LESSONS TO LEARN On a recent trip, I visited the world famous Boracay Island.

An undeniable beauty, with the best white sand beach I have ever seen plus one of the best sunset in the Philippines, complemented with picturesque traditional sailing boats “paraw” that will make you fall in love instantly. However, once you turn around and leave behind you this romantic drawing, it is a different story.

This month’s cover is dedicated to the Mayor of General Luna, Jaime P. Rusillon, who recently passed away.

He was known as the Godfather of surfing in the Philippines. This shot was taken during the sea burial in the Boulevard, a ceremony organized by the surf associations, proving once more, how tight the community is, here in Siargao.

Back in Siargao, we often tend to look at Boracay as the example not to follow. So on this occasion, we took a peek into the history books of the white sand beach island and we interviewed the first foreigner and local residents in order to grasp a glimpse on how Boracay will help understand what Siargao has to, and doesn’t have to to do.

THE ANNUAL PADDLE GAMES Save the date as the 2nd Philippine Deep Paddle Games will happen on June 25th and 26th. It will be a two-day sport event simultaneously happening as the local fiesta of Barangay Santa Fe. Sounds fun, right?

SAVE THE DATE PHILIPPINE DEEP PADDLE GAMES ON JUNE 25TH AND 26TH

A DEEP LOOK INTO PDBC At the sleepy town of Santa Fe, the Philippine Deep Boardriders Club (PDBC), a nonprofit organization, was founded a year ago. Hardly known yet, the Club is a place for the young people of Santa Fe to become closer as a community in a healthy environment.

Angel Pasculado is the co-founder of the PDBC along with other expats in Sta. Fe who share the love for the ocean. At the moment, they have close to 80 members in the Club from 10 to 40 years old, including the founders.

“Through weekly and monthly activities, we teach them to become responsible human beings as well as to give back to their community. One of our aims is to make sure that they are in the Club for the right reasons.”, explains Angel.

Since Santa Fe it is still a long drive from General Luna, the locals from this northern town are a bit left behind and some never surfed before the Club was even founded. Thanks to Siargao Island Surfing Association (SISA), eleven surfers have been certified and now hold a license but the Club has only seven boards 4# for now. They have also

partnered with SEA Movement and together they conduct a beach clean up, every Sunday at 8am. “We would like to encourage more people to come and join our beach clean up as we fight to minimize plastic in our Barangay”, expresses Gina, the President.

The PDBC has become, after a year of existence, a family for all its members. A place where they belong, where together they can build a future for their community. Moreover, their wish in the near future is to build a clubhouse, which will serve as the surf shop and classroom.

# Be salty ALL ABOUT THE PADDLE GAMES The annual Philippine Deep Paddle Games is the only ocean distance paddle boarding event in the country. “Our goal is to help develop the sport of Stand Up Paddle boarding in the Philippines and to discover and promote strong Filipino Paddlers. As a bonus, we are able to help bring a bit of economy to our town while raising funds for the club”, explains the Race Director Mark Griffin.

This year The Paddle Games will consist of two different type of races. The first one, on June 25th, will be a technical sprint race: 400m long, closer to the shore and more exciting for spectators to watch. The second one, on June 26th, will be a long distance race of 7 kilometers.

The participants will paddle out from the beach towards Philippine Deep trench, following the outer reef to Stimpy’s and finish at the Boulevard of Santa Fe.

THE PDBC HAS BECOME, AFTER A YEAR OF EXISTENCE, A FAMILY FOR ALL ITS MEMBERS

“The local LGU headed by our Brgy Captain Nitz Corp has been very supportive, organizing the coast guards and medics and with the club as a whole”, affirms Angel. So that during the long distance race, there will be bangkas and coast guards sailing to ensure the safety of the racers. The cost to participate will be PHP 500 for Siargaonon and PHP 800 for non Siargaonon. All the funds raised will go towards supporting the mission of the Club.

