In 2019, our voters approved a School Construction Bond to build new schools and renovate and expand old ones. Bond funding is kept separate from the rest of the district’s budget, including our levies that need to be renewed every four years. NEW Bethel High School

Thank you, voters! Construction on the New Bethel High School reached a significant milestone recently as the last piece of structural steel was put in place. That’s 1,650 TONS of steel, if you’re keeping score at home. This bond-funded project broke ground over a year ago and is scheduled to be completed in 2026.

future use. Ideas under consideration include office space, training areas, and/or a community center. Since the district utilized state matching funds to build the New Naches Trail, due to state law, the old building can’t be used as a permanent school site. As there was money in the bond to

tear down the old Naches Trail, that money would be used instead for any construction/remodeling projects at the site.

NEW Cedarcrest Middle School

Originally planned as a modernization and expansion under the 2019 Bond, careful planning and additional state funding will now allow for a full rebuild of Cedarcrest Middle School.

Built in 1982, Cedarcrest is one of the district’s older schools. At just under 88,000 square feet, it is comparable in size to our modern elementary schools and no longer meets our community’s needs.

“Education has changed significantly in the last 40 years,” said Cedarcrest Principal Hans Nelson. “A space that is designed for intentional learning, that is designed for student success, that’s designed in a way that will make our community feel proud … that’s what it’s time for.”

The new three-story building will be nearly 123,000 square feet, featuring 39 classrooms and capacity for 850 students, up from the current 700.

The School Board continues to explore the committee's recommendations and these recommendations will become the basis for any future possible capital levy or bond measures that may be necessary to accommodate projected growth, safety and security, and/or athletic improvements.

Hands-on science takes root at Bethel High

In a greenhouse tucked behind Bethel High School, Jacklyn Brendible and her students are cultivating more than crops. They're growing confidence, curiosity, and a deeper connection to the environment that surrounds them.

Brendible is in her fourth year of teaching agricultural science, and her classroom extends far beyond the walls of the building. It stretches into the school’s greenhouse and garden beds, where her students get their hands dirty as they learn what it takes to foster plants from seed to flower.

“Students are out there almost every day working with different plants,” she said. “They get to really be out there working with their group. I always like to say, we don’t need our phones, we don’t need our iPads out here. Let’s just be with the environment and experience these different plants.”

Grady, a senior who has taken a class with Brendible all four years of his high school career, recently helped grow a batch of sugar snap peas and said the experience changed the way he thinks about food.

“I think growing your own plants is healthier,” he said. “We just grew a bunch of peas, and they look way different than the ones you get at the store. It’s more enjoyable to eat, because you know what it is instead of buying stuff at the store, because they put chemicals and stuff in there.”

Brendible teaches a variety of agricultural science courses, including plant science, animal science, and conservation. Topics range from fish and wildlife to forestry and environmental stewardship. Across all of them, she emphasizes the

importance of understanding local ecosystems and issues.

“I think it’s important for students to learn what’s going on around them,” she said. “We try to focus on issues that are more pertinent to this area.”

Brendible is also responsible for restarting the school’s long-dormant FFA chapter. Participation has grown steadily over her four years, and this year her students were invited to attend the state FFA convention held at Washington State University.

Brendible’s hard work at Bethel has not gone unnoticed. She was recently named the Washington State Education Association Native Educator of the Year. It was a huge and unexpected honor for the Alaska native, who is a member of the Ketchikan Indian community.

“I had no idea that this was happening,” Brendible said. “When they said my name, I was shocked. The first thing I wanted to do was call my family. I felt very honored, both in my career and my personal life.”

That recognition simply put a spotlight on what her students have known all along – that in Jacklyn Brendible, they have a teacher who helps them grow in every sense of the word.

“I’m very grateful for Ms. Brendible. I really wasn’t interested in growing plants, but after attending Ms. Brendible’s class it has definitely piqued my interest. I’m really excited to learn more about it, get a deeper understanding,” said Grady, who plans on pursuing a degree in environmental sciences.

Four schools in our district were honored by the Washington State Board of Education for their work in closing opportunity gaps and supporting students' growth and academic achievement.

Each year, the Washington School Recognition Program highlights schools that demonstrate exceptional progress in key areas of student success.

All four of our schools were recognized for student groups that made some of the state’s largest annual gains in performance measures like attendance, assessments, dual credit completion, or graduation rates.

Bethel was one of 13 school districts in Pierce and King County that signed a memorandum of understanding with the Puyallup Tribe to coordinate, engage in and support meaningful consultation on education about Tribal culture and history. Superintendent Dr. Brian Lowney and School Board President Terrance Mayers, Sr. were both in attendance at the signing.

Local levies support local kids

You probably know that local schools are funded by your tax dollars, but did you know that schools are not fully funded by the state? It’s true. Only about 78% of our district’s budget comes from state funding. Another 10% comes from federal dollars, and about 12% a from our local Educational Programs and Operations (EP&O) Levy. Thank you, voters!

What does the EP&O Levy support?

Our four-year EP&O Levy has been a crucial part of our district’s budget for decades. It was last renewed by voters in 2022. The EP&O Levy helps pay for critical things like special education programs and extra transportation costs – just two examples of items the state does not fully fund.

