Chapter 4 MAPPING AND CANVASSING

For the 2022CAF,theconduct of canvassing anarea of assignment andmapping is necessaryto achieve the efficient implementation of the entire census field operation.

Inthischapter,youarerequiredtolearnhowtoreadabarangay/EA/blockmap, conductanocular inspection of your assigned area, and carry out canvassing and mapping procedures to ensure completecoverage of your assigned area.

4.1IMPORTANCE OF MAPS

The completeness of census coverage depends highly on the accuracy and reliability of the maps that will be used during the census. The accuracy of the barangay and EA boundaries, the correctness of the orientation, and relative location of landmarks and other physical features on the maps will affect the coverage of the census. These important aspects should be ensured because maps are used not just in field operations but also in information dissemination, spatial analysis, and development and maintenance of the Master Sample Frame (MSF).

4.1.1 Census Maps

Forpurposesof2022CAF,thepre-censusbarangay/EA/blockmapswillbeusedforthelisting and enumeration. This was prepared by the Provincial Statistical Offices (PSOs) in collaboration with the Central Office based on the updated and processed maps used in 2020 Census of Population and Housing (CPH).

As an enumerator, you will be given the following maps for canvassing, listing, and enumeration. These maps should be updated for new building points (3000 series) and destroyed/demolished building points on both paper maps and CAPI maps.

 Barangay Map

A barangay map is the graphical representation of the barangay covered for the 2020 CPH. Basically, it shows the general topographic features of the area, boundaries with adjacent barangays, and prominent landmarks and other area features.

Enumeration Area Map

An enumeration area (EA) map is the graphical representation of a portion of the barangay covered for the 2022 CAF. If a barangay is subdivided into EAs, each EA map shows its boundaries with other EAs withinthe barangay.

 Block Map

A block map is the geographical representation of a portion of an EA covered for the 2022 CAF. If an EA is subdivided into smaller portions called blocks, each block map boundary shows its boundaries with other blocks within the EA.

4.1.2 Sources of Pre-Census Maps for Enumeration

Pre-census maps have been produced and updated from previous mapping activities and censuses such as 2020 CPH. The Geographic Information System (GIS)-based maps or digitized maps were the results of the mapping activities done since 2019. The Global Positioning System (GPS) mapping was done to come up with updated maps of EAs, barangays, cities, municipalities, provinces, and regions throughout the country. These maps were updated in terms of boundaries, street names, and prominent physical features/landmarks andwere used for the conduct of 2020 CPH.

The following types of maps were prepared and updated after the conduct of 2020 CPH:

 Digitized city/municipal maps with barangay boundaries;

 Digitized barangay maps, including EA boundaries for barangays with more than one EA; and

 Digitized EA maps.

The digitized pre-census maps for 2022 CAF that contain geotagged building structures were based on the post-census maps of 2020 CPH and will be provided to the Provincial Statistical Offices (PSOs) by the Census Planning and Coordination Division (CPCD) of the National Censuses Service (NCS). The PSOs validated the demolished and new buildings during the 2021 Processing of Post-Census Maps activity. These updated maps will be used to reproduce printed maps and/or uploaded to the tablet as part of the Computer-Assisted Personal Interview (CAPI) system for 2022 CAF.

4.1.3 Map Reproduction

The PSO will be responsible for the reproduction of EA, barangay, and city/municipality maps to be used during the enumeration of areas where PAPI data collection method will be used. The following are the guidelines for the reproduction of maps:4

 Use long bond paper (8.5 x 13 inches) to produce (more readable) maps. Block/barangay/EA maps should be printed in color, while the city/municipality maps are in grayscale only.

 All Enumerators (ENs) should be provided with a copy of the maps of the barangays/EAs/block assigned to them. The Team Supervisor (TS), Assistant Census Area Supervisor (ACAS), and CAS will also be provided with a Portable Document Format (PDF) copy of barangay maps, cluster of barangays, and city/municipality maps, respectively.

4.1.4 Post Census Maps

After the conduct of the census, some map features are expected to have been updated and should contain plotted building symbols withBuilding Serial Numbers (BSN).

These maps should indicate the full coverage of the EN’s assigned area through the correspondingBSNsforeachofthebuildingpoints.Aftercompletionofenumerationinthe barangay/EA,thesemapstogetherwithCAFForms1,2,3,4,and5(CoreQuestionnaires) accomplished by the EN/TS should be transmitted immediately by the TS to the Assistant Census Area Supervisor (ACAS).

4.2READING THE BARANGAY/EA/BLOCK MAP

To effectively carry out the canvassing and mapping job during the census, you should learn how to read the barangay/EA/block map provided to you. This skill can be achieved by familiarizing yourself first with the basic mapping symbols and their definitions used in the census-taking.