Last year’s paddle games “brought joy and pride to the community of Santa Fe. Our community is a very strong one. It is very peaceful here and although we fear the development, we like to share our place with others with the hopes that they respect and help preserve the beauty and peacefulness of 6# our town”, concludes Angel.

THE STORY OF THE FISHERMAN WHO BECAME 2018 CHAMPION Last year’s winner of the “Club Category” was Jason Anito aka “Bobok”, a 26-year-old fisherman who knew nothing about paddle surf. He used to harvest the rice and fish. Despite his lack of experience, he won first place due to his strong physical condition.

Thanks to this victory, the PDBC flew him along with five other boys, it was their first time out of Siargao. They competed in a smaller paddle board sprint race in Cebu and Jason finished first place. “I was so happy for that opportunity”, explains Jason, Vice-President of PDBC. “This opened his eyes to the possibility of making a career out of something he enjoys”, explains Angel with huge smile.

Just like Jason, most of the young surfers in Santa Fe, have become surf instructors. For now they have to drive everyday to General Luna to work, but once the bridge that connects Barangay Catangnan and Cabitoonan will open they hope they will be able to work in Santa Fe.

Sa pagkakaron kinahanglan pa sila mag-drayb matag adlaw padulong sa General Luna para motrabaho, apan kon mahuman na ang taytayan nga magsumpay sa Barangay Catangnan ug Cabitoonan mamahimo na silang magtrabaho sa Santa Fe.

THE FATHER OF SIARGAO Last 20th of April, Honorable Mayor Jaime Plaza Rusillon passed away after fighting a long-term illness. Through Be Siargao Magazine, we would like to pay tribute to the “Godfather of Surfing in the Philippines” and to the man who made the development of Siargao possible.

. Aside from the water and the electricity, he “put all his effort to build the Tourism Road”, explains Peejay Gorgonio, SB Secretary. For this reason, the LGU will push to rename the road after his name.

His final year in charge, his priorities were to have proper waste management, street lights and a hospital. He “sacrificed his family land in Malinao” to be used as a dumpsite, explains Gorgonio. Moreover, he requested to the National Government for a hospital with 25 beds and as a response they gave a budget for a Trauma Receiving Center, which will have its construction to start this year, at the old dumpsite on the back road.

Despite being a touristic island, “General Luna is still a 5th Class Municipality, meaning it is still one of the poorest municipalities in the Philippines”, affirmed Gorgonio.

Mayor Rusillon came from a family of politicians. His father was a former Mayor of General Luna. He graduated in San Beda College and became a Lawyer.

His political appointment as the Municipal Mayor of General Luna began in 1980 until 1998. His wife Cecilia Rusillon ran for the same position in 1998 and won serving up until 2007. After losing an election in 2007, he won again in 2010, serving as the Mayor of General Luna up to his death last April of this year.

Mayor Rusillon was a very familiar person to everyone in the municipality of General Luna. “He used to welcome all tourists back in the first years, he was very welcoming and generous”, explains Manuel Melindo, President of Siargao Island Surfing Association (SISA).

In the late ‘90s, Mayor Rusillon started to organize the firsts national and international competitions. “He would invite people from Manila and Baler, Olin Duazo was one of them, and ask them for advice on how to organize surf competitions”, affirms Melindo. He surely knew his hometown had so much potential and he did not stop until Siargao

became recognized worldwide as a surf paradise. For his endless support towards the surf industry he is considered the “Godfather of Surfing in the Philippines”.

Mayor Rusillon will stay in history as the person who made Siargao known worldwide. “He is the reason why tourists are here”, claims laughing Melindo. His figure is also present in the movie “General Luna: Surfers, Sailors and Missionaries” and in the documentary about the legendary surfer Mike Boyum “G Land”.

Siargao will never forget what you did and how you contributed to this island.

Rest in Peace Mayor.

