This month’s cover has different meanings. First it illustrates our main article for June’s edition, the Filipino fishing traditions. This industry is living a moment of transition, fishes are getting harder to find, fishermans have to go always further to catch food and at the same time, the new generation is focusing on other types of career pathways such as tourism related jobs: bartenders, tour guides... In a way this siargaonon family represents the Philippines today. On the right side, ´Douglas´, a local fisherman from Purok 1, who is watching his fellow fishermen friends leaving for another night in the open ocean. At his back and separated by a concrete column, a little boy with the same posture and looking at the same scene, but naked and vulnerable. At the back a woman, always present in Filipino matriarchy society, representing the foundation of every family in the Philippines.

NO SISA ID, NO SURF LESSON The primary rule of the Siargao Island Surfing Association (SISA) is clear. The surfers’ association has finally put all their members together and have regulated the activity in order to upgrade the quality of surf lessons. After a month of intense training, 60 Siargaonon surfers are certified surf instructors and are ready to get in the water.
Because of the rapid influx of tourists in the island, there is a great need for regulation in different activities such as surfing to prevent accidents and injury. It is widely known that surfing is a dangerous sport and not for everyone, and yet lately, because of the tourism demand, it has been taught and practiced with minimum knowledge and awareness; but that is about to change.

SISA was founded in 2016 by six Siargaonon surf legends: Carlito Nogalo, Nildie Blancada, Manette Alcala, Rudolfo Alcala, Aye Catulay and Manuel Melindo. The love for their home and their passion for surfing had put them together to regulate and professionalize surfing on the island. With the support of the Siargao Tourism Operators Association (STOA), the main tourism association dedicated to sustainable development in Siargao, the members were trained & certified by the International Surfing Association (ISA) as Level 1 instructors. The program is no walk in the park. To graduate, they need pass a surf coaching theory test and two practical tests – water safety and surfing skills. Along

Manuel “Wilmar” Melindo, president of SISA, remarks the importance of regulation and strict implementation of the rule in order to prevent accidents. “Most tourists come to Siargao to surf. Be salty # in first aid and CPR training. Moreover, they must have a first-aid kit onsite that is accessible to everyone. Surf instructors are also required to now show their SISA Surf Instructor ID to the establishments before subcontracting or renting a surfboard for their student. Should they lose their SISA ID, they must pay a replacement fee of 1500PHP to get a new one. Before any aspiring surf students could get in the water, they must also sign a waiver, releasing the establishment and instructor of liability in case of accidents caused by the natural dangers of surfing.

It seems like a new chapter of surfing in Siargao has begun, and hopefully this regulation will be implemented strictly and will help in decreasing accidents in surf spots, especially the ones caused by surfers with less experience going into higher-level spots and getting caught in rip currents or being wiped out and slammed unto the sharp reef. Be Siargao firmly believes in the importance of following the new regulation and respecting the ocean and fellow surfers. Surfing is a marvelous sport and a way of life that will make you discover exhilarating sensations never experienced before. However, we must all be aware that there is no force stronger than Mother Nature and underestimating her and heading out into the water without proper knowledge can lead to some very serious consequences.

Lights off, candles on. No phones, no computers. Who doesn’t like a good brown out ? These days, electricity is often taken for granted, although not so long ago, it wasn’t even a thing on the island. Siarelco (Non-profit cooperative currently delivering 100% of the Island’s electricity grid) first lighted Siargao using Diesel generators. Dapa was the first municipality to have that chance. Attempts to light the whole island using generators led to breakdown failures and maintenance complications. Strategy changed: the construction of a submarine and land line connecting Mindanao’s mainland grid to Siargao started in 1985 and was completed in 1991. The energy supply line is still here today, with some upgrades that came along to keep up with the increasing demand linked to tourism. So when you plug your cellphone in your house, it’s Mindanao charging your device.

During peak hour, Siargao’s demand is around 5 and 6 megawatt (MW), which is less than half of SM Mall of Asia in Manila.
Our electricity is supplied from the Mindanao grid, which is produced from both renewable and fossil sources.

