DOMINIQUE SANZ-DAVID, ESQ.

BET TZEDEK ELDER JUSTICE ATTORNEY

DOMINIQUE SANZ-DAVID has been an elder justice attorney with Bet Tzedek for 14 years. She provides direct and self-help services to lower-income, elderly, and vulnerable clients, and to their caregivers in the areas of elder abuse, estate planning, conservatorships, and probate. Through legal and legislative advocacy, community partnerships, and education, Dominique develops and promotes policies that protect vulnerable Angelenos while preserving their self-determination.

In her pursuit to promote equal access to justice, Dominique co-created Bet Tzedek’s Elder Abuse Restraining Order clinic and Bet Tzedek’s Decedents Estate Clinic in partnership with the Los Angeles Superior Court. These two initiatives have had a major impact on the lives of thousands of individuals and families throughout the region.

Prior to joining Bet Tzedek, Dominique worked for the San Francisco Superior Court. She earned her degrees from Pomona College and UC Hastings College of the Law.

“We cannot seek achievement for ourselves and forget about progress and prosperity for our community… Our ambitions must be broad enough to include the aspirations and needs of others, for their sakes and for our own.”

BOARD CHAIR

Dear Friends,

As we once again fill this ballroom, I want to welcome and thank our Bet Tzedek community.

To our Gala sponsors—and everyone who contributed financially to this event—thank you for providing the foundation upon which the work of Bet Tzedek is enabled. I am also grateful to our Gala Dinner Committee whose tireless service brought us here tonight for another beautiful celebration of Bet Tzedek.

To our incredible staff, please know how much we appreciate all of your time, expertise and hard work. You are steadfast and strong, smart and creative. Even after many years serving on Bet Tzedek’s Board, I remain in awe at your ability to find legal solutions to address the struggles that our clients face.

To our pro bono and volunteer warriors (many of whom are here tonight) who work alongside us to bring the full weight of the law to bear in the name of justice—kudos to each of you! Our impact is exponentially larger than our size because of you. We could not have served over 85,000 clients in 2022 without you!

As a partner at Sheppard Mullin, I want to express my deep gratitude to my colleagues at the firm. Not only does Sheppard Mullin financially support Bet Tzedek, the firm has been very supportive of my commitment to the Board and has encouraged all of our partners and associates to dedicate significant time to pro bono.

This is an exciting time for Bet Tzedek, particularly as we head into our 50th anniversary in 2024. We are embarking this year on a comprehensive strategic planning process and a deep analysis of our impact across the region. I am confident that we will emerge next year with a sharpened sense of purpose to ensure that free legal services and equal justice are available to those who need it most.

I recognize and applaud my Board colleagues for their passionate dedication and ongoing commitment to Bet Tzedek. I look forward to continuing our work together.

To our new friends attending this Gala for the first time—welcome to the family. The Bet Tzedek community is an impactful and amazing force of nature, and we are thrilled to have you join us.

I raise a toast to each of you, to all that you have done and will continue to do to help us make a difference for our clients and our community!

Warmly,

DIEGO CARTAGENA

Dear friends,

I’ve been thinking a lot about the ways we have been talking about “Hope,” particularly throughout the COVID crisis. We clung to “Hope” to get us through the uncertainty and challenges of the pandemic. While Hope is often invoked to inspire, I’ve started to wonder whether relying solely on Hope can lead to waiting passively for something to happen: “I hope things will get better.” “I have high hopes for tomorrow.”

The truth is that Hope alone is not enough. Having high hopes that things will get better, as audacious as those hopes might be, is not enough. The truth is, Hope needs some supporting players.

That is where Bet Tzedek and its staff come in. Bet Tzedek brings Hope buoyed by Courage. Despite fierce opposition, a coalition of social service agencies that included Bet Tzedek helped with the successful passage of Measure ULA, a groundbreaking plan which will raise funds to build affordable housing in LA and pay for attorneys to defend low-income tenants in eviction matters.

We combine Hope with Innovation. Necessitated by the pandemic, Bet Tzedek worked with the California State Bar and LA Superior Court system to launch ways that clients can use technology to remotely access the justice system from their homes across the County’s 4,753 square miles.