SIARGAO WILL NEVER FORGET WHAT YOU DID AND HOW YOU CONTRIBUTED TO THIS ISLAND Moreover, “Mayor Rusillon was instrumental in the formation of the first water district in Siargao and the Siargao Electric Cooperative (SIARELCO)”, expressed the LGU of Del Carmen.

SEA BURIAL Last 26th of April, the surf community got together to pay a last tribute to the “Godfather of Surfing�. The ceremony consisted of a Hawaiian ocean funeral, where surfers get together on a circle, a respectful tradition carried out by the natives in Hawaii.

It was a very emotional and inspiring moment where surfers, residents and visitors gave the last goodbye to Honorable Mayor Jaime P. Rusillon.

BORACAY’S HISTORY Standing on Boracay’s White Beach in the early 1970s you would have experienced the same fine white sand and views out to sea as you do today.

What’s so different now is the vibrant world that inhabits the space behind the beach.

For centuries Boracay was virtually a secret.

A hidden gem set into the Western Visayas only visited by the occasional adventurous explorer.

As with the majority of The Philippines, Boracay was hard to get to. There were no regular planes, buses or even boats.

That has all changed now. Here, I’ll take you on a journey through Boracay’s history. Starting with its humble beginnings, all the way to the popular travel destination that it is today.

/1521 - 1960/ BEFORE TOURISM When the Spanish arrived in the Philippines under Ferdinand Magellan in 1521, Boracay was inhabited by about 100 people who farmed rice, fished and raised goats. These original indigenous residents are known locally as the Ati tribe.

Through the 1940s and 50s, the people of Boracay (Boracaynons) relied mainly on fishing and coconut farming for their livelihoods. They also traded with businesses in the neighboring island of Panay.

During this time, overfishing using cyanide seriously damaged the nearby reefs, and the cost of farming had become too high. So, in the 1960s, Boracay switched industries and started trading puka shells instead, which were then still found in abundance on its aptly named Puka Beach.

/THE ‘70S/ BORACAY’S FIRST GLIMPSE ON THE WORLD STAGE In 1970, two movies featuring Boracay Island were released. Nam’s Angels, also known in the US as “The Losers”, and “Too Late The Hero.” Now, suddenly for the first time, Boracay’s beauty was displayed internationally for all to see.

A few years later in 1978, German writer Jens Peter described the island as “paradise on earth” in his book about the Philippines, further increasing awareness of the island.

Due to this sudden international attention, the island started to attract some tourism. Visitor counts were still very modest though. In fact, at this point, there were only two guesthouses on the entire island – Aguirre’s Beach House and White Beach Resthouse, which were 5 and 10 pesos a night respectively.

# Be nostalgic /THE ‘80S/ BACKPACKERS & BOAT STATIONS

/THE ‘90S/ MAINSTREAM RESORTS ARRIVE

From the early ‘80s onwards, the island saw a steady increase in tourism. At first, mostly backpackers looking for a budget getaway, away from the mainstream, came to the island. Cheap local nipa style accommodation and local food were the order of the day.

Recognizing a great opportunity, investors from Philippine cities like Iloilo and Manila began building bigger and more luxurious Boracay hotels, with better facilities for the well-heeled. The first swimming pools and high-end restaurants sprung up.

During most of the ‘80s, boat transport to and from Boracay was arranged by flagging down and chartering passing boats.

Seeing things could get messy without a master plan, a US-based consultant was hired to put together a long-term plan for the island’s future, and a task force was appointed to see it through.

As arrivals increased steadily, it became necessary to control where people came and went through, as ferries dropping off guests just about anywhere was becoming an accident waiting to happen.

To remedy that, three boat stations were set up along the four-kilometer stretch of White Beach in 1988. They became the designated drop-off and pickup points for guests coming and going.

Today, these stations aren’t used as boat stations anymore, but their names are still used to refer to the different neighborhoods along White Beach.

In 1991, however, authority was handed over to the local government who seemingly misplaced the plan, or chose to ignore it, and an opportunistic free market took over.

