Events like these are an important part of what the Chamber is all about.

welcome There is something about the start of autumn that always brings a renewed sense of energy, and looking at what we have ahead of us at the Chamber, there is certainly plenty to be excited about.

The coming months will bring together businesses from across Hertfordshire to connect, share ideas, learn from one another and celebrate everything our community has achieved.

One of the highlights will be our Hertfordshire Business Exchange 2026, which promises to be a fantastic day of insight and inspiration. We have an exciting programme planned, including keynote speaker Linda Plant, familiar to many from BBC One’s The Apprentice, alongside breakout sessions covering some of the biggest opportunities and challenges facing businesses today.

Events like these are an important part of what the Chamber is all about. They give us the chance to bring different voices together, create new connections and make sure Hertfordshire businesses have access to the ideas, expertise and support they need to keep moving forward.

And, of course, it wouldn’t be the end of the year without a celebration.

December will see the return of our Christmas Lunch, Business and Baubles, at the beautiful Micklefield Hall. With a keynote from Grace Miller, former Head of Failure and Experimentation at Steven Barlett’s FlightStory, a live performance from Electric Umbrella and plenty of festive cheer, it promises to be a brilliant way to round off the year together.

The Hidden Costs

of Disconnected Software For many businesses across Hertfordshire, growth happens gradually. A new CRM supports sales.

Finance adopts specialist software. Operations invest in sector-specific tools. Marketing adds platforms to improve customer engagement.

Individually, each system solves a problem. Together, they can create a new one.

Disconnected software is one of the biggest barriers to productivity we encounter in growing organisations. Teams spend valuable time moving information between systems, correcting errors and searching for the right data.

What appears to be a technology issue is often a business performance issue.

The Cost You Don’t See When systems don’t communicate, employees become the link between them.

Customer information is copied from one platform to another. Invoices are checked manually against purchase orders. Customer service teams search multiple systems before responding to enquiries.

Individually, these tasks seem minor. Collectively, they consume significant time and prevent employees from focusing on customers, growth and improvement.

We recently worked with a business processing up to 1,500 supplier emails each week. Every email contained invoices and compliance documents that needed validating, matching and uploading.

The process required three to four full-time employees and became increasingly difficult to scale.

Businesses that gain the greatest value from automation are not simply saving time; they are creating reliable information that can be used confidently across the organisation.

Hertfordshire businesses hold their own as UK export outlook darkens UK exports are under pressure. But across Hertfordshire, businesses are still finding opportunities overseas...

The UK’s exporters are facing a difficult year, with overseas orders falling to one of their weakest levels in two decades. But while the national picture is challenging, businesses in Hertfordshire continue to find opportunities in markets around the world.

According to the British Chambers of Commerce (BCC), just 16 per cent of exporters reported increased export orders in the second quarter of 2026, down sharply from 25 per cent in the first quarter. Meanwhile, 26 per cent reported a fall in orders, leaving the balance of firms reporting increased orders at -10 per cent.

The BCC says export orders have only been weaker during the pandemic and the financial crash of 2008-2009.

Services exporters have been particularly hard hit, with just 14 per cent reporting increased orders, compared with 21 per cent of manufacturers.

For Hertfordshire, however, the latest figures from the Hertfordshire Chamber of Commerce point to a county whose businesses are continuing to engage strongly with international markets.

Between June 2025 and June 2026, the Chamber supported £574.9 million worth of exports, across 4,256 export documents. It regularly helped 140 Hertfordshire

companies trade internationally, with businesses reaching 90 countries, from Albania to Zambia. Members also saved more than £124,000 in documentation fees.

The latest figure represents a substantial increase on the previous two years. Between June 2024 and June 2025, the value of exports supported by the Chamber was £411.6 million, while the figure for June 2023 to June 2024 was £373.3 million.

Among the Hertfordshire businesses building an increasingly international presence is QCS Staffing, the Berkhamsted-based recruitment company, which has been operating globally since its foundation in 1992.

Its international growth was recognised earlier this year when it won the Excellence in International Trade award at the Inspiring Herts Awards. QCS also won Workplace Wellbeing and Business of the Year (Medium to Large), while being highly commended for Investment in People Development.

The company recruits for life sciences, data centres, heavy lift and renewable energy, with its business now spanning around 30 countries. Much of its international growth has come through relationships developed in Europe and subsequently taken into the US and beyond.

The company’s US operation is now a particular focus, with around 30 employees there and plans to continue expanding. But international growth has not come without its complications.

For QCS, one of the biggest challenges has been understanding and complying with different rules in different countries. A major opportunity in Germany, for example, required the business to change the way it onboarded contractors in order to operate compliantly.

“Every country is so different,” says Charlotte.

For another Hertfordshire exporter, the route to international growth has been through physical products rather than services.

Hertford-based Air Energy Limited supplies compressors, vacuum pumps, low-pressure blowers and the aftermarket parts used to service and maintain them.

Managing Director Mark Asker says overseas sales now account for 55 per cent of the company’s turnover.

“Even back in 2014, it was still 30 per cent of our business, and since then it’s continued to grow,” says Mark.

Europe remains Air Energy’s primary international market, but the company sells across the world, including the Middle East, Northern Africa, South America and North America.

And despite the uncertainty surrounding US tariffs, its North American business has expanded over the past year.

“We thought that would be a huge challenge for us and that we would see a massive drop off in our Northern American sales,” says Mark. “And it’s had the opposite effect.”

For Air Energy, international growth has involved adapting the way it does business. The company previously required overseas customers to pay upfront, but has worked with its bank to underwrite customer debt, allowing it to offer credit facilities to larger international clients.

The business has also had to become increasingly adept at navigating the complexities of moving goods between different markets.

Asker says Brexit has added another layer to the process, with businesses having to consider duties, VAT, customs and the most efficient route for getting goods from A to B. “We’re always trying to route things in different ways, trying to find the best way so that we can be cost-effective to our customers,” he says. “Documentation is key – you’re always trying to make sure everything is perfect so that it doesn’t get held in customs.”

That complexity is precisely where Chamber support can become valuable, particularly for smaller businesses without specialist international trade teams.

Hertfordshire Chamber helps businesses with the documentation and certification required to export, while members receive discounted documentation services. Its figures show that the organisation saved members more than £124,000 in documentation fees over the past year.

For Air Energy, the benefit goes beyond simply processing paperwork. “We need to produce lots of certificates and you get them half price if you’re a member through the Chamber,” says Mark.

But it is the knowledge and advice available through the Chamber that he says can be particularly useful when dealing with complicated transactions.

“Having the support of the Herts Chamber or the British Chambers to advise ‘this is what you need to do, this is what you can’t do, these are the shipping terms you should be looking for...’, it’s things like this which are incredibly valuable.”

For businesses considering exporting for the first time, both companies emphasise preparation.

Charlotte says QCS took a cautious approach to its expansion into the US, establishing business there from the UK before committing to an office and a larger team.

“It takes a lot of planning. You can’t run before you can walk,” she says. “It’s all about having that preparation and the confidence to do it.”

Mark similarly believes businesses should understand their proposed route into international markets before taking the plunge.

Documentation is key – you’re always trying to make sure everything is perfect so that it doesn’t get held in customs.

“I think now with AI, that’s where you can you can get your process. AI knows all of the VAT implication, and VAT implications for different countries.”

But he says technology should be backed up by human expertise.

“You can only get so much information, and then you just need to sanity check it.”

His advice to those wanting to export: “Find someone who’s doing the same thing. Speak to them. Or speak to the Chamber!”

For Hertfordshire Chamber, the latest figures suggest there is both resilience and opportunity within the county’s international business community.

And while the wider UK export environment remains uncertain, businesses such as Air Energy and QCS show how international growth can take very different forms, from selling specialist engineering components on the other side of the world to building recruitment relationships that cross continents.

For Hertfordshire businesses looking beyond the UK, those opportunities remain, but as the national figures underline, finding them increasingly requires preparation, flexibility and a willingness to navigate a more complicated global trading environment.

An award-winning formula Businesses from across the county came together for a workshop designed to demystify one of the UK’s most prestigious business awards, breaking down everything from eligibility criteria to application tips and first-hand success stories.

The King’s Award for Enterprise Workshop, at Oaklands College, allowed previous winners, industry experts and representatives involved in the awards programme to share advice, answer questions and inspire more organisations to put themselves forward.

Attendees heard how a successful application goes far beyond listing business achievements. Speakers encouraged businesses to focus on the impact they’ve made, back up claims with clear evidence and tell an authentic story that’s tailored to a chosen category, whether that’s Innovation, Sustainability, International Trade, Promoting Opportunity or the Young Founder Award. Other top tips included: plan your responses; use plain English; and allow sufficient time.