Hope needs the reinforcement of Partnership, a cornerstone of the way Bet Tzedek undertakes its work. This past year, Bet Tzedek began hosting an Equal Justice Works Fellow funded by Microsoft and the law firm of Fish & Richardson that will bring the services of our employment rights clinic to families in South Los Angeles through a partnership with Community Coalition, one of over 400 partners across California with whom Bet Tzedek collaborates.

To succeed, Hope insists on Strategy. To that end, Bet Tzedek has embarked on its newest strategic planning process that will launch us into our 50th anniversary and map out a bold vision for the next five years.

Finally, Hope needs each of you. From our community partners to our supporters. From foundations to individual donors. From high school interns to law firm associates, partners, and even retired judges. You make Hope a reality. And for this, we thank you, because with you, we are bringing Hope to our communities, Hope that leads to meaningful change.

Yours,

WELCOME

“Take a long, hard look down the road you will have to travel once you have made a commitment to work for change. Know that this transformation will not happen right away. Change often takes time. It rarely happens all at once. In the movement, we didn't know how history would play itself out. When we were getting arrested… or standing in unmovable lines on the courthouse steps, we didn’t know what would happen, but we knew it had to happen.”

“Every great dream begins with a dreamer. Always remember, you have within you the strength, the patience, and the passion to reach for the stars to change the world.”

LEGACY SOCIETY

The generous individuals who have chosen to remember Bet Tzedek in their estate plans and through various planned gifts are a special group. They are visionaries whose philanthropy continues to propel Bet Tzedek’s mission. These donors have looked ahead to the needs of future generations and ensured that the most vulnerable in Southern California will continue to have access to legal advice and counsel from the staff at the House of Justice.

The Bet Tzedek Legacy Society was created to honor these individuals and their lifechanging legacies. An estate gift of any size and of any type qualifies for the Legacy Society. For more information, please contact Amy Peckner, Senior Development Officer, at (323) 549-5860 or apeckner@bettzedek.org.

HELPING ANGELENOS WEATHER THE ECONOMIC STORM IN 2022

In 1974, Los Angeles faced many of the same problems we grapple with today. As gentrification took hold of neighborhoods, low-income residents struggled to keep up with the soaring costs of their homes. By pitching in just five dollars each, a group of legal professionals, religious leaders, and community activists opened a small storefront where they provided free legal aid for people with nowhere else to turn. They named the organization Bet Tzedek, Hebrew for “House of Justice,” after a central precept of Jewish law and tradition that declares: tzedek, tzedek tirdof justice, justice, you shall pursue.

Since the great recession over 14 years ago, when predatory lending practices eliminated significant property ownership in lower-income communities, we’ve seen the multiple ways in which systems continue to push individuals further into poverty. Today, as our economy once again lurches downward, Bet Tzedek is witnessing the disparate impact on the communities who lack the financial resilience to weather changing circumstances—and we continue to do the essential work to close the justice gap for lower-income Angelenos.

In 2022, Bet Tzedek provided legal advice and representation, delivered self-help clinics, made referrals to community partners, and assisted in creating influencial policy solutions that impact individuals throughout the state.

• JUSTICE FOR SENIORS AND DEPENDENT ADULTS We have unmatched expertise in the legal issues that affect seniors and dependent adults—expertise that helps them age in safety and security.

• JUSTICE FOR TENANTS, HOMEOWNERS AND UNHOUSED INDIVIDUALS We protect and preserve housing for Angelenos as they struggle with a worsening housing crisis.

• JUSTICE FOR CHILDREN AND FAMILIES Nontraditional families face myriad challenges in accessing food, housing, and medical care. We remove these legal barriers to ensure their complex needs are met.

• JUSTICE FOR WORKERS, TAXPAYERS AND SMALL BUSINESS OWNERS Helping to lift lower-income communities out of poverty, we fight for fair wages, safe working conditions, taxpayer relief, and equitable economic opportunities.

OUR PROGRAMS

While we continued to achieve successes across all these programmatic areas, Bet Tzedek’s Economic Justice initiatives became an important focus given the current fragile economy and the additional strain it has put on our client communities. Some examples of our work:

PRESERVING A FAMILY’S ASSETS FOR THE NEXT GENERATION

Research shows that an inheritance increases a beneficiary’s immediate economic health and improves their ability to survive financial blows and take advantage of economic opportunities. Bet Tzedek provides long-term systemic solutions for lowincome clients who are trying to pass down their assets to their children and grandchildren. Their only asset may be their home, and as home prices soar and housing becomes an even more strained resource, it is crucial for these clients to not only hold onto their home but to secure it for future generations. While wills and living trusts can help facilitate the proper transfer of assets to family members through inheritance, only 31% of lowerincome families and 28% of families of color have wills.

