SA Boerboktelersvereniging/ SA Boer Goat Breeders' Society - (16 September 2021): A hearty congratulations to Lukas Burger Boer Goats, who has just sold the reigning World Champion Buck, MASERATI, to Salmon van Huyssteen Boer Goats and Joubert Horn Boer Goat Stud of X-Treme Genetics. This majestic beast (762-191002), unquestionably the best breeding buck in the industry right now was sold for a whopping R500,000-00! A new WORLD RECORD price. Salmon van Huyssteen and Joubert Horn, no doubt a fantastic investment decision here - and one that has given us all, never before felt chills of pure excitement & ecstasy!

Roelof Botha recently (July 2021) submitted this 13.97-kilogram (30-pound, 13-ounce) common carp to potentially set the IGFA Men’s 10-kg (20 lb) Tippet Record for the species. He was fishing in Hartbeespoort in the Northwest province, when he landed this beautiful carp on the fly. This record is currently pending and awaiting approval. “Well done, it’s a beautiful fish!”

WHY NOT TAKE IT OFF-ROAD TO CLOCOLAN…

Groenkloof 4x4 is in a valley at the foot of Viervoetberg, in the Eastern Free State near the small town Clocolan. The farm offers tracks for quad bikes, mountain bikes and 4x4s. The tracks cross each other but are clearly marked so that nobody gets lost. The 4x4 trail is set along a sandstone cliff and heads to the top of a plateau. The trail splits at the top of the plateau. The trail grading is 2 to 3. You will be asked to deflate your tyres to 1.5 bar and so it is recommended that you bring your compressor along. The trail is 21 km long and takes about 4.5 hours to complete. If you like bass fishing, take your rod along! Please call for further information as the exact GPS coordinates are unknown. A fee is charged.
