LETTER FROM DIRECTOR

There’s no doubt that being a part of the Army family comes ON THE GO with a unique set of challenges. Whether you’re the Soldier, family member, retiree or a Department of Defense civilian, I’m sure you’ve encountered an issue or process that made you scratch your head and say “there’s got to be a better way…” In my 45 years of federal service, I’ve encountered a few, to say the least. Thankfully, the Army created a program to address these issues. It’s called the Army Family Action Plan (AFAP). This Army-wide program is designed to improve quality of life for all members of the Army by providing a forum to identify, prioritize, and elevate quality of life issues to senior leaders for action and resolution.

Since 1983, 698 issues have entered AFAP, 528 issues were resolved and 160 classified as unattainable. AFAP has been the driving force behind the enactment of 129 pieces of legislation, 187 policy changes and 212 improved programs and services.

The ability to distribute the Montgomery GI Bill benefits to family members arose from an AFAP issue, as well as in-state college tuition and audio/visual surveillance in our child care centers. AFAP starts at the installations, where Army Community Service (ACS) oversees the process of gathering issues, resolving what is possible at the installation level and elevating any other issues to higher commands. In 2019, Fort Benning’s AFAP program was dissolved during some realignment of ACS programs. Earlier this year, at the request of Fort Benning’s Commanding General, MWR put a call out via our social media platforms to submit issues that affect quality of life at Benning. We then conducted A Better Benning - a One-Day AFAP Forum at the Benning Club in February. Delegates representing various Fort Benning demographics gathered to identify, discuss and prioritize issues. The forum identified 59 issues. We also formed “A Better Benning Steering Committee”, chaired by the Deputy Garrison Commander. The steering committee consists of agency stakeholders to track, work and resolve the issues identified at the forum. To date, the committee has condensed the issues into 44 topics by combining similar concerns. The committee resolved two issues and forwarded one concerning re-opening the North Columbus Family Home to the Department of Health Agency. The steering committee continues to work the remaining issues, meeting quarterly.

Oktoberfest – German culture, German food and beverages, German

music in the fest tent and three days of non-stop fun! And we have it all! Fort Benning’s famous Oktoberfest returns October 15 – 17 at Uchee Creek Campground and Marina. Our Oktoberfest is nothing you’ve ever seen before – even Germans tell us our fest is the most authentic one compared to the real Oktoberfest in Munich.

This year we will bring the Queen of Oktoberfest, Manuela Horn to Fort Benning.

Some call her Austrian Amazon as she is a yodeling, dancing and acting comedian. Born in Germany and having her own children’s TV show, Manuela was recognized in 2009 on America’s Got Talent and is known around the Globe. “It’s always Oktoberfest somewhere” is her motto, and October 15 – 17 she will entertain the Fort Benning community and we are so happy to have her here.

Returning to the Beer Tent stage is the Sonnenshine Express and the MCoE Band, so put on your dancing shoes, get your lederhosen and dirndl ready and come enjoy the most authentic Oktoberfest! For a small admission fee per day, you will enjoy 3 days of German food, games, fun and entertainment. Our Oktoberfest is open to the public. AWARENESS MONTH

Introduced in 1981, Domestic Violence Awareness Month aims to focus attention and support to the millions of people – women, men and children – in the United States who are impacted every year by domestic violence. Domestic violence reaches beyond all boundaries of race, ethnicity, religion, and economic status and may show itself in many forms such as hitting, strangulation, threatening, manipulating, or yelling. Domestic violence is a crime that is very harmful and usually gets worse with time, sometimes resulting in death. An abuser can be anyone, but usually they are the people that are in the closest relationship with a victim. Every day, almost 20 people a minute are physically abused by someone close to them, often occurring behind closed doors. An alarming statistic is that as many as 3 out of 4 Americans know someone who has, or is currently being abused. Too often nothing is done about it. Through awareness and education programs, the Family Advocacy Program (FAP) strives to promote healthy, respectful and nonviolent relationships so that we can end domestic violence. We all have the power to take action to keep our Fort Benning community safe. Be aware of warning signs of domestic violence, have the courage to listen to and believe the victim and become familiar with available resources. Specially trained Domestic Abuse Victim Advocates (DAVA) are available to provide support, information and referrals to individuals who experience domestic violence. They are here to help victims feel empowered and make informed decisions. Seek Victim Advocacy services by calling 706-545-3202 or 706-626-2614; after hours 762-408-4076. The National Domestic Violence Hotline is also available 24/7 by calling 1-800-799-SAFE. The Fort Benning FAP will be hosting special events and virtual trainings offering CEUs this October. Be on the lookout for purple ribbons in recognition of Domestic Violence Awareness Month. Let’s work together to protect the women, men and children of the Fort Benning community and put an end to domestic violence.