For the conduct of 2022 CAF, you are tasked to enumerate your area of assignment for households involved in agricultural, aquaculture, and fishing activities. This undertaking will likewise involve the enumeration of residential buildings or households that were not covered during the 2020 CPH. The EN may use the paper map as a guide or reference during the conduct of field enumeration.

For you to successfully carry out your duties and responsibilities during enumeration, it is essential that you are familiar with the various map features used in the paper map. The map iscomposedoftwoparts:1)the AreaMap section,and2)the GeographicInformation section.

The Area Map section contains the image or visual representation of the area to be enumerated. The shape of the area is defined by its boundaries with other adjacent areas. Moreover, this section of the map is characterized with various identifiable features such as roads,streets,pathways,alleys,rivers,streams,landmarks,buildings,geo-taggedpoints,and other features which define the area specifically.

The Geographic Information section contains specific details regarding the area specifically shown in the Area Map section. In this section of the paper map, the following can be seen: a. PSA Logo and 2022 CAF Logo, b. Name and Code of Province/Highly Urbanized City (HUC), c. Name and Code of City/Municipality, d. Name and Code of Barangay, e. EA Number, f. Block Number, g. Reference Building Symbols, h. Sheet Number, and i. Certification.

Inthestandard PSATemplateformat formaps, the GeographicInformation section is located horizontally. See Illustration 4.1.

Toconducttheenumerationactivityeffectivelyandefficiently,asanEN,youshouldlearnhow to read the maps (referring to paper map and PDF copy of maps). This skill can easily be achieved by familiarizing yourself with the basic mapping symbols and its corresponding definitions. Provided below are some important points to be considered in reading/updating the barangay/EA/block map for enumeration:

1. Geographic and Cartographic Symbols

Geo-tagged Points

Represented as yellow-colored points with or without labelsonthemap.ForEAmaps,onlytheyellowdotscan be seen. For Block maps, the yellow dots are seen with labels which represents the Building Serial Number (BSN).

2. Cardinal Direction

In order to navigate effectively, the EN should be familiar with the four cardinal directions or cardinal points. These cardinal directions simply known as North, South, East, and West and are commonly denoted as N, S, E, and W, respectively. The North and South are extended on opposite directions vertically, while East andWest arepositioned at right angles to the North and South.

3. Finding theTrue Northwithout a Compass

UsingthepositionoftheSuncanhelpdeterminetheTrueNorth.As an example, if the Sun is in the East in the early morning from sunrise, the opposite direction automatically registers as West. Fromthefourcardinaldirections,EastandWestisperpendicularto the North. From there, the location of the True North can be easily approximated.Additionally,iftheskyisovercast,theENcouldalign road networks with the map and identify landmarks to orient themself.

4.3OCULAR INSPECTION

OCULARINSPECTION referstotheconductof familiarizationvisittoyourareaofassignment bygoingarounditandthroughit AsanEN,youmustbeabletoestablishtheexactboundaries of your area/s of assignment so that you can completely cover your area and that you do not go beyond it. You should request the Punong Barangay or any other barangay official to provide you with the necessary information on the boundaries of the barangay and the best route to take during the actual field enumeration.

Before proceeding with the actual enumeration, you must be familiarized with the area of assignment first. You and your TS shall conduct a one-day ocular inspection in order to effectivelystrategizeaneffectiveplanofactionincoveringyourareaofassignment.Likewise, yourenumerationteamwithyourTSshouldpayacourtesycalltothePunongBarangay,thus, informingtheofficialsoftheir designationinorderto coverthebarangay/EAfor theconduct of 2022 CAF.

Using the barangay/EA maps provided to you, orient yourself with the prominent ground features such as (i) street signs; (ii) prominent landmarks; (iii) known institutions such as schools, barangay halls, day-care centers, purok centers, chapels, among others; and locate yourpositioninthemapbasedonthesefeatures. Alwaysconsultthebarangayofficialsduring the conduct of your ocular inspection and map orientation, especially when you are not so familiar with your area of assignment. The residents of the area can also provide additional information pertaining toboundaries, prominent features and landmarks, and others.

4.4CANVASSING

As a background, geotagging activities were conducted in all provinces as part of the preparatory activities for the 2020 CPH, to mark each building structure with a corresponding geo-point and assign it with a unique building serial number (BSN). Also, basic building information were collected during the conduct of the geotagging operation.

GEOTAGGING refers to the marking of building structures to create their corresponding building points. Each building point represents a building structure in the actual ground as indicated in your EA map. These points are associated with geographical information that includes BSN, building address, building type, building pictures, among others. However, for the 2020 CPH, only thebuilding points and BSNs are shown in the barangay/EA/block maps.

For the 2022 CAF, the pre-census maps containing the geotagged building structures and updated boundaries and/or features and landmarks of the barangay/EA is based on the post census maps of the 2020 CPH.