State funding is based on an outdated funding formula. All districts in Washington need to employ more teachers and staff than the formula pays for, which is why we need local levies to help supplement the appropriate number of staff and teachers.

The EP&O Levy ensures that every student in our district has access to high-quality teaching and learning, including positions not fully funded by the state, professional development for teachers, and curricular programs. It also supports the safety and wellbeing of students through school nurses, counselors, campus safety and School Resource Officers. The levy also helps fund student programs like Special Education, STEM programs, Advanced Placement classes, intervention classes, as well as band, theater, music, athletics, intramurals, and after-school activities. It also helps fund operational needs, such as transportation, custodial, maintenance and other operational costs.

As you can see, a lot of staff are supported by the EP&O Levy. In fact, 98% of the EP&O Levy helps pay for salaries and benefits for positions the state underfunds.

How much does the EP&O Levy cost taxpayers?

While the state allows districts to collect $2.50 per $1,000 of assessed value when it comes to EP&O levies, Bethel is currently only collecting $1.85.

What does the Technology Capital Levy support?

While our Technology Capital Levy also supports some staff, including tech support and some of our Teachers on Special Assignment (TOSAs), the bulk of it goes towards infrastructure and instructional devices for students.

Thanks to the Technology Capital Levy, each student in our district has access to an iPad, educational software, and classroom audio/visual equipment to help make learning accessible and engaging.

But without good infrastructure, those iPads wouldn’t be very useful. The Technology Capital Levy also pays for our internet and wireless (WiFi) systems, our data center and servers, hardware, software, mobile hotspots, and the critically important, internet security.

Keeping kids safe is our top priority. Did you know that Bethel is one of the only districts in Washington to have implemented two-factor authentication for all of our students and staff?

Along with teaching good digital citizenship,

that’s one way we are working hard to keep kids safe online.

How much does the Technology Capital Levy cost taxpayers?

Our Technology Capital Levy costs taxpayers $0.26 per $1,000 of assessed value.

What’s next?

In 2026, both our EP&O Levy and our Technology Capital Levy expire. These levies are on a four year cycle and are critical funding for our district. Voters have renewed the EP&O Levy every four years for decades now, and they’ve renewed the Technology Capital Levy every four years since it was first put before voters in 2014. Pending School Board approval, both of these levies are expected to be on the ballot in 2026.

Prior to that, the School Board wants to ensure that our voters are informed about both of our levies because of their impact on local voters, as well as any future bond considerations. Supporting our military families

Being so close to Joint Base LewisMcChord (JBLM), it’s no surprise that many service members and their families live, work, and attend school right here in our district.

That’s an opportunity for us to support our service members the best we can day in and day out, and also an opportunity for our students to benefit from military-connected programs. We are thrilled to announce that Bethel School District has been recognized as a 2025 Purple Star Award recipient by the Office of the Superintendent of Public Instruction, in partnership with the Washington Association of School Administrators. This award honors districts that go above and beyond to support militaryconnected students, addressing the unique educational, social, and emotional challenges they face, such as frequent school moves and parental deployments. Earning this designation reflects our deep commitment to helping these students thrive— whether they’re pursuing higher education, a career in the military, or a technical path.

“We are really proud to serve the military families who call Bethel School District home,” said Superintendent Dr. Brian Lowney. “Our goal is to make sure every student— no matter how long they’re with us—feels supported, welcomed, and set up for success while their families make huge sacrifices for our country. This recognition is a reflection of the care and commitment our Bethel staff bring every day to doing what’s best for kids.”

Here’s a look at some of the militaryfocused supports and services we’re proud to offer here in Bethel.

Army Youth Programs in Your Neighborhood (AYPYN)

AYPYN supported after-school

programs are available Monday through Friday for middle and high school students across our district. These programs are designed to foster personal growth and encourage community involvement.

JROTC: Developing Tomorrow’s Leaders

All three of our comprehensive high schools proudly offer Junior Reserve Officers' Training Corps (JROTC) programs, giving students the chance to develop leadership, discipline, and teamwork skills. We have Air Force JROTC at Bethel High School, Army JROTC at Graham-Kapowsin High School, and Navy JROTC at Spanaway Lake High School.

Alongside leadership and training activities, JROTC cadets have also had the opportunity to attend Leadership Camp at JBLM. Cadets also give back to our community by participating in parades, providing color guard duties, reading to and working with younger students, and much more.

Real World Experiences with the Military

Our proximity to JBLM offers incredible learning opportunities. Recently, 8thgrade students from Spanaway Middle School visited the base, where they

explored a C-17 aircraft on the flight deck, witnessed an active takeoff, tried on different uniforms and gear, and got valuable insights from JBLM personnel.

And the road to JBLM goes both ways! Soldiers from the 593rd Expeditionary Sustainment Command have “adopted” Thompson Elementary. These dedicated service members regularly visit students during lunch and recess, and take part in school events like Field Day and the fifthgrade promotion ceremony.

Support Services for Military Families

Finally, we are proud to offer the Military and Family Life Counseling (MFLC) Program at three of our schools. In addition, our dedicated social workers and counselors routinely provide support to children experiencing the stress of deployment or family separation.

We know that being a service member with a family is no small task, and we continue to be proud to stand alongside our military students and their families to support them every way we can. Thank you for your service!