Power outtages are still a thing in Siargao, and there are different reasons for it. Global outages are often caused by trees falling on lines, or agricultural fires reaching poles then taking then down. When these accidents happen on Siargao Island, Siarelco can easily send its 24/7 crew to fix the problem. However, Juan.E, TSD manager in Siarelco emphasizes occurences of these events can be lowered with the help of land owners. Indeed, where electrical lines are crossing a privately owned land, if right of way is gracefully given to Siarelco, more room can be given surrounding electrical lines, thus reducing the probability of equipment deterioration. The problem is different when it happens further out on the energy line, on the island of Bucas Grande for instance. Access to maintenance is made difficult due to the remote locations of the line, absence of light at night and unavailability of materials to replace poles or crossed arms. This is often delaying night maintenance until dawn when a black out starts late in the day. One of Siarelco’s coming months

The price rollercoaster At the moment, the Philippines have some of the highest electricity prices in south east Asia. Costs can be influenced by so many factors it’s very hard to predict how the future will look. Here are some insights for Siargao. With 57% of Mindanao’s energy being produced from coal, and the recently ratified tax law on coal import (The new tax doubles to 100 pesos per metric ton in 2019 and rises to 150 pesos in 2020), cost of electricity produced from coal is very likely to increase in the coming years says Ervincarlo A., from SOLAR Philippines. So will the price of electricity supplied from Mindanao and then delivered to Siargao. Consumers also play an important role in the price of electricity, says Juan E. from Siarelco. When a business or an individual opens and apply for a grid connection to Siarelco, an over-estimated assessment of its power demand leads to over-contracting electricity from Mindanao, thus on an increased price passed on all the community of Siargao. The price you pay isn’t only about
how much you consume, it’s also about how much you estimate your demand. Estimate your power demand correctly with the help of a professional, and you’ll avoid prices to go up unnecessarily.
GREENER ENERGY Green electrical technologies have now come to a technological level that allows their advocates to put them forward in many ways. Solar panels produced by SOLAR Philippines can cut your electric bill by 30% to 60%, be installed in 2-3 days, and paid monthly on a zero-downpayment plan. Bringing down the cost of electricity to 4PHP/kWh over a 25-years investment (minimum life of panels), savings of 532k PHP can be expected for a house with a monthly electricity bill below 2400 PHP. Going 100% off-the grid requires batteries and inverters, which increases the price of about 40% of the initial installation plan, says Ervincarlo A. from SOLAR Philippines. This means a bit more money to invest, but that’s also a bye-bvye to brown-outs, electricity costs increase through inflation, and coal burning polluting industries. And there’s more to assess than just solar energy. Remote

Siargao has all sort of waterfalls that these technologies could take advantage of. From private users to public organizations and local municipalities, it’s now all about taking the first steps.
TIPS If all this electrical vocabulary make you dizzy and you just wish you hadn’t open this article, don’t give up. Here’s something that will ease your reading : Electricity can be compared to water in order to explain most of the physics around it. Water pressure is the equivalent of electrical Voltage (measured in Volts), and water flow rate is the equivalent of electrical intensity, (measured in Amperes). So when you talk about the power (Watts or kiloWatts) of an electrical appliance, it’s about how much electrons per seconds are going through your system, and at which pressure (Power = Intensity multiplied by Voltage). When your electrical appliance works at a certain power (Watts or kilow Watts) for a long period of time, you can calculate the energy (kiloWatts hours) consumed over that period of time (Energy = Power multiplied by time of usage). Energy is what you pay on your electrical bill.