Previous award recipients shared their own experiences of the application process, offering honest reflections on what strengthened their submissions, the lessons learned and the lasting benefits of receiving a King’s Award. Speakers included: • HM Lord-Lieutenant of Hertfordshire, Robert Voss CBE CStJ, who shared an overview of the awards • Matt O’Conner, Managing Director at John O’Conner Grounds Maintenance – winners of the Promoting Opportunity Award in 2026 • Richard Cooksey, Managing Director at JPA Workspaces – winners of the Sustainable Development Award in 2023 • John Howie, Co-founder of Lintbells – winners of the International Trade Award in 2023 and also winners of the Queen’s Award for Enterprise in Innovation (2016 and 2018) • Anthony Lovat, Chairman of OPRO Mouthguards (who joined virtually from Italy) – winners of the Innovation Award in 2026 and also winners of the Queens Award for Enterprise in Innovation in 2007 and 2019 In his speech, Matt said that the impact of receiving the award has been invaluable, helping to strengthen the company’s tender position, give them a clear differentiator in the market and an enhancement in client confidence. Richard also said that the feedback received from the awards process was instrumental in driving the business forward, highlighting the long-term value of taking part.

The workshop also featured contributions from Mary Sykes, Chamber Corporate Relations, who opened and closed the workshop, and Andrew Slade, Principle of Oaklands, who welcomed all guests to the College.

Caroline Maher, Head of Events at the Chamber, said: “These awards recognise some of the UK’s most outstanding businesses, but many organisations don’t realise they’re eligible to apply. Workshops like this are about giving businesses the confidence and guidance they need to showcase their achievements. Hearing directly from previous winners and those involved in the awards process provides hugely valuable insight and we hope that even more Hertfordshire businesses will feel inspired to put themselves forward.”

A pitch-perfect morning With panoramic views of an iconic stadium in a setting celebrating an iconic figure, the Sir Elton John Suite provided a memorable backdrop for an exclusive breakfast featuring plenty of networking, business updates and behind-thescenes access.

Held at Watford Football Club, the Patrons’ Breakfast welcomed representatives from across Hertfordshire’s business community. Hosted by the Chamber’s CEO, Daniel Martin, the event brought together organisations from a range of sectors, creating valuable opportunities to reconnect with familiar faces and forge new partnerships.

Against the unique backdrop of the suite – named after one of Watford FC’s Honorary Life Presidents and a huge fan – conversations continued throughout the morning as members exchanged experiences and explored ways to collaborate.

Following a full breakfast buffet, attendees enjoyed an exclusive tour of the stadium – from the dressing rooms to the media suite, giving members a fascinating insight into areas usually reserved for players and matchday operations.

Daniel said: “Our Patron members play a vital role in supporting the Chamber and the wider community, so these breakfasts are an important opportunity to bring them together. They provide a dedicated space to strengthen relationships and discuss the opportunities and challenges facing businesses across the county.

“Hosting the event in Watford stadium, with exclusive access, added another dimension to the morning and created an experience that members will remember.”

Representatives from a wide range of organisations attended the event, reflecting the breadth of industries within the Patron community. Those in attendance included Ness M Care Services, Tate Recruitment, University of Hertfordshire, Hertfordshire Community Foundation, Broxbourne Council, East Anglia RFCA and Ashbourne Insurance.

Business meets BBQ Warm evenings, sun-lit surroundings and the smell of a BBQ – summer is the perfect season to bring a business community together.

That was the backdrop for this year’s Hertfordshire Chamber Summer BBQ, at the Brickendon Grange Golf Club and sponsored by Ashbourne Insurance. The annual event saw members from across the county enjoy an evening of informal networking, great food and plenty of entertainment.

Guests were welcomed with a summer cocktail before enjoying a relaxed evening in a picturesque venue. Away from the structure of traditional networking events, the BBQ allowed members to catch up and forge new business relationships.

Isobelle Foley, Membership Account Manager at the Chamber, said: “Our Summer BBQ is always a highlight of the Chamber calendar because it gives members the chance to connect in a completely different setting.

“Stepping away from the office and enjoying a summer evening allows conversations to happen naturally, helping members strengthen existing relationships, make new connections and enjoy everything that’s great about our community. It was fantastic to see so many businesses enjoying some fun in the sun.”

Peter Smits, Managing Director at Ashbourne Insurance, and Jack Smits, Business Development Manager, delivered an insightful speech, while talented jazz guitarists from Hertford Regional College and Oaklands College provided the perfect soundtrack.

The event, with the Lord-Lieutenant of Hertfordshire, Robert Voss CBE CStJ, and Celia Voss in attendance, was praised by attendees. Ranjit Karavadra, Group Commissioning Manager at Westgate Healthcare, said: “Really well organised with welcome drinks on arrival and the setting was beautiful.

It was nice to meet new people and network – linking different businesses together.”

Winding-up petitions are used to ask the court to wind up a company or put it into liquidation. Usually they are presented by creditors on the basis the company owes them money.

In a difficult economic climate, businesses are turning to winding-up petitions as a way of recovering their debts.

Nat Young, Partner in Insolvency and Dispute Resolution, explains why.

Technically, as insolvency judges frequently tell lawyers, winding-up is a class remedy for the benefit of all the company’s creditors, not a debt recovery tool. However, bringing winding-up proceedings can be a better way to enforce debts than court proceedings.

Court proceedings to enforce debts are notoriously slow, and end with a judgment that you may or may not be able to enforce. Insolvency proceedings apply much stronger pressure at a much earlier stage. A company either has to pay any undisputed debt, or it will cease to exist.

In simple terms, following a winding-up process works best when a company can pay, but chooses not to pay.

Some companies deliberately avoid paying their debts. Others have access to some money, but only enough to pay their most pressing creditors. If faced with the prospect of being shut down, they will find a way to pay, or at least make an offer.

Some companies simply cannot pay, and cannot get funds from elsewhere.

Put under pressure, they will go into liquidation. The unsecured creditors will usually get little and often get nothing.

However, court proceedings are also of little use in that scenario.

Some companies are just disorganised and let their debts go overdue. While a winding-up petition may be effective, it could also be overkill compared to court proceedings.

Winding-up petitions are only for use against limited companies and LLPs. However, bankruptcy petitions can be used against individuals, including sole traders. The process and rules are different, but the overall advantages and disadvantages are similar.

Winding-up petitions only require a minimum debt of £750. Unlike court proceedings, the petition costs the same whatever the size of the debt, so for small debts where there is a risk the debtor cannot pay, the petition costs will be disproportionate. However, the debtor will have to pay the creditor’s costs to get rid of a properly presented petition, so the main question is whether the debtor can pay rather than the size of the debt.

If there is a genuine dispute, presenting a winding-up petition is not a good idea.

The debtor can apply to court for an injunction to prevent you proceeding, and will want their costs paid too. However, where a debtor is trying to run a spurious defence, winding-up proceedings can be quite attractive. The injunction process means the court decides whether there is a genuine dispute much more quickly than it would in court proceedings, which will often take several months to get to the same stage.

From the simple exit of a shareholder to a falling out, or from the incapacity or death of a shareholder, a Shareholders Agreement can provide you and your shareholders with the mechanisms to deal with such events.

Using the case study of Debbie and Richard, we explain one of many important reasons why protecting your business interests with a Shareholder Agreement is essential.

Debbie and Richard ran a successful printing business. They had worked together for 25 years. Debbie was 58 years old and Richard was 50 years old.

Debbie held 75% of the issued shares. Richard held the other shares and both were directors.

Debbie had decided that she had had enough in the printing industry.

She wanted to sell the business.

not retire when she wanted to and in the way she wanted to.

NOTE: “Without a Shareholder Agreement in place there was little that Debbie could do. A shareholder agreement could have included a provision that if the majority shareholder wanted to sell the business, the minority shareholder could be forced to sell their shares, provided that the same terms were offered to that minority shareholder, such as price per share.”

Richard felt that he still had at least another 10 years until he was able to retire.

A competitor had expressed an interest in acquiring the business but only if he acquired all the shares so that longstanding contracts that the company had with key customers would remain without having to be assigned or novated as part of a sale of the assets and goodwill.

“This is known as a ‘drag along’ clause and is very commonly used by majority shareholders.”

For obvious reasons, he was also not interested in acquiring only part of the shareholding.

DO YOU NEED TO SET UP A SHAREHOLDER AGREEMENT?

Richard would not agree to sell his shares, particularly to this competitor, as they had fallen out over a customer years before.

Throughout the year, regular Chamber breakfasts give members the chance to do exactly that, combining business insight with the opportunity to strengthen relationships across the Hertfordshire business community. Two recent Gold and Platinum Members’ Breakfasts brought members together for mornings of collaboration over a coffee or two.

Held at the Chamber’s Hatfield office, each event featured a guest speaker sharing advice to help businesses tackle current challenges and seize new opportunities. At the first breakfast in June, David Norton founder of Commsquest Communication Consulting, explored The Power of a Vision in the AI Age, encouraging attendees to think strategically about the future of their organisations through a practical 60-second vision toolkit.

The following breakfast in July welcomed Janet Efere, founder of Adaptive Sales Group and bestselling Amazon author, who shared advice on building a successful sales pipeline. Her engaging session provided members with actionable ideas they could take back to their own businesses.

Janet also praised the event, saying: “I’d give the staff more than five stars if I could.”

Alongside the presentations, members were invited to introduce themselves through two-minute networking rounds.