In 2022, we continued to bolster our ability to assist low-income families plan for the distribution of their assets, including launching a Decedent Estate Clinic, the only selfhelp clinic of its kind in L.A. County that enables litigants to navigate the probate process more easily. By helping a family avoid the complicated probate process, we are giving them the legal tools to start building intergenerational wealth while also contributing to their local economy.

ADVOCATING FOR CALIFORNIA’S ESSENTIAL WORKERS

Bet Tzedek’s Employment Rights Project (ERP) has long been at the forefront of the fight to advance systemic change on behalf of lowwage workers. As part of this work, Bet Tzedek presents cases to the Bureau of Field Enforcement on behalf of the California Labor Commissioner. We are proud of the recent success working with the Pilipino Workers Center to

advocate for 66 home health workers at Angel Connection Nursing Care. In 2022, after years of advocacy, Bet Tzedek and community partners won $1.8 million for wage theft violations, including failure to pay 22 workers overtime wages, nine of whom were also not paid minimum wages due.

This past year, Bet Tzedek continued to marshal our experience regarding the passage of California’s Garment Worker Protection Act (SB 62) to provide insight on federal efforts to pass a nationwide garment worker protection law. We also conducted “Know Your Rights” presentations on benefits for sick and injured workers, represented garment workers seeking wages due, and have begun working with the Labor Commissioner Office’s garment team to develop and implement industry case protocols. By preventing job and income loss for low-income workers, our employment rights services are helping workers bolster their economic health and better support their families’ well-being.

BRINGING BUSINESS SAVVY TO LOW-INCOME ENTREPRENEURS

Small business owners are a critical backbone of Los Angeles County’s communities and economy. Given our expertise in this area, L.A. County turned to Bet Tzedek to help build a county-wide legal infrastructure that supports small business owners throughout the region. In 2022, with County funding, our small business team was able to transition from a volunteer driven effort to hiring its first in-house team. Bet Tzedek’s dedicated staff has now been able to build deeper partnerships with other community organizations and translate existing outreach materials into multiple languages to make services more accessible to minority business owners.

With dedicated staff, we’ve moved into policy work in this area by helping develop a city “legacy business program” that links small business owners whose businesses are at risk of being lost to gentrification with business funding sources. Bet Tzedek has also started to help business owners explore options such as selling their companies to current employees. These approaches have been modeled in other cities and have been shown to be successful in strengthening the economic stability of local small businesses owners and the communities they support, including their local employees.

As it has done throughout the years, Bet Tzedek will continue to shore up resources and internal expertise to fight for justice for all Angelenos, while also impacting every aspect of an individual’s well-being, allowing them to thrive.

The access to justice that Bet Tzedek provides helps individuals and families face the major issues impacting our communities today.
“Above all, thou shalt not be a bystander.”
—Yehuda Bauer

PRO BONO VOLUNTEERS

Without the pro bono attorneys, paralegals, law students and community volunteers, Bet Tzedek would not have been able to assist the over 100,000 individuals and families who sought legal assistance and guidance in 2022. We are extremely grateful to all the individuals, law firms and corporate legal departments, organizations and companies that volunteered their services on behalf of our client communities. Their efforts help provide justice to children, women and men who might not otherwise had access to representation. Nearly 1,000 pro bono attorneys and other volunteers contributed over 40,000 hours to Bet Tzedek in 2021, valued at more than $12M.

If you are interested in volunteering, please contact Sara Levine, Esq. Pro Bono Director at 323-549-5836 or slevine@bettzedek.org.

“Every moment is an organizing opportunity, every person a potential activist, every minute a chance to change the world.”
—Dolores Huerta

On behalf of the Bet Tzedek staff, on behalf of the Bet Tzedek Board of Directors, and most importantly, on behalf of the Bet Tzedek clients—

We are so pleased to be able to gather again, in person, to express our heartfelt gratitude to the extended Bet Tzedek family— our donors, our pro bono and in-house volunteers and our community partners— for all you do to make this work possible.

Together, we all are a part of the rising tide of justice.