By 1997, the original sewage system was struggling to cope with the sudden onslaught of tourists. So much so that an outbreak of bacteria saw tourism drop by more than half at the end of the 1990s. The addition of a far more robust water treatment system quickly remedied this.

/2000 - 2017/ EXPLOSIVE GROWTH & SUSTAINABILITY PROBLEMS Throughout this period, Boracay regularly received travel awards, with the most prestigious one being “World’s Best Island,” awarded by Travel + Leisure in 2012.

As a result of this ongoing attention, tourism grew explosively, but the infrastructure to support this growth did not keep up. In 2015, serious sustainability issues started to crop up, such as stinky water seeping into the streets in various local areas.

There had been sustainability issues previously, but at that point, they had become so prevalent that they couldn’t be ignored anymore.

Then, in 2017, 90 percent of Boracay’s roads were flooded during tropical storm Urduja. The drainage system just wasn’t designed to cope.

/2018/ BORACAY CLOSED FOR REHAB & RE-OPENED On April 4, 2018, Philippine President Rodrigo Duterte announced Boracay would be closed for up to six months, starting on April 26.

The island was closed between April and October 2018 to allow the rehabilitation of the island to take place.

The long-term process of upgrading started, which included upgrading the drainage and electricity systems to building safer sidewalks and better quality road surfaces.

While this upheaval was traumatic for some residents, most people agree it was the right thing to do. The longterm benefits far outweigh the shortterm upset, and in the end, everyone is set to enjoy a more sustainable and eco-friendly Boracay Island.

/2019/ AND BEYOND While Boracay’s main rehabilitation effort during the closure has already passed, further rehabilitation is still ongoing. It’s scheduled to be completed in December 2019, though that may get delayed. Speaking of which, due to slow progress, the Philippine government has been considering closing the island for one more month to speed up the progress, but no final decision has been made on this yet.

In the end, though a sustainable and eco-friendly Boracay will be an ongoing effort, when done well, it can serve as an example of how to turn a tourism destination gone bad around – an example that other Philippine travel destinations can follow.

ESTABLISHING A PICTURE Since the closure of Boracay, the main road has been destroyed and it is now being rebuilt with a new sewage system. Today, it still looks like a “war zone”: ruins covered in dust, abandoned beachfront buildings, helicopters flying above us every ten minutes… The shore has become a highway where thousands of tourists stroll and shop.

After the closure, there are no longer sunbeds nor umbrellas allowed on the beach, giving more air and space to the beautiful “White Beach”. Boracay seems to be going the right way: frequent patrols of the tourist police, no smoking and drinking allowed anywhere on the beach. What’s more, single-use plastic, vendors, sand castles, tents or drones are now illegal. The government also banned the party “La Boracay”, a mas-

sive annual party celebrated on May 1st on the beach. Now the beaches are cleaned regularly and there is almost no trace of plastic pollution.

FROM THE OLD BORACAY, WILLY’S ROCK, THE SAILING BOATS AND THE STUNNING BEAUTY OF WHITE BEACH STILL REMAIN. THE REST IS DISSOLVED.

The indigenous tribe, the “Ati”, live in an area determined by the government, a small enclosed village where they continue to live their life, away from the beach.

In Station 2, where the main touristic area is set, there is no longer green landscapes. The palm trees have been replaced by concrete walls. By the beach, you can find an open-air mall, filled with national and international brands and even a ferris wheel. Continuous “Massage sir?”, “Island Hopping mam?”, “Fish pedicure maybe?” are part of the picture.

In terms of environment, Boracay produces 90 tons of trash every day. There is still no proper waste management and big companies such as McDonald’s and Starbucks have a big responsibility of this 90 tons.

Still on Station 2, most of the beaches are filled with canoes and paddle boards to be rented. It is the most commercial place of the island and as we have witnessed, be also aware of

scams in the northern part of Station 2, we have seen tourists asked to pay up only to sit in the shadow.