What 40 years in accounting can teach today’s businesses From handwritten ledgers to cloud accounting and AI-powered software, few people have witnessed the transformation of the accountancy profession quite like one Hertfordshire director celebrating 40 years with the same firm.

Joining HB in 1986 after training with Mercer and Hole and gaining experience at BDO Stoy Hayward, Keith has seen firsthand how technology has revolutionised the profession. Yet despite the pace of change, he believes the fundamentals of great accountancy remain the same.

“Clients like to know who they’re dealing with. Technology will continue to change, but people still want a relationship, not just a service. Trust is everything. Clients need to know you’re in their corner and that your advice is genuinely in their best interests.”

Throughout his career, Keith has played an important role in shaping HB Accountants. Early on, he developed the firm’s audit programme, creating systems and processes that continue to underpin its approach today.

This year has also seen Keith step back from his Managing Director responsibilities and hand the role to Karen Chase.

He will continue working part-time with a portfolio of corporate and charity clients, while mentoring the next generation of accountants within the firm.

This year marks four decades since Keith Grover joined HB Accountants, having helped shape the business through a period of extraordinary change while remaining committed to the principles that have always mattered most: trusted advice, long-term relationships and a genuine understanding of clients’ businesses.

A second chance to make every mile count Runners looking to take part in next year’s London Marathon are being given the opportunity to raise funds for Hertfordshire charities.

Hertfordshire Community Foundation (HCF) has secured a limited number of guaranteed places for the event on Saturday, April 24, 2027, the first time the Marathon will be run over two consecutive days. The exclusive places are available for businesses looking to champion employee wellbeing, strengthen their social impact and raise vital funds for communities across Hertfordshire.

Every runner who takes part on behalf of HCF will commit to raising a minimum of £2,500, with every pound helping to fund grassroots charities and community groups tackling deprivation in Hertfordshire. From supporting vulnerable families and improving mental wellbeing to helping older people, young people and voluntary organisations, the funds raised will stay in the county, benefiting those who need it most.

Harassment at Work Law Changes

From 30 October 2026, employers will face a significant increase in their legal responsibilities to prevent harassment in the workplace.

Until now, many employers have focused on responding to complaints once they arise.

However, the Employment Rights Act 2025 shifts the emphasis firmly towards prevention.

Employers will be expected to demonstrate that they have taken proactive steps to minimise the risk of harassment occurring in the first place.

A higher legal standard Since October 2024, employers have been under a statutory duty to take reasonable steps to prevent sexual harassment of employees during the course of their employment.

From 30 October 2026 employers must instead take all reasonable steps to prevent sexual harassment.

Understanding “all reasonable steps” What does the new legal standard actually require?

Employers simply maintaining an antiharassment policy and delivering occasional online training is unlikely to satisfy the new requirements on their own.

Employment Tribunals are likely to consider a range of factors, including whether the employer has: • carried out workplace harassment risk assessments; • identified customer-facing risks; • reviewed policies regularly; • delivered meaningful and up-to-date training; • ensured managers understand their responsibilities; • encouraged reporting of concerns; • investigated complaints promptly and fairly; • monitored recurring issues; and • reviewed whether preventative measures remain effective.

The focus is on continuous improvement rather than one-off compliance exercises.

If a claim reaches an Employment Tribunal, having appropriate documentation could prove decisive.

Employers should ensure they retain evidence of: • equality and anti-harassment policies; • harassment risk assessments; • staff training records; • manager training programmes; • complaints received; • investigation reports; • actions taken against customers where appropriate; • policy review dates; and • periodic audits of harassment prevention measures.

Tribunals are likely to expect employers to demonstrate that prevention forms part of their ongoing management processes rather than simply reacting after problems arise.

Third-party harassment The Employment Rights Act 2025 also introduces liability where workers are harassed by third parties, for example from customers and clients. This protection extends beyond sexual harassment and applies to harassment related to all of the protected characteristics under the Equality Act 2010, including race, disability, religion or belief, age, sex, sexual orientation and gender reassignment.

For businesses whose commercial success depends upon positive customer relationships, this represents an important cultural shift.

Employers will need to balance customer service with their equally important responsibility to protect employees from harassment.

Employees working in customer facing roles are particularly at risk of third-party harassment.

Examples of conduct that could amount to unlawful harassment include: • repeated sexually suggestive comments directed towards employees; • unwanted touching or attempts at physical contact; • racist or discriminatory language; • offensive jokes relating to disability, religion, age or sexual orientation; and • intrusive questioning about an employee’s personal life; Under the new regime, failure to take steps to prevent harassment of staff from customers could expose employers to legal claims if reasonable preventative measures have not been taken.

Managers should understand: • how to recognise unlawful harassment; • how to respond immediately when incidents occur; • how to support affected employees; • when customer behaviour requires intervention; • how to investigate complaints fairly; and • when external advice should be sought.

Employees should also receive practical guidance using scenarios that reflect the realities of their working arrangements.

A new statutory Code of Practice Further guidance is expected before the new provisions come into force, including updates to the statutory guidance issued by the Equality and Human Rights Commission.

This guidance is expected to provide practical examples of what amounts to “all reasonable steps” and is likely to influence how Employment Tribunals assess employer compliance.

Compensation risks Employers should also remember that failing to comply with the preventative duty may have financial consequences.

Where an employee succeeds in a claim involving sexual harassment and the employer is found to have breached its preventative duty, an Employment Tribunal has the power to increase compensation by up to 25%.

Looking ahead The changes taking effect on 30 October 2026 represent one of the most significant developments in workplace equality law for many years. They reflect a clear expectation that employers should not simply respond to harassment but actively work to prevent it.

The district’s calendar is filled with festivals, performances, markets and community events, ensuring its heritage is something to participate in, rather than simply admire.

St Albans Market has also been part of city life for hundreds of years, while independent shops, cafés, pubs and restaurants sit alongside familiar high-street names. Harpenden brings another bustling town centre to the district, complemented by villages and communities including Redbourn, London Colney, Wheathampstead and Bricket Wood.

The wider district has plenty of its own stories to tell.

Harpenden combines independent shops and restaurants with extensive green spaces, while Redbourn, Wheathampstead and other villages offer a quieter pace within easy reach of the city and London.

Hospitality is an important part of the mix. Lussmanns has served customers in Heritage Close for more than 20 years, building a loyal following around seasonal, ethically sourced food. Its relationship with the area extends beyond the restaurant. The group has donated close to £60,000 to Hertfordshire charities over the past decade and, during the pandemic, its St Albans kitchen prepared and delivered more than half a million meals.

There is plenty to draw people into the city after working hours too. St Albans’ pubs are an attraction in their own right – fitting for a city that claims one of the highest concentrations

Beyond the streets and shopfronts, green space is another defining feature. Verulamium Park brings more than 100 acres of parkland into the heart of the city, while Heartwood Forest, Nomansland Common and countryside across the wider district offer plenty of room to escape.

That balance between local character and wider connection runs through St Albans’ business community too. A borough on the move For a borough with more than a millennium of history behind it, Dacorum is showing no signs of standing still Not many places can trace their roots back over a thousand years while simultaneously focusing on the future. Yet, Dacorum manages exactly that – bringing together historic towns, thriving business communities, green spaces and ambitious plans for the future.

Officially formed in 1974, Dacorum takes its name from an Anglo-Saxon ‘hundred’, an ancient administrative division covering roughly the same area around 1,000 years ago.

Once home to the Vikings, today it encompasses Hemel Hempstead, the urban districts of Berkhamsted and

Tring and surrounding villages, with a population of more than 155,000.

Its location has long been one of its biggest draws. Sitting on the edge of London, around 30 minutes by train, Dacorum benefits from connections to the M1, M25, A41 and A1, alongside rail links and easy access to major airports. For businesses wanting connectivity and also quality of life, it offers the best of both worlds.

With just under 8,000 active businesses contributing to the local economy – 98 per cent small or micro – Dacorum has a high concentration of professional, scientific and

technical industries, information and communication, construction, engineering and manufacturing.

Major names include Gama Healthcare, Henkel, Atlas Copco, Sopra Steria, Smiths Detection, Thermo Fisher, Murphy, Bourne Leisure, Britvic, Huel, Aerospheres and Sir Robert McAlpine.

Hemel Hempstead’s Maylands Business Park is at the heart of that activity, home to more than 650 businesses and approximately 20,000 employees. Dacorum is also home to Herts Innovation Quarter, Hertfordshire’s Enterprise Zone,

which is helping to build a cluster of clean-tech, smart construction and environmental technology businesses.

Among those calling the area home is independent HVAC specialist PACAIR, which has been based in Hemel Hempstead since its launch 23 years ago. Its location provides easy access to customers, suppliers and project partners across the UK, while the company’s work on decarbonisation and energy-efficiency projects reflects Dacorum’s growing focus on innovation and sustainability.

ProTech Recruitment is another longstanding local business, connecting companies across the UK with STEM talent for more than 30 years.

Employee-owned and proudly based in Dacorum, the company points to the area’s heritage in engineering, manufacturing and innovation – as well as its collaborative business community – as part of its appeal.