A DAY IN THE LIFE OF A SIARGAO FISHERMAN The Philippines has one of the most diverse underwater ecosystems in the world and boasts a 3.3-billion-dollar fishing industry. 47% of fish caught in the Philippines are caught by coastal fishers and 85% are small scale. More than 1.6 million small scale fishermen and their families rely on coastal waters to supply income and sustenance.
Though Siargao is most famous as a surfing paradise, its waters are also home to an incredible biodiversity such as blue marlin and tuna in the open ocean, making the group of islands a game fishing hot-spot in the Philippines. One swelteringly hot summer afternoon, the Be Siargao team wandered down to the far side of Purok 1, where the highest number of fishermen in General Luna can be found. We found a group of fishermen taking shelter by their fishing boats and took the opportunity to find out more about a life very different from the surfing, island hopping and night life normally associated with General Luna. We talked to two brothers, Lary (34), and Lito (32), who have spent their lives in their community. They told us about their childhood, which was mostly spent out at sea learning the trade from their father and grandfather (who took them out on the family fishing boat from a very young age). Since childhood, the brothers have followed the same routine day after day, waking

at dawn to be on the waters by 6am and returning at around 4pm. The life of a fisherman is simple, but it is by no means easy. “Many fishermen here have died at sea over the years,” says Lito. “If we take the boats further out, it’s very dangerous. The weather can change very quickly. If a storm comes when we are fishing, it can take up to 3 hours to return to shore. We often have to risk going straight through the eye of the storm as it would just take too long to go around the outskirts, exposing us to other risks.” The brothers tell us that the conditions

in the morning are usually better, however in the afternoon the weather is more unstable. Lito expresses that the number of fish has significantly decreased over the past 10 years, meaning that despite the dangers, the fishermen are having to travel further and further from home for increasingly smaller yields. “In 2005, a fisherman would easily catch 10 pieces of blue marlin in a day, now 2 or 3 is more likely. If we catch just a few marlins now, we feel lucky.”
Be local # Overfishing is a worldwide problem at present and affects developing countries such as the Philippines more than others. Because the amount of fish caught daily (in the tons) is more than what can be naturally replenished, we are losing more and more fish. According to the World Wildlife Fund (WWF), in 2013 alone there were around 93 million tons

of fish caught world-wide. In General Luna alone, there are more than 200 fishermen, not counting the increasing number of large commercial fishing boats from Surigao and other provinces coming to fish huge quantities of fish to sell on mainland Mindanao or even export to other islands and countries. When asked about the future of the children in the area (some of whom were curiously observing this interview),
the brothers tell us that not all aspire to be fishermen these days. First of all, you put your life at risk every day under the baking hot sun, with the possibility that you will return with no fish. The younger generation are now looking more towards working in other industries. The booming tourism industry on the island has opened up an array of new job opportunities, such as working as a bartender, waitress or tour guide, to name a few. “Also, some of the children don’t like going out on the boats because they get sea sick” mentioned Lito. The tourism industry has also presented new opportunities for the existing fishermen. In the morning, if they decide that it’s a bad day for fishing, they take tourists out island hopping.
“In fact, many fishermen now use their boats for island hopping full time instead of fishing” the brothers tell us. This isn’t an option for all though, as island hopping requires a bigger boat than the traditional fishing boats, which in many cases have been passed down through generations. Lito comments that the life island hopping isn’t much different from the life of a fisherman, “the income still isn’t consistent. No fish, no money, no tourists, no money.” For the most part, Lito thinks that tourism is good for the locals, “the new generation have more options and opportunities for making a living here in Siargao.” Blue Marlin is the most prized fish in the waters of Siargao. The fishermen in Purok 1 mostly sell their catch to the market by the boulevard: tuna is being sold at P120/kg while blue marlin is P180/kg. Something that really sparked the team’s interest was Lito and Lary’s talk of their occasional activity of night fishing. “Sometimes a group of us will go out night fishing. There are more fish around at night, and bigger fish”. They go out in bigger groups at night for safety and also because they catch the fish by compressing them with one net between all the boats. Distemper Virus

RESCUING DOGS This story does not start with a sweet beginning. After Alex Ola, a yoga teacher living in the island, lost two puppies to the distemper virus, she decided to found Puppy Puddle: a local organization dedicated to the rescue and care for dogs without homes and in bad health conditions. clinics offering free male dog castration and vaccination (a donation was asked from expats). The last one was in December in Malinao and Catangnan with Dr Rachel Yasay and volunteers