The other stations and beaches are way less busy and, as most of the foreigners living in Boracay explained to Be Siargao, there will always be places that tourists do not know, places where only the residents go.

From the old Boracay, Willy’s Rock, the sailing boats and the stunning beauty of White Beach still remain. The rest is dissolved.

SIARGAO VS. BORACAY, 20 YEARS APART Boracay and Siargao have a 20-year difference when it comes to tourism development. There is still time to learn from our neighbor’s mistakes.

As a community or as conscious travelers, we can make Siargao a greener, more sustainable tourism destination.

Let’s evaluate how Siargao shares many aspects with Boracay and open future debates. Note: Let’s as well consider that Siargao is 44 times bigger than Boracay.

FIRST STEPS ON THE WORLD STAGE The beginning of the development of both islands started in similar ways, as both were featured on international channels exposing them to the World Stage, although the period was different.

BACKPACKERS’ ERA

INVESTORS

Back when development started, both islands were very hard to reach, consequently, the tourism was mainly backpacking.

Obviously, both islands had so much potential and investors did not take long to see business opportunity.

• D uring the ‘80s Boracay was visited by mostly backpackers looking for a budget getaway, away from the mainstream. Cheap local nipa style accommodation and local food were on the order of the day.

• F rom the late ‘90s to 2010, Siargao was also visited by backpackers looking for uncrowded lineups away from the known worldwide surf spots.

COMMUNITY A difference we have seen talking with the locals and foreigner resident of Boracay is that:

• B oracay was featured in the ‘70s in two movies: “The Losers” and “Too Late The Hero”.

• B oracay did not have a tight relation between locals and foreigner residents as most travellers stayed only a few days on the island. So in some way, it was easier to open unregulated businesses as no one was there to tell them what was wrong and what was right.

•S iargao was featured in 1993 on Surfer’s Magazine and was categorized as the “Ten Best Surf Trips of All Time”.

•S iargao has a strong and united community, it is able to resist, unite and face the upcoming problems.

• I n Boracay during the ‘90s the first resorts started to be built, Shangri-La was one of the firsts.

• I n Siargao it was not until late 2010 that bigger and more expensive resorts settled down, although until now, no international resorts have set foot in Siargao.

MASTER PLAN • I n the ‘90s a US-consultant was hired by the government of Boracay to come up with a master plan. Although it was put together it was never implemented.

• I n 2018 in Siargao, the urban planners Palafox were also hired to write down a master plan for the long term development of the island.

INTERNATIONAL AWARDS • D uring the following years Boracay received many awards, and in 2012, it was declared the “World’s Best Island” by Travel + Leisure. Since then tourism grew exponentially.

• I n 2018, Siargao was awarded as the “Best Island in Asia” by Conde Nast Traveler Magazine.

THE CRACK DOWN What came next for Boracay was what really “mutilated” the island. “Tourism grew explosively, but the infrastructure to support this growth did not keep up”, as said in the article “Timeline of Boracay”. The huge sewage and waste problem got the island to be closed for six months.

Every month since the beginning of this year, we shared with you a new saga of articles: Tales from the Philippines. The Philippines is the only Christian country in Asia and one of the most devoted in the world.

This unique devotion is impressive even to historic Christian countries like Italy, France or Spain, especially when some Filipinos crucify themselves during Holy Week. Surprisingly though, Filipinos are also very superstitious and many ancient (or pagan as some would say) beliefs, are still strong in our culture.

Every month, we will tell you all about some of the scariest, strangest, yet most popular Filipino monsters or creatures.

SIGBIN

MATRUCULAN

The Sigbin is a terrifying creature that is pictured differently depending of the region of the Philippines. Most of the time, they are pictured as a black hornless goat demon but also as a sort of reptilian crow and even a hybrid kangaroo/bat. The Sigbin usually walks backwards or crabwalks, his forelegs are much longer than the back ones and his head is hanging between them: a true horrifying scene. They are nocturnal creature sucking blood of their victim, hiding in their shadows. They are particularly attractive to lost children at night because they are easier to grab.