Support is also available for the borough’s next generation of entrepreneurs. Now in its 12th year, the Dacorum’s Den (not to be mistaken for Dragon’s Den!) Business Grant has awarded almost £130,000 to 100 business owners to secure grant funding and get new ideas off the ground.

And there is plenty more growth ahead. Prologis Park Hemel Hempstead, continues to develop, with high-quality sustainable industrial space. On-demand vinyl and CD platform elasticStage recently signed a 15-year lease for a 53,787-squarefoot advanced manufacturing facility.

The new site will allow the company to expand its operations to produce more than 15 million records a year. elasticStage CEO, Steve Rhodes, said: “Our new space at Prologis Park Hemel Hempstead marks a major moment for us. We’re growing at pace and need somewhere that can both accommodate our expansion plans and meet our advanced manufacturing requirements.”

Meanwhile, the Maylands Plus masterplan sets out a 20-year vision

for the business park, responding to changing commercial, economic and environmental needs. The accompanying Maylands Wayfinding project is also moving into delivery, improving legibility and connectivity while strengthening Maylands’ identity as a premier business destination.

Change is taking place beyond the business park too. Hemel Garden Communities is expected to deliver more than 11,000 homes and create 10,000 jobs by 2050, with new and existing neighbourhoods connected by green infrastructure and sustainable technology.

Hemel itself has come a long way from its post-WWII ‘new town’ beginnings. The Marlowes and Riverside shopping centres provide familiar high-street names, while the cobbled Old Town offers independent shops, pubs, restaurants and cafés.

Regular markets give further life to the town, including antiques, vintage and artisan offerings.

Berkhamsted and Tring bring their own distinct characters. Berkhamsted combines a bustling high-street with independent businesses and the ruins of the historic Norman castle, while Tring – with roots stretching back to prehistoric times – is home to a Natural History Museum.

Across the borough, countryside is never far away. The Chilterns, Grand Union Canal and almost 500 acres of parkland managed by the Boxmoor Trust sit alongside green spaces including Gadebridge Park, Paradise Fields and Hemel’s award-winning Water Gardens.

There is plenty to keep residents and visitors busy too. Attractions range from the Ashridge Estate and ZSL Whipsnade Zoo to The Snow Centre, The XC, Planet Ice and Apsley Marina.

Its hospitality scene is equally varied.

Tring Brewery and Mad Squirrel Brewery showcase local brewing, while hotels – such as Pendley Manor and Shendish Manor – provide countryside escapes.

Champneys spa in Tring is the new host venue for Ideas Fest Dubbed the ‘Glastonbury for business leaders’, the national event returns to the borough in September for its third year and is expected to draw thousands of delegates for two days of networking and thought leadership amidst the splendor of the wellness resort.

Dacorum has also developed an impressive screen resume. Its diverse, film-friendly locations have recently appeared in productions such as The Thursday Murder Club, The Running Man, The Conjuring: Last Rights, Sweetpea, Man vs Bay and Grantchester. Bovingdon Airfield Studios also hosts major TV productions, with audiences able to apply for tickets to shows including The Masked Singer.

Looking ahead, investment in sustainable transport is continuing, from cycling and walking infrastructure to improved connections with Maylands Business Park.

Dacorum Borough Council is also investing £23 million in Hemel Hempstead and Berkhamsted leisure centres to support healthier, more active communities, while the Dacorum Local Plan 2041 is progressing through examination, setting out a longer-term approach to housing, employment, sustainability and heritage.

It’s a balancing act that sums Dacorum up perfectly. Historic streets sit alongside advanced manufacturing, thriving high streets give way to rolling countryside and an established business community is making room for the industries of tomorrow.

Fresh air, fresh perspectives A summer gathering proved that swapping meeting rooms for the outdoors can be just as valuable when it comes to building relationships as it is for recharging the mind.

That was the thinking behind this year’s Summer Netwalking event, hosted by the Chamber in partnership with the Borough of Broxbourne Council. Designed to promote wellbeing while encouraging new connections, the event brought together members and non-members for a morning all about conversation and community.

Attendees explored the idyllic grounds of The Ridings Restaurant and Rooms in Waltham Cross, which provided a refreshing change of scenery. The beautiful weather played its part, while the company of a few four-legged friends made the morning even more memorable.

Claire Brewster, Membership Success Associate at the Chamber, said: “Business relationships aren’t always built around a meeting table. Sometimes they begin on a walk, through an unexpected conversation or a shared experience. Summer Netwalking is about creating those opportunities and it was great to see so many people join us in stepping outdoors and building relationships in a more natural setting.”

Held at the Chamber’s offices, the Silver Members’ Breakfast gave attendees the chance to strengthen existing relationships, build valuable new connections and pick up practical advice on getting more from networking.

The event featured a talk from Janet Efere, Founder of Adaptive Sales Group, on how businesses can use networking to fill their sales pipeline.

She explored the importance of following up with connections made at events and how those initial conversations can be developed into potential opportunities, sharing practical strategies attendees could take back to their own business.

The session clearly struck a chord with those in the room.

Designed to connect businesses based in and around Hatfield, the breakfast brought together familiar faces and newcomers from across the business community.

In Hertfordshire, Google is steadily becoming a familiar neighbour – one with deep insight and a real determination to make a positive impact locally.

Michael says the Chamber has helped to give a clear picture of local business needs and helped foster links with local organisations that might otherwise feel the tech giant is “too big” for them.

In 2025 Google opened its first UK data centre north of central London in Waltham Cross – part of a twoyear, £5 billion investment to help the UK develop its AI economy and support thousands of jobs.

“The Chamber is closely aligned with our goals of increasing local jobs, strengthening the economy and supporting business growth,” he added.

But the ambition is to also have a lasting impact beyond the building itself, with a clear commitment to be more than a piece of infrastructure and a catalyst for local growth and community opportunity.

“When we need to connect with organisations doing community work, the Chamber consistently helps open the right doors and puts us in touch with the people who can help.

Michael Blake, EMEA (Europe, Middle East and Africa) Regional Community Development Lead at Google Data Centres, says Google’s mission is to ensure that wherever it operates, the local community benefits directly.

“There are amazing things happening in the county and it’s important other people know that. The Chamber has supported us in doing that and to get those messages out – but also in connecting me with others when we want to say, ‘let’s collaborate, let’s do this together’.

Let’s share great work and learn from each other.”

Its key motivators are workforce development and education, expanding access to opportunities for people from all corners of the community and accelerating the local economy.

“We want to be a positive lever for the community,” he explained. “It’s about showing up, rolling up our sleeves and being here for the long-term.

“Wherever Google builds a data centre, we will have a dedicated community investment budget to invest and support the local area.”

While Google has only operated in Hertfordshire for a couple of years, it is already creating a strong presence locally, working with a host of groups and organisations.

Those include family support charity CHEXS, where it is delivering AI and skills support programmes for local young people and families.

It is also supporting schemes aimed at helping young people improve their mental health by getting out into nature. Plus, the CHEXS Computer Science Workshops are a bespoke educational programme launched in autumn 2025 developed in partnership with the Royal Institution (Ri) and funded by Google.

Michael’s team recently celebrated the launch of the Emerging Tech Incubator in partnership with Broxbourne Enterprise Centres to offer direct, hands-on access to advanced AI, machine learning and emerging technology tools.

And that’s just the start.

“It’s about creating a ‘spark’,” said Michael.

“Whether it is teaching a child about internet safety or helping a local business integrate AI into their operations, the goal is to create pathways for the future. By embedding ourselves into the local community, the benefits are felt by the people who live and work there every day.”

As a Patron of Hertfordshire Chamber of Commerce, Google has found a vital partner, enabling it to put down roots and understand what makes the local business landscape ‘tick’.

“We were a member before the site was operational.

Commercial property insights event brings together Herts and Beds advisors Commercial property owners and investors from across Hertfordshire, Bedfordshire and the South East were invited to attend a specialist panel discussion exploring the legal, tax, financial and surveying considerations that are shaping today’s commercial property market.

Hosted by Taylor Walton Solicitors, Commercial Property Insights: Practical Strategies for Owners and Investors took place at The Grove, Watford and brought together experts from the legal, financial planning, tax and surveying professions to provide practical guidance for those responsible for managing, investing in and growing commercial property portfolios.

The event was designed to be highly interactive, with audience members invited to put their questions directly to the panel during a dedicated Q&A session. The morning also provided opportunities for networking with fellow commercial property owners, investors and professional advisers.

A small change with a big impact A comfortable chair, a friendly welcome and a little understanding may not sound like major changes, but for breastfeeding families they can make the difference between feeling able to visit a business or staying away altogether.

Hertfordshire County Council is encouraging more businesses and organisations to join its Breastfeeding Friendly Scheme, helping to create places where parents can feel confident feeding their babies while out and about.

The need for that reassurance is clear.

While 85 per cent of adults say that they are not bothered by seeing a woman breastfeeding, 63 per cent of breastfeeding women report experiencing unsupportive comments or behaviour while feeding their baby in public. Half of new mothers also report that they did not attempt to breastfeed in public during the first few weeks of their baby’s life.