The situation of street dogs in Siargao is quite critical. Alex shares that although there are some good Samaritans who give them food and water, they are mostly just left out on the street – with no cuddles, no shelter and no medical care. With the increase in street dog population in the area, it is then of utmost importance that dogs be neutered and spayed. “I feel that it was a special mind connection that put us all together” says Alex when asking about how Puppy Puddle was found. “We felt we had to do something bigger to truly make an impact. It was clear that there is a huge need of an organization that will continuously take care of day to day animal rescue” affirms the yoga teacher. The idea of this local org came out of brainstorming with her fellow yoginis- Kayla and Louise. And Kaisa Kasemets of Surfing Carabao who has been silently helping the street dogs in Malinao. Additionally, Surigao Pet Doctors is also into the cause with their pop-up

Chrymae Aquilar and Aurie Pagaduan. As the female spaying process was too complicated, the services were only available for male dogs and cats. Nevertheless, they were able to castrate 22 dogs and 4 cats in the weekend, while vaccinating 110 dogs and giving shots and overall checkups to more than 80 dogs. There will be another clinic on the 25th to 27th of June, at the barangay gyms of Catangnan and Malinao. “They are angels,” says Alex about Surigao Pet Doctors, “they have been donating their time and resource to unloved animals.” The clinic has been providing the project with medications and tools for free or at a very minimal cost..
Distemper is a virus that spreads rapidly and heavily attacks the whole system of the dogs and other animals (humans cannot be contaminated). Around February, the virus spread around General Luna, especially in the Catangnan area. Distemper is transmitted from dog to dog through direct contact with urine and saliva, habits such as sneezing or sharing food and water bowls are ways to get it.
Puppy Puddle aims to gradually improve the state of the island dogs. Their selection of fur beneficiaries involves a process: first, they patrol the streets looking for the most malnourished and unattended and treat them on the street or send them to the vet depending on the gravity of their situation. Then they try to find the dog’s owner, if they are orphans, then they would ideally be up for adoption to a loving owner. One of their rescues, who answers to the name Crisy, was found riddled with mange and malnutrition. After care from Puppy Puddle and the vet, she now has a new home with a chance to live a full, and happy dog life. Furthermore, they continue to conduct weekly clinics in underprivileged communities involving mange control, deworming and distemper vaccinations. In the future, they aim to find volunteers who want to be involved long term in the cause as well as people who are willing to donate to the project. The passion and love of these girls will certainly make them save so many lives. It also means that lots of puppies are born just to suffer, as in most cases it is impossible for their owners to take good care of them. Spaying (neutering) is the best solution for this. Spaying is a major surgery as it can only be performed on females in good health condition and they need to be taken care of after the operation for an extended period of time as the healing takes significantly more on females than on males.

A TALE FROM THE SEA KINGDOM Long time ago, Rin Jin was the Dragon King of the Sea. Not like his ancestors, he was a moody and capricious wealthy prick. Despite his splendid, always-growing Palace was made of shining corals and mother pearls, his wife the Dragon Queen seemed only satisfied when skinny-dipping in lagoons and hidden coves or surfing secret waves; when she was far from his obsessions of expansion.
Frustrated, the King asked her once again what gift she wanted, to settle her happy for good. She was a pretty cool dragon lady and didn’t quite feel like lecturing him on her perspective on life, nor her take on greed and accumulation of stuff. She believed in letting things happen. She thought that maybe, he would just wake up one day, drop off and go hang out together, far from the spot lights. But as he insisted, she got bored and told him “just bring me the liver of an Ape, so I will be the happy, submissive trophy Dragon wife you want!” She knew he had not a chance and ultimately abandon; therefore, as in any other disfunctional couple, he was sure he finally nailed it. He gathered all his goons to create a special task force and figure a way to put his dragon-hands on a liver, whatever a liver was! After a bunch of board meetings they realized that the Turtle was the only one able do such thing, because he’s seen apes while occasionally walking on shore by the mangroves. The Turtle was just a peaceful dude, he didn’t like the King and disliked the idea of getting involved in his mumbojumbo dramas. However, the Dragon was the boss, so Turtle had to swim to the mangroves, until he saw an ape: “Yo! Up there, on the branch! How is it going?”, and the Ape “Hanging in there!”. “Great! Are you an ape?”, “You bet. And what are you, what’s up?” So Turtle started making stuff up as “oh well, I am from the department of tourism of the Sea Kingdom, we are offering tour packages, Palace-hoppings, coves and caves, just like that, you know, reaching out to a diverse clientele... are you interested?”

