Welcome to our new and updated Membership Directory. As we start our 106th year, the Chamber is engaged more than ever, and is finding new ways to help our area businesses to grow and thrive.

Through the ebbs and flows of business during the past 100 years, the Chamber has endured. Working with over 700 businesses of all sizes, we make sure that we listen to you and work to ensure that we can meet your needs to keep you on track to success. The Chamber serves as referral network – whether it is through event attendance, emails, or a conversation with a Chamber Diplomat on a membership call, the Chamber performs thousands of referrals annually.

One tool that will help you is the Carlisle Area Chamber Membership Directory and Community Profile, which continues to be an exceptional resource for Chamber members. From the advertisers and sponsors, to the member listings and editorial content that contains information about our area, the Chamber Directory continues to be on everyone’s desktop.

The Chamber is consistently working to meet member needs through constant review and by listening to our members. Some of the newest methods of meeting member needs is the development of the Carlisle Area Chamber App. This App, sponsored by Belco Community Credit Union, gives the greater Michelle Hornick Crowley Carlisle community the ability to quickly learn about member businesses, redeem Chamber Hot Deals, and search for local jobs. In addition to the Carlisle Chamber App, the Chamber has begun new networking and educational programs such as Carlisle Area Personnel Association to bring together human resources professionals, Conversation Café to give members free business education opportunities, and Member 2 Member luncheons for an affordable networking opportunity conveniently over lunch time.

Our Chamber is a “relocation” resource for individuals who are moving into our community for business, personal reasons, or as a student at the US Army War College, Dickinson College, the Penn State Dickinson School of Law, Shippensburg University or the Central Penn Youth Ballet. Many use the Chamber Directory and website to help them in their transition.

This year will bring many new and exciting changes for the Chamber. We will be moving into a new home, The Swarner Mansion, located at 801 S. Hanover Street. This new home will give added exposure for our members, larger meeting space for member use, and additional parking spaces. The Chamber will also be partnering with our school districts to expand their connections with our area businesses. Students will have the opportunity to explore possible career pathways at younger ages than ever before and are now learning about many different career options.

We cannot do any of this it without you. On behalf of the Board of Directors of the Carlisle Area Chamber of Commerce, we are grateful for your support. We are honored to continue serving you in the years to come.

Settled by Scots-Irish immigrants in 1751, this historic town is named after its sister town of Carlisle, England.

What are townships and boroughs?

Boroughs are smaller than cities, both geographically and population-wise. Boroughs elect a weak mayor and a council with broad powers, who sometimes hire a manager. Tax assessor, collector and auditors are elected independently. Boroughs generally incorporate from areas of dense populations within a township.

Townships began as large parcels of land grants established by William Penn, and were given to a person, family or group of people. Townships are divided into two classes and are represented by commissioners or supervisors. Some townships have home-rule charters, allowing for a mayor/council form of government.

Cumberland County is broken down into 33 local municipalities which includes 11 boroughs and 22 townships.

CUMBERLAND AND PERRY COUNTY WALKING, HIKING, AND BIKING TRAILS

Simply Moving: A Guide to Walking, Hiking and Biking Trails in Cumberland and Perry Counties a publication by The Partnership for Better Health, provides information about area parks, trails and recreational areas to encourage physical activity. The newest edition of the Simply Moving Guide provides a map and detailed site information for more than 200 local parks and trails in the area.

Cumberland Valley Rails-to-Trails is an 11-mile stretch of railroad track that was converted to a trail in segments over the span of 20 years. Today, visitors utilize the multi-use trail for walking, running, cycling, horseback riding and more. The trail is also wheelchair accessible.

The Appalachian Trail is the most famous hiking trail in the U.S., extending 2,189 miles from Georgia to Maine.

Fourty-six miles of the Appalachian Trail meander through the Cumberland Valley, including a 13-mile section that is the longest, lowest and flattest section on the entire A.T. and is one of the most accessible portions for a day trip. The trail’s midway point is also located in the Cumberland Valley.