NEW PARENT SUPPORT PROGRAM

The New Parent Support Program provides Play and Learn Playgroup for Military Families with children ages birth thru 3 from 9:30 to 11 a.m. every third Thursday at the Blue Field Pavilion, Zuckerman Avenue. Reach us at 706-545-9358. Our playgroup provides information on topics related to young children and parenting, structured activities, as well as connections to community resources.

ACS RELOCATION PROGRAM We are located in Building 7, 7117 Baltzell Avenue. Our office hours are 8 a.m. - 4:30 p.m. Reach us at 706-5450403/4485 or stop by our office and pick up a Welcome Packet. Our program provides the following services: Welcome to Fort Benning! If you are new to the installation, join us for the weekly Newcomers Orientation 9-11am Wednesdays at Army Community Service Auditorium in Building 7 on Baltzell Avenue. All military personnel, family members and civilians are invited. Here you will learn about resources, programs, activities and organizations on post and all across the Chattahoochee Valley. Spouses are encouraged to attend, and children are welcome. Breakfast refreshments are provided. For more information, call 706-545-0403/4485. The Community Activities Resource Exchange (CARE) provides information on events and topics of interest within the surrounding communities to the Fort Benning community, specifically senior spouses and SFRGs who disseminate information throughout the community. Everyone is invited. Representatives from various post agencies (including the Garrison Command, MWR, ACS, Villages of Benning, DES, MACH, the Commissary, AAFES and the Chaplaincy) address current events, and guest speakers brief and entertain questions on various topics. CARE meetings are typically held the first Tuesday of each month (if falls on Federal holiday, held following Tuesday) during the school year, 9:30 – 11 a.m., at the Army Community Service headquarters in Building 7 on Baltzell Avenue. ARMY EMERGENCY RELIEF Army Emergency Relief has over 30 categories of assistance. This year AER HQ added a new category to assist with pet transportation during PCS. If you are preparing to PCS and discover that transporting your beloved pet causes a financial hardship or have any other financial emergency, please contact the Fort Benning AER office for more information at 706-626-0290 or 706-545-4043. You can also visit us at 7117 Baltzell Avenue, Building 7. January to March 2021, AER assisted 3500 Soldiers for over $7 million in assistance Army-Wide. The 2021 AER Campaign ended on 15 June 2021. Did you miss the opportunity to contribute this year? The purpose of the campaign is to bring awareness of the AER program; however, if you wanted to contribute, you still have time! Donations can be made anytime on-line at www.armyemergencyrelief. org. The 2022 AER Campaign will begin March 1 and run through May 15 next year. DEVELOPING A SPENDING PLAN with Financial Readiness Budget…for some people that term is considered a 4-letter word. It can cause people anxiety. Most people associate budgeting with deprivation or doing without. For most, creating a budget is a chore or burden. But, then you have other people (like your Financial Readiness Specialists and Personal Financial Counselors at ACS) who enjoy the process. The question is, how do we change the mindset of those who dislike budgeting into people who can at least get through the process and may even enjoy it a tiny little bit? The first thing we need to do is look at a budget differently. That is where the term “Spending Plan” comes into play. If you think of the process as a way that you get to spend what you earn each month… It helps you to see that a budget/spending plan can help you reach your financial goals. It doesn’t have to mean: do without. Find the things that you want to accomplish with your money and focus on them as “wins”. Do you want to save for an amazing vacation next year? Do you want to make sure you have enough money to go out on the weekends with your friends? Let’s focus on what you want to do with your money and then work around it. Then, we look at how we can make those things happen with what you have coming in each month and what monetary commitments you have. Yes, you do have to spend less than you make but, you can still enjoy life if you start thinking outside the box. The best part is that you don’t have to do it alone. BETTER OPPORTUNITIES FOR SINGLE SOLDIERS Every Army installation is authorized a BOSS program, with a president, representatives from each major subordinate command, a senior military advisor (usually the post or garrison Sergeant Major) and and advisor from MWR, who assists with financial planning, marketing and guidance.

LONG LIBRARY Aside from an extensive collection of print material, our library offers a variety of equipment and services, including free wireless internet, 77 desktop computers, thousands of DVDs and CDs, digital audio books, book clubs and children’s programs. Our research and reference resources are second to none, and our librarians are always happy to help. If you don’t find what you need, perhaps we can borrow it from another library.

Without Soldiers, there is no BOSS program. Every company, battalion, regiment and brigade will have a primary and alternate representative on orders for this additional duty. This Soldier should be highly motivated with leadership potential and a willingness to work for his or her fellow Soldiers. In addition, every company in each major subordinate command group, will have a primary and alternate company representative. Representatives act as liaisons, passing information to the Soldier and relaying questions, comments and concerns from the Soldier to BOSS committee members and the chain of command. BOSS meetings are held last Wednesday of the month at the Main Post Recreation Center, Building 2784, 7611 Sightseeing Road, 706-6177223.