And Ape: “Totally, I heard so much about you guys, thanks! Floating is not my thing, how do we do this?” And Turtle offered him to jump on his back, and started swimming off shore. To avoid awkward silence and direct questions, Turtle improvised some chit chats. But Ape smelled something wasn’t right and accurately dropped the conversation on the ‘general cost’ for the whole tour. Turtle was just a simple guy and reassured him “Not a big deal bro; just your liver, that would do. It’s for the King, going through a difficult time... you know with the Dragon Lady... and all. No worries, we’ll work it out at the Palace”. Ape knew what a liver was and remained silent, horrified. He didn’t crap his pants only because he wasn’t wearing any, and Turtle would have notice. It was sitting right on his back, after all. But what’s the definition of anthropomorphic genius? It’s creativity, intuition, taste and velocity of execution. So Ape said “oh shooooot bro, you should have told me before! I left all my livers on the branch, I didn’t think I would need them, I use them all the time but keep them stored!! Shall we go back and grab some, or let’s say WUTAN till the next trip?”

Turtle: “Alright Ape, but take a bunch of them, they’re very important” pondering on how much his butt’s risked to get majorly kicked. Needless to say, as soon as they reached the mangrove, Ape jumped off Turtle’s and cursed him while disappearing, swinging her monkey figure off the scene, back into the deep forest. The Dragon King was not inclined to be patient, for anyone. When Turtle showed up alone, the situation degenerated, turning full-on gangster. Music shut, the bartender took off through the back door, the front door got locked, they pulled a plastic tarp on the carpet and the King‘s goons took care of Turtle. They stopped only when no sounds of breaking bones could be heard anymore. The Dragon Queen was devastated when heard what happened, but despite her profound guilt she kept her magical mind transparent. She sneaked into the Palace and found Turtle. “Dude, my dear Turtle. I have been a fool, and you payed for it. I will be in eternal debt for my superficiality and, to some degree, for my husband’s violent mediocrity”. “I know
of coves and tides where they won’t find you. I will give you the most lethal poison in the Sea, in case they do find you. You achieved peace through suffering, and you will be moving around effortlessly. You won’t be walking in the sun, them’ creatures will harm you again. You will be a new beautiful elegant creature; only, you will need to leave behind your bones, the thick and broken part of you, to drift freely wherever your flow shall decide.” So a new diaphanous animal, pulsating its translucent body, shining in a whirl of calm tentacles, left the King’s Palace, drifting to the calm waters of hidden coves.
WANTED
After all, folklore does not pretend to explain why Evolution is more acutely fascinating then Creation. It does the opposite, in fact; it stimulates the use of fantasy to entertain a different and happily absurd perspective on how things manifest. This folk tale is a radically free interpretation of the classic japanese fable “The Monkey and the Jellyfish”.

PLASTIC BATTLE A petition against single-use bottles. #SaveSiargao During your visit please be respectful of Siargao’s stunning environment. Siargao doesn’t have a proper waste management system in place yet and the increasing volume of trash is causing, an already huge problem. To escalate further, which is a major cause of concern for the people living here. Bring a tumbler and refill instead of buying single-use plastic water bottle. #Do Your Part It may not seem like a lot in the grand scheme of things, but even the smallest contributions on your part can make a huge difference. So, please be mindful by bringing your own containers when ordering take-away food, refilling your water bottles at the resort/bars and saying no to plastics bags and straws. If you find trash around, pick it up. The less plastic you produce, the better, and the more positive effect you will have on Siargao. Leave nothing but footprints.