LeTort Spring Run Nature Trail is a 2-mile trail that can be accessed in the Borough of Carlisle’s LeTort Park at the north end and South Spring Garden Street at the south end. It can also be accessed at Lamberton Middle School and Bonnybrook Road. Along its course, observant visitors can see historic buildings, springs, old fields reverting to young woodland, streamside marshes and weed beds, abundant waterfowl and occasional muskrat, and of course, the famous brown trout.

CUMBERLAND COUNTY Pine Grove Furnace State Park is 696 natural and historical acres at the northern tip of the Blue Ridge Mountains in an area known as South Mountain, surrounded by Micheaux State Forest. The Appalachian Trail and Rail Trail pass through the park. Park Highlights: swimming and fishing at Laurel and Fuller Lakes, hunting, hiking, biking, visiting the Appalachian Trail Museum, camping, picnicking, and skiing.

Kings Gap Environmental Education Center provides a wide variety of activity-oriented programs for students, teachers, adult groups and individuals and is one of several state parks specifically dedicated to provide environmental education and programs to visitors. It consists of 2,531 acres of forest on South Mountain, with more than 18 miles of hiking trails, a permanent orienteering course, picnicking, hunting and other recreational and educational opportunities. The mansion provides facilities for meals and overnight lodging, and may be reserved for meetings, weddings, receptions and similar functions.

Colonel Denning State Park has 273 acres of woodland and a 3.5-acre lake in north central Cumberland County, adjacent to Tuscarora State Forest. Park Highlights: swimming, ice skating, non-motorized boating, and hiking.

PERRY COUNTY Big Spring State Forest Picnic Area is a quaint picnic and hiking area. A short loop trail leads to a partially completed railroad tunnel with historic interpretation at the trailhead. Park Highlights: hiking, picnicking, and hunting.

Fowlers Hollow State Park is 104 acres in a narrow valley created by Fowler Hollow Run. The park is on the edge of Tuscarora State Forest at the intersection of several multi-use trails. Park Highlights: mountain biking, horseback riding, fishing, camping, hiking, and picnicking.

LeTort Spring Run Nature Trail

Army Heritage Trail at USAHEC combines a living history experience with outdoor recreation. The trail covers approximately one mile and highlights nearly every era of Army history with 14 individual full-scale exhibits and multiple smaller exhibits and artifacts throughout.

STATE PARKS

The Pennsylvania Department of Conservation and Natural Resources (DCNR) oversees the commonwealth’s 120 state parks, manages the 2.2 million acres of state forest land, provides information on the state’s ecological and geologic resources and establishes community conservation partnerships to benefit rivers, trails, greenways, local parks and recreation, regional heritage parks, open space and natural areas.

Real Estate Taxes Real Estate – All real estate property in Cumberland County is assessed at 100% of the 2010-year value.

The real estate tax is levied by all School Districts, most Municipalities, and the County. The county real estate tax includes 0.143 mills (.000143) for the support of County libraries. A mill is a way to express tax rate. One mill equals one thousandth of a dollar. One mill is expressed as 1. The tax is computed by multiplying the millage rate set by the taxing body times the assessed value of the property.

Personal Taxes This is a flat tax levied upon each person 18 years of age and over living in the townships of East Pennsboro, Hampden, North Middleton, Silver Spring, the Borough of Mechanicsburg and Big Spring, Camp Hill, Shippensburg, and West Shore School Districts.

Earned Income/Local Services Tax The Local Tax Enabling Act authorizes Local Earned Income Taxes (EIT) for municipalities and school districts. This tax is 0.5% of your earned income for the municipality and between .9% and 1.5% for the school district in which you reside.

Act 7 of 2007 amended the Local Tax Enabling Act, Act 511 of 1965, to permit municipalities and school district to impose, on persons employed within the jurisdiction, a combined Local Services Tax (LST) of up to a maximum of $52 a year.

A Special Time for Me: This program offers many opportunities for preschoolers. Each class is loosely structured to meet the developmental needs of children of different ages, with an emphasis on socialization and learning through play. All “Special Time” classes have free play, gym time, a snack provided by the YWCA, crafts, stories, and lunch with the teacher and friends. Parents are asked to provide a packed lunch. This preschool program begins in fall and runs 32 weeks. It is a subsidized program open to eligible children from families with limited financial resources residing in Cumberland County. Applications are available in March of each year. Proof of income is required.