FAMILY CHILD CARE

ARMY FEE ASSISTANCE (AFA) PROGRAMS AFA is an initiative that assists eligible Army Families to reduce the costs of off-post child care when on-post options are not available or accessible. Who is eligible to receive AFA? • Active Duty Army • Department of the Army Civilians • Active Army Reserves • Active Army National Guard

The Family Child Care (FCC) program is an integral part of the Child and Youth Services (CYS) child care system available on Army garrisons. FCC provides quality home based care for children 4 weeks to 12 years and is offered in government owned and government leased housing located on post. FCC has unique qualities that make it a preferred choice for many families. It offers flexible hours: full day, part day, extended /overnight, weekend and hourly care in a comfortable home setting. FCC also offers a 15% cost savings compared to Child Development Centers and School Age Care fees Army policy requires that anyone providing care on a regular basis for more than 10 hours per week, must be certified through CYS as a FCC provider. Providing unauthorized child care in government owned/ leased housing puts you at risk of losing your housing privileges. Unauthorized child care by an uncertified person puts your child at risk. The Youth Sponsorship Program is available to youth family members of active-duty, retired, and reserve military, as well as youth dependents of DoD civilians. The Youth Sponsorship Program has active students, ranging from middle school to high school to welcome incoming youth and assist with their transition to Fort Benning. The Youth Sponsorship Program can help your teen learn about their new community and make new friends. Getting involved quickly helps children and teens fit in and feel less stress associated with their PCS move. All it takes to join the club and visit the Middle School & Teen Center or contact your School Liaison Officer. Take advantage of the Outdoor Recreation ERC’s Lemon Lot! The Lemon Lot, located behind the Auto Skills Center, is available to all active duty and retired Soldiers, their dependents and DoD civilians. For only $11 per vehicle for 30 days, customers can take advantage of the convenience and visibility that the lot offers. Shoppers interested in purchasing a vehicle from the lot will find prices and contact information on the vehicle, usually posted near the windshield. PATTON RECREATION AREA

We offer three Recretaion Centers here on Fort Benning. We have one on Main Post, next to El Zapata, Harmony Church, next to the TMC Building and on Sand Hill, connected with Subway. Our recreation centers provide a friendly, safe and attractive facility for relaxation, recreation, unit functions, meetings, parties and workshops. They all offer computer labs, TVs, internet, pool tables, snack bars and much more! Main Post offers a Topgolf Swing Suite! The Topgolf Swing Suite features 2 simulator bays and a variety of virtual games – including the popular Topgolf target game, Zombie Dodgeball, Hockey Shots, Baseball Pitching Carnival Classic and more. WARRIOR ADVENTURE QUEST: Warrior Adventure Quest (WAQ) is an Army RESET training tool designed to introduce Soldiers to activities that serve as alternatives to aberrant behaviors often associated with accidents involving recently redeployed Soldiers. This tool presents coping outlets to help Soldiers realize their own new level of normal after deployment and “move on” with their lives. WAQ combines existing MWR Outdoor Recreation high adventure activities with a leader-led, afteraction debriefing tool developed by Army Medical Department center and school. WAQ is free to units; funding has been provided by the Department of the Army. WAQ eligibility includes all units located at Fort Benning, active duty soldiers only. Units may participate post-deployment or once every two years for non-deployable units. Activities offered include archery tag, go-karting, paintball, trap shooting, whitewater rafting and ziplining. 5K RUN SERIES

On your mark, get ready, and sign up for our next 5K Fun Run – the Beat the Sun Run! Happening on Thursday, September 2, 7 p.m.! Pre-registration costs $15 for runners age 6 and up, and $10 for children 5 and under. Day of registration prices increase by $5. When registering, you will be prompted to choose a time-slot (first-come, first-served). Each time-slot will hold 25 participants, and they run every three minutes. The annual Oktoberfest 10K Cross Country Challenge (with a 5K Family Fun Run and a Volksmarch) will be held Saturday, October 16, 9 a.m. This challenging 10K course winds deeply into the wooded hills around Uchee Creek. AQUATICS/POOLS

We have indoor pools available for lap and recreational swim throughout the fall and winter seasons. Our pools offer a number of classes and programs including adult and youth swim lessons, lifeguard training and CPR, first aid and AED certifications. We offer a 2-year lifeguard certification, which includes the American Red Cross Certification, lifeguarding, first aid, CPR and AED, for MWR patrons 15 and older. American Red Cross lifeguarding students must be at least 15 years old by the last day of class, and pass a pre-course swimming skills test prior to taking our course. Once students are enrolled, they’ll receive the latest science-based training from experienced instructors, and develop skills they’ll use for a lifetime. Call 706-545-1400 for more information.