In 2005, scientists in Borneo discovered a black “cat-fox-like carnivore” with front legs longer than forelegs that seems to match with the descriptions of the Sigbin.

The Matruculan is a kind of invisible ghoul that eat fetuses. Impossible to detect, they will usually come into a house looking for a virgin girl, impregnate her without her noticing anything. The mysterious pregnancy will go on until the Matruculan comes back, also at night, and rip the woman’s womb to eat the fetus, killing her during the process. The story differs on if the monster also eats the mother at the same occasion.

There is no proven way to stop a Matruculan except this one. As soon as the mother is in labor, the custom is that the husband should, from time to time, swing a butterfly knife on top of the belly of his wife… A trick that is undeniably as scary as the Matruculan itself.

ENGKANTO Defining and describing an Engkanto is very difficult. Their name comes from the Spanish word translated as “enchanted”. They are environmental spirits very close to humans, they can be both sex, they age and can get sick. They are able to use portals to travel. Generally described as good looking and very charismatic personas, they also have super powers.

An Engkanto can be good or bad, they can either grant people super abilities, especially if they fall in love with you. However some of them can cause depression, coma and illnesses if they feel like it. In some places, it is customary for Filipino fishermen to offer meat and other delicacies to the Engkanto by throwing them into the sea, after a day’s bountiful catch.

MATRUCULAN

Ang Sigbin usa ka makahahadlok nga linalang nga gihulagway sa lain-laing paagi depende sa rehiyon sa Pilipinas.

Kasagaran, sila gihulagway nga itom walay sungay nga demonyong kanding apan usab usa ka reptil nga uwak ug bisan gani sagol kangaroo/kwaknit.

Ang Sigbin sagad maglakaw pina-bali o pina-alimango, ang iyang tiiil sa atubangan mas taas kaysa tiil sa luyo ug ang iyang ulo magbitay sa tunga-tunga: makahahadlok gayod nga talan-awon.

Pang-gabii sila nga mga mananap ug nagsuyop og dugo sa ilang biktima, nagtago sa anino. Sila ganahan gayod og mga nasalaag nga mga bata sa gabii kay dali lamang sila sakmalon. Sa 2005, ang mga siyentipiko sa Borneo nakadiskubre og itom nga “iring-singgalong nga mokaon og karne” nga adunay atubangang tiil nga mas taas kaysa luyong tiil nga nihaom sa deskripsiyon sa Sigbin.

Ang Matruculan usa ka dili makita nga ungo nga mokaon og mga puya. Imposible nga makita, sila sagad mosulod sa balay og mangita og birhen nga babaye, pamabdosan siya nga dili siya makabantay. ENGKANTO Ang pagtakda ug paghulagway sa Engkanto lisod kaayo. Ang ilang pangalan gikan sa Kinatsila nga pulong nagpasabot “gilamat”. Sila mga espiritu sa kinaiyahan nga duol sa mga tawo, mamahimo usab sila sa duha ka mga katawohon, manigulang ug mamahimong masakit. Mamahimo silang maka-abli og mga portal para mobyahe. Kasagaran, gihulagway sila isip maanyag ug may karismatikong persona, aduna usab silay mga gahom. Ang usa ka engkanto mahimo nga maayo o daotan, pwede sila maghatag sa mga tawo og espesyal nga abilidad, labi na kon mahigugma sila nimo. Apan ang uban kanila maghinungdan og depresyon, koma ug mga sakit kon ganahan sila. Sa ubang lugar, sagad sa mga Pilipinong mananagat nga mohatag og karne ug ubang pagkaon sa Engkanto pinaagi sa paglabay niini ngadto sa dagat, human sa adlaw nga daghang dinakpan.