For businesses, becoming breastfeeding friendly can be surprisingly straightforward. Those

joining the scheme are asked to ensure staff provide a welcoming and helpful attitude, offer a clean space with comfortable seating and, where possible, provide a little privacy.

Businesses are also given a poster, a certificate and a window sticker to make it clear to families that they are welcome. Training resources and a staff policy are available to help teams understand breastfeeding laws and how best to support customers.

There are business benefits that can be gained from this too, from attracting new customers and encouraging repeat visits to demonstrating a commitment to the local community.

The scheme is open to a wide range of businesses and organisations, including those running activities such as yoga.

AI has changed the value of credibility

Have you ever asked Google about your business. Strand MD Laura Pearce tells you why you should…

For years, there’s been an obsession with getting to the top of Google. If you’re a marketing manager, you’re probably still receiving at least 10 unsolicited emails with this promise. So, while it’s an important question to ask, it’s not really the most important one anymore. So many searches don’t give you a list of links, they start with an answer.

Have you asked Google whether your company is reputable, whether you should commission them or who the competitors are? Try it. There’s a good chance you’ll be presented with an AI-generated summary before you get the chance to visit a single website. And this should make every marketer pause. Google’s not just helping your prospects find information, it is helping them figure out how to interpret it. So now we need to be thinking if Google had to recommend your business, what evidence would it use?

A smaller part of the story Your website used to be the primary source of information about your business. It’s where you controlled the narrative and explained who you are, what you do and why customers should choose you. But now it’s just one piece of the puzzle. I asked Google a simple question about Strand, ‘Is Strand a reputable company?’ and the response wasn’t limited to what was written on the website. Google pulled together information about when the business was established, Companies House data, where the company is based, industry recognition, online reputation and details about our leadership.

So, I decided to follow up with another question, ‘Should I hire them?’ And, again, Google didn’t disappoint or just point us to the homepage. It produced a sharp summary of Strand, who we’d be best suited to work for, where our strengths lie and the circumstances where another agency might be a better fit.

Whether we agree with every word isn’t really the point; it’s that Google has assembled enough information from multiple sources to build a coherent picture of our business.

Your reputation AI summaries aren’t created from a single source; they’re built with a combination of information Google considers relevant and trustworthy. This could absolutely include your website, but it also draws on award wins, reviews, industry associations, press coverage, LinkedIn profiles, business listings, case studies and other publicly available information.

Google’s stopped caring as much about what you say about yourself and more about what the wider internet says about you. Something us comms folk have been arguing for years.

Your reputation isn’t built solely on your own marketing; it needs additional voices to support it. AI has made this principle far more visible.

Hello to third-party endorsement For years, we’ve been encouraging clients to pursue media coverage, enter awards, build thought leadership, collect reviews and take up speaking opportunities at key events.

These have always helped build credibility

but now they’re helping with AI too. The effort and consistency we put in to get that awesome customer review, that piece of coverage, the award win, the speaking op are collectively the body of evidence that helps search engines understand who you are, what you specialise in and whether you’re a good recommendation. Independent evidence for AI searches is necessary.

Go and have a look If I were you, I’d be itching to go and have a look at what Google’s showing your prospects or stakeholders. So, go and try some questions… ‘Is [insert company name] a reputable business?’, ‘Should I hire [insert company name?’, ‘What does [insert company name] specialise in?’ And then assess those responses, what’s missing, where did Google get the info from. If the summaries you’re given don’t reflect the business, then it’s not a search issue, it’s a comms issue.

Staying ahead Public relations and third-party endorsement are vital to creating your credible digital footprint. Your reputation must extend beyond the channels you own and reinforce what you want to be known for through consistent messages, independent endorsements, customers advocating for your business and trusted sources. Google is looking for evidence to answer those search questions, so every marketing manager needs to be asking, ‘If Google had to recommend our business, what evidence would it use?’

Weak business investment hits growth outlook The latest British Chambers of Commerce (BCC) Economic Forecast suggests the outlook for the UK will remain uncertain

While the economy was more resilient in Q2 than expected, higher energy and business costs are likely to keep growth weak this year and next.

GDP is anticipated to grow by 1 per cent in 2026, which is only marginally better than the BCC’s previous forecast (0.9 per cent in the Q2 forecast). Despite severe global challenges, in particular higher oil prices, the UK economy was more resilient than expected in the first six months of this year. Within uncertainty about the course of conflict in the Middle East, GDP is expected to remain at 1 per cent in 2027. Growth is forecast to pick up to 1.3 per cent in 2028.

GDP is boosted by private consumption for the forecast period, with investment making up a diminishing contribution and net trade contributing negatively due to the export deficit.

The economy continues to be weighted towards services industries, with growth in that sector 1.5 per cent this year. In contrast, construction is expected to contract by 1.3 per cent in 2026. Meanwhile, the forecast suggests manufacturing will perform better than expected this year overall, with grow of 1 per cent (0.8 per cent in the previous forecast).

Vicky Pryce, Chair of the BCC Economic Advisory Council, said: “The strong start to 2026 will soon be well into rear view mirror as the UK economy continues in the slow lane.

“A mix of stubborn inflation, struggling exports and elevated unemployment are creating an everchallenging environment for businesses, particularly SMEs. “The BCC’s forecast echoes similar assessments by the Bank of England and IMF who have recognised some resilience amid global headwinds.

However, resilience alone will not turbocharge growth and give businesses the tools they need to power the economy.”

Business investment will continue to struggle With firms facing high domestic cost pressures, the BCC is forecasting business investment to contract by 0.2 per cent in 2026, before recovering to growth of 0.4 per cent in 2027. The figure for this year is an upgrade on the previous estimate (-2.2 per cent in the Q2 forecast), reflecting stronger ONS data in Q2.

However, BCC surveys show SME sentiment has fallen to its lowest level since the pandemic, suggesting the forecast improvement is down to the volume of investment by larger firms.

Inflation pressures to remain stubborn CPI inflation is expected to say above target until the end of the forecast period. After easing in spring and early summer this year, inflation is expected to peak at 3.6 per cent in Q4 this year (compared with 3.8 per cent in the previous forecast). Higher household energy costs because of the conflict in the Middle East continue to be the main drivers. There is also a risk from higher food prices in the wake of this summer’s drought in parts of the UK. The forecast suggests the interest base rate will stay at 3.75 per cent over the next two years, as the Bank of England looks to see inflation easing gradually without causing a wage price spiral. However, the combined possible impact of food inflation, high energy prices and the Middle East conflict, could lead to an interest rate rise.

Unemployment to rise next year While the labour market has proved more resilient than expected in recent months, unemployment is still expected to end 2026 at 5.0 per cent (a downgrade from 5.2 per cent in the previous forecast) and then reach 5.4 per cent in 2027.

Youth unemployment remains a real cause for concern for the UK economy. It is expected to be 16.6 per cent by the end of the year (down from 16.9 per cent), before peaking at 17.6 per cent in 2027. Growth in average earnings is forecast to hold steady at 3.75 per cent in 2026 and 2027, as firms face squeezed margins.

Exports to struggle amid global uncertainty UK exports are expected to grow by just 0.4 per cent this year. While that is an upgrade on the previous BCC forecast (0.2 per cent), reflecting some easing of Middle East tensions, the absence of a lasting peace deal means trade will remain challenging. The forecast suggests exports will grow by 1.3 per cent in 2027 and 2.4 per cent in 2028.

Imports are anticipated to grow by 1.9 per cent this year (compared with 1.4 per cent in the last forecast), easing to 1.7 per cent in 2027. Consequently, net-trade is expected to sit at -2.9 per cent of GDP this year, and –3 per cent in 2027.

David Bharier, Deputy Director Economics and Insights at the BCC, said: “Our latest forecast paints an uncertain outlook for the UK economy. Businesses have absorbed another major geopolitical shock and shown real resilience.

“But growth remains subdued, and rests on consumption, not investment. Net trade is also a drag in every single year of the forecast.

“Our sentiment data bears this out. Just 17 per cent of firms now say they are increasing investment, the lowest since the pandemic, citing labour costs and taxation as the main factors. A declining proportion of SME exporters are seeing increased overseas sales.

“This is the result of a decade of rising costs. Our modelling shows domestic, policy-driven business cost base has risen by more than 70 per cent since 2016 for a typical SME, even before Brexit trade friction and global shocks are factored in.

“AI and exports could hand the UK a major double gain, but the general cost burden holding back SMEs also needs to be addressed.

“The central task of the next Budget is to enable firms to invest, innovate and trade. every measure needs to pass a growth delivery test. Does it visibly increase investment, exports, hiring or expansion? Until it does, don’t expect this pattern to break.”

Just 17 per cent of firms now say they are increasing investment, the lowest since the pandemic, citing labour costs and taxation as the main factors.

Leading without losing what matters

Founder and CEO of Bamboo Connect Juney Mistiki talks about growing an international business, staying close with your team and why good leadership starts with doing the right thing Stay grounded, keep growing and give people the opportunity to thrive. It is a leadership philosophy that has helped Juney Mistiki take Bamboo from a five-person business to an international operation supporting customers across Europe.