Duringtheactualconduct ofenumeration,youshouldcarryoutthecanvassingactivityofyour area of assignment using the map provided as reference guide.

CANVASSING refers to the door-to-door visit in the entire barangay/EA to look for buildings and households to list, ensuring complete coverage of the area. You will canvas the barangay/EAduringtheactualconductofenumeration.Canvassingthebarangay/EAdepends on the actual structure of the barangay/EA. Some barangays/EAs are structured in blocks while others do not haveblocks. Moreover, some areas may contain multi-storey buildings.

It is important that you observethe following procedures when canvassing the barangay/EA:

4.4.1 Procedure on How to Canvass a Barangay/EA with Blocks

For the 2022 CAF, a block map may be any of the following: a. anareaboundedonallsidesbyvisiblefeaturessuchasstreets,roads,railroadtracks, rivers, and others; b. a sub-divided area of anEA that may be composed of two or more sub-blocks; and c. an enlarged portion of a clustered area.

These block maps are linked to your assigned EA.

This instructionis for PAPI datacollection.

If you are assigned to a barangay/EA composed of blocks, apply the following canvassing procedures:

1. Using your barangay/EA map, locate a block where you can conveniently start the canvassing activity.

2. CanvassyourareaBLOCKBYBLOCK, beginningfromthemostconvenient block. Then, completely canvass one block at a time until you have completed the last block in your assigned EA.

For each block, start canvassing from a corner and go around the block preferably inaclockwisedirection(KEEPRIGHT),alongtheinnersideoftheboundingstreets until the starting point has been reached.

Refer below for the illustration. Arrows in the illustrations are used to show the direction for the systematic canvassing of an EAwith blocks.

3. Inenumeratingalongthestreetorroad,nevergofromonesideofthestreetorroad to the other side. Complete the enumeration first on one side before going to the other side.

Whenyou arenearthe boundaryof thebarangay/EA, determine whetherthe block still belongs to your areabefore proceeding tocanvass the said block.

4. Encircletheblocknumberonthebarangay/EAmapwhenyouhavefinishedcanvassing theblockinorder tokeeptrackofyourprogress.

5. Verify areas with no building/structures in the map such as vacant lots, public parks, basketball court, and others. If verified, donot canvasstheseareas.

4.4.2 Procedures on How to Canvass a Barangay/EA/Block NotBounded by Visible Features

If your barangay/EA/block is not bounded by visible features such as roads, rivers, railroads, and other similar features, canvass the area as systematically as possible. If a street or road cuts through the middle of a barangay/EA, canvass on one side of the street or road first, before canvassing the other side.

In rural areas, canvass the barangay/EA/block from one end of the area to the other end, particularly when buildings/housing units are along the roads, riverbanks, shorelines, mountains,orhills.Canvassalsothebarangay/EAfromoneoutersitio,purok,orvillagetothe next, and so on, until the whole barangay/EA has been completely covered. For areas with buildings that are far from clusters of buildings, determine the best routes to follow in order to efficiently canvass the whole area.

In a barangay/EA where the buildings are relatively dispersed,consultwiththe barangay officials or other knowledgeable persons in the barangay on the best way to cover the area. Whileinthecourseofyour enumeration, always inquire about buildings in the vicinity that are hidden from view, the best routes tofollow,andotherhelpful information.

Illustration 4.5 shows the directions in the systematic canvassing of an EA/block not bounded by visible features. Arrows are used to show the direction for the systematiccanvassingofanEA not bounded by visible features. During enumeration, arrows are not required to be indicated in the map.

4.4.3 Procedures on How to Canvass a Multi-Storey Building

A storey is the space in a building between two adjacent floor levels or between a floor and the roof.

Abuildingisamulti-storeyifit hastwoormorestoreys.Inamulti-storeybuilding, canvassthe building from the ground floor to the highest floor. Inquire from the building administrator/caretaker about the number of vacant and/or occupied units in the building.

In a multi-storey residential building, watch out for separate entrances and stairways leading to individual housing units. Canvass the building for housing units from one entrance and stairway to another, including those rooms with living quarters onthe ground floor.

In a commercial or industrial building, inquire from offices or nearby establishments on the ground floor, or from other sources, for living quarters in any of the floors in the building.

4.5MAPPING

For the purposes of the 2022 CAF, MAPPING generally refers to the task of updating the barangay/EA/block map by (i) indicating the proper building symbols, and (ii) plotting of buildingpointandwritingthebuildingserialnumber(BSN)fornewly-identifiedbuildingsonthe barangay/EA/block map. Mapping activity should be done simultaneously with listing and enumeration of households. The task of mapping for this census can be effectively accomplished by using the proper mapping symbols and implementing the required procedures for this activity.