Bamboo Connect was founded in 2009 with a simple belief that there was a better way to support customers throughout the device lifecycle. Today, the business works with insurers, mobile operators and financial institutions internationally.

“We’re at a really exciting stage in Bamboo’s growth,” says Juney. “We’re taking on new clients, while some of our longstanding partners are handing more of their portfolios over to us. That is creating opportunities for us to expand our operations across Europe. We’re also continuing to invest in our technology.

Our Optima and Opus platforms are evolving all the time and we’re looking at how AI can help us gain better operational insight and give our clients greater visibility across the device claims lifecycle.”

But for Juney, growth has never been about leaving behind what made the company successful to begin with.

“My role is to make sure we continue to grow without losing what got us here in the first place: doing the right thing, looking after our people and delivering for our customers,” he says. “I’ve always believed if you get those things right, growth follows naturally.”

That principle is reflected in Juney’s approach to leadership. “I’d describe myself as hands-on and approachable.

I like understanding what’s happening across the business and staying close to the people doing the work. I’ve never believed leadership is about sitting behind a desk. It’s about listening, supporting people and helping remove the barriers that stop them doing their best work.”

Giving people the chance to grow with the business is another important part of that philosophy. “I’m also a big believer in giving people opportunities. Some of our senior leaders started their careers with us many years ago and seeing them grow into the leaders they are today is something I’m incredibly proud of.”

As Bamboo continues to expand, however, Juney says that one challenge is ensuring that ambition does not come at the expense of customer focus, quality or the culture that underpins the business.

“One of the biggest challenges is making sure we grow in the right way,” he says.

“We’re ambitious, but we also want to hold on to the culture, customer focus and quality that got us here. We’re expanding into new locations and bringing some really talented people into the business. We’re supporting more clients, working across more locations and handling much higher claim volumes.”

The wider industry is presenting a challenge too, but Juney is welcoming the changes. “Right to Repair, new ecodesign requirements and growing scrutiny of sustainability claims are all raising expectations around how devices are managed throughout their lifecycle,” Juney says. “I think that’s a positive development. As an industry, we need to be able to show that devices are repaired, refurbished, reused or recycled responsibly, with proper data security, clear chains of custody and reliable reporting behind those decisions.”

Juney’s longer-term ambition is for Bamboo to build on their recognition.

“I’d like us to build on the reputation we already have with our clients and become recognised more widely as an insurtech partner that can manage the entire device claims process.

“We’re already known for the quality of our service. Our customer NPS is consistently above +70 and we’ve never lost a client since the business began, which is something I’m very proud of, but there’s a much bigger opportunity ahead of us.

“We want to bring together our technology, operational expertise and services so clients can manage the whole claims journey through one partner. That means greater visibility and control for them and, ultimately, a better experience for their customers.”

But once again, growth comes with a caveat. “The important thing is that, as we grow, we don’t lose what has made Bamboo successful. We need to keep delivering the same quality and personal service, while continuing to manage devices in a responsible and sustainable way.”

That focus on relationships extends beyond Bamboo itself. The business joined Hertfordshire Chamber in 2021 and became a Patron member in 2025.

“As a business headquartered in Waltham Abbey with genuine international reach, we wanted to retain our strong connection to our home county alongside our European footprint. The Chamber has helped us raise our local profile, build valuable relationships and become more closely involved in the Hertfordshire business community.”

The Chamber has recognised the business, naming Bamboo as Most Inspiring Business of the Year in 2025.

Juney also credits the Chamber’s support for the Bamboo Foundation.

“This was established to support charities helping women in need. It has given us a valuable local network and a platform through which we can contribute to the community,” says Juney.

And Juney is not short of advice for new members. “Get involved and make the most of what the Chamber offers. Attend the events, speak to people and take the time to build relationships across the local business community.

“Be curious, support other businesses and don’t be afraid to give something before expecting something in return. Some of our best partnerships have come from simply being present, staying consistent and getting to know good people.”

It is an ideology that also echoes one of the best pieces of leadership advice that Juney has received: “Don’t make decisions in the heat of the moment.

Stay calm, take time to understand the situation and focus on doing what you believe is right. You won’t always get every decision right, but if you act with integrity and remain consistent in how you treat people, you’ll generally find the right way forward. That approach has stayed with me throughout my career and continues to shape how I lead the business today.”

The Ban on Upwards-Only Rent Reviews: What Landlords and Tenants Need to Know

By Soma Fattah - Senior Associate Upwards-only rent reviews have long been a familiar feature of commercial leases. For landlords, they provide certainty that rental income will not fall during the term.

The detailed scope of the ban, including how it may affect renewals, variations and other lease arrangements, will need careful review once the secondary legislation is published.

For tenants, they can mean rent continues to rise, or at least stays the same, even when market conditions have weakened.

The new ban marks a significant change in how commercial rents will be negotiated in England and Wales.

This is likely to be a major shift in how commercial leases are negotiated.

What is an upwards-only rent review?

Many commercial leases review the rent every few years. An “upwards-only” clause means the rent can increase or stay the same, but cannot fall — even if similar premises would now rent for less.

This gives landlords greater income certainty but can leave tenants paying above-market rent when the rental market weakens.

What has changed?

The ban on upwards-only rent reviews has now passed into law under the English Devolution and Community Empowerment Act 2026, which received Royal Assent on 29 April 2026.

This means the ban is no longer just a proposal. However, it is not yet in force.

Further secondary legislation is still needed to bring the relevant provisions into effect, which is currently expected in 2027.

The new rules are expected to apply to certain new commercial leases in England and Wales. The aim is to create a fairer system in which rents can reflect changing market conditions, rather than only staying the same or increasing.

Why does it matter?

Landlords may need to rethink how they protect rental income and property values. Tenants may have more room to negotiate rent review provisions that move both up and down, depending on the market at the relevant review date.

The change may also affect lease renewals, re-gears and variations. Care will be needed where parties are changing an existing lease or entering into a renewal, particularly if the new rules apply to arrangements treated as new leases.

Rent reviews can have a substantial financial impact over the life of a lease.

A modest increase may become a significant additional cost when paid over several years, particularly once business rates, service charges and other property expenses are taken into account.

Equally, rental income is central to a landlord’s valuation and funding arrangements. The change is therefore more than a technical adjustment to lease wording: it could influence affordability for tenants, investment decisions for landlords and the terms on which lenders finance commercial property.

Practical points for landlords Landlords should not assume that standard rent review wording will continue to work in the same way.

With upwards-only reviews due to be banned, landlords may look more closely at other ways of managing risk, such as fixed increases, index-linked reviews, open market reviews without an upwards-only floor, shorter lease terms or different rent structures.

They should also consider how the change could affect valuation, lending and investment assumptions, especially where projected rental growth has been based on upwards-only reviews.

Practical points for tenants Tenants should watch this area closely when negotiating new leases or renewals.

Once the ban is in force, tenants may be able to resist wording that prevents rent from falling at review. This could be particularly important for businesses in sectors where market conditions are uncertain or rents have moved significantly since the lease was granted.

Tenants should still take advice on the full rent review mechanism. Even without upwards-only wording, the assumptions made, comparable properties used and valuation process can all significantly affect the outcome.

Key takeaway The ban does not mean commercial rents will automatically fall, and it does not remove the need for careful lease negotiation.

However, it will change the starting point.

Landlords and tenants should review their approach to rent review clauses now, rather than waiting until the rules are brought into force. The safest position is to ensure any new lease, renewal or variation is drafted with the change firmly in mind.

Making every minute count Sometimes, all it takes is a few minutes to make a new business connection. That is the mantra behind a fast-paced breakfast series, which continues to prove that valuable conversations don’t have to take hours.

During his talk, Matthew said: “Technology should make life easier, not more complicated. The future of data isn’t about collecting more information; it’s about making the information you already have usable, connected and actionable.”

One attendee, Louise Hampton, owner of Attend2Health, said: “Excellent event with an interesting speaker and lots of time to network with a range of people through the very clever system of swapping tables every 10 minutes. It was really enjoyable.”

Hertfordshire Chamber’s popular speed-networking breakfast, Rise, Shine, Connect, brought together businesses from across the county for two sessions across the summer. Designed to help members maximise their networking opportunities before the working day begins, the sessions provide a structured, yet informal, way to meet new contacts and build relationships.

The first took place at Watford Football Club, and with views overlooking the pitch and a room full of engaged professionals, there was plenty of energy to go around. Following breakfast in the Sir Elton John Suite, the morning began on a high note and continued to gather momentum as attendees took part in a series of eight-minute speed networking rounds.

With each rotation, members were introduced to a new table of businesses and by the end of the morning, attendees had spoken with a wide range of professionals from different sectors.

The morning received excellent feedback from attendees.

Ros Cramp, Charity Director at Herts Disability Sports Foundation, described it as a “great idea and lovely to speak to so many businesses in the morning”, while Adam Rosenthal, Financial Protection Adviser at Remulate Protect Ltd, said the event was “a great way to network – it gave me the opportunity to speak to and introduce myself to more than 12 people whereas at other events, it would only have been two or three”.