4.5.1 General Procedures for Mapping

Your supervisor should provide you with the map of the barangay/EA/block assigned to you. The map helps you identify the exact location of buildings on the actual ground and each building’s corresponding BSN that you should reflect in the CAF Form 1 during interview. To accomplish this mapping task, follow the procedures below:

1. For everybuilding, determineifithasacorrespondingbuildingpoint andaBSNonthe map. For every building point, determine if it has living quarters.

2. For building structures with BSNs indicated on the map:

 Encircle the BSN of thebuilding with living quarters;

 Indicate a checkmark () on the BSN of commercial, industrial or agricultural buildings without livingquarters; and

 Indicate an (X) mark on the BSN of out-of-scopeand/or destroyed buildings

3. Filling-out the certification portion of themap

 Print and sign your name on the spaces provided at the lower right portion of the barangay/EA/block maps. Write also your position/designation and the date after you have completed the enumeration of the area and updated the map.

4.5.2 Procedures on How to Indicate Proper Building Symbols in the Barangay/EA/BlockMap

During the course of mapping, identify on the map the approximate location of each building. Use the proper building symbols to indicate on the map that the buildings have been canvassed.

Plot on the barangay/EA/block map the appropriate symbol for the buildings as applicable. Use the following symbols:

SYMBOL DESCRIPTION

Buildings, whether residential or non-residential, occupied by one or more households.

Newly-identified buildings (newly constructed or existing building not geotagged) with living quarters.

Commercial, industrial, or agricultural buildings without living quarters. Institutionalbuildingswithoutlivingquarters andusedforotherpurposesother than residential shall use this symbol.

Out-of-scope (animal pens, temporary structures used for resting or storage, waiting sheds), destroyed buildings (due to fire or any other disaster-related incident), and dilapidated and abandoned residential building structures.

4.5.3 Procedures on How to Indicate New Buildings in the Barangay/EA/Block Maps

Youmayencounternewlyconstructedbuildingsduring2022CAFenumeration.Insuchcases, youarerequiredtoplotthebuildingsymbolandassignaBSNforeachofthesebuildings.The followingaretheproceduresthatyoushouldfollowwhenyouhaveidentifiedabuildingwithout its corresponding BSN in your map:

Case 1. For EAs with completely geo-tagged building structures, i.e., each geo-tagged buildinghasacorrespondingBSN,butduringactualvisitsomebuildingsareidentified asneworhadnotbeencoveredinthe2020CPHgeo-taggingactivity,youmusttreat the newly-identified building structures as new buildings on the map.

 Plot on the barangay/EA/block map the symbol “ ” for each newly-identified building with living quarters.

 Assign and write the 3000-series BSN near the building symbol “ ” that you have plotted on the map. The sequential 3000-series BSN must be unique within the EA.

 Repeat this procedure for each newly-identified residential building in the EA.

 Indicate a check () mark on the roof of commercial, industrial or agricultural buildings without living quarters.

 Indicate an (X) mark on the roof of out-of-scope and/or destroyed buildings.

Example: a. Identify the building structure, either newly-constructed or not tagged, on the barangay/EA/block map. b. Plot the symbol “ ” on the identified building structure. c. For the first building, write 3001, for the second, 3002, and so on.

Case 2. For a barangay/EA that has been partially geo-tagged (mixed) or with portions of the area having incomplete geo-tagged buildings, all building structures with living quarters shall also be treated as new buildings.

 Refer to Case 1 for the procedures on drawing the appropriate building symbol and assignment of BSNs to buildings with no geo-tagged points.

Example: a. Identify all the building structures on the barangay/EA map that have no geotagged points. b. Plot the symbol “ ” on the identified building structure with living quarters, and thenwritethe3000-seriesBSNnearthesymbol.Forthefirstbuilding,write 3001, for the second, 3002, and so on.

Case 3. For a barangay/EA that has not been totally geo-tagged, plot on the barangay/ EA/block map the symbol “ ” for each building structures with living quarters. TheassigningofBSNshallstartwith0001,0002andsoon,untilyouhavecompleted enumerating the EA.

Indicateacheck()markontheroofofcommercial,industrialoragriculturalbuildings without living quarters and an (X) mark on the roof of out-of-scope and/or destroyed buildings.

4.5.4 Procedures on Taking Good Care ofthe Map

It is your responsibility to handle your map with care. Like other census materials, the map is also a very important document/record of the 2022 CAF. It will be used as reference material for the post-enumeration and other statistical activities that will be conducted by the PSA. Hence, you must ensurethat the map is in good condition until the end of enumeration.

Below are some guidelines in taking care of the maps:

1. Use pencil in updating the map,

2. Donotusestamppadinsigningyournameorindicatingthedateonthemappingform,

3. Do not fold or roll the maps,

4. Do not punch holes nor staple the maps, and

5. Protect the map from extremeweather conditions.