Alongside networking, exhibitors from Watford Borough Council and Herts Disability Sports Foundation were on hand to showcase the important work they do for the Hertfordshire community.

Why one conversation can make a difference A Hertfordshire charity is leading the conversation around mental health as World Suicide Prevention Day is marked this month to raise awareness that talking helps.

The OLLIE Foundation was established by three St Albans parents who have each experienced the loss of a child by suicide. They met through a local Survivors of Bereavement by Suicide support group and, united by their shared experiences, decided they wanted to help prevent other families from experiencing the same heartbreak.

At the heart of the charity’s work is empowering people to have potentially life-saving conversations. It equips parents, carers, teachers, youth workers, professionals and community members with the confidence, knowledge and practical skills to have difficult conversations about mental health and suicide.

The charity creates spaces where people feel able to talk openly, breaking down silence and stigma and helping to make suicide a subject that can be discussed with compassion, honesty and understanding.

A key part of the Foundation’s work focuses on children and young people. By training the trusted adults in their lives, it helps communities recognise when someone may be struggling, respond with confidence and ensure young people have access to the right support at the right time.

Alongside prevention, the charity supports those affected by suicide loss. It provides understanding for people navigating life after suicide loss, helping them feel less alone and more connected to others.

Herts businesses help battle homelessness It’s that time of the year again when the Hertfordshire community comes together to raise awareness, support local charities and take part in a very different kind of night out.

Herts Young Homeless is inviting companies from across the county to take part in the St Albans Sleep Out on Friday November 13 at Oaklands College. The important event takes place one night a year in support of young people across Hertfordshire who are facing homelessness.

Led by Herts Young Homeless and four local partner charities, the event offers an opportunity to bring colleagues together outside the workplace, strengthen team spirit, support corporate social responsibility and community engagement objectives and, most importantly, make a real difference to the lives of local young people.

Those who register have the chance to enter a team, build a den and spend the night sleeping out under the stars.

While spending one night outside cannot replicate the experience of being homeless, those participating will get a small glimpse into what thousands of people face every day.

The evening promises entertainment and speakers, activities and hot drinks and plenty of opportunities to connect with other Hertfordshire organisations.

Registration is free and each participant must commit to raising a minimum of £100, with every pound going directly to support those in Hertfordshire dealing with homelessness.

Landmark moment as Herts college achieves a UK first A further education provider in Hertfordshire has become the first in the county to receive the College of Sanctuary award, recognising its commitment to welcoming and supporting people seeking a safe haven.

North Hertfordshire College was awarded by City of Sanctuary UK, a nationally coordinated network of organisations and services – including councils, universities, theatres and libraries – that work to create inclusive and supportive environments for refugees and people seeking asylum.

Each year, the College enrols students with refugee status across a range of courses, particularly within its English for Speakers of other Languages (ESoL) provision. Achieving College of Sanctuary status reflects the College’s ongoing commitment to supporting these students, raising awareness of the challenges faced by those in the asylum system, challenging misconceptions and fostering social cohesion.

Driven by learners, tutors, staff and community partners, the College works to break down barriers experienced by those seeking safety when accessing and progressing in education.

As part of the award process, college staff have undertaken specialist training to deepen their understanding of the experiences of those seeking sanctuary, helping to challenge perceptions and recognise the valuable contributions individuals can make to the wider community.

Enrichment activity is also embedded within the curriculum.

ESoL students have recently made trips to London, zoos and local restaurants, providing opportunities to build confidence, develop connections and experience life beyond the classroom. Students are also encouraged to celebrate and share their cultures through initiatives such as cooking showcases, helping to promote crosscultural understanding and community cohesion.

North Hertfordshire College works closely with a range of external organisations to ensure students are aware of the support available to them and feel a strong sense of belonging. These include Herts Welcomes Refugees, a voluntary organisation that provides a warm welcome to refugees and people seeking asylum through community events and activities. College students attended the organisation’s annual meeting in April, where they connected with others in the local community.

‘Tax is fun’ says new president of ATT One of the region’s most experienced specialists has been appointed President of the UK’s leading professional body for those providing tax compliance services.

Barry Jefferd, Tax Partner at George Hay Chartered Accountants, officially took up the role with the Association of Taxation Technicians (ATT) in July following its AGM, after previously serving as both Vice and Deputy President.

With a career spanning almost 40 years, Barry has built a reputation as a trusted adviser to businesses and private clients, while playing an active role in supporting and developing the tax profession through both the ATT and the Chartered Institute of Taxation (CIOT).

Barry said: “Becoming President is a huge privilege, and the highlight of a long career in taxation. To be asked by my fellow Trustees to take on the role is a real honour, and I am looking forward to working with them, my fellow officers, the excellent Head Office Team and members to continue to develop the Association.

“The ATT’s charitable objective is to promote the study of the administration and practice of taxation, and in recent years it has definitely become apparent to me how the organisation is growing in importance, whether by making representations on behalf of members and taxpayers, or by offering practical solutions to ‘problem areas’ in respect of tax.”

After qualifying with a London firm in 1985, Barry joined George Hay Chartered Accountants in 1988 and became Tax Partner just two years later. Alongside advising business and private clients, he leads the firm’s Probate and Estate services through GH Probate Ltd, having been one of the first accountants to become an authorised probate practitioner in 2014.

He is also a director of GH Wills Ltd, which launched in 2024 to provide bespoke willwriting services.

Barry’s appointment also comes at a time of continued growth for George Hay. Alongside his new national leadership role, the firm has recently strengthened its senior team with the appointment of Audit and Accounts Director Sam Brown, reinforcing its commitment to supporting businesses across Huntingdon and the East of England.

Front-row seat for Universal supply chain A warehouse positioned just minutes from the future Universal UK theme park in Bedfordshire has come to market, giving contractors and suppliers a fast-track ticket to one of the UK’s most significant development projects.

BTG Eddisons – encompassing Kirkby Diamond – has launched a 25,823 square foot industrial and logistics facility in Stewartby Business Park, Bedford, adjacent to the site where construction is now underway for the landmark Universal United Kingdom Resort.

The multi-billion-pound theme park, being developed on 476 acres of land in Kempston Hardwick, will bring themed lands, rides, restaurants and a new 500-bedroom hotel to the heart of Bedfordshire. It is due to open in 2031 and around 8.5 million people are expected to visit each year.

With thousands of construction workers, contractors, suppliers and service providers expected to support the scheme over the coming years, the property should attract strong interest from businesses seeking a strategic base near the development.

New funding to tackle sticky issue A Hertfordshire town has successfully obtained a grant to help clean up chewing gum and reduce gum littering.

Councillor Tim Williams, Portfolio Holder for Neighbourhood Services, said: “We are extremely grateful to the Chewing Gum Task Force and Keep Britain Tidy for this funding, which will help us continue improving the appearance of our streets and public spaces.

Securing this grant for the third year running is a fantastic achievement and demonstrates our ongoing commitment to keeping Watford clean and welcoming.”

Watford Borough Council has received £7,500 from the Chewing Gum Task Force, administered by environmental charity Keep Britain Tidy. The funding brings the council’s total support from the scheme to almost £25,000 since 2024, and marks the third consecutive year that Watford has secured funding to help keep the borough’s streets clean and welcoming.

The council is one of 50 across the country that have successfully applied to the Chewing Gum Task Force, now in its fifth year, for funds to clean gum off pavements and prevent it from being littered in the first place.

Elected Mayor of Watford, Peter Taylor, said: “Chewing gum may seem small, but when it is dropped on pavements it creates a significant and costly litter problem.

It can take years to break down, contributes to environmental pollution and requires specialist cleaning to remove. This funding will not only help us tackle existing gum staining but also support efforts to encourage people to dispose of their chewing gum responsibly. By working together, we can help create a cleaner, greener borough for everyone.”

The Chewing Gum Task Force grant scheme, established by Defra (Department for Environment, Food and Rural Affairs), is funded by major gum manufacturers including Mars Wrigley and Perfetti Van Melle, with an investment of up to £10 million spread over five years.

In the past four years, the Task Force has awarded grants worth a total of £6.46 million and funded the cleaning of over 4.15 million square metres of pavements.

Monitoring and evaluation carried out by Behaviour Change – a not-for-profit social enterprise – has shown that in areas that benefitted from funding, a reduced rate of gum littering of up to 86 per cent was seen in the first two months.

This appeal was born during a counselling session in 2012 with a 6-year-old boy who said he hated Santa. He explained that his father had told him Santa forgot to come down the chimney, but would come back the next week. Santa never returned. This young boy hadn’t had a Christmas meal or gift for two years. His father, a single parent, simply said, “I just can’t do it.”

New police HQ creates £28m legacy for Hertfordshire A new police headquarters has generated more than £28 million in social and economic value to Hertfordshire, creating jobs, supporting businesses and helping people into long-term employment.

The £56m Herts Constabulary HQ, delivered by Willmott Dixon, was designed with community impact at its core. Throughout the project, the construction team partnered with local supply chains and developed work experience opportunities for young people.

Mentoring programmes also helped people across the county to develop skills and secure employment.

Simon Ramage, managing director at Willmott Dixon, said: “We believe part of a successful construction project is the difference it makes to people’s lives. By working closely with our partners and the community, we’ve delivered a headquarters that not only supports modern policing, but has also created a meaningful social legacy that will continue to benefit Hertfordshire for years to come.”

Working with homeless charity Emmaus UK, Willmott Dixon delivered more than 90 hours of mentoring, helping two people secure paid employment, five more into volunteering roles, two gain regular work experience and one achieve an English Level 1 qualification.

The project also helped inspire the next generation of construction professionals. The 2025 Hub Challenge saw 54 young people take part in a week of work experience, providing more than 300 hours of coaching and leading two Degree Apprenticeships.

Police and crime commissioner for Hertfordshire, Jonathan Ash-Edwards, cut the ribbon when the Welwyn Garden City facility was officially handed over. He said: “Major public building projects do not always have a reputation for being delivered on time and on budget, which makes this achievement all the more significant.

“By maintaining a relentless focus on value for money and effective oversight, we have delivered a modern policing facility that meets the needs of Hertfordshire both now and in the future. It demonstrates what can be achieved when there is a clear vision, strong accountability and a commitment to delivering for the public.”

More than £264,000 was spent with social enterprises, while 76 per cent of the £29.2 million supply chain spend was invested with regional businesses.

Andy Prophet, chief constable for Hertfordshire Constabulary, said: “This is more than just a state-of-the-art headquarters; it is a space that will enable us to provide an outstanding service to the communities we serve. It has been designed to bring people together, helping us to collaborate more effectively, learn from one another and drive innovation.

“It is a 21st-century workplace for a modern, ambitious police force, and I am excited about the opportunities it will create for our officers, staff and volunteers in the years ahead.”

Spanning approximately 9,000 square metres across four storeys, the HQ is also the first police facility in the UK designed to achieve WELL Platinum status, which places human health and wellbeing at the centre of building design and operation.

College steps up NHS support as healthcare identified as skills priority A regional college is strengthening its work with the NHS to help address one of Hertfordshire’s biggest workforce challenges after a new county skills report identified healthcare as the region’s most pressing recruitment priority.

The updated Hertfordshire Local Skills Improvement Plan (LSIP) highlights a significant shortage of health and social care professionals across the county, revealing that the sector employs around 28,500 fewer people than would be expected when compared with the national average. It also warns that NHS Trust vacancy rates remain above 10 per cent in some clinical areas, creating ongoing pressures across health services.

West Herts College Group, with campuses in Watford, Hemel Hempstead and Luton, has worked alongside West Herts NHS Teaching Hospitals Trust and other healthcare providers to develop training that responds directly to employer needs, helping to create clear routes into careers across the NHS and wider health sector.

One example is the NHS Career Gateway programme, developed jointly by the Trust and the College to better prepare new starters for frontline healthcare roles.

Through the programme, new recruits spent their first six weeks in paid employment undertaking practical training in the College’s industry-standard Training Ward before moving into clinical settings.

The initiative was designed to improve confidence, build essential skills and help reduce early staff turnover by giving new

employees greater support before they joined frontline teams.

Building new business bridges New international connections are opening doors for Hertfordshire businesses, following a visit from one of China’s major industrial and manufacturing cities.

The Mayor of Welwyn Hatfield, Councillor Michal Siewniak, was also in attendance, alongside the Binzhou delegation led by the city’s Vice Mayor and representatives from eight Chinese enterprises.

The visit provided a valuable platform for organisations from both regions to exchange ideas, build relationships and explore opportunities in advanced manufacturing, technology, education, professional services and international trade. Tees Law has been ranked fifth in the region following new research published by Legal 500, based on direct feedback from thousands of clients.

The ranking is drawn from Legal 500’s Client Experience Index (CXI), which measures how likely clients are to recommend their law firm. More than 5,000 client responses from across the East Anglia region contributed to the analysis, providing an independent measure of client satisfaction and advocacy.

The Legal 500 research uses a Net Promoter Score (NPS), a globally recognised measure of customer loyalty and satisfaction. Clients are asked one question as part of Legal 500’s annual independent research: On a scale of 0 to 10, how likely are you to recommend this firm?.

Responses are used to calculate each firm’s NPS, allowing firms to be benchmarked against their regional peers.

Building for value beyond completion What makes a regeneration project successful? For one recently completed Hertfordshire development, the answer goes beyond the return it could deliver on the day the builders left.

Salisbury Square, a new mixed-use development in Old Hatfield, has been completed by Gascoyne Estates, replacing a dated 1970s precinct with new homes, commercial space and a landscaped public square.

But, according to Gascoyne Estates Chief Executive Jorge Mendonça, the scheme would not initially have met the return requirements of a conventional commercial developer.

He said: “The total cost of the project exceeded the amount it would have been worth on the day it was completed.

If we were a developer on that basis, we would literally lose millions on the day we achieved practical completion.”

Rather than abandon the project, Gascoyne Estates redesigned and reappraised the scheme until it could be delivered at approximately break-even, while retaining the objectives that had justified it in the first place.

“We decided, with a combination of commitment and our long-term view, that breaking even was just about good enough to proceed.”

The organisation’s long-term ownership model allowed it to assess the development, not only by its value at completion, but also by its potential contribution to the wider regeneration of Old Hatfield.

Jorge argues that better public spaces, carefully selected occupiers and continued stewardship can create value over many years, both within the development and across the surrounding area.

That approach also shaped the delivery of Salisbury Square. The design code and pattern book were established before construction began, enabling

the inclusion of materials, detailing and public-realm quality in the commercial appraisal from the outset.

Scope was fixed early, budgets and contingencies were carefully managed and Gascoyne Estates worked collaboratively with contractor Boom Construction to control costs without progressively weakening the original design intent.

Now complete, Salisbury Square comprises six commercial buildings, three apartments, five townhouses and a landscaped public space close to Hatfield Station and Hatfield Park.

Gascoyne Estates is now focused on the long-term stewardship of the development, including selecting commercial occupiers capable of contributing positively to the wider destination.

Jorge said Salisbury Square is not a universal model for development, as not every organisation benefits from patient capital or long-term estate ownership.

However, he believes it raises an important question: whether successful regeneration should be judged solely through financial return at practical completion or through the value it continues to create for businesses, residents and communities over time.

Two for the price of one A Hertfordshire company specialising in the manufacture of medical devices for the transport of neonatal infants has simultaneously secured new investment and a new board member.

The result is a safety-focused, easily manageable solution for inter- and intra-hospital transport of neonates. AHT has since applied this same ethos of patient safety, warmth and comfort to provide much-needed solutions in other areas of in-hospital neonatal care.

Advanced Healthcare Technology Ltd (AHT), the company behind the internationally recognised Babypod brand, has obtained new investment from medical device entrepreneur Chris Scott, who has also joined the company’s Board of Directors.

Chris has extensive experience in the medical device and pharmaceutical sectors but is best known for founding Pharmahouse Ltd in 2014, which he grew to £10m revenue and sold to Italian multinational, the Petrone Group, in 2023.

Chris said: “I have admired the Babypod products throughout my career, and I am thrilled to be joining AHT at such

an exciting stage in its growth, driven by international distributor expansion and new product development.”

AHT’s original flagship product, the BabyPod Infant transport device, was developed using the same technology, materials and design features that protect Formula One racing car drivers from injury during a crash.

Mark Lait, Founder and Managing Director of AHT, said: “We’re thrilled to have Chris on board – he is wellknown and respected in the industry and has excellent skills in international distribution, commercialisation and marketing that will prove invaluable as we pursue our ambitious growth plans.

How has it helped your business network?

It’s given me direct relationships with other local business leaders and a much better read on what’s happening across the county, useful when we’re thinking about tenant mix, event partnerships, or who else is investing in the area.

What advice would you give someone starting out?

I’m not one for providing advice freely, but if I had to point to two things worth keeping a close eye on, it would be your financials and your team. Get close to your numbers early, understand what actually drives revenue and margin in your business, not just top-line activity. And build a team you trust to run things well; leadership and culture end up mattering as muchas, if not more than, strategy.

Balancing near-term financial performance with longterm investment. Faster, more predictable planning decisions, particularly around green belt and strategic site allocation; and continued clarity on agri-environment schemes like SFI and Countryside Stewardship, where funding caps and scheme complexity currently create real uncertainty for rural businesses like ours.

How confident are you that your business will grow in the next year?

Confident, but realistic. We’ve put clear plans and a strong team in place, improving the leisure business, progressing our strategic land sites, and pushing to fully let the development at Salisbury Square, so the pipeline for growth is there. That said, it would be wrong to ignore the wider backdrop. Business confidence nationally has been volatile over the past year, with cost pressures, tax speculation and political uncertainty all weighing on investment decisions across the country, even as some indicators have started to stabilise more recently. That environment makes it harder to plan with certainty and means we’re being disciplined about phasing and risk. But because our growth is underpinned by long-term estate assets rather than short-term trading conditions, I’m confident we can keep moving forward even if the wider economic picture stays choppy.
